att Morton took over the management of Palm Coast’s government in early April, replacing longtime City Manager Jim Landon. Morton had previously been city administrator of two smaller cities in Washington.

The following is an edited transcript of an interview on July 2.

Q: You’ve been here just about three months. What have been some of the challenges and some of the successes in that time?

A: I think the challenges have just been getting acclimated to a little different role. ... I just sent the draft 60-day report to council on what I think we accomplished.

Things I had laid out during the interview process that I wanted to accomplish in the first 60 days, versus what I actually accomplished in the first 60 days, lined up. Not only those things, but some extras I didn’t expect to have come up, we got great traction on. Some of the intergovernmental relations with the county, working on the Waste Pro issue ... launching Palm Coast Connect ... some staff changes. ... I think those are all positive changes that came really quickly.

Q: Before you came here, you were the administrator of two cities in Washington. So, how is this different, serving as city manager here?

A: I don’t think there’s that many differences, frankly. As I mentioned in the interview process, any differences are just differences of scale. ... I’ve not found anything that’s, “Wow, I didn’t expect that.” Its very much local government. It’s very much those practices and principles.

Q: What do you think the city can do to change the impression that it isn’t business friendly?

A: I’m going back to something very simple that I’ve said since I’ve been here and during the interviews: What is the value we’re trying to deliver? ... I’ll give an example. We had an inspector go out to a job site and deliver an inspection. ... I said, “Why were you on the job site?” He said, “Well, I was there to do an inspection.” “No: Why were you at the job site?” “Well, I was there to correct a deficient inspection.”

... I said, “OK stop, you’re not understanding. You were there to help a resident of this community complete their project.

That’s what that homeowner expected of us.” ... So we get back to the very basic question, I call it Question Zero: What are we doing? That, in essence, is the heart of that thinking.

Q: What are some things you can envision that the city might be able to do to ameliorate homelessness?

A: That I don’t know yet. ... We have a council member working on that; Councilman Jack Howell’s been working regionally with the homelessness coalition and the group of leadership the county put together. ... We’ve investigated, early on, our potential contribution to the county for that issue in terms of funding from the Community Development Block Grant Program. But I would say as a high-level perspective, we’re looking to the county as a social service provider to lead that charge, and we’re trying to figure out how and where it makes the most sense for us to come support their role.

Overflow crowd denounces development Residents said the proposed development would stress Bulow Creek, local infrastructure.

The developers of a proposed 3,966-home community on John Anderson Highway had not anticipated the size of the opposition: When they held a community meeting about the proposed community in a conference room at the Hilton Garden Inn July 1, residents — more than 330 of them — packed the room, then lined the rear and side walls and spilled out into the lobby.

Attorney Rob Merrell, representing developer Ken Belshe, was tasked with moderating the discussion, and the atmosphere was contentious from the start: People booed as he introduced Belshe.

“I’m actually very glad that you did that,” Merrell said. “We have four sheriffs in the back. The next boo is going out to the parking lot.”

The crowd booed louder.

Three Flagler County Sheriff’s Office deputies made their way through the crowd and stood behind the development team.

“If you guys don’t want us here, we can leave,” Merrell said.

Some people yelled, “Go home!”

Another yelled, “Why don’t you listen, people? You don’t speak for me.”

At one point, a Fire Department official arrived and implored people to leave the room and stand outside, for safety’s sake, because the room was over capacity.

“The room holds 260, and we’re way over 260,” he said.

“So is the development!” someone shouted. People laughed, and didn’t leave.

A few residents proposed adjourning the meeting, then reconvening at a later date at a larger venue. Merrell said a second meeting is already planned, and suggested that residents could email their questions so they could be answered later. People jeered.

Most residents who spoke at the meeting opposed the proposed development, saying they thought it would stress the area’s infrastructure and degrade nearby Bulow Creek. Several said they’d moved to Flagler from South Florida precisely to get away from overpopulation and overdevelopment.

THE PROPOSAL

Merrell began with a presentation. He said the proposed development’s density — 3,966 homes on 825 acres of land — is actually an improvement, in terms of environmental impact, over the existing development plan for the parcel, which would involve a golf course and about 450 homes. The greater density in Belshe’s plan would reduce sprawl, he said.

“I think most everybody in this room, regardless of how you feel about people, population and growth, understand that it’s happening,” he said. “The question is, what are we going to do about it?”

Pointing renderings of the development, he noted the areas in the north, near State Road 100, that would become commercial areas under Belshe’s plan, and the other areas that would be single family homes, and the ones that would become 10-story apart-

ments.

There would be a marina along the Intracoastal, docks behind homes, and a new public boat ramp. There would be a 100-foot vegetated buffer on either side of the community.

“Where are you seeing 100-foot vegetated buffers in Flagler County now?” Merrell said.

He noted that the proposal still requires the approval of the county’s planning board and County Commission.

RESIDENT CONCERNS

Residents lined up to speak.

The first speaker said the roads in the area are already deficient, and that the proposed community would be in a hurricane evacuation zone and would add stress to the county’s EMS system, schools and the Bulow Creek watershed.

The next speaker, Matt Hathaway, urged attendees to bring their opposition to county commissioners. “This project has not been approved,” he said. People cheered. “If you bring this effort and you bring this energy to the commissioners, where it counts, that’s how you stop it.”

Parker Menchenberg, the civil engineer on the project, said that the Water Management District has “very stringent criteria that we have to meet” in terms of stormwater runoff. The development will provide dry and wet retention for the runoff, which will then be discharged into the Intracoastal and Bulow Creek.

