Palm Coast’s City Council once again has five members, ending the era of deadlocked 2-2 votes.

Mayor David Alfin was sworn in the evening of Aug. 3 and addressed the full council chambers from the audience section before taking his seat at the council dais.

Alfin said that those who know him describe him as a problemsolver, and that he will focus on serving the city’s residents.

Acknowledging recent divisions on the council, he proposed a return to respect and decorum. People don’t have to be exactly alike to be on the same team, he said.

“They do have to understand each other,” he said. “To understand, you have to listen and learn. ... Treating others with respect and kindness is key. You can’t order people around. My title may be different, but the last time I checked, everyone on the council has the same one vote.”

He said he is committed to protecting the city’s quality of life.

“I will always conduct the people business in a professional, civil and appropriate manner.

I think that’s what the citizens want. ... I am deeply honored to be trusted to serve as your mayor.”

Alfin thanked councilman Eddie Branquinho for his service as acting mayor, and acknowledged the absence of Councilman Victor Barbosa — who’s been hospitalized with COVID-19 — and wished him a full recovery.

David Alfin won a six-way city of Palm Coast special mayoral race on July 27 after former Mayor Milissa Holland resigned unexpectedly in May, citing her daughter’s health concerns.

Branquinho and Councilman Nick Klufas both endorsed Alfin, while council members Ed Danko and Victor Barbosa endorsed one of Alfin’s opponents, Alan Lowe.

The four council members who carried on during the interim period had opted to delay two major votes until the new mayor was sworn in: a vote on whether to lift the city’s prohibition on the overnight parking of most commercial vehicles in residential driveways, and a vote on where to set the city’s tentative millage rate.

After Alfin took the oath of office, the council voted 4-0 to set the tentative millage rate at the current rate of $4.6989 per $1,000 of taxable value.

The Palm Coast City Charter states that city elections “shall be conducted on a nonpartisan basis without any designation of political party affiliation.”

Therefore, on the ballot, city candidates’ political affiliations are not listed — but that might be the only way the July 27 mayoral election was “nonpartisan.”

Runner-up Alan Lowe campaigned as a “conservative voice for conservative voters,” using a photo of Republican Gov. Ron DeSantis in his advertisements, with a somewhat awkward slogan that appears to channel Trump: “Make America Florida.”

City Councilman Ed Danko, who wore a “Make America Great Again” ball cap in his campaign head shot in 2020, campaigned heavily for Lowe in 2021, telling supporters that this election “is our last chance to save our city from the dishonest political PACs.” They’re not the only ones, though, who are focused on their political parties.

Cornelia Manfre, who finished third, congratulated David Alfin for winning and vowed to continue serving the community. Then she added this in her concession statement: “I see this as a loss for Democrats. The vote count shows that at least 1,000 Democrats did not vote for one of the two Democrats running. We have to do better, and we will do better.”

I was struck by that statement for two reasons. First, after running for office twice in less than a year, Manfre seems to have risen quickly as a leader in her party. Second, I thought this was a nonpartisan election?

Janet Sullivan, chairwoman for the Flagler County Democratic Party, sent out an email to Democrats before the election, asking for volunteers to call Democrats who hadn’t yet voted.

Sounds like a great strategy for a partisan election.

I asked Mayor David Alfin, who was often accused in the campaign of being a “Republican in name only,” whether he thought candidates should be identified by party on the ballot.

If the result of such a change would be to reduce the “nastiness” of an election, “I would be OK with that,” he said. The rancor “doesn’t help our city.”

It seems to me that election nastiness actually increases the more partisan an election becomes. Imagine if we didn’t know anybody’s party in any election, and we decided we would get to know candidates’ thoughts on each individual issue before deciding whom to support.

lagler Schools have eased just about all of its COVID-19 restrictions heading into the 2021-22 school year.

But with cases rising daily in the county and state, the protocols could change at any time, according to a four-page health and safety plan that the school released July 27.

“One thing we learned last year is we have to be prepared to change at any moment,” said David Bossardet, the school district’s risk management and safety specialist. “This is our plan right now. We’re confident in it as it stands. But I would not rule out any changes before Aug. 10.”

The biggest change from last year is remote learning will no longer be an option. When schools open on Aug. 10, learning choices will be limited to traditional in-person classes or the iFlagler Virtual School.

As a result, buses will run at normal capacity. Last year buses were limited to 50% capacity.

“With the majority of kids returning to campuses, we won’t be able to do that this year,” Bossardet said. “But we’ll do everything we can to limit numbers.”

Masks will be optional but will be provided on request for students and staff. Extracurricular activities and sports will operate under normal procedures, but locker rooms and equipment will be regularly disinfected. Visitors and volunteers will be allowed on campus once again.

“Volunteers and mentors are a huge part of how our schools operate,” Bossardet said. “They are a major benefit to the services we provide our students. Some students depend on our mentors.

They look forward to seeing them every day. Not having them on campus was a hard decision last year.”

The district will continue to work with the Florida Department of Health in Flagler County on contact tracing for any student or staff member who tests positive. This year, the health department is offering rapid tests for anyone thought to be exposed to a person infected with the virus.

“The test is very sensitive and effective. It’s real simple to do, but if you can’t do it on your own, you can come in every day.

“It’s a way to keep students in school, keep teachers teaching and keep staff members employed,” Snyder said.

