Palm Coast plans for FiberNet expansion P

Improving Lehigh Trail trailhead Palm Coast plans to add additional parking and bathrooms at the Lehigh Trail trailhead on Belle Terre Parkway.

To do so, the city is requesting a state easement that will let it make use of state land next to the trail. That requires passing a resolution, which the City Council will vote on during a future meeting.

Mayor Milissa Holland said she supported the proposal.

The current trailhead area is over capacity, she said, and people are parking offsite and then "darting their way across Belle Terre to actually get over to utilize one of our amenities."

city would retain its estimated $310,000 annually in revenues from the fiber services the city is already providing. In years six to 20, the city would receive 5% of the revenues from the new buildout areas.

Option B would involve a faster, 18-month buildout, with the city investing 30% – $52.5 million — and Hotwire investing 70% — $137.4 million — then splitting the revenue, with the city keeping 30% and Hotwire keeping 70%.

chmann suggested that the city work into its plans contingencies for the possibility that the state would pass legislation restricting how cities handle fiber.

“I think it would be very important to ... incorporate into the accounting the risk of revenues being capped, limited, siphoned off,” he said.

“We certainly can’t predict what will happen three years, five years, seven years down the road, and this business model is for decades.”

The number of workshops per month Palm Coast may consider switching to. Currently, there are two workshops monthly, in the mornings. Councilman Nick Klufas proposed consolidating to one workshop in the evening, to make it easier for members of the public to attend. The council will discuss the proposal at a future workshop.

alm Coast would like to enhance and expand its existing fiber network with the help of a private partner, and City Council members at a council workshop Oct. 29 considered strategies.

A number of questions will need answering: If the city partners with a private company, who should pay for the expansion? How should the revenue be divided? And who should own the equipment?

“We are sort of on the cutting edge of figuring out how we can do this really well and take advantage of the technology that we currently have in place,” Mayor Milissa Holland said.

The city, working with Magellan Advisors, sent out an RFS — “request for solutions” — earlier this year and received five bids, of which three met city qualifications.

The one submitted by Hotwire Communications came out on top.

Hotwire proposed two options: Option A would involve a 120-month buildout to commercial and congested residential areas, with Hotwire assuming the $128.5 million buildout cost and retaining all of the revenues over the first five years for the buildout areas, while the

A lack of affordable housing drives up prices on goods and services, Jerry Cameron said.

About 60 community members came out to the Flagler County Association of Realtors building Oct. 29 for a community forum on affordable housing.

“Affordable housing isn’t just someplace that you can put a homeless person,” County Administrator Jerry Cameron told attendees. “Affordable housing is something that affects our children when they graduate in school: They haven’t had a chance to develop human capital, they’re at the bottom of the pay scale in whatever profession, and if they’re going to stay in this community and grow and contribute to the economy, they have to have a place to live.”

Similarly, he said, older residents on fixed incomes can also struggle, and even residents who are able to afford local housing are impacted indirectly because high housing costs can drive up costs for other services.

Cameron provided some statistics: In Florida, about half of all residents are fall into the category that the United Way has classified as “Asset Limited, Income Constrained, Employed.”

And even as unemployment rates fall, workers are still struggling: Low-wage jobs paying less than $20 per hour are 67% of jobs in the state.

“This is a problem that needs to be faced ... if we are going to maintain the community that we all want to live in and our children will be able to live in,” Cameron said. “I hope there is commitment, at least in your hearts, that we are going to address this problem.”

A panel discussion was moderated by Sandra Shank, of the county’s Affordable Housing Advisory Committee.

Robert Beyrer, of the Flagler County Housing Authority, said subsidized housing has a long waiting list in Flagler County, and there is a shortage of one- and two-bedroom apartment units.

Annamaria Abad, executive officer of the Flagler Home Builders Association, said fees make it difficult to keep costs down.

“You’re paying $17,000 before you even put a concrete slab down … and that’s in your impact fees, permitting fees. $17,000. It’s a lot,” she said.

