UNF’s MedNex clears hurdle

The University of North Florida’s proposal to build a health care education hub in Palm Coast will proceed to the Florida Legislature for approval.

The Florida Board of Governors approved its 2020-2021 Legislative Budget Request, which includes a request for $12 million for the initial year of the UNF proposal, in a unanimous vote at a board meeting Nov. 22, according to a board spokeswoman.

The proposed facility, called UNF MedNex, would be built in the Palm Coast Town Center Innovation District and would train students in nursing, rehabilitation, counseling, nutrition, hard sciences, medical engineering and related fields. It would involve a partnership between UNF, the city of Palm Coast, AdventHealth, Allete Energy, and the Flagler County School District, among others.

Local city and county officials have supported it, and county commissioners voted at a recent board meeting to place the proposal at the top of the county government’s annual legislative priorities list this year. County Administrator Jerry Cameron has said that if the proposal is accomplished, UNF MedNex would probably be “the biggest thing to happen to Flagler County since ITT.” The Board of Governors is responsible for governing the state’s universities.

Terence Culver served his last full day as Belle Terre Elementary School’s principal on Friday, Nov. 22, and will retire Jan. 3, 2020. He leaves a bow-tie legacy of cheer with some, while others have accused him of fostering a “toxic workplace” and mishandling funds.

Flagler Schools is investigating fundraising and other management practices at the school. Communications Specialist Jason Wheeler would not say whether Culver is being investigated himself. A school investigation is not public record until it is completed, per state statute.

According to School Board member Maria Barbosa, Culver’s retirement is not connected to the investigation. “His retirement was requested some time ago,” Barbosa said in a phone interview on Nov. 25.

Local attorney and co-founder of Flagler Exceptional Student Education Advocates Stephen Furnari, who assisted three whistleblowers to come forward to ask the school district to investigate Culver, said in an email: “The public can draw their own conclusions as to the timing of Culver’s announcement.”

Furnari said he got involved to help protect the whistleblow-

ers, who have “witnessed their peers get berated, receive demotions and transfers, be terminated and more for reporting problems about BTES or Culver.”

He went on to say: “The staff of Belle Terre Elementary School has endured a toxic workplace for years, and they owe a debt of gratitude to the brave whistleblowers who came forward to share their stories. We hope that by showing how these whistleblowers were protected from retaliation, other Belle Terre staff members will continue to come forward and share their experiences.”

“In the long run,” Furnari continued, “it will only benefit our community’s school system and Flagler County’s students.”

In Facebook comments on this story, several people said they believed Culver was among Flagler Schools’ best and most friendly administrators.

REPORTING TO FCSO

Although Furnari submitted his original complaint to the district on Sept. 24, neither he nor the whistleblowers have been notified of the outcome of the school district’s investigation. On Nov. 26, Furnari said, he assisted the whistleblowers to share their “allegations of financial misappropriation” with the Flagler County Sheriff’s Office.

“The allegations made in the Complaint were corroborated by the whistleblowers, both through their in-person interviews and in affidavits submitted by them to the District,” Furnari said.

He concluded: “I look forward to the possibilities that new leadership will bring, including healing Belle Terre’s workplace culture and improving outcomes for all students, including those with disabilities.”

Culver did not immediately respond to a phone call asking for comment.

FELONS WITH FIREARMS

HOW DID THEY GET CAUGHT?

Felons can’t have guns. But recent cases show difficulties of enforcement.

n Nov. 8, deputies arrested 62-year-old Wyatt Cunningham, a felon, for using a gun he wasn’t legally allowed to have.

He used it to shoot up his neighbor’s home in a dispute over $10.

On Nov. 21, deputies arrested 33-year-old Christopher Raymond, a sex offender and a felon, during a traffic stop in which they found drugs and a firearm he was not legally allowed to have.

In June, another traffic stop led to the arrest of 34-year-old Adam Jordan, a felon who was in possession of meth, heroin, and — illegally — a loaded handgun.

Convicted felons are not permitted under federal law to possess firearms or ammunition, but these cases are three of the 19 so far this year in which deputies have arrested a convicted felon with a gun or ammunition, generally because the felon was, once again, doing something else illegal and got caught mid-crime.

“I would suspect that it’s a very small percentage that are actually getting caught,” Flagler County Sheriff Rick Staly said. “With the drug trade, which many of these cases are, there’s always guns around. ... I would suspect that there are many more convicted felons illegally obsessing firearms.”

As the above cases demonstrate, at least some of those felons are committing new crimes, and getting caught doing so, sometimes with a gun. The overall Florida prison system recidivism rate — defined by the Department of Corrections as a return to prison — was 25% within three years as of 2014, according to a Florida Department of Corrections report. People who are convicted of federal crimes have about a 50-50 chance of being rearrested within the eight years following their release, according to a 2019 study by the United States Sentencing Commission.

