The planned reconstruction of Whiteview Parkway, reducing it from a four-lane road to a two-lane road with some additional turning lanes, may not proceed as originally outlined.

At the Oct. 1 City Council meeting, Council member Eddie Branquinho said that, after a private meeting with City Manager Matt Morton, Assistant City Manager Beau Falgout and Stormwater and Engineering Department Director Carl Cote regarding the project’s details, he had changed his mind about its viability. “As the project is right now,” Branquinho said, “I would vote ‘no.’”

He cited concerns with the cost of the project, estimated

at around $4 million, of which the city would only come up with around $400,000.

Branquinho wants to see more evidence of what led former city staff members to decide on the lane reduction, when he feels less expensive alternatives exist, such as blocking off the extra lanes with painted lines.

“You never know when you’re going to need those lanes,” he said.

Morton has no real concerns about the details of the plan but is open to reconsidering them. Being new to his post, he said he was prepared to weigh different viewpoints on Whiteview before jumping headlong into a project with

which he’s less familiar than some other city staff.

“We can hit the pause button on it,” Morton said, emphasizing that the project may be three years away from being funded in the first place.

Council member Jack Howell, who was already vocally opposed to the project, also met with Morton, Falgout and Cote to make his case against it. He has cited his time at the Traffic Institute of Northwestern University as leading to his skepticism of the previous city manager’s plans. The accidents are from distracted drivers, not from an unsafe road, he argues. “If anything, the entire road should be four lanes,” Howell said.

A small section of private road connecting to Forest Grove Drive in the northern area of Palm Coast will be permanently removed, as its public access agreement has expired. Work will begin Monday, Oct. 14 to remove the asphalt. For a map, see shorturl.at/lwFHY.

fter six years, Joseph Frank Bova has been found guilty of first-degree murder in the 2013 execution-style shooting of 32-year-old Mobil gas station clerk Zuheily Rosado.

A jury of six women and six men found Bova guilty after deliberating for approximately 40 minutes on Sept. 30. Bova displayed no reaction after the verdict was read in court. Having spent much of the past six years in a state mental hospital, Bova will spend the rest of his life in prison: Judge Terence Perkins imposed a mandatory life sentence on Bova immediately after the trial.

The trial began with jury selection on Sept. 23.

Bova — after initially telling detectives he had nothing to do with the shooting — had eventually admitted to killing Rosado, a mother of six, but said he was insane at the time of the shooting.

In insanity defense cases, the burden of proving the defendant’s insanity rests on the defense. The trial was delayed for years as Bova, who displayed erratic behavior in court hearings and said he was hearing voices, was alternately found incompetent and competent to stand trial.

His defense team brought in an expert to suggest that Bova had sustained brain damage from being hit by a vehicle while he was riding a dirt bike as a teen, and that he’s also been diagnosed with schizophrenia, and hears voices — something Bova mentioned again and again in his testimony before the jury on Sept. 27.

“The voices would tell me to do things all day long; it was just very stressful; I was completely insane from not sleeping and hearing voices,” he said.

The voices, he’d told the jury, had told him that Rosado was the devil and that she killed people by looking at them, and that he therefore had to kill her.

But he also admitted that he’d at first been reticent to follow the voices’ direction — an admission that prosecutor Mark told the jury indicated that Bova knew right from wrong, and therefore was not legally insane, at the time of the shooting.

“It took them a while before

they convinced me to shoot her,” Bova told the jury. “They just kept saying that she was killing all these people ... and they made me think that it was the right thing to do because she was the devil. ... I thought I was doing the right thing.”

He’d also said that it was the voices that told him to cover his face — so that she couldn’t see him and kill him with her eyes — and that it was the voices that had told him to park away from the gas station, nearer the Coconuts Car Wash building.

Prosecutors said it wasn’t “voices” directing Bova to take those actions: It was his own desire not to get caught.

MENTALLY ILL BUT NOT INSANE

After the shooting, living in his car in South Florida, Bova bought caulk from The Home Depot, injection needles from a Rite Aid, and performed what the defense called a makeshift rhinoplasty on himself using the rear view mirror in his car, injecting the caulk into his face.

He’d approached an actual surgeon, he said, but was told the surgery would cost $10,000, which he didn’t have.

