The Palm Coast City Council is considering a work order for Pond & Co. to design and construct a new $2 million administration building requested by the city staff at Wastewater Treatment Plant 1.

The current operations area is a converted motor control center with less than 1,000 square feet for storage, laboratory testing and a workspace for the nine city staff members stationed there. All staff share a single bathroom and have no on-site shower facilities, and the lockers are in a different building.

The new administration building would be between 3,000 and 4,000 square feet, with enough office space to accommodate future staff growth, a meeting and training area, male and female restrooms with showers and lockers, a break room and new parking.

“I think it’s sorely needed,” said Public Works/Utility Director Richard Adams. “It’s really about working conditions.”

lagler County is considering moving forward with the renourishment of an additional section of its beach dune, even as it awaits word from the federal government on whether or not it will be able to recoup more than $3 million to cover its expenses from Hurricane Dorian, which removed much recently-placed sand.

Commissioners at a County Commission meeting Oct. 7 were wary of approving, without more detailed discussion, a proposed agreement between the county and the state for a Coastal Storm Risk Management (CSRM) renourishment project that would be performed by the U.S. Army Corps of Engineers. They agreed to discuss the matter at a future workshop.

WORKSHOP PLANNED ON EROSION CONTROL LINE FOR BEACH DUNES Flagler County, in coordination with the Florida Department of Environmental Protection, will host a workshop followed by a public hearing on Oct. 22 to address the creation of an Erosion Control Line along the upcoming 2.8-mile Army Corps of Engineers project within the city limits of Flagler Beach, acording to a county news release.

State law requires the establishment of an Erosion Control Line before the construction of a beach renourishment project that places sand seaward of the Mean High Water Line, such as with the Army Corps project – scheduled to begin in May 2020 between South Sixth and South 28th streets.

“This sand placement will be the initial construction of the federal shore protection project that will slightly widen and subsequently maintain the existing beach and dunes conditions,” County Engineer Faith Alkhatib said.

The Erosion Control Line in this instance will be estab-

lished at the Mean High Water Line as surveyed in July 2019.

It will fix the boundary between the upland property owners – regardless of future beach erosion or accretion – and the submerged land owned by the state “Staff from the Florida Department of Environmental Protection, the Army Corps of Engineers, and I will be at the meeting to explain the Erosion Control Line, answer questions, and take public comments,” Alkhatib said. “Maps of the Erosion Control Line will be available at the workshop and public hearing.”

A 27-page letter and meeting notice was emailed to officials at the City of Flagler Beach Tuesday, and will be mailed to all oceanfront property owners within 1,000 feet of the proposed Erosion Control Line.

It is available online.

The workshop and public hearing will be held 6 to 7:30 p.m. Oct. 22 in the Government Services Building, 1769 E. Moody Boulevard, Bunnell.

The proposed project would involve the FDOT investing $6.1 million in the project in order to support State Road A1A, including work on a 3.4-mile stretch of dune outside the Army Corps’ project area.

The state had allocated $16 million for the purpose of protecting A1A and area beaches after Hurricane Matthew, County Engineer Faith Alkhatib told commissioners, but had not spent it.

The county would also potentially receive an additional $3 million from the state Department of Environmental protection.

“This is a very complicated process,” Commissioner David Sullivan said. “It has to be everybody working together. ... We need to be on the same team on this in order to get it done.”

Commissioner Greg Hansen had some concerns about the finances.

“I think we should do it, but if it’s not fiscally responsible to start down that road, then let’s not,” he said.

He added that it was his understanding that a dredge used for one portion of the project would be removed, and thereafter unavailable, for subsequent dune work.

He asked if it would be possible to arrange to keep it available for a longer period of time.

County Administrator Jerry Cameron said he would explore the possibility of retaining it.

The proposed dune project will continue the work that the county and the state have already completed along Flagler County’s beaches.

Earlier this year, the county finished an 11.5-mile dune renourishment project in northern Flagler County, using half a million cubic yards of sand to support the area’s dune — about 4-10 cubic yards per linear foot.

Another proposed stretch of renourishment, which will extend for 5.6 miles, is expected to use 2 million cubic yards of sand — 10 times that amount of sand per foot.

HOUSING DISASTER ASSISTANCE AVAILABLE Flagler County is taking applications for the Residential Mitigation Retrofit Program (RMRP) and for State Housing Initiatives Partnership (SHIP) Disaster Assistance for Hurricane Dorian-related damages, according to a county government news release.

