Chamber aims to quell coronavirus fears Flagler Chamber works with Health Department and Emergency Operations Center.

With the threat of COVID-19 — also known as the coronavirus — looming, officials from the Flagler County Chamber of Commerce are working with the Flagler County Department of Health and the Flagler County Emergency Operations Center to inform the county’s business owners and patrons.

The Flagler Chamber’s new president, Aimee Stafford, met with Emergency Management Chief Jonathan Lord and DOH

Administrator Bob Snyder the afternoon of Tuesday, March 10, to coordinate a plan.

Stafford has expressed concern because businesses owners have been canceling meetings and events.

“It’s not yet time for us to pull back that aggressively,” she said.

“I’m really hoping that folks don’t stop patronizing businesses until we get timely information from the department of health. We’re just not there yet.”

On Saturday, March 7, Florida Gov. Ron DeSantis directed the Florida Division of Emergency Management to activate to Level II to coordinate the state’s response to COVID-19 and provide support to the Florida Department of Health and county health departments.

ADVENTHEALTH LAUNCHES ‘CORONAVIRUS INFORMATION LINE’ AdventHealth is launching a free phone service for Floridians who have questions about COVID-19, including the opportunity to speak with a nurse. Call 877-VIRUSHQ, 24 hours a day, seven days a week.

It serves as a one-stop-shop to connect Floridians with resources such as the Centers for Disease Control and Prevention and the Florida Department of Health.

While the phone line is not intended to replace a physician-patient relationship, nurses can answer general medical questions.

“While the risk for coronavirus infection in Florida remains low, it’s vital that the public be equipped with the facts to help prevent the potential spread of the virus,” said Dr. Vincent Hsu, infection control officer at AdventHealth.

CORONAVIRUS AND THE TRAVEL INDUSTRY As fear of the coronavirus grows, those with businesses in the travel industry continue to take a hit.

Arvid Olson, the owner of Travel Leaders Palm Coast, said his business is about 39% down from the same period last year.

“I think it’s more of a panic situation than anything,” he said.

Mark Gerling, the owner of Gerling Travel in Flagler Beach, said he’s spent much of the last two weeks fielding calls from concerned clients.

“Our main response has been, for one, looking at when you’re leaving, where you’re going and is it relative to the outbreak area?” he said.

Some clients who had booked cruises to Asia canceled and were fully refunded and presented with the option to book another cruise. Other clients canceled all together due to the “fear factor.”

“We get it, and we’re sympathetic to that,” Gerling said. “We just try to encourage them to look at the big picture and to avoid the knee-jerk reaction.”

In conjunction with the DOH and EOC, Stafford said the Flagler Chamber is planning to host two forums targeting the hospitality industry, where they would talk about how the community is organizing and to provide them with industry-specific information. There will be two general business information sessions, too.

In addition, the Flagler Chamber is working on developing posters for local businesses to post so patrons can see what measures each business is taking to stay safe.

“When people walk into a business, we want them to feel confident that we’re all making the effort to make sure our community is safe,” Stafford said.

The Flagler Chamber currently has a sign posted at its entrance that reads “This is a handshakefree zone.” However, Stafford said there are other things businesses can do to mitigate risk. For example: talking to employees about cleanliness, encouraging employees not to come into work when they’re sick and more.

“Overall, I would just encourage people to not be afraid to frequent local businesses,” Stafford said. “It could have an economic impact that is detrimental to our community.”

TWO CASES IN VOLUSIA COUNTY With two presumptive cases of coronavirus in Volusia County, the Florida Department of Health in Volusia County is continuing to raise awareness to reduce the potential spread and impact of the disease, of which has affected 647 people in 36 states and the District of Columbia as of March 10.

A total of 25 people have died; two in Florida.

“This is what we prepare for in public health,” said FDOH Administrator Patricia Boswell to a room full of officials during the Roundtable of Volusia County Elected Officials meeting on Monday, March 9.

The Volusia cases have been identified as a 66-yearold woman and a 60-yearold woman, both who are currently in isolation and have recently traveled internationally. When asked what city in Volusia the first woman resided in, Boswell said only the gender, age and county are being provided to the public.

“That level of privacy is practiced very often in public health when there’s cases like this,” Boswell said.

Coronavirus, also known as COVID-19, was first detected in Wuhan, China.

BRIEFS City reopens bocce ball courts at Holland Park

Cathy Mittelstadt will be Flagler County’s next school district superintendent, taking the place of Superintendent James Tager, who is retiring at the end of his contract on June 30, 2020.

The Flagler County School Board voted 3-1 to select Mittelstadt, a deputy superintendent in St. Johns County, during a special board meeting on March 10. Board Chairwoman Janet McDonald was the dissenting vote.

The board then voted 4-0 to offer Mittelstadt the position, and McDonald phoned her minutes later to tell her she’d been chosen.

The board’s fifth member, Colleen Conklin, had applied for the superintendent position herself and therefore did not did not take part in the meeting.

Board member Andy Dance, who made the board motion to select Mittelstadt, said that after he’d interviewed her, one word came to mind: intense.

“When you have a one-on-one with Ms. Mittelstadt, she is very intense about the things that she’s passionate about,” he said, “but it’s very intentional, and it’s very engaging.”

Dance was also impressed with her experience with using a strategic planning process and with developing additional funding sources like a half-penny sales tax.

And, Dance added, “I made a few calls to other board members and elected officials that have had a good working relationship with Ms. Mittelstadt, so I think it

translates to a higher level as well, being able to work with other partners in the community.”

Board member Trevor Tucker said he liked Mittelstadt’s to-thepoint communication style.

