he first phase of the Old Kings Road Widening Project is planned to begin next year. Old Kings Road, for 3.5 miles from Palm Coast Parkway to Forest Grove Drive, will be widened and resurfaced from a two-lane undivided road to a four-lane divided road with a grass median, 8-foot-wide sidewalks and continuous lighting.

The first phase has a total estimated cost of $8.2 million.

It will encompass 0.7 miles from the southern intersection of Kingswood Drive to east of Kings Way Road. Construction will begin May 2020 and finish

by January 2021.

versely, will be narrowed from four lanes to two. An analysis by the city’s previous traffic engineer found that a two-lane road with some additional turning lanes would be safer and able to handle both present and future road capacity.

According to Stormwater and Engineering Department Director Carl Cote, the city’s current traffic engineer re-evaluated the plans after skepticism from some citizens and council members and concurred with Costello’s findings.

“Even if it were technically feasible” to make improvements without lane reduction, Cote said, “it would be much

more expensive.”

In another safety-based roadwork project, a roundabout is being constructed on U.S. 1 at the intersection with Matanzas Woods Parkway. The project will also include drainage improvements, lighting, landscaping and sidewalks and crosswalks for people moving through the intersection from the existing trail.

According to the American Association of State Highway and Transportation Officials, roundabouts reduce the types of crashes in which people are seriously hurt or killed by 78% to 82% compared to conventional stop-controlled intersections.

Not what happened but why

Six years after Mobil gas station murder, Joseph Bova pleads insanity.

It is not in dispute that on Feb. 21, 2013, Joseph Frank Bova II walked into the Mobil gas station on State Road 100 with a SCCY 9-mm semiautomatic handgun and shot the clerk — Zuheily Rosado, a 32-year-old mother of four — execution style in the head.

Bova has confessed to that.

The question facing a Flagler County jury this week is not the what, but the why: Bova is alleging that he was insane at the time of the attack.

Prosecutor Jason Lewis told the jury Wednesday morning, Sept.

25, that he couldn’t say why Bova had shot Rosado.

“Maybe he was bored. Maybe he had nothing to do. Maybe he just wanted to kill someone. Maybe he wanted to rob the store and he didn’t after he shot her,” Lewis said. But what Lewis could say, he said, was the following: “It was a premeditated murder.”

Bova has been diagnosed with schizophrenia, and has spent the six years since the shooting bouncing between the county jail and a state mental hospital.

But immediately after his arrest, Lewis said, “He’s very coherent, pays close attention to everything, and he’s going to deny, deny deny.” A psychological expert, Lewis said, would tell the jury that Bova was not insane at the time of the shooting.

According to the defense, Bova had been hearing voices over the five to seven months before he shot Rosado.

“They were telling him bad things,” defense attorney Joshua Mosley said. “Bad things about himself, bad things about others. They told him Ms. Rosado

was the devil; she was evil ... you have to kill her for the good of the American people. It’s a product of schizophrenia. And the voices told him that if he did not kill Ms. Rosado, they would kill him; they would come after him. ... They are terrifying, they were annoying, they are commanding: And that’s why he did it.”

THE CRIME

Several hours before the fatal shooting at the gas station at 6020 E. State Road 100 in Palm Coast, surveillance footage shows a man — Bova — walking into the convenience store and using the ATM. When he returned at 10:09 p.m., he parked away from the convenience store, nearer to the McDonald’s and the Coconuts Car Wash building, in a spot that had a clear line of sight toward the gas station. For about a minute, he’d watched the store empty of customers. Then, using a path behind the car wash, he walked up to the convenience store and burst inside.

He was wearing jeans and had a T-shirt pulled over his head.

He’d cut eye holes in the shirt — a factor that Lewis mentioned as an indicator of premeditation — and had the gun in his hand.

Bova shot Rosado in the face at 10:21 p.m., from a distance.

Then he walked up to five feet away from her, and shot her twice more, in the neck and the torso.

He fled after the murder and wasn’t found until seven months later, living in his car in Boca Raton.

By then, he was already a person of interest: Detectives checking area gun shops for records of the sale of the kind of firearm used in

the shooting had determined that Bova had bought one in a Daytona Beach gun shop in 2012.

When deputies searched his car, they found it, then matched it to the murder weapon using three shell casings recovered from the scene.

INSANITY DEFENSE

Bova’s arrest was followed by a years-long process of adjudicating whether he was competent to stand trial.

He was at first found incompetent, then, at one point in 2015, was found competent by Judge David Walsh; in 2017, before Judge Dennis Craig, he was again found incompetent. The prosecution has, at various junctures during the repeated hearings, accused Bova of malingering.

At one point, he wrote to the judge, saying he’d been framed.

Then he wrote and said he wanted to plead guilty. Another letter said he’d made a mistake and wanted to plead not guilty. That was followed by yet another letter stating that he wanted to plead guilty.

He’s now pleading not guilty by reason of insanity.