For the defense, the disfiguring procedure was evidence of Bova’s insanity: He was obsessed with women, they said, and the voices had told him that if he changed his nose he’d be more attractive

BRIEFS Arrested after running four years A man wanted for violating parole for an armed burglary in Wisconsin ran for four years, but Flagler County Sheriff’s Office deputies arrested him on Sept. 25 after he tried to flee a traffic stop, then crashed his car, according to the FCSO. Deputies saw suspect Michael Anthony Ross’ gold Chevrolet sedan speeding south at about 80 mph on U.S. 1 at about 11:29 a.m. and tried to conduct a traffic stop, but the car sped off, reaching speeds of greater than 100 mph, according to an FCSO arrest report. He was later arrested.

“This is another great example of how technology and good police work can pair together to fight crime,” Sheriff Rick Staly said in an FCSO news release.

But prosecutors seized on another potential motive: Bova had injected caulk into his face, Johnson said, because he’d killed a woman and wanted to change his appearance to evade police.

Dr. William Meadows, a forensic psychologist called by the prosecution, and also a former director at the psychiatric Florida State Hospital, said that Bova’s assertions about constantly hearing voices pointed to malingering, not insanity. Even people with severe psychosis, Meadows said, don’t hear voices all the time.

Bova had said he’d been hearing them 24/7.

Meadows’ testimony conflicted with that of a mental health expert, Dr. Joseph Sesta, who’d testified on behalf of the defense on Sept. 27 that Bova has schizophrenia and had been motivated by delusions and auditory hallucinations. But even Sesta had said that he couldn’t state what Bova’s mental state was at the time of the murder; and Meadows stated unequivocally that Bova, though mentally ill, was not insane on the date of the shooting.

“He just seemed really motivated to be found insane,” Meadows said of his court-ordered evaluation of Bova. “He just immediately went to, without me even asking him, ‘The voices made me do it.’”

“They [the voices] made me think that it was the right thing to do because she was the devil and they said that I was specially chosen. ... I thought I was doing the right thing.”

As to Bova’s reports that he’d had multiple psychiatric hospitalizations since his teen years, Meadows said, there was only a record of one — for anxiety and bipolar disorder, not schizophrenia.

An antipsychotic medication prescribed to Bova at the time, which Sesta had argued was evidence that Bova had psychotic symptoms even as a youth, is also commonly prescribed for bipolar disorder, Meadows said.

Similarly, he said, there was no evidence that the incident in which Bova was struck by a car as a teen resulted in serious brain injury.

“There was no evidence of any kind of neurological injury; he had a CT scan of his brain; that was negative,” as were other such tests, Meadows said. “I think it’s clear that he had a concussion that resolved itself likely within a few days.”

Meadows said that Bova’s ability to successfully take a full course load of college classes and run his own landscaping business were inconsistent with his assertions that he was constantly hearing voices. And no witnesses had indicated seeing the kind of behavior associated with someone who’s experiencing auditory hallucinations, Meadows said.

The Flagler County Sheriff’s Office was alerted to a Snapchat video with a Matanzas High School student allegedly making threats to the school.

School resource deputies viewed the video, which showed a 15-year-old holding what appeared to be a long gun style firearm. In the video, he points the gun at the screen and appears to be talking but there is no audio due to the video being screen recorded.

There is a written caption on the video that states “I got sum for y’all just wait till 2:15.”

The investigation revealed that the original Snapchat video had been removed from Snapchat.

The video was date-stamped four weeks ago and the teen’s username appears in the upper left corner of the video.

“We cannot stress the fact enough that we have a zero tolerance policy in Flagler County and making a threat will be taken seriously,” Sheriff Rick Staly said.

“Whether you think it is a joke or not, making a threat is a crime with serious consequences. Any and all threats will be investigated. I am thankful for the anonymous person who called to alert us to the video. Parents, talk to your kids!”

School resource deputies immediately located the teen and searched him to ensure there was no firearm on campus. The teen was then taken into custody and charged with written threats to kill, a second degree felony. He was taken to the Flagler County Jail and turned over to the Department of Juvenile Justice in Daytona Beach.

$2,900 on elderly neighbor’s card A Palm Coast resident told deputies that he had been away on vacation and when he came back on Sept. 15 he discovered that a total of $2,900 in purchases were made using his bank card without his knowledge.

