The other day, my daughter Kennedy, 6, said, “The government is giving us a lot of money — for no reason!”

My first reaction was to laugh.

It’s always fun to hear a 6-yearold’s interpretation of the news.

But she also got me thinking.

I am grateful that I can put food on my table, and that my daughter does not want. I realize that there are many in our own community who are stressed about food, and for them, I am happy that the new stimulus will relieve that stress for a time.

Through my church, I make a donation every month to help provide the necessities of life for people, and I intend to increase that donation. Maybe we can all find a way to be more generous with what we have.

As I looked at Kennedy’s grin — she knew she was being clever (I think?) — I also felt worried for her. The national debt will likely be a plague in our country some day, and it may be that she and her children will suffer for it.

I pray that our leaders will be wise, for their sakes.

Flagler County teachers 50 and older were vaccinated with the Johnson & Johnson COVID-19 vaccine at the Flagler County fairgrounds on Saturday, March 13. The Johnson & Johnson vaccine is a single shot vaccine, while the Moderna and Pfizer vaccines both require two shots.

The Florida Department of Health has postponed a second vaccination event for teachers and staff ages 50 and up that was originally planned for Saturday, March 20. In the meantime, teachers can go to CVS, Publix or any chain in the Federal Retail Pharmacy Program.

The health department is also starting to fan out and offer vaccines at secondary community locations, Florida Department of Health-Flagler Public Information Officer Gretchen Smith said on Flagler Broadcasting’s “Free For All Friday” radio program March 12 — for instance, Calvary Baptist and St. Elizabeth Ann Seton will be vaccination sites in the coming week, and the health department also hopes to distributes vaccines to local pharmacies.

The week of March 15, Smith noted, the age range for vaccination drops to 60. People under 60 who are deemed medically vulnerable by a doctor are also eligible.

Flagler Medical Director Dr. Stephen Bickel said the pandemic response has entered a new phase.

He noted that evidence is growing that COVID-19 vaccines prevent people from passing COVID-19 to others, as well as from getting it themselves.

“We need to control this thing so that we can get back to our normal lives,”Bickel said.

He said the Health Department has a goal of immunizing at least 80% of the county’s population so that residents are protected by strong herd immunity.

ome local social assistance organizations are expecting this round of federal stimulus payments to decrease demand for their services, while others, looking to past experience, expect minimal, if any, change.

“It’s really exciting that people are going to get $1,400 — that’s pretty good,” said Sue Bickings, who chairs the board of The Sheltering Tree, the local cold weather shelter that also provides limited rental and utility shutoff assistance.

Bickings had noticed that requests for rental and utility assistance seemed to decline around the time the last two rounds of stimulus money were dispersed, and she expects similar declines this time.

The amount given in aid by The Sheltering Tree is generally low — for instance, an emergency $100 or less to keep someone’s water running, she said — so The Sheltering Tree will be less likely to assist with those for people who are receiving stimulus checks.

“If people come to us to get utility assistance or rent assistance — well, we know that there’s $1,400 out there, so you’re not going to be getting that this month, but let’s hear your story: There might be something else out there that’s not financial that we could do,” she said.

In contrast, the Flagler County government’s Social Services department, which provides more extensive financial assistance, isn’t changing its processes as a result of the stimulus checks, as they aren’t considered taxable income, according to county government Public Information Officer Julie Murphy.

The Sheltering Tree often works with clients who don’t receive the checks because they don’t have an address, Bickings said.

But she’s optimistic that the end of the pandemic is near.

“I think things look like they’re getting back to normal,” she said, “and I just hope people will continue to wear their masks; we at The Sheltering Tree are continuing to wear our masks even though some of us have been vaccinated.”

RECORD HIGHS AT FOOD PANTRY

Grace Community Food Pantry Director Pastor Charles Silano said he hasn’t noticed much change in demand for the food pantry’s services from the arrival of the previous stimulus checks.

“That might happen on a temporary basis, but that money runs out eventually,” he said. “It’s still about jobs, at the end of the day.”

For instance, although demand for the food pantry has surged since the pandemic began — from about 3,800 families a month before COVID, to about 6,000 a month now — it dropped down slightly during Bike Week because people were able to pick up temporary jobs, Silano said. That happens during other big events like Octoberfest, as well.

“We see this every year: It’s cyclical,” he said. The pantry saw a pandemic high of 6,500 families per month, lasting for several months, Silano said. It’s distributing about 40% more food than before the pandemic, and distributed more than 3.5 million pounds of food last year.

“I don’t know exactly how this is going to go,” he said of the coming end of the pandemic. “You have your gas prices that are going up, so even the jobs people do get, they’re spending more. And I’m not an economist, but I read the reports about inflation fears, and there’s a lot of factors. ... We’ll see how many people retain their jobs, because it’s just a different world today.”

But he’s hopeful.

“The community has really responded to support those that are less fortunate this whole year; it’s been really, really wonderful,” he said. “ ... I think things will start to get better. I do have that sense.”

The coronavirus swallowed the economy whole in March 2020.

It wasn’t any kinder in April, as Florida’s unemployment rate reached 12.9%. Palm Coast Ford took a hit — but things improved steadily afterward. In fact, although the dealership’s sales were down 10% in 2020 when compared with 2019, if you took out March and April, sales would only be down 1.5% for the year.

And so, Ford General Manager Don York feels optimistic. Even

before the second round of stimulus checks were announced, he said, “We felt like we were in a very good position heading into 2021.”

The infusion of stimulus cash into the economy could have a bigger impact on sales than the first round did.