Applications are by appointment only.

“Assistance is available to income-eligible homeowners in Flagler County who meet respective program guidelines,” SHIP Administrator Ralston Reodica said, according to the news release.

The Residential Mitigation Retrofit Program s intended to increase the wind resistance of single-family homes built before 2002.

The SHIP Disaster Assistance Program is intended to assist homeowners with critical repairs and homeowner insurance deductibles for Dorian related damages to their single-family homes. Assistance will be provided on a first-qualified, first-served basis with priority to households with special needs, seniors, or lower income.

The proposed work would begin in May 2020.

Flagler County officials are looking for new ways to fight opioid abuse in the community.

The county’s Opioid Task Force is working to develop a recovery community organization, or RCO, in Flagler County, Flagler Beach City Commissioner Kim Carney said during the public comment period at a Flagler County Commission meeting Oct. 7 Recovery community organizations, or RCOs, are typically non-profits that focus on advocacy, education and peer-based recovery support.

A meeting will be held about the proposal from 10 a.m. to 2 p.m. Oct. 19 at the Flagler County Association of Realtors building on State Road 100. Registration is required.

“It gives us an opportunity to hear about what other communities are doing in the state of Florida,” Carney said. “Our county was chosen because of our involvement with the Opioid Task Force.”

The proposal comes as the state celebrates receiving $58 million in federal money to fight opioid abuse. It’s unclear how that many will be allocated.

“We are in desperate need of services in our county, and if some of that money was available to help us do that, it would be great,” Mike Feldbauer, president of the Flagler County Drug Court Foundation, told the County Commission during the Oct. 7 meeting.

Commissioner David Sullivan suggest Ed the county look into whether Flagler is eligible for that money.

“It would be nice to get a piece of that,” Sullivan said.

County Administrator Jerry Cameron said county staff have been exploring that possibility.

County to consider impact fee changes Flagler County, which has not levied most impact fees since 2012, will pay a consulting firm approximately $150,000 to study the matter.

Impact fees are the upfront fees collected by local governments from developers in order to offset developments’ likely impact on local infrastructure — as, for instance, when adding a residential or commercial development would mean that the county would need to widen nearby roads, add traffic signals or build a new fire station.

Flagler County levies impact fees for parks, but not for transportation.

“When you do a development, it has impacts outside of your development,” County Administrator Jerry Cameron said. “Those impacts have to be paid for. The only question is who pays them: Do the existing taxpayers and tax base absorb those costs, or do the people who are creating the impacts absorb those costs? The impact fee is designed to transfer that cost from your existing tax base to the people that are creating the impact.”

The firm selected for the consulting work, Tindale-Oliver, is known around the state for its work in this field, county officials said during an Oct. 7 County Commission meeting.

UNF proposal for Palm Coast medical hub gets initial clearance

‘Blowup’ between IT director, fire chief leads to inquiry

The University of North Florida’s proposal to build a hub for health care-related education in Palm Coast’s Town Center Innovation District got an initial go-ahead during a meeting before the Florida Board of Governors Strategic Planning Committee on Oct. 3.

The Board of Governors is responsible for governing the state’s universities, and for approving universities’ requests for state funding before those requests are forwarded to the Legislature for approval, and, from there, to the governor.

The Strategic Planning Committee gave the UNF proposal an enthusiastic, unanimous endorsement Oct. 3 after UNF President David Szymanski presented it during the meeting.

The proposal, called UNF MedNex, had its genesis in a UNF Board of Trustees member’s suggestion to Szymanski that UNF add a med school. That isn’t currently feasible, Szymanski said.

But, he said, “It’s a really interesting problem, because we can do things in the health care area outside of having a med school.”

Jacksonville is already a medical hub, he said, which is “something that really can not only distinguish our region, but distinguish our state.”

As for support and partnerships for MedNex, he said, “There’s letters from Mayo Clinic, Brooks Rehab, AdventHealth, Memorial, the city of Jacksonville, city of Palm Coast, Daytona State, Florida State, and even Johns Hopkins said, ‘Can we play too?’ So, that was unsolicited.”

UNF is requesting $12 million in funding for the proposal this year, of which about half would be recurring. The proposal will next go before the full Board of Governors for approval.

A set of competing allegations by two director-level county officials — by the fire chief concerning the conduct of the IT director, and by the IT director concerning the conduct of the fire chief — have led county officials to announce a formal inquiry.