FCSO detectives began investigating the fraud and later arrested Kyle George, 31, on Friday, Sept. 27, and charged with five counts of fraudulent use of personal identification information of a person over 60 years of age and fraudulent use of a credit card.

He posted bail on a $15,000 bond and was released.

Palm Coast and Flagler County are entering a new budget year with property tax rates set at or below last year’s levels, although rising property values will bring in more money for local government this year than last year.

Features in Palm Coast’s budget for the coming year include millions of dollars for the widening of Old Kings Road, road safety improvements, improvements in water treatment, and upgrades at Holland Park.

“It’s a conservative budget, and it’s focused on infrastructure, investment in the community,” said Helena Alves, the city’s Financial Services director. “We do have a fund balance policy, and we do adhere to our fund balance: There’s no current reserve issues within the city, and that’s because of City Council’s actions over the years.”

The city did take a financial hit in 2019 because of Hurricane Dorian, she said, and hasn’t got-

ten that money back yet.

“We’re currently working with Flagler County, and they are working with the state, to ... gain approval from the federal government for FEMA dollars,” she said.

“That loop hasn’t been closed yet.

We have received a good number of our hurricane receivables for [hurricanes] Matthew and Irma, so our reserve fund is at a positive. So at this point we’re in a better position than we were, say, a year ago, when we were waiting for substantial FEMA reimbursements.”

Flagler County is still waiting on substantial reimbursements for Matthew and Irma, said John Brower, the county’s Financial Services director.

“We send in paperwork, they look at it, they send stuff back,” he said. As for Dorian and the estimated $3 million in damage it caused the dunes, he said, “It didn’t affect us as a hurricane at all, but still — the high surf and all of that stuff took a bunch of sand, so we’ll have to address that moving forward.”

Taxpayers to pay price for moldy Ops Center County missed many signals along the way.

There have been many opinions by the “prophets of the press” on a variety of local issues, but never have they signed in on “How do the Flagler taxpayers get made whole from the abandoned Sheriff’s Operations Center?”

Bottom line here is we, the Flagler County taxpayers, are out nearly $9 million!

We are facing a replacement cost that will be in the $20 million neighborhood and yet County Attorney Albert Hadeed and the County Commission are rattling their sabers on the Sears building that cost $1.1 million.

Is the failure to go after the “bad guys” that renovated this $9 million health hazard because they do not want to go after former commissioners and their attorney? Or is it that they perpetuated the building failure?

Why did Hadeed and the commissioners fail to act on factual major issues, like this old hospital being located in a

U.S. Geological Society flood plain and was built at a compromised elevation?

(Editor’s Note: According to Al Hadeed, “The County did not build the new Sheriff’s Operations Center in the flood plain. With respect to the elevation, the original elevation met regulatory standards and posed no problems for the building. It is true, however, that others made changes to the grade on the east perimeter of the Center. Those changes may have exposed the structure to more runoff water ... contrary to the engineering of the site. Neither County workers nor contractors working for the Board of County Commissioners altered the original elevations. When the County verified the elevation alterations ... the County restored the east side elevation as required in the engineering plans.”)

Hadeed must be aware of Florida law that prohibits a commissioner from voting on agenda items that benefit their business associates. Yet Barbara Revels voted “yes” in a 3-2 vote (Frank Meeker and Charlie Ericksen voted no) that set the stage in 2013 for this disastrous purchase that poisoned over 30 of our deputies and staff — and that directly affects all in our community.

Study are right on point. As a professional developer, I could never buy a property without Phase 2. Why? Because the bank you are financing with requires it. In this case the Flagler County taxpayers were the bank by means of using a bond. Our county attorney overseeing the legalities of the closing failed basic commercial real estate protocol to require a Phase 2 and subsequently failed the commissioners he still works for.

(Editor’s Note: Al Hadeed told the Palm Coast Observer: “Florida banks do not routinely require Phase 2 environmental site assessments unless the independent professional engineer and the licensed environmental consultant investigating the site conclude that the site circumstances warrant a Phase 2 assessment.” In this case, Universal Engineering performed the Phase 1 study in 2013 and stated that no further study was warranted.)

Hadeed is one of only two that work at the commission’s employ to directly hire or fire, and in 1998 Hadeed was terminated (fired) by the County Commission for questionable billing practices.

