A proactive approach to drainage

Sports Complex gets AED

Palm Coast plans to move from a reactive approach to drainage to a proactive one: less waiting for work orders, more deepening swales and rerouting old drainage systems to improve runoff flow ahead of heavy rains, the city’s Stormwater and Engineering Department said at a public outreach presentation Tuesday night, Aug. 20, at City Hall.

The city will prioritize which issue areas it handles first based on a combination of work order volume, staff input and engineering data.

The city’s enhanced stormwater management program was the centerpiece of the two-hour meeting. The new master plan encompasses all of Palm Coast’s water structures — canals, pipes, ditches, swales, pipes and drainage basins — and will take into account, with new imaging technology, levels of flow and ground elevation to calculate which drainage improvements will most benefit people.

Fire Chief Jerry Forte advised residents on hurricane preparedness and how to know which evacuation zone they live in. The A section, Forte stressed, is not the same as Evacuation Zone A, likewise with Zones B through F. All residents were encouraged to purchase flood insurance.

AdventHealth will donate an automated external defibrillator to the Indian Trails Sports Complex. The AED will be housed in the complex concession stand.

Grand Landings gives support

According to Jaclyn Centofanti, the Grand Landings Board of Directors decided to formally support an amendment increasing Grand Landings from 749 to 890 homes, after a recent meeting with Jeff Douglas of JTL Grand Landings Development LLC to voice resident concerns.

TIED UP Flagler considers tethering law

The A.K.C. has opposed the proposed ordinance because it does allow exceptions for the ‘humane and necessary use of tethers.’

The day the County Commission was due to consider an anti-animal cruelty ordinance amendment that would ban people from leaving their dogs tethered outside unattended, an American Kennel Club representative and a handful of others emailed county commissioners to oppose the ordinance. One email supported the ordinance.

AKC Government Relations Regional Manager Patty Van Sicklen, in an emailed letter to commissioners, laid out a series of concerns about the particulars of the proposed county ordinance amendment, including the tethering restrictions, which, she wrote, “do not consider humane and necessary use of tethers.”

The commission was scheduled to consider the proposed ordinance amendment, which is supported by the Flagler Humane Society, at its Aug. 19 meeting.

In order to consider the matters raised in the emails, commissioners opted to delay their vote on the issue until the meeting scheduled for 5 p.m. Sept. 16. No members of the public addressed the commission about the issue during the Aug. 19 meeting.

The proposed county ordinance amendment states that “the unsupervised, unattended outdoor tethering of a dog is prohibited,” whether inside fenced enclosures or not, unless the dog is within sight of the owner or another responsible person who is outside with the dog. In addition, puppies under 6 months old

may not be tethered at all under the ordinance, “unless the owner is present and attending to the puppy during the entire time the puppy is tethered.”

An issue paper attached to Van Sicklen’s email gives examples of what the A.K.C. considers humane tethering: using a tether to confine an “escape-artist” dog to a fenced yard when the owner is gone for work for the day, provided the dog has access to shade, shelter and water; using a tether to tie out a dog in neighborhoods where fences are prohibited or are not permitted to be tall enough to safely contain a dog; using a tether to confine a dog during a camping trip; or tethering “hunting dogs, field trial dogs, and dogs properly conditioned to be humanely tethered outdoors in conjunction with training, hunting, and events.”

Flagler Humane Society Executive Director Amy Carotenuto said such cases aren’t the sort that come to the attention of the county’s animal control officers.

“Those cases are so few and far between,” she said. “What we’re talking about is dogs that live on chains, never get off of chains.”

A few months ago, a chained Palm Coast dog died of heat stroke, she said.

Carotenuto has herself pulled dead dogs off of chains, like one that had been left in a fenced yard on a chain that was just long enough to let the dog climb over the top of the fence, but not for it to make it to the other side. That dog was strangled to death by its own collar.

And, Carotenuto said, “Chained dogs are much more likely to bite. ... They become very territorial of that little piece of earth that’s theirs, and then when someone comes up — even to pet them, but they don’t know that — they feel threatened. They can’t get away, so it’s a the fight-or-flight thing.

That’s how people get hurt.”

Van Sicklen’s letter also enumerates three other concerns about the ordinance:  The ordinance, in both its current form and in the proposed

amendment, mandates annual vaccinations for certain illnesses.

This is “not in accordance with many current recommended veterinary protocols,” according to the AKC letter, some of which suggest less frequent vaccination.  The ordinance states that it would be a violation of the ordinance to “fail to supply an animal with a continuous supply of fresh water and sufficient quantity of wholesome food.” The requirement that water supply be “continuous,” the letter states, “does not consider the many circumstances wherein water might be offered to an animal on a non-continuous basis under accepted and humane animal husbandry protocols,” as during the house-training of a puppy, or in cases in which a veterinarian recommends withholding water.  The ordinance states that a dog owner “shall, at all times, have available for inspection an official health certificate for the dog” that is signed by a veterinarian and states that the dog has no infectious diseases. “Generally, veterinarian health certificates have an expiration date of between 10 and 30 days from date of issue,” meaning that owners would have to be constantly renewing them to ensure they were in compliance, the letter states.