Fire Chief Don Petito, on Sept.

6, sent a four-page memo to County Administrator Jerry Cameron stating that IT Director Jarrod Shupe was a “control freak” with a “Machiavellian leadership style” that would “eventually cause harm to the organization as a whole by placing someone’s life in danger or controlling things so tightly, jobs will not be done.”

Shupe’s 13-page response stated that the complaint was a continuation of harassment that Shupe and his staff had been receiving from Petito for more than a year, and which, he wrote, included “vulgarity-ridden outbursts.”

“This complaint appears to be an attempt to break apart the centralization of IT that has been built and create a silo,” Shupe wrote.

The conflict between the men had peaked with what Cameron referred to as a “blowup” during the Hurricane Dorian activation at the Emergency Operations Center.

At issue were the county’s emergency radio channels: Petito wrote in the memo that his deputy chief, in coordination with emergency staff at the area city governments, came up with an agreement about radio channel use and initiated a plan, but that Shupe, without consulting with them, then sent out an alternate plan.

Petito had then emailed Shupe telling him that Shupe should get the plan reviewed before disseminating it, and Shupe had responded that the issuance of radio channels fell under IT’s purview.

“His [Shupe’s] email disregarded any decision made by Incident Command positions, well above Jarrod’s position as Communication Unit leader, as he developed a communication plan without any discussion with leadership,” Petito wrote. He added that Shupe’s actions “could have placed emergency responders in jeopardy by contradicting the orders already given by higher-ranking command staff.”

Shupe, he added, “Has no formal education action or training in emergency services.”

Shupe’s letter to Cameron in response to Petito’s memo includes information about his training background that belies that assertion: Shupe certified as a firefighter in New York state in 1994 and rose to the rank of lieutenant in a 20-apparatus department, then later became an ambulance driver, dispatcher and an EMT, maintaining his EMT certification for eight years before moving to Florida, Shupe wrote.

The two men had also disagreed about the use of VHF and the implementation of a new patient care reporting system, according to the memos.

Cameron wrote in a notice to County Commission Chairman Donald O’Brien that he has “convened a Board of Inquiry to look into a number of very serious allegations and cross allegations.”

The three-member board will include Cameron, County Attorney Al Hadeed and county Financial Services Director John Brower.

Residents decry ‘mess’ around Matanzas Lakes development Dirt and heavy vehicles have incensed residents on Laramie Drive.

Since late 2017, SeaGate Homes has been building the age-limited Matanzas Lakes development in the L-Section on land parcels sold to them by Matanzas Land, LLC. The gated “active adult” community for people 55 and older will have two entrances and encompass 107 single-family homes available in seven different floor plans, a zero-entry swimming pool and a pickleball court.

The most labor-intensive task involved in building Matanzas Lakes has been digging up thousands of tons of dirt in order to create a kayak trail and a 10.9-acre lake, as well as to connect that lake to an existing canal.

According to Palm Coast Chief Development Officer Jason DeLorenzo, this will improve stormwater drainage capacity for the entire neighborhood, not just Matanzas Lakes.

Many of the residents of Laramie Drive, however, have had issues more immediate than stormwater.

“I had to pressure-wash the front of my house,” said Michael Matanic, who lives across the street from Matanzas Lakes, due to the dirt blowing away from the huge mounds left by the heavy equipment during the week. More than once, he added.

He was dumbfounded to see that one of the entrances to the development had been built immediately opposite his driveway rather than the vacant lot next to his house, and that SeaGate would not move it.

Matanic and his wife suspected the pond in the center of Matanzas Lakes, its fountain not yet flowing, might have to do with the mosquito population having “skyrocketed” recently, but SeaGate did not answer their emails asking if the water was being treated.

While Matanic said he’d had no problems with the speed of the trucks — coming and going six days a week for almost two years — or their giving him space on the road, another resident said he found them hazardous, especially

around area children.

DeLorenzo acknowledged the issues with trucks, but said the development agreement requires SeaGate to provide road repairs. (“Who’s monitoring the agreement?” the anonymous resident asked.)

Brandon Jacobs, vice president of sales and marketing for SeaGate Homes, emphasized that the kayak trail, lake and canal connection are under Palm Coast’s jurisdiction.

“People see our signs and naturally think it’s all us,” he said, “but those are city projects and have nothing to do with SeaGate.”