Black status: AdventHealth has ‘peaked above any previous waves’ About 94% of hospitalized patients have not been vaccinated.

Officials of AdventHealth’s Central Florida Division reassured citizens on July 30 that the health care system is equipped to handle the region’s unprecedented COVID-19 surge and implored those who are unvaccinated to get a vaccination now.

Hospitalizations in the sevencounty area, including Flagler and Volusia counties, surpassed 1,060 on July 30.

“We have peaked above any previous waves, and it is straining our system, physicians and team members,” Neil Finkler, the division’s chief clinical officer, said in the July 30 briefing.

“None of these patients thought they would get the virus. But the Delta variant has proven to be so highly contagious that even the young and healthy — including the pregnant — are filling up our hospitals.”

AdventHealth’s transition to “black status” means non-emergency surgeries will be deferred and health-care workers will be redeployed.

“The whole point of black status is to be proactive so we continue to have availability in both beds and staff,” Finkler said. “One of the advantages to a very large system is the ability to flex capacity.”

Finkler said 6% of COVID patients are fully vaccinated, but almost every single one of them have problems with their immune systems because of cancer therapy or autoimmune diseases.

“For the most part, it’s a tale of two cities,” he said.

He said breakthrough infections among the fully vaccinated do occur, but they tend to be milder cases of shorter duration that don’t require hospitalization.

“We’re here today to implore our community: If you have not been vaccinated, please vaccinate now,” he said.

Finkler said that in this recent surge, 99% of COVID deaths have been among the unvaccinated population.

Linnette Johnson, a chief nursing officer with AdventHealth Central Florida, said the health system’s officials are confident they have all the equipment they’ll need to survive the surge, including ventilators and personal protective equipment.

But Johnson and Finkler said it is hard to predict how long the surge will last. The rate of positive COVID tests at AdventHealth’s Centra Care clinics is at or near its peak of 26%.

“Centra Care’s typically been the canary in the coal mine for us, a predictor (for hospital admissions),” Finkler said. “We think we are going to see increased admissions at least for the next week, if not two.”

WHERE TO GET VACCINATED OR TESTED The Flagler County Health Department has modified its testing and vaccination schedules.

According to Health Officer Bob Snyder, the changes will result in a streamlined schedule of COVID testing and vaccinations that take place five afternoons a week at least one DOH location starting Aug. 9.

The department is prioritizing testing for people with COVID symptoms, and testing is by appointment only.

Reservations can be made by calling 386-437-7350, Ext. 0, on weekdays between 8 a.m. and 4:30 p.m.

The health department will transition to offer testing and vaccinations five afternoons a week starting Monday, Aug. 9. No appointments are necessary for vaccinations.

The department currently offers the Pfizer vaccine, which is approved for adults and children over 12.

“On July 28, the CDC updated its guidance that even vaccinated people in high risk communities like Flagler County should wear masks indoors,” Snyder said. “The delta variant is highly contagious, which helps to explain why we had 665 positive cases this week compared with 400 a week ago. Please get vaccinated, wear a mask, wash your hands and social distance whenever possible. If you need to get tested and don’t have symptoms, reach out to any pharmacy in the area.”

Finkler said there has been a change in the demographics of COVID patients. The average age, he said, is now in the 50s with about one-third under the age of 50. He said pediatric cases increased early in the week, driven by the contagious Delta variant, and urged parents to consider having their children wear masks in the classroom when school resumes.

Former mayor cleared of six ethics allegations, faulted for one

The Florida Commission on Ethics has cleared former Palm Coast Mayor Milissa Holland of six of the seven accusations levied against her in a complaint by a former city staff member.

The commission, in a hearing on Holland’s case, found probable cause for the allegation that Holland had “misused her public position and/or public resources” by sending two emails promoting her employer, Coastal Cloud, from her official city email account to the city government of Orlando, the commission stated in a press release.

Holland had said the emails were sent from her city email account inadvertently.

In 2018, Holland sent two emails promoting Coastal Cloud to Orlando city staff members from her official account, and the commission found probable cause that those two emails constituted an ethics violation. Holland said she’d sent them from her city email account inadvertently.

She was not faulted for an October 2017 email from her city email account to elected officials around the state — including to Palm Coast City Councilmen Nick Klufas and then-Palm Coast City Councilman Bob Cuff — promoting Coastal Cloud. She’d told the Palm Coast Observer in a July 2, 2020, interview, that she hadn’t actually written that email — Coastal Cloud’s marketing department had done so based on interviews with her, she said — and had not authorized its sending from her official city email account.

Other allegations for which the commission found no probable cause were that Holland had improperly commingled city business with her private employment interests though the city’s contract with Coastal Cloud; that she misused her position to influence the city’s actions regarding a technology study; that Coastal Cloud’s sponsoring of the city’s Hackathon event was improper; and that she’d misused her public position to write recommendation letters for her employer’s daughter.

land’s attorney Mark Herron told commissioners at the hearing, Holland had committed an “innocent and inadvertent mistake” by sending the emails when logged into the wrong account — an error he said he’d made himself, from time to time when writing emails from a phone or iPad thathad multiple email accounts online.

“We can’t get to the point where every inadvertent and mistaken use of an email system turns into an ethics violation,” Herron said.