Carotenuto said Van Sicklen’s letter makes valid point about veterinary health certificates. But she did not agree with Van Sicklen’s concerns about the provision on continuous watering.

“I’m a lot more worried about protecting animals from heat stroke and dehydration than I am of the very, very rare cases in which a veterinarian has said to take water away,” Carotenuto said. The county could, Carotenuto suggested, add an exception for cases in which a person can prove that a veterinarian has recommended that an animal not have water.

The proposed ordinance amendment would also prohibit animal cruelty and neglect and strengthen enforcement mechanisms against irresponsible or abusive pet owners.

The current county code does not ban animal cruelty and neglect.

“Currently, these are not prohibited by County Ordinance and are only addressed through criminal prosecution or through a petition to the court to obtain an order deeming an owner unfit to possess animals and remanding custody of animals to the Humane Society,” a county meeting backup document states. “Animal Services encounters many situations that do not rise to the level of criminal neglect or to the level where an owner should be forever barred from care or custody of animals, but nevertheless merit consequence.

Today’s ordinance will give Animal Services tools to address these cases through civil citations.”

The proposed amendment to the county code of ordinances also bans owners from letting their animals run at large, and it creates a civil citation enforcement mechanism for violations.

COUNTY SEEKS LIBRARY GRANT The commission approved the county’s proposal to apply for a $500,000 grant to build a new county library branch in Bunnell, near the Government Services Building complex on State Road 100.

The county may end up attaching to the library building a new, Bunnell branch office for the Sheriff’s Office, County Administrator Jerry Cameron said.

“You could save in your mobilization cost and have some of the economies of scale by an attachment,” he said. “That would not interfere with the functions of the library in any way whatsoever.”

SCHOOLS ADD PSYCHOLOGISTS Lynette Shott, the school district’s executive director of student and community engagement, presented an update on mental health services in the district.

The district now has nine school psychologists, five licensed mental health counselors, four social workers and 26 guidance counselors. It’s using a three-tiered referral system to get students access to appropriate mental health services.

This past year, 683 students were referred for short-term in-house assistance, while 615 were referred for (and got parent signatures for) more intensive counseling.

MOLDY BUILDING SAGA CONTINUES

Palm Coast resident Jack Carall, speaking during the meeting’s public comment period, asked what the county is doing about the two vacant, mold-affected buildings it had purchased for use by the Flagler County Sheriff’s Office.

“It just sits there and sits there and sits there, and you talk about it, you talk about it and you talk about it, and nobody does anything,” he said of the former Sheriff’s Operations Center on State Road 100. “And now you’ve got another building,” he said, referring to the former Sears building the county bought before finding mold inside it, as well.

County Attorney Al Hadeed said claims have been filed against the insurance carriers of the parties that were involved in those real estate transactions.

The county is also awaiting results from CDC testing on the Operations Center building to determine if it will be repairable, County Administrator Jerry Cameron said.

“If there’s a way possible, and I believe there very well may be a way possible, to salvage a $6 million investment, we’re not going to walk away from it,” Cameron said.

County Commission Chairman Donald O’Brien said, “This commission is very much committed to making sure that we do everything possible to make the taxpayers whole.”

TRAFFIC CIRCLE CONCERNS Resident George Mayo said that the roundabout on US 1 at Old Dixie Highway is already marked up from 18-wheelers dragging against the center.

Recently, he said, he saw a tractor trailer trying to negotiate the circle while a car was alongside it, and the truck, trying to negotiate the circle safely, ended up partially on top of the roundabout.

“We had to come to a stop ... in order for him to negotiate that,” said Mayo, who noted that he’s driven tractor trailers in the past. “There’s no way the radius of that traffic circle, roundabout, can suffice a tractor trailer,” he said.

He urged the county commissioners to push the state transportation department, which has been installing roundabouts across the state, to make sure that they are designed to safely accommodate large trucks.

NATURAL RESOURCE RULES The commission passed ordinances prohibiting the destruction and removal of natural resources from, and the unauthorized use of, public lands, including unauthorized camping, fire starting, berry picking, illegal hunting, wildlife feeding and the release of plants or animals, among others; and regulating uses in public parks.

SENIOR CITIZENS DAY RECOGNIZED Commissioner Greg Hansen read a proclamation declaring Aug. 21 as “National Senior Citizens Day in Flagler County.”

Deborah Susswein accepted the proclamation. “I think it’s really important that we acknowledge our elders,” Susswein said. “They’re a very, very important and ever-growing part of our population.”

“Florida is actually ranked 49th in per capita funding for mental health services,” he said. “Florida actually spends about $37 per capita ... and the national average is about $120 dollars.” The lack of funding, he said, has led many providers to go out of business.

FCSO busts 40 suspected drug dealers in Operation Heat Wave Largest sweep in county history includes arrest of one who allegedly sold drugs while hauling trash for Waste Pro. BRITTANY KERSHAW FCSO PUBLIC AFFAIRS MANAGER

The Flagler County Sheriff’s Office obtained felony arrest warrants for 40 subjects for various narcotics-related charges, the agency announced in a press conference on Aug. 20. This is the largest drug sweep in FCSO history. The warrants are the result of undercover investigations and search warrants into narcotics distributors.

