Grand Landings CDD proposed The developers of Grand Landings have applied to create a community development district for the development’s fourth phase.

The CDD would have authority to tax its residents to build roads or create amenities, all of which would need to be open to the public, according to state law. The developer has not yet decided what it would do with the new low-cost financing power, but wants the option, city staff told the City Council on Aug. 9.

If approved, the CDD would become the third in the city, part of a growing trend as developers look for ways to provide infrastructure and other amenities, according to Deputy Chief Development Officer Ray Tyner.

Grand Landings was annexed into Palm Coast in 2007. The CDD would not apply to the existing homes there, but only to the next phase of up to 399 homes.

The city would not be a party to the financing and would not incur any debt; the city would also not accept maintenance responsibility on new roads built in Grand Landings.

The first official reading of the proposal will be at the Aug. 16 City Council meeting.

Danko seeks spending cuts, not tax hikes After a series of budget forecasts

by Palm Coast city staff directors, almost all saying that more money was required to maintain or improve the level of service for residents, City Council member Ed Danko made his stance known in the closing comments of the Aug. 9 workshop: He will not support any tax increases.

“A lot of our residents are being financially hurt right now,” Danko said, “rising gas prices, food prices and everything. Our city government is feeling that same pain.

“However,” he continued, “as we move through this budget process, in my judgment, it’s a special kind of stupid to vote for a tax increase during a recession and inflation. And I want our city staff and our council to think about our must-haves: police, fire, first responders, roads, water — the things we absolutely need. And I want us to put aside the stuff that we really don’t need. I’ll be calling for a full millage rate rollback.”

He concluded: “I ask our staff to

Aug. 30 is the date of the full budget presentation to City Council, in advance of final decisions on the city’s tax rate.

The items are from a variety of funds, some of which include grants and federal dollars, meaning they do not put any tax burden on the residents.

Others come from the city’s ad valorem budget, meaning they do come from property taxes.

As a result of the new agreement, which was presented to the City Council for review on Aug. 9, the city would also acquire the current property which FGUA utilizes for the treatment facility. The city would fund $8,268,000 in improvements in the city limits, and the FGUA would

be responsible for $5,576,000 in improvements in its own service area. The city’s costs have been incorporated into the city’s fiveyear Utility Capital Plan, according to Utility Director Steve Flanagan.

Flanagan also reported that the net result of this transaction would “reduce wastewater effluent discharges into the outstanding waters of the Bulow Creek.” City Council member Nick Klufas praised the deal especially for the environmental benefits.

Moreover, the city would acquire a 20-acre property for future Wastewater Treatment Plant 3 and would enable future wastewater service in the southeastern portion of the city.

City Council member John Fanelli appreciated the fact that this was a forward-thinking project, enabling the city to stay ahead of population growth.

Deal to limit discharges to Bulow Creek After two decades of territorial battles between Flagler County and Palm Coast over who would provide water and sewer services to Old Kings Road South, the city of Palm Coast appears poised to enter into an agreement with the Florida Governmental Utility Authority, with environmental benefits to Bulow Creek.

“It puts our future and our destiny in our own hands,” City Council member Nick Klufas said.

Since the battles of the early 2000s, Flagler County has sold its utility to FGUA, and Palm Coast city staff propose agreeing to provide bulk water and sewer services to FGUA customers south of State Road 100, mostly along South Old Kings Road.

The new agreement also would grant the city service rights for territories annexed after what has become known as the 2007 Settlement Agreement.

Committee takes steps toward finalizing a new ILA

The negotiations began after the county issued a 120-day termination notice of the current ILA on May 2. The Flagler Home Builders Association and county commissioners objected to the school district’s proportionate share agreements, in which 100% of projected impact fees are

collected early in the developments’ planning stages.

Without a new ILA in place, Borkert said at the Aug. 4 meeting, the district would not be able to enter into any new proportionate share agreements, which could halt major development projects in the county.

She said three or four current projects in Palm Coast would be immediately affected.

“The whole working group is taking directions from you (the oversight committee), so we can make progress on the last piece of the puzzle (to draw up a new ILA),” Borkert said.

The committee seemed no closer to an agreement until Tucker suggested splitting the difference between the city of Palm Coast’s proposal and the school district’s proposal.

At the July 20 working group meeting, Palm Coast had proposed a concurrency plan that would spread developers’ proportionate share payments over four years, with 30% due at 60 days from an agreement with the district, another 30% due at 24 months, and a final 30% due at 48 months, with the remaining 10% picked up when impact fees are due.

Tucker’s proposal would close the gaps for the middle 60% to 21 months and 42 months.

The district had proposed a three-year plan with 40% to be paid within one year of a proportionate share agreement, 30% in the second year and the remaining 30% in the third year.

Earlier in the Aug. 4 meeting, Patty Bott, the district’s coordinator of planning and intergovernmental relations, said the district needs what are essentially impact fee down payments within three years of final plat approval to plan for school construction and have the funds to bond for capital projects.

SEPARATE PRESENTATIONS

Palm Coast Chief Development Officer Jason DeLorenzo and Bott each made a presentation to support their concurrency proposals.

DeLorenzo said all projects have different lag times. A number of factors, including the state of the economy, can affect when houses get built and the development begins to impact the district, he said.

DeLorenzo said there is no impact on schools in the first 12 months, as infrastructure is completed before home construction even begins.

DeLorenzo used five Palm Coast developments, each planned under different economic circumstances, as examples.

plat was approved during the housing bubble in 2005 with 340 units. After 36 months, there were only three certificates of occupancy, so there was 0% impact on schools after 24 months.

Grand Landings Phase 1 had 89 platted units during the recession in 2007. With only eight certificates of occupancy at 48 months, the project had little impact on schools.

Park Place had 123 units approved in 2015 during a period of slow growth. At 48 months, it already had 92% of its certificates of occupancy.

However, because it is a 55+ community, it had no impact on student growth.

Sawmill Creek had 259 units approved in 2019 during a period of moderate growth.

It had a 62% impact at 36 months, with 161 certificates of occupancy.

Grand Landings Phase 4 proceeded during a period of high growth, with final plats approved for 186 units in May, 2020. With 32 certificates of occupancy at 24 months, there was 17% impact.

proposal and a deadline extension are on the table. But a new interlocal agreement with Flagler Schools is still in the hands of Flagler County’s commissioners.

School Board Chair Trevor Tucker proposed a compromise in the final minutes of the final ILA oversight committee meeting before the county’s imposed deadline. With the proposal, the school district, county and three municipalities — Palm Coast, Bunnell and Flagler Beach — took steps toward finalizing a new ILA. The sticky point that has kept the county and district apart has been concurrency — the timing of developers’ projected school impact fee payments to ensure space for new students.

With a proposed plan on the table, county representatives tentatively agreed to extend the Sept. 1 deadline to pass the new ILA. Commissioner David Sullivan, who represents the county on the committee along with Commissioner Andy Dance, had been resolute in not wanting to extend the deadline. But at the Aug. 4 meeting, Sullivan and Dance agreed to support an extension to Nov. 9.

“As soon as you start to extend things, you get in the mode of continuing to extend things,” Sullivan said.

But Palm Coast City Attorney Neysa Borkert said in order for the ILA working group to draft the agreement, present it to the oversight committee for approval and then have all five governmental entities bring it back to their elected bodies for approval, an extension was necessary.

“I will only go along with this because we need to move it along,” said Sullivan. But he also brought up the possibility that the other three county commissioners could vote against an extension.

Palm Coast Mayor David Alfin, the oversight committee’s chairman, told Sullivan, “We’re counting on you to be an excellent ambassador on what was said today.”

If the commission approves an extension at its Aug. 15 meeting, the oversight committee would likely sign off on a new ILA agreement at a 9 a.m. meeting on Sept. 8.

At that point, the major question would be whether the County Commission accepts the proposal, which is still a leap from the county’s capacity reservation proposal.

Conklin said news of the change has been appreciated by the public. Board member Janet McDonald agreed.

“Everybody at the Back to School Jam were very happy about it as well,” McDonald said.

At the end of an Aug. 4 ILA oversight committee meeting, committee chair David Alfin asked if anyone on the committee had any comments.

School Board member Colleen Conklin not only had quite a bit to say about “inappropriate emails,” she also had handouts.

“When emails are shared by legal representation of developers with everyone on this committee, with the exception of the School Board, it is inappropriate,” she said. “And it is not just the first time it has happened. It has happened multiple times, and it is not appropriate.”

