Theft. A deputy on patrol was flagged down by a resident who pointed out that someone had removed about 100 wooden “caps” from the boardwalk and broken off a board used for a railing.

Florida on Dec. 3 ramped up plans to vaccinate seniors for COVID-19 by publishing two emergency rules that require nursing homes and assisted living facilities to allow representatives from the state health department, CVS and Walgreens into the facilities.

The emergency rules from Gov. Ron DeSantis’ administration also gave nursing homes and assisted living facilities until the end of Dec. 3 to sign up on statesupported websites to participate in what’s known as the Pharmacy Partnership for Long-term Care Program.

‘If you can dream it up, you can do it’ City prepares to expand role of citizen engagement platform Palm Coast Connect.

alm Coast has been putting its citizen engagement platform, Palm Coast Connect, to effective use, reducing inefficiencies and improving interactions with residents, city staff members said during a City Council workshop Dec. 8 A city staff presentation to the council on Palm Coast Connect preceded a request: The city is due to renew its licenses with Salesforce — which provides the platform used to run Palm Coast Connect — and also wants to buy more, increasing the cost from abou $104,000 to about $175,000.

Palm Coast Connect was created for the city by local software company Coastal Cloud, Mayor Milissa Holland’s employer, without charge, but maintaining it requires the city to buy licenses from Salesforce.

WHY USE IT?

Palm Coast Connect provides an app and a website through which the public can interact with city staff, submitting complaints or forms such as permit applications or watching videos or presentations uploaded by staff.

The city uses it to track work orders and help tickets and reduce its response times, which have fallen from about seven or eight days to closer to one, a city staff member said during the presentation.

Managers have also used data from Palm Coast Connect to reduce overtime hours, Morton said.

“It’s more than an app, and what we’re using Palm Coast Connect for is a complete tool, and the tool is allowing us unprecedented access … to managerial insight,” City Manager Matt Morton said.

“We’re opening everything up as much as we can to the public,” he added. “We’re bringing all of our talents to bear to solve problems outside of our silos.”

Employees have dashboards where they can see their own performance metrics, he said.

“We’re seeing friendly competitions and the search for greater efficiencies,” he said. In departments like utilities where service response time is especially important, “they’re learning amongst themselves how to bring those response times down.”

THE METRICS

On of the more immediate benefits of Palm Coast Connect was its impact on the way residents con-

tacted the city when they needed something.

So far this year, 38% of such cases (about 7,300) have been submitted on the platform. That saves the city money, the staff presentation pointed out, as operating and staffing a call center is expensive. Without Palm Coast Connect, the city would have to grow its call center by about 30%.

When she first began working for the city, Director of Citizen Engagement Cynthia Schweers said, the city’s customer service representatives wouldn’t necessarily know the end result of every call. Now, they do.

“We’ve been able to, every step of the way, be with the resident until the finished project, and evaluate it,” she said. Customers also get a survey option to rate their experience; anything below a three gets an extra look.

“It’s helping us manage the process start to finish and see where we need improvement,” Schweers said. “It’s accountability that we never had, so we’re very excited about it. ... The resident is getting that accountability; we’re able to be transparent in the community and also in management.”

During COVID-19, the city has also used the platform to hold the city’s annual photo contest, host Virtual Town Hall events and manage data produced from COVID-19 wastewater testing.

The city is also looking at the possibility of using Palm Coast Connect to help manage its public records requests, building inspections and social media accounts, as the software can alert staff about social media activity concerning the city using keyword tracking.

tions: One for customer case resolution, one for field service dispatch and work orders, one for the customer-facing portal on the Palm Coast Connect website, one that’s used to host the FAQ and how-to section of the website and another that’s used to display geographic and mapping information.

For 2021, that would all cost about $175,798, including the new licenses, according to the city presentation.

This year, it cost $104,515 — a sum the city staff presentation framed as about $1.19 per Palm Coast citizen per year, or about 10 cents per citizen per month.

But only one council member, Councilman Ed Danko, raised concerns, asking about the way Salesforce handles privacy and security in light of lawsuits in the U.S. and Europe involving the company’s use of customer data. Staff replied that Salesforce itself doesn’t have access to customers’ personal information.