“I grew up in the Daytona Beach area — lived here my whole life — the last thing I’m going to do is pollute Bulow Creek,” Menchenberg said.

R. Sans Lassiter — president of the Lassiter Transportation Group, the traffic engineering firm working on the project — said LTG has not yet done a full traffic analyses on the proposed development’s impact. “That will be done at the next level,” he said.

Pat Ferraro, a resident of John Anderson highway for 18 years and Flagler County for 36, had other concerns about the proposed community’s impact.

“Whenever a planned unit development is approved, it is very difficult after the fact to get that changed,” she said. “Palm Coast changed Flagler Beach significantly. ... Some of it was not for the good, a lot of it was for the very good, but we want to be more proactive for this next big step: 825 acres is going to bring in a lot of people.”

Some people saw benefits to the proposed development.

One resident identified herself as an environmentalist, and said she liked the project’s density.

“I cry every time a tree is cut down,” she said. “So if we squeeze people together and save trees, I’m a happy girl. ... But I do have a problem with 10-story buildings in Flagler Beach.”

Another, nurse practitioner Mary Murphy, said she’d moved to Palm Coast after active duty service in the military, and found limited opportunities for healthcare providers.

“I’d just like to plant that seed, that with growth and with the possibility of families, new healthcare opportunities could exist, and that’s not a bad thing,” she said.

But James Fiske, a board member of the Friends of the Tomoka Basin State Park, said the proposed development would be disastrous for the environment. He advised

residents to take action.

“Is this a development? No, this is mass destruction,” he said, to applause from the audience.

“This is an environmental disaster. You’re seeing Bulow Creek be totally cut off. ... I plead everybody who is concerned with this project to get in touch with the Sierra Club, to get in touch with the Department of Environmental Protection, to get in touch with the St. Johns River Water Management District, and let them know what you think about this project. We need to protect Old Florida as much as possible.

We need to think about how this environment, and destruction of the environment, will affect your children and the children that I see in this crowd tonight. ... This is not smart growth. All this is, is about this right here.” He held up a dollar bill.

Jody Sisk, the environmental consultant on the project, countered that the land is permitted for development, including a golf course, right now, and that golf courses are especially damaging to the environment because they use large amounts of water and fertilizer. Belshe’s development wouldn’t include the golf course.

One man suggested the county buy the land back from Belshe and turn it into a park.

Colleen Conklin, a School Board member and Flagler Beach resident, noted that the nearby schools — Old Kings Elementary School, Buddy Taylor Middle School and Flagler Palm Coast High School — are at maximum capacity already.

“I almost feel bad, because I don’t know if, as a developer, the homework that needed to be done to understand this community is really fully understood,” Conklin said. “This community has rallied before for development changes and zoning changes, and defeated them.”

She asked how many units are currently in the development plans, versus the number that Belshe is proposing. Merrell said the existing planned development would be for 453 homes with big lots, a golf course and some commercial space; Belshe is proposing 3,966 units, commercial space, and no golf course.

“The impact is dramatically different,” Conklin said. “One thing I would say to everyone in this room is: Stay involved. Go to the County

Commission meetings.”

One man asked Belshe why he bought the parcel of land for $11 million if making it profitable would depend on a county government approval that may or may not be forthcoming.

“That answer is that we’re very bullish and very optimistic on Flagler County,” Belshe said. “...

I have no idea what we’ll do if we don’t get the approvals; I haven’t run those scenarios.”

One resident said the development will likely bring crime and is a terrible idea.

Merrell said, “I’m OK with everybody wanting to make sure their thoughts are known, but saying, ‘Hey, let’s go kick the developer’s rear’ is probably not going to get us anywhere.”

The next speaker who took the mic said, “I think we should kick their rears.” People clapped.

Jim Revels, a John Anderson Highway resident, asked the development team members if they’d ever traveled the creek in a boat. “Just go see it for yourself, and see what you’re going to destroy — because you’re going to destroy it,” he said. “Please, just keep it in mind that there are people out there that this means a lot to, a tremendous amount.”

Flagler Beach City Commissioner Eric Cooly said he was disappointed that the city hadn’t met with the developers yet.

‘WE DON’T WANT THEM’

Belshe said he commutes to Flagler daily and knows its people.

“We purchased this piece of land on an idea that we could do something different than a golf course and 5-acre lots,” he said.

“You can not sell that any more.

The baby boomers ... are downsizing, and the millenials that are coming along, I will tell you, you can not sell them a 5-acre lot. A lot of them don’t even want to own cars. ... I get the fact that this is a hard thing to look at, but when you start talking about a community like this ... you have to have a certain amount of retail and shopping and dining and those kinds of thing to get people to come and live in a community.”

Several people began yelling: “We don’t want them!”

Belshe continued. “There are people coming to Florida. There are people coming to Flagler County,” he said. “We’re not going

to do anything about that; the secret’s out. Florida’s a great place to be; Flagler County specifically is a great place to be. No applause on that? Flagler County’s a great place to be! They’re coming here.

And if they live west of Bunnell, they’re still going to drive on our roads; they’re still going to drive to the beach. All of those kinds of things are issues that I can’t really fix on my own. ... Unless you want to just close the gates and say ‘No more people’ —” The crowd cheered.

“And say, ‘That’s it.’ And if that’s how you feel, then I would encourage you to contact your county commissioners, ‘Let’s shut down the office of economic development. We don’t need any more jobs, we don’t need more industry, we don’t need more businesses, we don’t need any of those kinds of things.’”

Again, people cheered.

“If that’s what you want, if you want to just close the gates, that’s a discussion for some other time.