“Last time people were using the stimulus to catch up on their rent — they really needed it to put food on the table,” York said.

“But this time, I think a lot of people, hopefully, are caught up. ... I would think this stimulus will help our end of things more so than it did the last time.”

State’s vacation rental plan advances Legislature wrangling to ‘preempt’ local governments.

A controversial proposal dealing with vacation rentals underwent a major overhaul on Thursday, March 11, after the bill sponsor stripped out a provision that would have blocked local governments’ ability to license and inspect the properties.

The fight about oversight of short-term rentals has escalated in the Legislature as the popularity of vacation properties advertised on platforms such as Airbnb has mushroomed.

At the heart of the legislative wrangling is an effort to “preempt” regulation of short-term rental properties to the state, a move that draws opposition from city and county officials because it would take away local authority.

Sen. Manny Diaz Jr., R-Hialeah, filed a proposal (SB 522) in January that included requiring online platforms to collect and remit taxes on vacation rental properties, something they have not been required to do in the past. The measure would also require platforms to ensure that only properly licensed rentals are advertised and provide the state with information on the rentals.

In exchange, regulation would have been preempted to the state, largely preventing local governments from licensing or inspecting the rentals. Local governments could have only regulated the rentals in the same way as other properties in neighborhoods, a restriction that cities and counties strenuously opposed.

But an amendment offered by Diaz and accepted by the Senate Appropriations Committee on Thursday deleted the regulatory preemption parts of the bill, while leaving in requirements making platforms responsible for such duties as collecting and remitting taxes to the state and ensuring rental properties are licensed.

The latest version of the bill also says nothing about regulating rentals in the same way as neighboring properties.

Senators have been split on the bill, but Diaz’s effort to maintain the status quo regarding local governments’ oversight authority earned support Thursday from Sen. Ed Hooper, a Clearwater Republican who voted against an earlier version.

Hooper said he “almost universally” opposes preemption laws, but the bill gives the state the ability “to register, regulate and make sure that the appropriate revenue” from vacation rentals makes it into state coffers.

Diaz’s amendment, which drew support from the Florida League of Cities, “makes the bill better and the fact that it does no further harm to my communities gives me great comfort,” Hooper said.

“Sen. Diaz, you’ve turned a hard no into a pleasant yes, and I appreciate your efforts,” Hooper said before the committee voted 13-5 in favor of the revised bill.

State law already bans local governments from passing ordinances to outlaw vacation rentals, which have raised the ire of residents who complain of investor-owned “party houses” in neighborhoods.

Proponents of Diaz’s earlier version contend that the shortterm rental properties are used to supplement the incomes of retirees and families.

SEN. TRAVIS HUTSON SUPPORTS BILL The amendments to the new bill are a big win for Flagler County, which has been fighting for several years to retain some control over vacation rentals.

“The amendments returned us back to current law,” said Sen. Travis Hutson, who represents Flagler and the surrounding area and is on the Senate Appropriations Commitee. “So everything we passed [eight years ago] is back in place.”

Hutson believes that this bill, if it’s matched by the Florida House and signed by Gov. Ron DeSantis, will finally resolve to the issue.

“It’s a big win. …

I feel good about it,” Hutson said in a phone call with the Palm Coast Observer March 11. “Hopefully we can check off a box and focus on other things.”

BRIEFS House committee wants to limit emergency orders As Florida has spent the past year combating COVID-19, the state House is considering a proposal that would restrict local government orders involving public-health emergencies.

In a 12-6 vote along party lines Tuesday, the House Pandemics & Public Emergencies Committee approved a bill (HB 945), sponsored by Rep. Bob Rommel, R-Naples, that would limit the duration of emergency orders issued by local governments.

While Republican committee members expressed a need to safeguard against restraints on civil liberties, Rommel maintained the bill is “not about masks.”

“It’s about the overreach of local government, picking winners and losers, deciding that your civil liberties, your God-given rights don’t matter,” Rommel said.

Pamela Parkway boat ramp to stay open, with gate An unmaintained boat ramp on Pamela Parkway will stay open, but the county will place a sign and a wire gate across it to keep vehicles from unintentionally driving into the water.

The ramp — too small for motorized boats, but used by paddlers — briefly became a subject of controversy after the county proposed replacing it with a seawall.

County staff came to the recent resolution after meeting with an attorney representing residents, said Tim Telfer, the county’s land manager. “We are open and willing to listen to the community about issues and concerns,” Telfer said.

“Is there not any concern with Flagler and Palm Coast and Bunnell all becoming one big blob, like Daytona and Ormond are?” resident Chris Martin asked during the meeting’s public comment period. “It just seems that part of the charm of Flagler, particularly, is that it’s kept kind of reasonably small.”

Councilman Victor Barbosa asked the city’s attorney, Bill Reischmann, to explain for residents what the consequences would be if the city denied a developer’s right to build on land they were legally entitled to build on.

“There will be a legal challenge, and the appellate courts can find the there was no competent substantial evidence to support your denial, and they will reverse the decision ... with direction to approve the development order,” Reischmann said.

Report gives city ‘average’ financial condition rating

On proposed developments, city has limited options Some of the green spaces on the map of Palm Coast will soon disappear — development is planned for land near Graham Swamp off State Road 100, on White Mill Drive near U.S. 1, and on the former Matanzas Woods Golf Course property — prompting opposition from residents concerned about the city becoming overbuilt.

But there’s little that city officials can do to stop developers from building on their own land when that land meets the requirements set out in the city’s Land Development Code, city staff explained at a March 16 council meeting.