Conklin was referring to an email sent by attorney Michael Chiumento III that refuted the school district’s claims of student growth, and accused the district of manipulating its five-year capital plan and ignoring a report that projected just a small increase in enrollment. Chiumento represents developers and home builders.

“Over the past 20 months, we all have worked on this issue trying to get the School Board and its staff to understand the perspective of the public,” Chiumento wrote in the email that was sent to several county and city elected officials and staff members. “To this date, I assert that the District has taken no interest in learning, understanding or finding a happy medium. In fact, I believe the District has done nothing but entrench itself in its opinion despite not being founded on data but rather ‘belief.’”

Conklin handed out to committee members a sizable stack of papers, prepared by district staff, refuting Chiumento’s points. Conklin said some of the statements “being shared and stated again and again are simply wrong. And in addition to that, then saying it’s time to go after the half penny.”

Conklin said she appreciated that the email had been shared with School Board members.

the timing for payments and guarantee credit vouchers for impact fees. Bott said the district has signed four agreements in the past three weeks, with two more moving forward. She said 18 concurrency applications are waiting to go through proportionate share mitigation. Without an ILA, those 18 applications would be discarded.

Bott said that with 100% of proportionate shares collected through the current agreement process, the district would still need $8.7 million in additional debt servicing to fund a new middle school and a new high school — projects that will cost a total of $165 million and are currently in the district’s five-year capital plan.

With the district’s threeyear proposal, the debt servicing would jump to $16.4 million. Under Palm Coast’s 48-month proposal, the needed debt service would jump to $39.5 million, Bott said.

DeLorenzo said those numbers are based on assumptions.

The major construction for the $70 million middle school would begin in Year 3 of the capital plan (2025-26) and the major construction for the $90 million high school would begin in Year 4.

“If that arc changes due to student generation, that gap would change significantly,” DeLorenzo said. “If the draw isn’t needed for the high school until a year later, that gap would come down.”

At the first ILA oversight committee meeting on June 9, the county proposed a capacity reservation system in which 20% of impact fees for all developments would be paid up front, with the remaining 80% due as impact fees.

Dance, who used to be a School Board member, appealed for better relations in the future between the district and the county.

“I think it should be noted that the current proportionate fair share agreements that developers have signed have all been signed with a much shorter timeline, but more money was due up front sooner,” he said. “And so, just another concession from the School Board side is it’s pushing that a little bit farther out again. And it always seems like the school board’s making the concessions in this process. I mean, just the acknowledgement to get to this point and move forward, future collaboration is what we have to focus on to stop some of the strife and battles and moving forward on a unified front to make our school adequately funded.”

June 21: The School Board agrees to present a counter proposal in which proportionate share would be paid within three years at percentages of 40, 30, 30 for each of the years.

July 20: At a working group meeting, the city of Palm Coast proposes a 48-month timeline with 30% due up front, 30% due at 24 months and 30% due at 48 months, with the remaining 10% paid when impact fees are due.

Aug. 4: The committee directs the working group to draw up School Board Chair Trevor Tucker's compromise proposal for the collection timeline at 30% up front, 30% within 21 months, 30% at 42 months and the remaining 10% when impact fees are due. LGBT issues spur Gen Z political activism

DeSantis suspends prosecutor for pledge on abortion

Local teens said state and county-level debates about LGBT rights inspired them to get involved.

Government actions on LGBT matters — such as Florida’s passage of the Parental Rights in Education bill (H.B. 1557), known to opponents as the “Don’t Say Gay” bill — are pushing some young people into political activism ahead of this year’s elections.

Standing on a street corner between Flagler Palm Coast High School and Wawa with a group of young locals waving signs supporting local School Board candidates Sally Hunt and Courtney VandeBunte, 17-year-old FPC student Cameron Driggers linked the local youth activity to a broader trend.

“I think this rally and the active work that we’ve been doing on [candidates’] behalf is really a testament to how Gen Z is standing up and making their voice heard, and showing that we’re not going to take oppression lying down, we’re going to stand up for our rights,” he said.

Statistically, Generation Z — people born between 1997 and 2012, also referred to as “Zoomers” — leans to the left of older generations on social issues like same-sex marriage, transgender rights and abortion.

Zoomers also more likely to be LGBT: In Gallup polling this past February, 20.8% of adult Gen Z respondents — about one in five — identified as LGBT, compared to 10.5% of Millennials, 4.2% of Generation X respondents and 2.6% of Baby Boomers.

They also seem to vote. 2018 midterms and 2020 elections both saw high youth voter turnout.

Local LGBT activist and FPC student Jack Petocz helped organize the local group “Recall FCSB” — for “Recall Flagler County School Board” — last November after School

Board incumbent Jill Woolbright pushed to have the district remove a black LGBT memoir, “All Boys Aren’t Blue,” from school media centers.

Some students interpreted that act as a response to the book’s LGBT themes; Woolbright has said that her opposition to the text’s presence in schools stemmed from its explicit sexual content.

Petocz had also organized a student walkout at FPC and around the state in response to H.B. 1557. “It’s written to be intentionally vague — it’s ‘K through 3,’ and then ‘in a matter which is not age-appropriate],’ so it continues into later grades,” he said.

He referred to news stories about other counties discussing discouraging teachers from displaying a photo of a same-sex spouse on their desk, saying that the law could have a chilling effect on discussions of LGBT people. “It’s quite evident that this bill is going to have wideranging effects,” he said.

Petocz has also been keeping an eye on recent state-level debates about transgender health care: The Florida Department of Health has proposed guidelines that discourage social gender transitions (changes in pronoun use, haircuts and clothing) for transgender minors and would limit transgender minors’ access to hormone blockers and cross-sex hormones.

“I think it’s just again another blatant attack to hurt the community,” Petocz said. “...Some of these are just simple steps, like socially transitioning ... allowing people to use a name that they identify with, allowing people to dress the way they want. It’s not always hormones and puberty blockers and things like that.”

Emelia Kern, a recent Matanzas graduate, said she became involved in local politics when students rallied at the Government Services Building in support of “All Boys Aren’t Blue” before a School Board meeting in November.

“I think it’s so important to stay to stay involved if you can, and if you’re capable,” she said, “because even if it doesn’t directly affect you, it does affect so many people and so many people’s lives, and it’s so important to look out for your peers.”

FPC student Samantha Stone, 17, said she started getting involved in politics after Petocz organized the walkout.

“This year, a lot of my friends are starting to speak out,” she said. “The walkout started a lot of things where a lot of people jumped on. ... We’ve had a lot going on the last couple years, and that really was an awakening for a lot of people, and especially a lot of kids at the high school. We’re all becoming active now.”

Saying that a twice-elected Hillsborough County prosecutor has put himself “above the law,” Gov. Ron DeSantis on Thursday suspended State Attorney Andrew Warren for pledging to not enforce Florida’s 15week restriction on abortion.

DeSantis also targeted Warren for joining a separate letter “condemning the criminalization of transgender people and gender-affirming healthcare” that was published by the organization Fair and Just Prosecution a year ago.

DeSantis appointed Hillsborough County judge Susan Lopez to take Warren’s place during his suspension.

Flanked by law enforcement officials, DeSantis held a press conference Aug. 4 to announce Warren’s suspension, effective immediately.

The governor said he will pursue Warren’s eventual removal from office, an issue that would have to go before the Republican-controlled state Senate.

“The conduct that he has done has fell below the standard that’s required in the Florida Constitution. When you’re saying you’re not going to enforce certain laws you don’t like, that’s a neglect of duty,” DeSantis said.

Warren, a Democrat, accused the governor of overstepping his authority.

“Today’s political stunt is an illegal overreach that continues a dangerous pattern by Ron DeSantis of using his office to further his own political ambition,” Warren said in a prepared statement.

Warren, who was first elected as state attorney for Florida’s 13th Judicial Circuit in 2016, recently signed a joint letter promising to avoid prosecuting people for providing or seeking abortions. That letter was also published by Fair and Just Prosecution, which bills itself as bringing together elected local prosecutors to promote “a justice system grounded in fairness, equity, compassion, and fiscal responsibility.”

Florida moves toward transgender health care restrictions An executive order Florida Gov. Ron DeSantis’ signed to dismiss Hillsborough County prosecutor Andrew Warren states that Warren “demonstrated his incompetence and willful defiance of his duties … when he signed a ‘Joint Statement’ with other elected prosecutor in support of gender-transition treatments for children and bathroom usage based on gender identity.”

