NEW SCHOOL COVID RULES An emergency rule introduced Sept. 22 modifies protocols for students who are close contacts of COVID-19-positive individuals.

The parent or legal guardian can now let the student attend school and schoolsponsored activities without restrictions, as long as the student shows no symptoms of COVID-19.

The parent or guardian may also opt to have the student quarantined up to seven days from the last contact with a COVID-19 individual.

Flagler County’s COVID-19 case rate and hospitalization numbers continue to drop, and the county has likely pulled out of its latest COVID wave, health officials said on Flagler Broadcasting’s “Free For All Friday” program Sept. 24.

“We’ve been on a downward trend ... for four weeks in a row,” Health Officer Bob Snyder said.

The county had 215 cases this week, down from 401 cases the week before, he said.

There were four deaths reported at the hospital early in the week, but none in the last few days, and COVID-19-related hospitalizations have been decreasing: There were 27 as of Thursday, Sept. 23.

Asked whether the latest COVID-19 wave is over, Florida Department of Health-Flagler Medical Director Stephen Bickel replied, “It sure looks like it.”

Snyder said that most of his colleagues believe that the latest delta COVID-19 wave peaked about three weeks ago.

But Bickel did have a word of caution.

“Keep in mind, we were at 10 or 20 cases a week in the spring of 2020, and we were all concerned about it,” he said. “So we’ve gotten used to these numbers. But hopefully it will get under 100 in the next week or two.”

And while the CDC’s latest advice on masking states that vaccinated people in areas with low transmission don’t need to wear masks, Flagler’s transmission rates are still too high for that.

“We’re not near the low level,” Bickel said. “We’re going from extremely high to high.”

Why is the wave ending?

“I think we’re running out of people,” Bickel said. “Herd immunity comes from vaccinated people and … people who have a history of COVID.” Adding those two numbers together leaves a significant portion of the population with COVID-19 antibodies.

“What tends to happen in these waves is that there are groups of people that congregate together — whether it’s school, or social or other activities — and if a bunch of them are susceptible, they can spread it,” Bickel said. “And then they’re no longer susceptible.”

So far, Snyder said, 71,477 Flagler County residents have received at least one dose of a COVID-19 vaccine: That’s 68% of the population.

Local schools are averaging about seven students a day testing positive for COVID — a significant decrease from when school began, Snyder said.

“We are on a real positive trend here, in the right direction,” Snyder said.

Still, he said, people who aren’t vaccinated should get vaccinated.

“For those who are on the fence, please reach out to your primary care physician, and talk to us, and we can talk you through it,” he said.

People over 65, or who are immunocompromised or have other conditions that place them at high risk for COVID-19, can also get booster shots at least six months after their second shot.

“Every pharmacy in our community has either Moderna or Pfizer or both,” Snyder said.

HAND, FOOT AND MOUTH DISEASE INFECTS FLAGLER CHILD CARE CENTERS The Florida Department of Health in Flagler County has received reports of Hand, Foot, and Mouth Disease in two child care centers in the community. While this illness is generally not serious, HFMD is highly contagious, common in children under 5 years old and spreads quickly through in-person contact, respiratory droplets, and contact with contaminated surfaces and objects.

TYPICAL SYMPTOMS OF HFMD INCLUDE:  Fever and flu-like symptoms including sore throat, eating or drinking less, and generally not feeling well.  Mouth sores that can appear one to two days after a fever starts. These sores usually start in the back of the throat and appear as small red dots. They may become painful blisters.  Skin rash on the palms of the hands and soles of the feet. A rash can also appear on the knees, elbows, buttocks, or genital area.

There is no vaccine for HFMD. If you begin to see signs and symptoms of the virus, please keep your child home from school and childcare. Most cases will resolve at home with supportive care, but you should see a healthcare provider if your child:  Has a weakened immune system,  Experiences a fever for more than three days,  Has symptoms that become severe or do not improve within ten days,  Is under 6 months old, and  Cannot stay hydrated.

Steps you can take to minimize the spread include washing hands frequently, cleaning and disinfecting frequently touched/shared items like toys and doorknobs, and avoiding touching your eyes, nose, and mouth.

State revamps COVID-19 rule for schools The new rule gives parents more control over whether their children attend school after being exposed to COVID-19.

Pointing to a need to “minimize the amount of time students are removed from in-person learning,” the Florida Department of Health on Sept 22 issued a revised rule that gives parents more authority to decide whether children go to school after being exposed to people with COVID-19.

The emergency rule also continues to require that parents be able to opt students out of schoolmask requirements, but adds that outing of mask requirements is “at the parent or legal guardian’s sole discretion.”

The revised rule short-circuited legal challenges by five school districts to a rule the Department of Health issued Aug. 6 to help carry out Gov. Ron DeSantis’ efforts to prevent school mask mandates.

Administrative Law Judge Brian Newman said during a telephone hearing Sept. 22 that he did not have any “wiggle room” after the revised rule was issued.

“I don’t think I have any jurisdiction to do anything other than to dismiss this case,” Newman said.

New state Surgeon General Joseph Ladapo, whose appointment was announced Sept. 21 by DeSantis, signed the emergency rule. It replaced the Aug. 6 rule that drew heavy attention as some school districts have sought to require students to wear masks to prevent spread of COVID-19.

The school boards in MiamiDade, Broward, Orange, Alachua and Leon counties had challenged the Aug. 6 rule, which did not include the new provision about parents or legal guardians having “sole discretion” about opting out of school mask requirements.

Another substantial change in the revised rule deals with protocols for students who have been exposed to COVID-19. The new rule says schools “shall allow parents or legal guardians the authority to choose how their child receives education after having direct contact with an individual who is positive for COVID-19.”

It gives parents the option of allowing the “student to attend school, school-sponsored activities, or be on school property, without restrictions or disparate treatment, so long as the student remains asymptomatic.” Parents also would have the option of quarantining their students for up to seven days.

The Aug. 6 version of the rule said students who have contact with people positive for COVID-19 “should not attend school, school-sponsored activities, or be on school property” until they receive negative COVID-19 tests four days after the last exposure or are asymptomatic and wait seven days after their last exposure.

The roundabouts aren’t necessarily reducing the number of crashes, but they do seem to be reducing their severity, Sheriff Rick Staly said.

t’s been about a year since roundabouts were added at two Flagler County intersections on U.S. 1.

The change inspired outcry at the time from people who preferred a traditional stoplight and feared that roundabouts would be a nuisance to navigate or lead to more crashes, while Florida Department of Transportation staff reassured locals that roundabouts have a record of reducing fatalities.

Sheriff Rick Staly, before the roundabouts were created, had backed an initiative to add a stoplight at the U.S. 1/Old Dixie Highway intersection after a series of serious crashes there.