Development was on the meeting agenda in the form of a minor “cleanup item” for a rezoning for the Graham Swamp area development, which won the council’s approval at a meeting March 2 meeting. That process had itself been something of a technicality: The land was already zoned for residential, but developer Geosam Capital wanted to change the exact designation from Master Planned Development to Single Family Residential 1.

“A lot of people think it’s just as easy as saying, ‘No,’ just because we feel like it. It doesn’t work that way.”

Palm Coast’s overall financial condition assessment, which measures the city across 25 different metrics, came out as “inconclusive” this year, according to the city’s auditor, James Moore & Company.

That’s not necessarily a bad thing, said Webb Shephard, CPA and a director at James Moore & Co., during a March 16 City Council workshop.

“Inconclusive really just means average,” Shephard said.

The three scoring options for that report, he said, are “favorable,” “inconclusive” or “unfavorable.”

Palm Coast is in compliance with financial regulations, he said.

“All funds are in compliance and exceed the fund balance policy,” Shephard said at the workshop.

The city saved about 3.4% in expenditures by putting projects on hold due to COVID-19, Shephard said. The city’s overall debt deceased by about $3.4 million, and the city refinanced 2016 and 2017 bank loans for a savings of $2.5 million.

The city’s Fitch credit rating also rose from an A+ to a AA. “That really is a wonderful achievement for your finance department,” Shephard said.

L ETT ERS Parents, not teachers, are responsible for kids’ mental health Dear Editor: In your March 11 paper, there is an article about the Flagler County School Board entering into an agreement with four mental health providers. I looked up the meaning of education: 1) the process of training and developing, the knowledge, mind, character, etc., especially by formal schooling, training.

2) knowledge, ability, etc., thus developed.

3) A stage of this (a high school education).

4) Systematic study of the methods of teaching and learning.

Then I looked up teaching: to show or help to learn how to do something, give instructions, to give lessons, to provide with knowledge. This information came from Websters New World Dictionary; second college edi-

tion.

Nowhere could I find a correlation between education, teaching and mental health. The mental health of a child falls under the responsibility of the parent or guardian and is not in the duties of a teacher. If the education system would stick to the three R’s and drop subjects better left to the parent — subjects such as non-existent manmade global warming, sexual orientation, white privilege, love of country, socialism, religion and unions — maybe we can have more than 68.2% of the graduating class proficient in reading.

For months, as the COVID-19 pandemic has raged, Florida First Lady Casey DeSantis and top state officials have warned about a looming mental-health crisis because of job losses, lockdowns and school closures.

The Legislature might take a small step in trying to determine the fallout.

House and Senate insurance panels this week unanimously approved bills that would require health insurers and HMOs to provide a link to a state consumer website so customers can submit any complaints about their ability to obtain mental-health and substance-abuse care.

Ban on ‘disability abortions’ advances in Florida Legislature A House panel Thursday, March 11, backed a bill that would prevent doctors from performing abortions that women seek because of tests showing that fetuses will have disabilities. The Republican-controlled House Professions & Public Health Subcommittee voted 11-7 to approve the measure (HB 1221), sponsored by Rep. Erin Grall, R-Vero Beach.

The only lawmaker who crossed party lines was Rep. Sam Killebrew, a Winter Haven Republican who voted against it.

The bill addresses what it describes as “disability abortions,” which would involve situations in which physicians know pregnant women are seeking abortions because fetuses will have disabilities. Such disabilities could include such things as physical disabilities, intellectual or mental disabilities or Down syndrome.

With over 25% of the county’s population vaccinated for COVID-19, the county library and Tax Collector’s Office have halted temperature checks at their entrances, and County Commissioner David Sullivan has proposed ending them at the county Government Services Building on State Road 100 as well.

“I totally agree that the masks, social distancing should remain in place,” he said at a March 16 commission meeting, “but we already now — with the Tax Collector’s Office and the library — have stopped doing the temperature checks.” He noted that temperature readings indicating a fever have been rare.

“To have everybody checked for temperature coming in and out, I would think we’re at the point, based on statistics, where it’s not an effective measure,” he said. “And I think we can make things a little bit easier to, at some point, remove that temperature check — I would hope maybe by the end of the month.”

The Government Services Building is the center of the county government’s administration and also houses the administration of Flagler Schools. The main entry area is usually staffed with an employee or a contracted guard who checks entrants’ temperature and issues person a wrist band as they walk in. The process sometimes causes short lines.

County Administrator Jerry Cameron told the commission that as far as he was aware, there have been no people flagged for a high temperature at the Government Services Building’s back entrance, and three flagged at its front entrance, in the last year.

“With the CDC guidance, the temperature check is still one of the tools they list ... to help limit spreading in the workplace,” Lord said. “However, I will be the first to admit — and I’ve even spoken with the Health Department about it — it’s probably the least effective of the tools, because temperature is not the best indicator of whether someone has COVID-19 or not.”

Emergency Management had spoken with the county’s constitutional officers about whether to cease temperature checks at their facilities, Lord said.

Most didn’t object to stopping the checks. One wanted them to stay in place.

“Another,” Lord said, “shared really good language which I kind of liked, which was, ‘It’s not bothering anybody; why change it now?’”

Lord suggested making the determination building-bybuilding.

“However, I think the temperature check does provide your staff, as well as the constitutional officers’ staff, with a little bit more psychological comfort working inside of one of your facilities,” he added. “Just an anecdote from just talking to folks is they just feel more comfortable because that’s happened. But as I shared also, it is the least effective of the tools that the CDC recommends.”