The dismissal comes as the state considers restrictions on transgender health care treatments.

The joint statement Warren had joined, published by the organization Fair and Just Prosecution in June 2021, says signees “pledge to use our discretion and not promote the criminalization of gender-affirming healthcare or transgender people.”

The statement adds, “We do not support the use of scarce criminal justice and law enforcement resources on criminalization of doctors who offer medically necessary, safe, gender-affirming care to trans youth, parents who safeguard their child’s health and wellbeing by seeking out such treatments, or any individuals who use facilities aligned with their gender identity.”

Florida does not currently have laws barring gender-affirming health care or banning transgender people from using bathrooms that align with their gender identity.

But the Florida Board of Medicine, whose members are appointed by the governor, voted in a Friday, Aug. 5, meeting in Dania Beach to move forward with a rule-making process that may restrict transgender health care for minors and add waiting periods for adults.

The board is considering rules based on a Florida Department of Health proposal that would discourage social gender transition (changes in haircuts, names, clothing) for minors and bar doctors from prescribing puberty-blockers or hormones to minors, or performing surgery, on minors for the purpose of gender transition.

The American Academy of Pediatrics and other medical associations have opposed the proposed restrictions.

Halifax Humane Society over capacity Unlike many industries, the Humane Society’s goal is to get out of business: That would mean all animals would be adopted.

With an average of about 375 animals daily, the Halifax Humane Society has reached the maximum number of animals it can house.

That already is an “uncomfortable capacity,” said Barry KuKes, community outreach and marketing director. Yet there were times in recent weeks when capacity topped 600 at the shelter, located at 2364 LPGA Blvd. Owner surrenders and kitten season, which started May 1, were the main reasons for the influx of animals.

“It’s a hard thing for us, because if we keep telling people, ‘No, we won’t take your animal,’ sometimes they just walk out the door and just hang [the leash] on the fence, and they just walk away. They leave it there — they just walk away.”

Sometimes, owner surrenders are justified: The pet owner’s new landlord has banned pets and given them little notice to find a new home — difficult in the current market — or the pet owner is facing a health or financial crises. But because the shelter is at capacity, the animals are often placed in pop-up kennels

or housed in offices alongside staff.

Ideally, the shelter would keep pet numbers to 200 or under, but KuKes said that is likely not realistic these days.

“We were at 200 or less during COVID,” KuKes said. “People were home, keeping their pets, not surrendering, coming out adopting because they wanted a buddy as they were stuck at home. We actually got down to, one point, 17 animals. ... It was like a ghost town. It was wonderful.”

Unlike many industries, the Humane Society’s goal is to get out of business, he added. That would mean all animals would be adopted.

One of the challenges the shelter faces now is that people cannot afford to keep their pets, and the pets that come to the shelter often have special needs — for instance, they don’t get along with other animals

or aren’t good with children. That shrinks the pool of potential adopters.

Staffing is also a challenge, KuKes said.

How can the community help?

Cash donations are always accepted, and are preferred over things like bedding and blankets.

Volunteers are also appreciated, KuKes said. Though the shelter has over 1,000 volunteers registered, only about 150 are active. And of those, about 50 volunteer regularly.

And if members of the community are thinking of adopting a new pet, KuKes said, they should come in person to see which animals are available at the shelter. A potential adopter may come in interested in one dog, and find they connect with another one.

“Some dogs will usually find you, versus you find them,” KuKes said.

Palm Coast designates Aug. 7 as Purple Heart Day ‘For all the years growing up, that was one honor that he received that he never, ever spoke about,’ Mayor David Alfin said about his father’s Purple Heart medal.

Mayor David Alfin revealed a personal connection to the Purple Heart medal, before reading the proclamation that told the history of the award, at the Aug. 2 City Council meeting.

“My dad received a Purple Heart many years ago for his service in Korea,” Alfin said.

When Alfin was growing up, a framed display of medals hung in the den in the family’s home.

“One of those was his Purple Heart, and I can tell you, for all the years growing up, that was one honor that he received that he never, ever spoke about. I share that because I think that’s probably the case with so many of our veterans that have suffered in some way and been awarded a Purple Heart.”

Alfin then read the proclamation, which explained that the Purple Heart was established by George Washington in 1782, during the Rev-

olutionary War. The medal was not awarded for 150 years until it was reinstated in 1932. Given to members of the U.S. Armed Forces who were wounded or killed in combat, about 1.8 million have been awarded in the country’s history.

Aug. 7, 2022, will be Purple Heart Day in Palm Coast, and the City Council encourages “all citizens to show their appreciation our Purple Heart recipients have made in defending our freedoms, to acknowledge their courage and to show them the honor and support they have earned.”

Charles Hanger, who was awarded a Purple Heart for his service in Vietnam from 1969 to 1971, was at the meeting to accept the proclamation. Hanger and his wife, Jennifer, have lived in Palm Coast since 1980; he is a service officer of the Disabled American Veterans, Chapter 86. He also serves on the Flagler County Veterans Advisory Council.

He told Alfin at the meeting that he has seen a great increase in veterans services and charities.

As of 2020, there were 12,000 veterans in Flagler County, according to the U.S. Department of Veterans Affairs.

He encouraged residents to reach out to veterans and ask them if they are aware of the services offered by the county. Visit flaglercounty.gov/ departments/veterans-services.

Three arrested in Bunnell drug raid Three people were arrested after deputies raided their home in Bunnell the morning of Aug. 2, finding drugs and drug paraphernalia.

The Flagler County Sheriff’s Office got a search warrant for the home on Avocado Boulevard based on an undercover operation by the FCSO’s Special Investigative Unit, according to a news release from the FCSO. The three suspects — a 41-yearold man, a 35-year-old woman and a 64-year-old man — were arrested and taken to the county jail. Two other adults in the home were not arrested.

“Kudos to our SIU team for taking down this drug house,” Flagler County Sheriff Staly said, according to the news release. “Here’s another fine example of why Flagler County is a bad place for those who peddle poison. I hope this serves as a warning for anyone who tries to sell drugs here. We’ll make sure to find a place for you at the Green Roof Inn.” Detectives found fentanyl, methamphetamine, hydrocodone and paraphernalia (a scale and baggies) in the home.

Dune project to stage at Jungle Hut Park A dune reconstruction project will take place south of Flagler County’s Jungle Hut Park Aug. 15-30, and equipment may be staged at the park’s parking lot as early as Aug. 10.

“The wooden walkover will still be accessible to users, and if they head north on the beach, it shouldn’t be problematic,” Flagler County Parks and Recreation Supervisor Craig Lenniger said in a county government news release.

The Hammock Dunes Shoreline Management Committee, part of the Hammock Dunes Owner’s Association, is overseeing the project, which will cover about 1,500 feet of the north end of the Hammock Dunes shoreline, according to the news release.

Contractors will be using the park as a staging and entry area, and there will be signs and fences around the work area.

Firefighters put out house fire in Palm Coast’s R Section

Palm Coast firefighters put out a kitchen fire at a house on Ryecroft Lane on Aug. 2.

There was one person in the house, and no pets. No one was injured, and fire damage was confined to the kitchen and part of the home’s garage.

The first report to the Fire Department mentioned a popping sound in the garage, according to a Fire Department spokesman.

When firefighters arrived, light smoke was coming out of the home’s roof and eaves. Fire crews tried to enter through the front door, but couldn’t because items were piled up inside the house, according to the Fire Department.

When firefighters entered through a bedroom in the back of the house, they found a fire in the kitchen.

Firefighters could not determine the cause of the fire, so the Fire Department referred the case to the Florida State Fire Marshal’s Office for investigation.

Firm advises Palm Coast to revise investment policy

PFM Asset Management has recommended that the city of Palm Coast revise its investment policy, allowing for more flexibility, to make the city’s investments as safe as possible.

The changes would increase the maximum allocation of funds from 25% to 50% for both Florida Prime funds and Intragovernmental Investment Pools.

The maturity limitations will also increase from five to 5.5 years for supranational securities, corporate notes, and state/local government debt securities.

PFM’s representative noted that the city’s financial situation is much stronger than it was in years past, and these changes give the city’s finance director more flexibility in unfinished homes.

But when workers arrived two days later, an electrician found that the wires leading from the duplex homes’ interiors to their AC units were suddenly too short, and the wiring couldn’t be completed.

Inside the homes, someone had bashed holes into the walls and carved indecipherable lettering into the drywall.