In court in 2017, when Craig asked Bova whether he believed he was competent, Bova threatened the judge, saying, “Sir, there’s going to be a death toll of at least four people in this building today if you do not get me out of this building. ... Sir, I’m threatening your life exactly by looking at you right now.”

Bova’s psychiatric problems had started, Mosley said, after Bova was struck by a truck while

riding a dirt bike in his early teens.

He recovered in the hospital but began to frequently be hospitalized for psychiatric reasons.

“For most of his teenage years, Mr. Bova is in and out of psychiatric hospitals,” Mosley said. “He gets diagnosed with bipolar. … He was fixated on being not attractive to women.” After his arrest, Mosley said, “He attempted to do his own rhinoplasty: He cut his nose and injected caulk into his own face; the same stuff you use in your bathroom.”

He’d moved from Connecticut to Flagler County six to eight months before the shooting, and moved into the Palm Pointe condominiums, about 2.7 miles west of the gas station.

“When he committed this act, he was suffering mental defect or disease,” Mosley said. “He did not appreciate the wrongfulness of his actions.”

But Lewis noted that Bova had had the presence of mind to conceal his identity during the shooting, to plan to enter the convenience store when no one was there, and then to immediately flee Flagler County.

“He waits for that last customer at 10:07 and 57 seconds to leave,” Lewis said. “He bursts into the gas station. His face is covered …

He readjusts his face mask ... to make sure it’s covering his face completely.”

After the shooting, Lewis said, one of Bova’s neighbors saw Bova arrive home with a gun and then frantically pack up a suitcase.

Then he left and never returned.

The trial is expected to end on Monday, Sept. 30.

Flagler County Sheriff ’s Office Detention Deputy Jarred Tazewell has resigned during an internal investigation into excessive use of force.

On April 23, it was discovered that Tazewell was retrieving an inmate from a confinement cell of the detention facility when the inmate, who had a walker, threw the walker at Tazewell, striking him.

In response, Tazewell struck the inmate in the face with a closed fist, causing the inmate to fall backwards.

A criminal investigation was immediately conducted. The State Attorney’s Office declined to file charges.

An internal investigation was then conducted, with findings that Tazewell violated agency policies by using excessive force.

As the investigation was being completed, Tazewell, through his PBA representative, resigned his position with the Sheriff’s Office. While discipline could not be issued because of this resignation, the FCSO will be sending the case to the Florida Criminal Justice Standards and Training Commission (CJSTC) for review.

The CJSTC has the authority to issue discipline up to revoking Tazewell’s Florida Correctional Officer certification.

“Excessive use of force will not be tolerated at the Flagler County Sheriff’s Office,” Staly said. “ ... Often, inmates will ‘bait’ detention deputies, and I expect deputies to keep their cool and not react inappropriately, as was done in this case. Fortunately, use of defensive tactics by detention deputies in the Sheriff Perry Hall Inmate Detention Facility has declined 38.5% since I have been sheriff. Tazewell’s action is not a reflection of the many men and women that serve professionally at the jail, keeping us safe from some of the worst people in society.”

NEW DIVISION CHIEF

In more jail news, the Flagler County Sheriff’s Office has launched a nationwide search for a new division chief of the Court and Detention Services Division.

The search for a new division chief of the Court & Detention Services Division was prompted by the announcement of current Division Chief Steve Cole’s planned retirement.

Cole joined the Flagler County Sheriff’s Office in 1994. He was assigned to the Court and Detention Services Division when Staly took office in January 2017.

He is retiring after 25 years of service effective Nov. 1, 2019.

Until that time, Cole is taking accrued vacation time.

“Chief Cole’s law enforcement background has been instrumental in bridging the gap between law enforcement and our detention divisions,” Staly said. “We wish him and his family the best in his retirement.”

In the interim, Chief of Staff Mark Strobridge will be the acting division chief of the Court and Detention Services Division.

The University of North Florida is proposing a new location in Palm Coast’s Town Center Innovation District to train students in nursing, rehabilitation, counseling, nutrition, hard sciences, medical engineering and related fields.

“UNF’s first connection outside Duval County and Jacksonville will be Palm Coast/Flagler County,” a UNF 2020-2021 Legislative Budget Request document states. “A public-private partnership is in development with the City of Palm Coast, AdventHealth, Allete Energy, and Flagler County Schools.”

The proposal, called the UNF Medical Nexus, or MedNEX, “represents a multi-county hub and spoke approach to meeting the needs of the medical community in the region currently served by UNF,” according to the 20-page document. “I think the value that higher education brings to a community in terms of investment, in terms of future educational opportunities, in terms of awareness, job force — if this concept is successful, I think it’s a great thing for the community,” Palm Coast City Manager Matt Morton said.

He emphasized that the proposal is preliminary: It would require the approval of the Board of Governors and the Legislature, then the governor, as well as the Palm Coast City Council. An exact location has not yet been determined.

“It’s got a long process in public, both for UNF and the Legislature, as well as ... a long process here,” he said.