Sullivan said removing the checks would be a way of showing that the county’s been responding to the virus effectively.

“At some point we have to start working our way back to normalcy, and to me the temperature check is one of the minimum things that can be done to just show that progress is being made, and the county is doing a good job,” Sullivan said. “... I just want to start to look hard at what we’re doing to make people feel good, as opposed to what is really effective. I’m not saying anything about the masks. I’m just saying the temperature check seems to be a burden to people who have to do their job, and it slows things down.”

Commissioners did not make a decision on Sullivan’s proposal at the meeting.

Isaac Julio Becker raped the victim multiple times when she was 13-15 years old, according to investigators.

BRIEFS

Man charged in the rape of Palm Coast teen incidents of violent sexual battery between 2017 and 2019, when she was between 13 and 15. She said Becker would forcibly restrain her and prevent from calling for help.

Detectives obtained a warrant for Becker’s arrest for two counts of Sexual Battery (Victim 12-18 years of age/Offender over 18 years of age) and two counts of Lewd or Lascivious Battery (Victim 12-16 years of age).

“This is a sick individual who needs to spend the rest of his life in prison,” Sheriff Rick Staly said.

“We pray the victim receives the emotional support and counseling she needs to help her recovery from the trauma of these attacks.

Great work by our detectives in building a strong case and working hard to bring justice to this victim, and proof that you can’t hide, as we will find you.”

FCSO arrested Baker in Virginia, where he was residing. He confessed to the crimes and has been extradited to Flagler County.

A 21-year-old man has been arrested for raping a Palm Coast teen multiple times when she was 13-15 years old.

On Nov. 14, 2020, the Flagler County Sheriff’s Office took a report regarding a 16-year-old girl who had reportedly been the victim of multiple sex crimes.

The victim said each incident had occurred in a home in Palm Coast and identified the suspect as 21-year-old Isaac Becker.

The FCSO Major Case Unit initiated the investigation.

Teen arrested for pressuring crime victim to recant Three teens were arrested on March 4 following an investigation into the robbery and battery of a special needs woman.

Another teen has now been arrested for harassing the victim and pressuring her not to cooperate with the State Attorney’s Office.

The victim had been riding in the car with the three teens under the guise of friendship when they began threatening her with a knife and a stun gun before physically attacking her. The woman escaped the car and the teens drove away with all of her belongings still in the vehicle.

On March 10, 2021, the victim contacted the State Attorney’s Office in an effort to recant her story. The victim told detectives that the suspects’ friends and relatives were harassing her in an attempt to persuade her to drop the charges.

The main subject contacting the victim was identified as 15-year-old S., who continually berated the victim over Facebook Messenger for five days.

Flagler County Sheriff Rick Staly located a stolen car on March 10, leading to the arrest of the suspected thief.

The Flagler County Sheriff’s Office had been alerted by an automated license plate reader to a stolen vehicle out of Connecticut with New Jersey plates that was traveling north on U.S. 1.

Staly spotted the 2020 Chrysler Pacifica Minivan traveling northbound on U.S. 1 crossing Belle Terre Parkway. Deputies stopped it. The driver, 70-year-old Stephen Allen Nichols told deputies that the vehicle was a rental and

that he had paid for it.

The rental company said it was supposed to be returned on Jan. 10. Nichols was arrested.

Man charged for stealing from family members A 42-year-old Bunnell man faces multiple felony charges for stealing his relatives’ generator and jewelry and then selling the items at pawn shops. The items totaled over $5,700.

The victims told deputies that they suspected that 42-year-old David Hospodor. FCSO detectives discovered that Hospodor had sold all of the stolen items to local pawn shops.

Hospodor gave the pawn shops his Ohio driver’s license and modified his phone number by changing a single digit.

Deputies arrested him.

Man jailed after threatening to murder deputies A 26-year-old man threatened to murder deputies and caused $1,500 in damage to a Flagler County Sheriff’s Office patrol vehicle by head-butting and kicking it.

Flagler County Sheriff’s Office Sergeant Daniel Weaver saw suspect Raymond Glass walking down U.S. Highway 1 March 15 with a 30-year-old woman that has an active no contact order against Glass.

Glass resisted when Weaver tried to taken him into custody. Weaver deployed a Taser when Glass continued fighting.

Glass threatened to kill deputies and officers on scene and kicked one of them. He slammed his head into the frame of the patrol car, denting it, and kicked it.

The estimated cost of damage to the vehicle is $1,500. Glass was arrested.

Detectives made contact with S. at her home. S. laughed when discussing the victim’s disabilities, and “confirmed that she would expect for her course of conduct to cause the victim significant emotional distress,” according to an arrest report.

“These kids need to know that their actions have serious consequences and it is not okay to bully or badger anyone, especially a victim of a crime,” Sheriff Rick Staly said. “Let this be a warning to anyone who thinks they can influence the outcome of one of our criminal cases by harassing victims; you will be caught and you will face serious consequences — and in this case a first degree felony, which is higher than her friends’ charges. I hope that the Department of Juvenile Justice and the court system takes this case seriously and doesn’t think that a slap on the wrist is going to fix the problem.”

Amid pandemic, library develops new offerings Portuguese American Cultural Center turns 34 The library created a

Although COVID-19 has reduced its hours, the Flagler County Public Library has served thousands of community members since the pandemic started, creating new programs to connect with residents as it’s reduced its on-site hours.