And sometimes the next crime is deadly — as it was when William Carson Merrill, a Flagler County

felon with a gun, shot and killed his wife in 2012; when Lonnie Redner, another local felon with a gun, shot and killed two people for drugs in 2009; and when William Gregory, another felon with a gun, shot and killed his ex-girlfriend and her boyfriend.

HOW ARE THEY CAUGHT?

The law doesn’t make it easy to catch convicted felons who own firearms unless they’ve brought the gun along while committing another crime: Once someone’s served their time, they have the same protections against unreasonable search as anyone else.

Picture this: A person is arrested. Firearms are hidden inside their house, but deputies do not know the guns are in the house and have no probable cause to search it or to seize the weapons.

The person is convicted, serves their time, and is returned to the same home — and the same guns.

When the Sheriff’s Office is notified that a state or federal prisoner is being released into the community, Staly said, a deputy pays them a visit, letting them know the FCSO is aware of their presence. But, he added, deputies can’t enter their homes without permission in the absence of a search warrant or special legal stipulations associated with the person’s release.

“You can’t go on a fishing expedition,” he said. “There’s not going to be, under our system, a perfect solution.”

When other people are living in the same home, that can complicate matters further. If deputies get a warrant to search the home of a convicted felon because they believe he’s manufacturing drugs, but during the search also find a firearm, they then face the task of proving that it actually belonged

to the felon, and not someone else in the household.

“We’ve seen that, and they say, ‘Oh, those guns aren’t mine,’” Staly said. “We try to develop the evidence. That could be him with a picture holding the gun; it could be witnesses.”

WHERE DO THE GUNS COME FROM?

Last year, there were 310 instances of car break-ins. Often, guns were stolen. Firearms are also a target in home burglaries. Some of those guns make their way into the hands of felons who are later caught with them, their serial numbers telling the tale of their theft.

“I think this goes to prove that increasing gun control laws will not solve this problem, and in fact all it does is take law-abiding citizens and make them criminals, or take weapons away from them that they could use to protect themselves from these felons,” Staly said. “Because there will always be a black market. ... They will always get them if they want them bad enough, and the market

will drive that cost.”

There’s also another way for felons to acquire guns: individual sales, in which sellers who aren’t licensed gun dealers aren’t required to conduct a background check of the person they’re selling to.

In such sales, a seller who sells to a person who is a convicted felon can’t be charged with a crime unless law enforcement can prove that the seller knew that the buyer was not legally permitted to have a firearm.

That does sometimes occur, typically in cases in which the person making the sale to the felon was acting as a “straw buyer” to purchase a gun for the felon from someone else. But Staly couldn’t recall any such cases recently in Flagler.

PREVENTION

Staly said the Sheriff’s Office has seen a decrease in car burglaries this year, which means a decrease in the guns let out onto the street as a result of such burglaries: As of November last year, there had been 310 car break-ins, and as of the same time this year, there have been 152.

The agency has also worked with federal agencies to level federal charges against felons who have been found in possession of a firearm, a strategy that tends to lead to lengthier sentences and keeps them out of the community for longer periods of time.

But ultimately, Staly said, “The reality is that laws on the books are only as good as the human element is willing to follow them. ... So if you have a criminal that’s been convicted and they don’t want to turn their life around, there is no solution to that, until they get caught and sent back to prison.”

When felons are charged with illegally possessing a gun, it’s often because a law enforcement officer caught them doing something else illegal and then found the gun when searching the felon or their car or home. Here are the other charges filed alongside the felonwith-a-gun charge for recent cases in Flagler County: n Christopher Raymond, 33, Palm Coast: possession of MDMA and drug paraphernalia; failure to register as a sex offender; possession of a firearm or weapon by a convicted felon n Tracey Smith, 47, Glen St. Mary: domestic battery, false imprisonment, aggravated assault with a deadly weapon; possession of a firearm or weapon by a convicted felon n Kenneth Riker, 32, Bunnell: possession of forged bills, checks or notes; possession of marijuana and drug paraphernalia; parole violation; possession of a firearm or weapon by a convicted felon n Adam Jordan, 34, Bunnell, possession of heroin, methamphetamines, and controlled substances; unlawful use of twoway communications device; manufacturing or delivery of drug paraphernalia; illegal concealed carry; resisting an officer without violence; possession of a firearm or weapon by a convicted felon. n William Westervelt, 30, Bunnell: petit theft shoplifting; contributing to the delinquency of a minor; possession of a firearm or weapon by a convicted felon.

The city of Palm Coast Fire Department hosted a fourhour mental health awareness class for local firefighters over three days the week of Nov. 11, working to prevent post-traumatic stress disorder, anxiety and depression among first responders.