City Council members have already been briefed on the proposal. One central aspect, Morton said, would build on the current nursing programs at UNF and Daytona State College, and integrate them with AdventHealth so students could do clinical rotations through the hospital.

“We’re viewing it in terms of a true P3, public-private partnership,” he said.

There’s also the possibility of coordinating with the Flagler County School District’s medical Flagship programs, he said.

For high school students, the proposed MedNEX location would “provide dual-enrollment courses and focus on automatic admits into specific health fields for high school students who meet admission thresholds,” according to the 2020-2021 Legislative Budget Request document.

The predicted average salary of many of the health care fields that MedNEX would train for, according to the document, is $75,974.

“I think the value that higher education brings to a community in terms of investment, in terms of future educational opportunities, in terms of awareness, job force — if this concept is successful, I think it’s a great thing for the community.”

“A lot of people in my position would look at programs or processes in order to succeed, but no matter what role I am in, I’m always going to base it around the people that I can serve,” Schottey said. “I think the untold story of the city of Palm Coast is just how awesome the people here are. If we can really tell that story in a way that engages people, we’re going to be successful.”

Reporting to City Manager Matthew Morton, Schottey manages a small team of communications professionals at City Hall.

Since starting on July 29, he has already led the communications team through Hurricane Dorian with the timely release of critical information.

Schottey is married to his college sweetheart, Stacey, who is a kindergarten teacher in Palm Coast.

Dear Editor: If you are tired of reading about Whiteview Parkway reducing two lanes of traffic to one lane, you can stop reading now and open your wallet and smile. Otherwise, please read on.

In January 2018, the former city manager proposed spending somewhere in the neighborhood of $1 million to take the two lanes in each direction to one lane in each direction.

Fast forward to Sept. 17, 2019, when I asked at a City Council meeting what the new estimated cost would be. Palm Coast Stormwater and Engineering Department Director Carl Cote said the new estimate was $4 million, but other items were added in, including increased lighting and sidewalks.

According to Mr. Cote, the project was continuing. He also stated 90 trees would be either removed or replaced.

The former city manager may be gone, but his spirit lives on.

Mr. Cote also mentioned that city employees would be doing the landscape design, and he did not provide any details of the cost of the city’s staff cost.

The bottom line is I did not get an answer to the question I asked at the Sept. 17 meeting regarding the new estimated costs for Whiteview Parkway.

Instead, that cost was somewhere hidden in the augmented $4 million total.

Now move up to the City Council special budget meeting held the very next day, Sept. 18, when I addressed City Council and said the cost was hidden in the $4 million amount. Councilman Klufas took umbrage and said the cost was not hidden. So Mr. Klufas, is the new cost of reducing the size of the Whiteview Parkway still in the neighbor of $1 million or $4 million?

Don’t miss a chance to keep kids healthy Dear Editor: I commend Robert Snyder, director of the Department of Heath in Flagler County, in his effort to quite literally save the lives of children.

As a longtime Rotarian and having been involved with our organization’s efforts to end polio in the world both in time and treasure, I know firsthand the impact of vaccinations. I suspect a number of the School Board members got their polio vaccination at school. I don’t believe our parents or school board were lining up in protest; they were, however, limiting our access to swimming pools and other common areas prior to vaccinations in order that we would not contract polio. This effort continues in the two remaining endemic countries, Pakistan and Afghanistan.

Since 2014, near 60 health workers and their security teams have been assassinated by those against the vaccination of their countries’ children, due to misinformation and feared loss of power. Yet, mothers continue to volunteer to administer the vaccines.

They are, in fact, willing to give all they’ll ever have in an effort to save a child.

I urge the School Board to lead in educating parents of this HPV vaccination opportunity, at no cost, to save their kids from contracting some cancers. Administrator Snyder offered to provide said education materials. Some members of the board stated the parents are too busy to make such an informed decision. Seriously?

It was also stated that general counsel should be

consulted first. This from a board that had a member make a unilateral decision, without informing the balance of the board, to open a meeting with prayer. Subsequently, she forwarded the possible challenges this might create, to the general counsel. Apparently consulting the general counsel is a solution both before and after a decision, depending on the circumstances.

Please consider the offer of the health department to keep our children safe. A parent can always say no.

County overreached with evacuations Dear Editor: The Flagler County government handling of Hurricane Dorian was overreach. We have seen government at all levels want to become God or our parents more and more and guess what? They aren’t.

In the name of safety, they seem to love to tell us what to do and where to go. While there is a time and place for government to act in emergencies, the power of the state gives them power in our land of liberty that much be used with the utmost discretion. It is far better for government to under-reach than overreach.

Some of our residents chose to leave the area early when the predictions were dire. That’s understandable, especially for those near the beach or other water. But most others chose to follow the news and decided not to go anywhere, which turned out to be the smart thing to do. Government too often uses the “S” philosophy, which is “better safe than sorry.” Instead they should also try to use another “S” (smart).