He furthermore thinks the benefits of Matanzas Lakes will outweigh the woes of its creation, citing the success of SeaGate’s previous development project, Park Place.

“It was a very popular community,” Jacobs said, “it brought a lot of people who were looking to retire to Palm Coast. This is a way for people to make connections, to build a community within a community.”

Residents may not have to put up with the mess for much longer.

According to April Wagner, new homes consultant for SeaGate, the Matanzas Lakes plat may be recorded by the city soon, allowing for landscaping and home construction to begin.

“We’re hoping within the next thirty days,” Wagner said. “It’s going to be a nice community. I’d definitely live there.”

Imagine a world without journalists Three things you can do to support community news during National Newspaper Week.

Newspapers and journalists around the world are in the crosshairs — literally in the case of the five who were murdered at the offices of the Capital Gazette on June 18, 2018, and figuratively for the rest of us who are undermined by the term “fake news” on a regular basis from school children all the way up to the White House.

But this week, which is National Newspaper Week, I challenge you to imagine a world without journalists.

FINDING FACTS

Imagine seeing two conflicting viewpoints on Facebook and feeling overwhelmed. Perhaps you wish you could get all the relevant facts in one place so that you can make your own decision and not be led astray by emotional opinions. Where would you turn if it weren’t for a journalist’s efforts?

As editor, I have led

meetings with reporters twice a week every week for the past decade. Never once have we plotted against a candidate or other sources to make them look bad. On the contrary, we regularly challenge each other to ask whether it might appear to our readers that we are biased, and we try our best to reframe the story to eliminate any hint of it.

Meanwhile, we are bombarded by press releases and story tips from political activists, begrudged employees, government entities, businesses and nonprofits — all of whom have an interest in telling the story in a way that will benefit them. The journalist’s job is to sincerely say thank you for the press release or the story idea — and then to see through it, to be skeptical of every claim, and to find out what really happened and what it really means to the reader. We then try to put those facts in terminology that a fifth grader can understand and do so in a way that will engage readers enough to get past the first paragraph.

Fact-finding is the grand tradition of journalism, and it is why the freedom of the press is enshrined in our Constitution: If the press were ever to be controlled by those in power, we would lose our

The program, called Vets Create, covers course credits, plus supplies for each course. The scholarship amount varies based on the course.

SOMETHING’S AFOOT 7:47 p.m. — 1000 block of Integra Woods Boulevard Introduction of contraband to inmate facility. A deputy responded to a trespassing report about a man picking berries on someone else’s property. When the deputy arrived, he found the man in a car, with a woman sitting beside him.

There were no berries visible, but sitting atop the woman’s leg was a piece of tin foil with a tar-like substance that looked like heroin. There was also a bottle of liquor on the floorboard. As the deputy spoke to the two, the woman moved her leg so that the tin foil fell to the floor. The deputy asked the woman about the substance on the foil, and she said she didn’t know what it was.

The deputy arrested her.

When she got to the county jail, the woman admitted that she might have more objects in her shoes. She did: more heroin.

Deputies asked her if there was any more. She said no.

When they searched her, they found a baggy of heroin in her sock.

OCT. 2

PEE-NO GRIGIO 7 p.m. — 200 block of Palm Coast Parkway Northeast Shoplifting; trespassing after warning. A deputy and a supermarket manager were speaking inside the supermarket when they both noticed a woman who’d previously been trespassed from the store walk into the store’s bathroom.

“In the past, [the woman] has been seen taking wine from the alcohol section and drinking it in the ladies room,” the deputy wrote in a report.

The deputy found an empty small bottle of Cavit Pinot Grigio in the bathroom’s trash can and an unopened bottle of Woodbridge Pinot Grigio in the woman’s purse.

The woman smelled of alcohol. The wine bottles were missing from the four-pack cases in the wine section.

The deputy arrested the woman, but released her when the store’s management decided not to prosecute the woman due to her advanced age.

SEPT. 22

NO WAY, ‘JOSE’ 11:40 a.m. — 5000 block of

North Oceanshore Boulevard.

Grand theft. A man was standing at his kitchen window when he noticed someone grab the man’s bicycle from its spot next to the shed and start to walk off with it.

The man yelled out the window, “Hey man, don’t do it,” but the bike thief hesitated, then kept walking.