One commissioner was sympathetic, saying he’d made that mistake as well and that he believed that the context and wording of Holland’s emails suggested that she hadn’t meant to send them from her city email account. But the other commissioners were not convinced: One said that even if Holland had sent the emails from her official account inadvertently, public officials have a responsibility to be careful in their use of technology.

Holland, elected in November 2016, had been hired as director of business development for Coastal Cloud in the summer of 2017.

Later that year, the city entered a contract with Coastal Cloud for the construction of the city’s citizen engagement platform, Palm Coast Connect.

The contract entailed no payment from the city to Coastal Cloud; the only cost to the city came in the form of annual license fees for the city’s use of the Salesforce software platform required to run Palm Coast Connect.

Commissioners in a July 23 hearing on Holland’s case noted that the city had not paid Coastal Cloud and did not have an ongoing contractual relationship with Coastal Cloud.

Councilman Victor Barbosa hospitalized with COVID-19 Palm Coast City Councilman Victor Barbosa has been hospitalized with COVID-19.

“Three day in the hospital fighting covid and pneumonia,” Barbosa wrote in a public Facebook post on Sunday, Aug. 1. He added in a later comment on the post that he’d had trouble breathing.

There were several hundred comments on the post, mostly words of encouragement, by Monday.

Barbosa’s hospitalization follows that of Bunnell City Commissioner John Rogers, who said on a recent episode of Flagler Broadcasting’s “Free For All Friday” that he’d gone to the ER three times with COVID-19.

Local officials have been urging residents to mask up and get vaccinated to slow the surge in cases.

A development company associated with the one responsible for the Tuscan Reserve apartment complex is planning another “higherend market rate” apartment community, this time on Old Kings Road north of State Road 100.

The Palm Coast City Council voted 3-1 at an Aug. 3 meeting to approve a rezoning — from a high-intensity commercial designation to multifamily residential — necessary for the development process to move forward. One portion of the parcel will retain the commercial designation.

Councilman Eddie Branquinho was the sole dissenting vote, explaining that he opposed the project’s density.

Like Tuscan Reserve, which is at full capacity with a 10- to 15-person waiting list, the new apartment community is expected to appeal to an older, more well-off crowd than the typical apartment complex.

Six of the 246 units on the

site will be townhouse-style “carriage homes,” while the rest will be apartment units divided into three- and fourstory buildings, representatives of developer Ravenshill Holdings told council members at the meeting.

“This is the best location in all of Flagler County for an apartment project,” said project manager Charlie Faulkner. “The bottom line is, we have no neighbors — and we don’t even really have road frontage right now.”

The development, he said, is named “The Tribute” because its design is a tribute to the history of Old Kings Road.

City Councilman Nick Klufas said Palm Coast needs to diversify its housing index, especially as the Town Center area becomes a hub for healthcare education. He supported the development.

Councilman Ed Danko praised the developer’s presentation.

“Obviously, you build some high quality stuff,” he said.

The proposal drew a handful of comments from residents during the meeting’s public comment period. Most were supportive.

Local real estate expert Toby Tobin said the city is “on the verge of becoming a health care Mecca” because of the proposed UNF MedNexus campus, and that those workers will need places to live.

Palm Coast-Flagler Regional Chamber of Commerce President and CEO Greg Blosé said the chamber supports the proposal. Mark Langello, a developer and member of the county’s planning board, noted that multifamily communities are more environmentally friendly than single-family homes.

“There’s a lot of need for this type of community,” Langello said.

Flagler County has opened the nomination period for its Veteran of the Year Award, which honors a living veteran who has used the leadership skills learned in service to improve the community through volunteerism.

Nominations for the Colonel Gary E. DeKay Flagler County Veteran of the Year Award are accepted Aug. 1 through Sept.

30 each year. The awardee will be recognized at the county’s Veterans Day ceremony.

To be eligible, veterans must:  Be a resident of Flagler County  Be a living veteran of one of the six U.S. armed forces, including Reserve, National Guard or Merchant Marine  Have demonstrated “outstanding patriotism, leadership, and selfless service as a veteran and as a volunteer in community or civic service.”

Veterans may be awarded for a single act or for continuous service. Previous recipients of the award are not eligible.

Flagler County designates Aug. 7 as Purple Heart Day County commissioners designated Aug. 7, 2021, as Purple Heart Day and the month of August as Purple Heart Month during an Aug. 2 commission meeting.

Commissioners read a brief proclamation explaining the decoration’s history. The Purple Heart is America’s oldest military decoration, established by George Washington in 1782. It fell into disuse until it was resurrected by President Herbert Hoover in 1932 to recognize service members wounded or killed by an instrument of war in the hands of the enemy.

L ETT ERS Dear Editor: As a lifelong Democrat, the possibility of ever casting a vote for a Republican candidate was unlikely. But with the realization of how the hapless Democratic Party has been outnumbered and politically outgunned for years here in Flagler County and that the odds of a Democratic victory were low, I voted for a Republican, David Alfin, in the recent mayoral election. And I know of many other usually loyal Democrats who also did.

Sometimes, unfortunately, you have to play defense to avoid a potentially disastrous result that we feared was becoming perilously close to happening. And that worry was Alan Lowe, who by some accounts was a frontrunner, and was viewed as a radical and controversial candidate who as mayor would likely tilt the City Council towards unacceptable extremist partisanship and continued divisiveness.