(Editor’s Note: Hutch King, the commissioner who motioned to end Hadeed’s contract in 1998, stated in the Dec. 7, 1998, County Commission meeting that he was not voting to “fire” Hadeed but to change the way the county operated. Hadeed was given

$24,000 in back pay in 2001, and he was rehired in 2007.)

Did I mention that, at least as of 2016, Hadeed had the highest government compensation package in Flagler County?

In May 2015 I presented numerous photos of the Sheriff’s Operations Center being built and failing the Florida Building Code 2813.1.4.1 to all the commissioners. This February 2019, it was confirmed by a county-paid independent engineering firm Terracon that the failure still exists. They also found evidence of the floor lacking a moisture barrier — in a flood plain no less!

Adding to this train wreck is the Florida Health Department.

Where was Director Robert Snyder during this fiasco?

And where do we, the Flagler County taxpayers, sue the County Commission and its award-winning legal counsel Albert Hadeed?

Woman ordered to sell puppies, pay shelter to get dogs back Animal Control removed nine dogs from a local home.

The owner faces criminal neglect charges.

In a recent court hearing, a county judge determined that a local woman whose dogs were confiscated by Animal Control officers due to neglectful living conditions can get three or four of those dogs back — if she sells three puppies and pays thousands of dollars to the Flagler Humane Society to cover the thousands of dollars in care fees that have been accumulating since Animal Control officers seized nine dogs from her house in late July.

The fees accrue at a rate of $30-per-dog-per-day when animals seized by animal control are held for animal control hearings or court hearings, covering the costs the Flagler Humane Society expends on their care. Because it can take months to get a hearing date, and some cases require multiple hearings, the fees can add up to thousands of dollars by the time an adjudication is made — meaning that even when judges or hearing officers decide that an owner is fit to have their dogs back, they may have to first pay thousands of dollars to do so.

In the recent case, the court order specifies that the fees must be paid in full.

When the city got wind of the possibility that the Flagler Humane Society might be willing to work with the dogs’ owner, Pamela Greene, on the costs, its attorneys sent Humane Society Executive Director Amy Carotenuto a letter warning her against doing so.

“It is our understanding that Pamela Greene recently approached Flagler Humane Society and that Flagler Humane Society is considering the release of some number of the dogs in exchange for Ms. Greene’s payment of an amount, negligible to the amount due in accordance with the court’s order,” the letter states. “Please understand that such an accommodation will be in violation of the court’s order.

Further, the city will consider the receipt and acceptance by the Flagler Humane Society of an amount less than that required by the court’s order for the release of the animal(s) to be payment in full of all the costs of care and provision of the animals regarding this matter, with Palm Coast thereafter having no further responsibility.”

City Animal Control officers were called to Greene’s house on Comanche Court after a deputy there to investigate a domestic disturbance noted a “strong odor of ammonia and feces” coming from the home.

An ammonia test kit reveled high ammonia levels in the house: 20-50 parts per million, according to a deputy’s report. A deputy found six adult Labradors and three lab puppies enclosed in a bedroom, with animal urine and feces on the floor.

Greene said that two of the adult dogs are her brother’s, and that she’d been planning to sell the three puppies. She faces criminal animal neglect charges for keeping the dogs “enclosed without wholesome exercise and change of air,” according to the deputy’s report.

But the civil Animal Control case that went before the county court system was resolved by

Senior Judge Frances King with the determination that Greene could potentially get some of the adult dogs back, if she follows a precise series of steps.

“Ms. Greene is not fit to have custody of nine dogs,” the judge’s order states. “Ms. Greene is fit to have custody of no more than three dogs at a time.”

The order requires her to do the following: Pay the costs associated with the three puppies’ care at the Flagler Humane Society in order to get the puppies back for

could petition the court to get the fourth dog back, according to the order. If it is not in satisfactory condition, a hearing would be set to to determine whether she could keep the three dogs.

If Greene does not meet the court’s requirements, all of the animals will be legally remanded to the city, according to the order.

the purpose of selling them; sell the puppies and provide proof of sale to the city and to the Flagler Humane Society; and pay any remaining costs associated with the care of all of the nine dogs at the Humane Society ($6,430 as of Aug. 26).

Then, according to the judge’s order, Greene could take home three of the four adult dogs she’s said belong to her.