“She was extremely knowledgeable. ... She was very strong in her answers; she answered directly,” Tucker said, speaking of Mittlestadt’s interviews with board members. “I think she would be a great leader in our district.”

St. Johns County, where Mittelstadt is deputy superintendent of operations, is one of the top school districts in the state, and has 40 district schools to Flagler’s nine.

In her interview before the School Board March 6, Mittelstadt said she’d bring a studentcentered approach to the district, and that as someone who’s served as a middle school and high school principal, she has a good grasp of day-to-day operational issues.

She listed the district’s strategic plan and the renewal of its halfpenny sales tax as priorities, and said that developing community support for the sales tax initiative could be an opportunity to get community members involved through citizen committees.

Of developing educational leaders, Mittelstadt said she looks for people who have presence in the classroom and who step forward for leadership roles.

With all stakeholders, she said, “You’ve got to establish trust. I’m a firm believer in relationships, and I’m a firm believer in first impressions.”

“I’m not afraid of bringing in and learning from the No. 1 district in Florida, and having that person review our processes. We’ve made strides to get to an A, but we can’t be complacent.”

meeting, but also expressed reservations about Mittlestadt’s lack of past experience with Flagler Schools, which two other candidates — Vernon Orndorff and Earl Johnson — have both had.

Mittelstadt was one of four finalists — the others were Orndorff, Johnson and Janet Womack — with whom the board held interviews on March 5-6, meeting first as a board with each candidate successively for 1.5-hour interviews on March 5, then for interviews with individual board members on March 6.

Candidates also met with community members during a community forum March 6.

The board had selected the four from a shortlist of nine candidates selected by a community panel, itself narrowed from the initial list of 35 applicants.

“This has been a full community effort, and everyone’s opinions and everyone’s offering have been taken into consideration, and they’re very much appreciated,” McDonald said. “... We had four exceptional candidates.

It made for a very difficult decision.”

Board members shared supportive words for Johnson and Orndorff, but also concerns about whether they would be the right fit for the position.

Orndorff, currently a superintendent of a 250-student school district in Texas, was formerly a Flagler Schools assistant superintendent, while Johnson is the district’s executive director of leadership development.

McDonald expressed concerns about Johnson’s decision to threaten litigation against a local council of ESE parents which had criticized his candidacy.

Dance, when the district was engaged in the superintendent search several years ago that ultimately led to Tager’s selection, had voted in favor of Orndorff, who’d also applied for the position at that time.

“That was three years ago,” Dance said. “The district’s

changed, but I think the most important change is we have competition this time.”

He added that one thing hasn’t changed: Orndorff’s integrity and character.

But he worried that either Johnson or Orndorff would be a polarizing choice: Community responses seemed to indicate that the supporters of each strongly opposed the other. If either were chosen, he said, “How we bring everybody back together is a concern to me.”

“I have a heavy heart,” Dance said after the vote. “These decisions affect people personally — a couple candidates that I’ve worked with daily have been affected — and it’s not a decision that was taken lightly. ... But I’m excited for the path of the district, and I just console the others and ... hope they understand the thought process.”

The School Board is expected to vote to approve a contract with Mittlestadt during its regular meeting at 6 p.m. March 17. Mittlestadt’s projected start date is June 1.

Friday, March 6, dawned chilly and blustery, but that didn’t put a damper on the spirits of Palm Coast’s dedicated bocce ball players as they gathered to celebrate the reopening of the courts at Holland Park. Bob Zanella and his black Lab, Jaxon, who serves as the group’s unofficial mascot, were the first to arrive at the meet and greet, set up by Parks & Recreation Director, Lauren Johnston and her staff.

“We put so much time and effort into these projects on paper, in the office, and on-site that when the actual construction is finished, it can be easy to just check the box, say done, and move on,” Johnston said. “But getting out into the community and seeing how these projects affect our residents and improve their lives, that’s when the job is done.”

After all was said and done, 17 players attended, and they were thrilled with the new courts and all noted the importance of the sunshade and overhead lighting.

In a Facebook Live video, Nick Gennett noted: “There are guys here that have literally waited 12 years for these courts to be redone. With the roof that we’ve got on here now, this becomes an all-weather court, which we didn’t have before. Both in terms of dealing with the rain, but also, we play through the year, so getting through the summer out here and the heat, now that we’ve got this roof, that’s going to be a whole lot easier.”

Players began games, breaking up into teams by selecting cards from a deck of playing cards.

Games are taken seriously, but the atmosphere is friendly. Player Manuel Clemente even brought along his grandson Marcello, introducing his beloved pastime to the next generation of players.

Calling themselves the “United Nations of Bocce Ball,” the group boasts members from nearly every country in the Western Hemisphere and beyond — Greek, Irish, Russian, Italian, Portuguese just to name a few.

“Three times a week they’re playing. I’m a newcomer,” Gennett said, “only been here two years!

But it’s completely spontaneous, just a bunch of guys who enjoy each other’s company.”

Residents east of Intracoastal asked to complete survey Flagler County is asking residents who live east of the Intracoastal Waterway in the unincorporated area to complete a survey about whether or not they would like to have their roadways paved as well as their thoughts about utilities.

The survey is available online: shorturl.at/iloEV. “The results of this survey will help with future planning,” said County Engineer Faith Alkhatib.

“We want to get as much input as possible.”

Questions are intended to gauge desire and urgency for a higher level of services. Residents will be required to provide their names and addresses.

A similar survey will be created in the future for residents who live in rural, western Flagler County.