Holland said Palm Coast Connect is helping link the city government to its citizenry.

“When I first became elected four years ago, the citizens displayed and demonstrated that they did feel disconnected to the city,” she said. “...We weren’t able to make our decisions annually based on data and factual information coming in to us. I think the data, to me, is something that is a critical component of this. ...

It’s an agile system, so we’re able to pivot.”

The Palm Coast city government hopes that a new cell tower will help fill some of the gaps in Palm Coast’s cell service coverage.

by Diamond Towers, a cell tower construction company with which the city entered a contract in 2017 for the construction of a series of towers around the city.

“Over the years, city staff has heard the concerns of citizens who want to increase the wireless coverage in the city,” Palm Coast Information Technology Director Doug Akins said at a Dec. 7 Palm Coast City Council meeting.

The city tasked Diamond with

developing a Wireless Master Plan to determine where coverage gaps are and what’s needed to fill them, and with attracting more carriers to the existing towers as well as the new ones.

Diamond identified 10 coverage area gaps and 29 properties where cell towers could be placed.

The city then created an expedited approval process for towers placed on those sites.

The discussion at the Dec. 7 council workshop was part of that process, and the proposed tower site will have to return to the City Council for a vote at a business meeting for final approval.

would have the ability to accommodate at least four cell carriers, according to a city staff document.

The nearest homes are about 300 feet away, and the tower would be placed near maintenance buildings for the golf course.

The city shares with Diamond the revenue brought in when new cell carriers contract with the city to place their antennas on towers on city land identified in the master plan.

If the tower is approved, Diamond will pay the city a $25,000 site development fee to start construction of the tower and will then receive 60% of the revenue it generates.

CDBG projects planned Palm Coast spent $260,950 last fiscal year in money from the federal Community Development Block Grant program, which helps pay for housing repairs and construction and other projects to assist low- and moderate-income people.

Of the total, $224,000 was spent on housing, $17,000 on public service projects and $19,950 on administration.

Work for this fiscal year is planned, but has been delayed due to COVID-19.

County moves ahead with $20 million FCSO building COVID-19 has driven up cost estimates, according to county staff. A previous estimate was $15 million.

The planned Flagler County Sheriff’s Operations Center on an 8.4-acre parcel of land off Commerce Parkway will be two stories and 51,615 square feet, with room for an additional 30,000 square feet of expansion in the future.

County commissioners voted unanimously to give the proposal their support during a Dec. 7 meeting.

The proposed building would be about twice the size of the FCSO’s evacuated former headquarters, and would cost an estimated $20 million.

An earlier proposal for a new Sheriff’s Office building, when the county had planned for it to be an enhanced district office on Palm Coast Parkway rather than a formal Operations Center in Bunnell, had been for $12 million to $15 million “The location is great, because once the future Commerce Parkway bypass is built, then deputies leaving can go north, they can go south into Bunnell — it’s near fleet maintenance, it’s near fuel, it’s near the courthouse, it’s near the EOC, it’s near the dispatch center and it’s near the county administration,” Sheriff Rick Staly said at the meeting. “So this is really a perfect location, and by angling the building we take into account

the future and the current [needs] today.”

The Sheriff’s Office’s staff has been divided between multiple county buildings ever since the FCSO evacuated its previous Operations Center in the summer of 2018 due to concerns that the structure, a former hospital that had been renovated for the FCSO’s use, was a sick building that was causing employee illnesses.

“We are very spread out and decentralized, which brings its own problems,” Staly said.

The cost estimates on the proposed new building aren’t final, but the county administration estimates that paying for it will require a $20 million bond, paid over 15 years, County Administrator Jerry Cameron said.

If the building were to cost several hundred thousand more than that, he said, the county could cover the difference with reserves.

The bond money would come out of sales tax money, he said. COVID-19-related labor and material fluctuations are making projections difficult.

“It’s what you don’t know that always complicates things, and when we did these original projections, they were very conservative,” Cameron said. “But nobody had ever heard of COVID at the time, and it has created an entirely different picture than we were operating off of. It appears

that that will get worse before it gets better, in terms of prices and availability of materials and craftsmen, so it behooves us to move forward with it.”