Controlled substances seized included over 28 grams of fentanyl and heroin, over 124 grams cocaine, over 98 grams of synthetic cathinones, over 8 grams of methamphetamine, 3.6 pounds of cannabis and THC oil, and over 68 grams of other controlled substances. Three firearms were also seized in the operation.

The street value for all narcotics seized in this operation amounts to approximately $40,848.

The eight-month long operation brought to light offenders from all walks of life, all ages, and from all areas of Flagler County.

Of the 40 arrest warrants issued, many names are familiar to FCSO deputies. The 40 drug dealers in this operation have been previously arrested a combined total of 534 times.

The truck pulled over, Robinson completed the sale of heroin, and then the truck resumed its normal trash pick-up route. Robinson is charged with sale of heroin and unlawful use of a two-way communication device.

One suspect, Corey Richard Lynch, 36, faces up to life in prison charges including armed trafficking of fentanyl, armed possession of heroin with intent to distribute, possession of a firearm by a convicted felon, and possession of MDPV. Nearly all of the heroin seized contained fentanyl, as did a majority of the cocaine. Fentanyl is reportedly 50 times more potent than heroin. Just 2 milligrams of fentanyl is a lethal dose.

“Detectives seized enough fentanyl and heroin to kill over 14,000 people,” Sheriff Rick Staly said. “... We are dedicated to working together to get this poison out of our community.”

BRIEFS Accused ESE staff out at Flagler Schools Three Flagler Schools staff members who were mentioned in a parent’s complaint about staff mistreatment of her son, who is autistic and nonverbal, are no longer with the school district.

The student’s mother had attached a recording device to her son and then sent him to attend his classes at Belle Terre Elementary School.

The recording, she said, revealed staff members making derisive comments about the boy in his presence and locking him inside an empty classroom.

The Florida Bureau of Exceptional Education investigated and found insufficient evidence that staff inappropriately used seclusion on the boy.

But the school district, in its own investigation, did verify that staff members had made demeaning comments in his presence.

Staff members Isaiah Gutierrez and Arnesia Powell were not retained, according to the district’s legal office.

A third staff member, Behavior Specialist Isabel Moczo, no longer works with the district, according to the district.

New era for Sports Alliance in Palm Coast and Flagler County The Sports Alliance, a group founded by the Palm Coast Parks and Recreation Department in 2011, is seeing new buy-in from government and sports leagues, in hopes of coordinating how fields will be used for local games and for visiting tournaments.

The re-launch gathered many partners to the table on Aug. 13: Lauren Johnston, interim director of Parks and Recreation; Flagler County’s Heidi Petito and Frank Barbuti; Amy Lukasik and Craig Lenniger from Flagler County’s Tourism Development Council; Stephen DeAugustino, athletics director of Flagler Palm Coast High School; Zach Rigney, athletics director at Matanzas High School; Palm Coast City Council member Eddie Branquinho and City Manager Matthew Morton; as well as representatives from Palm Coast Little League, Flagler Baseball, Special Olympics, Florida Elite Soccer Academy, Flagler Pickleball, Core Martial Arts, Triple Crown Sports, Flagler Soccer and Royal Palms Soccer Club.

Branquinho directed the group to look at the name of the relaunched organization.

“Many of you are very focused on the word ‘sports,’ which is a very good word, don’t get me wrong,” he said. “But, the word ‘alliance’ is so very important for this group. With an alliance, we can truly make a difference in people’s lives.”

The Florida Department of Health in Flagler County already provides two vaccinations — for flu and TDAP, or Tetanus, Diphtheria and Pertussis — on local school campuses to students whose parents sign a consent form to have their children receive them. Department of Health staff would like to offer a third — the HPV vaccine — that could be administered for sixth graders at the same time as the TDAP vaccine.

The children who receive vaccines at school, said Florida Department of Health in Flagler County Administrator Bob Snyder and Medical Director Stephen Bickel, are often getting them there because their parents can’t afford to get them elsewhere, or are working multiple jobs and unable to take the child to doctors offices that are closed in the evenings and on weekends.

The vaccine, by preventing HPV, would also prevent nine forms of potentially fatal cancer arising from HPV. But School Board members, during a workshop the

afternoon of Aug. 20, were not ready to approve the Health Department’s request to add a section to parent consent forms that would allow parents to request that the Health Department also administer the HPV vaccine.

Two board members — Janet McDonald and Maria Barbosa — raised concerns about vaccine reactions and the school district’s potential liability if a child were to have such a reaction.

McDonald said that administering vaccinations during school hours uses up valuable instruction time, and that parents who want their children vaccinated can do that on their own time.

“Why is such a high proportion of our population so irresponsible … expecting the schools to provide that?” she said.

Board member Colleen Conklin said she wasn’t willing to allow the addition of the HPV vaccine if the only thing parents have to do get it for their child is sign a consent form; she wanted to ensure parents had more information.

“I might be willing to go along if the parents come to an informational session,” she said.

Department of Health staff members replied that many of the parents who’d be most helped by having their children vaccinated on campus would be unable to attend such a session, for scheduling reasons.

Board member Andy Dance suggested a compromise: that — rather than just sending a form home with kids who need the TDAP vaccine and adding to it a check box for the HPV vaccine — the Department of Health call those parents to give them more information and get their verbal consent as well as written consent.