Wires for interior electrical outlets had also been cut short throughout the homes.

Damage was believed to exceed $1,000 in value.

It wasn’t clear how the person or persons who caused the damage had entered the homes.

Palm Coast IT director earns certification

Palm Coast Information Technology Director Doug Akins recently completed the John Scott Dailey Florida Institute of Government’s Certified Government Chief Information Officer (CGCIO) program.

Akins is one of only 245 certified professionals in the state, according to a news release.

“I took on this certification program because technology is advancing at a rapid pace, and we want to keep the city of Palm Coast on the forefront of the latest innovations,” Akins said.

The 12-month CGCIO program is designed to give participants the skills and knowledge to address organization, governance, management, and strategic planning issues from the executive leadership perspective, according to the news releaase.

“Doug has been a great asset to the city of Palm Coast for over 17 years, and we’re so proud of this new achievement,” City Manager Denise Bevan said. “Technology is an essential function of city government, and I have confidence in Doug standing at the helm. Adding this high-quality certification to his professional development will only enhance his leadership abilities and help create a solid plan for the City’s future technology needs.”

Akins has been with the city of Palm Coast since 2005.

He first served as a senior applications analyst, then was promoted to director of information technology in 2019.

The stolen JLG Lull telehandler.

A man stole a $60,000 piece of construction equipment and drove it 2.5 miles down State Road A1A on Aug. 6, crushing fire hydrants, fiberoptic equipment and mailboxes as he went.

Deputies had responded to a report about someone driving a large piece of construction equipment down the sidewalk in Beverly Beach at 3771 N. Ocean Shore Blvd. at about 8 a.m., according to an FCSO news release.

When deputies arrived, they stopped a 56-year-old transient man, Randy Lee Wealand, who was operating a JLG Lull telehandler alongside A1A. A bicycle and lawn mower were hanging from the telehandler’s front boom, according to an arrest report.

Deputies found that Wealand had entered a construction site and stolen the $60,000 Lull.

Wealand drove the Lull over two fire hydrants, a Charter Communications fiber node and resident mailboxes, and broke several sections of

sidewalk.

The damage he caused is estimated at more than $10,000.

“This career criminal decided to go on a joyride with a large piece of construction equipment,” Sheriff Rick Staly said. “Wealand would have caused more damage if he was not stopped and apprehended by deputies. Another win for ‘see something, say something,’ so a special thank you to the citizens who called us.”

Wealand has an extensive criminal history in Pennsylvania, with three felony convictions.

He also has a record in Florida, with eight felony convictions, and arrests for grand theft auto, burglary, battery on a law enforcement officer, aggravated assault with a deadly weapon, and possession of a firearm by a convicted felon, among others.

Deputies arrested him for grand theft, theft from a construction site, felony criminal mischief, and trespassing on a construction site.

The man acted nervous and started packing up his belongings when he saw the deputy.

When the deputy approached, the man said he was in a hurry, then reached toward the knife before the deputy stopped him and told him to put his hands behind his back.

The man didn’t cooperate, and kept reaching for his pockets — where the deputy found another knife, plus a piece of tin foil coated with a burnt powder.

The man told the deputy it was “fake heroin.”

It tested positive for fentanyl.

The deputy arrested the man.

A store employee called the police.

A manager told an arriving police officer that the woman had been trespassed from the store in the past.

The officer walked over to the woman, who was sitting with two other people, and asked her if she’d been trespassed from the store before.

“Was I?” she replied.

The woman then told the people she was sitting with that it was time to leave.

The three stood up and started to walk past the police officer.

The officer stopped the woman and arrested her.

Road, Palm Coast Narcotics. A deputy saw a small blue car speeding south at about 50 mph in a 35-mph zone on Old Kings Road.

The car abruptly slowed as it passed the deputy, who conducted a traffic stop, according to an incident report.

As the deputy approached the car, the deputy noticed a passenger in the front seat peering back toward the deputy’s patrol vehicle.

“Seconds later, upon contact, the passenger suddenly appeared to be sleeping,” the deputy wrote in an incident report.

The car smelled of marijuana. The deputy asked the driver if there was anything illegal in the car, aside from marijuana.

“There is nothing in there besides weed,” the driver said.

The deputy searched the car and found 336 grams of marijuana, plus containers of THC oil and prescription pills.

Deputies arrested both men.

Granada Boulevard repaving to include pedestrian safety measures The project design is estimated to be completed by the spring of 2023 with construction beginning in the summer of 2023.

Repaving Granada Boulevard (State Road 40) in Ormond Beach from U.S. 1 to A1A is scheduled to begin in the summer of 2023, according to the Florida Department of Transportation.

The FDOT presented a public webinar on the project on Aug. 9.

The project will cover a 1.5-mile stretch, but repaving will not include the Granada Bridge.

In addition to repaving, plans include encouraging slower speeds on the busy stretch by narrowing travel lanes, adding raised crosswalks at mid-block crossings and introducing subtle alignment shifts.

Traffic signals at Ridgewood Avenue and A1A will be upgraded with new mast arms. Intersection safety will be enhanced with upgraded curb ramps and intersection lighting.

Other plans include three new mid-block crossings to improve pedestrian mobility. There is currently only one mid-block crossing along the route and none east of the Granada Bridge. The new mid-block crossings with pedestrian-activated signals will be at Washington Street and two on beachside — east of Vining Court and west of Bovard Avenue.

The crosswalks will also have overhead and in-road lightning.

The Washington Street and Vining Court crossings will include directional median openings. The current mid-block crossing between Ridgewood Avenue and Beach Street will be upgraded.

The project proposes to change the full median opening at Washington Street to a bi-directional opening.

Vehicles will be able to turn right or left onto Washington Street, but vehicles on Washington Street will only be allowed to turn right onto Granada Boulevard.

The proposed typical section will include two 10-foot wide travel lanes in each direction and a 12- to 20-foot wide median.

The existing sidewalks and parking will remain and all improvements will be constructed within the existing right-of-way.

The design of the project is expected to be completed by the spring of 2023 at a cost of $1.36 million. Construction is estimated to begin in the summer of 2023 at an estimated cost of $5.38 million.

The FDOT is encouraging input and feedback about the project. Public comment and questions received

by Aug. 23 will be part of the public meeting record. My wife Nancy and I moved our three young children to Palm Coast in August of 1990.

Florida was never even a thought when we moved here for my career.

But now, I could never imagine not having a home here in Palm Coast.

Quality of life is what keeps us here.

Flagler/Palm Coast is a great place to live, raise a family, operate a business and retire (so I hear).

Apparently, we are not the only ones who think this. Otherwise, why would they (or you, or anyone who moved here after August, 1990) still keep coming?

FLAGLER COUNTY COMMISSION DISTRICTS 2 AND 4

I endorse incumbent candidates Greg Hansen and Joe Mullins for reelection to the Flagler County Board of County Commissioners.

Endorsing Hansen is easy, as I will explain below. However, endorsing

LETTERS City should address Old Kings Road dangers Dear Editor: I read with interest the recent article about sidewalks on connector roads in Palm Coast, but have to admit to being disappointed, even though I realize it is not a “connector road” within the city’s definition, that there was no mention of the section of Old Kings Road from Palm Coast Parkway to the Hidden Lakes subdivision.

This is a very dangerous road for pedestrians and people on bikes, with not even any shoulder area. I often see people on bikes on their way to and from work and marvel at their need to take their lives in their hands as cars speed by them at speeds often approaching 60 mph.

I also find it ironic that we’re spending millions of dollars for a bridge over Moody Boulevard to allow people access between swamp areas, but we don’t have sidewalks on Old Kings to allow people to get to the Graham Swamp trailhead there without driving.

One of my favorite things about Palm Coast and Flagler County is the ability to get out on my bike without having to worry about competing with car traffic.

This one glaring omission in the sidewalk and bike lane system is very disappointing, and I can only hope it will be put into consideration soon. Even if it is not technically a “connector road,” it would be beneficial to all of us if we could get safe pedestrian and bike traffic along this busy road.

Wrong place for a cell tower Dear Editor: On Friday, July 29, at 6:30 p.m., a meeting was held at the Community Center discussing the proposal

by Diamond Communications to construct a wireless communication tower 150 feet in height at 7 Clubhouse Drive.

Despite the odd day and hour, approximately 100 residents attended to voice their concerns and opposition to this tower.

The attorney for Diamond Communications and a senior vice president of the construction company were met with fierce opposition from those in attendance.