“Libraries have had a difficult time during COVID,” Library Director Holly Albanese said during a Flagler County Commission meeting March 15. “Many libraries across the nation closed when it all happened, and it’s no different in the state of Florida. Many libraries did close, and there are

some libraries that are still closed to this day.”

Not Flagler’s: The county library closed on March 17, 2020, but then immediately started a curbside service, reopened at 25% capacity in May 2020 and 50% capacity in June 2020, and added some evening hours for K-12 student.

The library remains on lim-

ited hours: 57 hours per week at the main branch on Palm Coast Parkway, and 40 hours per week at the Bunnell branch on Moody Boulevard. Only about 30 of the library’s 150 pre-COVID volunteers have been active.

Since last May, Albanese said, the library has held 142 virtual programs that reached a combined 46,000 people, and has been used as a polling location for three elections, seeing about 40% of the county’s in-person voters.

In July, it finished adding credit and debit card payment capabilities, a credit and debit fee payment system that can be used for regular library fees and also passport service fees, and a print management system that can accept credit and debit payment.

The library was awarded $35,000 in CARES grant money last August, but that money is making its way through the state system and just starting to arrive locally. One benefit: A book sanitizer so that books can be cleaned and quickly returned to circulation rather than held in quarantine.

“They’re getting out to the public much faster,” Albanese said.

The library is also planning to install a locker system, similar to hose used by Amazon, that allow people to pick up reserved-ahead items after hours using a passcode.

Despite the pandemic, the library circulated 380,000 collection items in the 2019-2020 fiscal year, and presented 375 youth programs and 75 programs for adults, Albanese said.

The center offers a language school, dance instruction, clubs and holiday celebrations.

In any place far away from their homeland, whenever you get two or three Portuguese American families together, there’s an immediate desire to get a club or association running. The need to be together with ideas/customs/ traditions is part of the Luso culture.

When the first Portuguese American families arrived in Palm Coast, the dream started conversations during picnics and get-togethers. In 1987, the dream became a reality. The Portuguese American Cultural Center was founded, in name only, with meetings, dinners and special events held throughout Flagler County.

With the Portuguese population growing, the board became convinced that there was a need for an brick-and-mortar club.

Sixteen years after its founding, the Portuguese American Cultural Center finally had its headquarters and, on March 27, 2004, commemorated its “mission accomplished” with a ribbon-cutting ceremony.

The building at 1200 Palm Harbor Parkway has about 1,000

members and is a true cultural center, with a Portuguese language school for children and also a folklore dancing group, “Corações de Portugal,” of 50 plus elements. Every Thursday, the club’s ladies group plays games, listens to speakers or does crafts such as knitting, sewing or crochet.

Throughout the year, the center celebrates traditional events such as Portugal Day in June, the Grapes Harvest in October, St. Martin in November, and holidays like Christmas, New Year, the Fourth of July and Halloween, as well as the celebration of various provinces such as Traz-os-Montes, and soccer teams of Portugal like Benfica and Sporting. The cheers are so loud you can almost hear the roof cave in when a goal is scored by the National Team.

The Portuguese are proud of their heritage and receive many guests and politicians to the club.

In 2021, the Portuguese American Cultural Center will celebrate its 34th anniversary.

Jack Neiberlein’s passion for the arts shines at the Flagler Auditorium

or most theatergoers, lights are purely practical: They allow the audience to see what’s on the stage. But for Jack Neiberlein, lighting a stage is a creative outlet. He’s so passionate about it that he does the lighting for more than two dozen shows at the Flagler Auditorium each year, often working from 7 a.m. till 11 p.m.

Something else has kept Neiberlein in Flagler County for the past 22 years, though. It’s another passion he didn’t know he had: teaching.

“Where would we be without Jack Neiberlein?” Auditorium Director Amelia Fulmer asked.

“We would be at a loss — because of his experience and his years of growing with the auditorium, understanding how everything works. And the patience he has with students. To have someone who knows how to lead and teach children how to lead — that’s very much of an asset.”

Fulmer said Neiberlein is patient and kind with students, whether they are his own students or not. When she was an instructor in Flagler Schools herself, she brought young stu-

Neiberlein said, in a recent interview with the Palm Coast Observer, that he’s proud of several of his students who have gone on to professional careers, including Chris Lutz, who has worked on Broadway.

“It allows me to keep a toe in the pro world,” Neiberlein said.

TERROR ON CHURCH STREET

Neiberlein began in the pro world when, while attending Ohio State University, he worked on gory special effects for two lowbudget horror movies, including “Beyond Dream’s Door.” He got married to Renae, whom he had known since eighth grade, in 1991, and they moved to Orlando, where Neiberlein did some acting and became the lighting director for a year-round haunted house called Terror on Church Street.

“We figured we couldn’t compete with the darkness — the darkness was the scariest thing,” Neiberlein said. “So the designer would create these beautiful sets, and I would have these little pools of light. Others said, ‘We can’t see the set!’ But, less is more, and it really worked.”

The haunted house closed for good in 1999, and Neiberlein had the chance to travel the world in other design projects, but, by then, his son, Connor, was 2 years old, and Neiberlein decided to find a job that wouldn’t require travel.

‘THE BEST THING IN TOWN’

He applied for the technical director job at the Flagler Auditorium, on the campus of Flagler Palm Coast High School, and got it.

“When I first started, I wasn’t too keen on the educator part,” Neiberlein said. “I wanted to do the shows and design. But it didn’t take too long to figure out that was the most important part of the job. I really feel like I’m making a difference here with getting kids access to a theater like this — which most kids in the United States don’t anymore.”