We were alerted to this worrisome eventuality by Councilman Ed Danko, who was spearheading the Lowe campaign, and who very publicly implied that that was indeed the plan. Danko wanted to stack the City Council deck, and Lowe was his guy to get that accomplished.

Fortunately, the Danko plot was thwarted, and even though some Democrats may have broken the rule of always vote your conscience, at least a very problematic candidate was defeated, and presumably, a more moderate Alfin is now mayor. And

as some consolation for the Democrats having to set true preferences aside, we can maybe look, although very cautiously, forward to at least the possibility of a somewhat more measured, professional, and adult City Council.

One theory about why Alan Lowe lost Dear Editor: Alan Lowe lost the mayoral election mostly on his own accord, with such contributing factors as his sovereign citizen past, using the old and stale playbook of attacking the media, and generally lacking mayoral qualifications and suitability.

However, Councilman Ed Danko, as Lowe’s campaign adviser, with his ultra-partisan approach to governing was a drag on Lowe’s campaign from its onset.

Early on, Danko made it clear he had a plan to form a rightwing cabal of his own likeminded council members and take control of City Hall. Broadcasting an intended partisan power grab was likely a turn-off to many voters.

And during Lowe’s campaign, Danko fixated on ex-mayor Holland and her critically ill daughter, treading into traditionally forbidden political territory with malicious falsehoods about the daughter’s medical condition. He further peddled an incredulous tale of a secret law enforcement source slipping him

information of criminal activity by the ex-mayor. Danko even got caught on a video attempting to garner Lowe votes canvassing door to door expounding a variety of inflammatory falsehoods, not only about the ex-mayor and her child but also that our governor forced Holland to resign by threatening criminal charges, a totally bogus claim that the governor adamantly denied and was none too happy about.

Danko’ dirty politics firmly established Danko’s lack of credibility as a councilman.

It’s pretty clear now that Lowe and Danko have hitched their respective political carts to the wrong horse. That’s one postmortem theory of the Lowe campaign and may be an ominous sign of Danko’s future in politics.

Commission on Ethics dismisses cases against Danko, Barbosa The Florida Commission on Ethics does not deal with Sunshine Law cases.

The Florida Commission on Ethics has dismissed complaints filed against Palm Coast City Council members Victor Barbosa and Ed Danko for lack of legal sufficiency, citing jurisdiction, according to a news release from the commission.

The complainant, Fernando Melendez, had reported a pattern of cell phone usage that he thought suggested that the two city councilmen were texting each other during council meetings — a potential violation of Florida’s open government law, known as the Sunshine Law. “Even assuming, as alleged, that the Respondent texted another Councilmember during

meetings, the Sunshine Law ... is not within the jurisdiction of the Commission on Ethics,” the commission stated in its report dismissing the complaints. “Rather, it is administered by the courts, States Attorneys, and the Attorney General.”

If the commission dismisses a complaint for falling outside of its jurisdiction, the complainant can bring it before a different venue, but the commission itself would not transfer the case elsewhere, according to an ethics commission spokeswoman.

The report explains that the ethics commission deals with “corruption,” which, under the state’s definition, involves personal benefit to the accused or to people within their personal nexus. “Even assuming that the Respondent engaged in the alleged conduct, the complaint fails to indicate, in a factual, non-conclusory manner, any private capacity benefit,” the report states.

BRIEFS Local man, 36, dies in W-Section crash Four days after a man was killed in a crash in the W-section, another Palm Coast driver was killed in a crash on city streets.

A 36-year-old man, whose identity was not released by the Florida Highway Patrol, was killed in a crash at 12:16 p.m. Monday, Aug. 2, on Royal Palms Parkway.

He was the only person in his SUV at the time.

The crash occurred when a 16-year-old Palm Coast driver failed to yield when entering the intersection of Point Pleasant Drive and Royal Palms Parkway.

The teen had no injuries.

The SUV overturned and came to rest in the middle of Royal Palms, and the man died at the scene.

The man was driving south on Westhampton toward the intersection in a maroon Kia Sorento at about 3:13 p.m. while a silver Dodge Ram was approaching from the west on Pine Lakes Parkway, according to a news release from the Florida Highway Patrol.

The man driving the Kia did not stop at the stop sign at the intersection. A Flagler County Sheriff’s Office report indicated that he appeared to have had a medical emergency. The Kia struck the pickup truck, then crashed into a grove of trees.

The pickup truck came to rest on the shoulder of the road, its 67-year-old driver uninjured.

The 63-year-old driver of the Kia was taken to AdventHealth Palm Coast, where he died, according to the news release.

The Florida Highway Patrol has not released the names of the drivers.

Undercover operation leads to drug house closure Zachary Pierce and Danielle Mullener were arrested on drug charges thanks to an undercover operation by the Flagler County Sheriff’s Office.

On Tuesday, July 27, the FCSO and the Florida Department of Law Enforcement executed a narcotics search warrant at 25 North Shady Lane, Palm Coast, after an undercover operation conducted by the FCSO Special Investigations Unit.

17 animals on the brink of death recovered from sweltering truck Thirteen dogs and puppies and four cats were rescued from a sweltering U-haul truck on July 28 after a Good Samaritan saw the animals in distress and called the Sheriff’s Office, while convincing the animals’ owners to remove the animals from the truck and wait for law enforcement.