Council prepares to evaluate city manager

City eases processes for new businesses

Palm Coast hired City Manager Matt Morton in March 2019, and he has not yet had a formal performance evaluation from the City Council.

But his employment agreement requires one annually, and on March 10 the City Council considered options for evaluating him.

Morton presented council members with a sample performance evaluation form to consider.

Mayor Milissa Holland noted that the city had previously not used a formal process for evaluating its manager.

“Thank you for being a city manager that welcomes a public discussion by your five bosses,” Holland said. “I am very much in support of this.”

The seven-page sample form has six pages worth of checkbox-style rating items for dozens of individual performance measures organized under four headings: Assisting council with is policy-making role; internal administration, external relations, and personal accomplishments.

Each section has a box for narrative comments.

A separate narrative response section makes up the final page, and asks five open-ended questions about the city manager’s performance.

The council will discuss it during a future meeting.

Fighting a public perception that the city government isn’t business-friendly, Palm Coast’s city staff is working to make it easier for businesses to open in Palm Coast.

“We should be looking at ... the value of the company that’s coming in, and also making sure we’re working with them as a partner,” Mayor Milissa Holland said during a council workshop March 10, “Not necessarily as, ‘OK you’re just another number.’”

As part of the city’s “Business Friendly Initiative,” city staff members spent several months identifying areas where the city’s

commercial permitting and application process is cumbersome or confusing for business owners.

The city has been streamlining it, and is now appointing staff members to serve as point people to guide businesses through the procedures.

The city is calling that guided process “BRX,” for “Business Review Extreme.”

It’s intended to solve a number of problems city staff identified — among them, limited follow-up from city staff and a lack of designated city staff person to assist individual businesses,

combined with historically heavy-handed compliance procedures, according to a city staff presentation.

City staff also found some areas where city requirements are more stringent than the state building code — for instance, the city requires new certificates of occupancy in cases in which the state doesn’t — and expects to ease those requirements.

The city is also now partnering with SCORE, the Service Corps of Retired Executives, which offers business mentoring and workshops, according to the presentation.

“It’s a great addition to our amenity at Waterfront Park.”

Lawmakers’ concerns about the potential economic impacts of the COVID-19 coronavirus may become a contributing factor in slowing the University of North Florida’s proposal to build a health care education facility in Palm Coast’s Town Center, called MedNex. “There’s at least potential funding for a portion of what’s requested for MedNex,” Rep. Paul Renner said. “However, because there’s an honest effort to look at where we may avoid spending, and transfer those monies over into reserves to protect against a potential economic downturn, it’s putting everything else into question.”

The proposed campus, called MedNex, was included as $12 million worth of a $67 million state funding request for “Pillars of Excellence” educational projects by the Florida Board of Governors.

Renner has championed the MedNex proposal. “I think it can bring much-needed, improved access to our region, and bring jobs and bring economic development to our area that doesn’t exist today, so for that reason it’s a very worthwhile project,” he said.

The Legislature was still finalizing its budget as of March 9

Palm Coast’s Parks and Recreation impact fee — fees paid to the city by developers on new construction— is currently $849 per residential dwelling unit, including a $576 discount, and was last reviewed in 2014.

But the city is considering raising it, so that new development pays a greater share of the cost of city parks and recreation amenities, relative to existing taxpayers.

City staff gave an initial presentation to the City Council on Jan. 14 about a possible increase to $1,550 per unit, then provided another presentation during the

— the legislative session ends Friday, March 13 — but at that point, the Legislature had agreed to provide a total of $15 million for the universities’ Pillars of Excellence projects altogether.

“That $15 million, that is money that could be spread to any of those universities, or one or a few or equally to all,” Renner said.

In addition, the Legislature might also cut back that $15 million because of concerns that state revenues could dip due to the virus.

“We’ re trying to be prudent with the budget to make sure we’re not caught short,” Renner said.

“That has certainly put a damper on any kind of new spending, because we have to be very, very prudent. ... We’re trying to hit a moving target. Our session is supposed to end on Friday, but we’re in the midst of what would call a black swan event, where we have to assess, not having full information, on where our revenues might end in the coming year.” council’s workshop on March 10, saying the increased revenue would help fund new amenities and maintenance on the city’s existing ones.

Between the two meetings, staff held a public meeting on the topic and met with the Flagler Home Builders Association.

The public meeting drew 38 attendees, staff told City Council.

After the Palm Coast Connect showdown Mayor Milissa Holland says she would have welcomed an exploration of alternatives in 2018, and she doesn’t believe that city staff will be afraid to speak up in the future.

Mayor Milissa Holland and I spoke for two hours on March 6, reflecting on what led to such an extraordinary City Council meeting a few days earlier, and where we go from here. In the March 3 council meeting, Holland and Coastal Cloud cofounder Tim Hale spoke at length to defend themselves and set the record straight after Cindi Lane’s criticism. By way of context for the Q+A below, I’d like to share my thoughts on a staff procedure, a contract question, and a concern for the future.

One issue that Hale and Holland had with Lane’s editorial is Lane’s claim that the city had been exploring 311 (customer relations software) solutions up until the city entered into an agreement with Coastal Cloud in 2018.

Holland said it wasn’t true. If it had been, why hadn’t staff shared its research of alternatives with the City Council?

My research since March 3 has shown that Lane was right: Staff had been evaluating other options. End-ofyear reports show that a team had been formed to evaluate options, and, as late as May 2018, Lane had been gathering emails from 20 municipalities to learn about their experiences with various 311 solutions.

Holland’s solution to this procedure problem is for staff to share options earlier in the process and involve City Council sooner as it works on the city’s priorities. I agree.