Dr. Pamela Jackson-Smith, the Families in Transition District Liaison for Flagler Schools, said there’s also a need for transition housing for families with children and for unaccompanied minors, who often struggle to finish school because their housing situation is so unstable.

“We had 41 last year and right now we have 63 enrolled actively in our schools, and those are students who have nowhere to go,” she said.

As the projects advances it is not uncommon to find remains from old roads. Those are also addressed.

W

hile the county sleeps, workers of the Florida Department of Transportation set a brand new layer of hot asphalt on the blemished interstate in Flagler County.

Tony L. Phillips, project administrator from Jacobs Engineering, and Rafael M. Rodriguez, the construction engineer of the FDOT for District 5, recently took the Palm Coast Observer on a tour of their night operation.

The resurfacing project has 50 people working from 6 p.m. to 7 a.m. on overlapping shifts. Shifts go according to job duties, and some of them working 12-hour shifts in the darkness, moving trucks and hot asphalt, and shifting lanes.

On average, I-95 needs to be resurfaced every 15-20 years.

FDOT awards the construction contract to the lowest bidder, in this case, Masci Corp. Jacob’s Engineering administers the contract for FDOT. The project involves several passes back and forth, northbound and southbound lanes, shoulders and exits. All told, it’s the equivalent of 190 miles of lanes in 19 miles from the FlaglerSt. John’s county line south to the Flagler-Volusia county line south of Old Dixie Highway. The project should take 550 days.

2020 is the projected finishing time, barring weather delays.

Bike week and holidays are also considered.

The engineers and workers invite the community to be mindful of speed, closeness, and vehicles entering the work area.

Patience is also essential as it is a slow, advancing project.

Upcoming work will involve resurfacing the inside and middle lanes of the I-95 southbound lanes through Palm Coast.

Expect double lane closures at night.

Resurfacing of the inside shoulder of I-95 northbound will requires single-lane closure at night.

Truckloads of old asphalt are taken to a facility to be prepare for reuse. The material will be ready a month later.

STEPS OF THE PAVING PROCESS

Existing asphalt pavement is removed through milling, and the material is recycled as new asphalt.

Sweeping and vacuuming machines clean the road from dust and loose material.

A tack coating is applied on the road, which serves as the glue between the existing pavement and the new pavement.

As it’s poured, the asphalt temperature is about 300 degrees Fahrenheit.

A developer has ambitions to build about 300 single-family homes on parts of what used to be the Matanzas Golf Course.

The 277-acre property is scattered on several parcels stretching from U.S. 1 to Lakeview Boulevard, all north of Matanzas Woods Parkway. Commercial and office space is proposed for the land fronting U.S. 1; most of the homes are proposed for land along or at the north end of Lakeview. One or two homeowners associations could be created to maintain the roads associated with the new clusters of homes.

A recreation area is proposed for the northern intersection of Lakeview Boulevard and London Drive.

The application was submitted Oct. 17 by developer Alex Ustilovsky, who also is building American Village, off Pritchard Drive in Palm Coast. City staff is reviewing plans. The land is already zoned for a master planned development, but there is no agreement for the proposal yet.

The developer’s intention is to avoid negatively impacting current residents’ views, according to a source familiar with the plans.

The golf course has been dormant since it closed in 2007 and has changed ownership multiple times since then. Ustilovsky bought it earlier this year; he had the overgrown fairways mowed and had the old clubhouse demolished on the property.

The condos may attract younger families with children, changing the demographics of the area. The current residents are mostly retirees. As William Velich wrote in an email to the Palm Coast Observer, “There will be trespassers on the course after closing, foot traffic, and people walking animals on the golf course and in our backyards.”

Over 100 people attended the two neighborhood meetings on Thursday, Oct. 24, at the Palm Coast Community Center, to express concerns about the condo buildings proposed at the Palm Coast Marina and near the driving range in the city’s Palm Harbor Golf Club.