But if you’re accepting the idea that people are coming here, then it needs to be done in a way that’s smart growth. And trust me, density is not the enemy. Urban sprawl is the enemy.”

Belshe said he has two children of his own, and doesn’t want to destroy the environment or overload the area schools for them.

He said the development would be paying impact fees that would help support the schools.

But School Board member Janet McDonald interjected: “As chairman of the School Board,” she said, “... impact fees do not do anything to build new schools.”

Resident Maria Dowlilng told Belshe she thought he was missing the point, or not listening.

“I don’t think that people are against the density. It is the location,” she said. “I came from South Florida. Have you been to South Florida?”

Belshe said that he had.

“What happened was ... little by little, developers came in and cut down the Everglades,” Dowling said. “I need you, I think we all need you, to listen. It is not about the density. It is about the location. ... You purchased this before asking anybody if this is what the community needed or wanted. This is not about our needs or wants. This is simply about money.”

County Attorney Al Hadeed placed on state committees

A 27-year-old woman irate that deputies were at her home trying to serve a warrant to someone else June 24 slammed a sliding glass door closed on her infant son’s thumb, severing it, according to a Flagler County Sheriff’s Office news release.

She was arrested.

According to deputies’ account, their presence in the home woke up resident Megan Moss, who became angry and stepped outside in her T-shirt and underwear screaming at them for waking her, and yelling at the homeowner for allowing deputies inside.

She said she’d been sleeping off a hangover from the previous night.

When the homeowner walked away to diffuse the situation, she followed him, screaming and trying to pull him back toward the house.

Deputies told her they’d arrest her if she touched him again.

As deputies searched for the subject of the warrant, they heard the home’s back sliding glass door slam shut and a child scream in pain.

A deputy rushed over and found Moss holding a baby boy who was bleeding from the hand.

The top part of the boy’s thumb had been cut off.

The deputy contacted rescue personnel, had Moss put pressure on the child’s wound, and noted in an arrest report, “It was apparent that due to Ms.

Flagler County Attorney Al Hadeed was appointed to two state committees during the annual Florida Association of County Attorneys meeting held in Orlando in June, according to a county government news release.

Hadeed will serve as vicechair of the Finance and Tax Committee and the Amicus Curiae (“friend of the court”) Committee. He previously served as chairman of the Finance and Tax Committee for five years.

“I was asked by the Association to once again chair the Finance and Tax Committee, but I declined in light of my present workload for Flagler County,” Hadeed said, according to the news release. “I instead agreed to be vice-chair of that committee for the coming year.”

As part of the Amicus Curiae Committee, Hadeed will evaluate pending court cases for legal precedent affecting county governments or their officials.

“The committee recommends to the Florida Association of Counties about which cases the FAC should intervene,” Hadeed said. “It then finds lawyers and reviews briefs for such cases to assure the views of counties are fully and effectively presented to the courts.”

The Florida Association of County Attorneys in 2017 presented Hadeed with its Ethics Award, and in 2018 with its Legislative Advocacy Appreciation Award.

Moss’s level of intoxication, she was acting irrational with disregard for her children’s safety, and completely negligent, which resulted in Ms. Moss severing the tip of her two year old son’s thumb off with the sliding glass door.”

The child was taken to the hospital. It was unclear whether the injury would cause permanent disfigurement, according to the news release.

“I am thankful that our deputies were close enough to overhear this disturbance and were able to render aid quickly to this child,” Sheriff Rick Staly said, according to the news release.

“We hope that Ms. Moss gets the anger management she needs and will learn that being intoxicated and angry does not mix and in this case caused a serious injury to her child, who she is responsible for their wellbeing. We hope and pray the child has a full recovery.”

Moss accompanied the child to the hospital, and was charged on June 25 with child neglect with great bodily harm, and with driving with a suspended license.

Moss has been arrested multiple times in Flagler County in the past on charges including grand theft, criminal mischief and passing forged bills.

The Flagler County Sheriff’s Office will be joining the Florida Sheriff’s Association Statewide Task Force in “Operation Knot Lit” July 3-7, according to an FCSO news release.

The operation will focus on keeping roads and waterways in Florida safe during the Fourth of July holiday weekend.

The FCSO will increase its patrols countywide, with DUI enforcement in Palm Coast, Bunnell and Flagler Beach.

The Sheriff’s taxi-patrol car will be placed in visible locations, and the FCSO Marine Unit will be patrolling the Intracoastal to promote boater safety and deter boating under the influence .

“The safety of our residents and visitors is what matters the most,” Sheriff Rick Staly said, according to the news release. “We want everyone to enjoy the holiday safely. If you plan on drinking, then plan on having a sober ride home. If not, you will end up with a free, but expensive‚ ‘taxi’ ride to the Green Roof Inn.” The FCSO also asked residents to drive free from distractions and to buckle up.

“We can’t be everywhere, so let’s work together to make our roads safe for everyone,” Staly said. “Report aggressive or reckless driving by calling 911 in an emergency, or 386-313-4911 in a non-emergency.”

The Flagler Beach Police Department is requesting that aerial drones and floating sky lanterns stay grounded during this year’s Fourth of July festivities, according to an FBPD news release.

“The Fire-Flight helicopter affords us the unique opportunity to identify traffic related problems in real time and provide real time solutions,” Flagler Beach Police Chief Matt Doughney said, according to the news release.

“The importance of having the helicopter operate in unoccupied airspace after the fireworks have concluded cannot be understated, and we’d like to thank everyone in advance for their compliance.”