He’d said he’d defer to FDOT’s traffic engineers on whether a roundabout would ultimately be a better solution than a light, but had worried that the roundabout construction process would take too long and leave drivers at risk in the meantime, while adding a stoplight at the intersection — which then had only flashing lights — could be done quickly and reduce crashes.

But now that they’re installed, are Flagler’s roundabouts doing what they’re supposed to do?

“They have not necessarily had a significant impact on the number of crashes,” Staly said.

“What FDOT had told me back during the discussion phase was that they knew that roundabouts were unlikely to reduce the number of crashes, but they felt their study showed it would reduce the severity of the crashes — and I

guess that has come true.”

FDOT’s website states that roundabouts have “90% fewer fatalities and 75% fewer injuries” than regular intersections.

Since each Flagler County roundabout has only been open about a year — both opened last summer, and COVID-19 may have affected traffic during that time — it’s still early to draw conclusions.

But preliminary data has been encouraging: There have been no fatalities at either site so far this year, and there has also been no precipitous increase in fenderbenders.

The Old Dixie roundabout had two injury crashes in 2021 — neither a notable increase nor decrease from previous years — and three no-injury crashes, a decrease from 2019 and 2020.

The Matanzas location had 10 no-injury crashes (up from nine the year before) and one injury crash (a notable decrease from previous years).

The logic of roundabout safety is that when cars in roundabouts do crash into one another, they usually do so side-to-side while heading the same direction— eliminating the deadly head-on or T-bone crashes associated with regular four-way intersections.

Compared to the injury crashes that occurred before the two Flagler roundabouts were created, the injury crashes that have occurred since the roundabouts opened appear to be less severe, Staly said.

Staly had been skeptical that the roundabouts’ design would be able to slow traffic enough for cars to traverse the traffic circles safely.

But they seem to be, he said.

At the Old Dixie one, he said, “I can tell you at least if you’re going northbound, you pretty much have to go 20 or 25 mph to get through. So despite my skepticism, they were able to slow down.”

That roundabout also has a faster-moving southbound bypass lane that lets traffic heading directly south avoid entering the roundabout itself.

Staly said he still sees concerning driving at the roundabouts.

“I see a number of near-misses — obviously the [crash] numbers don’t have the near-misses —

because people still don’t entirely understand how to drive in a roundabout” he said. “They still drive from the inside lane and shoot across to the exit.”

But at 20-25 mph, drivers have time to react to their confused fellow roundabout navigators — and if they can’t, the collision damage tends to be minimal.

“Even though I was not a proponent of the roundabout solution, it does appear that what DOT has done, overall, has probably saved lives,” Staly said. “And I believe that will continue.”

Flagler County will redraw the boundaries for its five County Commission and School Board districts to even out the population levels between them.

Proposals presented to the commission at a meeting Sept.

27 included adding to District 1 a large chunk of land that is currently to its east, extending District 2 slightly to the west, contracting District 3, and adding to District 5 a chunk of land to its south. District 4 may lose a small wedge of land on its northeast.

Because commissioners and School Board members are elected countywide, the changes won’t affect who can vote for whom.

“We’re elected on an open ballot, so it really doesn’t matter to me at all — I think it’s just a numbers game,” Commissioner Greg Hansen said. “So let’s get it as close to perfect as we can, and be done with it.”

The redistricting exercise is one the county, School Board and local cities undertake every 10 years, after census results are released. Palm Coast is also beginning its redistricting process.

Local government bodies are required to redraw their district boundaries so that their population is balanced between them, ideally with population differences of less than 10% from the “even value” each district would have if their populations were the same — in Flagler’s case, 23,075.6 people per district.

Two county districts are currently over or approaching the 10% deviation mark.

District 3 — which includes the bulk of the land south of Palm Coast Parkway and east of I-95, and a few areas west of I-95 — is 12.9% above the “even value.”

District 5 — which includes a large swathe of Palm Coast south of Matanzas Woods Parkway and north of Whiteview Parkway, largely west of I-95 and largely east of Belle Terre Parkway — is 7.5% under the even value.

The School Board uses the same district boundaries as the County Commission, so the two boards will hold joint meetings on the redistricting process. The first joint meeting will be at 6 p.m. Oct. 5.

of a rezoning that would replace the several zoning designations currently on the land — general commercial, single-family residential, and public/semipublic — with the Master Planned Development designation.

The board also voted 6-0 in favor of the developer’s request to change the Future Land Use Map designation for 37.7 acres of the property from mixed use and undesignated to residential, with a policy limiting development to a density of three units per acre rather than the current 15 per acre.

The city has worked out an

agreement with the developer to swap land to allow the city a right-of-way along Citation Boulevard — which the developer plans to extend — for emergency services access, saving the city from needing to build another fire station in the area to improve its emergency response times.

The development would be built in phases, starting with the extension of Citation Boulevard and the construction of the 78 townhomes, followed by the creation of an amenity center and 155 single-family detached homes. Later phases would add more homes.

The planning board on Sept.

15 granted a special exception to allow tarot card psychic and palm readings to be conducted at the Vedic Moons metaphysical and spiritual wellness shop in St. Joe Plaza.

Tarot card and palm readings are allowed in the city’s high-intensity commercial zoning, but require a special exception in the general commercial zoning district where the shop is located.

One board member asked what training people undergo to perform tarot card readings.

The applicant said tarot card readers train for 300 hours under people who already perform readings.

The planning board also approved a technical site plan for a Storage King USA facility on 11.84 acres on State Road 100 east of Bulldog Drive.

The storage facility will have 690 internal storage spaces in two and 38 boat and RV spaces.

The Palm Coast Park development of regional impact off Matanzas Woods Parkway will be entering a new phase.

The development is expected to eventually have over 2,000 homes.

The planning board on Sept. 15 granted its approval for a master plan for a phase within the community that will be known as Sawmill Branch.

Other Sawmill Branch phases have already been approved.

Sawmill Branch is approximately 140.44 acres on the west side of U.S. 1 about 2 miles north of Matanzas Woods Parkway and 1.5 miles north of the Sawmill Creek development, which is under construction.

It is expected to have 411 single-family homes, with a density of 2.93 units per acre, and will require approval from the Palm Coast City Council.

A developer hopes to convert 239.6 acres worth of vacant, wooded land south of State Road 100 and the Flagler Executive Airport into a community of over 500 homes.

The Seminole Palms development would have 451 single-family detached sites plus another 78 single-family attached townhomes about a mile and a half south of S.R. 100 on the west side of Seminole Wood Boulevard.

City Council OKs slight tax rate decrease Because of rising property values, the lower rate will still amount to an overall tax increase.

Palm Coast residents will have a slightly lower tax rate next year, but, due to rising property values, many will still see an increase in their actual tax bill.