First our government should acknowledge that there is no such thing as a mandatory evacuation. The government cannot make you leave your

home, period. They certainly can tell you that there will be no help should you need it, and that is understandable.

Yet even though they had better and more updated information on the storm than we did, we, the citizens, saw that there was no reason to leave. Yet the county still ordered a mandatory evacuation, even for some areas west of the river. To compound their error, they issued a curfew for those areas where most people had not even left. Thus the county made these citizens virtual prisoners in their own homes and for what?

Most people didn’t even lose power! It wasn’t until some 20 hour later that they lifted the curfew (in the middle of the afternoon).

Give me a break!

This has to remind you of the saying, “We’re the government and we’re here to help you.” Hardly!

The power of the state must be used only when absolutely necessary, and this was certainly not one of those situations. If there is a close call to make, it should always be on the side of liberty and freedom.

Space saver: Put gas prices on water tower Dear Editor: Palm Coast motorists have to notice how all filling stations in town display gas prices prominently and identically.

I suggest that they install one large neon sign, maybe on the iconic water tower.

They can then announce the current and common prices, save on labor costs, while donating their now redundant numbers to The Little League.

James Albert Taylor, 41, had been convicted of the charge in 2017, but appealed and was granted a new trial.

Deputies evacuated the Dunkin’ Donuts location in the Target shopping center on State Road 100 in Palm Coast the afternoon of Thursday, Sept. 19, after someone called and said there was a bomb in the building, according to a Flagler County Sheriff’s Office report.

The Dunkin’ Donuts store’s manager told deputies that someone who sounded like a young girl had called the business line at 3:08 p.m. and had “stated something to the effect of there being a bomb in the bathroom/ building,” according to a deputy’s summary of the manager’s statement.

The manager “asked if the un-

known subject knew whom they called, and the caller stated ‘F-- you’ and hung up the phone,” according to the deputy’s report.

Deputies cleared the lobby of the store and then checked the bathrooms and the rest of the business with a law enforcement dog. They found nothing suspicious.

This is the third year the Health Department has been providing hepatitis C treatment, but the department hopes to expand it. Over the past two years or so, Medical Director Dr. Stephen Bickel said, the program has treated about 10 people, plus a handful who are in treatment now. He hopes to be able to assist 20-30 hepatitis C patients this year.

“We’ve been trying to get the word out,” he said.

A man charged with molesting his stepdaughter has, for the second time, been convicted of that crime by a Flagler County jury.

A jury of four women and two men deliberated for about 35 minutes on Sept. 18 before finding James Albert Taylor, 41, guilty of the crime of lewd and lascivious molestation of a victim under the age of 12, according to State Attorney’s Office Public Information Officer John Scott.

The trial that started with jury selection Sept. 16 and ended Sept.

18 was the third time the case had gone before a Flagler County jury: Taylor was convicted of the same crime in 2017, but appealed on the basis that Circuit Judge Dennis Craig had improperly allowed the defense to introduce an allegation of another crime — specifically, that Taylor had also raped the victim’s sister.

An appeals court found in Taylor’s favor, necessitating a new trial.

The 2017 trial that led to a conviction had itself followed a previous attempt to try the case, which ended in a mistrial when a young witness mentioned on the stand that Taylor had prior criminal convictions — a fact the jury was not allowed to hear, lest it prejudice the case.

The victim, who was 11 when the crime took place and is now 17, told the jury that Taylor had repeatedly entered her bedroom at night and rubbed her breasts over her clothes while she was in bed. The defense had argued that the victim had concocted the allegations because she didn’t like her stepfather and wanted him out of the house.

Taylor will be sentenced by Circuit Judge Terence Perkins during a hearing scheduled for 9 a.m. Nov. 1, but the judge has little discretion in this case: Under Florida law, as a prison releasee reoffender — someone convicted of having committed a serious crime within three years of their release from prison — Taylor faces mandatory life in prison.

Taylor was already a registered sex offender with previous convictions for lewd and lascivious molestation of a child, rape of a child, burglary, failure to register as a sex offender and stalking when deputies arrested him and charged him in 2015 with the lewd and lascivious molestation charge for which he was convicted on Sept. 18.

Man, 20, charged with robbery of relative’s house Daytona Beach Police Department officers have arrested Alexander Devonte Brown, 20, in connection with the Sept.

17 home invasion robbery of a house on Pine Grove Drive in Palm Coast.

Brown, a Daytona Beach resident, is the victim’s nephew, according to a news release from the Flagler County Sheriff’s Office.

Deputies are still investigating to determine the identities of two other suspects who accompanied Brown during the crime.

“Thank you to the Daytona Beach Police Department for their assistance in taking this

dangerous suspect into custody,” Sheriff Rick Staly said in the news release. “I would also like to thank our deputies and detectives for quickly solving the case and identifying the primary suspect.”

Deputies had responded to a report of a home invasion robbery in the afternoon of Sept.

17 after the victim reported that Brown had knocked on his door, then, once inside, pulled out a handgun and forced the victim to the ground.