The helicopter may have to land near the beach if an emergency response is required, according to the news release, and drones nearby would endanger the helicopter.

Drones are illegal in Flagler Beach under FAA guidelines, due to the city’s proximity to the county airport, unless the operator has a permit.

“While drones may be fun to fly, they create a serious conflict with airspace,” Doughney said, according to the news release.

“The safety of the public and the flight crew is of the utmost importance; so please keep your drones grounded on Independence Day.”

Robert Duane DeVore February 7, 1945- June 26, 2019 Robert Duane DeVore, 74, of Palm Coast, passed away peacefully at home with his family Wednesday, June 26, 2019, after a valiant battle with cancer. Bob was born in Battle Creek, Michigan and was one of five children born to Lige and Margaret DeVore of Ceresco, Michigan. He was a graduate of Harper Creek High School, class of 1963, where he held the office of class President and was a member of the basketball and track and field team. After graduation he began an electrical apprenticeship and became a member of the local IBEW 445 of Battle Creek, Michigan.

He married the love of his life, Sandra Eutsey on November 21, 1964, had four children, and relocated to Palm Coast, Florida in 1978. Bob started his development career in Palm Coast working for ITT Community Development Corporation. He served as the Vice President and director of development services for ITT CDC. Bob also served as the President of Palm Coast Construction Company and was pivotal in the growth of the Palm Coast community. He retired as the President of Lowe Destination Development Southeast in 2013.

Bob was a visionary when it came to the development of Flagler County. He was a licensed builder, past-president, founder and lifetime director of the Palm Coast Home Builders Association. He was very active in the community as President and member of the Sunrise Rotary, member of the Board of Directors at Florida Hospital Flagler, member of the Palm Coast Elks, member of Enterprise Flagler, and Director of the Chamber of Commerce. Bob was a founding member, and on the Board of Directors for Intracoastal Bank.

“Mr. DeVore” supported the youth of Flagler County by coaching several baseball and basketball teams. Nothing made Coach DeVore more proud then seeing his former players doing great things in our community. Bob was a family man who enjoyed golf, fishing, hunting, and the Gators.

He is survived by his loving wife, Sandra DeVore, son, Robert Jr. (Kelly), daughters, Bethany Berg (Robert), Melissa Brown (Stephen), Heidi Alves (Laurent). Bob’s grandchildren were his pride and joy; Robert III (Alison), Mike, Meghan, Gavin, Maggie and Kyle. Bob was looking forward to his first great grandchild, Robert llll (due Sept 2019). Bob is also survived by two older brothers, Howard and William and preceded in death by both parents, brother, Jerry, and sister, Delynn.

Family will receive friends on July 10th, 2019 from 4:00pm-7:00pm and a Memorial service will be held on July 11, 2019 at 1:00pm at CraigFlagler Palms Funeral Home, 511 Old Kings Road, Flagler Beach. With John Anderson Highway project, watch out for bait and switch Dear Editor: Community meetings with developers should be known as “pacification of the peasants,” as they have been taking place here in Florida for far too many decades.

As a resident of Florida for over 50 years, nothing much changes — only the players in the game.

Matter of fact, this happened right here in the city of Flagler Beach 18 years ago. Fortunately, the residents won, but that was after a long and hard-fought battle.

A battle, by the way, that cost city of Flagler Beach commissioners their seats in the next election.

So for those interested, I have listed below a few of the basics regarding how this current high stakes game may be played: 1. The developer will probably first approach the elected officials of the governments involved simply to test the waters, so to speak.

2. The first meeting is set up to make the peasants feel comfortable, and to assure them that they truly have a say in the outcome.

3. The developer’s reps will show up wearing expensive outfits, to present their (smooth, well-polished) sales presentations — often so smooth, one might think they are working for you and in your best interests.

4. More often than not, developers will state that having an increased number of new residents will certainly lower your taxes.

This is without doubt the oldest gag in the book — unfortunately, one which many sadly believe.

Don’t be fooled, as it never works out that way. Matter of fact, statistics clearly show the complete opposite, as the services

required to support such growth far outpace any benefit to the residents already living there. Check it out for yourself: Growth never pays for itself.

5. Is the ever popular bait and switch. This is used in almost in every situation that comes down the pike. The developer comes to the plate asking for 2,500 homes, condos, whatever. Then as time goes by and they are making little to no progress, they will resort to a show of good faith (funny), and please the peasants by stating the following: “Well, if you let us move ahead and build, we will settle for just 1,500 homes.” Hence the bait and switch.

It is then that the peasants begin to think that they won the game simply because they stopped the 2,500 homes.

Truth is, the developer is elated, as that was a real win for them.

After all, that was all they probably wanted in the first place.

These are just a few hints on how this big money sweepstakes is played in Florida. Be very alert; these are but a few of the ways this game is played, and they have been playing it for many, many years.

Good luck!

Remember: Both environmental change and quality of life will often depend on how the commissions you elected vote.

The life blood of large developments of course must have adequate water and sewer available to move ahead. Check into what happened here approximately 18 years ago.

Traffic stop leads to arrest of felon with drugs and gun

Deputies arrested a 15-year-old Palm Coast boy June 26 after his grandfather found guns and ammunition in the teen’s bedroom and called the Sheriff’s Office.

The 61-year-old resident of Seven Wonders Trail said he’d found a 9mm pistol and a .223 rifle in his grandson’s room while the teen was out of the house, according to the teen’s arrest affidavit. The teen had previously been adjudicated a juvenile delinquent and had in April been charged with stealing a car and leaving the scene of a crash with property damage.