Developers Jim Jacoby and Sam Alley have proposed a five-story, 193-unit condo building; a fivestory, 120-room hotel; and two restaurants at the marina. They have proposed five condo buildings with 120 units at the golf course. The plan is preliminary.

Site specifics will not be designed until after the changes to the master planned development are presented to the Palm Coast Planning and Land Development Review Board on Nov. 20.

Still, four concerns were at the forefront of residents’ minds on Oct. 24, according to an interview with Communications Officer Michael Schottey and City Manager Matt Morton the next morning, Oct. 25.

The city requires the developer to notify people living within 300 feet of the proposed developments. Is that a wide enough net? Velich believes that the city showed its “disregard towards our taxpaying citizens by not informing 95% of the people that this will directly and adversely affect.”

Morton pointed out that the state does not require the neighborhood meetings at all; they are held because the city wants to be as transparent as possible.

“We mandate that the developer must make the community aware,” Morton said. “We have tried really hard to be transparent.” The meetings are not intended to sell the public on the project but to let everyone know what is being proposed as early in the process as possible, he said.

City considers truck restrictions, landscaping and restriping Air quality testing showed that emission levels are within state and national standards, but noise level are nearing the state maximum.

Florida Park Drive is an odd road: It’s used as a collector road, but was designed for residential traffic and is lined by homes. That close contact between residents and commuters who use the street as a cut-through has led to resident complaints about traffic noise, emissions and speeding, and to a City Council effort to ameliorate the most disruptive effects of the traffic.

Now, the city is starting to form a plan. The City Council, at a workshop Oct. 29, considered three strategies: Redirecting heavy trucks away from the street; adding landscaping that would serve as a buffer against the noise; and, when the city next conducts roadway resurfacing, adjusting the striping so that the lanes appear narrower — a tactic that tends to cause drivers to slow down. The city could also work with mobile mapping application companies to prevent the apps from directing people onto the road.

Council members expressed interest in blending those approaches.

“We’ve been discussing Florida Park Drive for a long time now, and to have three very solid options for transforming a road-

way that has been a hassle to our residents is important,” Mayor Milissa Holland, said, attending the workshop remotely through a teleconferencing system. “I’m very much in favor of this; I think it’s a comprehensive approach.

It’s not going to be a perfect solution. We inherited this road from ITT ... and it is one that requires our attention.”

The city has already taken some action on Florida Park Drive, adding extra speed limit signs.

It has also added “no truck” signs for trucks over 4 tons, and has studied the road’s air quality and noise levels to determine whether the street is violating any health standards.

The carbon monoxide levels on the street were so low that they barely registered on a city line graph, appearing as a slightly bumpy flat line running along the 0-parts-per-million mark.

The acceptable national standard level is considered to be a maximum of about 9 ppm over eight hours, or 35 ppm within one hour.

The 10-micrometer particulates, measured in micrograms per cubic meter of air, were present in concentrations with a high of just under 20 and an average of about 10. The acceptable maximum is 150.

For the partially combusted gases, the city found levels ranging from just above zero to slightly over 15 micrograms per cubic meter of air. The level considered acceptable is 35.

“So, there’s no problem with air pollution,” City Councilman Eddie Branquinho said after city consultant R. Sans Lassiter, president of the Lassiter Transportation Group, presented the data to council members.

“The air pollution’s so far below the standard,” Lassiter said. “ My bigger concern is the noise.”

maximum noise level standard set by the Florida Department of Transportation. The FDOT level which indicates a need for noise abatement is an hourly 66 decibels. The city had measured a maximum level of 64.3 dB. Human speech from 3 feet away is about 65 dB. The noise level was measured near the roadway.

The city also measured the number of vehicles traversing the road from 6 a.m. to 11 a.m. and categorized them by type, finding that the heavy trucks — like large flatbeds, box trucks and dump trucks — made up about 1.7% of the traffic, and light trucks (such as moving trucks, or pickup trucks hauling trailers) made up another 2.2%.