Brown then let two other masked males into the house, and the three stole cash, jewelry and other items from the home, totaling $8,100, before fleeing.

Deputies issued a “be on the look-out” for Brown and the two other suspects, and detectives

got an arrest warrant for Brown on Sept. 19.

Brown was recently arrested in Volusia County: He’d been taken into custody under a Baker Act on Aug. 27, but then assaulted a security officer while at the hospital and was charged with assault on a law enforcement officer and resisting arrest. He’d also been charged in April with aggravated assault with a deadly weapon.

“This is a dangerous guy who doesn’t think twice about using violence to get what he wants,” Staly said.

Registered sexual offender Trevor Anthony Brandon, 32, told Flagler County Sheriff’s Office deputies that he was living at the Thunder Gulch Campground in Bunnell.

But when deputies tried to verify his address there in July, they couldn’t find him, and began investigating to determine where he was actually living, according to an FCSO news release.

The FCSO’s Major Case Unit began surveilling Brandon, and determined that he was living at his mother’s home at Magnolia Terrace in Flagler Beach — approximately 250 feet from the

Betty Steflik Memorial Preserve, a Flagler Beach city park.

Detectives were able to gather about two weeks;’ worth of surveillance showing that he was staying there almost nightly. Florida law bars sexual offenders from living within 1,000 feet of a park.

FCSO detectives and Flagler Beach Police Department officers arrested him Sept. 17.

He is charged with failure to properly register as a sex offender.

Brandon had been convicted of lewd and lascivious battery by a person 18 or older on a person 12-16 years of age after admitting to having sex with a 13-year-old girl while he was 18 years old. He was also adjudicated guilty in 2016 of failure to register as a sex offender.

Time for new development regulations in The Hammock?

Many Hammock community members would like to bar the sort of development that County Commissioner Joe Mullins voted to approve on Sept. 16.

Their frustration with his decision showed when Mullins held a town hall event at The Hammock Community Center the evening of Sept. 23. But residents also expressed hope that they might be able to coordinate to help pass the sort of restrictions whose absence, Mullins had said, had paved the way for his vote in favor of the controversial Beachwalk development.

Mullins had suggested that the county’s development codes affecting the area, which he called “convoluted,” should be clarified, with community input.

“It needs to be as clean as it

can, and it’s got a lot of cleaning up to do,” Mullins said. “ ...You all are here to enjoy your life, not to come in and fight every developer. ... It needs to be set up so you don’t have to fear everybody driving down the road looking up and saying, ‘I see a beautiful high rise here.’”

He proposed some possibilities: Requiring that new developments use sewer, rather than lessenvironmentally friendly septic tanks. Increasing required buffers. Requiring that developers who want to build in the area purchase and set aside a certain amount of land for conservation.

The developers of the proposed Beachwalk project had used their willingness to use sewer rather than septic — and the prospect that if their project didn’t go through, some other developer could come in and put septic tanks on the parcel — as a selling

BEACHWALK’S BACKSTORY The proposed Beachwalk development along State Road A1A would include 50 homes on a 12-acre lot at the intersection of A1A and Jungle Hut Road.

Jacksonville-based developer Ken Atlee brought the proposal to the County Commission in March, seeking to have it approved as a Planned Unit Development, which would allow greater density. At

But several community members said the area already does have codes that had seemed to prohibit a development as dense as Beachwalk. But those were not, they said, followed in the Beachwalk decision when commissioners approved the development as a Planned Unit Development, or PUD. “I mean, if you gave (county staff) the direction to follow the code, I’d be happy,” said Hammock Community Association President Joy Ellis. “They’re the ones who are getting you in trouble: county staff, by acting as developer representatives.”

Community members noted that the county’s code regarding PUDs requires that a proposed PUD be innovative. Beachwalk, they asserted, is not.

the time, he was turned down unanimously by the commission.

But when the proposal was brought before the commission again in September, the commission voted 3-2 in favor of the proposal. Commissioners Joe Mullins, Donald O’Brien and David Sullivan voted in favor, and Commissioners Greg Hansen and Charlie Ericksen voted against.

Mullins suggested that community members get involved in establishing regulations.

“We’ve been asking to be involved … and what we were told was there will be a public reading and then there will be an approval,” Ellis said. “People want to be involved; they don’t want to wait until it’s a done deal. ... We need our commissioners to impress on the staff that ... we have valid input.”

“I love challenge; I think this is a challenge,” Mullins said. He added later, “This is not just The Hammock; this is all over the county it’s like this. ... We need to start setting the precedents all over the whole county.”

Mullins, calling the area’s codes ‘convoluted,’ urged community members to get involved to clarify them.

The Florida Coalition Against Domestic Violence (FCADV) has awarded the Flagler County Sheriff’s Office with equipment totaling more than $3,000 to aid FCSO detectives’ investigation of domestic violence cases.

Sheriff Rick Staly had identified domestic violence as a major community issue in 2017, calling for the community to come together to create a solution.