In the teen’s closet, the grandfather found an Intratect 9mm semiautomatic pistol, a magazine containing 20 rounds, a box of 193 rounds of ammunition, a .223 Radical Arms semiautomatic rifle and four magazines, some containing rounds of ammunition.

Deputies searched the teen’s bedroom and found a Ruger 9mm under the mattress, a water bong with marijuana residue under the box spring, THC oil in the dresser, a digital scale in a nightstand drawer and a magazine extension clip on top of the nightstand.

Deputies determined that the teen left the house in a Nissan Altima that his mother had rented. They performed a highrisk traffic stop on the car on Underwood Trail, and ordered the teen and a young woman who was in the passenger seat to get out of the car. Then, with the teen’s mother’s assent, they searched it.

They found two scales, a Ruger LCP 9-mm pistol with a magazine containing 10 rounds, and four full Dank Vapes THC oil cartridges.

The Ruger LCP had been reported stolen in Deland.

They arrested the teen and charged him with two counts of possession of a firearm by a delinquent, and other charges.

Deputies performing a traffic stop on a car that rolled through a stop sign in Daytona North June 27 discovered that the passenger was a convicted felon with drugs and a loaded gun.

A deputy stopped the car and identified the driver, 41, and the passenger, 34. When the deputy ran the driver and the passenger’s name for warrants, the driver was clear, but the passenger, Adam Jordan, had previously been convicted in Flagler County for a number of crimes, including burglary of an occupied dwelling, armed burglary of a dwelling with a firearm, grand theft of a motor vehicle and felony battery.

A police dog was led around the car and alerted deputies to the possible presence of narcotics.

Deputies ordered the men out of the car. As Jordan stepped out of the car, he concealed his left hand. A deputy searched him and found a baggie of methamphetamine, a baggie of heroin, a digital weighing scale and a holstered Raven Arms .25 pistol, with six rounds in the magazine plus one in the chamber.

Jordan was arrested and taken to the county jail.

Fifteen-year-old caught with drugs and stolen firearm

Traffic stop leads to felony drug trafficking arrest A Flagler County Sheriff’s Office deputy conducted a traffic stop on a Dodge truck June 26.

The truck smelled of marijuana, and the deputy asked driver Michael Berglund, 28, if he could explain the smell.

Berglund told deputies that he did smoke cannabis, but only while at work.

Berglund then gave deputies permission to search his car.

Deputies found 14.9 grams of meth, 67 grams of marijuana and a loaded 9mm pistol. They arrested Berglund.

CHAMBER CHAIRMAN OPENS PAINT STORE After more than 30 years in the hospitality industry, Allen Goodman, who also serves as chairman of the Flagler County Chamber of Commerce, is bringing Benjamin Moore paints back to Palm Coast with the opening of a new store at 5 Utility Drive, Unit 1, according to a news release.

“Benjamin Moore was looking for someone to come back in and reestablish themselves back in this market,” Goodman said in the release, “and I saw this as an opportunity.”

Goodman said with Palm Coast and Flagler County seeing an increase in population and the housing market gaining momentum, the timing is right to open a Benjamin Moore store.

The new store will be a family

business, with his wife, Karla, and youngest son, Ethan, already at work. The family plans to include their two sons currently serving in the U.S. Marine Corps: Sgt. Drake Goodman and Cpl. Carter Goodman.

Felon arrested after assaulting, kidnapping woman Deputies arrested a 29-year-old man June 29 after he kidnapped and beat a woman, according to a news release from the Flagler County Sheriff’s Office.

Deputies responded to a call about a fight in the parking lot of the Old Country Store on County Road 305, and dispatch told them that the suspect was trying to leave the scene in a silver Cadillac.

When deputies arrived, they saw Henry Brock, 29, driving a Cadillac away from the store and heading west on Mahogany.

Deputies pursued the vehicle for several miles, but Brock ignored their attempts to pull

him over. He drove recklessly and only stopped after a civilian driving a Dodge pickup parked in front of him, blocking his path.

Deputies surrounded the car, arrested Brock, and found the victim in the backseat. Her eye was swollen, her feet were bleeding and bruised, and her face was covered in blood, according to the news release.

Emergency medical services arrived, but the victim declined transport to the hospital.

The victim was confused and couldn’t remember what had happened. As deputies tried to interview her, Brock — who was, by then, in a deputy’s patrol car — repeatedly yelled at her not to answer questions or let deputies photograph her injuries.

Surveillance footage from the Old Country Store showed Brock approach the victim’s vehicle, the Cadillac, and bellyflop onto the hood of the car, keeping her from leaving. He then punched the windshield and broke it in several places.

The victim left the car and tried to run, but Brock grabbed the driver side door and closed it on her, pinning her between the door and the vehicle.

She fell to the ground, and Brock punched her and tried to put her unconscious body into

the back seat. She then awoke and complied with Brock and sat herself in the back seat. Brock then entered the driver’s seat and left the parking lot.

Brock has criminal record dating back to 2008 in Flagler County for dating violence, battery, domestic battery, simple assault, burglary and more.

“This incident could have had a very different outcome,” Sheriff Rick Staly said, according to the news release. “I believe his intention was to kill his victim, and had a witness not called us and our deputies not located them, who knows what else may have happened. This is an extremely violent person who has been arrested multiple times. He needs to be locked up for a very long time before he actually kills somebody.”

Two motorcyclists died in a head-on crash on State Road A1A on July 1.

One of the motorcyclists was a 70-year-old man from Palm Coast, and the other motorcyclist was a 65-year-old man from Lake Mary, according to a news release from the Florida Highway Patrol. Their names have not yet been released.