TIME FOR AN ORDINANCE — AND MORE TREES?

Deterring non-necessary truck traffic from Florida Park Drive may require more than signs: It might take working with local businesses to ask them to direct their commercial drivers to use other routes, and it might require drafting an ordinance that would give local deputies the power to

ticket violators, Lassiter said.

The city is planning to hold discussions with area business owners in November.

City staff members have been working on a draft copy of an ordinance to present to the Sheriff’s Office for review. It would then go before the City Council.

To buffer residents from the traffic noise that’s unavoidable, the city might also look at landscaping changes.

For that, the city has a number of options: It could assign a city staff member to help Florida Park Drive residents design landscaping that would help block sound, and potentially set aside grant money to help the residents purchase plants; or, it could redesign portions of the roadway to incorporate sound-absorbing landscaping features, such as vegetated medians at canal ends and intersections.

Restriping in order to make the lanes appear narrower, if the city decides to do so, would likely happen in approximately five years, when the city is due to resurface the road, Construction Manager Carl Cote said.

My strategy for getting the max Halloween candy As I wheeled Luke around in his stroller, our friends offered him candy, mesmerized by his cuteness.

Trunk-or-treating with my 1-year-old son, Luke, on Oct. 26, was a lot like fishing: He was the bait at the end of my rod, and I reeled in the candy.

At The Church of Jesus Christ of Latter-day Saints’ trunkor-treat event on Saturday, my plan worked quite well. As I wheeled Luke around in his stroller, our friends offered him candy, mesmerized by his cuteness. Meanwhile, I carefully observed what they were dropping into his bucket. Occasionally, I suggested, “Oh, Luke doesn’t like that.” So instead of Bottle Caps, “Luke” was given Reese’s Peanut Butter Cups. My

favorite!

Of course, Luke won’t be getting any of this candy, I thought.

His body is too small. As an adult, my body is large enough to withstand great amounts of chocolate; it’s something of a talent.

But by the end of the night, Luke was starting to get tired of this confusing parade of monsters, princesses and ghosts. He started whining and twisting around in his stroller.

Don’t let developer ruin Palm Harbor area Dear Editor: The city of Palm Coast and a developer are looking to make a deal that will put five huge three-story multifamily apartment buildings on the golf course. Adverse effects will be thrust upon all surrounding neighborhoods of the Palm Harbor Golf Course if this deal goes through!

With all of the available land for sale in the city of Palm Coast, there is no need to shoehorn this project into an area of beautiful, historic neighborhoods.

The special exemption that was given to Centex to build on the driving range has expired!

The driving range property is currently zoned for a golf course.

The owner is now legally unable to build on the land and wants to give the city the driving range area in exchange for rezoning the property along Cooper Drive near the existing club house/restaurant area in the heart of the golf course.

Instead of inflicting all of these totally unwanted and unnecessary changes in our community, our lives, our wildlife, and our property, it is imperative that the city purchase the driving range land to gain 100% ownership and control of the golf course.

The job of our elected officials in our city is to work in the best interest of our taxpaying citizens and our beloved city. This proposed rezoning of the golf course does not adhere to that responsibility.

For the last 14 years, local homeowners have been agonizing about the fate of their properties. The vast majority of them don’t want any thing built on the golf course.

We need to have an environmental impact study initiated to have a better understanding of the consequences of this project.

Avoiding Palm Coast ‘ninjas’ before dawn Dear Editor: It’s 7 a.m., dark and raining as I drive down a Palm Coast residential street.

I see a car approaching from the other direction, so I steer over to the side of the road.

Whoa! A girl walking alone dressed in dark colored cloths.

That was close, as I didn’t see her right away. I stop and wait for the oncoming car to pass and then drive around the young lady.

Another car coming — again I pull over closer to the road edge, then slam on my brakes.