A contract question I have not been able to answer is when, exactly, was Coastal Cloud selected to provide the service and not just a prototype? An agreement was signed in 2018, but it only says Coastal Cloud will assist in evaluating 311 solutions. Lane said staff was confused by this, so I spoke with IT Director Doug Akins on March 10, to get his perspective. He agreed with Lane on that point. He said staff’s impression in 2018 was that Palm Coast Connect would be one option considered — not the only option. In my understanding, no document exists that could be considered a contract for Coastal Cloud to provide the service.

dramatic reaction against Lane’s criticism, will city staff members ever feel comfortable expressing concerns that might challenge Holland or Coastal Cloud in the future?

This matter is central to the whole issue. I started taking a closer look into the city’s relationship with Coastal Cloud not because Lane or former City Manager Jim Landon contacted me; it started because I got an anonymous tip in 2019 that people at City Hall were fearful for their jobs. I then contacted Lane and Landon.

The fear is not an isolated concern; I’ve heard others express the same, and City Councilman Jack Howell said on “Free For All Friday” last month that he had heard of staff members being fearful as well.

I propose that the city take a hard look at this. An outside consultant might be necessary to conduct interviews.

Q+A MILISSA HOLLAND, PALM COAST MAYOR You said on March 3 you hadn’t found evidence that city staff was working on alternative 311 solutions.

But, there are progress reports dating back to 2016 and 2017 showing that a team had been created just for that purpose. Does that change any of your thinking?

Holland: I would absolutely have liked to have seen the other solutions that staff had been evaluating — at least had the understanding that there was an evaluation taking place.

How would you describe the ideal process for staff to present research and recommendations to City Council?

Holland: One of the items that had always frustrated me with the prior administration was that when things went on the agenda, it was already solved in the administration’s mind, rather than giving the council options where we could make decisions.

We have strategic planning sessions every year, where resident survey data helps us determine the best course, and we communicate that to our administration to be addressed. It’s up to the administrator to put action items on the agenda to ensure that those objectives

are moving forward.

Fiber is a great example.

We had a goal, adopted by the City Council, of creating an actual fiber business plan, and that plan then was put out to bid, and I believe Magellan was selected to consult with the city to develop a business strategy. They gave the recommended report, Vice Mayor Nick Klufas recommended we bring someone in-house to manage that process and evaluate it, and then we put out for a (request for proposals, or RFP), to select a vendor.

That was a natural process that I think worked very well.

Should the city have put out a request for solutions, or RFS, for a 311, before the city set the relationship in stone with Coastal Cloud in November 2018 by purchasing Salesfore licenses?

Holland: I think that would have been a valuable process, had I known that there were other initiatives that they were looking at internally. I would have welcomed that process.

Going though an evaluative process is not something I ever would be opposed to.

Your tone on March 3 was aggressive and critical against Cindi Lane and Jim Landon. Is this going to discourage city staff members from raising concerns in the future?

Holland: That has not been the reaction at City Hall.

City Manager Matt Morton is very open. He takes time to go visit Public Works and speak to employees there. He has dinner with firefighters. I think he’s tried to instill a level of trust and openness that I think will provide an environment that people will feel they can go to him.

I also think, I hope, that I don’t fault or blame anyone for bringing concerns forward that they may have. That (the raising of concerns) absolutely has not been the thing that’s upsetting to me.

We do have several avenues offered (to express concerns), and, if anything, this has fostered a greater opportunity to do that. And Matt has emphasized that to his employees.

So I think this was a good learning opportunity for many of us. And I certainly have taken it seriously, and I have certainly thought about it for many, many hours.

I value the members of our staff that work in this environment every single day.

L ETTERS Dollar stores aren’t the problem in Palm Coast Dear Editor: I disagree with Mayor Holland about dollar stores crowding out healthy stores. Publix keeps building stores here in Flagler, and guess who is paying for them?

Their prices have skyrocketed over the past years; at least the dollar stores help people afford certain items at reasonable prices.

While I’m at it, why does not she ask for a moratorium for fast food, especially with her fitness push? Fast food places keep popping up more so than dollar stores, and they are totally not healthy.

This city will soon be known as a fast food mecca, and they are not the best for your health.

Start working on bringing major restaurants here. They are missing.

Prayer at government meetings is divisive Dear Editor: In last week’s Palm Coast Observer, Ed Danko, a candidate for City Council, proclaimed his intention to institute prayer in council meetings if elected.

Why would Danko opt to perpetuate the divisiveness, controversy and legal concerns involving prayer in government meetings when we have just been down that road with the School Board and the county commission?

In his longtime eagerness to enter politics, has the prayer issue become an attentiongetting move — and will this and other moves be made with little or no regard for a cautious, measured and inclusive approach?

We need non-zealous folks in public office without a hunger for power.

If Cameron wants to be administrator, he should move to Flagler Dear Editor: I would like to know why Jerry Cameron feels he is special and above Florida state law residency requirements. Flagler County attorney Al Hadeed informed the commissioners in the March 2 meeting that Cameron’s “interim” title should be changed to “acting” since he has been on the job for over one year.

I believe that Cameron should be given a 120-day notice to move into Flagler County, and if he fails to do so, his employment should be terminated. He has lived in St. Johns County from the day he was hired as a interim county administrator in February 2019. For over 13 months, his sizable paycheck has been paid

by Flagler County taxpayers.

I’m not questioning his job performance. I believe that the Florida state law residency requirements apply to all 67 counties in Florida, and not 66 counties. I’m Bob Jones, running for county commissioner, District 5.

