Plantation Bay will be getting 132 new homes, divided between 33 four-unit “quadruplex” buildings on 63 acres.

The Flagler County Commission at its Nov. 4 meeting approved the proposed planned unit development and preliminary plat for the new homes, which will be located on the western side of the Plantation Bay community.

But the board was divided: Although the planned unit development application was approved unanimously, the preliminary plat application — the section that includes consideration of utilities, which would need to be provided through the county-owned utility at Plantation Bay — was approved with a 3-2 vote, with Commissioners David Sullivan and Charlie Ericksen voting no.

Sullivan was dissatisfied with ICI’s handling of utilities. The county, in partnership with the city of Bunnell, had purchased the ailing utility in 2013 for $5.5 million in order to rehab it.

The county then took over the utility in its entirety, and is still paying on it.

“I’m still concerned that ICI has never taken seriously providing some help,” Sullivan said.

“I do think we could use support from ICI to try to help in providing some alleviation.”

The quadruplex buildings will be separated by a minimum of a 20-foot buffer, and with 20-foot driveways. There will be no pools.

The Volusia County Council denied adding a notification requirement for rural event centers in a 6-1 vote — with only Councilman Ben Johnson in favor of the amendment — citing lack of existing code enforcement officers and that the condition was too “heavy-handed” for businesses.

The notification requirement would have made rural event centers provide the county zoning enforcement official with written notices of scheduled events, as well as specify what activities were planned. This would enable one of the five existing code enforcement employees to be assigned to verify that the event complies with noise and time restrictions outlined in the existing special exception, in response to noise complaints.

“I think this is overkill for our businesses,” County Councilwoman Billie Wheeler said.

With there only being five code enforcement officers in the county, all of whom are not ordinarily scheduled to work in the evenings or weekends when events would be taking place, Wheeler disagreed that the county should move in this direction. According to the agenda item, staff was tasked with looking into a notification requirement by council at the Oct. 15 meeting. However, County Councilwoman Deb

Denys said staff came back with a “vice grip.”

There was also the issue of law enforcement being called in regard to noise complaints. Citizens don’t usually call the county to handle these types of issues, Councilwoman Heather Post pointed out during the discussion.

Johnson said the requirement was brought up to correct the fact that the county’s code enforcement is short staffed. If staff knows an event is coming up, they can schedule someone to check in on it should there be ongoing issues at that particular center.

If the business refuses to comply, the county can repeal the special exception, which already has 11 existing conditions for approval including a 10-acre minimum lot size, 20-foot-wide landscape buffers and restrictions on operating hours.

There are seven rural event

centers currently going through various stages of approval in the county. In this same meeting, the council approved one to be located in New Smyrna Beach.

Denys questioned whether the county’s current ordinance on rural event centers was enforceable as it stood, and when she was told that it was, she asked why the county needed the additional condition. County Manager George Recktenwald said it would make it easier for code enforcement to know what is happening in a specific area.

A lack of affordable housing drives up prices on goods and services, Jerry Cameron said.

About 60 community members came out to the Flagler County Association of Realtors building Oct. 29 for a community forum on affordable housing.

“Affordable housing isn’t just someplace that you can put a homeless person,” County Administrator Jerry Cameron told attendees. “Affordable housing is something that affects our children when they graduate in school: They haven’t had a chance to develop human capital, they’re at the bottom of the pay scale in whatever profession, and if they’re going to stay in this community and grow and contribute to the economy, they have to have a place to live.”

Similarly, he said, older residents on fixed incomes can also struggle, and even residents who are able to afford local housing are impacted indirectly because high housing costs can drive up costs for other services.

Cameron provided some statistics: In Florida, about half of all residents are fall into the category that the United Way has classified as “Asset Limited, Income Constrained, Employed.”

And even as unemployment rates fall, workers are still struggling: Low-wage jobs paying less than $20 per hour are 67% of jobs in the state.

“This is a problem that needs to be faced ... if we are going to maintain the community that we all want to live in and our children will be able to live in,” Cameron said. “I hope there is commitment, at least in your hearts, that we are going to address this problem.”

A panel discussion was moderated by Sandra Shank, of the county’s Affordable Housing Advisory Committee.