Here is a boy dressed in black with a hoodie. Fortunately, his sneakers had a white rim; otherwise I might not have seen him at all.

Seems like it might be a good idea to have a white strip or reflector tape on a backpack.

I originally was from New York and wasn’t familiar with them back then. So today I went to the NY Department of Transportation website to see why they didn’t have any, and wouldn’t you know it? They, too, are now building and praising the use of roundabouts on the roadways.

With the smart traffic lights that are available today, being able to turn on red, and the use of flashing yellow left-hand turn signals, I see no substantial benefit for the increased cost of installing a roundabout at any intersection.

The risks will increase exponentially with increased traffic volume.

Some animal advocates were not pleased when Flagler County commissioners voted in September to restrict the conditions under which people can tether dogs outside unattended: They felt that the restrictions didn’t go far enough to protect dogs.

Now, two commissioners have said they may be willing to consider altering the ordinance.

An early version of the ordinance, which had been backed by the Flagler Humane Society, would have barred people from leaving their dogs unattended outside on chains or tethers in all but a handful of instances.

After an American Kennel Club representative spoke with the county administrator and emailed county commissioners to oppose the ordinance, writing that its language did not consider “humane and necessary” uses of tethers, the county amended the proposed ordinance to allow unattended dog tethering if the dog has access to shade and water and the tether isn’t a heavy chain or of a length that would cause the dog to be hanged by the tether if the dog jumped a fence or other barrier.

County commissioners voted 5-0 to approve it. Then they started getting emails.

Near the end of a county meeting Oct. 21, County Commissioner Joe Mullins said he was planning to meeting with FHS Executive Director Amy Carotenuto about the tethering ordinance.

Commissioner Donald O’Brien said he’d also gotten resident feedback about the ordinance, and would be willing to discuss it

again. He said the immediate goal for commissioners had been getting some kind of protection on the books: Flagler, at the time, had no restrictions on dog tethering.

“Most of the emails that I got were vitriolic and not really understanding the process, but there were also a lot of good suggestions,” O’Brien said.

He added, “I think we all love our dogs, and we want to do the right thing.”

The ordinance applies only in in unincorporated areas, not in the cities.

Police: Man used stolen gun to threaten neighbor

A 70-year-old Flagler Beach man was arrested on charges of grand theft of a firearm and aggravated assault with the deadly weapon Oct. 23 after he allegedly pointed a stolen gun at two other men and threatened to kill them.

The victims were both 20.

One of them, a resident of the same apartment unit as suspect Joseph Peter Krusko, told police officers that Krusko had been hostile and threatening to him earlier in the day, so the victim had left the apartment and returned later with a friend as a witness. When the two young men returned, Krusko threatened to kill them, then pointed a revolver at them and said, “I will f---ing kill you.” They left and called police.

When Flagler Beach police officers arrived and asked Krusko where the gun was, he directed them to one in his dresser, but that firearm didn’t match the description. Police found another gun, a Taurus .38, which did. Its serial number showed it had been stolen. They arrested Krusko.

Watch out for sex offender addresses on Halloween Flagler County Sheriff’s Office deputies are visiting the homes of local sex offenders ahead of Halloween to ensure that they are following all rules and restrictions.

Of the 131 registered sexual offenders living in Flagler County, 28 have specific sanctions stating they cannot hand out candy, decorate for the holiday or leave their porch light on, according to news release.

The operation will be managed by FCSO’s new sexual offender and predator detective.

“There are strict rules for sex offenders in order to make sure our children stay safe from

them,” Sheriff Rick Staly said.

“Having a dedicated detective to oversee these offenders will send a strong message that we expect compliance and will allow us to more easily spot violations.”

Savannah Sizemore, a 30-year-old Bunnell resident, was driving westbound on State Road 40 in Volusia County. Lily Gonzalez, 18, of Altoona, was heading eastbound, near the intersection with State Road 11.

For “some unknown reason,” the report states, Sizemore drifted into the eastbound lane and the front of her 2012 Ford Fiesta struck the front of Gonzalez’s 2000 Toyota Avalon.