The victim called the Sheriff’s Office, and a deputy found the thief at a gas station and recognized him from previous encounters, according to a deputy’s report.

When arrested, the thief said he didn’t understand his Miranda rights. He also didn’t have ID on him, and tried to give the deputy a false name — “Jose” — before giving his real one.

When the deputy asked him to spell his name, the man “stated he did not speak English, with a Hispanic accent,” the deputy wrote in the report. “It should be noted, [the man’s] primary language is English and he has provided his information in the past easily and without error, and does not have an accent.”

The deputy took him to the county jail.

BRIEFS FCSO awarded nearly $700,000 in grant funds in 2019 The Flagler County Sheriff’s Office was awarded nearly $700,000 in grant funds so far in 2019 in an effort to enhance public safety.

The most recent grant was $150,000 grant to help fund a dedicated sexual offender and predator detective and a parttime crime analyst.

“These cases are time consuming, guided by very specific statutes, and require a strong understanding of what a sexual offender or predator is and how the age of the victim dictates what they are allowed to do or not do,” Sheriff Rick Staly said.

“My hope is that news of these new specialized positions will send a clear message to sexual offenders living in Flagler County that we are here to ensure they are in compliance.”

Since June, deputies have arrested four individuals for sexual offender violations.

FSCO: Felon linked to firearm via DNA The Flagler County Sheriff’s Office has served Christian Melendez, 20, with another warrant after new DNA evidence links him to the firearm he threw from the window of his car while attempting to flee from deputies back in March of 2019.

This new DNA evidence was collected during Operation Heat Wave, in which where Melendez was charged with trafficking heroin. Melendez was served the warrant in jail, where he has been since August.

“When Melendez threw that gun out of his window, he gave no thought to where it might end up or the damage it could do in the wrong hands,” said Sheriff Rick Staly. “He was only interested in one thing – getting away and getting rid of a gun.”

Christian Melendez is currently being held at the Sheriff Perry Hall Inmate Detention Facility.

He is charged with tampering or fabricating physical evidence and possession of a firearm with an altered serial number. He is being held without bond.

Hammock neighborhood divided on city water proposal Some residents in The Hammock have already paid to install expensive reverse-osmosis systems.

There was no disagreement at a community meeting Oct. 2 that there are water quality problems in the Willow Woods community of the Hammock, which relies on well water. But there was much disagreement on the source of the problem, and whether bringing in water lines from the city of Palm Coast is the right fix.

The meeting had been called by the Flagler County administration, which had floated the city water proposal in a Sept. 23 letter sent out to local homeowners inviting their attendance.

“The proposed project would consist of the City of Palm Coast providing a water distribution system to your neighborhood that not only provides connections for consumer consumption to each property, but would also include fire hydrants for the protection of life and property,” stated the letter, which was signed by Cameron.

The sticking point with the proposal is money: The new system, if installed, would be paid for with a special assessment on local properties. It would come out to an estimated $1,700 per property per year, for 20 years, county Special Projects Coordinator Michael

Those numbers elicited groans from audience members.

“If this move forward … am I stuck with it whether or not I use this?” resident Courtney VandeBunte asked. She has already paid thousands of dollars to install a reverse osmosis system, she said, and does not need city water.

The answer was yes — if the project is approved.

That’s a steep price, residents said, especially for the many families that have already paid to have special water systems installed.

One woman said she and her husband had just put a lot of money into their own water system. “We’ve put the money in already; we are going be paying for our kids to go to college before we’re even done paying off our student loans — we do not need another 150 dollars a month bill for the foreseeable future,” she said.

But other residents said they’re suffering with water so poor that they don’t even like to use it for showers.

Resident Julie Coolidge said she built her dream home in the neighborhood with her husband in 2010, installed a water system, and has now had to replace two pumps, each in a separate well.

“The water quality continues to deteriorate,” she said. “I cannot dig another well. … On an even more serious note, there are still no fire hydrants,” so if there is a fire, residents would have to wait on pumpers to bring water to the scene.

“We can’t shower, can’t run the dishwasher — it’s awful,” said resident Vita Nausedaite.

Underlying many residents’ frustrations was the suspicion that the ongoing construction of a neighboring KB Homes development, Las Casitas, has caused much of the recent degradation

they’ve seen in well water quality — and that fixing it is therefore a burden that should not be carried by residents.

“This is happening because of Las Casitas,” one resident said, “and $1,700 a year for 20 years is three college tuitions for my three toddlers.”