“We don’t mind giving information,” Snyder said. “We’d be happy to convey information.”

Conklin, wanting to gauge the community’s support for the HPV vaccine before providing access on school campuses, also urged Snyder and Bickel to survey parents during PTA meetings and report back to the board at a meeting in November or December.

Lead found in schools’ drinking water system Flagler Schools has shut off water fountains in certain buildings at Wadsworth Elementary and Bunnell Elementary because water testing there revealed elevated lead levels: 0.036 milligrams at Wadsworth and 0.052 at Bunnell Elementary.

The EPA recommendation is a maximum of 0.015. The district has provided 6,000 bottles of water for students.

The schools tested negative for lead last year, and district staff believe the elevated levels are due to the fact that the water tested had been sitting stagnant over the summer before it was collected for evaluation. The district is re-testing those areas.

Do toddlers’ teeth really have to be brushed?

I’m fine with just about every step in the bedtime routine for my 1-year-old son, Luke: diaper, bottle, sleep sack, press play on the Mozart. But then, when I return to the family room, my wife, Hailey, asks the dreaded question: “Did you brush his teeth?”

I assume that at least nine out of 10 dentists recommend brushing the teeth of a toddler.

But my philosophy is simple: If he thrashes around and screams while I’m trying to brush, forget it. I’ll just wait a few years. By then, these baby teeth will start falling out anyway, and he’ll be able to brush his own adult teeth someday. Why fret over the disposable ones?

Luke is an exhausting dude.

Unlike our other, couch potato children, he never stops moving.

We have installed gates to block Luke from leaving the main living area of the house, and he sometimes grabs the bars and shakes them, as if he’s pleading for someone to rescue him

from jail. When no one lifts him over the gate, he doesn’t cry; he screams in an odd, bored sort of way, much louder than the size of his lungs would suggest scientifically.

Hailey and I are constantly reminding our older children to close the gate behind them. Otherwise, we tell them, Luke could go into a bedroom and choke on a Lego. Luke’s siblings always jump up to close the gate as soon as they’re reminded — partly to save his life, and partly to save their Legos.

But one day this week, Luke escaped. I looked for him in his typical spots — sitting on top of his mountain of board books, emptying plasticware from the lower cupboards, yanking on computer cords near the end table — and then I saw the gate.

It was open.

I jumped up and ran to the hallway. No sign of Luke.

Then I saw him in the bathroom. He was on the second step of a stool in front of the sink, gnawing on his sister’s purple toothbrush.

As soon as he saw me, he knew he was in trouble. He had a big grin on his face, showing off his pearly whites.

What do we learn from this experience, my dear wife? To quote Dr. Ian Malcolm: “Life finds a way.” And the corollary: I B:10” don’t need to brush Luke’s teeth.

Lenhart files for re-election as SOE

Sullivan, BOCC incumbent, files

Kaiti Lenhart, the Flagler County Supervisor of Elections, has filed to run for re-election. No one else has filed for the seat.

Lenhart was first elected in 2016, but had been appointed elections supervisor by thenGov. Rick Scott in 2015 after the resignation of former elections supervisor Kimberle Weeks.

Lenhart said her office has been busy working to ensure the 2020 elections run smoothly and securely, and expanding opportunities for kids to learn about voting through mock elections.

In addition, she said, she’s been serving for the past couple of years on the Electronic Registration Information Center implementation committee, working to help get Florida compliant with legislation that requires the cancelation of a voter’s registration in one state when the move to another.

“That is a really important part of elections security as well,” Lenhart said. “We’re working to get Florida online with that; the legislation was passed a couple years ago and we [the state] are still not part of this program.”

Why run again?

“Bottom line is I just really love my job, and I have a great team and I’d love to have the opportunity to continue to serve as the county’s supervisor of elections,” Lenhart said.

Lenhart had reported no campaign contributions or expenditures as of Aug. 19.

David Sullivan, the county commissioner representing District 3, has filed for re-election.

Sullivan, a Republican whose district includes Flagler Beach, was first elected in 2016. In a news release, he emphasized the importance of the county’s coastline.

“The beach is Flagler County’s gem, and we need to protect it to attract more visitors to our great county,” Sullivan said.

Sullivan so far has no challengers, and has reported two campaign contributions: A $25,000 loan from himself to himself, and a $1,000 donation from Joe Mullins, his fellow Flagler County commissioner.

“Flagler County’s future is bright, and I want to be the voice for our residents as our community continues to evolve,” Sullivan said in a news release. “There’s more work to be done. Let’s continue the great efforts of the Flagler County Commission.”

A county resident for 20 years, Sullivan previously was president of the Flagler County Republican Club and Chairman of the Flagler County Republican Executive Committee, and is a national director of the U.S. Navy League.

He spent 28 years in the Navy, then worked for Hughes Electronics Corp. and Boeing Space and Communications.

“With everyone’s support, Flagler County can continue to grow, attract more jobs and preserve our incredible quality of life,” Sullivan said.

Assisted suicide sentence: 85 months Florence Fruehan

Florence Fruehan, 59 and a former local doctor, pleaded no contest on Friday afternoon, Aug. 16, to a charge of battery on a person 65 or older, a third-degree felony.