He praised the community’s decision decades ago to support the arts enough to build an auditorium of this quality.

Some of the students who take his theater classes are there because they couldn’t find a better elective. Some of those are dropout risks, and the theater keeps them in school.

“Then I get some who do want this to be their career,” he said, “and when you see that creativity blossom, that is incredibly satisfying.”

Neiberlein knows that most art-loving students will never get a job in the arts. But some do. And even if they don’t, they still learn to be “more complete human beings” and how to be part of community theater and painting groups later in life.

“Nobody goes into a town and says, ‘Look at that factory — it’s the best thing in town,’” Neiberlein said. “All the arts troupes, CRT, the Flagler Playhouse, the Art League — those are the best parts of Flagler County for me, and for a lot of others. It doesn’t matter whether you’re operating on a pro or amateur level; when you think back on your life, I just appreciate art more and more.

Now that I’m older, I just want to be surrounded by art more and more, until my time is done.”

WHAT’S GREAT LIGHTING? In addition to helping students do the lighting for professional shows at the Auditorium, Jack Neiberlein also helped design the lighting system of the Flagler Playhouse, in conjunction with John Sbordone, who is now directing City Repertory Theatre. Neiberlein also designed the lighting for the FPC student production of “Les Miserables.”

“There’s a difference between light design and illumination,” Neiberlein says.

“You can light a room to see each other, but light design is about subtly forcing emotions. And that can make the difference between interesting and incredible.”

Today, one in four children in the United States could face hunger because of the COVID-19 pandemic as millions of children have lost reliable access to the healthy school meals they depend on.

School districts across the country have been challenged more than ever to find ways to get much-needed meals to students as school closures and remote learning models persist.

Kellogg Company and No Kid Hungry announced they are providing Flagler Schools with a $5,000 grant to help support and enhance its school meal program to reach more students.

Angie Bush, Food Service Director for Flagler Schools, and her staff have never stopped serving meals to students since the COVID-19 pandemic began.

The district has used a hybrid model of in-person and remote learning, although more students returned to classrooms in January.

Meals are free for all students and anyone 18 or younger in the community. Utilizing mostly grab-and-go bags, Bush and her team serve approximately 6,000 students a day across the district. This includes curbside pickup meals during the week.

One of the biggest challenges the food service team has faced was the temporary closure of its kitchen due to COVID-19 exposure. The grant from Kellogg Company and No Kid Hungry will help the district purchase eight portable carts with temperaturecontrolled storage and wheels, which will make it easier to serve curbside customers and maintain service if any other kitchen disruptions arise.

“Thank you so much to Kellogg’s and No Kid Hungry for providing Flagler County Schools the opportunity to have equipment that will help us serve our students more effectively and safely.” Bush said.

Flagler Schools is one of 10 receiving $5,000 grants from Kellogg Company and No Kid Hungry.

A

s a writing teacher, Jan Jackson taught her students how to find their voice. As an artist it took many years for Jackson to find her own voice.

The pastel artist was named the Gargiulo Art Foundation 2020 Artist of the Year. It is an award that is presented the following year after the winner is selected.

Jackson’s work will be featured in the east wing of the new Galle-

ria d’Arte, 231 St. Joe Plaza, Palm Coast, through April 27. An opening reception and a Meet the Artist and Art Talk was held March 6-7.

Jackson is the 21st recipient of the GAF Artist of the Year Award.

“It’s really a great honor,” she said.

She is well-known in the local art community as the curator of the Grand Gallery at Grand Living Realty and a member of the Palm Coast Arts Foundation.

“This year we had four nominees for artist of the year,” said GAF co-founder Tom Gargiulo. “One

of the requirements is they’re not only a good artist but they also do something for the art community.

As we went around, we went to all of the artists’ home studios and there we saw more of their work.

If you know Jan Jackson, you know her work, but you never see a large body of it. Jan Jackson has so much work. This gives her a good opportunity to have a retrospective show, work that the public doesn’t see. She’s very good.”

Jackson, 81, was a water colorist in art school in the late 1960s.

After earning degrees in fine art and art history at Wayne State, she returned to school to earn a master’s in education.

She taught elementary school for many years in Chicago, utilizing the Bay Area Writing Project principles to improve the use of writing in all subject areas. In 1995 she took an early retirement to get back to her artwork.

“I decided I was very interested in pastel, but I felt I had to find my own voice,” she said.

She was interested in textiles, specifically the mola blouses worn by the Kuna Indian women of Panama and the neighboring San Blas Islands. Molas are made by a reverse applique method with layers of different colored cloth sewn together and designs formed by

cutting away parts of each layer.

“I’ve been to Panama, and I collected the molas for a lot of years,” Jackson said. “I thought, How can I interpret that?”

She decided to use textured paper and paint stitch marks around her designs to look like fabric.

“For a style to develop you have to take it as far as it will take you,” she said. “Gradually I changed to surrealism and magical realism.

Space becomes an important element. My newer paintings play with space.”

After leaving the Chicago area, Jackson and her husband, Leigh, moved to Arizona. She later opened Dreamscapes Gallery in Albuquerque, New Mexico.

Jan and Leigh have lived in Palm Coast for eight years.

She has been the curator at the Grand Gallery, now the Grand Gallery of Palm Coast Arts Foundation, for nearly two years, changing the shows every six weeks. Finding artists, she said, is not difficult.

“This area is rampant with known artists. We’re overflowing with artists —underappreciated artists, I feel,” she said.