The crash occurred at approximately 8:28 p.m. as the Palm Coast resident, heading north on SR A1A, crossed into the southbound lanes. The Lake Mary resident was riding south, and the two motorcycles collided.

Palm Coast Little League asks the city to add new ballfields The city is creating a plan to increase capacity, Mayor Milissa Holland said.

Palm Coast Little League would like the city to add more fields to the Indian Trails Sports Complex.

“The greatest asset we have in Palm Coast Little League are our children and our volunteers; most people don’t realize the next greatest asset is our relationship with the city,” PCLL President Peter Schoembs said during a City Council meeting July 2. “Over the years, the board of directors of Palm Coast Little League have made it a point to be as self-sufficient as possible, and not to ask much of the city unless it was time to ask for something. It’s time to ask: We’ve been right around 600 kids every spring, along with 400 kids every fall. Close to 1,000 kids every year. We see what’s on the horizon, and we’re going to continue to grow. We’re bursting at the seams right now at Indian Trails due to lack of fields.”

Last weekend, he said, PCLL was notified that it has been chosen to host the 12U baseball state sectional tournament in 2020.

It’s a large, popular division, and will be televised, he said. The year after, he said, Little League wants PCLL to host a softball tournament.

“For that, we need two softball fields under one roof at Indian Trails,” he said. “If we keep doing this, we’re not going to be the

envy of Little Leagues in the area, we’re going t be the envy of Little Leagues across the state.”

William Warren, PCLL’s vice president of softball, said the PCLL sent a softball team — the 10U girl’s — to the state tournament for the first time, and, this year, sent that team to states again, plus an older junior girls team.

“We do all this, play games, practice, host out-of-town teams, on one field,” he said. “One field for 150 girls.”

Because the limited space affects scheduling, he said, the girls sometimes end up playing late at night.

“At 100 girls, the field is already at maximum capacity; at 150 girls, we are well over what we can play,” he said. “In a world where we often see girls stop playing sports at the age of 12, I am keeping them interested in playing. ...

Give us someplace for our daughters to play what they love.”

Mayor Milissa Holland said the City Council has asked city staff to coordinate with the county government to assess the area’s ballfields, to “see where the deficiencies lie, and then come up with a plan on how we move forward to add capacity.”

City Manager Matt Morton said the city administration has met with the PCLL leadership and the county government, has located some practice fields for

softball and baseball, and is putting together a memorandum of understanding with the county for joint maintenance, “so those fields are in good quality shape and as playable as possible.”

And, he added, the city has worked to identify some playability enhancements, like fencing removal and reorientation of fields.

“We’ve been having those discussions, and we’ll continue to have them with the Little League folks to try to identify playability, including overflow parking access, things that we can help create more space,” Morton said. Some related matters will come before the City Council for

review, Morton said.

Holland said the community needs to invest in the next generation.

“We need to also do everything in our power to ensure that we have enough capacity to make it successful,” Holland said. “We’re going to do everything we can moving forward. I agree with you that communication needs to improve ... and I’m looking forward to having not only those regular conversations, but really coming up with a very comprehensive approach and a plan moving forward.”

Barret Manfre, a 2015 Flagler Palm Coast High School graduate and son of Cornelia and former Sheriff Jim Manfre, was commissioned as an ensign in the U.S. Navy on May 10 at the Duke Chapel in Durham, North Carolina.

Barret Manfre received a Naval ROTC scholarship to Duke University, where he earned a degree in Mechanical Engineering. He will be assigned to the USS San Diego stationed in San Diego.

Palm Coast native serves aboard U.S. Navy warship Fireman Apprentice Levi Burton, a native of Palm Coast, said his family, including his father and uncle, had served in the U.S. Navy, so he thought he’d follow suit, according to a press release.

Now, just a year later and half a world away, Burton serves aboard one of the Navy’s most dependable amphibious ships at Fleet Activities Sasebo, patrolling one of the world’s busiest maritime regions as part of U.S. 7th Fleet.

“At first, it was really confusing trying to find my way around,” he said in the news release. “The ship was broken apart for maintenance when I showed up. After we finally got the shafts rotating, we started to see that our hard work was paying off. It had been in drydock for 27 months. We’ve

Palm Coast veteran honors D-Day heroes Howard W. Hawrey, of Palm Coast, hand carved a soldier, figurine, with a vial of sand from Omaha Beach in Normandy, France, the landing area used by Allied forces in the World War II D-Day invasion.

With Veterans Services Officer David Lydon deploying to the Middle East for a six-month tour of duty starting this month, the county’s Veterans Services Office is reorganizing.

Assistant Veterans Services Officer Eric Flores Febles will serve as the county’s acting veterans services officer, and the county has hired retired Army major and former Bunnell City Commissioner John Sowell to serve as an assistant to Febles.

Sowell had served as an Army aviator and logistics officer.

“Having been a commander in the military three times, deploying three times, I’ve acquired a lot of knowledge about veterans stuff,” Sowell said at a Veterans Advisory Council meeting July 1. “So when this came open, I’m retired, but came on to help for about seven months, then I’ll go back to being retired again afterwards.”

Lydon, a lieutenant colonel in the Air Force Reserve, will be based in Qatar and expects to travel to eight or more countries.

How can veterans organizations attract younger veterans to join?

Chris Sleep, attending the July 1 Veterans Advisory Council meeting representing the Military Order of the Purple Heart, said younger veterans want options that are mission-driven and local.

“We want to do something; we want to see some sort of achievement,” Sleep said.