He was sentenced by Circuit Judge Terence Perkins to 24 months of probation and is required to have a mental health evaluation, no contact with any victims, and may never again work in any capacity in the medical field.

The charges stem from past patients of Fruehan’s reporting to law enforcement that the doctor had touched them inappropriately during office visits, and that the touching happened without the consent of the victim, and without serving any legitimate medical purpose.

“Our detectives have done a great job working this case and working with the State Attorney’s Office to seek justice for the victims,” Sheriff Rick Staly said.

“I hope the victims see this as a positive outcome and find peace knowing that he will never practice medicine again.”

Fruehan was facing two counts of battery on a woman 65 or older, along with a misdemeanor charge of battery.

The plea agreement drops the additional felony and misdemeanor charges. If the terms of

Bruce Haughton, the 54-year-old Palm Coast man convicted of “assisting self-murder” for his role in a suicide pact that resulted in the death of his girlfriend, has been sentenced to 85 months in prison, or about seven years, plus seven years of probation.

Circuit Judge Terence Perkins in a hearing the afternoon of Aug. 16 denied Haughton’s motion for a downward departure of sentence, finding no mitigating evidence to warrant it, but did grant Haughton credit for 730 days worth of time already served at the county jail, according to State Attorney’s Office spokesman Bryan Shorstein.

Haughton had made a suicide pact with his girlfriend, Katherine Goddard, 52, in which both got into a car that they had rigged to feed carbon monoxide fumes back into itself, according to Sheriff’s Office reports and court testimony.

Goddard’s daughter found them both unconscious in the car in the family’s garage on June 30, 2017, and called 911. Goddard died, but Haughton was revived by paramedics. He initially told deputies he didn’t remember what had happened, but later admitted to helping Goddard rig the car and seal the garage.

Inmate on work crew finds guns alongside US 1 A Tomoka Correctional Facility inmate serving time for burglary, armed burglary and theft of a firearm was on a work crew in Flagler County Aug. 12 when he found two handguns alongside the road, according to a Flagler County Sheriff’s Office report.

Thomas Hall, 29, was working on an inmate cleanup crew on US 1 south of Korona when he saw a black hoodie alongside the road and reached for it with his trash pickup tool. As he lifted the hoodie, two handguns fell out of it.

One was a 40-caliber Springfield XDM handgun with a steel finish, and the other was a 9mm Canik 55. Both guns were rusted and unloaded.

The Tomoka corrections officer who was present when Hall found the guns reported the incident to the FCSO, which ran the firearms’ serial numbers through a database to see if they’d been reported as stolen.

They had not been. The hoodie and the guns were turned over to the FCSO’s evidence unit.

Deputies catch two serial burglars Flagler County Sheriff’s Office deputies caught two serial burglars Aug. 14-15.

Just after 11 a.m. on Thursday morning, Aug. 15, the FCSO and Flagler County Emergency Fire Flight found wanted fugitive Justin Wilson, 36, according to an FCSO news release.

Wilson was wanted for commercial burglaries that occurred on July 15 at Emily’s Design Studio and Padma Yoga, both located on Utility Drive in Palm Coast.

The items stolen from Emily’s Design Studio included two laptops and various tools, totaling $2,400. Items stolen from Padma Yoga included a laptop, two Bluetooth speakers, and cash, totaling $800.

Wilson was taken into custody on Sentry Oak Place in Palm Coast.

Wilson is also wanted for eight felony warrants by the Volusia County Sheriff’s Office.

On Wednesday morning, Aug. 14, the FCSO arrested 41-yearold Justin Aldrich for two active warrants: one out of Flagler County for violation of pretrial services and one out of Volusia

An FCSO deputy saw Aldrich’s Dodge Nitro at around 11:26 a.m., stopped the car and arrested Aldrich.

Aldrich was previously arrested on July 27 for a residential burglary on Louisiana Drive.

He fled from deputies before being apprehended at the Palm Coast Post Office.

Aldrich had also been arrested just five days prior, on July 22, in Volusia County for felony charges of burglary and grand theft.

Palm Coast couple uses Ford app to find stolen car A Palm Coast couple used a Ford smartphone app to find their 2019 Ford Edge after a thief stole it from their driveway.

“From the time I realized the car was not in the driveway, it was probably half an hour before we found the car,” said Joan Callahan.

Callahan and her husband, Thomas Mansfield, who live in Grand Haven, had last seen the car the previous afternoon.

Mansfield noticed at about 7:45 Aug. 13 that it was gone

from the driveway, and called the Flagler County Sheriff’s Office, according to an FCSO incident report.

They’d left the car, which they bought a couple of months ago at Palm Coast Ford, unlocked, with a key in the console, according to the report.

But as they were waiting for deputies to arrive, they remembered the app.

“It’s called FordPass and it gives you all sorts of information on your vehicle, and you can locate your vehicle if you’ve lost your vehicle,” Callahan said.

“My husband was like, ‘I want to see if we can locate this car.’”

Sure enough, the app found it — inside another community within Grand Haven.

Mansfield did a quick drive past the location, noted the car was indeed there, and returned to speak with deputies.

Deputies recovered the car, which was unharmed, although the thief had taken the key and the couple’s garage door and front gate opener, plus a couple of iPhone charging cords.