Residents said they had noted that their water began gurgling and spurting out of their taps right around when the Las Casitas development began dewatering (that is, removing groundwater from the construction area), and built and filled a retention pond.

One man said the link between the construction and the water degradation had been “painfully obvious.”

“They should step up,” he said.

“They’ve got a heck of a lot more

money than us.”

Another resident, Lincoln Soule, said he’d spoken to a hydrologist about the issue, and was told that dewatering can lead to saltwater intrusion.

“They also said that it’s almost impossible to prove that our compromised water was caused but he dewatering, and so they were just saying, ‘Look, city water is going to help you,’” Soule said.

“We’re not against city water,” VandeBunte said to the county officials. “We’re against paying $34,000 for city water when it is not our fault. … The issue is there are people here who need it tonight, and you’re talking like two years down the road we’re going to get something and we’re going to have to pay $34,000 for it. That’s not a good solution. You, as our leaders, as our elected officials, we need to come up with something that can actually help us, instead of hurt our wallets.”

Cameron said the county will investigate the issue. He also noted that if the area is placed on city water and gets fire hydrants, its Insurance Services Office rating for fire protection, or ISO rating, would improve, potentially leading to a reduction in homeowners insurance rates of more than $1,000 per year.

BRIEFS Suspects fleeing Clay County caught in Flagler County Flagler County Sheriff’s Office deputies on Oct. 7 stopped a fleeing vehicle that was being pursued by Clay County and St. Johns County Sheriff’s Office deputies for a theft at a Clay County Walmart and aggravated assault on Duval and Clay County officers and deputies, according to an FCSO news release.

Deputies found the car near mile marker 296 on I-95 southbound and disabled it with stop sticks at mile marker 281.

Two of the occupants ran from the disabled vehicle, and a third, Michael Ellis, 35, stayed and surrendered to deputies.

The FCSO, working together with CCSO and SJSO, caught on suspect, Antrell Bryant, 27, crouching in the bushes behind Universal Court. The third suspect was not located.

Deputies found stolen items including LEGO playsets, BluRay DVDs, kitchen appliances and more in the suspects’ car.

FCSO install stateof-the-art body scanners at jail The Flagler County Sheriff’s Office has installed a $149,000 full-body contraband detection system called the Intercept Scanner at the Flagler County Inmate Facility, according to an FCSO news release.

The jail is the first detention facility in the state to have the new system, according to the release.

The scanner is less intrusive than the strip search process used by most jails, and it takes less time: A strip search typically takes about 15 minutes, compared to a scan, which takes about 4 seconds, according to the news release.

It has already detected drugs and drug paraphernalia on incoming inmates.

BUSINESS OBSERVER AdventHealth adds new OR

Two new buildings on PC Parkway

AdventHealth Palm Coast has begun a nearly $850,000 construction project to build a seventh operating room inside the surgical services department.

In 2018, surgeons at AdventHealth Palm Coast performed nearly 10,000 surgical procedures.

“We’ve outgrown our current space. All six of our operating rooms are used by our surgeons at 100% capacity for scheduled procedures,” said Lauretta Kiniery, director of surgical services at AdventHealth Palm Coast.

To accommodate the emergency procedures, Kiniery explained that scheduled surgeries are sometimes delayed until the emergency surgery is completed. The new operating room will “ decompress the scheduling struggles we have now,” she said.

Construction is expected to be completed in January.

The city of Palm Coast recently issued a development order for O’Reilly Automotive Parts, at 4845 Palm Coast Parkway N.W., at the corner of Bridgehaven Drive, just east of West Point Plaza.

Also, a development order was issued in September for Coastal Rehab and Sports Medicine for a one-story 2,992-square-foot building to be located at 360 Palm Coast Parkway N.E., which is east of Colbert Lane and west of the Watchtower Educational Center.

Private school expands at PC3 Palm Coast Community Church has expanded its preschool with the creation of Palm Coast Community School, a private school with a current enrollment of 10 students in kindergarten to fifth grade, as of August of this year.

Although Flagler Palm Coast led the match 2-1 and were in control for much of the night, the Bulldogs found themselves down to rival Matanzas 24-23 in the fourth set. After dominating the opening two frames, the Bulldogs were thoroughly defeated in the third set 25-13.

Was the momentum, and the match, slipping away?

“We were just kind of out of sync,” FPC’s Mariah Siebert said.