The proposed building was designed by the Architects Design Group, which has designed many other law enforcement buildings in Florida.

C o m m i s s i o n e rs l a rge ly approved of the building they saw displayed in renderings during the meeting, with one exception: It lacked a secondary entrance to the secure staff parking area.

“I don’t like that,” Commissioner Greg Hansen said. “Seems to me, for safety, your guys need more than one entrance and exit.”

A secondary entrance had been a major topic of conversation in the FCSO’s Zoom meetings about the proposed building, Staly said.

“It’s really going to depend on what the budget comes in — that we have a budget limitation,” Staly said. Staly said it may

be possible to leave a secondary gravel entrance that could later be converted into a paved one when the county has money for the upgrade.

“If I had to bet money today, I’d bet that by the time this building is constructed, that we would have something,” Cameron said, “even if it is a stabilized area that would represent another entry point for the deputies.”

But with the FCSO currently as cramped as it is, he added, “We can’t wait to kick this project off until all those questions are answered.”

Former County Commissioner Charlie Ericksen, speaking during the meeting’s public comment period, urged the county to move forward.

“I think we need to get into second and third gear,” Ericksen said.

“The sheriff should have all his men and women in one location.”

A proposed resort in downtown Flagler Beach drew praise from local residents and a unanimous vote of support from the city’s Planning and Architectural Review Board members and during the board’s Dec. 1 meeting.

The project would be constructed on a 1.38-acre parcel off Moody Boulevard bordered

by North Central Avenue and South Daytona Avenue. It was the site of the Flagler Beach Hotel before its 1972 destruction and is currently used for the Flagler Beach Farmer’s Market.

The 97-room resort would have a tavern with rooftop deck seating and would be supplemented by 10 townhomes.

“I think if this moves forward, it will be the crown jewel of our downtown area,” PAR Board Chairman Don Deal said at the meeting. “It really really pops out at you. It’s beautiful, as far as I’m concerned.”

The proposed resort will next go before the Flagler Beach City Commission for approval.

Planning board members raised some concerns about the way the proposed hotel will affect streets, the adjacent Veterans Park and the beach, advising the applicant to address those matters before the City Commission hearing.

Residents and local business owners who spoke were broadly supportive of the project, and many said their trust in the pro-

posal stemmed from the involvement of Zoee Forehand, who owns the land and whose family has been a fixture in Flagler Beach for decades.

“I think a hotel is needed in our town,” said John Lulgjaraj, the owner of the Oceanside Beach Bar and Grill. “If Zoee was not behind this project, I would be a lot more skeptical. … She truly cares, and that’s what we need: We need passion; we need positivity.”

He said he was glad that there wasn’t much negativity at the meeting, “and that we’re a little more open-minded.”

Forehand has owned the Z Wave Surf Shop for 30 years. Her father was a city commissioner in the 1970s, and both she and her mother served as president of the local Chamber of Commerce at some point.

“I’m actually really protective of the qualities that make Flagler Beach such a rare place to be, and why I feel it’s so important that this fits into the fabric of this oneof-a-kind seaside town,” Forehand said at the meeting.

She described the history of the parcel: The Flagler Beach hotel had opened there on July 4, 1925, and been a community landmark and the site of weddings and proms until it was torn down in 1972. Plans to build a new hotel there never materialized.

“It’s time to bring the property back to life and create that focus of downtown,” Forehand said. “And we want it to benefit the residents, the businesses and visitors alike. So for the past four years, we’ve worked with many interested parties trying to find just the right fit.”

The building would be designed

by Anjon Resort Homes. Confidential discussions about man-

agement are ongoing with a chain resort company, Forehand said.

Forehand noted that the PAR Board had seen a conceptual plan for the project in 2018, and recommendations made then have been incorporated into the new design.

“We didn’t come into this lightly,” she said. “Please be assured that a lot of thought and time has gone into this process.”

One board member asked Forehand if she planned to be involved with the resort after it’s constructed. Forehand said she hasn’t determined that yet.

The meeting’s public comment period drew overwhelmingly supportive comments, with a few residents expressing some concerns about how the proposal would affect the neighboring sidewalks or traffic on Central Avenue, but none opposing its construction.