A deputy noted in the incident report that the location at which the car was found, near the corner of North Park Circle and North Park

Lane, was the site of another recent residential and vehicle burglary, and that the FCSO had received multiple recent calls about criminal activity in that area.

“I don’t know how long it would have taken us to find it if we didn’t have the app,” Callahan said. “It was a handy thing to have under the circumstances.”

FCSO warns of phone scam Scammers are posing as Sheriff’s Office deputies and telling people to pay them hefty fines. One 74-year-old reported that a man called her, identified himself as “FCSO Sgt. Cooper,” and told her that she had an active warrant for missing jury duty. He then stayed on the line with her for four hours as she bought $1,205 in gift cards to send him to pay off the supposed warrant.

Law enforcement agencies do not request payment over the phone or accept gift cards as payment. The FCSO has advised that anyone who receives a similar call should hang up and call the Sheriff’s Office directly at 386-313-4911.

calls from the jail, the nurses seemed to assume he was malingering, and didn’t take him seriously.

He had a seizure on Feb. 4, was hospitalized, had another seizure at the hospital, and went into a coma.

The autopsy report lists his cause of death as anoxic ischemic encephalopathy — that is, a lack of blood flow to the brain – caused by cerebral venous sinus thrombi, a stroke caused by blood clots.

In its response to Fennick’s death, the Flagler County Sheriff’s Office fired its medical provider, Armor Correctional Health, and launched a criminal investigation, which is ongoing.

The FCSO replaced Armor with Southern Correctional Medicine.

Fennick’s family plans to file a lawsuit against both Armor

and the Flagler County Sheriff’s Office, said Albert Lechner, an attorney for Morgan & Morgan, the law firm representing the family. That will occur after an estate is opened for Fennick, Lechner said, and the timeline for that is uncertain because of a probate judge shortage in the area.

“What’s next for my family is to make sure to get justice for my son,” Williams said. “For me, getting justice for Anthony means hope for somebody else. So I want to make sure ... for my son’s memory and for his daughter, that nobody ever goes through the torture my son went through, and no family ever goes through what we’re going to have to live with for the rest of our lives. Because it was 100% preventable.”

efore every snap, Flagler Palm Coast quarterback Donovan Montoyo can hear the naysayers.

He’s just an athlete. He can only run. He can’t throw.

He’s been hearing the jeers and trash talk from his doubters ever

since he first walked onto the field as a Bulldogs quarterback in 2017.

Those words, along with all the pressure that comes with being a starting quarterback for a highcaliber team, fuel him.

“I’m used to it now,” said Montoyo, who is entering his senior year at FPC. “It comes with being the quarterback. We’re going to put up a fight against anyone who faces us, and I’m going to prove all of those doubters wrong.”

Montoyo’s journey toward becoming the quarterback has been a long one.

His talents at the position were first discovered by FPC offensive line coach Ward Silvola. Montoyo, who moved to Palm Coast from Long Island nearly a week after the start of the 2016-17 school year, was a wide receiver for the Bulldogs his freshman year. He rode the bench.

Three weeks before the start of spring practice, Montoyo was playing gator ball in his fifth period P.E. class. Silvola was impressed with Montoyo’s strong arm and called FPC’s new head coach, Travis Roland. Roland had new offensive coordinator Matt Johnson evaluate the freshman.

The footwork was inconsistent, his mechanics were funky and he lacked the knowledge of the position.

“But I saw light for him at the end of the tunnel,” Johnson said.

“I thought he could play at the collegiate level if he committed to the process. And he’s been that guy ever since.”

Montoyo remembers his first high school snap at quarterback fondly.

It was in the Bulldogs’ seasonopener against crosstown rival Matanzas on Aug. 25, 2017. Thensenior quarterback Ryan Freeman was the starter, so Montoyo didn’t think he’d make an appearance until late in the game.

However, Montoyo trotted out onto the field with about 2 minutes to play in the first quarter.

touchdown. He was hit by several Pirates defenders at the 10-yard line, but he carried them into the end zone anyway.

“I wasn’t going to go down at all,” Montoyo said with a laugh.

Out of all the coaches on FPC’s sideline, the one Montoyo is closest with is Johnson — who in addition to being the offensive coordinator, doubles as the Bulldogs’ quarterbacks coach.

“He puts in so much time with me, helping me to be the best player I can be,” Montoyo said.

“He’s like a second dad to me.”

Johnson doesn’t know how much time the two, as well as backup quarterback Preston Roberts, have spent together. “I don’t think you could log the hours,” he joked.

The process started with creating a solid base. Johnson drilled Montoyo repeatedly to help him develop consistent footwork.

Then came the tweaking of his throwing motion — Montoyo used to cuff the ball in his hand when he’d throw — and getting him to understand proper weight transfer during passes. Finally, there was getting him to learn the game.

Montoyo studies film relentlessly.

“As a quarterback, you have to learn how to think, anticipate, lead,” Johnson said. “He started to learn those traits through the fire, and now we’re in a position of he’s understanding the coverages he’s seeing, he’s comfortable in the play book. He knows protections. He understands the type of ball to throw in certain situations. His progression has been exponentially great.”

Johnson believes the Bulldogs can, and will, go far this year with Montoyo leading the team in his final season.