The Palm Coast City Council on Sept. 22 voted 4-1, with Councilman Ed Danko dissenting, to set the property tax rate at $4.61 per $1,000 of taxable value for the coming year. The current rate is $4.6989 per $1,000 in taxable value. No members of the public addressed the council during the

meeting.

The council also voted 4-1 to approve the city’s $248,635,694 budget for the coming year. It is a 16% increase over the current year’s budget.

This is the first time in four years that the city has lowered the millage rate, but the lowered rate will still bring in more tax money for the city government in the coming year than it received this year, amounting to a tax increase.

A homeowner with a $200,000 house with $150,000 of taxable value will pay $691.50 under the 4.61 millage rate the council approved. They would have paid $704.84 if the council held at 4.6989: The lowered rate amounts to a savings of $13.35.

The council also decided to fund all 10 new Sheriff’s Office deputy positions requested by Sheriff Rick Staly — spending $1.7 million more on law enforcement

than it would have if it had opted not to fund the new positions — and will spend approximately $530,000 from its reserves.

The reserves are currently 27.4% of the general fund, which is higher than the 10%-20% suggested in city policy.

Danko, the sole dissenting vote, said at the meeting — as he had when he’d been campaigning for office— that he’d rather drink antifreeze than raise taxes.

“The only thing in this budget I like is giving our sheriff his 10 additional deputies,” Danko said.

Danko had preferred that the city lower the millage rate to the rollback rate — the rate that would bring in the same dollar amount of tax money as the city received this year, and would therefore not constitute a tax increase. The rate the council selected is 3.38% higher than the rollback rate.

BRIEFS Flagler Beach to get new fire truck Flagler Beach has approved a budget that will include money for a new fire truck — a 2020 Pierce Enforcer that will cost $546,333 and replace the Flagler Beach Fire Department’s 25-yearold Engine 111.

The city budget for the upcoming year will be approximately $7.08 million.

The City Commission approved the budget 4-1 in a second budget hearing on Sept. 23, with Commissioner Rick Belhumeur, who’d criticized the propose truck purchase, voting no.

The department also has an older ladder truck, so the new Pierce would bring the Fire Departments’ number of apparatuses to three.

Bunnell will move to new City Hall The Bunnell City Commission also approved a budget with money set aside for major new expenses: In its case, the construction of a new City Hall complex and police headquarters on land the city is buying on Commerce Parkway, near the Wendy’s south of State Road 100 The city has approved a contract to purchase the land at 2400 Commerce Parkway, and plans to sell off its current government complex at 201 West Moody Blvd., which has water damage.

It’s the second time in recent memory that the city administration has been displaced due to

water damage. Bunnell moved out of the old Coquina City Hall building in 2009 for the same reason, and spent five years at the county government’s complex on S.R. 100 before buying its current building for $600,000 in 2014.

As it did before, the city will use the county government’s facilities in the interim period. Construction costs for the new City Hall and Police Department facility are expected to total $5.77 million.

The Bunnell City Commission voted unanimously at a Sept. 27 meeting to approve the city’s $29.68 million budget and a millage rate of 7.43 mills for the upcoming fiscal year.

The property tax rate, $7.43 per $1,000 worth of taxable value, is an increase of 23.26% over the rollback rate — the rate that would have generated the same dollar amount of tax revenue as the city received this year — of $6.0281 per $1,000 worth of taxable value.

No members of the public addressed the commission about the budget or property tax rate.

Mask mandates are un-American

Uphill battle against pseudoscience

Dear Editor: Gov. Ron DeSantis is very conscientious, and I am sure he carefully examines all the COVID statistics and studies that are available to protect Florida residents. Many people are entering our country and state illegally, and Florida is not permitted to put any mandates on them.

Gov. DeSantis is not “antimask.” He is frequently requesting all Floridians wear masks and get vaccinated, as he also demonstrates by his own behavior.

He has provided numerous free testing and vaccination sites.

Withstanding a great deal of political difficulty, he has also established many monoclonal treatment centers. This treatment is very successful in keeping people who contract the virus from having to be hospitalized. Now the supply of this medicine to the state of Florida is being cut back, and the governor is already working on direct purchasing.

Through all the obstacles placed against our state, our governor continues to fight for all of us. Some people have difficulty wearing masks for prolonged periods, or other reasons. Even if this type of mandate is found to be legal, there are other things to consider. Do the Florida taxpayers want bigger government and “mask marshals”? Which taxpayer pays the fine for people who can’t afford food? etc., etc.

This is America. Those of us who are vaccinated and wear masks can do so anywhere. The government mandating people to wear masks everywhere is un-American.

Dear Editor: The tireless and great efforts of Bob Snyder and Dr. Stephen Bickel of our county’s health department to ensure that science trumps pseudoscience in their fight against COVID-19 are now facing a setback.

With the installation of a new Florida surgeon general, Dr. Joseph Ladapo, the governor has clearly gone out of this way to displace the good science Snyder and Bickel promote with a political ideologue with a questionable background.

Ladapo, who has no experience in public health, was affiliated with America’s Frontline Doctors, a very controversial fringe group that advocates the use of, and prescribes through their website, debunked and potentially dangerous COVID medical treatments, including the anti-parasitic drug ivermectin and hydroxychloroquine, and spreads false and misleading anti-vaccine and anti-mask wearing information.

The group’s “medical” members include a doctor who actually claimed, “tormented spirits” are responsible for a variety of medical conditions and that space alien DNA is being used in medical treatments. Another anti-vaccine doctor and former head of the group was arrested and lost her job for her participation in the Jan. 6 attack on our Capitol.

For a long time, Mr. Snyder and Dr. Bickel have been fighting an uphill and unwavering battle to instill good quality science and a fact-based approach to mitigate the pandemic here in Flagler. They have had to face off with the likes of a pseudoscience connoisseur School Board member, and local politicians and consistently take on misguided mask-wearing and vaccine reluctance.

Should we be worried that someday there will be an ivermectin “de-worming” offer at the new Regeneron treatment facility here in Palm Coast or maybe even a demon exorcism?

It’s pretty clear the new surgeon general is not a proponent of CDC guidelines and the scientific consensus around the pandemic, leaving our very capable good-intentioned health department in a possible untenable position: buck the boss and be true to the science or fall in line with a political ideologue with a questionable scientific mindset.

Who says masks are really effective?

Dear Editor: I tire of those who advocate for mask requirements in schools and elsewhere because they “say” that studies show that masks are effective. I say, what studies are those?

In 2017 an NIH study stated that cloth masks offered no protection and N95 masks only offered the minimum amount of protection. In 2020, the CDC did a study in Georgia specifically with regards to schools. The results showed a difference of 21% which the experts at CDC deemed “statistically insignificant.”