“Matanzas had better energy.”

After a serve by FPC’s Ele Barnaby, the Pirates were in a prime position to put the period away with an exclamation point slam by Brianna Whitfield, one of the area’s top hitters — but the shot was blocked.

The Bulldogs’ Adesuwa Salami rocketed into the air and pounded the ball back onto the Pirates’ side of the court.

“There are pivotal plays where you get one and all of the sudden it turns the momentum around,” FPC coach Trent Schake said.

“That was one of those plays.”

The Bulldogs scored three straight points to close out the set and win the match 3-1 the night of Thursday, Oct. 3, at Matanzas High School. The win guaranteed the season sweep of the Pirates.

“It’s always fun playing them,” Schake said of Matanzas. “They always come ready to compete and they always take us as far as we can go. It was a great night.”

T h u rs d ay night marked the Bulldogs’ 13th win of the season.

Before 2019, they had won 11 games total since the 2014 season.

“We’ve really grown and bonded together,” Siebert said. “We’ve learned to play as a team and we’re just gelling.”

However, Schake noted his team wasn’t as sharp as it’s been in recent games but was pleased with the style of volleyball his girls were able to play.

“We are making it work,” he said. “We’re playing the style we want to play: a little faster, more controlled volleyball. We’re doing that a little more consistently this season than we ever have been.”

FPC’s regular season concludes at home on Thursday, Oct. 10, against St. Joseph Academy.

“It’s just so exciting,” Schake said. “These girls haven’t seen this in a long time. They’ve worked really hard to get to this level.”

Pirates falter in 21-13 loss to Lake Howell

The Pirates dropped to 1-5 after a narrow loss to Lake Howell the night of Friday, Oct. 4, at Lake Howell High School.

Lake Howell scored 21 points through the opening three quarters. However, Matanzas battled back with two touchdowns of their own. Lake Howell escaped with a 21-13 victory.

“One lapse of focus can cost you everything.”

After recovering a St. Augustine fumble at FPC’s 31, The Bulldogs were able to march down to St. Augustine’s 10.

Three plays lost four yards. But sophomore quarterback Preston Roberts fired a 14-yard pass to senior receiver Tyrique Graham on fourth down for FPC’s first score of the game.

“You know that as each start goes by, he’s only going to get better,” Roland said. “That’s the best part of it — knowing that he’s going to get better every single day.”

The Bulldogs regained possession with about 9 minutes to play in the fourth quarter. They capped off the 9-play, 88-yard drive with a 25-yard run by running back Ty Jenkins with 6 minutes left in regulation. After an unsportsmanlike conduct penalty on the touchdown, place-kicker Brian Burris made the 35-yard extra point for the 14-13 advantage, which the Bulldogs held onto for their sixth win of the season.

Perseverance pays off How Matanzas XC’s Kelly Steffens became a leader for the Pirates SPORTS EDITOR

Kelly Steffens has been a mainstay for Matanzas’ girls cross country team her entire high school career.

She’s qualified for four-straight FHSAA state championships, she’s in her second year as a team captain, and is a sub-20-minute runner, breaking the benchmark in last season’s regional meet.

But there was a time where all of that almost didn’t happen.

Steffens entered her freshman year at Matanzas in 2015. During her freshman orientation, she went looking for the soccer team’s table, but the voice of then-coach Danny Weed rang out through the crowd. He asked her if she wanted to join the cross country team.

“I didn’t even know what cross country was,” Steffens said with a laugh. “But my mom told me I needed to make some friends.”

She decided to join the team.

Cross country practice is grueling for everyone involved, but it was even more excruciating for Steffens. For practice, the Pirates would run nonstop for 30 min-

utes. Too exhausted to continue, Steffens would usually end up walking for the majority of the practice.

But by the end of the season, she grew into a varsity role. She made the varsity team for districts and was able to tag along as an alternate at that year’s state meet, where she was the fifthhighest finisher for the Pirates.

The rest is history. She’s qualified for the state meet the last two seasons and is expected to do so again this year.

However, the 2019 season got off to a rough start.

She was stuck in a rut that she struggled to run her way out of.

The weight of her senior year, her races and her college recruitment was almost too heavy.

But she persevered. She broke the sub-20 mark for the first time in nearly a year after placing 22nd with a 19:50.00 at the Katie Caples Invitational on Sept. 21 in Jacksonville.