“He wants to be the best,” Johnson said. “He works hard, he’s committed, he wants to please his teammates, he doesn’t want to let anyone down. Whatever you ask of him, he’s going to do and try to exceed at it.”

The Rotary Club of Flagler Beach hosts the club’s inaugural Pickleball Tournament fundraiser on Sept. 27-29 at Wadsworth Park, located at 2200 Moody Blvd.

The four-day event will kick off with a meet-and-greet from 6-9 p.m. Thursday, Sept. 26, at Tortugas’ Florida Kitchen and Bar, located at 608 S. Ocean Shore Blvd. Meet-and-greet tickets are $15 per person and may be purchased as part of the registration process. Heat Severity Charity donates cooling tubs Zach Polsenberg’s Heat Severity Charity donated cooling tubs to Flagler Palm Coast High School, so they can have it set up at practices and games. The charity also donated a tub to Pop Warner and Wadsworth Elementary School.

The charity was started a few years ago, after James Polsenberg’s son Zach died after suffering a heat stroke at football practice in 2017.

“Our goal is to keep our student athletes safe,” Claudine Poslenberg, James’ wife, wrote in an email, “and the way to do this is education and providing schools and athlete programs with the proper equipment to treat heat illnesses!”

Matanzas’ girls golf team had an outstanding year in 2018. The Pirates beat rival Flagler Palm Coast in their match on Sept. 18, and the Pirates’ No. 1 player, Caitlynn Reuter individually qualified for the FHSAA state tournament after firing a career-low 72 at the regional on Oct. 22.

Entering the 2019 season, Reuter has since graduated, but the Pirates still return some talent who could help Matanzas reach

the state tournament as a team.

Beatrice Dietz often battled Reuter for the No. 1 spot last season. Now, that spot is all hers.

Pirates coach Brandie Alred said Dietz worked hard throughout the summer — on the golf course and in the weight room.

“I think she’s added about 15 to 20 yards in distance,” Alred said. “She’s just so much stronger now.”

Matanzas is in a new district and a new region this season. In addition, three teams, instead of two teams, will qualify to advance to the state tournament out of regionals.

“With a lot of hard work, we could possibly make it there this year,” Alred said.

Flagler Palm Coast head coach Travis Roland expected the Bulldogs’ offense, which returned most of its starters from last season, to be outstanding in FPC’s preseason game against Atlantic Coast on the night of Friday, Aug. 16 — and it was.

But the standout offensive performance was from a player who saw little action the past few seasons.

Junior Chris Parks had only really ever seen the field as part of FPC’s special teams unit.

Against Atlantic Coast, he was featured heavily at running back, where he rushed for 3 touchdowns — by halftime.

Parks torched the Stingrays to the tune of 130 yards and 4 touchdowns, per WNZF sports commentator Michael Lischio Jr. “That kid waited his turn and became a really good football

player,” Roland said of Parks.

“Instead of [transferring], he stuck it out.”

The Bulldogs beat Atlantic Coast 34-6 on the Stingrays own field.

The Bulldogs’ starting quarterback, Donovan Montoyo, connected on 7 of 11 passes for 116 yards and a score.

And the defense, which is replacing 10 starters from last season’s team, was led by linebackers Tobin Hackett and Corey Vandyke, who had two sacks each.

In addition, defensive back A.J. Smith recorded an interception in the opening half.

“We took care of business,” Roland said.

Matanzas played two games that Friday, beating Cedar Creek 6-0 and losing to Wolfson 6-3.

On the one touchdown the Pirates surrendered, three defenders were out of alignment.

The Pirates were also down 13 starters, mostly due to injury.

GRAND HAVEN WOMEN

“They are showing growth in spurts,” the Pirates’ second-year head coach, Don Mathews, said.

“But I’m looking for consistency.”

The Bulldogs and Pirates square off at 7 p.m. Friday, Aug. 23, at FPC High School.

It will be Roland’s third Potato Bowl. His team has won each of the last two, but he remains cautious.

“We still have to go out and play and do our job,” he said. “Anytime you’re in a rivalry game, it doesn’t matter what the talent looks like, what the record looks like, you better go out and match intensity — because they’re going to bring it.”

Last season, the Bulldogs dominated in the matchup, cruising to a 49-0 victory. In order to compete this year, Mathews said his team needs to have confidence in themselves.

“We had a lot of players on our team last year who believed more in FPC than they did Matanzas,” he said. “We have to start believing in ourselves in order to compete.”

More than 700 freshmen at Flagler Palm Coast High School spent Aug. 16 learning to conquer fear.

FPC’s Bulldog Success Day is an all-day annual event for incoming freshmen. This year, students heard from motivational speaker Charles Clark, took part in icebreaking and teambuilding exercises led by upperclassmen from the Bunnell Future Farmers of America, held a mock graduation ceremony in which they committed to finishing high school, and attended a pep rally hosted by their Student Government Association.

The school’s largest-ever class cycled through the day’s activities in smaller, more manageable groups.

During Clark’s activity, gymnasium stands full of fidgety freshmen took up pencil and paper to exorcise their anxieties for the year to come.

“Raise your hands if you have a dream,” Clark said.

All hands went up.

The rest of the day would provide ample opportunity to find weapons against the worries they carried over from middle school.