Because of a whole host of different variables between schools, the increase would have needed to be 40% or higher to be considered significant.

The only study that “showed” the effectiveness

of masks was by the CDC in 2021 under strict controlled environment conditions.

That study used the phantom aerosol method and showed the effectiveness of a properly worn three-layer approved type of cloth mask. Now the first person that can prove that any school is a strict environmentally controlled environment, then I will capitulate that masks may provide some level of protection. But we all know that our own results would be much less than 21%.

This much is absolutely true: Masks or not, vaccinated or not, previous COVID infection or not, if one is exposed to COVID-19 you may contract the virus. There truly is no protection that will make someone completely safe.

Safety should always be third after knowledge and individual responsibility. There’s even a mask for that.

The hidden pandemic: record numbers of overdose deaths

The devastating toll of COVID-19 reaches far beyond those who contracted the virus. For safety reasons, remote became the new normal, and people nationwide were socially isolated. In a research study my colleagues and I conducted involving more than 775 college students, we found increased levels of alcohol consumption, anxiety, and depression during the COVID-19 pandemic (Coakley et al., 2021).

Unfortunately, among the general population, the data share a similar picture. Statistics published by the National Institutes of Health show 2020 was the deadliest year on record for drug overdoses. In an interview with NPR, Dr. Nora Volkow, director of the National Institute on Drug Abuse,

said the organization saw the highest number of overdose deaths ever recorded during a 12-month period last year.

Quarantining and self-isolating are important for public safety, but they may influence anxiety and depression.

According to the Centers for Disease Control and Prevention, approximately 75% of young adults experienced at least one mental health symptom three months into the pandemic restrictions, and over 25% reported seriously contemplating suicide. Mental health concerns and substance use are connected, as people often self-medicate to cope with distress and trauma.

Research shows the more trauma an individual has faced, the more likely that person is to develop alcoholism and abuse substances. Individuals with a history of childhood abuse and neglect are far more likely to develop a substance use disorder in adulthood. Adverse childhood experiences influence future wellbeing. Shame resulting from adverse experiences fuels addiction.

Substances are a maladaptive method used to cope with shame and other negative life experiences. Living with an active substance use disorder is painful. BRIEFS ‘See something, say something’ leads to drug arrests A man and a woman were arrested on drug charges Sept. 19 after the Flagler County Sheriff’s Office responded to a call about suspicious activity on Blueberry Street in Bunnell.

As deputies arrived and asked two residents about two motorcycles, which deputies suspected were stolen, the deputies also discovered a small, red, zippered bag.

Inside the bag was a glass pipe like those typically used to smoke methamphetamines, with a white residue and burn marks on it.

Deputies also found two smaller baggies with crystal-like residue inside. The substance field-tested positive for methamphetamines.

The motorcycles were later determined to not be stolen.

The man and woman have been arrested on drug charges in the past.

“This is another example of ‘see something, say something’,” said Sheriff Rick Staly. “A neighbor saw something suspicious and called the Sheriff’s Office to report suspicious activity, which resulted in these arrests and narcotics off the streets.”

Man steals $1,000 from cash register, is caught hours later Deputies arrested a man Sept. 23 for stealing $1,000 from a cash register.

Deputies had responded to a business alarm at about 4 a.m.

on Sept. 23, and arrived to find the businesses’ side door shattered.

More deputies arrived and set up a perimeter, and the business owner advised that the cash register, which contained more than $1,000, was missing.

Deputies checked surveillance camera footage and were able to identify the suspect as Scott Andrew Green because of his prior arrests and encounters with FCSO deputies.

The St. Johns County Sheriff’s Office found Green driving in St. Johns County and conducted a traffic stop.

FCSO deputies and detectives responded to St. Johns County, where Green was arrested.

Green has had 41 felony charges and 18 felony convictions in Florida.

“This is a good example of our deputies, technology, and partner agencies acting quickly to apprehend this career criminal,” Sheriff Rick Staly said. “This guy is a one-man crime wave and needs to go to prison for a long time. With all his arrests and prior convictions, he’s already had too many chances to turn his life around. Now, he needs to go to the big house so he can’t continue to prey on our community.

Once again, this arrest shows the teamwork we have between agencies so criminals can’t run and hide by going to another jurisdiction.”

Green is charged with Burglary of Dwelling/ Structure with Damage over $1,000 and Grand Theft.

He will be brought back to Flagler County after his initial booking in St. Johns County.

Man sentenced to three years for 2019 armed robbery Jimari Baker was sentenced on Sept. 10 to three years in prison followed by five years of probation for a 2019 armed robbery n the S-section of Palm Coast.

During the incident, Baker was in possession of a firearm and pointed it directly at the head of one of the juvenile victims. The robbery was captured on video, and Flagler County detectives were able to identify Baker and arrested him a year later.

Baker’s sister, Jimaya Baker, was involved the same incident and has been involved in multiple high-profile incidents since, including a shooting that severely injured a victim in Palm Coast and the robbery of an illegal gambling business in Volusia County.

“I’m glad to see him face consequences for his poor decisions,” Sheriff Rick Staly said of Jimari Baker. “I commend our detective team and prosecutors who put this dangerous criminal behind state prison bars and off the streets of Flagler County.

Hopefully, prison will teach him to make better choices in the future and his sister will join him soon.”

Both Jimari Baker and Jimaya Baker are being held at the Sheriff Perry Hall Inmate Detention Facility. Jimari Baker is awaiting transfer to the state correctional system.

Jimaya Baker was arrested on Sept. 7, 2021, for Violation of Pretrial Release and is being held on no bond, with sentencing for her previous crimes scheduled for February 2022.

Commercial burglary. A man got a motion alert from security cameras at his landscape business. The video showed a male and female with flashlights in the rear of the business property.

Deputies checked the house and didn’t find them, but reviewed the surveillance video and saw the male and female walking around the property and in and out of the shed.

Flagler man catches burglar in unfinished home The Flagler County Sheriff’s Office responded to a call about a suspicious person and vehicle on Sept. 20 and arrested suspect Jason Pack for construction theft, burglary and illegal narcotics.

The victim had reported that he was driving into his gated community when he noticed that a truck trailed behind him to get through the gate.

The victim then discovered the same suspect in the garage of the victim’s new home, which is

ASLEEP AT THE WHEEL 2:54 a.m. Flagler Plaza Drive Narcotics. A deputy found a car running in a parking lot, with the driver asleep at the wheel. There were multiple knives in the car within the driver’s reach, and a package of marijuana at his feet.

After the driver woke up, he placed one hand in his pocket and refused to remove it, then jerked away from a deputy who tried to grab his arm.

One deputy used an electrical weapon to subdue him, then handcuffed him. He tried to toss bags of meth into the woods as deputies moved him to a patrol car. He was arrested on multiple charges.