The caller saw the dogs and puppies panting in the back of the parked truck outside the Harbor Freight store after the owners, Jason Donellan-Sparks and Shawna Doud, opened the truck’s lift-gate.

The dogs were panting, severely dehydrated and covered in feces when deputies arrived.

Animal Control took the animals into custody and brought them to a veterinarian.

Sparks and Doud were arrested and charged with animal cruelty.

Dear Editor: Your story of the southern border crossings and the guest editorial by Flagler County Sheriff Rick Staley may present an image of drug smuggling and lawlessness to some, but the picture that lies beneath the surface to them is actually one of a terrible natural disaster and humanitarian crisis of epic proportions we all should be aware of.

The young mother walking one thousand miles with a baby in her arms and one by her side is not a drug smuggler. She didn’t take this extremely dangerous path for fun. She comes here to have a better life. Remember the old song, “Walk a Mile in My Shoes”? Who here in fat and lazy America could do that?

Central America is experiencing the same decades-long drought as the American West — only they do not have any water supply system such as ours for drinking and irrigating crops. Instead of arresting them, we should be welcoming them to help us go forward doing the jobs we don’t want to do that they will gladly take, and for pennies in pay, too.

Here’s the simple solution: Prosecute those who employ people who cross the border illegally. This must include large American companies (many of whom disguise illegal employment by using sub contractors), the well-off who hire immigrants off the books as nannies, gardeners, maids and cooks, and construction companies and their sub contractors.

This will dramatically stem the flow of illegal border crossings and will allow us to redirect precious immigration enforcement resources to deter, capture and prosecute the remaining people who cross the border illegally looking to conduct criminal activities.

Abandoned motel on Old Dixie to be renovated, reopened as ‘The Henry’ New owners are in the second phase of a threepart reconstruction.

The decrepit motel property at 2251 Old Dixie Highway, with its broken windows and walls scrawled with graffiti, is under new ownership and will be renovated into a new hotel called “The Henry,” after Henry Flagler.

The former owners paid a combined $69,926 in fines and taxes at closing after selling the property to First Choice Investments this past May, according to a county staff presentation at an Aug. 2 County Commission meeting.

The county government had been pressing the previous owners to clean up the site since 2016.

Since the building’s sale, the new owners have demolished and filled in the formerly green and stagnant pool — eliminating a danger that led the health

department to impose $45,000 in fines against the former owners — and gutted the hotel rooms on the building’s northern side.

“This hotel has been an eyesore to the community at large for a number of years, and the administration, building department and everyone involved is moving as fast as possible to … remove this stain from Flagler County,” Code Enforcement Officer Scott Simon said at the commission meeting.

The new owners are in the second phase — the demolition and cleanup phase — of a three-part reconstruction project, Simon said. The next step will be the renovation.

First Choice Investments, he added, met with the city’s tourism and economic development staff and “appear to have a very aggressive schedule.”

County Commissioner David Sullivan called the renovation an opportunity, noting that the county needs hotel space and that a hotel will generate tax money.

COUNTY BACKS AG MUSEUM’S EXPANSION PROPOSAL Flagler County commissioners are supporting the Florida Agricultural Museum’s plans for the creation of a new visitor center/museum building, research facility and pioneer village on the museum’s current site in northern Flagler County.

“Over the years, the county has strongly supported the Agricultural Museum,” Commissioner David Sullivan said at an Aug. 2 commission meeting. “...

We think there’s all kinds of potential.”

The County Commission at the meeting passed a resolution stating that commissioners “endorse the Florida Agricultural Museum expansion plan, and will provide assistance when available and needed for the duration of the project.”

That endorsement will make it easier for the museum to qualify for grant funding for the expansion.

The museum’s leadership will also return to the County Commission with a specific funding request during a future meeting.

Several weeks ago, the Palm Coast City Council was unable to accomplish a routine task of city governance: setting the maximum tentative property tax rate that will be listed on official notices sent to property owners.

The maximum tentative rate is not the final rate: It’s a cap, set before council members hold the series of budget meetings in which they’ll work out the details of which city expenses could potentially be trimmed. Councils tend to be conservative with the tentative rate, knowing that they can come down for the final rate, but, if they make the error of setting the tentative rate too low, can’t come back up.

When the council tried to set the rate at a meeting on July 20, it deadlocked: councilmen Nick Klufas and Eddie Branquinho wanted to set the tentative rate at the current rate — which would bring in more revenue this coming year because of rising property values — while councilmen Ed Danko and Victor Barbosa proposed setting it lower.

its next mayor would be sworn in to revisit the topic. That happened Aug. 3, the night before the state-established deadline for local governments to set their maximum tentative millage rate.

But although the council again had only four members at the dais — Barbosa, hospitalized with COVID-19, missed the meeting — the council this time converged around the current rate of $4.6989 per $1,000 of taxable value.

Alfin explained his reasoning for sticking with the current rate for now, saying that he’s still digging into the line items of the budget and would want to spend more time with it before committing to a rate that would require cutting costs.

“I’m praying that each of the City Council members will do their very best to reduce the tax burden on any of our residents and taxpayers,” he said.

“What that means is a commitment from each of us to look at each line item ... and make sure that we not only understand it, but that it makes sense for each of us.”

Branquinho, a former police detective, compared the 4.6989mill option for the tentative rate to police officers’ attitude toward their firearms. “We had a saying in the police department, which is: I’d rather have it and not need it than need it and not have it,” Branquinho said.