The Flagler Auditorium became a site of pomp and circumstance as students streamed across the stage to shake hands with Principal James “Tom” Russell, committing themselves to another walk across another stage in four years, when a diploma would be waiting for them.

It was about setting an expectation, Russell said. “Their lives can be different if they get a high school diploma.”

He was confident about their chances. “They’re a good bunch of kids.”

One of those kids, Demetrio Martinez, 14, shared his principal’s optimism.

He called high school the best time of his life.

“Only a week in, and it’s so much fun!” Martinez said. He was certain he will graduate, and hopes to find a job before he does.

Bulldog Success Day was a chance for Demetrio’s class to become better acquainted, particularly in the gym activities.

In one corner, a ring of students tossed a beachball back and forth.

The ball was scrawled with questions, and the catcher would ask of the thrower the first question they saw.

Across the gym, a team of freshmen had to roll a tennis ball across short segments cut from pool noodles, holding them side-by-side and end-to-end to form parallel tracks. When this

team game met with success, the gym echoed with cheers. When the ball slipped, the stands rang with the crack of noodles on the ground.

After a short snack time outside, the Class of 2023 was packed into the auditorium for a pep rally.

“I hope you guys are really proud of your achievements,” SGA President Isabella Scarcella, 17, said to the freshmen of their performance in middle school.

She and Alyssa Santore, 17 and SGA vice president and student body president, spent the raucous rally hyping up the school’s extracurricular programs: the Marching Bulldogs played from the balcony, the cheerleaders and dance teams took over the stage and the FPC

PALM COAST FIRE DEPARTMENT PROMOTES FIVE The Palm Coast Fire Department has announced five promotions and three intern hires.

The newly promoted firefighters were ceremoniously pinned by their family and friends at a ceremony held at City Hall.

Capt. Gary Potter was promoted to battalion chief.

Potter earned his Bachelor of Science in Safety Studies from Sienna Heights University and a Master’s Degree in Public Administration from Barry University.

he Palm Coast United Methodist Church hosted its eighth-annual Football Sunday on Aug. 18.

Members of the Flagler Palm Coast and Matanzas High School football teams, as well as coaches, cheerleaders and band members, attended the worship service at 9:30 a.m.

Church attendees, friends and high school family members wore football jerseys and shirts supporting their favorite team or high school.

Thompson calls herself an “experimental” painter, always wanting to explore.

Learning the techniques of the old masters at age 11, she later moved into different styles. She now likes to let inspiration take over when she paints.

“I want to take you somewhere and show you something new,” she said. “I’m always looking for ways to be impactful in what I create. I’m nonconventional.”

Graham and Thompson have known each other and worked together for several years. They discovered that they are related on their mother’s side and consider each other family.

Thompson said Graham has his own unique voice and they have enjoyed learning from each other.

One piece to be featured at Salvo will be “Rectify,” showing a native American woman holding the world. Flames threaten, but a phoenix holding a seed arises, showing rebirth.

Another work will be “Ascension,” a beach scene done with oils with metal flakes added for a luminescent quality.

Originally from Virginia, Thompson lived in Flagler County before relocating to Ormondby-the-Sea in 2016. In 2015, she was named Flagler County Artist of the Year by the Gargiulo Foundation.

On Nov. 16, she will have art at Berkshire Hathaway Realty in the European Village in Palm Coast.

Volunteers have collected 20,000 pounds in 12 years at the city’s cleanups.

Sign up for the waterway cleanup A bowling ball, an old stop sign, a dirty tape player, even an entire boat — all just some of the items collected during past years at the city of Palm Coast’s Intracoastal Waterway Cleanup event.

It’s an annual tradition for many, including Mike Crotts and his wife, Sherrill. Hundreds of volunteers lace up their walking shoes and don protective gloves — garbage bags in tow — as they hunt for trash lining our waterways and trails. But in Crotts’ case, his method of mobility is his powerboat.

“We love nature and it’s an eyesore to see trash in a beautiful area,” Crotts said. “We’ve had a good life and wanted to pick up trash after we retired to keep it beautiful.”

For the past three years, they’ve used their boat to clean up, starting the day before the event by cruising the canals in the C-section. The couple have volunteered every year since the event’s inception in 2008 — except one year due to weather.

“I am very passionate about the ocean and our waterways,” Sherrill Crotts said. “I feel it is an honor to help the environment.”

Volunteers have collected more

than 20,000 pounds of trash throughout the past 12 years.

The event starts with the cleanup. Then, volunteers enjoy refreshments at the event headquarters, the Palm Coast Community Center. There, the trash will be examined, and, of everything found, experts will judge the most unique F.I.N.D., which stands for Florida Inland Navigation District, one of the ways the cleanup is supported. The person who collected the most unique item will win a prize.

The deadline for online registration is Sept. 6. You can register at parksandrec.fun/events. If you show up on the day of the event, you are more than welcome to volunteer, but the city cannot guarantee supplies. The event begins at 8 a.m. at the Palm Coast Community Center, 305 Palm Coast Parkway. Minors must be accompanied by an adult.

For those who do register in advance, the city provides gloves, garbage bags, hand sanitizing wipes, a special waterway cleanup event T-shirt and water bottle. For those who clean up the waterways, the city also provides