A total of 57 responders from Palm Coast and eight from Flagler Beach attended, viewing presentations by Palm Coast Fire Department Chaplain and Driver Engineer Chris Cottle and PCFD Peer Support Team Leader Eric Robinson, Palm Coast Safety Coordinator Ben Caoili, Dr. Sandra Neer of UCF Restores and Nationally Certified Counselor Dwight Bain, according to a city of Palm Coast news release.

Firefighters and other first responders, working long shifts that require performance under pressure while making them frequent witnesses to others’ suffering and death, are at heightened risk of PTSD and suicide.

In 2017, according to a study cited on the website of the U.S. Fire Administration, 103 fire fighters died by suicide, while 93 died in the line of duty.

Because suicides may not be reported as such, the established number may be low, according to the Fire Administration website.

Such statistics have led many fire departments to offer suicide prevention and critical incident stress management programs for their staff members, and to designate

chaplains, like Cottle.

“The overall message to this training was to let our fire personnel know that we have made a strong push to remove the stigma associated with reaching out for assistance,” Robinson said.

Palm Coast Fire Chief Jerry Forte places an emphasis on his staff’s mental, as well as physical, wellness.

Cottle said the training sessions also helped inform staff about options for accessing workers compensation for mental health concerns.

“We have asked our firefighters to come here to build a career. It’s our job to return them back to their families, fit to retire.”

Work begins on Holland Park splash pad Workers have broken ground on a splash pad at Holland Park, removing dirt and sod Nov. 21 in preparation for placing the pad.

The pad will be concrete topped with several inches of blue rubber, and is expected to be finished in July 2020.

It will showcase three-dimensional animal forms such as a dolphin, octopus and right whale, each climbable and with spray tops, according to a city of Palm Coast government news release.

“Our team was diligent on making sure these animals are ones that they could see in their own natural community,” Parks and Recreation Director Lauren Johnston said, according to the news release. “Each spray feature coming out of these animals was designed to create fun but also give realistic motion.

It is exciting to see the first steps of this splash park come to life!”

“This is an exciting time of growth for Palm Coast, and it’s an honor to be able to provide amenities like these for the people of this city,” Mayor Milissa Holland said, according to the news release. “I can’t wait to see this splash pad open and all the smiling faces of the kids and parents who will benefit from it. A new 12-building apartment complex with 285 units may be coming to the southwest corner of Matanzas Woods Parkway and Belle Terre Parkway.

The city of Palm Coast’s Planning and Land Development Regulation Board approved a master site plan for the apartment complex in a 6-0 vote at the board’s Nov. 20 meeting.

The 12 three-story apartments would sit on the northern side of a 188.5-acre lot of land in the Matanzas West Mixed Use project area, which extends along the western side of Belle Terre Parkway from Matanzas Woods Parkway south about 0.6 miles, according to city documents. It is part of a Development of Regional Impact that was approved in 2004. Developments of regional impact are longterm projects that involve multiple years of planning.

The part of the lot that is developable is only about 29 acres, and the rest will be left natural, Senior Planner Bill Hoover told board members.

The northern and southern portions of the development would have six three-story buildings each. The northern portion would have 141 one-bedroom apart-

School Board members still wrong on invocations Dear Editor: There is no more honorable, honest, devoted and dedicated public servant than our School Board member Colleen Conklin. Yet even she and her colleagues on the Flagler County School Board are not immune to error.

They may attribute the decision to not hold public prayer at the their meetings to the fear that “the process could devolve into a ‘circus’ that would cost staff time,” in the Observer’s recounting. They may be concerned that allowing prayers led by Wiccans and Satanists, many of whom are wonderful citizens, voters, residents and taxpayers here in Flagler County, will negatively impact the board’s work.

But a circus, use of staff time, prayers by Wiccans and Satanists are not the least bit relevant to this discussion.

Federal courts have repeatedly found that prayers at school board meetings are unconstitutional. It doesn’t matter whether the prayers are offered in an atmosphere that might be called “solemn” or “a circus.” It doesn’t matter if the prayer is offered by a Protestant, a Catholic, a Jew, a Muslim or a Wiccan or Satanist.

School Board members remain steadfast in their refusal to accept the decisions of Supreme Court Justices Anthony Kennedy, Antonin Scalia, Samuel Alito, Clarence Thomas, Elena Kagan and Stephen Breyer, all of whom,

in their written opinions in the Town of Greece v. Galloway, never used the word “prayer” with out calling it “legislative prayer.” They did this to distinguish between legislative bodies, like county commissions and city councils and nonlegislative bodies like school boards.

Prayer, under certain precise conditions, is OK in legislative bodies. It is unconstitutional in school boards.