Veterans Advisory Councilman Billy Jones said veterans organizations have had trouble recruiting young members.

“We’ve tried to get the younger people to come in and join us, and they’re not doing it,” Jones said. “... The young people themselves have to make the effort. You can bait the hook, but you can’t make the fish bite.”

Sleep said different generations of veterans can have trouble relating to one another, and flexibility is needed.

Febles said that changing things means getting involved. “If you want to make some changes ... bring somebody, and then you try to make the changes, and you will take over.”

t was a big day for Palm Coast Little League’s All-Star teams on Saturday, June 29. Several teams competed in their respective district and sectional tournaments, with multiple Palm Coast teams advancing to the next stage.

Palm Coast’s 12-and-under softball team swept Deltona in back-to-back games on Saturday, defeating the Timberwolves 17-2 and 17-1 to advance to the sectional tournament, which will be held in St. Augustine.

Palm Coast’s 10-and-under lost both of its sectional tournament games to Baker County.

However, the junior softball team advanced to the state tournament for the first time after winning their sectional games 19-0 and 17-3.

The 11-and-under softball team also advanced to the state tournament, winning their sectional games 18-5 and 22-3. The core of this team was also on the 10-andunder team that went to the state tournament last season.

Palm Coast jumped out to a 4-0 lead after the first inning. However, DeLand seized a 5-4 lead after scoring four runs in the bottom of the third.

An error

by DeLand’s catcher allowed Palm Coast’s Monroe Stewart to score a run to tie it up in the top of the fifth.

But DeLand scored again to regain the lead.

Palm Coast scored one more run in the top of the sixth and even had the bases loaded — but Palm Coast struck out swinging. DeLand scored a single run to win the game 7-6.

The kids, about 12 of them, endure sprints across the grassy field at Ralph Carter Park in Palm Coast. They usually practice on the hard-surfaced track at Flagler

Palm Coast High School. Today was a laid-back day for them.

The Daytona Express Track Club, a team that competes in the American Athletic Union, has been in existence for about four years. But in the past year, the club has allowed athletes from Flagler County to join. Of the 50 or so kids on the team, 15 are from Flagler.

The Flagler kids are also the ones winning medals.

“Track has always been my

forte,” said Gaines, an assistant coach with the team and former track athlete at Bethune-Cookman University. “I just teach these kids what I know. Right now, it’s working. We’re winning. We’re traveling, and we’ve become a close-knit family. This is just the beginning.”

The team competes all year long. They’ve competed in eight events so far — most recently at the Region 9 State Meet June 20-23 in Kissimmee.

The 14-and-under relay team of Demond Noelien, Dennis Murray Jr., Sho’Marion Gaines and

Elyjah Gilyard won gold in the 4x100-meter and 4x400-meter relays. The 10-and-under team of I’Van Gaines Jr., Brian Gunter, Jai’len Gaines and Deshaun Henderson won gold the 4x100 and 4x400. Sydney Noelien won the shot put. Jai’len Gaines took first in the 800-meter run. I’Van Gaines Jr. won gold in the 800.

And Zachery Russell placed third in the high jump and fifth in the 1,500-meter run.

“It started off with not really big expectations,” Gaines said.

“But once they bought into the system, once they bought into the work, the expectation level rose. It’s great to see those young men compete and learn and apply what they’re learning in competition.”

Up next is the AAU National Track and Field Championships on July 7-13 at the ESPN Wide World of Sports Complex at The Walt Disney World Resort, and eventually, the AAU Junior Olympic Games, held July 24 through Aug. 3 in Greensboro, North Carolina.

Gaines has had fun coaching the next generation of Flagler County track and field. Each kid is different, he said.

“They all come with their own attitude, their own swagger,” he said. “But to have them gel as a team and to see them grow, it’s amazing.”

Flagler Palm Coast’s football team competed against seven other teams for the title at the Spruce Creek Hawks’ 7-on-7 tournament on the morning of Friday, June 28.

After going 3-1 in pool play, losing only to Sanford Seminole due to a late interception thrown by the Bulldogs (interceptions are worth 3 points in 7-on-7 competition), the Bulldogs handily toppled Spruce Creek in the opening round of the tournament, scoring on every offensive possession.

Then came their game against DeLand — a bitter district foe.

“All games are fun,” FPC offensive coordinator Matt Johnson said, “But when you’re playing

against a team from your district, you always have a bit of a chip on your shoulder.”

The trash talking was immediate. Players and coaches from both teams joined in. However, FPC came out on top, winning 17-6.

The Bulldogs defeated Bradford 25-6 in the championship game.

FPC’s head coach, Travis Roland, wasn’t there to celebrate the victory with his team, but he was there in spirit.

“The mission for today was to be sure we were prepared to play the way coach Roland would expect us to,” said Johnson, playfully sporting Roland’s “famous” neon green Nike cap. “I think the kids competed well. They came together today.”

Palm Coast’s Reilly Opelka wins first match at Wimbledon

Former Palm Coast resident Reilly Opelka won his first-ever men’s match at Wimbledon on Monday, July 1.

Opelka, who rose to No. 52 in the rankings earlier this year, defeated Cedrik-Marcel Steve, of Germany, on Monday morning.

He won in straight sets, 6-3, 7-6 and 6-1. Opelka recorded 11 aces and won 78% of his first-serve points.

ROLL THE DICE Monopoly tournament raises $7,000 for Christmas Come True PAIGE WILSON COMMUNITY EDITOR

M

onopoly fans were on a mission to pass “Go” and collect $200, at Channel Side in Palm Coast on Sunday, June 30, to benefit Christmas Comes True, a nonprofit that has assisted Flagler County families since 2009.