Council shouldn’t have to pay for work-related meals and travel

Fearmongering mars discussion of Matanzas development

Dear Editor: I strongly disagree with mayoral candidate John Brady’s letter to the editor stating that, in his opinion, council members and city employees should pay for their own event dinners.

Brady fails to note that, when council members are attending functions like a Chamber of Commerce dinner or any other business or governmental luncheon or dinner, those folks are there to represent me and my fellow citizens of Palm Coast.

They are not there for their own personal benefit.

Even though such events are often outside normal business hours, they are still expected to be “on the job,” and so the city should pay their expenses, including meals and mileage.

Additionally, a “meal” costing $95 is not a meal; it is a fundraiser. I suspect that most of our City Council and employees are not rich folks, and they are not overpaid.

I, for one, appreciate the fact that they take their time to represent me at this or any similarly important function, and I’m glad to help pay their expenses to do so.

Dear Editor: Recently, there was a meeting of L-section residents, and I stood up as one of the voices that wasn’t completely against this project.

I’m absolutely supportive of my neighbors’ concerns, but I’m really concerned about the fearmongering and misinformation. People are entitled to their own opinions, but not their own facts.

In my area, a lot of my neighbors are concerned about their backyard views, but the current plan expands the current bodies of water.

A lake is attractive, and I can live with being able to see a home on the other side of that lake. I also don’t believe adding a lake is going to ruin anyone’s property values. Water is water.

Maybe some of my neighbors don’t share my opinion, but I resent all of the misrepresentations going around.

I’ve been around developments and projects like this for a long time, and I firmly believe in a landowner’s right to build on the property that he owns as long as the proper zoning is in place.

The question is not whether or not the developer can build in the L-section, but whether or not he’s willing to work with residents to respect their needs as well, and this developer has been willing to work with us.

Airplane crashes at Flagler County Airport, no injuries A plane crash occurred at the Flagler County Airport on Wednesday, March 4, but there were no injuries, according to a report by Florida Highway Patrol.

The pilot, 30-year-old Bradley James Frisbie, of Pennsylvania, stated he had a successful landing, followed by the landing gear collapsing soon afterward.

10-acre brush fire in Palm Coast’s S-section There was a bush fire at Seminole Woods Boulevard and Slipper Trail the afternoon of Saturday, March 7, according to a Facebook post by the Palm Coast Fire Department. No structures were endangered.

Man accused of shoplifting and impersonating federal officer The Flagler County Sheriff’s Office responded to a shoplifting

incident at the Publix at 4950 Belle Terre Parkway at 7 p.m.

Friday, March 6. The suspect in the case had identified himself to Publix’s loss prevention officer as a U.S. Marshal. The man was later identified as Leroy Stotelmyer, 60, of Palm Coast.

Stotelmyer had concealed two boxes of potatoes and a grouper fillet in his reusable shopping bag and passed all points of sale and began to exit the store. When the loss prevention officer stopped him, Stotelmyer stated he did not have to pay for the items and identified himself as a U.S. Marshal.

Stotelmyer then placed the shopping bag on the ground and exited the store. The loss prevention officer then approached Stotelmyer in his vehicle in the parking lot where Stotelmyer displayed a gold badge in a black holder that read “United States Marshal” on it.

Deputies located Stotelmyer at his home on Hidden Treasure Drive where he denied all accusations. Once deputies made Stotelmyer aware that the entire incident was captured on Publix’s surveillance cameras, he admitted to attempting to

steal the food as well as identifying himself as a U.S. Marshal.

Stotelmyer turned the badge over to deputies and admitted that he has no affiliation with the U.S. Marshals.

During the investigation, deputies noted a case from Oct. 28, 2019, where a deputy conducted a traffic stop on Stotelmyer’s vehicle for failing to stop at a stop sign. During that traffic stop Stotelmyer told the Deputy he was a Federal Air Marshal.

Stotelmyer was arrested and taken into custody. He was released after posting a $3,500 bond.

Three stolen vehicles recovered in three days The Flagler County Sheriff’s Office recovered three stolen vehicles over the weekend.

Deputies located a stolen vehicle the evening of Friday, March 6, backed into a parking spot at the RaceTrac gas station at 5893 State Road 100 East. Deputies made contact with the driver, 36-year-old Teresa Clawson, who stated she legally purchased the vehicle in

Jacksonville, although she did not have any supporting documents. Clawson was searched prior to arrest, and deputies located two oval pills in her pocket that tested positive for fentanyl. Clawson had also hidden baggies of marijuana in her pants along with counterfeit currency.

Clawson was arrested and charged with grand theft and other charges. It was also discovered that Clawson was a fugitive from Osceola County for grand theft.

Clawson had a 6-year-old in the car with her. He was turned over to an FCSO victim’s advocate and then to the Department of Children and Families.

In unrelated cases, deputies also arrested 35-year-old Jacob Ragsdale for grand theft of a motor vehicle and driving with a suspended license; and 48-year-old Charles Brockhaus for grand theft of a motor vehicle and driving with a suspended license. Brockhaus is on felony probation for grand theft and is being held with no bond at the Flagler County Jail.

“Hey criminals, in case you haven’t heard, crime stops in Flagler County,” Sheriff Rick Staly said.

After they forced open the door with an axe and pry bar, according to the deputy’s report, “They made contact with the residents there, who advised everything was OK.” The deputy contacted dispatch again to verify the address of the call — and found that it was, in fact, a few doors down.

The paramedics and deputy found the right apartment, and “made contact with the caller without further incident.”

They notified the property manager about the damage.

City plans vegetative buffers for How should Palm Coast regulate dollar stores?