Our School Board members seem adamant that they will never accept the distinction the Supreme Court makes between their nonlegislative Board and legislative bodies. If anyone can help me convince them, we will be a better community!

Veterans Day event should be nonpartisan Dear Editor: I agree with the writer who suggested in last week’s Observer that a Veterans Day celebration traditionally is and should be a nonpartisan event and took exception to Commissioner Joe Mullins (in an official capacity) showing up at this year’s event in a Trump hat.

In addition to apparently not understanding the traditionally nonpartisan nature of Veterans Day, ironically a day when we sincerely say “Thank you for your service,” Mullins chose to display a name on his hat of a man who has never served, has trashed a decorated war hero for being

captured, and belittled a Gold Star family.

Mullins was mired in controversies when he was running for office and was described by the Observer as a “problematic” candidate. His choice to wear a partisan hat during this somber nonpartisan Veterans Day celebration again puts his judgment into question.

Fulmer is good choice for auditorium Dear Editor: There are two decisions that our government leaders should be highly commended for: the decision to renovate the Palm Coast Community Center, and the appointment of Amy Fulmer as the director of the Flagler Auditorium.

The new Community Center offers excellent accommodations to conduct our community events. Fantastic job by our city leaders.

We all mourned the lost of our previous Flagler Auditorium director, Lisa McDevitt.

Filling Lisa’s shoes will not be an easy task.

But the Board of Directors of the Flagler Auditorium and the Flagler County School Board made a great decision in appointing Amy Fulmer to the director’s position.

What a perfect fit. Amy worked next door to the Auditorium for years, as the Flagler Palm Coast High School music teacher and director of the famed Formality Singers. She

is familiar with the requirements of the job.

Simple fix available for permitting issue Dear Editor: When Jason DeLorenzo made a response to my Letter to the Editor of Nov. 21, “City’s permitting department mired in inefficiency,” I felt that it was urgent that I refute his statement. He is attempting to create a mountain out of a mole hill.

Possibly, Mr. DeLorenzo did not absorb how simple the task would be to refine the permit application without the intervention of legal minds. All that would be required of the homeowner is to review the permit application before it is filed, making certain that what the contractor has written is truthful and sign in an appropriate space provided on this same one page application.

The city would thus be assured that what, in realty, is a six-week project doesn’t get whittled down, per the permit, to a 10-day cosmetic touchup not giving me, the homeowner, adequate oversight inspections for which I was legally entitled. Adding a one line signature space for the homeowner would not place a burdern on the shoulders of the “amazing techs.”

District will look into allegations of transgender student’s mistreatment NEWS EDITOR

Flagler County School Board member Colleen Conklin told a local transgender high school student and his father during a School Board meeting Nov. 19 that the district will look into their assertions that the teen has been mistreated at school for being transgender.

She also commended the student and his parents for being willing to speak publicly.

“I hope and I pray that other parents who see that example find strength in that example,” she said.

The teen’s father, Randy Bertrand, said during the meeting’s public comment period that his child had previously attended school as a girl, but came out as transgender about a year ago and is now using male pronouns and a male name.

“You know, I was a little confused at first when he came out to me. But you know what, he’s the same goofy, clumsy kid he’s always been,” Bertrand said.

“I just know him by a different name, a different pronoun.”

Bertrand told board members the teen’s new name, and pointed him out in the audience. The teen waved.

NO DISTRICT POLICY ON TRANS NAME CHANGES

But last year, Bertrand said, one teacher refused to use the teen’s new chosen name.

“By choosing and making a willful choice to not use his chosen name, [the teacher] completely invalidated his identity,” Bertrand said. “I mean, how hard is it to use somebody else’s name?”

The student has since dropped the class, Bertrand said.

School Board Attorney Kristy Gavin told the Palm Coast Observer via email that nicknames are permitted in classes, but “the District must use the name of the student as recorded on the birth certificate or other supporting evidence, as provided by law, on all official records.” There is no policy specific to transgender name changes.

School Board member Trevor Tucker said he wanted to research how other districts handled situations in which a teacher or staff member declines to use a transgender student’s chosen name or new pronouns.

“You don’t want a student to feel not welcomed in a school,” he said.

Conflicts over the use of a transgender student’s new name or pronouns in school have led to legal issues elsewhere in Virginia and Jacksonville DISTRICT BULLYING AND HARASSMENT POLICIES

Bertrand said his son feels unsupported at school.

“My son so distrusts the administration at his high school now that he’s faced with the option, what he considers the only option, to transfer to the other school in hopes that that environment will be more inclusive,” Bertrand said.

He noted that the school district had previously entered a settlement agreement with a Flagler Palm Coast High School student who’d charged in 2011 that he was being mistreated by

fellow students and by a teacher for being gay. The ACLU took up that case. The teacher involved issued a public apology.