Once 60 days have passed since the three dogs’ return to the home, according to the order, Greene would be required to allow city Animal Control officers to check the house. If the home is in “satisfactory condition,” she

Bova had also told Meadows that he knew, when he was driving to the gas station, that he was going to kill Rosado, indicating premeditation. He’d admitted that he’d gone to the gas station several hours before the shooting, using the ATM there, to make sure Rosado was there that night.

And after the shooting, he’d withdrawn a large amount of cash, packed hastily, and left town in an Audi sedan, not the Chevrolet pickup he’d driven to the scene of the crime. Later, he had the truck painted, and sold it.

In South Florida, he avoided checking into hotels, even though he had access to money, Meadows said. He avoided using credit cards, even thought he admitted to Meadows that he’d used them in the past. He went to Key West, then Miami, then Boca Raton.

He’d been sleeping in his car when law enforcement officers found him in Boca Raton in possession of the SCCY 9-mm semiautomatic handgun used in the shooting.

“My opinion is that he was legally sane at the time that he killed the victim,” Meadows said.

“Now, he has a mental illness, but that’s not a sufficient condition to be found insane. ... The evidence in this case is entirely clear ... that he knew what he was doing when he killed this individual. ... There are multiple behaviors here that he knew that this was illegal, that it was wrong, and that he would be apprehended.”

When Meadows had pressed Bova on evidence that Bova had taken steps to evade apprehension, Meadows said, Bova “became very nervous,” then blamed those actions on the voices.

Then there were the inconsistencies in Bova’s statements. For instance, the defense had said that Bova had covered his face because he thought Rosado could kill him with her eyes.

But that wasn’t what he’d told Meadows. The following, Meadows said, is what Bova had said during an interview: “I put the shirt over my head because I knew there was a camera there.”

And, prosecutors noted, Bova had not covered his face when he’d gone to the gas station earlier in the evening and used the ATM machine there.

He’d cut eye holes in the shirt and driven to the scene wearing it — indicating some knowledge that what he was doing was wrong, and the awareness needed to attempt to cover his tracks by avoiding being seen, Meadows said. He also drove away wearing

School district to choose Safety solutions to include fences, gates new leader on March 10 The school district is also planning to upgrade school entrance lobbies.

Flagler Schools will select the school district’s next superintendent at a meeting on March 10, and will offer a base salary of $135,000-$185,000, depending on experience.

The School Board will make its pick after soliciting input from the public during a public meeting, using a citizen panel to screen applicants, and then meeting with finalists one on one.

School Board members met Oct. 1 to determine the process by which to choose a successor for current Superintendent James Tager, who has announced his intention to retire when his contract ends on June 30, 2020.

SUCCESSES, CHALLENGES

The board invited two experts from the Florida School Boards Association’s Superintendent Search Services department, Bill Vogel and John Reichert, to attend the meeting and offer advice.

The experts asked board members to speak about what they feel is going well in the district, as wel as what challenges it’s facing.

Board member Colleen Conklin mentioned two concerns that fit into both categories: Reaching a 100% graduation rate; and supporting students’ mental health.

“Graduate 100 is a high goal — some say unrealistic,” she said.

“And it’s not just the high schools’ job to make that happen,” but also relies on elementary and middle schools doing their part, she added.

In terms of student mental health, she said, “The multi-layered plan that was put in place by our team around mental health ... Compared to just three years ago, it’s night and day. But now I’ll flip it as a challenge: It’s still not enough.”

Board member Trevor Tucker raised another concern: finances.

“Half of our people were all hired in a five-year time-frame,” he said. “As they get to the top of the salary schedule, how do you sustain that?”

Board member Andy Dance noted that the district’s bus fleet is aging.

Conklin added that the district has still not added back into the school day instructional time that was cut years ago.

“When we went through significant budget cuts back in the day, we lost instructional time,” she said. “We have middle school kids who are being dismissed before 2 o’clock. ... I think that’s a challenge that needs to be addressed.”

Flagler Schools has received more tips through the state’s reporting system, FortifyFL, this year than it did all year last year, district Leadership and Development Executive Director Earl Johnson told School Board members during an Oct. 1 board workshop.

He cautioned that the increase in tips doesn’t necessarily correspond to an increase in actual threats. “We pushed it [the system] out this year. ... We publicized it more,” he said.