Both women died. The crash remains under investigation.

The Flagler County Sheriff’s Office reported on the incident through a press release, stating that the Special Investigations Unit obtained a search warrant for 20 Poppy Lane after months of undercover operations.

Detectives confirmed that narcotics were being sold from the residence and witnessed non-stop traffic coming and going from the residence at all hours of the day and night.

also found baggies of marijuana on a TV stand. In all, they seized over 3 ounces of cocaine, with an approximate street value of $7,200. Scales, packaging materials, approximately one ounce of cannabis and $3,000 cash, believed to be drug sale proceeds, were also seized.

Detectives arrested Christopher Shane Brock on drug charges and booked him at the jail with a bond of $26,000. The Florida Department of Children and Family Services was notified as well.

“All this for a little bit of weed,” Brock told detectives, according to the arrest report.

The Flagler County Sheriff’s Office celebrated the third quarter of 2019 with an awards ceremony Oct. 23. Sheriff Rick Staly recognized exceptional service by Sheriff’s Office employees and members of the community.

JULY EMPLOYEE OF THE MONTH AND CERTIFICATE OF COMMENDATION Chaplain Juan Schembri assisted a deputy on a traffic stop ​ on July 21, where two individuals were being uncooperative with law enforcement. Schembri recognized it as a potential officer safety situation and therefore parked his vehicle beside the deputy’s and stood by in a safe manner to ensure the deputy was OK before additional units arrived.

AUGUST EMPLOYEE OF THE MONTH, LIFESAVING AWARD, AND NARCAN LIFESAVING Deputy Robert Strack responded to a medical call ​on Aug. 1 and performed CPR on the patient until medical personnel arrived. The patient was transported to the hospital where he made a full recovery. Upon closer inspection, drug paraphernalia was present and a possible accidental overdose may have occurred.

SEPTEMBER EMPLOYEE OF THE MONTH AND CERTIFICATE OF APPRECIATION Sgt. Greg Tietje discovered displaced sea turtles during the effects felt in Flagler County by Hurricane Dorian. During his

overnight shift, he rescued five newly hatched sea turtles and brought them to safety.

NARCAN LIFESAVING AWARD Deputies Strack and Adam Gossett responded to an overdose on Aug. 30. Upon arrival, Strack observed an unresponsive male. Strack administered one dose of Narcan, which briefly revived the man. Once Gossett arrived on scene, he immediately administered a second dose of Narcan, which completely revived the man. The man was then taken to the hospital.

Deputy Taylor Oldham responded to an overdose for an unresponsive woman on Aug. 2.

Oldham administered Narcan and the woman began to regain consciousness. The woman was then taken to the hospital. Deputy Oldham receives the Lifesaving award for his quick response.

Deputies Shannon Smith and Robert Lentino responded to unresponsive man on Aug. 25 who was receiving CPR from a neighbor. Smith and Lentino took over CPR efforts as well as administering Narcan and deployed an AED. The man was taken to the hospital.

Aug. 20.

Members from the Investigative Services Division responded to a homicide with a 17-year-old victim on July 12. Investigators pieced together all surveillance footage to identify the suspect.

The Citizen Observer Patrol Traffic Crash Investigators assist the Sheriff’s Office on the roadways. Over the past 42 months, the TCI squad had worked 3,255 calls — all without pay.

CITIZEN CERTIFICATE OF COMMENDATION A severe crash occurred on I-95 on July 23. Julia Qualls called 911 and reported that a Budget moving truck rolled onto the driver’s side and there was another SUV involved with three occupants inside. It was discovered that the male driver in the Budget truck was Qualls’ husband and that Qualls is a nurse. Until units arrived on scene, Qualls simultaneously rendered aid to her husband as well as the occupants of the other vehicle and kept dispatch updated.

