DSC gets funds for developmentworkforce
The Palm Coast Planning and Land Development Regulation Board voted 6-0 to recommend that the Palm Coast City Council approve a site plan for the apartment complex, to be called Ocean Village.
The dog park, Dendor said, even includes a dog spa where mem bers can care for their four-legged friends.Dendor said the developer also intends to include a resort-style pool with a sundeck, cabanas and an out door kitchen and fireplace area.
“This $30 million invest ment will build more opportu nities for Floridians,” DeSantis said.Of the over $5 million slated for DSC, $3.9 million will be used to expand the college’s welding, machining, cybersecurity and apprentice ship programs, while anoth er $1.3 million will be used to create a commercial drivers license training program, ac cording to a DSC news release.
The units will range from one to three bedrooms, and go from 685 square feet to 1,336 square feet, Den dor said.
The site plan is classified as a major development, also known as a Tier 3, according to the board meet ingNowdocuments.thatthe planning board has voted in favor of the site plan, the Palm Coast City Council will review it, and either approve or reject it.

“We want to hire anybody that wants to work and is willing to go through the training course and get certified to transport children,” Rowls said. “For me, it doesn’t mat ter if you come in as a sub and you only work three days a week or if you come in full-time and work five days a week. With the position that we’re in now, any help will suffice.”
In June, Rowls told the School Board that the transportation department was fully staffed after battling with shortages last year. But since the summer, the district has lost driv ers and is currently 10 drivers short,

While Volusia County has a pool of 14 substitute drivers, Flagler County currently has one substitute, Rowls said.That means it’s all hands on deck. Everyone with a commercial driver’s license, including supervisors, rout ers and dispatchers, have stepped in.
Flagler has scheduled an opera tions and support staff job fair from 10 a.m. to 3 p.m. on Sept. 24 at the district offices in the Government Services Building, 1769 E. Moody Blvd.The district has job openings for bus drivers, driver aides, parapro fessionals, cafeteria staff, custodians and maintenance specialists.

I went to Publix the other day and this cashier rang me up, and he was like, ‘Are you Mrs. K.?’ When I go to MediQuick, I see a parent who still tells me about her kids, how they’re doing in college. It’s just the effect that you have on the kids’ lives and the relationship with the parents.”

While school districts nationwide, including Flagler and Volusia, are having trouble retaining bus drivers and attendants, many veteran drivers like Ayers-White enjoy their work.
Rowls said the Flagler district has had to cover 10 routes a day on aver age. That equates to 1,378 students that do not have a bus driver, he said.
Salaries for drivers in Flagler are about to be raised for the second time in less than a year.

“It’s a ripple effect,” Rowls. “So, we do have a lot of parents saying, ‘Oh, I called transportation, and nobody answered the phone.’ That’s because those people are out there trying to figure out how to get their kids home.”
They know her as Mrs. K. (short for Mrs. Kisha). Ayers-White has been driving a Flagler County school bus for 10 years. She is No. 11 out of 56 drivers on the seniority list.

But just having to jump on the merry-go-round while it was already spinning, what I really focused on was taking the time to get to know the community and get to know the school and learn what the systems are. And that Stephen Covey piece of seeking first to understand, that’s something I’m focused on and building relation ships and learning what makes this place the excellent place that it is.
You were thrown into the fire during the second week of school when an unscheduled alarm went off and the school was locked down. What was that day like? Everybody learned a lot that day. Thankfully, everybody was safe. We as a district had a lot of takeaways from that, and fortunately, it was a false alarm. I think we learned how to improve communication, and I think we learned how to coach our kids up and our teachers up on how to respond, but everybody handled that situation really beautifully.

Bozeman was hired in July to replace former Matanzas Principal Jeff Reaves, who moved into the district office as Flagler Schools’ director of teaching and learning. Bozeman’s first day on the job was Aug. 1, two days before teachers reported and nine days before the first day of school.