Danko reiterated that he’d like to find places to trim back the budget and cut taxes. But he opted to vote with his colleagues to set the tentative rate at the current 4.6989-mill rate.

“I’m encouraged by our new mayor, that he’s going to dive deep into this budget and look for items that he can possibly cut,” Danko said. “I’m on the same page with you on that. ... I would like to see us roll back the millage rate and give the taxpayers a break — I’ve made no secret of that — and I hope we can find the cuts we need to do something like that.”

He clarified that the rate under consideration was only a cap, not a final rate. When Branquinho motioned to set the cap at the current rate of $4.6989 per $1,000 of taxable value, Danko voted in favor.

A new “Parents’ Bill of Rights” approved by the Florida Legislature in its last session codifies parents’ and guardians’ rights to students’ school-related records, prompting Flagler Schools to adjust its guidance to staff regarding what private student information — including, potentially, a student’s status as gay or transgender — can be revealed, under what circumstances.

School district attorney Kristy Gavin briefed School Board members on the new law and other school-related legislation at a School Board workshop Aug. 3.

The law states that “important information relating to a minor child should not be withheld, either inadvertently or purposefully, from the parent” — language that, on its face, could be interpreted as requiring school staff to “out” gay or transgender students to their parents against the students’ wishes.

The bill had been opposed by LGBT organizations that feared it would lead school staff to out students to unaccepting families.

had said that the purpose of the bill was simply to compile laws already established elsewhere, Flagler Schools is tweaking its guidance to the staff members to whom students are most likely to come out — for instance, guidance counselors.

If a student reveals their LGBT status to a school counselor, Gavin told School Board members, the counselor would not necessarily be required to pass that information along to parents. If the guidance counselor creates no documents associated with that information, Gavin said, “there’s nothing to report to a parent.”

But a district staff member would also not be faulted for revealing that information to a student’s parents if the staff member considers it relevant to the student’s welfare, Gavin said.

And there is a circumstance in which staff members would be required to reveal a student’s LGBT status: if a parent requests the student’s cumulative file, and the student’s LGBT identity is somehow mentioned in the student’s file.

That could happen, for instance, if a transgender student asks to go by a new name or pronoun in class and requests a guidance counselor’s assistance with planning the change: The guidance counselor’s written communications with other staff members about the student’s request would become part of the student’s releasable file.

n a world that could use some positivity right now, the Lady Jaguars have you covered.

Parents and friends were invited to line the blue mats on July 30, at Spartan Academy in City Marketplace, to watch three new cheer squads — The Cubs (ages 5-8), Junior Lady Jaguars (8-12) and Lady Jaguars (8-12) — perform at the conclusion of their summer camps. Thirty-four cheerleaders had practiced for three hours per day for the week, led by all-volunteer coaches, including Sabrina Berkovich, vice president; and Elizabeth Mazza, president.

Lady Jaguars Cheer and Dance became a nonprofit organization on Jan. 1, 2021, and will begin its first full season this fall. Mazza said she and some of the other parents of cheerleaders from the Pop Warner organization realized that their daughters enjoyed the cheer competitions much more than cheering at the eight football games during the season. So they branched off and started the Lady Jaguars, who will travel to five or six competitions around the state, from December to May. The girls will also perform at opening and closing ceremonies for Mad Dogs Flag Football of Palm Coast.

The results are already making the coaches happy.

“It promotes a positive attitude and lasting friendships,” Mazza said. “A lot of the girls here — some of them aren’t very social, not very vocal. The parents say, ‘We want them to be involved in something.’ A few that started with us were very shy, quiet — they’re not shy anymore. They’re loud, jumping. It gives them confidence that they can do it, and they have fun. ... They work as a team.”

Recently, Flagler Animal Services (Animal Control), which works within Flagler Humane Society, was called out to rescue an injured raccoon. The curious raccoon had been injured while trying to free himself from a crab trap — yes, a crab trap.

The young male raccoon’s left eye was punctured to the point where the eye was not salvageable. He needed surgery. Surgery on wild animals, especially a raccoon, isn’t commonly performed. Although any warmblooded animal can host the rabies virus, it is a bit more common in raccoons, so most hospitals won’t see raccoons. Sick or injured raccoons are most often euthanized.

This little guy was so young though, and otherwise healthy.

We began to call around to see if a hospital or rehab facility that specialized in wildlife would care for him.

Dr. Thomas Freiberg to the rescue.

I messaged Tina Freiberg, Dr. Freiberg’s wife. Between Dr. Freiberg and his wife, they have the love and compassion of a thousand people. They will do anything to help an animal in need. I sent them a photo of the injured baby. They simply said, “Can you have him here by noon?”

So, yes, FHS employee Jaden Donald rushed the injured raccoon down to Freiberg’s Healing Paws in Ormond Beach.

The staff carefully examined and cleaned up the little wild baby. Freiberg performed surgery to remove the painful and useless eye. The raccoon’s recovery began immediately. Jaden picked the raccoon up that afternoon and volunteered to care for the baby until a facility was found that would be willing to accept the raccoon, whom we named “Tommy,” after Dr. Thomas Freiberg.

Tommy now drinks out of a bottle and eats bananas, but his favorite food is grapes. He snuggles under his blankets and plays with cat toys. Jaden is handling him as little as possible so that he can remain wild.