Bertrand argued that the school district should add specific protections for gender identity to its broader policies on bullying and harassment.

He requested that the district conduct a workshop involving the administration of both high schools, plus volunteer representatives of the student transgender population.

“Let’s make Flagler County a model for the state,” Bertrand said.

“I’d really hate for a young student to end their life because they felt invalidated.”

Intruder enters Matanzas twice An intruder entered the campus of Matanzas High School twice on Nov. 20, prompting the school to review safety procedures.

Principal Jeff Reaves said a former student checked in with office staff and asked to use the restroom; instead she entered the courtyard. Staff brought her back into the office, but while they were calling for administrators to help, the woman got back into the courtyard a second time.

“This time she was brought back in and remained with one of our assistant principals while our resource deputies were called,” Reaves reported. “The individual was turned over the law enforcement and was taken into custody. We’ve already begun the process of reviewing our security procedures to find ways in which we can better maintain a safe and secure campus.”

Kim Carney files for Sullivan’s county seat

Flagler Beach City Commissioner Kim Carney has filed to run for the Flagler County Commission District 3 seat held by Commissioner David Sullivan.

“I’m here at the Supervisor of Elections Office and have just completed paperwork for County Commissioner District 3,” Carney said in a 12-second video posted publicly on her Facebook page on Nov. 21. “Let the campaign begin.”

She wrote in a Facebook comment alongside the video, “Watch for an invite to like@ my campaign Facebook page. I am excited to represent District 3 after this upcoming campaign.”

Sullivan is running for reelection. He was first elected in 2016. Carney was first elected to the Flagler Beach City Commission in 2011.

Hosted by the Community Partnership for Children, the ceremony was held publicly to celebrate the importance of adoptions. Last year, CPC finalized 277 adoptions in the three counties.

“We are on track to exceed our goal this year as well,” said Tiffany Garten, adoption supervisor at CPC. “This adoption unit works hard to ensure that we are achieving permanency for as many of our children as we can.”

Circuit Judge Christopher France shared a story of adoption in his own family — it was about Andrew John, the brother he gained when his father remarried.

A.J. had been adopted by France’s stepmom.

Years after their parents married, France and A.J. had a “heartto-heart.”

“I told him, ‘A.J., you are the brother I never had,’” France recalled. “And he looked at me and said, ‘I feel the same way.’”

Former CPC worker Amanda Bailey also spoke at the ceremony. She said when she left her job due to moving out of the area, she soon realized how much she missed the joy of adoptions. Later on, she got involved with helping CPC with recruitment.

Taking in an adopted child, Bailey said, creates a “ripple effect of happiness and hope. ... Through

saying yes, we are moving mountains.”

Still, while she loved the feeling of helping someone create their family through adoption, Bailey admitted she never thought it would form part of her story.

Bailey and her husband have started the process to adopt a child of their own. She knows now firsthand how difficult the process can be.

“There’s a lot of loss to resolve and some big questions that need to be asked and answered,” Bailey said. “There’s major faith from deep within that you need to find.”

Days like this adoption event, Bailey said, give her that faith.

BRIEFS Butryms named Citizens of the Year Anthony and Dawn Butrym were both awarded “Citizen of the Year” at the 2019 Florida Missing Children’s Day ceremony, in recognition of their volunteer efforts which led to finding missing child Rickey Wheeler alive after more than four days of searching. The award was presented at the Florida Capitol Building in Tallahassee by Florida’s First Lady Casey DeSantis, Florida Department of Law Enforcement Commissioner Richard Swearingen and Florida Attorney General Ashley Moody.

The Butryms were the first couple to sign up for the volunteer effort and located Rickey’s clothing, allowing bloodhounds to pick up his scent and find him shortly afterward.

“They did not know Rickey or his family,” said Sheriff Rick Staly.

“They only knew that there was a missing, endangered juvenile who needed help and they were there to help any way they could.

They are very deserving of this award and they reflect well on our community.”

Detective arrested, suspended The Flagler County Sheriff’s Office suspended Detective Richard Petkovsek without pay after learning that he was arrested Saturday, Nov. 23, by the St. Augustine Police Department.

He was arrested for disorderly intoxication and resisting without violence, which are misdemeanor crimes. The facts of the case will be reviewed to determine further

personnel action.

“It is Sheriff’s Office policy to immediately suspend any deputy without pay who is arrested,” Chief Mark Strobridge said.

“Sheriff [Rick] Staly has directed that an internal investigation be conducted and is very disappointed in his conduct as reported by the St. Augustine Police Department.”