The FCSO’s initiatives are showing positive results, according to an FCSO news release.

As of mid-September 2019:  Domestic violence cases are down 8.43% from 2018 in the FCSO’s primary response jurisdictions  Domestic violence arrests are down 8.60%  Domestic disturbance calls are down 8.71%  Violation of domestic violence injunctions are down 56.52%.

“The only way to tackle a problem like domestic violence is to work together with community partners and organizations like the Florida Coalition against Domestic Violence,” Staly said.

“We are very thankful for their continued support.”

The FCADV’s award to the FCSO provided funding for cameras, a Mega-Max ALS kit, SD cards, and wireless signal detectors to help detectives investigate domestic violence cases.

AT&T builds new Palm Coast cell site

AT&T has added a new cell site to its 4G LTE network in Palm Coast to provide customers with faster, more reliable wireless service.

The new cell site off Palm Coast Parkway Northwest will increase coverage and speed for mobile internet and improve the reliability of cell service and data along the parkway between Pine Lakes Parkway and I-95 and between Palm Coast Parkway Southwest and Beachway Drive.

“We want our customers to have a great experience. They’ll be able to download, upload, stream and play games faster than ever before on our 4G LTE network,” said Joe York, AT&T Florida president.

“We consistently work to provide better coverage. And we’re investing in our wireless network to accomplish that.”

By expanding its 4G LTE network, AT&T said in a press release, AT&T is laying the foundation for 5G, “the next advance in network technologies.”

Palm Coast Chief Innovation Officer Don Kewley likewise sees this as the first wave of improvements that will transform Palm Coast’s communication infrastructure. According to Kewley, the new site should be fully operational sometime in November, along with three new towers to be erected by AT&T. More sites to

“We hope to attract some more in the future,” Kewley said.

The city will be working with third-party organizations to do so by courting more cell carriers.

Kewley said his plans for improving the city’s communication technology extend beyond cell carriers and towers, mentioning the steps he’s taking to bring Palm Coast high-speed internet service via fiber-optic cables.

“We’re in the process of evaluating proposals and talking to providers about fiber for business and the public,” Kewley said.

The second round of interviews for potential fiber providers began last week. Kewley will present his findings to the City Council at a meeting Oct. 29, possibly with recommendations for a final choice.

“It’s about how we can provide, internally and externally, better services for the citizens of our community,” he said.

High hopes on a troubled corner R estaurants have come and gone at the corner of South Daytona Avenue and Moody Boulevard in Flagler Beach, but Brian Hughes thinks he’s started something that will stick.

The Ocean City Beach Grill and Cantina opened in early September and had a big first weekend, said Hughes, the owner. He retired after 28 years of corporate life in New York and opened the restaurant because, he said, “It was always on my bucket list.”

He has paired up with a chef named Dexter Graham, who was a cook for 14 years in the Navy. They will serve Tex-Mex food with an emphasis on detail, presentation, friendly customer service and specialty sauces made from scratch.

Juices for drinks at the bar are all freshly squeezed.

Graham said that if a chef forgets to add scallions to a Baja chicken plate, the server will point it out. “Everybody takes part on that plate coming out of the kitchen,” he said.

The restaurant is family oriented even down to the menu: Most items are named for family members, including Hughes’ son-in-law (Mike’s Mushroom Swiss Burger) and Graham’s daughter (Jaiden’s Tacos). Leeann’s Brownie Delight is named for Bar Manager Leeann Vaughan.

Bulldogs survive 10-7 scare against Fletcher Flagler Palm Coast survived a scare in its Week 5 game against Fletcher. After the Bulldogs took the lead 3-0 in the first quarter, they fell behind 7-3 at the half.

Riding Bettor Self for Robert J. Kleberg Jr.’s King Ranch and trainer Max Hirsch, Boland earned the first stakes race win of his career on April 29, 1950, in the Gallant Fox Handicap at the Jamaica Race Course in Queens.

Boland’s career rose to stardom on May 6, 1950, on the track at Churchill Downs in Louisville, Kentucky.

King Ranch’s top rider turned down the opportunity to ride Middleground, a 3-year-old reddish-brown chestnut, in favor of another horse. Boland was contractually obligated to take the reins.

At the age of 16, Boland and Middleground trotted onto the track in front of nearly 95,000 spectators to compete in the Kentucky Derby.

“The atmosphere was unreal,” Boland said. “But that didn’t bother me.”

Middleground eclipsed the 1 1/4-mile track in 2 minutes, 1.6 seconds, beating Hill Prince, who was ridden by Eddie Arcaro, the premier rider in the country at the time and an eventual five-time derby winner.

Two weeks after the derby, Boland saddled up Middleground for the Preakness Stakes, the second jewel of the coveted Triple Crown, at Pimlico Race Course in Baltimore. Middleground was in control for much of the race, but “got in trouble” on the final stretch and finished second to

Arcaro and Hill Prince.

“If I hadn’t gotten bothered, I would have won it,” Boland said.