A Flagler County jury of three men and three women found Victor Williams, 43, guilty Oct. 25 of statutory rape of a 16-year-old boy he’d met on the gay hookup app Grindr, but not guilty of the higher charge of raping the teen while the teen was incapacitated.

The jury deliberated for approximately two hours and five minutes before coming to its verdict. It also found Williams not guilty on a third charge — that of having sexual intercourse without informing the teen that he was HIV positive.

The charge of raping the teen while he was incapacitated, for which the jury found Williams not guilty, would have carried a sentence of life in prison. The statuary rape charge for which he was convicted carries a maximum of 15 years in prison.

“The sex happened. [The victim] never consented to it. He was never told Williams was HIV positive, and [Williams] is guilty of all three charges,” Assistant State Attorney Melissa Clark said to the jury during her closing argument.

There was no question about whether the statutory rape had occurred when the teen went to Williams’ house the night of Sept.

10, 2018: Williams had admitted to it.

But he’d argued that the teen was not incapacitated — although Williams admitted he’d

given him alcohol and marijuana, and that the teen had been “wobbly” on his feet even the day after — and denied that he’d neglected to tell the teen that Williams was HIV positive.

His attorney, public defender Regina Nunnally, argued that the teen had used her client as a scapegoat: The teen’s parents were angry at the teen after they found him unconscious outside their front door the morning of Sept. 11, so the teen made up a story about having been drugged and raped, she said.

The charge that Williams had not disclosed his HIV status came down to his word versus the teen’s, and expert pharmacological witnesses called by the state and the defense contradicted each other on whether the drugs and alcohol the teen had taken that night would have been enough to cause him to become incapacitated.

The Bulldogs scored their lone touchdown with 5:41 to play in the first quarter: FPC forced DeLand to punt on its first drive of the game. FPC blocked it, and Abrie Williams scooped up the loose ball and returned it for a touchdown.

The Flagler County Basketball program celebrated the opening day of its 12th season the afternoon of Saturday, Oct. 26, at Rymfire Elementary School.

There are 16 teams and 196 players competing in the fall league, which lasts until Feb. 15.

Last fall and spring combined featured a total of about 150 players. Program Director Fitzgerald Belgrave expects that number to increase to about 200 once the spring season starts.

“It means that the program is really starting to get popular,” he said. “Now we have an opportunity to get new players who have never played before. It’s only going to help the game of basketball in Flagler County.”

There are 10 regular season games followed by at least one playoff game per team. Division I is open for ages 8-10, Division II for ages 11-13 and Division III for ages 14-18.

Belgrave said there isn’t really a target number of participants.

“If we have to build more teams, we’ll build more teams,” he said.

“We’re not going to deny any kid no matter what.”

rincesses, superheroes, villains and their parents attended the Palm Coast United Methodist Church’s 13th-annual Trunk or Treat event on Saturday, Oct. 26.

With a full parking lot and a celebratory rainbow, PCUMC hosted the family event.

According to Layne Thompson, director of children’s ministry and music, about 800 attended, despite the rail, bringing a new wave of visitors to the church property.

Carrabba’s Italian restaurant gave out grilled chicken and pasta cups to attendees.

“It was my first time running the event, and I couldn’t be happier with the turnout,” Thompson said.

Are you ready for Halloween fun and frights? The Palm Coast Fire Department is hosting the 18thannual Hall of Terror on Oct. 31 from 7-10 p.m. at Fire Station 21, 9 Corporate Drive.

Take a journey back to the 1980s to the fictional town of Hawkins, Indiana. Experience parallel dimensions of the supernatural in this year’s theme inspired by the pop-culture television phenomenon, “Stranger Things.” Can you escape the Demogorgon?

The Hall of Terror is the longest-running Halloween attraction in the area, and this year it’s filled with fragments of the “upside down” to keep you on edge! Enjoy theme-park quality scares for free.

“We are excited and look forward to hosting this immersive event once again,” Palm Coast Fire Lt. Dan Driscoll said. “It is a lot of work, and, when we see everyone’s positive feedback, that makes it all worth it.”