To alleviate heavy traffic that’s prompted resident complaints on residential Florida Park Drive, the Palm Coast City Council voted late last year to ban certain types of heavy trucks from the street.

That has been enforced by the Sheriff’s Office since Feb. 21, according to a city presentation.

But the city is also now looking at other options, including a landscaping grant program to help residents create a vegetative noise buffer on their own properties, as well as additional city landscaping on the street, city staff said during a City Council workshop March 10.

“We’re going to look at all options, see if something should be done to make it safer and better for users of that roadway,” said Carl Cote, the city’s stormwater and engineering director.

The city hopes to have the resident landscape grant program ready for applications in summer and for construction next winter, Cote said, and to prepare design options for potential city landscaping projects this year.

“Our landscape architect is working very hard on getting those ideas together,” City Manager Matt Morton said.

Mayor Milissa Holland said she’d like staff to create a timeline for the work, so that it continues moving forward.

Traffic on the street has been a subject of City Council concern for years, and a city governmentled community meeting about traffic issues there brought out more than 70 people from 58 households on Jan. 29.

Residents at the meeting expressed concerns about the location of a stop bar at Palm Harbor Parkway and Palm Coast Parkway, and about a poor asphalt patch at 141 Florida Park Drive.

Some also requested a flashing light at the entrance to Holland Park.

Cote addressed those concerns during the March 10 workshop, saying that the city will adjust the stop bar and inspect the asphalt patch to determine if changes are needed, and will look into the feasibility and cost of adding a flashing light for the Holland Park entrance.

How should Palm Coast regulate future dollar stores: Use zoning to limit where they can locate? Make them stock fresh fruits and vegetables? Require that they maintain a certain distance from one another?

In a workshop March 10, City Council members expressed interest in using zoning regulations, but did not come to a firm decision on specifics, opting instead to extend a current 120day moratorium on the stores for an extra 30 days to have more time to consider details and approve an ordinance. The 120-day moratorium would end May 13.

“We have one chance to get this right, and I want to make sure we’re evaluating it based on what our residents are saying to us, how important their quality of life is, how the market has driven certain stores to have a strategy to grow exponentially because they can,” Mayor Milissa Holland said at the workshop.

Holland had suggested in January that the city look into regulating dollar stores to keep them from crowding out healthier grocery options.

Palm Coast is now partway through a 120-day moratorium on the addition of new dollar stores.

One councilman who initially voted for the legislation-in-progress moratorium, Jack Howell, has since expressed reservations —

and, along with Councilman Bob Cuff, voted against the moratorium when it came before the council as an ordinance on first reading March 3.

During the March 10 workshop, Howell said he didn’t want to create the impression that the city was out to ban dollar stores. Holland said that wasn’t the intent: The moratorium, she said, was “a pause, a moment to evaluate.”

If the council decides to regulate the stores, city Chief Development Officer Jason DeLorenzo said, it could pass one or more of the following regulations: nDistance separation requirements that force dollar stores to maintain a certain distance from other dollar stores n Performance requirements such as making the stores devote a certain amount of floor space to fresh fruit and produce, and prohibiting outdoor displays n Zoning limitations like requiring any dollar stores to obtain a special exception in order to open anywhere in the city — or, alternatively, requiring a special exception in areas that are zoned neighborhood commercial, while allowing the stores without a special exception in the city’s other commercial areas. The city could also bar dollar stores from locating within a Master Planned Development agreement area unless they’re specifically listed as a permitted use in the MPD. DeLorenzo said the stores have

seen a rapid increase in numbers, and one of the larger retailers is planning for 20,000 more nationwide in the near future.

Palm Coast has six: four Dollar General stores, and two Dollar Tree stores.

“We also have some studies that were done nationwide that suggest that these types of establishments can close grocery stores or eliminate jobs or erode the option for fresh food,” DeLorenzo said.

Councilman Nick Klufas noted that one option in the city staff presentation — requiring dollar stores to apply for a special exception in order to locate in certain areas — would mean holding public hearings at the city planning board, where members of the public could offer input.

“At least a special exception allows the opportunity for these individuals who feel passionately one way or the other ... to speak,” he said.

Holland addressed concerns that the city, in regulating dollar stores, would be implementing a solution to a not-yet-existent problem.

“Now is the perfect time to address the issue, before it becomes an issue,” Holland said. “... I’m appreciative of taking this time, and I want to look back on this moment and say to our residents that we took the appropriate amount of time, and this was a thoughtful discussion.”

he Flagler Free Clinic is celebrating 15 years in Flagler County. Its impact has been enormous as the only medical safety net for uninsured individuals in our community. Patients are seen by appointment, thanks to 100 volunteers, including 30 medical and dental professionals.

nly three times in the history of Matanzas wrestling has a Pirates wrestler ever finished the season with a win. Pirates senior Quenteen Robinson has done it twice.

Robinson was one of five Matanzas grapplers to qualify for the Class 2A FHSAA Wrestling State Championships, held March 6-7 at the Silver Spurs Arena in Kissimmee.

Robinson, who competes in the 170-pound weight class, was 10 pounds overweight the day before the tournament. He drilled and ran mercilessly to make weight.

After taking a 5-3 loss to Charlotte’s Cody Rice in the semifinals, Robinson (42-4) rallied with two straight wins. He took down Winter Springs’ Joe Burgess 9-6 and Fort Myers’ Riley Hackworth 5-4 to finish in third place.

“I came in there trying to win, but it didn’t really go as planned,” said Robinson, who dyed his hair blue (Matanzas’ school color) for the tournament. “But it was a great experience.”