Being a principal, and especially with being a new principal, there’s a lot of competing demands for your time and for your attention, and as I’m just going through the day and making my list of where I want to spend my time and energy, it’s really helped center me to say, ‘OK, where’s my student focus for today?’Ihave some paperwork to work on, or maybe I have some emails to answer, but what’s really important in my work, and what I really should be doing is being out at lunches, talking to the students, interacting with them, getting to know them, building relationships with them, listening to them and hearing from them what they want for their school and what the challenges are. And it’s also been helpful for me, and for my personal well being with it, because it’s a really tough job. It’s a really a tough seat to sit in.


atanzas High School’s new principal, Kristin Bozeman, grew up in a military family as a self-described “Army brat.”
Her father, Howard McGillin Jr., was a JAG officer and her family moved around the country from army base to army base. Bozeman spent Christmas breaks and summers in St. Augustine, where her grandparents lived. And after her father retired from the Army, Bozeman’s family settled in St. Augustine as well. Her father is now a judge in the seventh circuit, serving Flagler, Putnam, St. Johns and Volusia counties.
Ever since I set my sights on being a school leader, being a high school principal was — when I say my dream job, you have that one thing that you put up on the wall, and you just know is like the deepest desire of your heart. And that was for me to be a high school principal. And so, I had so many opportuni ties in the St. Johns County School District, but I wasn’t there yet. That’s a much larger district. They have fantastic leadership develop ment. They have fantastic leaders in that district. And it just was an opportunity here that I wanted to pursue, an opportunity to get to be a high school principal. I very much enjoyed what I was doing in St. Johns County. (Last year) I was working as director for instruction al personnel for human resources, which is really interesting work and I really enjoyed it. But this was just the job that I’ve always wanted. It’s been my focus for 15 years of my

What factored into that decision?

My first instinct is always going to be safety and so, the alarm goes off. We don’t know why it’s going off. We’re locking the school down. And that was exactly what I said, and that’s what we did. And it was the right decision because you just don’t know. At the end of the day,
I think growing up with a father who was in the military and my mother who was a nurse. They lived these lives and had these careers in service to others. And that was always instilled in me, especially with my father’s leadership. So, that idea of leadership just really came from him, and that whatever job you’re in, whatever position you’re in, you can be a leader. You know, you’re a leader as a husband, as a wife, as a parent, as a child, as a teacher, at whatever you are. And just taking on that, I’ve always had that leadership skill.
Bozeman graduated from the University of Florida and worked as a substitute teacher in the St. Johns County School District while attending graduate school at the University of North Florida. That turned into a fulltime position as an English teacher at Nease High School, which began a 17-year career in the St. Johns County School District. She was an assistant principal at four different schools and served two administrative stints in the district office.
my number one job is to keep every single kid and adult and visitor and personnel on this campus safe. And I know it was a tough day, and it was obviously stressful for our students and hard for our staff and faculty and the community and the par ents. But again, it’s all about safety.
It’s been challenging starting as late as I did. The position didn’t come open until July. My first official day was Aug. 1. So, that was really the biggest challenge, getting up to speed. Fortunately, Mr. Reaves was the previous principal, and he had everything in place staffing-wise. I mean, he really did a wonderful job here, and our administrative team and clerical team, everything was set up and ready to go.

How have you applied that advice at Matanzas?






When did you decide you wanted to be a principal?
I’ve had those mentors that just encouraged me.
The best advice that I received was from one of my mentors, Steve McCormick. He’s the principal at Creekside High School. He said, focus on the kids. He said, there’s going to be adversity from different directions, and there’s going to be good days and bad days. But if you focus your attention on building the relationships with the kids, and focus your energies on the students, it will be the most rewarding thing, and that’s been the absolute best advice that I’ve been given.

When I was an assistant principal at St. Augustine High School (20112015), she was my principal. So much of what I learned I got from her. She’s brought her tremen dous leadership ability to Flagler Schools. And having an opportunity to work with her again, and know

The operational audit by the state’s auditor general, released in July, found that the district had not used a board-established steering committee or “other effective procedures” to ensure the implementation of its costly new financial system was successful, according to the audit report.
In May of this year, district per sonnel indicated that they were try ing to negotiate reimbursement from CherryRoad Technologies.