The district’s use of the internet-based alerting service is one of the adjustments it has made to comply with the Marjory Stoneman Douglas High School Public Safety Act passed after the mass shooting in Parkland.

The district is also providing students and staff with active assailant training and drills, working on physical security upgrades and attempting to provide additional mental health resources to students with behavioral issues.

“We’ve worked very collaboratively with the sheriff’s department and the fire department in terms of conducting our vulnerability assessments,” Johnson said.

And, he added, “A big part of the security piece is the mental health piece.” The district has placed mental health specialists in every school, he said.

ment included recommendations to provide more consistent numbering on district buildings, expedite access to buildings for first responders, harden certain areas, add fencing or gates, and add traffic calming devices in certain areas.

The district is also upgrading the lobbies at school entrances, adding perimeter fencing so that schools have one point of ingress and egress, and requiring that teachers lock classroom doors during class time, Johnson said.

School district attorney Kristy Gavin notified the board of a number of changes to the North East Florida Educational Consortium’s School Board policy guide-

They include changing the language in the zero tolerance policy to state that the policy applies to “acts that pose a threat to school safety,” rather than, as the current language, “acts that pose a serious threat to school safety”; adding a “technical education” component to the student progression plan; clarifying that children of military service members will be considered district residents if their parents can present military orders showing a transfer or pending transfer to a military installation in the district; and revising the bullying and harassment policy to explicitly prohibit anti-Semitism.

Low-energy home on ‘Designing Spaces’

Hospital helpers On Sept. 22, over 150 volunteers joined AdventHealth Palm Coast to a cleanup along Flagler Beach. The volunteers came from Flagler and Volusia counties, and approximately 70% were children and teenagers. Medical oncologist Dr. Padmaja Sai brought her daughter Ashana, who in turn encouraged 35 of her friends from high school to join this effort.

ith two cameras rolling and a director from the TLC show “Designing Spaces” watching every movement on Sept. 27, Palm West Home Realty real estate agent Fred Lewers led two customers through the “zero net energy” model home, at 7 Carlos Court.

The customers said they were looking for a home that would help them reduce their bills.

But this wasn’t just for show. The home is equipped with loads of energy-reducing features, including solar panels. First apartments, next ‘entertainment district’ in Town Center BRIAN MCMILLAN EXECUTIVE EDITOR

Apartments are under construction south and east of Epic Theatres in Palm Coast’s Town Center, but the activity isn’t stopping there. According to Jeff Douglas, an “entertainment district” is coming soon, featuring food, retail and office space, across the street from the theater.

Formal plans for the first phase of the entertainment district will be coming soon, Douglas said on WNZF’s “Free For All Friday” on Sept. 27.

“This time next year, we’ll have the Christmas lights up, and you’ve got a main street,” said Douglas, of Douglas Property and Development Inc. “When you have events [in Town Center], you’ll have a place to eat before and after, and bring your family.”

In addition to the entertainment district, Douglas said, the “arts core” will be moved to the west side of the lake, near City Hall.

“It’s not a done deal, but we’re not in chapter one anymore.”

Jukido Jujitsu Academy celebrated its 20th anniversary on Sunday, Sept. 29, at the Palm Coast Community Center. Students, friends and family members came together to recognize the purpose and passion of the dojo’s sensei master, George Rego.

It was all a surprise for Rego: the moving speeches, the unexpected visits of two of his masters, thoughtful gifts, the presence of the press. The dojo’s sensei is a lifelong martial artist and expert in self-defense. He is recognized as one of the leading authorities and teachers of Jukido Jujitsu.

His desire for perfection and purpose brought him to Palm Coast, where he runs the dojo, home of the growing family and core of exceptional quality in techniques. He has worked to foster a culture in the community, promoting courage, discipline, and kindness in an ego-free environment.

The Jukido Jujitsu Academy has been a premier martial arts school in Palm Coast, Florida since its establishment in 1999. Teaching students from all walks of life and ages.

Zak Teutsch was the first one to share his thoughts with the public. His emotional speech included words of sincere appreciation and love for the role Rego has played in his life. Teutsch has been practicing with Rego’s for 10 years.

Jennifer Santorini was next, and her words represented those with family members with special needs.