“It felt like there was a weight taken off of my chest,” Steffens said. “Before, I don’t want to disappoint anyone. Now I felt confi-

dent with myself again.”

Steffens has always been a shy, reserved person. Being counted on as the leader of a cross country team since her sophomore year has helped her come out of her shell.

She looks to lead by example at every moment.

For example, during the 2017 regional meet, Steffens crossed the finish line shortly before her former teammate Rain Marti. It didn’t take long for Steffens to recover from the 5,000-meter trek across mud, mulch and wet grass, but Marti wasn’t as fortunate. She collapsed to the ground and struggled to stand.

Steffens couldn’t leave her fellow Pirate behind. She ran back to the finish line and carried Marti off the course.

“That’s just Kelly,” Pirates coach Tim Kane said. “She’s a great leader and a great person.”

The lessons she’s learned from running extend far beyond the race course or track.

It’s helped her to be a more disciplined student: She’s made

straight-A’s every year of high school. She’s also dual-enrolled at Daytona State and is on track to receive her AA degree. She hopes to continue running in college.

She’s currently being recruited by Lynn University, Embry-Riddle and North Florida.

“You have to be committed to do this sport,” Steffens said. “You have to put yourself through a lot of pain. I’d say you’d have to be a little bit insane.

“It’s definitely taught me not to give up —even if I want to.”

Joyce knows first hand how horrible it is to watch a loved one suffer from this disease and she is a firm believer that Alzheimer’s touches everyone, either directly or indirectly.

The Phun Coast Parrothead Club is a nationwide organization for people interested in Jimmy Buffet’s music and tropical spirit. In 1994, Jimmy Buffet’s father, James Delaney Buffet Jr. was stricken with Alzheimer’s and died at age 83 in May 2003.

Many Parrothead clubs elected to do something as a tribute to Jimmy’s father. The Phun Coast Parrotheads are participating in Walk to End Alzheimer’s in Flagler and St. Johns County this year and have raised $1,510.

Lee walks for both her mother and father-in-law. Seeing her mother suffer from Alzheimer’s for 10 years became a driving factor in Lee’s fight to help find a cure. She is also keenly aware that this disease is hereditary.

Contributing to the research has given her some piece of mind, in case she were to ever be diagnosed.

Palm Coast 11-year-old sells plushies to benefit K9 units Emma Stanford dreams of being Flagler County’s first female K9 officer.

Palm Coast 11-year-old Emma Stanford wants to be Flagler County’s first female K9 officer, and has started a fundraiser to support K9 officers and their dogs.

When Emma first wanted a dog, the Stanfords considered getting a German shepherd. Her parents reached out to Flagler County Sheriff Rick Staly for advice, and Staly sent a pair of K9 officers to talk to the Stanfords about owning the breed. Emma became enamored not just with German shepherds but with K9 handlers and their dogs.

After reaching out to K9 Officer Paul Puente of the San Gabriel Police Department on Instagram and receiving from him a plushie of his dog, Bentley, Emma got the idea of selling plushies based on Flagler County K9s.

“That’s where the adventure started,” said Carmen Stanford, Emma’s mother. She works for a company that has been designing and producing the plushies.

There are eight K9s so far: Valor, Baro, Odin, Axle, Holmes, Tag, Jax and Marko, each with its name on its vest, each priced at $25.

“It’s been awesome,” she said.

“Honestly overwhelming, unexpectedly great. I don’t know if it’s for the K9 unit, or if the community just really loves the plushies.”

Emma has no set monetary goal for the project, operating through EmmaLovesK9s.com. They plan to sell as many as they can for as long as they can, with all proceeds going to Flagler County K9s and their handlers.

“I have to order more,” Carmen Stanford said, “we’re running low again.”

Until Emma can realize her goal of joining the county’s K9 officers, she will continue going to school and volunteering with the Police Athletic League.

“She’s a child who has a dream,” Stanford said, “and it’s very exciting, She just wants to make sure the dogs and the handlers have what they need.”

The Flagler Performing Arts Academy “Triple Threat Team” of local youngsters ages 9-13 is preparing for a performance at Walt Disney World, and being directed and choreographed by the Disney Entertainment staff.

“It is a remarkable opportunity for these students,” said Ann Paris, the team’s teacher. “We are rehearsing right now to prepare the music and the scene that we will perform on Oct. 12 at one of the Disney back lots. The Disney director will cast the lead roles.”