A resident of Ormond Beach, Ken nedy had worked for the district for 13 years. He filed a lawsuit for whis tleblower retaliation in August 2020. The judged ruled in the district’s favor in December 2021, finding that Kennedy’s situation did not consti tute a violation of the Florida Public Sector Whistleblower Act. Kennedy appealed the decision in January.
The new financial system was nev er fully implemented even though the district spent $5.2 million in 2017 in contract costs with compa ny CherryRoad Technologies, plus another $2.4 million for four change orders between December 2018 and November 2020.
“We can’t change what has occurred, and the people who were in charge of it at that time are no longer here,” Persis said. “... “District security management needs improvement,” the report states.
A state audit report has identified a series of blunders at Volusia County Schools, including flawed imple mentation of a multimillion dol lar software program, insufficient accounting of district resources, and a security breach that sent hun dreds of thousands of district dollars to a bank account that appears to be linked to an overseas fraud scheme.
“Changes to our processes and staff were made to ensure that future risks were minimized. ... We have discussed this matter with the auditor general and are confident that the changes made will protect us.”
For Kennedy, the audit is evidence of the prescience of his warnings to the district and supports his case that the district retaliated against him. “It’s an act of god to basically fight whistleblower retaliation,” he said. “I’ve been suffering for two yearsKennedynow.” has applied three times for the school district’s chief infor mation officer position.
The audit also pointed to shortfalls in the financial system: When the state asked for records identifying vendor changes for the fiscal year, district staff had said that the sys tem “could not generate a report of the changes and other records were not readily available to identify ven dor information changes.”
The audit also found that required background screenings weren’t always performed on a timely basis; that the district had failed to conduct required tangible personal property inventories or get the School Board’s approval for disposal of items with a net value of $200,000; that there were some IT user access privi leges that the state deemed “unnec essary” and that increased the risk of unauthorized disclosure of student personal information and district data; and that security management and IT security controls needed improvement. She wrote that the vendor payment process has since been enhanced, and that background screening duties were assigned to a human resources analyst. The district hadn’t been able to perform the required property inventories after going live with the Oracle Fusion system, she reported, because the software couldn’t be used for physical inventories. The district has since acquired another school software system for that. Bal gobin also said the district is devel oping a cyber security improvement plan and training for employees.
“The incident was properly reported to the authorities and our board. The losses were substantially covered by insurance. Changes to our processes and staff were made to ensure that future risks were minimized. The auditor general is obligated to report the incident in our annual audit report. We have discussed this mat ter with the auditor general and are confident that the changes made will protect us.”
On July 21, Balgobin responded to the state’s audit and provided corrective action plans.
“If we are ever lucky enough to ‘make’ this software work, it will most likely be the most expensive ERP [enterprise resource planning] solution ever brought forward to a K12 institution with both the mini mal and most complicated function ality,” ex-employee Alex Kennedy wrote in a 2018 email to a director who is no longer with the district. Kennedy, who worked as an assis tant director of applications and infrastructure with the district, was told his position was going to be elim inated in May 2020. He says he was fired for warning about the software.


The district told the Observer that it has learned from the errors and has made changes to prevent similar problems in the future.
The creation of the steering com mittee was one of the auditor gen eral’s recommendations, the district said in an email.

The unsuccessful implementation — one phase of the system could not be implemented, and the other phas es were implemented a year after the contract’s implementation dates — was an outcome that a former VCS employee had repeatedly warned the district about.

As far as the ERP implementation, Balgobin wrote to the state that the district acknowledges it hasn’t been fully successful. She said a new steering committee has been estab lished to create “effective procedures to ensure efficient and effective implementation of our ERP.”
It conflicted with the system for human resources, payroll and tan gible property inventory. When the board had asked when the system would be fully implemented, staff would respond that they were almost there, or that outside help was need ed. Persis said it has been a learn ing experience, but that he doesn’t blame any one person because there was so much change at the district during the system’s headedmistakeaction.PersisshipItopgobin]“[Superintendentimplementation. payments totaling $359,566 for ven dor services were made to a wrong bank
“We are reviewing the current ERP and possible new solutions,” Balgobin wrote. “The committee is establish ing timelines for testing and modify ing the system as we determine the full scope of functionality the district needs in its ERP and if our current systems meet those requirements.”
“Without effective procedures to document independent verifica tion of vendor information changes before payments are made, there is an increased risk for fraud or errors to occur without timely detection and recovery of losses,” the report states.
The audit also found that the dis trict needlessly spent $1.34 mil lion trying to implement the human resources application of the Oracle Fusion financial system. VCS decided in August 2021 to continue using the previous application because Oracle Fusion’s “did not produce correct employee pay amounts.”

A ‘MONEY PIT’ School Board member Carl Persis described the time period between 2018 to 2021 as a “perfect storm of events.” He and School Board mem ber Linda Cuthbert are the only board members to remain in office who were also present when the new financial system was chosen.