“But that’s racing.”

However, Boland and Middleground won the Belmont Stakes, the third leg of the Triple Crown, three weeks after the Preakness.

MARRIED FOR 68 YEARS

Sandy Boland vividly remembers the first time she met William.

They were at Argo Bowling Alley in Elmont, New York. She was there with some friends after work. “We used to bowl every once in a while,” she said.

Her parents went to the races, so she was able to recognize him easily.

“He offered to take me home,” Sandy said with a laugh, “and that was that.”

They were married in 1951. She was 19. He had just turned 18.

They had two children and have been married for 68 years.

“There were good times and bad times, but most of the time it was very good,” she said. “I loved the life. That was never a problem.”

But toward the end of his riding career, he stopped winning.

His last race was in Saratoga on Aug. 1969. He retired at 37.

“I was stupid,” he said. “I

wasn’t doing very well at time time. I kind of just lost confidence in myself. I thought I’d try something else. But I could have rode for another 10 years. I should have kept going.”

For the next 20 years, Boland was a thoroughbred trainer in New York. He was a racing official for 10 years after that. He quite officiating in 1989 and moved to Palm Coast with his family. Boland was inducted into the National Museum of Racing’s Hall of Fame in 2006.

Old trophies and faded pictures and newspaper articles decorate much of the wallspace

of his home. His Kentucky Derby and Belmont trophies sit casually on the shelf above his television, below a painting of his younger self.

But despite the reminders, he doesn’t think much about racing anymore. That part of his life is over.

Now, he plays golf most days with his buddies at Palm Harbor Golf Club. Or, he’s at home spending time with his wife.

“There’s a lot of things I could have done different and a lot of things I wouldn’t have done different,” he said. “But I had a good career. I’m very happy here now.”

The Flagler Playhouse opened its “Mamma Mia!” backstage to the Palm Coast Observer as actors and stage crew prepared for a soldout show on Sunday, Sept 22.

The Playhouse offers an intimate setting to enjoy the performances of the musical, written by Catherine Johnson and based on the songs of the pop group ABBA. When you walk backstage, there is a dark wooden labyrinth of panels, furniture, props and hair spray, all brought to life by the passion of cast and crew, who

can’t help but sing and dance.

Before the play, the cast met in a large room to warm up. They sang, clapped, and high-fived each other as they prepared to have a great time on and off the stage.

There about 38 people involved in the play, and 40% of the cast and crew members are Flagler County teachers or students.

The direction and production of “Mamma Mia!” have been in the works for about four months.

Epic Church, the “church for people who don’t do church,” celebrated its 10th anniversary Sunday, Sept. 15.

The church, which meets every Sunday at Buddy Taylor Middle School, is looking forward to a bright future, now with a decade of community service to look back on.

“We’re super excited that we’ve been able to be here for 10 years in the community,” said Executive Pastor Tim Jones. “We’re excited that we’ve been growing.”

The church has expanded its Sunday services at Buddy Taylor to three every week, at 8:30, 10 and 11:30 a.m. According to Jones, Epic’s membership has swelled to more than 700.

Foremost of the projects is the expansion of church property.

Jones said the church recently signed a contract to buy land located on the fourth lot behind the RaceTrac gas station on Seminole Woods Boulevard.

Money will be raised over several months to buy the 16 acres.

“We’re looking forward to having a building that we can use to continue to help the county even more,” Jones said. He intends to establish a care network with which the church can help people access county resources, such as the food pantry for the hun-

In addition to Epic’s plans for the property, Jones said, the church plans to escalate its existing community projects.

After a yearlong professional development program, Flagler County Public Information Officer Julie Murphy has joined fewer than 70 others across the United States recognized as a Master Public Information Officer.

Established by the Federal Emergency Management Agency in 2017, the MPIO program is a three-course series to prepare senior level public information officers for an expanded role in delivering public information and warning using a strategic, whole community approach. It is the Department of Homeland Security’s highest level of training and credentialing for public information professionals.

Murphy worked within a collaborative environment on projects with an established network of peers.

Trinity Presbyterian Church, located on the corner of Florida Park Drive and Palm Harbor Parkway, is now 40 years old. It all began in 1979 when the Presbytery of Northeast Florida (now the Presbytery of St. Augustine) purchased five acres of land and dispatched the Rev. James Tinsley to find Presbyterians or potential Presbyterians among the new residents of the fledgling community.

The first worship service of the new congregation was held in November 1979 in the YMCA building, which later became the community center. This space was shared with another new congregation, which became St. Mark’s Lutheran Church. Trinity was officially chartered on Palm Sunday, 1980.

The first sanctuary on the corner of Florida Park and Palm Harbor was dedicated on April 5, 1981. This original

sanctuary is now the church’s fellowship hall and is named Mehaffey Hall, after Trinity’s second pastor, the Rev. George Mehaffey, who came to Palm Coast in 1985 and served for 10 years until his retirement in 1995.