She taught pastel art for three years at the Flagler Art League and helped develop a class on painting tote bags for the Palm Coast Arts Foundation. She also painted the loggerhead turtle sculpture “Vincent” as part of the PCAF’s Turtle Trail. “Vincent” is located at the Palm Coast Community Center.

The other nominees for Artist of the Year were Barb Forristall Scapin, Christine Broussard and Bob Teller.

Kemp’s ridley sea turtles came perilously close to extinction in the mid 20th century when it was discovered that human behavior had ravaged their population.

Thankfully, a bi-national program is working to turn things around. However, recovery is a slow process and has been made even more difficult by setbacks such as environmental disasters.

Critically endangered Kemp’s ridleys nest primarily on the Mexican beaches of the Gulf Coast.

Temple Beth Shalom sees success over Zoom MARYLYNNE NEWMARK GUEST WRITER

COVID has not affected activity and learning at Temple Beth Shalom on Wellington Drive here in Palm Coast. Although there have been no live classes, Temple services or celebrations at the actual Temple for almost a year, Zoom has created a boom in Temple participation.

In compliance with CDC guidelines, the Temple Board voted last March to discontinue all Sabbath and holiday festivities on site, as Rabbi Rose Eberle created a dynamic schedule of prayer, classroom time for children and adults, as well as holiday activities.

“Not only has participating online become a safe and comfortable alternative,” says Clare Soria, a long-time member of the Temple, “it actually has brought us closer together.”

Jan Ryone agrees. She says, “Before and after services and during interactive learning sessions, we actually have the opportunity to learn more about each other and our thought processes and feelings than we ever did when we socialized in a large group. Those of us who participate have become so much closer as friends and a Temple family.”

Dorothy Himmelstein says that the Rabbi’s Zooming is a lifesaver.

“During this year, being primarily

at home can become pretty lonely.

Looking forward to sharing face time with my Temple buddies several times a week has been a major uplifting experience... and we are learning so much.”

Aside from class time for kids and adults, Rabbi Rose Zooms Sabbath services Friday night and Saturday morning followed by Torah Talk and a Havdalah service Saturday evening to conclude the Sabbath. During the year, she has conducted a virtual Passover seder, counted the Omer for 49 nights, celebrated Shavuot with Yizkor (Memorial) service, as well as conducting a full schedule of the High Holy Days and Succot.

President Robert Arkin, members celebrated a virtual Chanukah Latke (potato pancakes) Party with a drive-by distribution of freshly made latkes made from scratch by Abie and Cathy Bockish with all its goodies, and this past week did the same drive-by with Purim in a Box filled with scrumptious Hammentaschen, home-baked by Patti Goldschein.

“We may not be together physically,” says Arkin, “but we really have fun and enjoy each other.”

The Temple Board plans to wait to reopen fully until most of the members are fully vaccinated.

First Acoustic Jam of 2021 in VFW’s outdoor pavilion Even the cool weather and the wind could not dampen these musicians’ enthusiasm for playing together once again.

Palm Coast VFW Post 8696, at 47 Old Kings Road, hosted its first Acoustic Jam of 2021 in its outdoor pavilion Saturday, March 6. The event was a joyful occasion for local musicians who have had

little opportunity to get together and jam since COVID began.

There were about 20 musicians and 15 visitors in attendance. A voluntary offering of $161 was given to the VFW in appreciation of all they do for our veterans and for lending the pavilion to the players and guests.

The event went non-stop from 1:30 to 4:15 p.m., with many full rounds of playing and singing. Even the cool weather and the wind could not dampen the enthusiasm for playing together once again. The music ranged from gospel, to country, bluegrass and a little blues.

A second event is planned for 1:30 p.m. Saturday, April 3. If you plan to attend, you may want to bring a comfortable chair. There are restrooms available in the VFW lodge, plenty of parking and good times. A volunteer donation will ensure these jams can continue at the VFW. Eric Hache on guitar.

Their music video was also recorded in parts of Ormond Beach.

The band is hosted a single release party March 6, in New Smyrna Beach, with proceeds benefiting Kids Rock the Nation, a Palm Coast-based program led

by Anthony Wild that helps cultivate the love of music in children by donating instruments to schools and individuals.

It’s an effort Wild said gets kids off the street and gives them a purpose. A man of faith, Wild said he was blessed with an opportunity to help children after almost losing his life to cancer.

“I feel like God’s got a hand on what I’m doing,” Wild said.

he Matanzas Pirates boys lacrosse team hosted Oak Hall for a nondistrict game on March 12. The Pirates scored twice but were blown out by Oak Hall’s total of 15, which resulted in the team’s third straight loss.

New gated development on White Mill: fall 2021 Homes in Whiteview Village will range from 1,400 to over 2,600 square feet, according to a spokesperson for builder KB Home.

A planned residential development at the southwest corner of Pine Lakes Parkway and White Mill Drive in Palm Coast will be gated, with 202 single-family home sites stretching over 116 acres and ranging in size from approximately 1,400 to over 2,600 square feet, according to the developer.

The community, called Whiteview Village, will have two entrances and is expected to open next fall, according to Cara Kane, spokesperson for KB Home.

Proposed amenities include a pool and club house. Home pricing has not yet been determined.

No CDD fees are planned.

“Whiteview Village is conveniently located near I-95 and U.S. 1 and is less than 8 miles to Palm Coast beaches,” Kane said.

KB Home’s Jacksonville division will be handling the construction.