“Coming back after a semifinal loss and taking third is the toughest thing to do in wrestling,” Matanzas first-year head coach T.J. Gillin said. “It’s a hard thing to do. He may not realize it now, but that’s pretty special.”

Although Robinson’s high school career is now over, his wrestling career is not. He still has Nationals and AAU States coming up.

And then college.

“I wish I would have won this past weekend,” he said. “But I gave it all I had.”

FPC WRESTLING TRENDING UPWARD

After a rebuilding year in 201819, Flagler Palm Coast’s boys wrestling team saw a surge this past season. The Bulldogs defeated crosstown rival Matanzas, won the 3A-District 2 Duals championship, won the Five Star Conference title, won the 3A-District 2 championship (a feat they hadn’t accomplished since 2015) and qualified four wrestlers for the

Class 3A State Championships.

“There’s something in the water here,” FPC second-year head coach Zach Sanford said.

“The kids come in and they want to work. You don’t have to remind them. They’re self-motivated.

I have to put the brakes on for them sometimes because they go so hard.”

Of the four Bulldogs to compete in the event, two placed.

Senior A.J. Cinelli (285-pound weight class) and sophomore Blane DeFord (145-pound weight class) each took fourth.

After a loss to Newsome’s Parker Drake, DeFord (53-8) had three pins to bounce back. Cinelli lost in the semifinals to Olympic Heights’ Wilkenson Saul but worked his way back with a takedown in sudden victory for a 4-2 win over Stoneman Douglas’ Joshua Frais.

“It’s hard to describe how I feel,” Cinelli said. “Making it to states was a big goal of mine. It was surreal, in a sense. I didn’t think I would make it that far.”

In addition, the Bulldogs are excited about the team’s upward trend.

The second-annual Pioneer Mile run was held Feb. 27 at Pine Trail Elementary. To qualify for the run, boys had to run a 8:15 mile and the girls had to run a 9:15 mile during the school year. Fifty boys and 30 girls qualified. Samuel Hebert was the top finisher for the boys with a time of 5:57. Matthew Hucka and Christopher Terrell placed second and third, respectively. Lauren Lancing was the top finisher for the girls with a time of 6:46.

FPC football’s Donovan Montoyo, who starred at quarterback his junior year and who sat out the majority of his senior year with a knee injury, announced his commitment to Fresno City College. FCC is a public community college in Fresno, California.

Matanzas’ baseball team handled rival Seabreeze 8-5 the night of Friday, March 6, at the Ormond Beach Sports Complex. The Pirates scored 5 runs in the top of the first inning, and the defense didn’t give up a score until the sixth inning. It was the Pirates’ third victory of the season.

frain Gutierrez was a mainstay in Flagler County lacrosse ever since he suited up for Matanzas as a highschooler from 2008 to 2011.

He became the Pirates boys lacrosse team’s defensive coordinator soon after and eventually became the team’s head coach.

He stepped down as the team’s head coach at the conclusion of the 2019 season, giving way to a man who was on his staff for the previous two seasons.

“It means a lot,” Galt said of being made head coach. “I love coaching these kids.”

Galt graduated from Flagler Palm Coast High School in 1992.

The school didn’t have a lacrosse program at the time, but he did develop a love for the game growing up in New Jersey.

“I just love this sport and helping it grow,” he said.

He has high expectations for his team. The goal in his first season is to win a district championship.

To accomplish that, Galt will

rely on his “old school” coaching philosophy.

“I’m hard nosed — but with a purpose,” he said. “We want to bring this program back to where it was. This is a high intensity, fun sport.”

He added: “I try to be a coach on the field and a friend off the field.

I feel like the kids are responding well to my style. They know what I expect.”

Galt has plenty of talented players to rely on — among them, his son Brett, a senior on the team.

“It’s a cool experience being coached by my dad,” Brett said.

“He’s always coached me. On the field, he’s my coach. Off of it, he’s my dad.”

In addition, it’s goal keeper Stephen Usina’s first season with the team. He transferred from FPC before the start of the 2019-20 school year. Usina was friendly with the Pirates’ previous head coach and has known Galt since Usina was in preschool.

“He’s like a second father to me,” Usina said. “I’m glad he’s my coach.”

Fortunately, Spider-Man was on hand March 7 to wield the oversized scissors and cut the oversized ribbon at the fifth-annual superhero fun day at Palm Coast Community Church, or PC3.

“Today, we are here to celebrate the merging of our preschool, PC4, and our elementary school, into one: Palm Coast Community School,” said Brittany Bentley, part of the school’s leadership team. “We began partnering with our church, PC3, on Sept. 10, 2012, to care for and educate families with young children.

We started with one student and, seven years later, have 151 students daily.”

The school will add 50 students to the elementary program in 2020-21. “God has truly blessed us,” Bentley said.

Hundreds attended the event to enjoy bounce houses, face painting, free food — and superhero cosplayers.

Five lessons I learned in my first year as a mother

Thursday, March 12, is my son, Elijah’s, first birthday.

These 366 days went by so fast.

There are so many life lessons I have learned since this journey began. Here are my top 5: 5. Be present. He will not be little forever. I know it sounds so cliche, but it’s the truth.

Every night when I lay him down to bed and look over each little feature, they seem to have grown from the night before.

One day he won’t need me to carry him to bed, so I will savor the moments he does now.

4. You can fall in love more than once with the same person. Watching my husband become a dad was one of the most amazing experiences in my life. I truly would not have been able to make it through this year without Brady. Running a business together while also going through your first year as parents is tough. He has been a true partner in every sense of the word, and I am forever grateful for that.