Their presentation included comments that the tower wouldn’t be visible at night and would be painted a pleasing shade of grey, which did little to assuage home-

In all honesty, I thought Mullins would have been a headline more frequently since he was elected in 2018.

But with the exception of last month’s Ticketgate, Mullins has been an effective commissioner.

He and his fellow commissioners have been effectively preserving and enhancing our quality of life through legislative actions.

Mullins’ opponent, Leann Pennington, has an extremely impressive resume and professional career.

She is smart.

But I am opposed to any candidate who is anti-development on any and all levels.

The largest sector in our local economy starts with dirt and goes all the way through to move-in day.

I feel strongly that when a candidate runs on claims of out-ofcontrol development, those claims are selfish. I think: Why did that candidate move here in the first place? Did they say, “I’m looking for a screwed-up community, so I can come fix it?”

Development here is not broken.

It continues to complement our commitment to quality of life.

We need more housing, not less!

Here are four major reasons why I am endorsing both incumbent candidates Hansen and Mullins: nA successful beach renourishment program nEnhancing our commercial tax

owners’ concerns regarding health, decreased property values and changes to the look of the area.

This tower is not a “done deal,” although that is the way it was presented.

The City Council, the mayor, the city manager and the planning board all have to decide on this extremely important matter.

I strongly urge all homeowners affected by the possibility of this 150-foot tower becoming a reality to contact all of the above principals and send them a crystal clear message that the C Section will not stand for this monstrosity!

The next meeting of the City Council is Aug. 16 at 9 a.m. at City Hall. Stand up and be heard! All of the above principals can be contacted by email. Let’s let them know that we don’t want any part of this and we will not stand for this.

Pontieri is right choice for District 2 Dear Editor: The primary election for this district is crucial. Two Republicans face off: Theresa Carli Pontieri and Alan Lowe.

Lowe has name recognition. After all, it’s the third consecutive election in which he’s a candidate. It may be worth thinking about why he lost the first two elections.

He has been a longtime resident of Palm Coast — close to 40 years. However, the first time in his life that he ever felt motivated to cast a vote in any election was when the vote was for himself in 2020. Really? So now WE should vote for him? I can’t see why.

Aside from this issue, to avoid paying federal taxes, which we would all like to avoid, he once filed paperwork with Flagler County to renounce his citizenship in the United States. It’s on file with the county. Check it out for yourself. I’ve seen it.

Pontieri is a relative newcomer to the community. She doesn’t have name recognition. And she’s a lawyer. Some people hate lawyers. I don’t. One of our sons is a lawyer.

Her name even confounds some people because she uses her middle name as well — Carli. Theresa Carli Pontieri is a name that some find hard to remember and some find hard to pronounce.

But Theresa Carli Pontieri established a successful business law practice, has always been pro-law and pro-law enforcement and is married to a firefighter. In addition, Pontieri represented the United States in karate competitions around the world.

Pontieri solidified my support during the Flagler BroadcastingObserver Free For All Community Forum held on July 14 at the Palm Coast Community Center.

There, she explained what her approach would be as an elected official. She compared it to her current career as an attorney, saying a City Council position is much like the job of an attorney — to know and understand the City Charter, as law, and uphold it to the best of her ability; to do due diligence on every issue that comes to the council; to read the agenda and meeting packets to be prepared to ask questions.

She will act as a judge and hold personal opinion and bias out of the conversation and deal with facts.

She will work hard to understand the issues of her constituents.

She will act professionally and respectfully towards her fellow council members, administration and city staff.

Pontieri does the right things, and she does them right. Her business analytical mind and competitive spirit will be great additions to the council.

To me, it’s a no brainer.

Editor’s note: Although Lowe had written in 1993 that was “not a citizen nor resident of the United States incorporated, or any state thereof” and was instead a “free man,” he says that he never actually gave up his citizenship. He addressed those allegations in a recent candidate forum, laying several decades’ worth of his passports out on a table and saying, “I was audited by the IRS. They said I owed them a bunch of money. We came to an agreement; they reneged on the agreement, and basically, I said if that’s the way you’re going to be, I don’t want anything to do with it. It was a protest that I made. But as you can see, I have the passports, I have no criminal background, and it was mostly just campaign blah-blah from other people that couldn’t beat a platform.”

Time for new leadership Dear Editor: I don’t like to paint with a broad brush, but I think it’s time we did.

The antics of Joe Mullins, along with the city’s superfluous pay raise (making it harder for average citizen to run for office), have opened my eyes.

The County Commission, City Council and the School Board all have a strong stench of, “We know what’s best, so just sit down and shut up.” It needs to end. Now is the time to demonstrate who is really in charge. Get out and vote! Not just vote, but vote for new blood!

The system works best if elected officials serve for a limited time, then get out let some else have a turn. If they don’t work out, replace them. It isn’t perfect, but it keeps corruption, entitlement and privilege at bay.

FLAGLER COUNTY SCHOOL BOARD

Our community has endured its fair share of elected board dysfunctionality.

In recent years, board dysfunctionality was rampant at the County Commission level. Jerry Cameron, the former county administrator, was able to lead the County Commission through a transformation, where now we report about actions and issues the board deals with instead of the craziness as a board.

And then there was the City Council. At one point, I feared we would run out of ink writing about the actions of some of our City Council members and how dysfunctional they acted as a council.

It has settled down, for the most part.

And most recently, it seems our School Board has taken center stage of dysfunctionality.

Dysfunctionality comes with a high cost. But when it comes to the School Board, our children’s education suffers the most.

I endorse the following candidates: nDistrict 1: Sally Hunt nDistrict 2: Courtney VandeBunte nDistrict 3: Trevor Tucker.

These three candidates have displayed a sincere focus on getting our school district to an A status in a professional and respectful process.

After listening to the Palm Coast City Council forum several times, I am more convinced than ever that it is high time that we get Alan Lowe elected to the City Council.

He is the only candidate that is a small business owner. He is the only candidate that has consistently stood at the podium fighting for the people of Palm Coast.

He is the only candidate that sees where our city started, how it got to where it is, and understands the residents’ desire of where we want it to go.

He is the only candidate that has done his homework on growing the economy of Palm Coast and offered real solutions. I was very interested in his idea of making use of the rail spur in Hargrove, which would be instrumental in attracting manufacturers to Palm Coast. He also went so far as to suggest manufacturers that provide for the Space Center in Titusville as an example.

The plans suggested by the other candidates were: Sims Jones — to get rid of “mom and pop” businesses. Theresa Pontieri — to grow the population first.

None of the ideas are viable, as small businesses are the backbone of a community, and increasing the population to the numbers suggested by Pontieri means rezoning more commercial property to high-density housing, which has everyone up in arms to begin with.

Both of these candidates lack a real vision for this city. This city needs another viable source of income besides taxing residents to death. Let’s get Alan Lowe on the Palm Coast City Council!

This one is named “Jules” in honor of East Flagler Mosquito Control District Commissioner Julius “Jules” Kwiatkowski, whose original campaign slogan was, “Mosquitoes don’t bite, they suck!”

Kwiatkowski has been a commissioner for the district for the past 14 years, and the East Flagler Mosquito Control District sponsored the sculpture to honor the district’s 70th birthday.

“The board of the East Flagler Mosquito Control District wanted to mark the anniversary with a gift to the community — one that recognizes the important work we have done and continue to do every day to protect the public health and safety of our community from the scourge of mosquitoes,” said

board Chairman Mike Martin.

“This monument captures the natural beauty of the area and demonstrates our commitment to protect our county and its wildlife.”

Local tattoo artist Chance Hancotte painted the sculpture and unveiled it at the ceremony.

Part of the inspiration for his painting, he said, was the work of the entomologist couple Rampa and Manop Rattanarithikul, who’d catalogued hundreds of thousands of mosquitoes, now part of a collection at the Smithsonian Institute in Washington.

Together, the Rattanarithikul’s devoted over 50 years to malaria research. Manop Rattanarithikul, who has a mosquito species named after him — Toxorhynchitos manopi — was also a painter who incorporated images of mosquitos into his art.

The Palm Coast Songwriters Festival is about fun, food and music, but it’s also about helping others.

At this past Songwriters Festival in May, a guitar was donated to a young boy, Cason Treber. The guitar came from Gold Star Mentors, a foundation that provides guitars and music lessons to young people grieving the death of a loved one who was a service member.