Her son Riley lives with autism, and he was verbally and emotionally bullied. Santorini desperately looked for academies and groups in the area, but none of them were a match for Riley until he started having private classes with Rego.

“He is safe and independent now.

It is a dream come true,” she said.

She is currently working on a book about her experience as a mom and has devoted a chapter to Rego’s impact in her life, called the “Gentle Warrior.”

Like those, there were four more speeches of praises and appreciation for a person with passion, technique, and a purpose that has changed people’s lives.

Cheerleaders: not just for show FPC and Matanzas cheerleaders keep positive on and off the field as role models in the city.

Niya Preeper has been cheerleading since she was in fifth grade. The uniforms, the smiles, the moves — they drew her in.

“There was just something appealing about it,” she said.

“I just really wanted to be on a team.”

Preeper is now a senior at Flagler Palm Coast High School, where she stars on the Bulldogs’ cheer squad. She remembers how it felt the first time she got to cheer on the Bulldogs’ football team.

It was her freshman year, and she was rearing with excitement.

Then it started to pour, and the Bulldogs started to lose.

Yet, she kept smiling.

Through the good and bad, the smooth and difficult, high school cheerleaders are persistent in their positivity. It’s a hallmark of their sport.

In competition, unyielding smiles and a bubbly attitudes can mask mistakes during a routine. On the sideline, they

She added: “You know that you’re a positive role model at all times. Whether we’re winning or losing, you have to remember to keep a positive attitude.”

The smiles extend far past the mat or the sideline. Most importantly, they extend into the community. Whether it’s helping neighbors clean up after a storm, hosting cheer clinics or bake sales, or volunteering to clean up the Intracoastal Waterway, the goal is to be role models.

“They’re leaders,” Matanzas’ second-year head coach Melanie Wood said. “This is about preparing them for what comes after high school.”

R

ymfire Elementary school held its Doughnuts with Dad event on Wednesday, Sept. 25, but it was just dads who showed up: Grandparents, moms, uncles and guardians arrived to support the students.

There were activities on the tables for the kids and adults to work on, a photo booth, the school mascots, and upbeat music. Students and family members enjoyed 700 doughnuts and almost 100 cookies.

“We always look for significant adults in our students’ lives,” said Dr. Earl Johnson, executive director of leadership development of Flagler Schools. “It is phenomenal to see the amount of male adults — the fathers, the guardians, grandfathers, uncles — who are here supporting our students.”

He said research proves that having a significant male role model helps students be better problem solvers and communicators. “They can tolerate stress and deal with the day to day issues differently,” Johnson said.

One dad, Mike Rohr, said this about the event with his daughter, Zoe: “I love it because I can spend more time with her, meet some of her classmates, and be more involved with the school system and administration. And, it is just fun to see the smiles and have pictures of a fun event like this one.”

Another father, Charles Merkel, said: “It gives us the opportunity to spend more time with our children and to have a more active role in their lives.”

After the event was over, dads walked the students to their classrooms.

WICKLINE SENIOR CENTER NAMED PSC HELPING HAND Within almost a shell’s throw of Flagler Beach, the George Wickline Senior Center helps Flagler County seniors stay fit and informed. The center recently helped the Florida Public Service Commission host a PSC National Lifeline Awareness Week event. For the center’s willingness to be an extra pair of hands, the PSC is awarding ghe center this quarter’s Helping Hand Award.

Each quarter, the PSC highlights a partner agency or organization whose clients are eligible for the federal Lifeline Assistance telephone/broadband discount program or need help reducing energy and water bills. Through these PSC Helping Hand partnerships, the commission shares information to help consumers avoid scams and stretch their resources to meet monthly bills.

“We enjoy having guest speakers to encourage our seniors to connect with programs and services that support their needs and abilities, like the PSC,” said Case Manager Winnie Costello of the Flagler County Social Services/Senior Services Division. “The PSC’s visit during Lifeline Awareness Week provided our clientele with information about the discounted communications program, how to better monitor their utility services and how to be vigilant about avoiding scams.”

FLAGLER CARES OPENS NEW OFFICE Flagler Cares announced a new office location at 2561 Moody Blvd., Unit 206, Flagler Beach, and programs serving Flagler County. The Flagler Cares program has a grant from United Way to address some of the Social Determinants of Health in Flagler County.