Since then, two superinten dents have been fired, schools were impacted by the COVID-19 pan demic, the district has changed its chief financial officer and there have been further changes in the district’s IT department — all areas which were cited in the audit, Persis said. “I think we obviously made a mis take in the purchasing of that sys tem,” said Persis, adding that Oracle Fusion proved to be a “money pit” as the district tried to implement it.
That incident took place during the 2020-2021 fiscal year, and the audit states that the DeLand Police Department said that a theft inves tigation was in progress, and that the theft “appeared to be the result of an overseas fraud scheme.”
These issues show why it’s impor tant to have audits, Persis said: Now the board knows about the errors and what must be done to ensure that they are not repeated.

A woman and her teen son arrived at her workplace to find a man with his pants pulled down as he openly masturbated in the parking lot. The woman yelled at the 27-year-old homeless man and told him to stop his ac tions and get off her property. However, the man ignored her and walked toward her car while continuing to mastur bate.After she gathered a couple people to help her scare off the man, he ran off. She even tually spotted him again in the area and told him she was calling police, at which point the man grabbed a backpack and left the property quickly, according to the police report. Police soon arrived at the scene but the man was not found in the area.

Deputies arrest fugitive, seize 219 grams of fentanyl
Orr is the president of the Las Brisas Condominium Association in Matanzas Shores.Footage of one victim whom deputies were able to identify showed that vic tim undressed and using the bathroom. Deputies arrested Orr on Monday, Sept. 19, for five new charges related to his filming of that victim. He had faced four felony counts from the images found on the camera located in a house plant at a different condo unit two weeks ago. Deputies believe that two Jacksonville residents who fled a traffic stop in Palm Coast were responsible for at least two catalytic converter thefts in Flagler County.

Police used stop sticks to puncture the RV’s tires and force the vehicle to a stop just south of Lake Louisa State Park, and units surrounded the vehicle, according to the incident report.

A total of 219 grams of fen tanyl and 533 grams of mari juana were seized, according to an FCSO news release.

Not a single occupied dwelling has been lost due to wildfire since the acquisition of FireFlight. It was instru mental in keeping the mas sive wildfire events during 2007 and 2011 at bay. Flagler County Sheriff’s Office detectives had recently identified a suspect vehicle from two catalytic converter thefts and alerted deputies to be on the lookout for the car, which looked like an old white Ford Crown Victoria, according to an FCSO news release.Deputies spotted the car on Belle Terre Parkway on Sept. 12 and tried to stop it, but the 45-year-old driver fled and crashed. He ran into a clump of bushes behind a nearby Wells Fargo bank, and depu ties caught him at about 11 p.m. A 37-year-old passenger in the car surrendered.

A recreational vehicle stolen from Flagler Beach ended up in a standoff with police in Lake County on Sept. 14.




The driver failed to pull over when signaled by police at 2 a.m. on U.S. Highway 27, and officers pursued the vehicle south on the highway.
Along with drugs and drug paraphernalia in the car, dep uties also found saws and saw blades of a type commonly used for catalytic converter thefts, according to the news release.Deputies arrested both men on multiple drug charges and are analyzing the car for evidence in the catalytic converter theft cases.
A Florida Highway Patrol trooper arrived on scene and found that Rivers, who has a long arrest history, had active arrest warrants for violating probation for a cocaine pos session offense.

In 2021, the state legislation removed the requirement that scholarship recipients must have been previously enrolled in a public school. Last year, 515 Flagler County students received the scholarships. “We continue to go in the hole with the Belle Terre Swim and Racquet Club,” Woolbright said. “The Belle Terre Swim and Racquet Club is once again going to be in the red, and it cannot be paid out of student funds, so it’s going to be paid out of the fees that extended day programs for the five elementary schools receive. Theoretically, those funds should go back to the elementary schools.
While the School Board has approved a new district salary structure for support staff that complies with a law requiring all state employees to be paid a minimum of $15 an hour by Oct. 1, the board is not happy with how the law will affect the Belle Terre Swim and Racquet Club.