The Flagler County School District’s plan to transform the Belle Terre Swim and Racquet Club into a hybrid schools and community facility became clearer recently when district staff proposed several options to the School Board.

The proposals, presented at a School Board information workshop on Sept. 21, differed slightly, but the board was receptive to the general plan which would eliminate the tennis courts and add portables that would accommodate district programs from others sites.

The tennis courts, which would have required $50,000 in repairs, would be replaced by portables serving the Trail program and the iFlagler Virtual School.

Trail is a transition program for students with disabilities ages 18 to 22. Moving the program to the Belle Terre Swim and Racquet Club facility would free up 66 student stations at Indian Trails Middle School.

Moving iFlagler to the 11-acre site would free up about 9,000 square feet of space at Matanzas High School, which could be used to accommodate 250 more student stations, said Dave Freeman, the district’s director of plant services.

Other programs that could be accommodated are the Step-Up and Rise-Up programs and the Flagler County Youth Center.

“I’m extremely excited,” said board member Jill Woolbright. “(The site) is a short distance from Buddy Taylor (Middle School), so they could have their own youth center.”

The pool and exercise gym would be preserved, but the gym could be converted into a youth center facility or be divided up to serve both functions.

“Including the weight room so the community has access appears to be a win-win for all parties involved,” said School Board member Colleen Conklin.

the past five years, according to the staff’s presentation. The club currently has 229 annual memberships at $225 apiece and 27 monthly memberships.

Board member Cheryl Massaro asked if memberships would be eliminated. Paul Peacock, chief of operational services, said that would be up to the School Board’s discretion.

The pool and gym would be fenced in to separate student and public areas, according to one proposal. Both high school swim teams use the pool.

The project would be completed in phases. Phase 1 would include demolition, parking lot repair and site work totaling over $524,000. Phase 2 would include erecting a possible 13 portables for the four programs at a cost of over $2 million. Phase 3 ($100,000) would renovate the gym. Phase 4 ($160,000) would renovate the bathhouse. Phase 5 would convert the old Step-Up building into transportation use with a cost of over $36,000.

The total cost would be over $3 million with a return on investment within 10 to 20 years, Freeman said. The School Board could go ahead with some or all phases.

Not everyone is happy with the proposals. Liz Colombo, who works part time at the club and has lived in Palm Coast for 39 years said the news was “heartbreaking.”

“It tears my heart out,” she said. “This is a community. We are a family here. But at least the schools are going to use it. It could have been condos.”

Geosam Capital US, owner of the proposed Colbert Landings subdivision, had agreed to pre-pay the Flagler County school district $357,480 that eventually would have been applied to the development’s school impact fee.

But the district won’t be accepting that payment.

Pending the county’s decision to accept or adjust the school district’s proposed impact fee increases, the School Board voted to table the agreement with Geosam and all other negotiations involving proportionate share mitigation.

Patty Bott, the school district’s coordinator of planning and intergovernmental relations, recommended the move, which the board unanimously approved at its Sept. 21 meeting.

Bott said tabling the agreement with Geosam and putting a hold on negotiations with other developers was necessary “until an impact fee adjustment is finalized, and the district is able to assess how new capacity needs will be funded.”

Nick Powell, Geosam’s director of land development, said he was told about the district’s recommendation just 30 minutes before the board meeting.

He said the agreement should move forward regardless of what the new impact fee is determined to be.

“Our argument is the impact fee doesn’t affect our agreement.

Our agreement is based on the current impact fee,” Powell said.

“If the impact fee increases, the builder will still be responsible to pay that difference.”

School concurrency proportionate share mitigation agreements are based on the number of students generated by a proposed development and how many new student stations the district would have to accommodate.

Geosam is seeking approval from the city of Palm Coast for 482 single-family homes to be built at Colbert Landings.

According to the single-family generation rate — the ratio of students living in single-family homes to the number of singlefamily homes in the county — the district anticipates the development will add 118 students to the district’s enrollment.

Of that number, 69 are anticipated to be middle school and high school students for which

The development’s ultimate proportionate fair share is estimated to be just under $2 million, which would be paid through impact fee. With the current impact fee for single-family homes, the development would pay about $1.7 million. The district had proposed doubling the current impact fee from $3,600 per home to $7,175.

The $350,000 Geosam had agreed to pay up front would have been returned in impact fee credits, Bott said.

By tabling the agreement and holding off on all other negotiations with developers, the city is essentially putting a hold on all development in the city, Powell said, because proportionate share mitigation agreements are required for final plat approval.

“Tabling all mitigation agreements is a knee-jerk reaction,” Powell said. “If (the impact fee issue) drags on, who knows how this will affect the permitting process?”

Colbert Landings’ subdivision master plan was approved over a month ago. Powell said they are looking to break ground at some point during the first quarter of 2022.

“I think the (district) staff is doing an injustice to the School Board,” said Powell, who added that he had asked to state his case when the agenda item came up at the School Board meeting but was told he could only speak during public comment.

Bott said 70% of all permits this year have been issued to ITT lots, which do not have to do proportionate share mitigation but still have to pay impact fees.

“The impact fees are a big part of our funding,” she said. “If we don’t have the funds through an adequate impact fee, it will give us a shortfall in funds to build a new middle school or high school.”

Hailey Tucker could kickstart her soccer cleat business with prize in national entrepreneurship competition

Hailey Tucker went back and forth deciding on an elective to take last year at Flagler Palm Coast High School. Finally, she decided on entrepreneurship to learn about the business world.

Now the junior is one of 33 high school students across the nation who have advanced to the National Youth Entrepreneurship Challenge.

You could say she’s a quick study.

The Youth Entrepreneurship Challenge series and FPC’s entrepreneurship class was created by the Network for Teaching Entrepreneurship. The challenge series is a Shark Tank style competition in which students come up with a product and business model and pitch it to a panel of entrepreneurs and executives.

Tucker had to advance through school, district and regional competitions to qualify for the national finals. The nationals will be held virtually on Oct. 21 with the competitors vying for a prize pool of $18,000.

“I didn’t have to do much coaching with Hailey,” said Cor-

rine Shaefer, who started the NFTE class at FPC last year. “She kind of came with the full package. She’s an amazing public speaker. When she presented, it was a different level.”

Tucker said it helped that she landed on a product that she’s passionate about. A long-time soccer player, Tucker has always had trouble finding cleats that fit.

Women’s cleats usually don’t fit because she has a wide foot. And for men’s cleats, she’s in between sizes. Customized cleats are limited, and expensive.

So, she did some research and came up with a business plan to produce her own custom cleats.

She calls her company Custom F.C., home of WinMaker Cleats.

F.C. can stand for a number of things, she said. Football Cleats.