“It appears to be well-designed with a variety of features which are very attractive,” said Flagler Beach resident Todd Barnhill. “... All of us have friends and families that visit. They need a great place to stay.”

Resident Scott Fox said he’d moved to Flagler Beach five years ago after living in South Florida.

“I know the burden of overdevelopment, and in no way do I support recreating that here,” he said. “This project will fill a much-needed void in the lack of quality lodging, which supports our greatest revenue stream — and that’s tourism.” He’s invited people to visit Flagler Beach in the past, he said, only to have to send them up to the Hammock Beach Resort or into Palm Coast for lodging.

Amy Lukasik, the tourism director for the county government, said that the hotel’s bed taxes could be a significant revenue source for the city, and that Forehand has worked hard to make sure the project fits Flagler Beach.

“She has thought of every detail with care, sensitivity and consideration of the community,” Lukasik said. “She was even very particular on what kind of soap was going to be used in the rooms — that it’s environmentally friendly. ... We want this kind of passion and personal interest behind this project.”

Theft suspect flees police, crashes into FCSO truck The Flagler County Sheriff’s Office was notified by the Ormond Beach Police Department at 2:20 p.m. Dec. 3, that a vehicle involved in a strong arm robbery in their jurisdiction may be traveling through Flagler County. Later, Cpl. Gamarra saw the vehicle disobeying red lights and driving in excess of 70 mph in a 45 mph zone. Several other vehicles had to swerve out of its path.

After it drove over stop sticks, the vehicle then struck an unmarked FCSO vehicle occupied

by Cpl. Meehan on Palm Coast Parkway.

The driver, later identified as 30-year-old Steven Hoxworth, refused to exit the car and had to be physically removed by deputies. He was taken to jail with no bond.

Felon high on drugs crashes into power pole

Teen arrested for child pornography The Flagler County Sheriff’s Office has arrested a 16-year-old Flagler Beach resident on felony charges of possessing child pornography and promoting sexual performance by a child after detectives discovered that he’d downloaded multiple images that showed the sexual abuse of prepubescent children as young as 4.

“I want to thank the Volusia County Sheriff’s Office and the North Florida Internet Crimes Against Children Task Force for all of their assistance during this investigation,” Sheriff Rick Staly said. “Investigations like this are increasingly more important with so many of our kids now learning online. I ask that parents be the sheriff at home and monitor their kids’ online activity. I also hope this kid gets the help he needs.”

Deputies with the Flagler County Sheriff’s Office responded to a traffic crash at 8:45 p.m.

Dec. 1 on Fieldstone Lane. A vehicle had crashed into a light pole; power lines were in the roadway.

Witnesses told deputies that the driver fled from the crash then attempted to enter a neighbor’s vehicle. The suspect, 38-year-old Jesse James Paiva, head-butted a deputy in the chest and tried to bite him.

A pair of metal brass knuckles fell out of Paiva’s pocket and

onto the ground.

It was determined that Paiva had ingested some type of narcotic.

The deputy was able to take Paiva to the ground, but sustained minor injuries.

Three witnesses helped to hold Paiva down until additional deputies arrived on scene and secured Paiva in handcuffs.

At the hospital, Paiva was found to be in possession of a screwdriver. At the jail, deputies discovered that Paiva had two straws with a white residue that tested positive for cocaine. Two large knives were located on the driver’s side floorboard.

Paiva was jailed with no bond.

Flagler County has historically held its Veterans Day and Memorial Day ceremonies outside in front of the county’s Government Services Building. But COVID-19 prompted the county to move its Veterans Day ceremony into the Flagler Auditorium this year — with socially distanced seating — and it went so well that the county may continue holding the event there in the future.

“When you walked in, there was somebody greeting you and handing you the program and everything, which didn’t happen in the past out front here,” Veterans Advisory Council Vice Chairman Hank Mangels said at the Veteran Advisory Council’s Dec. 7 meeting. “I thought it was really well run.”

Veterans Services Officer David Lydon proposed that Veterans Day ceremonies be held in the auditorium in the future, while Memorial Day ceremonies could still be held in front of the Government Services Building for the traditional flyover.