3. Practice gratitude daily. Being a mom is the most challenging thing I have ever

done. Then add the day-today stress from work and life.

It is so important to stay positive, and I do this by practicing gratitude and meditating daily.

I write down five things that I am thankful for every day.

This has created a habit of me constantly looking for things to be grateful for. When you surround yourself with gratitude, it’s hard to have a bad day.

2. Work will always be there. This is something I struggle with now, as I truly love my career. There will always be more business to chase and hours to work. This boy will only be little once, and I want to be around for it.

1. Give yourself grace. You have not only survived childbirth, also the first year of your baby’s life! You may not be in the size clothing you were before or be running that 5k time you used to; however, you did create life, and that’s something to be proud of! This working mama thing is no joke!

Love yourself — even when it’s hard. You’re doing amazing!

Thank you for spending some time with me. I am now going to push pause on work for an hour and head to the beach to play in the sand with that little boy of mine.

hen Thomas Ledwith was told he needed to have surgery to repair a hernia, the surgeon asked him if it would be OK to use a relatively new device: the da Vinci Xi. It’s the latest in robotic surgery, the surgeon said.

Ledwith, a 71-year-old Flagler Beach resident, agreed.

“If it’s easier for the surgeon, then it’s easier for the patient,” he reasoned.

After the surgery in February, he returned to AdventHealth Palm Coast on March 5 and got a thumbs up from the surgeon, Dr. Farhaad Golkar, who spent time with the Palm Coast Observer to explain how the technology works.

DA VINCI XI

AdventHealth Palm Coast has had robotic surgery for years, but it only recently acquired the latest model, the da Vinci Xi. It’s an upgrade over the Si model, allowing the surgeon to work through four different incision ports at once. That means colon cancer, for example, can be addressed robotically, rather than through open surgery.

THE FUTURE

As the technology continues to improve, Golkar sees more and more benefits to robotic surgery.

“I think all surgeries will eventually be done like this,” he said, “even the ones that we do open now. ... There’s less pain, faster recovery.”

Lung surgery is already being done robotically, he said, and heart surgery could happen in the future, if it’s not already being tried.

LAPAROSCOPIC The second is laparoscopic surgery, which is when the surgeon makes a small incision in the body and then uses cameras and computer technology to manipulate long instruments to work inside the body. Golkar compared the instruments to chopsticks. It’s less invasive than open surgery but has limited mobility.

but with some key improvements. First, rather than chopstick-like instruments that can pinch but that’s about it, the robotic instruments in the body have the same mobility as a human hand.

As the surgeon moves his or her hand in a workstation with a monitor, the instrument mimics the same movement in the patient’s body. That allows the surgeon to tie a suture shut, enabling the body to heal more quickly.

By comparison, in laparoscopic surgery, there isn’t enough dexterity to tie a suture, so surgeons use instruments similar to a staple gun to fire plastic harpoon-line staples to keep the mesh in place.

fter working at home for 16 years in Miami and then Palm Coast, a husband-wife duo have taken a plunge. They’re now in a storefront as Pineiro Marketing Group, at 160 Cypress Point Parkway, Suite A201, in City Marketplace.

Ximena Alfaro and her husband, Rodrigo Pineiro, both of whom used to help design pages for the Palm Coast Observer and still design ads, spoke with the Observer about commitment, work and the best business advice they ever received.

Q: What will you miss about working from home?

XIMENA: Probably not having to get dressed — working in pajamas and slippers. (Laughs) When the girls were little, we wanted to be able to be with them and have that flexibility to go on field trips with Angelina, or be home with Isabella when she was a baby. Now that they’re older, we thought it was a good time to move back into an office setting.

Q: It’s a big commitment to open a storefront. What made you decide it was worth the risk?

RODRIGO: Many customers are not ready to work with us online or through the phone, like when you’re working from home. We discovered that last year when we were working as a marketing agency for the Chamber of Commerce.

XIMENA: They wanted to see us face to face, so we decided this was the right time to open up a place.

Q: Although they love each other, some couples would never want to work together. What makes it work for you?

XIMENA: We’re really good about separating things. We can completely disagree when it comes to things in a work setting, but we can easily pick up and go eat and have the time of our lives, or go back home and switch it off. Personal is personal, business is business.

We’re still humans — we still have our moments — but I think that’s the best thing about us.

Q: What inspires you as you design marketing strategies for customers?

XIMENA: We’re nonstop thinking of ideas. If we see something, we think, “That would be great for a

client.” For me, my background is illustration. It’s putting myself in the place of that client — their customer. I remember having to design art for JC Penney for clothing, and it had nothing to do with me. It was a masculine line; it had to do with fishing, but I had to imagine what would my life be like if I used this kind of product.

I put myself in the shoes of that buyer or that customer.

Q: What’s the best business advice you ever received?

RODRIGO: In new systems, new markets, it’s possible. Find a way to do it. Find your way.

XIMENA: When I was younger, I liked a lot of different things, and I always got told that I couldn’t do it. It makes me want to do it just someone told me I couldn’t do it.

Every single time someone shut me down or said I couldn’t do it — I don’t listen. My parents always told me to follow my dreams. I have that support from my family constantly, to follow my instinct.

Q: What is your vision for your business in the next 10 years?

RODRIGO: We have a lot of customers outside the town, like Miami or other countries, but I think that we are excited to get more visibility in Palm Coast.

XIMENA: It’s definitely to fully stabilize the business to where it’s running solidly on its own. We’d like to venture into making a bigger impact in Flagler County and Palm Coast, so that we all grow together.

For us to be as successful, you have to have clients that are growing strong alongside with you.