Speaking on the Flagler

Broadcasting show “Veterans On Point” on June 7, Cason was enthusiastic when asked if he’d like to learn to play.

Treber will receive one-onone lessons at the upcoming festival in May 2023.

Country singer Brett Jones created the Gold Star Mentors foundation in 2017. Jones or other foundation members also give lessons to beginner guitar recipients.

At age 10, Jones lost his brother, James Jones, who died in Vietnam. James Jones had just been awarded the distinguished flying cross two months earlier, Brett Jones said.

James Jones’ son had trouble dealing with the death, and died by suicide as a young adult. Brett Jones’ brother’s and nephew’s deaths drove him to create the foundation.

“I’m from a gold star family,

so I see the sacrifices gold star families make. And there’s not really a great support system for it other than charities like mine,” said Jones.

Jones became a part of the Songwriters Festival in 2018, its first year, and the Songwriters Festival wanted to help.

“As a child, Brett got a guitar, and it became a coping mechanism for him to help deal with his brother’s passing,” said Garry Lubi, cofounder of Palm Coast Songwriters Festival.

The Palm Coast 2023 Songwriters Festival will take place May 4-7.

Q+A MICHELLE SOJKA, PINE TRAIL ELEMENTARY’S NEW PRINCIPAL

A vision for success: Michelle Sojka is excited for next school year JARLEENE ALMENAS SENIOR EDITOR

W

hen Michelle Sojka heard she was going to be Pine Trail Elementary’s new principal, it was a bittersweet feeling.

She was excited to join Pine Trail, but she was also leaving Manatee Cove Elementary, the school where she had first taken the role of principal. But just as she felt when she left her assistant principal position at DeLand High School to become principal at Manatee Cove, she feels she’s at the right place.

“Everyone has been so warm and so welcoming, and so excited to meet me and to get to know me,” said Sojka, who has been in education for 30 years.

“I have to say, I’m kind of in that same situation where I felt like, ‘Yeah, this is where I’m meant to be. There’s a plan in all of it.’”

The Ormond Beach Observer spoke with Sojka about her goals for the next year and her journey to becoming principal.

What are you excited for in the upcoming school year?

I’m very excited to just meet the teachers. I’ve had a steady flow all this past week, and even a little bit last week.

They’re just phenomenal teachers, and coming into a school already that is an “A” school and has been an “A” school, they are clearly very knowledgeable about what they need to do, and it’s exciting — because for me, I get the opportunity to learn from them as much as to help maybe bring in a different perspective, something they haven’t looked at that we can build on together to continue moving in the right direction with our kids.

Why did you decide to become a principal?

Well, I had been teaching for a long time at the high school [level]. I started in middle school — actually Campbell Middle School — many,

many years ago, and taught there for four years and then moved to Atlantic High School, taught high school social studies and then my path went that way. I became a teacher on assignment.

I still taught a couple of periods a day because I love teaching, and then I got promoted to AP (assistant principal). I was at DeLand High School for almost 13 and a half years, and you reach that point in your career where you say, “You know, my role as an assistant principal is impactful.” I am here to support the vision of my principal, who is there also trying to support the vision of the superintendent.

But at some point, I reached that moment where I thought, “I would like that to be my vision.”

I needed that opportunity to really grow, and it was a really unique experience when I first stepped into my

principalship. Mr. [Tom Russell] called me in and he said, “I’m going to throw you a curveball, Michelle.”

He said, “I’m going to move you to Manatee Cove as the principal,” and my first thought was, “I’ve never done anything in elementary, except be a student, and be that supportive parent as my children were going through elementary school.” It was neat because I went to Manatee Cove in my first principalship with a very different perspective

— I brought a high school perspective to when we looked at data, I looked at it differently. I looked at it from the lens of what do we need to be doing in elementary to really support those kids when they get to middle and high school. I knew the struggles we had with closing the gap at the high school level, and even at the middle school level.

I knew that elementary is truly the foundation. If we allow the gap to form in elementary, it just gets wider

and wider. Even though it was a little scary, I was excited to be able to work with those teachers. They were phenomenal, and I learned so much from them there.

What was the best piece of advice someone ever gave you?

The last thing that my predecessor said to me. She said, “Michelle, remember this.

Elsie (Ellie) Grech passed away on July 22, 2022, at the age of 86 years after a brief battle against lung cancer.

The oldest child of Austrian immigrants, Ellie was born in Manhattan, New York and raised in Astoria, Queens, New York. Ellie and her late husband George made a home for their family in Rockville Centre, New York for 31 years and then retired to Palm Coast, Florida in 1994. Ellie was active in the Flagler County Republican Club, the St. Augustine/Palm Coast Council of the Navy League of the United States, her bridge group, and her beloved St. Elizabeth Ann Seton parish.

Ellie was married to George Grech, her loving and devoted husband of 62 years, who passed away on October 23, 2021. She is

survived by sons Robert and daughter-in-law Kathy, Tom and daughter-in-law Janet, two beloved grandchildren, Thomas and Ashley, and several nieces and nephews.

She also was predeceased by her brother Rudolph Deutsch.

She was born and raised in Patton, PA and at 17 she moved to VA to work for the Federal Government in Washington, D.C. She retired after 39 year career as a management analyst for the Federal Department of Transportation and in 2001 moved to Palm Coast, FL and enjoyed her retirement years in sunny Florida.

She was a faithful member of St. Elizabeth Ann Seton Catholic Church and donated financially and to the food pantries every month. She was a member of the Retired Senior Volunteer Program in Flagler County and participated in various volunteer programs throughout Flagler county. Her favorite was as a volunteer at the Flagler Humane Society since 2003.

She enjoyed working with all the homeless cats up for adoption at Pet Smart and gave a forever home to a number of cats that she called her joy in life and her fur babies.

Carol loved to cook and entertain her friends.

And it really is true. The buck stops with you, and so you have to be really cognizant of what’s happening.

You have to have people that you trust around you, because you can’t be everywhere, but in the end, you’re responsible.

What are some of your priorities or goals for the next school year?

I have an idea of some of the things that I want to focus on, but it’s really a team decision. When I look around the campus, one goal that I absolutely have for the school is that I really would like to do some beautification here.

I think this is a beautiful campus. I talked with PTA yesterday, and so we’re going to do some things to really spruce up the campus.

I’m looking forward to that, to see that change. It won’t happen overnight, but that’s definitely a goal that I have moving forward.

Any words you live by?

Spending time with her family and friends was a joy she cherished the most. family and friends was a joy she cherished the most.

She traveled extensively throughout the US and Europe which included numerous cruises. She also enjoyed visiting casinos and playing the slots.

She is survived by her brother, William F (Helen) Sutton, and niece Nichole, of Moon Township, PA, and her cousin Barbara Barajas who assisted her for years, as well as her beloved cats Rocky and Bella.

She will be laid to rest in Patton, PA, along side her mother and father at Queen of Peace cemetery.

I try to live in the moment, because when I’m at work, I try to be all in at work.

When I’m at home, I try to be all in at home. It’s hard to find that balance, because when you’re principal, your phone can ring at 10 o’clock at night and I am there to answer it, so I try to do that, but I’m still working on the balance.

What does it mean to be a Pine Trails Pioneer to you?

It really means being part of a family. When I asked the staff what was the best thing about being at Pine Trail, the answer was a resounding, “The people.” The people here are just so amazing.

They care so much about what they do. They strive so hard to be the best, and everybody helps each other and everybody wants to be there for each other.

That’s exciting to come in to that kind of environment, where it’s so supportive and where it’s just such a close, tight-knit group. There are teachers who have been at the school for 20 years. So I would say to them, “What has kept you here?” And it’s the same: “It’s the people that I work with.” I look forward to coming to work every day and seeing the people that are working on either side of me and around me, and the office staff is amazing.

THE FINE ARTS LET THERE BE LIGHT Local artist Trish Vevera painted “Let There Be Light” as a spiritual piece, using the ocean, beach and waves as her guide, she said.

Vevera often paints outside, “en plein air,” in front of what she sees.

She translates that by simplifying it or abstracting it into “an art piece with feeling,” she said in a statement to the Observer. “‘Let There Be Light’ gives the viewer the feeling of transcendence, of changing from oneself into another self, of moving into the heavenly sphere,” Vevera wrote.

This painting was the forerunner of a larger painting now displayed in the chapel at the Halifax Hospital in Deltona.

Vevera is represented by Pineapple Gallery, located at 208 S. Central Ave. in Flagler Beach.