Robert Beyrer, of the Flagler County Housing Authority, said subsidized housing has a long waiting list in Flagler County, and there is a shortage of one- and two-bedroom apartment units.

Annamaria Abad, executive officer of the Flagler Home Builders Association, said fees make it difficult to keep costs down.

“You’re paying $17,000 before you even put a concrete slab down … and that’s in your impact fees, permitting fees. $17,000. It’s a lot,” she said.

Dr. Pamela Jackson-Smith, the Families in Transition District Liaison for Flagler Schools, said there’s also a need for transition housing for families with children and for unaccompanied minors, who often struggle to finish school because their housing situation is so unstable.

“We had 41 last year and right now we have 63 enrolled actively in our schools, and those are students who have nowhere to go,” she said.

As the projects advances it is not uncommon to find remains from old roads. Those are also addressed.

HOW IT’S DONE Night crews continue resurfacing I-95 in Flagler County

W

hile the county sleeps, workers of the Florida Department of Transportation set a brand new layer of hot asphalt on the blemished interstate in Flagler County.

Tony L. Phillips, project administrator from Jacobs Engineering, and Rafael M. Rodriguez, the construction engineer of the FDOT for District 5, recently took the Palm Coast Observer on a tour of their night operation.

The resurfacing project has 50 people working from 6 p.m. to 7 a.m. on overlapping shifts. Shifts go according to job duties, and some of them working 12-hour shifts in the darkness, moving trucks and hot asphalt, and shifting lanes.

On average, I-95 needs to be resurfaced every 15-20 years.

FDOT awards the construction contract to the lowest bidder, in this case, Masci Corp. Jacob’s Engineering administers the contract for FDOT. The project involves several passes back and forth, northbound and southbound lanes, shoulders and exits. All told, it’s the equivalent of 190 miles of lanes in 19 miles from the FlaglerSt. John’s county line south to the Flagler-Volusia county line south of Old Dixie Highway. The project should take 550 days.

2020 is the projected finishing time, barring weather delays.

Bike week and holidays are also considered.

The engineers and workers invite the community to be mindful of speed, closeness, and vehicles entering the work area.

Patience is also essential as it is a slow, advancing project.

Upcoming work will involve resurfacing the inside and middle lanes of the I-95 southbound lanes through Palm Coast.

Expect double lane closures at night.

Resurfacing of the inside shoulder of I-95 northbound will requires single-lane closure at night.

Truckloads of old asphalt are taken to a facility to be prepare for reuse. The material will be ready a month later.

STEPS OF THE PAVING PROCESS

Existing asphalt pavement is removed through milling, and the material is recycled as new asphalt.

Sweeping and vacuuming machines clean the road from dust and loose material.

A tack coating is applied on the road, which serves as the glue between the existing pavement and the new pavement.

The new asphalt is delivered by trucks and placed on the road by an asphalt paving machine.

As it’s poured, the asphalt temperature is about 300 degrees Fahrenheit.

Compaction rollers densify the new asphalt pavement to improve durability and provide a

smooth ride.

New lane lines are painted to provide the required pavement markings.

Once pavement has cooled, it is open to traffic.

First off, let me thank you all for your patience during the pavement resurfacing on Hampstead Drive the last few weeks.

The paving company reported no problems, and we at Access Control received very few calls on traffic problems or complaints about the construction being done.

Thank you for your patience and understanding.

Traffic problems we are still are having include those who don’t want to stop at stop signs — or people who want to exceed the posted speed limit of 30 mph throughout the community.

All I can say to those who choose to disregard the traffic laws and signs, is that we have written agreements with both Flagler and Volusia County sheriff’s offices, which allows them free access 24/7, to patrol in our communities and legally enforce traffic laws.

Please be diligent in your actions and remember that traffic laws are for everyone including motor vehicles, bicycles, golf carts and pedestrians!

HOLIDAYS

The holiday season is almost here, and I wanted to remind you of a few tips or ideas to make this a pleasant holiday.

As a reminder, there are no deliveries on Sundays or national holidays, except with approval by property management (there are several exceptions to the rule).

Check with property management if you have any questions.

If you aren’t going to available for a delivery, either make a different delivery date or have someone retrieve you package for you.