“It takes so much time and effort to find the right cleats,” she said. “So many players, and myself, play with broken cleats, and we tape them up. So, the idea for the business came as a way to make it an easier and faster way to give players the perfect cleat that they can know and trust to play in, but is also aesthetically pleasing and has the designs and color

they like. You can make your own cleat, essentially.”

The trick to coming up with the right business is to be and innovator, not an inventor, Shaefer said. “(NFTE) believes in bringing equity into schools,” she said.

“You don’t have to be a millionaire brainiac to start a business and be creative and innovative. A lot of them come in and think you have to come up with a brand, new idea.

That’s not true. Soccer cleats have been around forever.”

Judges for the national finals include executives from presenting sponsors Citi and Ernst & Young; entrepreneurs and rapper/ singer Saweetie, who founded Icy Baby Foundation.

Tucker is well prepared to answer their questions. She has picked out a storefront she could rent on U.S. 1. She knows the machinery she’ll need, the materials she’ll need and the startup costs.

At first she’ll have three different kinds of stud placement and a few color choices. Customers will

come in and have their feet scanned. A 3-D model will be created. The cleat will be molded to the player’s foot shape. Customers can decide how much cushioning and support they want within the insole, and how they want the cleats laced.

“We’ll manufacture the cleat at the store, because it has to be hand done, each one individually,” she said. “I’ve been researching and watching videos. But big companies aren’t going to give you step-by-step instructions on how to make them.”

The price? You’ll be able to buy the first Custom F.C. WinMakers for $245. If Tucker decides to go ahead with her plans. Any prize money she might win could go toward her company or her education.

She won $500 as a runner-up in the Southeast Regional and that has gone into her education fund.

“I’m still deciding if I want to use some of it for my business,” she said. “I want to see how far it goes. There are a lot of fixed payments at the beginning, all of the manufacturing equipment. You have to jump in with both feet.”

But as the perfect customer for her own company she’d love to get a pair of WinMakers.

“I’d probably be the first one,” she said. “The tester.”

The Florida Department of Health in Flagler County’s Diabetes Education Center has added a Walking Support Group to get clients with diabetes moving, talking and interacting with each other.

According to Alana Shawah, a registered dietitian and instructor of the Diabetes Self-Management Program, the walking group meets Tuesday and Thursday mornings at Central Park in Town Center, starting at 8 a.m. The group welcomes participants from any fitness level to join in as they walk anywhere between one and five laps around Central Park.

Each lap represents 1/2 mile.

“We have a long-term goal of participating in the Turkey Trot 5K in November,” Shawah said.

“We’re training together, talking about how we’re trying to lead healthier lives and making new friends at the same time. It’s really a win-win for all of us.”

CALLING ALL QUILTERS A Flagler Beach resident has recently formed a quilting and sewing group that will meet every second and fourth Friday at the Flagler Beach Library, located at 315 Seventh St. S. The group’s creator, Anne Kissel, is hoping to draw needlework enthusiasts from Ormond’s beachside and Flagler Beach to join “Fridays In Stitches.”

When she lived in Connecticut prior to moving to Flagler Beach nine years ago, Kissel used to form part of one that would meet weekly at a library. Members would quilt, sew, knit or crochet together, and though it wasn’t meant to be a teaching class, learning was inevitable.

“I really used to look forward to it,” Kissel said. “These are things people will do by themselves at home, all alone, and especially in times like this, it’s nice to get out with people and do a shared activity.”

Florida Rep. Paul Renner invited the Palm Coast Fire Department Honor Guard to present the nation’s colors on the House floor at the Speaker Designee Ceremony in Tallahassee on Tuesday, Sept.

In his address to the Florida House of Representative, Speaker Designate Renner stated: “First responders put their own safety at risk to save ours, and we will always have their backs.”

This was the first time the Palm Coast Fire Department received an invitation to participate in a ceremony of state significance.

Palm Coast Mayor David Alfin complimented the Honor Guard by saying, “Our Fire Department is amongst the finest public servants that I have ever seen. Thank you to Representative Renner for inviting our Honor Guard to represent the city of Palm Coast and the Florida Fire Services at the Speaker Designee ceremony this week at the Capitol. It is an honor that I know all participants will remember as an important moment in their career.”

The Palm Coast Fire Department Honor Guard was established in 2001 to represent the members of its department, their families and the citizens that they protect and serve during formal occasions.

Flagler Palm Coast High School held its Homecoming ceremonies this past week, with dress-up days, “insanity games” featuring silliness and lots of shaving cream, a pep rally, and the Homecoming football game on Sept. 24.

This year’s theme had the school decorated as the FPC Space Station, and students in the school’s Student Government Association worked since August to prepare decorations and events, said FPC SGA Advisor and Activities Director Evana Fretterd.

There are about 100 students in the SGA. “We make everything,” Fretterd said. “They put in a lot of hours, and they do it all so that their student body can have the experience and create memories amongst their friends. And then we come back the next day after everything, to clean and to set up the school for the next day.”

Pep rally performances included the school’s cheer team, dance team, starlets and band.

Fretterd called the SGA members servant leaders.

“They’re building culture and climate,” she said.

He will be forever remembered for his consideration of others, his gentle smile, and his hearty laugh.

She was proceeded in death by her husband Johnny and grandparents Martha and Sam and cousin Brian. She leaves behind her mother Sherry Watson and father Clay Farris, brothers and sister Tony, Michael and Sabrina, all of Texas and Florida. Avelino was a warm, intelligent, and generous person who cared very deeply about his wife, children, grandchildren, siblings and extended family.

He graduated salutatorian of his undergraduate class at the University of San Augustine, Philippines and subsequently obtained his PhD in Mechanical and Aerospace Engineering at the Illinois Institute of Technology. He was a certified Professional Engineer and worked in the power industry for over 40 years. He also served as an adjunct professor, teaching Power Plant Design at NJIT and the University of Rochester.

In his spare time, he loved watching sports, especially boxing and tennis, reading engineering and science magazines, listening to Elvis and Frank Sinatra, and enjoying his daily glass of Merlot. He will be forever remembered for his consideration of others, his gentle smile, and his hearty laugh.

On August 15th, Leslie Stacie London lost her long battle with cancer and joined our Lord. She was a very private person and enjoyed spending time with her dogs and riding her motorcycle.

F

lagler Palm Coast’s football team is the latest to learn that Spruce Creek is no fluke.

The Hawks exploded for 26 third-quarter points Sept. 24 to hand the Bulldogs a 40-7 Homecoming loss and improve to 5-0.

“It’s not an accident,” Spruce Creek coach Andy Price said of his team’s perfect record. “We’ve worked hard to get to this point.”

It was the second straight week FPC (2-2) fell victim to an undefeated team and the second straight week the Bulldogs’ opponent put the game away in the third quarter.