DISTRICT TAKES $6 MILLION HIT Flagler Schools will take an esti mated $6 million hit this year to fund Family Empowerment Scholarships, Finance Director Patty Wormeck told the board at the workshop.
At its monthly business meeting later that evening, the board was to decide whether to raise the fees according to a previous proposal or the revised proposal. With Colleen Conklin absent, the board approved the revised fee schedule 3-1, with Janet McDonald voting against it.
Joshua Walker, the district’s coor dinator for community services, told the board at an afternoon workshop on Sept. 20 that the bump in pay will cost the district $17,095, increas ing the club’s projected deficit to $186,905.Tooffset part of the added expense, Walker proposed a revised fee increase for club members to $47 a month with an annual membership fee of $300.
The board approved a fee increase for the Swim and Racquet Club, plus a new district salary structure raising the minimum pay to $15 an hour.
The eagles have been gone since 2017 or 2018, Mengel said, around the time of hurricanes Matthew and Irma.Assistant County Attorney Sean Moylan said that the FWC has deter mined that the eagles are gone, but the FWC does not have official doc umentation it can issue certifying that — which has left residents and developers in a gray area.
The eagle protection zone for a missing nest has affected 12 lots. Commissioners decided to reduce the zone.
The Flagler County Board of County Commissioners also approved a reduced millage rate of 8.3462.
The BJ’s is the main store at the planned commercial development site called Cornerstone at Semi nole Woods, off of State Road 100 at Seminole Woods Boulevard, near the executive airport. According to docu ments submitted to the board, the BJ’s will fill the main 102,004-squarefoot lot, and five more storefronts of smaller sizes will line S.R. 100.

Volusia County Council Chair Jeff Brower was the only one to vote against the agenda item, saying he would like to see the county phase out beach tolls entirely.“Ithink it makes our com munity appear unfriendly,” Brower said. “It’s a safety haz ard. It backs cars up at every beach approach onto A1A. It’s a problem to employees on the beach at times, and we have other ways to fund the beach.”
If it gets rid of beach tolls, Brower said, Volusia will be seen as a “more desirable community,” and more people will come to the beach.
County Councilwoman Bil lie Wheeler disagreed.
Brower argued that resi dents already pay for the beach with their property taxes.

Howard Franklin was a tail gunner on the B-52 Bomber in the Strategic Air Command. As a gunner, he was armed with a battery of four .50 caliber M3 machine guns. Franklin rose through the ranks to become superintendent of a defensive fire systems control unit. He retired while assigned to the 644th Bomb Squad ron, K.I. Sawyer AFB, Michigan, then worked for the Defense Commissary Agency for several years. He and his wife Gloria moved to Palm Coast in 2005 and have been married 66 years. Franklin turned 90 in July.

The Flagler Sportfishing Club has created a junior angler program called “kids4reel,” according to a club press “Teachingrelease.clinics, scholarships, tournaments and ad hoc school fishing activities have always been a part of the club,” Captain Adam Morley, FSC’s president, said. “But we wanted to formalize this initia tive and create additional interest in educating our youth in the sport of fishing.”TheFSC currently partners with the Coastal Conservation Associa tion in the collection of live redfish in the annual Redfish Rodeo Classic for the CCA Florida Star tournament. The FSC contributes $5,000 a year for a scholarship presented by the CCA to a local junior angler.

Course.Asin2017, when no one wanted to step into the fray of what might be a failure, the Green Lion entered the fray and became a notable and successful venue for the residents. Fast forward to 2021, the city staff negotiated a sensible new arrange ment with the restaurant and then the politicians stepped in to mess it up.Only one member of the council was around in 2017 to know how much of a risk the restaurant took to start that venture. However, that didn’t stop the council from get ting greedy and finally halting the negotiations.Whosebest interests is the council serving by throwing out a successful restaurant that the resi dents support and enjoy? Certainly not the taxpaying residents who are now without another bidder.

Volusia County hosted cleanup events at 23 beach and river sites. The county’s preliminary data shows 1,305 people partici pated and 7,887.2 pounds of trash were collected. A total of 118.6 miles were cleaned.

The Sandcrabs swept Atlantic and Spruce Creek to improve to 7-0. Seabreeze has won 48 out of a possible 49 points.Seabreeze bowlers own three of the top four averages in the district. Kara Beissel leads with a 217.71 average. She bowled a 247 against Spruce Creek and a 221 against Atlantic last week.
On the girls side, Seabreeze took three of the top five places: Mackenzie Roy was second with a time of 21:08.2. Ariana Roys was third (21:15.2) and Nickole Dane was fifth (21.54.2). The Sandcrab girls placed second as a Matanzas’team. Zach Spooner took third place at the Lake Buena Vista XC Invitational with a time of 17:11.20 to lead the Pirates to a third-place finish. Christian Norfolk (18:42.5) was 16th. Nina Rodriguez led the Matanzas girls with a 21:23.8 to finish 10th. Maria Phillips (22:03.8) was 16th and Sierra Howard (22:05.6) was 17th.
FPC, which placed third in the state last season, improved to 7-1 on the season last week to place second in the district standings ahead of Matanzas (6-2). The Bulldogs’ only loss has come to the Sandcrabs.