New trial for woman convicted of murder The Fifth District Court of Appeals has reversed the conviction of Dorothy Singer, a Flagler County woman convicted in 2018 of murdering her husband, Charles “Butch” Singer, and buying him in her backyard.

The case has been remanded for a new trial.

Dorothy Singer had told authorities that she didn’t know where her husband was. Detectives found that she was using his credit and EBT cards after his disappearance, and had been using his phone to impersonate him via text message.

They found him buried beneath a pile of brush in the yard underneath an overturned jon boat.

Dorothy Singer then told detectives that she’d shot her husband in a struggle out near a hog pen in the yard after he’d threatened to kill her.

The Fifth District Court of Appeals determined that the judge handling the case, Circuit Judge Dennis Craig, should have allowed the defense a continuance that would have given them more time to review the prosecution’s DNA evidence.

Bunnell’s Bantam Chef expands to St. Augustine

The Bantam Chef, a Bunnell institution for over 40 years, is no longer a standalone venture. Owners Robert and Rhonda Kretzman opened a second location in St. Augustine on Nov. 10, bringing the same beloved recipes to a new clientele.

Jenny Raymond, manager at the Bunnell location at 101 E. Court St., stresses that the opening took much time and consideration.

“It’s been a long process,” she said. “Two years in the making.”

Raymond, who’s managed the Bantam Chef for five years, spent some time in St. Augustine training the new restaurant’s staff in food safety, and the place feels different.

The second Bantam Chef has indoor seating, unlike Bunnell’s covered patio, and despite the “Victorian feel” created by its venue being a renovated gingerbread house on Granada Street, its greater staff size and point of sale system makes it feel more modern than its predecessor.

That, however, is the extent to which Robert Kretzman has been willing to alter the Bantam Chef’s winning formula, and he’s even considered forgoing the new location’s sleek, touchscreen POS system for the printed tickets customers receive in Bunnell; the tickets can’t crash or malfunction.

“He doesn’t want anything to change,” Raymond said. “That’s why he hasn’t taken any of the staff here to St. Augustine.”

The Bunnell staff is different from the teams at fast food joints, she said, because they have all been with the restaurant for years.

“We have it down to a science,” Raymond said. She thinks the St. Augustine store will develop its own, given time.

It will just as surely develop a dedicated customer base, as the Bantam Chef has in Bunnell for three decades.

“It’s like a cult following,” Raymond said. “You’re not a number here. You see the same faces, same names; it’s comfortable.”

Comfort is the key, according to Robert Kretzman.

“It’s comfort food at a reasonable price,” he said. “We bread our own seafood, cut our own steak, we make our own tartar sauce.

When you come here, you know what you’re getting.”

That trust of homemade quality in burgers and the Bantam Chef’s famously massive fish sandwich is why Kretzman said the St. Augustine location is “exceeding expectations.”

While the original Bantam Chef has largely relied on word of mouth for much of its life, the publicity around the new opening is echoing back in Bunnell, too.

“I think it’s brought in more new business,” Raymond said. “I keep hearing people say, ‘This is my first time here,’ or, ‘Oh, I just heard about this place! I never knew it was here!’”

Now, she said, those first-timers will surely stick around.

Matanzas boys lacrosse’s Seth Leister recently signed his national letter of intent to play for the Savannah College of Art and Design. The Bees are a member of the National Association of Intercollegiate Athletics, competing in the Sun Conference.

The Bulldogs’ girls basketball team was one of the best teams in the area last season. However, despite a 20-4 record, the Bulldogs were bounced from the playoffs after 63-34 loss to Sandalwood in the district semifinals on Feb. 5.

The goal this season? To overcome the challenges of playing in a tough district and make it deep into the state playoffs.

“I’m not sure there’s much we can do differently [to achieve that],” Flagler Palm Coast head coach Javier Bevacqua said. “A lot of it is luck and the ball has to go in

the basket at the right time.”

This group — who defeated crosstown rival Matanzas 62-13 the night of Friday, Nov. 22, at FPC High School — is a “tight one,” according to Bevacqua and his players.

“They all care for one another,” he said.

The Bulldogs are led by senior guard Brianna Ellis, who scored a game-high 15 points and recorded 6 assists against the Pirates.

She said she’s become more vocal, more of a leader in her final high school season. But there’s still some things she needs to work on, like being more aggressive and attacking the rim when her jump shot is off.

Regardless, her belief is that there’s very little stopping this team from reaching or exceeding expectations.

RETURNING HOME

Before the start of Matanzas’ clash with FPC, Pirates coach Eric Guerrero and the Bulldogs’ head coach embraced. Bevacqua is a longtime friend and mentor of Guerrero — and now, somewhat of a foe.

“Before the game, I told him, ‘Good luck,’” Bevacqua joked.