She teaches classes in painting — acrylics, watercolor, and, most recently, oil and cold wax medium. She was Flagler County’s Artist of the Year in 2018.

Richard D. Huhn 1941-2022 Richard D. Huhn of Palm Coast, Florida, passed away on January 11, 2022 while recovering in a nursing home where he contracted Covid.

He was born January 20, 1941 in Appleton, WI to Donald H. Huhn and Imelda (DeBruin) Huhn. Dick attended St Theresa Catholic Grade School and Appleton West High School.

He joined the Marines and spent the majority of his tour in California. He returned to Appleton and started his career at Appleton Papers. Later he advanced his career at Wausau papers in Wausau and then moved to Rhinelander Papers where he retired in 2002. Shortly after retiring he and his wife Sue (Susan Edwards) Huhn, moved to Palm Coast, Florida.

Dick loved NASCAR and enjoyed several races in person. His other passions included the Packers and golfing. After moving to Florida, he was known to be at the golf course most mornings, if the weather and his health would permit.

Dick was married several times. The longest relationship was with his wife, Sue, whom he met and married while living in Rhinelander and then retired to Florida with.

Dick is survived by his wife, Sue. His two sons: Chad (Sheryl) Huhn, Kimberly, WI, and Ross (Kim)

THE FINE ARTS INTO THE SUNSET Ron Lace’s “Into the Sunset” is being showcased at the Expressions Art Gallery at Grand Living Realty. It was selected for its rich colors and depiction of a great white egret at a wildlife preserve along High Bridge Road and Walter Boardman Lane, Lace said in a statement to the Observer.

Lace is one of five curators of the gallery, at 2298 Colbert Lane.

“The subject of the painting should be familiar to anyone living in or just visiting the Palm Coast area,” Lace said. “Its bright colors, reminiscent of a glowing sky during the setting sun, and a great white egret flying over the marsh, could be easily appreciated by anyone who has an affinity for nature and her natural beauty.”

“Into the Sunset” is a 36x36 acrylic painting on wrapped canvas.

Lace has been painting since he retired in 2012. His work is represented in corporate and private collections in Arkansas, Florida, South Carolina, Georgia, Kentucky, Indiana, Texas and Tennessee.

ne hundred and thirty eight runners participated in the River to Sea 6/12 Hour Race at the River To Sea Preserve on Saturday, Aug. 6.

The event is one of four ultra races organized by East Coast Trail Racing in Flagler County throughout the year. The runners ran a 1-mile trail loop lined with palm and oak trees.

Eighty-two runners competed in the 6-hour race, and 56 competed in the 12-hour race. Women took two of the top three places in each of the races.

Violetta Yazlovskaya, 25, of Titusville, won the 12-hour race, covering 72.68 miles in 11 hours, 49 minutes, 17 seconds.

Kate Morgan, 41, of Lakeland, was second, with 57.04 miles; and Eric Desimone, 52, of Lake Worth, was third, with 56.12 miles.

Matt Mueller, 37, of Fernandina Beach, won the 6-hour race, running 40.48 miles in 5:53.16.

Second-place finisher and female winner Maria Urso, 46, of Jupiter, also ran 40.48 miles, but was 36 seconds behind Mueller, with a time of 5:53.52. Laura Walker, 40, of Rockledge was third, with 34.96 miles.

In the early evening, tour cadets and support staff worked with Steve and Connie Lambert, of Skyscapes of America, who donated their time to support cadets, to help the squadron gain knowledge and experience with hot air balloons.

The wind was too gusty to actually inflate the balloon completely, but the cadets had fun and learned a lot.

BIZ BUZZ Two personal fitness trainers are launching a senior fitness program at First Baptist Church in Bunnell.

Trainers Artie “Artie G” Gardella and Jocelyn Daley have 35 years of fitness teaching experience between them, and were fitness instructors at Fitness One on Old Kings Road, according to a press release. They have launched the new classes for seniors who were displaced after Fitness One closed this past May. “The quality senior classes we teach help develop muscle tone, bone density, strength, endurance, flexibility, balance and coordination,” said Gardella. “The classes are gentle, upbeat and supportive exercise routines.”

Classes are at 9:15 a.m. Tuesdays and Thursdays, starting on Aug. 9, in the gymnasium of the church at 2301 Commerce Parkway. Tuesday classes, taught by Gardella, will be for seniors of all fitness levels. Thursday classes, taught

by Daley, will be for more active seniors.

SPORTS Mainland’s Creecy takes over at QB; four RBs sharing the position The Bucs were looking for a replacement for Isaiah Gordon; instead they found four.

As the second week of preseason practice began for the Mainland High football team, the Bucs’ offense started taking shape. They have their starting quarterback. They also have settled on a running back by committee.

Spruce Creek transfer Damarcus Creecy will start at quarterback as junior Ezaiah Shine is no longer a student at the school, coach Travis Roland said.

Running back was a position that Roland had been nervous about.

Heading into the offseason he wasn’t sure who was going to replace starter Isaiah Gordon, who led the team in rushing and scored 18 touchdowns last season. Gordon is now with Marshall University.

Instead of finding Gordon’s replacement, the Bucs have found four players who will share the position.

“We have two running backs coming back from injury, one who played at Father Lopez last year and one from Chicago. It’s the first time in many years that we’ve had a running back by committee,” Roland said.

The Bucs have big backs in Micah McGuire, Adam Canfield and Myron Shafer and fast backs in Corey Hill and Princeton Russell. They all will get their chance.

“They are four guys who are more than capable of doing the job,” Roland said.

Big men on campus: Three returning starters anchor FPC’s O-line New offensive coordinator and offensive line coach Jordan Heldreth said he would like to see a more balanced offense this season.

Flagler Palm Coast rushed for nearly 1,000 yards last year. The Bulldogs are expected to have strong running game again this season, and that starts with the offensive line.

Their coach is new to the program, but Flagler Palm Coast’s line is a veteran group with four seniors.

Three of them are returning starters — Kobe Murphy, Jake Blumengarten and Drew Droste.

“All three of those guys have taken another step in their game, which we’re really, really excited about,” head coach Robert Paxia said.

The only junior among the starters is right guard Jeremiah Cange, who at 5-foot-8, 250 pounds, may be overlooked by some, but that would be a mistake, said Jordan Heldreth, the Bulldogs’ new offensive coordinator and offensive line coach.

“Jeremiah is a first-year starter, one of the undersized offensive linemen, and he has done a fantastic job this offseason,” Heldreth said. “I’m expecting him to turn some heads, because if you look at him, at first glance you’re not going to be worried about him. But he’s been working his

“It’s a lot more fun, because I get a lot more help from my teammates,” he said.

Droste moved from right guard to left tackle, a position he is familiar with.

“I played tackle my freshman and sophomore years, so I know tackle,” the 6-3, 320-pounder said. “This

year I’m playing more of a comfortable position.”

Wronowski, the right tackle, will be lining up next to Cange.

“This is the first time me and Jeremiah are starting, and during the spring I think we got a lot better,” Wronowski said. “We both got a lot stronger too. Years before I was at guard and Jeremiah was at tackle. So, this year we’re switching positions.”

The Bulldogs are expected to be a running team again this year, but the linemen have worked hard on pass protection.

“Our run game is very strong, but we can pass when have to,” Murphy said. “We focus on both pass protection and run blocking. We’re trying to get strong at both.”

Heldreth would like to see a more balanced offense this year.

“We’re pretty stout up front, so we should be successful in the run game,” he said. “We’re continuing to build our pass protection because pass blocking is technique.”

Heldreth, a graduate of Warner Christian Academy in South Daytona, coached at Lakeland Lake Gibson last year. He was hired by Paxia in the spring of 2020 before Paxia left Lake Gibson for FPC to coach at his alma mater.

Montgomery had pored over decades of yearbooks and met with alumni groups from the 1950s to the current year.

“The weight room is a place of physical and mental development,” Montgomery said. “The names on the wall go back decades and represent the best that Seabreeze graduated to collegiate, professional and Olympic athletics. Many are individual state championship or were on championship teams and have been inducted into our Hall of Fame at Seabreeze.”

This is Glenn’s first year as the club’s president. Her son, B.J. Glenn, graduated in May of this year.

“I stayed because I have a heart for here,” Kia Glenn said. “I just want to continue to be a part of the legacy. I’m showing up for them. Coach worked hard. He brought the team from 1-9 to be district champions. I want to see this program go to the next level.”