The program will assist clients who need help managing their money through education and coaching services, and will also be doing SOAR screening for clients that the referring agency thinks may qualify for Social Security benefits due to disability but have not been able to successfully apply on their own due to mental health, substance abuse, homelessness, low literacy or other barriers.

CANNED FOOD DRIVE SEEKS VOLUNTEERS The Women United Flagler is seeking volunteers for the group’s Chicks with Cans Food Drive on Oct. 4 and 5 and Oct. 18 and 19. Volunteers will stand at one of four Public locations in Flagler County and collect food and monetary donations. All food and money collected will be donated to Feed Flagler, providing Thanksgiving meals to families in need this holiday season. It is estimated the group has collected approximately 63,0674 pounds of food since its inception.

Volunteers are encouraged to recruit a friend or co-worker to join them since the goal is to have at least two people at each Publix time slot.

Volunteers are asked to sign up to work two hour shifts and are given a Chicks with Cans pink T-shirt. The T-shirts will be available in at The Palm Coast Observer office located at 1 Florida Park Drive N.

COMMISSIONER MULLINS DONATES WEEK’S SALARY

District 4 Count Commissioner Joe Mullins donated a week’s pay to support the SMA program Women Assisting Recovering Mothers.

WARM is a long-term program for single women and mothers with children under the age of 6 for 90 days to a year.

“We have up to 72 women plus children in our facility at any given time and currently serve 64 women at the Vince Carter Sanctuary in Bunnell,” SMA’s Anna Hackett said.

Mullins spoke in January to the Flagler County Adult Drug Court graduates about his former trials with the drug and alcohol abuse that was commonplace in the sports agent profession.

“Recovery is near and dear to me,” Mullins said. “I wanted to do something concrete. Sometimes we can’t do all the things we’d like as commissioners, but I can donate my pay.”

Mullins donated about $700.

Some of the money will be used to purchase AA/NA books for the WARM program.

“I believe we all should support a person to have a second chance,” Mullins said. “Addiction is very strong, but it can be beat.”

INDIAN TRAILS APPLAUDED FOR EXCELLENCE ITMS has been designated a Florida School of Excellence for the 2018-19 school year.

The school was also named a School of Excellence in 2017-18 and 2016-17.

“Principal Paul Peacock, his students, teachers, staff, administrators and parents consistently show us the value of the partnership they have formed,” Flagler Schools Superintendent James Tager said.

“This is a testament to the hard work put in by everyone on that Mustang team, year in and year out.”

Indian Trails garnered a grade of 88.6% in the 2018-19 school year. The school had 73.6% in 2017-18 and 82.6% in 2016-17 and was an “A” rated school those three years as well.

PARTICIPATE IN THE FLAGLER COUNTY TOURISM SURVEY

The Flagler County Tourism Office, also known as Palm Coast and the Flagler Beaches, is conducting a resident awareness survey to judge resident perception of its efforts and identify areas for improvement.

“We have partnered with Jennifer Barbee of Destination Innovate to help us in developing a stronger relationship with our community,” Interim Tourism Development Director Amy Lukasik said. “We want to ensure our community is aware of the positive impacts tourism has on our lives in beautiful Flagler County.”

FPC STUDENTS MAKE MERIT SCHOLARSHIP SEMIFINALS Elizabeth Wolcott and Liying Wu, students from Flagler Palm Coast High School, were among the 16,000 semifinalists (less than 1% of high school seniors) announced earlier in September for the annual National Merit Scholarship Program. Both Wolcott and Wu now have the opportunity to compete for some 7,600 National Merit Scholarships worth

T

he Flagler County Education Foundation had its second Classroom to Careers tour on Wednesday, Sept. 25 — this time at Buddy Taylor Middle School, where the agronomy and entrepreneurial leadership flagships lead the way.

The tour started at the culinary classroom, where students learn to create dishes in a realistic work environment.

They had samples of their creations for visitors to enjoy.

“We made a carrot cake,” instructor Canna Mittelman said.

“Some of our students have never heard about it.”

In an innovation and robotics class, students were building robots with aluminum cans, making 3D prints, and testing products in small groups.

Agricultural flagships students handed out bags of fresh rosemary, thyme and mint as gifts.

They also have chickens, a greenhouse and a garden to care for and grow.

Some of the ingredients the culinary flagship uses come straight from the school’s garden.