The plan is for Tommy to go to The Ark Wildlife Care and Sanctuary. He may never be able to live as a completely wild animal, as he would be susceptible to predators and other dangers like traffic since he only has sight on one side.

About the only common thread among the more than 80 pieces in the annual Gargiulo Art Foundation 8-inch-by-8-inch show is the size of the work.

About 24 artists are represented in the show at the Grand Gallery at Grand Living Realty, 2288 Colbert Lane. The show opened Aug. 1 and runs through Sept. 12. It can be viewed free of charge 9 a.m. to 5 p.m. Monday to Saturday.

“We have a lot of really good artists and a lot of people interested in art,” said Tom Gargiulo, the GAF’s co-founder. “All of the art is priced at $50. We have a lot of established artists, and they’re only getting $25 (on sold pieces), but they’re getting exposure from people who would normally not see their artwork.”

For some artists, being confined to an 8-by-8 space is a challenge.

For others it’s a pleasant change of pace.

“It’s fun,” said Grand Gallery curator Jan Jackson. “I love to work large, but for me it’s like being a little kid again, playing with scraps and fabric.”

Gargiulo had bought a large work from photographer Stephanie Salkin entitled “Eye Full.” He asked her to make it into an 8x8.

She replied that it couldn’t be done. But she did it. It’s in the show.

Judi Wormeck is a mixed media artist who has two series in the show, a rabbit series and another abstract in nature. She makes her own paper. Her paper is her art, with touches of metallic paint and copper.

In this show, Wormeck’s paper art is glued on watercolor paper because Gargiulo asked her for two-dimensional pieces. Some of the abstract pieces are layered hand-made paper with 36-gauge copper foil colored with a propane torch, she said. She also uses gold leaf and a mixture of materials to form images.

Pastel artist Robert Teller produced eight pieces in a month after finding out about the show.

Christine Broussard is showcasing her paintings of Egyptian symbols, inspired by her 2009 cruise down the Nile River.

“These are very colorful, very powerful,” said Broussard, who is originally from Morocco. “I even wrote my name in Egyptian in one 8x8.”

Trish Vevera used layers of paint and bees wax, and spray paint manipulated with a credit card, to produce her abstract reality pieces based on sculptures found throughout Palm Coast.

In addition to the 8x8 show, three larger paintings can be found in a back corner of the gallery. Those paintings of horses were purchased by Laura O’Brien, who is selling them to raise money for the Whispering Meadows Ranch, an equine therapy ranch serving children with special needs and veterans.

The nonprofit is contemplating a move, orchestrated by the county, from John Anderson Highway to a state-owned parcel of land at the Flagler County Fairgrounds.

The artist of the three equine paintings is Kathy Nettles of North Devon, England, who with her husband takes in ill horses and donkeys.

he day that American Bobby Finke won the men’s 1,500-meter freestyle at the Tokyo Olympics, Special Olympics hopeful Kennet Lefkovic swam the same event at the Palm Coast Aquatics Center.

Kennet, 27, swam 60 grueling laps in the 25-meter pool Saturday, July 31, at the Flagler County Special Olympics competition.

He also swam the 400-meter individual medley.

“Those are the longest, most difficult events,” said Reid Lewis, the local Special Olympic swim team’s co-head coach with his wife, Lil Young.

Annalyse Harrell collected some blue ribbons at the meet.

The swimmers weren’t competing against each other. They were trying to reach a qualifying time based on their gender and age. Their times set their qualifying scores for the Area Games on Aug. 28 in Jacksonville. After the State Games in Sebastian on Oct. 2-3, they could be selected to be among the 10,000-12,000 swimmers who will compete in the USA Special Olympic Games in Orlando in June 2022. The Summer World Games will be in Berlin in 2023.

Qualifying for this year’s state and USA Games began in 2018.

Once athletes reach a qualifying time they still have go through a drawing.

Kennet has already been selected to run the sprint triathlon at the USA Games. He is also trying to qualify in the 1,000-meter open water swim as well as the two events he swam on July 31.

Kennet, who has autism, swam for the Daytona Beach Speed swim program as well as for Matanzas High School.

“What he’s achieved through swimming is unbelievable,” said Kennet’s mom, Edita.

The county event had no shortage of coaches and volunteers supporting the athletes, including Jane Walter, who is in her first year coaching swimmers after volunteering in other Special Olympic sports. Coach Casey Zmijeski started just last week and was timing individual swims at the county event.

“I swim a ton, and I just wanted to do what I can to help,” he said.

Head coaches Lewis and Young moved to Palm Coast from Miami in 1997 and immediately sought out the local Special Olympics team. Lewis, who was a four-time national champion swimmer at

Indian River Community College in the 1970s, began coaching Special Olympics swimmers in 1983.

“I was coaching college swimming at Miami Dade South Campus. I had the college team 2-4 every day, and my club team came in at 4:30. So for 30 minutes I was sitting around the pool,” he said.

“One day a mom came in with her daughter, Andrea, who was 10 or 11 and had Down syndrome. She was trying to teach her how to swim.”

Lewis offered to work with Andrea every day for 30 minutes.

After a couple of weeks, she was swimming freestyle.

“The mother told me about a Special Olympics swim meet, and I volunteered, and Andrea won two events,” he said.