“We just didn’t play well,” said Robert Paxia, the Bulldogs’ firstyear coach. “We have to learn how to practice. We have to learn how to prepare. We didn’t handle adversity very well. It was the second consecutive week we lost the first five minutes of the second half.”

The Hawks opened the third quarter with three key special teams plays that turned a 7-0 Creek lead into a rout.

Kevin Minckler returned the second-half kickoff 97 yards for a touchdown. The Hawks then stunned FPC with an onside kick, recovering the ball at midfeld. That led to Damarcus Creecy’s second of four touchdown passes.

Dakwon Evans passed for 147 yards and two touchdowns in Matanzas’ 44-14 home loss to Orange Park on Sept. 24.

“He’s one of the hardest workers on the team,” Matanzas coach Matt Forrest said of the sophomore quarterback, who had no turnovers for the first time this season. “He’s progressing every week, but he’s not where he needs to be yet.”

Sho’Marion Gaines scored on a 40-yard reception in the second quarter to pull the Pirates (1-4) within two scores at 21-7. But Matanzas would not score again until the final minute of the fourth quarter when Tate Winecoff caught an 11-yard touchdown pass.

“We just didn’t execute on plays,” said FPC outside linebacker Ashton Bracewell. “We blew coverage right away and they scored (on the Hawks’ opening possession of the game). “We were focused on their running game. We just got to work on our coverage.”

Other than Dakoda Wagner’s 60-yard run in the first quarter, the Hawks became the first team this season to contain FPC’s running game.

“We have a district game (Oct. 1 at Oviedo). We have to try to get better,” Paxia said.

Oviedo (3-1) is coming off its first loss, 31-14 to Timber Creek.

Zach Spooner wins race Pirates were third out of 23 as a team.

Matanzas junior Zach Spooner won the boys varsity race at the Katie Caples Invitational cross country meet on Saturday, Sept.

25, at Bishop Kenny High School in Jacksonville.

Spooner led the Pirates to a third-place finish out of 23 schools. He finished first out of 185 runners with a personal record of 16:52. Teammate Andrew Hatten also medaled, finishing 13th.

The Matanzas girls finished eighth out of 16 schools with Nina Rodriguez leading the Pirates with a time of 22:50 to finish 36th.

There were four divisions at the meet: middle school 3K, junior varsity 5K, varsity 5K and elite 5K with a boys and girls race in each division.

Matanzas will return to Jacksonville on Oct. 1 for the New World Fall Spectacular Invitational.

Flagler Palm Coast swimmer Lucy Noble had not competed in the 100-yard butterfly in a high school meet since her freshman season.

But on Sept. 22 the junior decided to try to break the school record in the event. She wound up adding her name to the record book for a fifth time.

“The fly was a special request,” coach Suzanne Bott said. “She said, ‘I want the record,’ and she blew it out of the water.”

Noble finished in 1:00.57 in a meet at New Smyrna Beach’s Aqua Park pool to break former teammate Micayla Cronk’s fouryear-old mark of 1:00.92.

“I hadn’t swam the 100 fly since my first meet in my freshman year, which also was at New Smyrna Beach,” she said. “I had been feeling good at practice, so I said, ‘Why not try for it?’ That was the record my best time was closest to.”

But the conditions weren’t exactly ideal for a record swim.

“Their blocks aren’t great, so the dive wasn’t the best,” she said. “The water was murky, so I couldn’t see much. I couldn’t see other people to pace with, so I was swimming against myself. Just

getting my breaths right was the main thing.”

When Bott greeted Noble at the wall and told her she broke the record, Noble gave her a thumbs up. She already knew it.

“When she told me the time, I kind of felt like I was faster than that,” Noble said.

Noble already had four school records entering this season. She and Cronk, who is now a swimmer at the University of Florida, battled it out in the 100-yard breaststroke last season, going back and forth until Noble swam 1:11:08.

Noble also set the mark in the 50-yard freestyle at 24.31 seconds. And she shares the records in the 200- and 400-

yard freestyle relays with Cronk, Michelle Marinez and Megan Hurley in the 400 and Cronk, Hurley and Paige McComb in the 200.

This season, Noble has competed in the 100 backstroke, the 100 freestyle, the 200 individual medley, the 100 fly and the two freestyle relays.

“She swims whatever we need her to,” Bott said. “Lucy’s a beast.

Plus, she’s got that great personality. She’s the one who keeps everyone laughing.”

Noble’s events at state are the 50- and 100-yard freestyle. She finished 19th in prelims in both events at last year’s Class 4A state meet.

And offshore, she’s a champion. In August, Noble won all six of her junior events at the U.S. Lifesaving Association’s National Lifeguard Championships at South Padre Island, Texas. The following day, she won one event and medaled in three others in the women’s open competition.

Noble is hoping to picked for the USLA Junior National Team, which will compete in Japan.

Mad Dogs begins seventh season with 22 teams

ad Dogs Flag Football of Palm Coast started its seventh season on Sept.

25, at Matanzas High School. With 22 teams and 215 players ages 5-15, the co-ed league is working on President Jarrod Maxwell’s goal to help develop players’ skills and teach them accountability.

“It’s amazing,” Maxwell said as he surveyed the families along the sidelines, cheering for their teams.

“The whole community is buying in.”

The league, which started in 2019, had 415 players last season, but numbers are always down in the fall, as some players opt for tackle leagues while they’re available. Then, players rejoin Mad Dogs in the two additional “off seasons” offered in flag. Ultimately, Maxwell sees Mad Dogs as a feeder league for the high school programs.

Restoration supply company Ground Up moves from Connecticut to Palm Coast The company has acquired the facility at 2 Commerce Blvd. with plans for renovations; it will bring 30-40 jobs to the community.

The Northeast’s largest restoration supply company, Ground Up Inc., will relocate its operations from Connecticut to Palm Coast. The company leverages technology and e-commerce, delivering parts through its website SS396.com.

Ground Up cited lower costs of doing business, regulations, a significant portion of their cus-

tomer base within 25 miles of Palm Coast, great quality of life, and ease of working with the city as drivers in their decision to move to the area. The company has made a significant investment in the community, acquiring the facility at 2 Commerce Blvd. with plans for renovations. This new facility expands the company’s operations from 40,000 to over 70,000 square feet and brings 30-40 jobs and opportunities for local students.

The company began in 1990 in Long Island in a 500 square foot warehouse. By 2004, the company had continued to expand and moved to Connecticut to a larger facility. FLORIDA’S MEDIAN HOME PRICES RISE

Florida’s housing market reported higher median prices, more new listings and a rise in all-cash sales in August compared to a year ago, according to Florida Realtors latest housing data.