The longer a package sits at your door, the more likely that a “porch pirate” will get your package.

Again, update your information in CapSure so we can make sure your packages and deliveries can be made in a timely fashion.

COUNTY RECOGNIZES VETERANS WEEK WITH PROCLAMATION

The Flagler County Commission recognized Veterans Week — Nov. 11-17 — with a proclamation at its Nov. 4 meeting.

County Commissioner Greg Hansen, a 27-year Navy veteran and Vietnam War veteran, read the proclamation, which noted that there are more than 11,633 veterans in Flagler County, of which approximately 875 are World War II veterans.

“Americans owe their undy-

ing gratitude to all those veterans who have sacrificed their health and in many cases paid the ultimate price in defense of freedom,” Hansen said, reading the proclamation. “ ... The freedom that the children and grandchildren of those veterans now enjoy is a testament to the generations of patriots who have served our great country.”

In 2018 and 2019, approximately 225 members of the Florida Army National Guard unit stationed at the Flagler County Executive Airport were deployed to the Middle East, Hansen said.

Speaking after the proclamation, Ernie Audino, retired Army brigadier general and current district director at the office of U.S. Rep. Michael Waltz, added: “As you get around the world and you serve in some of these places – and some of the veterans that are here have done so — the blessings that we have in this country are

NEW POW/MIA MEMORIAL AND MUSEUM PROPOSED FOR JACKSONVILLE

A new National POW/MIA Memorial and Museum is planned for Cecil Field in Jacksonville, Sam Houston, the chairman of the board for the National POW/ MIA Memorial, told Flagler County Veterans Advisory Council members at the council’s Nov. 4 meeting.

The city of Jacksonville donated 26 acres under a dollar-a-year lease to the 501c3 organization organizing the effort, and work on the site is ongoing. Construction of the memorial is expected within five years, and legislation is pending in the U.S. House of Representatives to grant the memorial federal designation.

The proposed memorial would include a 250-foot-long darkened hall that would display projections of the names of the more than 80,000 U.S. soldiers who are missing in action. As service members are found, their names would be etched in a gallery of light opposite the MIA hall.

eet the Blakes.

Two parents, two daughters, a boyfriend and a grandmother with dementia. The three generations of Blakes laugh together, and they cry together.

This fictional family make up the characters at the heart of “The Humans,” a 2016 Tony Awardwinning play written by Stephen Karam. “The Humans” tells the story of the Blakes’ Thanksgiving at the New York apartment belonging to their youngest daughters, but the play departs from the typical narrative of families unraveling over dinner.

In contrast, the Blakes pull tighter together.

“These are people who have worked to build something that they see as very worthwhile and they would defend that with their lives,” said Bethany Stillion, of Ormond Beach, who plays mom Deirdre Blake in the show.

The family is about love, devotion, commitment and “bouncing back,” she said. It’s a premise she believes many in the audience will be able to relate to.

“It’s interesting that it’s called ‘The Humans,’ and I think it’s really a show that any human being is going to find themselves reflected in,” Stillion said.

“It is truly an exploration of the human.”

duced by Positively Florida Theater Co., a local live theater group.

With Positively Florida doing all pop-up theater, the set needed for “The Humans” has posed a challenge. The show needs a two-story set; Positively Florida will be building it just a few days before opening at the Ormond Beach performing Arts Center.

“It’s been really exhilarating to take this story and bring it to life, especially because we’re working with a two-story set, which you don’t often get to do,” Wade said.

This will be his second fulllength show acting as director.

The first, “Hand of God” at the City Repertory Theatre in Palm Coast, aided in him landing the directing role in “The Humans.”

CRT is a much smaller theater compared to the Performing Arts Center, Wade said, “but it’s been a fun challenge.”

Stillion said she and the whole cast have been impressed with Wade’s vision and clarity for the show.

“I knew I wanted to do the play the minute I read it,” Van Auken said.

The cast has been rehearsing for about five weeks but won’t

get to actually run through the show on the actual set until it’s built. That’s a little daunting, Van Auken said.

The cast is up to the challenge, however, and Wade has high hopes for the audience.

“I think that everyone that gets a chance to come see the show will leave the theater with a newfound appreciation for their own family and for life in general,” he said.