The meet took eight hours, Lewis said, because nobody there had ever run a meet before. So Lewis streamlined the meets, and before long he was hooked.

Swimmer Allie Olsen, 34, once told Lewis and Young, “We really like you guys because you treat us like we’re normal.”

“And they are normal,” Lewis said.

MOTHERDAUGHTER DUO Sarah Laloo, 29, got started in Special Olympics as a powerlifter six years ago. Then she competed in standup paddle boarding and swimming.

As dedicated as she is to her sports, her mom, Geeta, is just as dedicated. After the July 31 meet at the Palm Coast Aquatics Center, Geeta and Sarah rushed off to a powerlifting training session in Jacksonville.

Geeta is a substitute teacher with Flagler Schools. She was a fulltime teacher at Orange City University High School, Deltona High and Buddy Taylor Middle School. Now, coaching Special Olympics takes up a large part of her time.

It’s the time that mother and daughter get to spend together.

Matanzas High School Principal Jeff Reaves did not have to look far when identifying the ideal candidate to replace Zach Rigney as the school’s new athletics director.

Matanzas has named former Flagler Palm Coast High School baseball coach Jordan Butler as its new AD. Butler has worked for Flagler Schools since 2010, most recently as the director of the Flagler County Youth Center at 5510 E. Moody Blvd. and the George Washington Carver Center in Bunnell.

“Whenever you can bring somebody in from your community it’s always a positive in my mind,” Reaves said.

Reaves said there were over a dozen candidates for the position, and Butler was by far the strongest.

“He brings in a wealth of knowledge. I’m very excited to have him aboard the ship,” Reaves said.

Butler said he was looking for a new leadership position when Rigney stepped down recently.

“Everything just converged,” Butler said. “It seemed like the right move. I’ve always been around sports and I love when you can use athletics and change people’s lives. That’s what Coach Rigney did. He focused on the student-athlete, with the student and person first. I want to keep moving that forward.”

Butler played baseball at Embry-Riddle Aeronautical University and in the independent Frontier League. He was FPC’s baseball coach from 2012 to 2019 before becoming the youth centers’ director.

“My goal has always been to keep growing. Whatever opportunities that meant, I accepted those,” he said. “Matanzas is a wonderful school. It has a firstclass culture that Zach Rigney created and I’m blessed to be a part of.”

Rigney had been the Pirates’ AD since 2017. He resigned to be a stay-at-home dad, Reaves said.

“Zach’s been an outstanding athletic director as far as helping us build our athletic department,” Reaves said. “I couldn’t be more happy for him and his family. I’m very proud of him for that decision to be a stay-at-home dad at least for the next few years and to put family first in that way.”

AdventHealth partners with Flagler Schools

Agreement represents a $750,000 commitment from health care system.

ADVENTHEALTH CORPORATE COMMUNICATIONS

AdventHealth and Flagler Schools have agreed to a fiveyear partnership that represents a $750,000 commitment from the health system to provide a mental health fund for students, employ an athletic trainer for each of Flagler County’s two high schools and establish more classroom to career pathways for graduates.

“This agreement is the result of establishing a great partnership with AdventHealth,” said Flagler Schools Superintendent Cathy Mittelstadt. “This will enable our students to have access to muchneeded services targeting their physical and mental health.”

Ron Jimenez, CEO of AdventHealth Palm Coast, said the agreement represents new access to much needed services for families in Flagler County. The organization will provide $10,000 a year for five years to pay for new ways to help identify students in need of early intervention as well as mental health services for students and their families.

AdventHealth will also provide athletic trainers for Flagler Palm Coast and Matanzas high school, an estimated $500,000 commitment. The health system will help establish enhanced services for

ED FOUNDATION GETS $50,000 The Flagler County Education Foundation received on July 20 an unexpected gift from the AdventHealth Volunteer Auxiliary, which recently was reorganized and now falls under hospital administration. Over the years, the Volunteer Auxiliary had built up their bank account and has worked with the Education Foundation to provide scholarships to local students interested in going into the medical field. The Flagler County Education Foundation received $50,000.

Flagler Executive Airport Director Roy Sieger has been installed as the chairman of the Florida Airports Council for the coming year, increasing his leadership role with the organization he has been a member of for 15 years.

“This is a great honor to lead this prestigious group of aviation industry leaders,” Sieger said. “My involvement in these additional roles has enabled me to stay abreast of the aviation industry, and assist in shaping aviation legislation that has brought favorable recognition to Flagler County and the Flagler Executive Airport.”

HUMAN SERVICES PROGRAM MANAGER TO RETIRE AUG. 13

Human Services Program Manager Janet Nickels will retire Aug. 13, after 18 years.

“Janet should be recognized for her compassion with the multitude of people that she assisted in their time of need,” said Health and Human Services Director Joyce Bishop. “There isn’t anything she wouldn’t do, or didn’t do, for the residents of Flagler County.”

Nickels partnered with Pastor Charles Silano to create Access Flagler First, which operated for nearly 10 years and regularly served

“Food distribution, free haircuts, free cell phones, and face-to-face time with area agencies were available to all,” Bishop said.

Nickels coordinated the Flagler Resource Council and held monthly gatherings for providers. She also established the Flagler County Resource Directory as an offshoot of that networking.

“Janet Nickels has been such a positive force here in Flagler County,” said Administrator Heidi Petito. “She will be greatly missed.”