The future development site appears on satellite maps as a roughly pentagonal green spot bordered by residential streets Woodborn Lane and Woodbury Drive on its west and northwest sides; by Pine Lakes Parkway to its north; White Mill Drive to its east; and Whiteview Parkway, with two churches – the Palm Coast Bible Church and the Kingdom Hall of Jehovah’s Witnesses — to its south.

It’s about half a mile east of Whiteview Parkway’s intersection with U.S. 1.

KB Home bought the parcel, which was already zoned for up to 205 single family lots, for $2.85 million from Californiabased Miral Corp., in a transaction negotiated by SVN Alliance, according to a news release from SVN Alliance.

Other new residential communities slated for construction in Palm Coast include a community of up to 268 homes planned for the former Matanzas Woods Golf Course property, and a development of up to 494 homes planned for land near Colbert Lane and State Road 100.

Development, real estate + business news Tina Escalante, of Parkside Realty, earns broker license

Known as WholeMe, the study launched in 2019 with a focus on a genetic condition called familial hypercholesterolemia, a genetic condition that causes high cholesterol. If left untreated, it can lead to a heart attack, even in young adults.

After a pause in recruitment due to the COVID-19 pandemic, WholeMe has resumed, with expanded screening for a wider range of genetic markers. This new phase will include screening for other heart conditions and hereditary cancers such as breast/ ovarian cancer (BRCA) and colon cancer (Lynch syndrome).

Equipped with this information, physicians can personalize patients’ health care and help prevent, diagnose and treat serious health risks.

“We see personalized medicine as the future of health care,” said Rebecca Essner, a data scientist and geneticist at the AdventHealth Research Institute.

“Unlocking this genomic information empowers participants.”

As in the first phase of the study, participants will continue to receive information about their ancestry and a variety of traits, such as such as lactose tolerance, caffeine metabolism and sweet tooth.

I’ve learned that to be a good leader you must acknowledge your team members’ attributes.

What have been the biggest obstacles to opening or running your business?

The biggest struggle we faced was maintaining business, keeping up with previous transactions, all while starting completely over. But, with thanks to my great team, it ended up being a seamless transition.

When did you arrive in Flagler County? What brought you here?

I arrived in Flagler County in 2005, after living in many different areas of Florida. I spent eight years in Gainesville also, and the weather of Flagler is similar, plus we are on I-95, which makes travel easy — and you have the beach. It’s an ideal location in Florida for quality living.

I spent most of my hairstyling life in New York City, working in the lower Manhattan area. Having spent many years managing a corporate salon, I decided to open a salon in the midst of the pandemic because sitting home made me think a lot about the future. Not being particularly happy in my former place, I took the plunge to open Transitions Salon.

Some of my co-workers joined me in this new venture. The response has been very positive. My stylists are Toni (does hair and permanent makeup), Cecilia (does hair and eyelashes), my sister Libby (does all hair services). I have been a board certified hair colorist for years, so I specialize in that area. We wanted a stress free place where clients would feel at home. Did I say three of us are New Yorkers?

It has been a daily challenge to deal with the COVID issues out there, but people are very understanding when we ask them to mask up. Our salon is a calm place with great work. We are an extended family to our clients, and we like that feeling.

Town Center: meeting the needs of a flexible future How will continued development in Town Center contribute to the next 5 or 10 years in Palm Coast?

If 2020 taught us anything, it’s that the future is unpredictable.

In an instant, office space can become void, crowded restaurants can transform to take out and streets can literally empty.

The impact of COVID-19 stresses the importance of flexibility and adaptability something Douglas Property & Development has highlighted time and time again with their reinvention of Town Center.

“We want Town Center to be forward-thinking and progressive in terms of development,” said Walker Douglas of DPD. “We’re looking to draw people in and give them a reason to come to Town Center if they don’t already.”

Every moving part of this project has the potential to be adjusted to meet the needs of the city’s future. The new facilities for the University of North Florida Mednexus and Jacksonville University will create new jobs, retain young talent in the medical field and provide more

necessary services for current and incoming residents. The 3 existing apartment communities and 200 single-family homes Under Construction will meet the current housing demand while encouraging out-of-state companies to set up shop in Flagler County. And the flexible office, restaurant, entertainment and retail spaces will create the city’s first bustling downtown.

“There’s a couple of ways to look at it,” Douglas said. “We want the businesses that bring people to Towne Center, like restaurants and retail, but then we also want the businesses that keep people in Towne Center, like offices or insurance agencies.”

In addition to building that center for people to work and live, DPD is also creating space for places to play. At least two open-concept, covered and paved outdoor areas have been constructed that could host anything from to live events, when those return. There’s also room for activity-based businesses like axe-throwing, escape rooms

or whatever form of entertainment comes next.

“We’re creating a place for people to gather, which is something that we don’t really necessarily have in Palm Coast right now,” Douglas said. “We’ve got a few very cool breweries and restaurants, but having them localized in one area allows them to feed off of each other and enjoy each other’s success with all the traffic and buzz that gets created.”

While there is still a lot of work left to do in making the City’s vision for Towne Center a reality, DPD President Jeff Douglas believes they’re right on track thanks to the continued support from local leadership.

“The mayor has worked hard, the city manager has worked hard, and the coun-

ty has worked hard,” said Jeff Douglas. “The leadership has worked very hard to secure and meet the needs of the existing community. As that community expands, so does the need for high-quality, clean jobs, and what we’re doing is creating those jobs.

“Towne Center is the economic and tax-paying driver for the future of Palm Coast. It’s that simple.”