The city of Palm Coast also served 350 meals, drive-thru style, for local veterans on Veterans Day after the county’s event.

The city event had originally been planned with seating, but the city had to adjust because of bad weather, and had many meals

The Veterans Advisory Council at its Dec. 7 meeting also voted to select Neal McCoppin as its vice chairman, doing so in his absence — McCoppin had missed the Dec. 7 meeting and will have to accept the nomination at a future meeting for it to take effect.

Both chiefs served at the Bunnell Station 62.

Two Flagler County Fire Rescue battalion chiefs – Richard Bennett and Jamey Burnsed – retired within a week of one another following illustrious careers that both began and ended at the Bunnell fire house, now known as Station 62.

Burnsed started his career in 1987 at what was then the Bunnell Volunteer Fire Department.

Bennett followed suit in 1993.

“The institutional knowledge of these two gentlemen is incredible, and they will be missed,” said Interim Fire Chief Joe King.

“They both are to be commended for their professionalism that allowed them to rise up through the ranks.”

Bennett’s last day was Dec. 2. He began as a full-time, paid firefighter with Flagler County in 2001 and spent his career here.

“I have sincerely enjoyed my time working as a county servant and appreciate the countless opportunities and advancements I have made during my career with the county,” Bennett wrote in his retirement letter. “After a lot of time and consideration, I have decided it is my time to retire and enjoy quality time with my family and advancement on personal ventures.”

Burnsed’s last day was Dec. 4.

After working as a volunteer in Bunnell, he went on to work for

Richard Bennett.

Flagler County within the Palm Coast Service District, then to the Ormond Beach Fire Department, followed by Volusia County, and back to Flagler County where he finished his career.

Fellow firefighters crafted an announcement to be read over the public safety radio system.

It reads in part: “Your presence will be deeply missed. It has been both an honor and privilege to work for you and learn from you.

Your contributions to Flagler County Fire Rescue will be carried on through future generations of firefighters. May your retirement be filled with family, tight fishing lines and big bucks.”

BRIEFS Expanded parking lot at Government Services Building completed early The expanded parking lot project at the Government Services Building is complete — ahead of schedule and within budget.

Flagler County officials knew when the building was constructed that more parking would be required, but the money wasn’t available then. The project cost about $615,000.

“This is significant, because the project has been needed for more than a decade,” said County Administrator Jerry Cameron.

“Engineer Faith Alkhatib did a great job ensuring this project was completed quickly, and with as little disruption as possible.”

The ditch segment between the Government Services Building and the county courthouse was piped and filled to create 62 new parking spaces, and driving lanes with an additional driveway connection were constructed within the filled ditch area. Four additional oversized, paved parking spaces were constructed near the Government Center Chiller Plant south of the courthouse.

“We are very pleased with how the project turned out,” Alkhatib said. “There is now ample parking spaces for residents who have business here at the Government Services Building.”

County commissioners met with the county administration and the Engineering Department in the new parking area for an informal ginger ale toast to celebrate the project’s completion.

Palm Coast resists paying to move infrastructure

County OKs Plantation Bay homes, but warns developer ICI has been granted time extensions since 2007 to finish an access road. Commissioners want it done. so much a factor for hurricane evacuations as it is for wildfires, Dance said, “which can come through in no time and can block off one entrance and leave everybody trying to get out of a single entrance. I think it’s something that we have to solve.”

Haas said that the road has been engineered, and ICI is negotiating with a contracting company.

Dance said he didn’t want to hold the final plat hostage, but did want the developer to address the issue.

“Future developments, I think, are on the table,” Dance said.

“Let’s come back and have that discussion.”

He asked the Haas for a timeline, but Haas said he couldn’t give one.

“We need to build and sell houses,” Haas said. “We understand that an exit to U.S. 1 … is going to be good for marketing; it’s going to be good for sales.”

County Commissioner David Sullivan suggested that the commission approve the final plat for the homes, but add a provision requiring the developer to return to the commission within three months and provide an update on the status of the road.

The commission approved that motion 5-0.