His first year as head coach, Brown began sending emails to the school’s booster club to request necessities for his team. The first year was jerseys and equipment. The second year, helmet safety. The third year was the weight room.

“When I first got here, the weight room was not conducive for a football team work out,” Brown said.

“I thought about it from a college standpoint. How can we make it efficient for 35 to 40 kids at a time,

be able to get the workout in without any downtime?”

Brown and his coaches had trained at college-level workout facilities, and based Seabreeze’s weight room on those experiences. After meeting with a BSN Sports representative, they decided to have nine multifunctional weight-lifting racks and an open area in the center for traffic, warm-ups and training.

Booster Club Vice President Liz Sarno wrote a grant for the requested equipment and submitted it to Carl Persis at the Daytona Beach Racing and Recreational Facilities District.

It was approved for $97,000. Of that total, between $70,000 and $75,000 has been used for the weight room.

Persis is also a School Board member, and his wife, Susan Persis, is deputy mayor of Ormond Beach.

Both are Seabreeze graduates.

“There is a lot of support for you,” Carl Persis said. “Old guys like me are out here cheering for you guys all the time.”

Fellow Seabreeze graduate and newly appointed principal Tucker Harris was pleased with the new facility.

“I’m excited about this,” he said.

“I don’t consider myself a principal.

I’m a number one servant — kind of a school dad. I’m here to do whatever I need to do to help all of them cross the stage, first and foremost, and have an awesome athletic program where we can get some wins but also build good young men and young women — the whole child.”

Spooner hopes to build on breakout season The Matanzas senior broke the school cross country record last season, but was unable to finish the state meet because of sickness.

Zach Spooner has some unfinished business to attend to.

The Matanzas High senior broke the school cross country record at regionals last season and then got sick on the ride home and was unable to finish the state meet a week later.

He also missed track season because of an injury.

This year, he’s healthy and motivated.

“Who knows what Zach can run?

But he’s seeded eighth (in Class 3A), based upon times from last year, so he’s in the mix, absolutely, for a state medal,” said Matanzas coach Tim Kane. “But who knows?”

After last season, Kane doesn’t want to guess what Spooner can accomplish in his final high school season.

“He had a fantastic cross country season (last year),” Kane said. “He went from running in the 18s to running in the 15s.”

Spooner’s best time entering his junior season was 18:34 in the 5-kilometer distance. His goal was to lower that by two minutes to 16:34.

At regional, he ran a school-record 15:55, finishing second to eventual state champ Patrick Koon of Tallahassee Leon.

“Zach ran with him for two and a half miles,” Kane said. “He was the only kid to run with him.”

Spooner was seeded in the top 10 at state the following week, but he was sick all week and tried to run,

but couldn’t finish the race.

“On the way home from regional, one kid was sick in the van. And the next day, everybody who was in the van got sick,” Kane said.

Spooner was unable to do any serious running during the week, but he thought he felt well enough to run at the state meet in Tallahassee.

“States was very tough for me,” he said. “I was sick all week, but in hindsight, it wasn’t just being sick.

It was a lot of the mental element. I remember that night I was so hoping I did not have to run the race the next morning, because I was so nervous.

And on the line, it was the worst feeling for me. It was especially bad because you feel horrible because you’re sick, and you’re at states for the first time and you just don’t know if you’re going to run well. It just got in my head.”

Spooner struggled for about a quarter of the race before dropping out.

Trying to put the season behind him, he trained hard for track and field, but in preseason he strained an oblique muscle. He was in the middle of running 800s, when he felt what he thought was a side cramp. By the end of the run, he was limping.

“Zach being as tough as he is, runs through a side cramp,” Kane said.

“So, we knew it wasn’t a side cramp.”

After therapy, he started running again about halfway through the season, but coach and runner decided it was best to not push him back too soon.

“I’m glad that I got the opportunity to interact with my team a little bit, and I could relax,” Spooner said.

“But I also had the feeling that I was missing out on a season I’m not going to get back again. My sophomore times weren’t good, so it’s going to be a lot of pressure this year to get my times (down), because I don’t want 10:19 to be my 2-mile (personal

Kane saw Spooner’s potential when he was a freshman. And team captain Ethan Drost, who is now at West Point, inspired him to reach that potential.

“We would just go out to eat and Ethan would pep talk me,” Spooner said. “He’d say, ‘You’re so good. You got to get here. This should be your goal. This is where you should be.’”

Last season, it all clicked.

His times dropped from the first meet. He ran a 17:52.4 at the seasonopening Spikes & Spurs Classic at an extremely muddy Flagler Fairgrounds course.

at the Katie Caples Invitational in Jacksonville. Spooner won a meet for the first time, out-running 184 other runners in the high school varsity division with a time of 16:52.

“I think that was a turning point,” Spooner said. “I felt like all the boys were coming together as a team. And it was just crazy. I won the race and I broke 17s.”

He broke 16 minutes to win district at Ponte Vedra with a 15:58 and then ran a 15:55.4 at the regional in Panama City Beach, breaking the school record by one second.

“I’m going to break that pretty quickly this season,” he said.

He’s been training hard since his

doctor cleared him to run again last spring. Even a month-and-a-half long trip to Europe this summer, in which he spent time in England, Ireland, France, Germany and Finland, didn’t derail his training.

“I wasn’t sure what shape he’d be in coming back here,” Kane said.

“But he came back very much in shape.”

“I’ve always been pretty strongheaded,” Spooner said. “When I really put in that effort, I get a lot done.

It’s just putting in the work. I’ve just got to pull everything together — my physical, mental and my spiritual — and I’ll be fine. I’m ready. I’m ready to go.”

Heldreth made the move for similar reasons.

“We have a newborn daughter and we decided to move back closer to family,” he said.

Heldreth was a three-time NAIA All-American lineman at Southeastern University in Lakeland. He’s been coaching since 2018.

“I’m brand new with this group,” he said. “They really took to me well.

This is probably one of the faster developing offensive lines I’ve got to experience.”

Droste said Heldreth has helped the group get to the next level.

“He’s probably our best role model right now,” Droste said.

Heldreth said because the players are so experienced, they’re helping him coach the younger guys.

“It’s nice coming in with (four) seniors,” he said. “They’ve been excited about this season. And

The Matanzas cross country teams held a run-a-thon Aug. 5-6 on the school track to raise funds for the program.

The event was supposed to go 24 hours with a runner on the track at all times, but because of the heat, the Pirates avoided the day and ran through the night from 7 p.m. on Friday to 7 a.m. on Saturday with two runners on the track at all times.

“It was still hot at 1 a.m.,” coach Tim Kane said. “They ran 176 miles.

We had tents, food, music. It was a great time.”

U15 Freestylers advance to title game at 3v3 nationals The Inter-United Palm Coast Freestylers advanced to the final in Girls Under 15 Division 2 at the Challenge Sports 3v3 Soccer National Championship on July 2931 at Disney’s Wide World of Sports.

The Freestylers went 2-2 in pool play and advanced to the semifinals.

Kaylin Henthorn scored with a minute left before stoppage time to give the Freestylers a 5-4 win over 2008 SCFC to advance to the championship game.

The Net Rippers, who went undefeated in the tourney, defeated the Freestylers 5-2 in the final.

“It was good for the girls to play on a big stage,” said their coach, Beto Aguilar. “I think that will further along their soccer development.”

The six girls on the team — Aniyah Graham, Hailey Sammons, Henthorn, Sofia Picozzi, Ivy Chen

and Kinsley Hahn — will also play on Inter-United’s 2008 girls travel team, Aguilar said. The soccer club is also sponsoring a 2012 (U10) boys travel team.

“It’s our first year having travel teams,” Aguilar said of the InterUnited Palm Coast Soccer Club.

“We’re creating the right culture for them to strive and be successful.

They’re a good group of girls to work with. They all love playing soccer.”

Winning year for LPGA Amateur chapter

The Daytona chapter of the LPGA Amateur Golf Association has had a winning year so far. The chapter has grown to 178 members from Palm Coast to Edgewater.

Daytona defeated Jacksonville in the sixth annual First Coast Challenge on June 25 at the King & Bear Golf Course at World Golf Village. On July 30, Daytona defeated Orlando in a two-person, best-ball match at the Jones Course at LPGA International.

Daytona played in the Highway Series on April 24 at Eagle Creek in Orlando and placed. The chapter championship was played at the Prestwick Course at Plantation Bay on May 1. The winners were: Laurie Chatey (low gross) and Molly Moon (low net).