Previous years’ themes focused on elements of an alien invasion, Stephen King novels, zombies and a carnival of carnage, to name a few. Palm Coast firefighters will soon start building and designing the sets — as they do every year from scratch on their own time.

On the nights of the event, the volunteer characters, many of whom are firefighters and other city employees, will deliver thrills and chills to an estimated 2,000 people.

The fear-inducing, adrenaline-pumping show in the transformed firehouse is recommended for ages 10 and older. No young children, please.

New art gallery cuts ribbon in Flagler Beach Pineapple Gallery to showcases local art of all kinds JOEY PELLEGRINO STAFF WRITER

It was a packed house at 208 South Central Ave. in Flagler Beach on Thursday, Oct. 24, for a night of art, drinks and grilled fruit —pineapple, fittingly, as the event celebrated the opening of the Pineapple Gallery, a place to showcase the work of a co-op composed of eleven local artists: Don Davis, Georgia Johnson, Gary Fisher, Berdella Gibbs, Gail Artin, Mary Unson, Audrey Scherr, Marianne Verna, Allison RIchter, Kathleen Pruett and Trish Vevera.

They hail from Flagler Beach, Palm Coast and Ormond Beach, and create in mediums from photography to ceramics, from glassblowing to silversmithing, from painting of all kinds to woodburning.

Gary Fisher, who contributed works in pen and ink and photorealistic painting to the gallery, called the opening “fantastic.”

Fisher said the genesis of the Pineapple Gallery went back to suggestions made in April. Once the co-op agreed to the idea, they got the lease for the property in June and built the gallery into July.

name and location for the gallery.

She knew Marge Barnhill, owner of the Gallery of Local Art next door, from whom they purchased the property. The name’s origin was more abstract.

“I thought the pineapple was very welcoming and memorable,” Scherr said. She had always wanted a fine art gallery, and many members of the co-op had exhibited their works in galleries before,

but they emphasized Pineapple’s difference from those.

The art is organized not by artist, but by theme — works inspired by the ocean are grouped together, for instance, and the entire gallery was color-coordinated to have a warm side and a cool side.

“A lot of people in other galleries are hobbyists,” said artist Trish Vevera, “but all the folks here are professionals. Everything here is original.”

The art will be changed out for fresh material every three months, and it’s all for sale. More than a few sales were made during the grand opening, as dozens of invited and random guests milled about, snacks or drinks in hand, to admire the fruits of local creativity.

“More than we expected,” said Marianne Verna, a painter specializing in beach scenes. But more exposure, and therefore commissions and sales, is one of the benefits of being in an artist co-op, she said.

“There’s something in there for everybody,” said Flagler Beach Mayor Linda Provencher, who arrived with other city officials

Showcasing local art, she said, “is essential to a community.”

“It’s rare that we have anything like this, so I’m glad,” said Flagler Beach resident Nicky Speglevin.

“We have so many nice local artists.”

There is a rich sense of fulfillment to be found, too, in showcasing one’s work to widespread pub-

lic admiration. Mary Unson, who specializes in creating art via burning designs into wooden objects with electrical implements, committed herself to pursuing her passion after her late daughter said she was setting a “bad example” for her other, younger children: Unson was always telling them to follow their hearts’ desires, yet she didn’t do so herself.

“I’d been doing it for 35 years,” Unson said, “mostly just for family and friends and my own enjoyment.” But now she has pared down her lifestyle, she said, to live off an artist’s wages, and discovers happiness in the smoking surfaces of wooden bowls, bracelets and beads.

“At is important in a community,” said co-op member Don Davis after the ribbon was cut. “It helps define a space and a place.”

The space within the Pineapple Gallery is watched by one of the artists each day; they sign up for gallery duties every month.

“I like when they meet one of us and kinda get to know us,” Audrey Scherr said. “I hope people come in here and have a great time.”