Guerrero graduated from FPC, where he played on the Bulldogs’ boys basketball team, in 2008.

And he became an assistant coach on the boys basketball team for a season before joining Bevacqua on the Bulldogs’ girls basketball team in 2011.

The return to his old school was an, expectedly, emotional one.

“There were a lot of emotions, good emotions,” he said. “I have good rapport with everyone here.

I just want to see them all do well.”

Guerrero was hired as the Pirates’ head coach in June. The Pirates captured their first win of the season in a 52-4 victory over Calvary Christian on Nov. 21.

“We’re taking it one game at a time,” Guerrero said. “We have to stay disciplined.”

“I think we’re capable of doing everything we want to do. If we stay patient and execute what the coach wants us to do, then we can go as far as we want to.”

After seven weeks of play, Mad Dogs Flag Football closed out its season Saturday, Nov. 23, with championship games at Indian Trails Sports Complex in Palm Coast.

The league, which is co-ed and open to players ages 5 to 15, is in its second season and already in open registration for winter ball, which starts in January.

President Jarrod Maxwell said he hopes the league will bring the community together, while teaching the next generation of Flagler County football players in a safer environment.

n 25 games last season, Flagler Palm Coast boys soccer player Luis Corazon scored five total goals for the Bulldogs. That figure includes one outing when Corazon recorded a hat trick in a game against Mainland.

Now, six games into the Bulldogs’ 2019-20 season, Corazon has surpassed his scoring total from last season, putting the ball in the back of the net six times so far.

“I feel more confident this year,” the senior striker said. “I’m

not scared to go and challenge for the ball. I’m not the biggest guy on the field. I just have the speed.

I just feel confidence. I feel more comfortable with the ball and attacking. If we don’t shoot, we don’t score. Every opportunity that I have, I just shoot.”

Corazon has been playing the game for the past 12 years. He moved to Palm Coast from Puerto Rico after the seventh grade and enrolled at FPC his freshman year.

He tried out for the Bulldogs’ soccer team — but was cut.

“I believe I had the skills,” he

said, “I was just out of shape.”

He tried out against as a sophomore and made the team. He saw significant playing time but mostly as a defender.

He had several opportunities to score as a junior last season when he was put in as a midfielder.

Corazon said he doesn’t really feel the pressure to be the one on his team to score, however.

“I’m just trying to win,” he said.

“It doesn’t matter if I score or not.

The team is what matters. But it does feel good to know that I’m doing something on the field.”

“This team is different. We play for each other. We’re more of a brotherhood.”

He does have a particular number he wants to reach, though.

FPC’s junior varsity coach Ramtin Amiri was a former player for the Bulldogs. He scored 26 goals his senior year. Corazon and Amiri are close friends, and Corazon hopes to surpass 26 goals by the end of the season.

“He’s scored a lot of goals and he holds that against me to make me work harder,” Corazon said.

“It’s all fun and games. It’s not about the goals, it’s about how far this team can go.”

ommunity Problem Solvers of Rymfire Elementary School are on a mission to help train dogs using a universal set of commands to give the dogs a higher chance of being adopted.

Project PAWS, which stands for Pets Are Worth Saving, is an initiative of 10 students and Kate Sturman, a Future Problem Solvers teacher, benefiting the Flagler Humane Society.

Young dogs are sometimes surrendered when they are more unruly or wild than their owners excepted, according to Magdalena Grzona, surrender/intake specialist at FHS. To solve the problem, the group is teaching dogs, staff members and volunteers four basic obedience commands: sit, stay, down, and leave it. They are guided by Lauren Driscoll, a professional dog trainer, and leader of the Paws of War program.

The group has also set up signs on the dog-walking path that state each of these commands, so when a dog walker comes to the sign while walking the dog, he will

Train, then adopt stop and practice the command in exchange for a treat.

In time, these formerly illmannered dogs will have learned the four basic commands that their new owners can continue to use, making the dogs much more adoptable, Sturman said. To add to their effort, the group is creating a how-to video for the community.

The fifth and sixth graders meet each Thursday and every second Sunday. They said they feel joy at seeing the dogs adopted — and they love playing with the dogs in the process.

Since August, the group members have trained seven dogs, and four of them have been adopted.

Another way to help the Humane Society is coming up: 1-3:30 p.m. Sunday, Dec. 1 is the Festival of Wreaths at The Windsor in Palm Coast.

“I’ve been having a good time with veggies,” he said.

Not that he’s expecting an easy time. These qualifiers bring previous world champions, the best cooks from all over the country and outside it.

“It’ll be all tough competitors,” Weltikol said. “Competitors that have been cooking for years.”

But the tough competition is part of the fun. It pushes everyone to the limits of their skills and palates.

“It’s a great pastime,” he said.