“The data shows that new listings continue to increase, which is hopeful news for buyers who may have been waiting to see more for-sale inventory come on the market,” said 2021 Florida Realtors President Cheryl Lambert, broker-owner with Only Way Realty Citrus in Inverness. “New listings for single-family homes in August rose 10.6% year-over-year, while new listings for condo-townhouse properties increased 1.4%. Still, it’s likely to take some time before inventory levels rebuild.”

The statewide median sales price for single-family existing homes last month was $354,000, up 18% from the previous year. Last month’s statewide median price for condo-townhouse units was $252,500, up 16.1% over August 2020. The median is the midpoint; half the homes sold for more, half for less.

Florida Realtors Chief Economist Dr. Brad O’Connor noted that while closed sales of single-family homes were up by only a fraction of a percentage point compared to a year ago, “that increase remains impressive given the rate at which homes were selling at this time last year.”

For the second year in a row, the Flagler and St. Johns counties’ Walk to End Alzheimer’s will be a virtual “Walk From Home,” on Oct. 2.

“We’ve been planning it now probably since the beginning of March,” said Melissa Wos, who is a co-chair of the local Alzheimer’s Association event. “We had no intention of it being a virtual walk until a few weeks ago. But the delta variant was spiking horrifically in Flagler County.”

To participate in the Walk from Home or for more information, go to https://bit.ly/3F1bJHc. After last year’s virtual walk, the local volunteers wanted to return to the in-person event with participants gathering at the amphitheater at Daytona State College Flagler/Palm Coast campus.

“Normally people would go on stage and carry flowers,” Wos said. “Each color flower means something different. The event itself is really just camaraderie for folks dealing with Alzheimer’s.

Either they have it themselves or they care for someone or they lost someone.”

According to the Alzheimer’s Association, 6 million Americans are living with Alzheim-

er’s disease. Additionally, more than 11 million family members are providing them with daily

care. In Florida, there are more than 580,000 people living with Alzheimer’s and 527,000 caregivers.

The walk will kick off with a pre-recorded opening ceremony at 9 a.m. that will include a speech from Sheriff Rick Staly.

Last year Wos walked with her wife, Carrie Meyer, and Wos’ mother, Joyce, who was diagnosed with Alzheimer’s eight and a half years ago. Joyce rode in a wheelchair. This year she is bedridden and in the last stages of the disease, Wos said.

“People just think it’s a disease where you lose your memory.

That’s not what it usually looks like. It starts that way, but it doesn’t end that way,” Wos said.

Before Joyce was diagnosed, she started forgetting stories Wos had told her. She forgot the way to the grocery store. She had crying fits, and Wos couldn’t console her.

Her brain was shutting down, Wos said. She forgot how to feed

herself, how to go to the bathroom by herself.

“A very high-functioning adult is now being spoon-fed by my wife, being turned so she doesn’t get bedsores,” Wos said. “That’s what happens with Alzheimer’s that a lot of people don’t see. It’s a very, very difficult journey for most families. That is why we walk as caregivers get together to say, ‘Yes, I understand,’ because most people don’t understand.”

The 2021 Walk to End Alzheimer’s in Flagler and St. Johns counties had raised $31,397 as of Sept.

28 with a goal of $48,000.

“The biggest thing we try to do is raise awareness,” Wos said.

“Alzheimer’s is the sixth leading cause of death in the country and it has no cure and no treatment.

People who are going to be caregivers need to know that they can get help.”

Each walker will receive a Promise Garden flower to be “planted” in their front yards.

Blue flowers are for people living with Alzheimer’s, purple for those who lost a friend or loved one to the disease, yellow for someone caring for someone with Alzheimer’s and orange for those who are supporting the cause.

Normally, the flowers would be planted in the Promise Garden at DSC. The Alzheimer’s Association’s goal is to one day present someone a white flower. That will be the first survivor of Alzheimer’s, Wos said.

Sometimes, a phone call can make a world of difference.

Through ElderSource’s Caring Connections Telephone Reassurance Program, seniors who are homebound or living alone are able to receive a friendly phone call from a volunteer to liven up their spirits. With the aim to reduce feelings of isolation, loneliness, cognitive decline, depression and anxiety, the volunteers reach out to these seniors on a regular basis and chat about a variety of different topics — their family, the weather, what they’re watching on TV. That’s the approach volunteer Daniel Malone takes.

He first got involved in the program about six months ago when his wife was looking for volunteer programs in the area.

As Palm Coast snowbirds, they thought the flexibility offered by the program was well-suited for them. Plus, based on his own life experiences, Malone could relate to the clients.

“I know what it’s like to be alone,” Malone said. “It’s a very painful place, and I’ve learned to do the opposite of that and share my experience, strength and hope and that feels really good.”

THE POWER OF VOLUNTEERS

ElderSource, an area agency on aging and the aging and disability resource center for Northeast Florida based out of Jacksonville, launched Caring Connections at the end of 2020. Chief Executive Officer Linda Levin said that, even prior to the COVID-19 pandemic, they had heard older adults express feelings of loneliness and feeling a disconnect with their families and community. The pandemic simply shed a spotlight on the issue, and Caring Connections is their effort to address that need.

“The phone is an easy way to do that,” Levin said. “It’s lowtech, you don’t need a computer or smartphone even. It’s just a very informal, nonthreatening, friendly way to connect.”

It makes the seniors feel like someone cares and is reaching out, she added. Some of their clients have even gone on to become volunteers of the programs themselves after seeing how it made a

positive impact in their lives.

So far, ElderSource has 40 volunteers for its Caring Connections program, though Levin said many more are needed. Each volunteer typically only calls one client, with a maximum of three. The program has a waiting list, and with more volunteers, especially those who are bilingual, ElderSource can continue to help more people in this respect.

Humans are social beings, Levin said. Caring Connections helps to fill the social gap isolated seniors experience.

“It’s lifesaving really,” Levin said. “You don’t realize that, but isolation and loneliness could be deadly.”

COMPANIONSHIP

Malone said it is a very rewarding experience to take part in the program.

Decades ago, he was the one in need of companionship. Having grown up in a dysfunctional family, Malone said his life took a wrong direction over 40 years ago when he was suffering from alcoholism and got into a couple of car crashes. The first was a motorcycle crash that resulted in him being in a body cast for a year and a half; the second blinded him.

For the next decade, Malone dealt with loneliness. Eventually, he was able to restructure his life, leading him to obtain his dream job of teaching both the visually impaired and sighted to learn how to use computers at the Center for the Visually Impaired.

He doesn’t usually share his story, or the fact that he’s blind, with the clients unless he’s asked.

Instead, he focuses on stories involving his dog, his children and his grandchildren — stories that will uplift. It’s a wonderful feeling to stay connected, Malone added.

“In fact, I feel like it’s not fair because the more I share, the more I’m lifted up,” Malone said.