Black Tie Events’ Lee Filipe approached Christmas Come True founder Nadine King to partner for this entertainment evening as a first of its kind in Flagler County. Flagler County School Board member Andy Dance dressed the part as Mr. Monopoly, complete with a cane and top hat. Guests played the classic board game at tables with real bankers from CenterState Bank, until the final round where three players competed to be the grand winner. Different local businesses “bought” the Monopoly board properties as event sponsors. Including silent auction items and catering, over 40 Flagler County businesses were involved in the event.

Palm Coast resident Drew Dance won first place at the tournament, earning a goodie bag and a certificate from Hasbro Inc., as this event was officially sanctioned from the toy/board game company. Heather Felmet earned second place, and Steve Bolter earned third.

“I wanted to give back to the community, and this was my way of doing it,” Filipe said. “This supports children here in Flagler County and helps them to become future leaders.”

King said the event raised about $7,000 for the nonprofit. The money will specifically go toward establishing a scholarship for local teens, with the goal of inspiring them to continue their education at technical and trade schools.

Going into the nonprofit’s 11th year in 2020, King said she has big desires for the future of Christmas Come True.

“I have a dream of having a huge building, over 20,000 square feet, my own property, that would house my store, Begin Again Home Goods, as well as my office for Christmas Come True,” King said. “But every year, I have to start looking for a piece of property that I can do my distribution in. ... I need about 10,000 square feet. ... This past year, I had 9,000-square feet about, and I was busting out of the seams, so I really need a building.”

TEACHER GOES TO 3D-PRINTING WORKSHOP Michelle Coolican, who is going into her 14th year teaching at Buddy Taylor Middle School, will go beyond her science and STEM classroom for handson learning. She was selected for a competitive professional development workshop focused on human evolution, according to a press release.

“I want to participate in this workshop to learn how to infuse 3D printing into my classroom,” Coolican said in an email. “I teach Life and Environmental STEM at BTMS and the theory of evolution is a major standard we cover. I have found that any time I can incorporate technology and project-based learning, students are more engaged.

Therefore, I thought this workshop would be a perfect opportunity for me to increase my knowledge of 3D printing and

evolution while collaborating with other teachers throughout the state. My goal is to develop some exciting lessons and projects for my students and to teach them how to use 3D printers.”

Science teachers from across the southeastern U.S., including Coolican, will spend three days 3D printing hominid skulls as part of a professional development workshop focused on incorporating human evolution into middle and high school science classes. The Human Evolution Summer Teacher Workshop, developed by University of Florida biological anthropology Ph.D. student Molly Selba, takes place July 14-18 at the Florida Museum of Natural History.

PALM COAST WOMAN TURNS 100 Joslyn Sterman will be 100 years old on July 22. She currently lives with her son and daughter-in-law, Michael Van Degna and Elaine Pereau, in Palm Coast.

For the last 15 years, Sterman has lived with dementia and Alzheimer’s.

“I would like to write about her, before this terrible disease overtakes her health, her personality and her dignity,” Van Degna said about his mother.

Sterman was born in Garfield, New Jersey, and was raised in Brooklyn, New York.

For the past 10 years, Sterman has enjoyed her daily visits to the David Siegel Senior Center in Palm Coast and its caring staff, including manager Janet Jensen, Van Degna said.

“We consider it a home away from home Monday through Friday for her to enjoy, with all the daily activities they all have planned,” he said.

“So, happy 100th birthday, mother, and thank you all at the center for all the love you give to her.”

A ‘shell’ebration of arts in education “Pablo” is the fourth turtle in Palm Coast Art Foundation’s Turtle Trail community project.

A sculpture of a turtle with a very colorful shell now sits outside Old Kings Elementary School. “Pablo” is the fourth turtle installed in the community, as part of the Palm Coast Art Foundation’s Turtle Trail project. With art elements and colors inspired by iconic Spanish painter Pablo Picasso, students from OKES came up with the designs for the turtle, and students from Flagler Palm Coast High School then brought their ideas to life.

The unveiling of Pablo took place on Thursday, June 27, where

students, teachers, faculty and staff gathered with members of PCAF to witness the first gleam of sunshine radiate off his shell.

G. Lindsey Florence, a trustee of the Palm Coast Arts Foundation, sponsored the turtle sculpture for the student art clubs to create.

Flagler Schools Arts Coordinator (and newly appointed director of the Flagler Auditorium) Amelia Fulmer was approached by PCAF to involve the young artists in the turtle project. She said OKES fit the bill for Pablo’s home because of its marine sciences flagship.

About 70 OKES art club students in first to fifth grade contributed ideas for the project, said art

teacher Ambur Carter, who molded the ideas into one cohesive theme. Carter first taught her students about Picasso’s unique artistic style so they would know how to accurately interpret it into their own ideas.

FPC art teacher Chelsea Schlaffer said her club’s students worked on creating Pablo for nearly the last full school year.

“They wanted the shell to be very bright and colorful and fun and very Picasso,” Schlaffer said.

“And then they wanted the turtle, the actual fins, to be more realistic.”

PCAF Executive Director Nancy Crouch said the foundation plans to install 10 total turtle sculptures by 2020, and to create a map of them for the Flagler County Tourist Development Council.

The other three current turtle sculptures on the Turtle Trail are located around town. Claude sits on the stage at the Palm Coast Arts Foundation. Tiff watches over the canal at Long Creek Nature Preserve. And Marc-Sea was the first to be placed in a residential community in front of the Village Center fountain at Grand Haven.