“It’s the camaraderie of all the cooks — they’re good people, they always look out for each other.”

Aspiring young cooks will have a chance to join those culinary comrades in the youth division.

Ages 6 to 16 get to join the ICS for a reduced entry fee and have a shot at a $10,000 prize in cash or a scholarship at the world championship if they qualify.

Palm Coast’s youth will be very present in European Village, between a flyover by the students of Teens-in-Flight and performances by the Matanzas High School Drum Line.

“They can all look forward to a great time,” Weltikol said.

The 2020 International Chili Society World Qualifier Chili Cook-off at European Village is a mouthful of an event title, fitting for a weekend that will have spectators and judges alike digging into the spiciest and savoriest recipes the assorted chefs can stir up.

From noon to 5 p.m. on Saturday and Sunday, Dec. 7-8, chili cooks from all over the country will compete in four categories: homestyle (must include beans), red (no beans, just meat and sauce), verde (green enchilada sauce as a base) and veggie (no meat). The winner will have a chance at progressing to the world championship in Des Moines, Iowa, and vying for the $25,000 first place prize.

The ICS has partnered with Heather Thompson for the event, the third time such a cook-off has come to Palm Coast. Thompson does the coordinating all on her own these days, but during the event’s gestation she was assisted

by veteran chili cook Larry Weltikol.

“She’s probably one of the best event coordinators I’ve ever run across,” Weltikol said.

Weltikol, who has been a self-declared “chilihead” since 1989, thinks the event will draw between 40 and 50 competitors this year, far meatier than last year’s 27. If his prediction proves correct, it could be good news for a local nonprofit as well as all the steel-tongued connoisseurs who show up; as it did last year, a large portion of the event’s proceeds will go to Teens-in-Flight, the charity helping children of soldiers wounded or killed in action learn to fly aircraft.

According to its website, ICS has contributed close to $100 million to charities.

The chili making that money will be the minimum two gallons of “people’s choice” each cook is required to make, different from what they’ll be serving to the judges. ICS cookouts typically have judging schools, so that anyone can learn the parameters of taste, aroma and texture and become a qualified chili judge for a fee. Each table at a cookout has multiple judges, so the process of allotting points to competitors is guaranteed a level of fairness, accounting for a broad swath of

Friendsgiving in VPK V

PK students started the holiday celebrations with a Friendsgiving meal at Belle Terre Elementary School on Thursday, Nov. 21.

Teachers Paula Chaney and Hillary Scott and volunteers set up the long table and decorations for them.

The students learned why Thanksgiving is celebrated and waited for everyone to have their plate to start eating.

As table decorations, there were crafty paper turkeys they made, decorated with things they were grateful for.

TRIBUTES Carmela Austin 1933-2019 On November 1, 2019 Carmela Austin danced her way into God’s faithful arms, with family by her side. Let it be known that she opened her eyes to see her daughter Cindy and granddaughter Kaylin and enjoyed one last taste of her Brandy before taking her last breath in their hands.

Born to parents Giacomo Parillo and Philomena Rolio Parillo, Carmela danced into the world on January 7th 1933 in Mendham, New Jersey. Carmela would later move to New York City where she attended the American Academy of Dramatic Arts, performing on Broadway under her stage name, ‘Candi Parsons’, in various plays including “Wish You Were Here” and even guest starred on the Arthur Godfrey Show. She eventually left the spotlight for a career as an airline stewardess and retiring many years later from INPO. She served as the President of the Women’s Golf Association at the Indian Hills Country Club in Marietta before becoming an active member in the golf communities of Kiawah Island, Palm Coast and Amelia Island Plantation. To her grandbabies, she is hands down one of the most hilarious individuals God created and to the family, she is truly one in a million.

If there is one song that perfectly encapsulates the life of Candi Austin it would be Sinatra’s “My Way”, which was appropriately played and sang to her on her last day.

Filling a need: Flagler Technical Institute debuts heavy equipment simulator Investment of $35,000 prepares a new generation of operators.

Flagler Technical Institute put its new $35,000 heavy equipment operator technician simulator on display for the first time Nov. 21 at the Government Service Building.

The new tool will allow the students to practice safely before they go out in the field, according to Renee Stauffacher, director of Flagler Technical Institute. She also added that having the simulator at the Government Building

served “to help advertise the program, and to thank the legislators that are in the building today.”

Chelsea Barney Herbert, operations manager and project manager of 4C’s Trucking and Excavation Inc., was part of the focus group that started the program with FTI. She finds monumental value in the program, she said on WNZF’s “Free For All Friday.” She said she appreciates the support from the local school system as it fills this gap in the workforce.

There are eight pieces of heavy equipment that the future operators will train on during the 1,200hour course. The next enrollment opening is in January.