Trinity has long been involved in community concerns, including the Family Life Center, the Flagler Resource Center and the Family Food Program.

The church also sponsors Scout Pack 281 and a Presbyterian Counseling Center.

Past ministers and members will return to Trinity for a celebration service on Sunday, Nov. 10, at 4 p.m.

The whir of weed wackers buzzed in the air, and crews dragged debris-loaded tarps. Volunteers with rakes and shears cleaned up brush, and a front-loader lifted logs. It was a cleanup on a grand scale, with more than 100 volunteers working for more than four hours, on Sept. 21, at the Masonic Cemetery on Old Kings Road.

It was especially appreciated by family members, who have often visited graves surrounded by knee high weeds in the past.

“It means a lot,” said Betty Steward, who was among the volunteers with relatives buried at the site. “When the cemetery is nice and clean and everything is up to par, you feel better when you come and visit your loved one. I really appreciate the help from everyone that’s here.”

I visited the grounds during the cleanup and spoke with Lenora Harris, who showed me the grave of her nephew Damonte’. He died Nov. 21, 2018, when the Waste Pro recycling truck in which he was riding overturned.

in rows, but some appear haphazardly arranged.

“Would you want to be laid to rest out here?” Harris asked me.

Damonte’ was buried at this cemetery because of family connections: His brother is buried next to him, and their great-great grandfather is buried close by.

Harris lives 90 minutes away, but she took it upon herself to keep the area maintained and has organized volunteers every other month ever since November 2018.

But the most they’ve had in the past were about 60 volunteers, and they didn’t have the proper tools, so the cemetery still never reached her standards, she said.

over?’” Harris recalled Barrington saying. “I said, ‘Sure.’ She said, ‘Am I being too bossy?’ I said, ‘You can do whatever you want.’”

The Barringtons got to work and made arrangements for several businesses to donate services, including landscaper Tala Laupepa, The Climbing Otter, Waste Pro, and United Port-o-Potty.

Darlene Barrington said her husband’s effort was essential to making the event successful.

“We needed someone to keep everyone on task, and that was Brian,” she wrote in an email. “No one could do it better.”

Sanders was there on Sept. 21 to volunteer, along with his brother, Faron Sanders, who is the bishop of the Palm Coast Ward.

“It’s just a great opportunity for us to rub shoulders with everybody in the community and come together for a common cause,” Chad Sanders said.

That morning, Darlene Barrington was gathering up caution tape that had been stretched across some palmetto bushes to keep volunteers out of areas that may have snakes. She said the grounds were in rough shape before the cleanup but much good had been done.

“If you have something organized, people will come,” she said, adding that Palm Coast Community Church, African American Cultural Society, and Church on the Rock helped spread the word.

RECRUITING THE FAMILIES

Harris has found 396 obituaries that mention someone being buried in the Masonic Cemetery, but there is no map. So, if a grave doesn’t have a headstone, no one is certain who is buried there. She has worked to identify some; she

has marked unidentified graves with sticks — 96 of them so far.

The people who could solve these mysteries are the families themselves. Harris hopes that more families will get involved with future cleanup efforts as well. Starting in 2020, the cleanups will be on the second Saturday of the odd months: January, March and so on. To get involved, visit the Facebook group “Long Live Damonte Lee Harris.”

“I’m saddened by the lack of [family members],” she said.

“They should be out here. If there are 300 and something graves, you need just one person from each one of those graves, and we would have enough.”

While others cut back vegetation throughout the grounds on Sept. 21, Albert Hall and Freddy Carter were building a cinderblock structure in the center of the cemetery. They are brothers.

“Our parents is out here,” said Hall, a California resident who was visiting the cemetery with his Carter, of South Carolina. “You see the condition.

My parents are part of this eyesore.”

Bobbing in and out of the scaffolding, Hall and Carter lay bricks next to a rendering of what the monument will look like someday: a stately structure covered with neat rows of nameplates to identify everyone buried in the cemetery.

Pet lovers celebrated their furry companions at the St. Thomas Episcopal Church’s pet blessing on Saturday, Sept. 21.

This family event, featuring the Rev. Robert Goolsby, featured goodie bags and advice from Nick Avis and his staff from Southern Wind Animal Hospital.

The community was invited to bring donations for the Flagler Humane Society and to meet the dogs available for adoptions.

Law enforcement horses and canines were also part of the event.

Goolsby said pet blessings build partnerships and invite people to the church property.

Lynn Myers, with the Flagler Humane Society, expressed her gratitude for the great turnout, the donations, and the opportunity to show the dogs they had for adoptions.

house in Yacht Harbor was the top real estate transaction in Flagler County in the Multiple Listing Service. Roger and Marcia Steimle, of Palm Coast, sold 284 Yacht Harbor Drive to Sharoen Kline, of Palm Coast, for $599,900.

Built in 2012, the house has thre bedrooms, 2.5 baths, a swimming pool and 2,247 square feet. It sold in 2015 for $515,000. Following is a partial list of other sales for the week.