The homes would be 132 attached single-family units spread over 33 quadruplex buildings on 63 acres.

ICI Homes received the county’s approval Dec. 7 for a final plat for 132 new homes in Plantation Bay, but county commissioners also warned the developer that they want to see progress on the construction of an additional entrance road for which the county has repeatedly granted time extensions.

The County Commission had first granted such an extension in 2007, allowing the developer until late 2009 to finish the road, called the Bay Drive extension, with the caveat that the county wouldn’t issue certificates of occupancy on some of the surrounding ICI developments in Plantation Bay until the road was completed.

There have been multiple extensions since, extending through January 2021.

Commissioner Andy Dance said he considered the road a health and safety issue, as it would provide an additional way out of the community for evacuations. There is a construction vehicle pathway in the area, but it’s unpaved and heavy rain can make it impassible.

“I’m just concerned about getting it done, and living up to the commitments from prior boards to get this completed,” Dance said to ICI representative David Haas at the meeting. It’s not

City Manager Matt Morton proposed assessing the nearby properties — which are city water customers, but otherwise in the county’s jurisdiction — or seeking grant funding.

Under Florida law, utilities must generally relocate their infrastructure at their own expense when that infrastructure impedes transportation projects.

But the city of Palm Coast is seeking other options for the community of Marineland Acres, which lies outside the city’s boundaries near Washington Oaks Gardens State Park but is a city water utility customer.

The community, which is unincorporated and falls under the county government’s jurisdiction, is in the final phase of a transportation improvement project in which there would be more than 70 conflicts requiring the city utility infrastructure to be moved, County Administrator Jerry Cameron said at a County Commission meeting Dec. 7. That would be costly, and there are only about 360 properties in the area.

“The city manager has taken position that, ‘Hey, we understand the statute, but what we’re doing is getting a lot of the people who are not affected by this or

benefitting from this to pay for this project,’ and consequently, he would like for this board to consider assessing the people that are benefitting from the project,” Cameron said.

Morton had written the County Commission a letter on Nov. 30, proposing either a special assessment or the seeking of grant money from the Florida Department of Transportation or the River to Sea Transportation Planning Organization.

“This project services a limited area, with a specific and limited benefit directly and only to the property owners of Marineland Acres,” Morton wrote. “The system wide utility receives no benefit from this project. No other water or road system users either in Palm Coast or Flagler County benefit from this project.”

He added, “The utility rates assessed at the statutorily permitted 125% of the base rate do not cover the cost of this project.

that if the entirety of the excess rate was apportioned for payment of the relocation expenses, and no interest accrued, it would take in excess of 60-years to repay the expenses associated with this discretionary utility move,” with the cost falling on all other rate payers.

If the Marineland Acres residents were instead assessed a share of the enhancements, “the cost (for a 1-million dollar project) could be as little as $140 per lot, per year for the repayment life,” Morton wrote.

County Commissioner Greg Hansen wasn’t interested in that proposal.

“His entire letter is specious,” Hansen said.

Hansen said that if there’s a water main problem on one street, the city doesn’t go in and assess the people that live on that street to pay for the repair because it only affects the residents of that street. The utility just fixes the problem.

“It’s their [the city’s] responsibility to do this, and I think we need to hold their feet to the fire,” Hansen said.

Morton had offered to attend a County Commission workshop about the topic if the commission would hold one. Commissioners decided to do so.

“I am confident that working together, with the best interests of all the rate and tax payers in Flagler County in mind, we can find more appropriate funding and reduce, to the maximum extent possible, the cost burden on county and city citizens,” Morton wrote.

Lights along the shore Flagler Beach hosts Starry Nights to boost tourism

Instead of holiday gatherings at Veterans Park this year, the city is encouraging residents and businesses to decorate for the holidays with a new promotion called Starry Nights in Flagler Beach. Tourists and longtime community residents alike are then invited to drive through town between 5 and 11 p.m. through Jan. 31 to enjoy the ambience.

Johnny Lulgjuraj, who also announced on WNZF’s “Free For All Friday” on Dec. 4 that he is considering a run for mayor to replace the retiring Linda Provencher, came up with the idea as a way to brighten everyone’s mood as 2020 concludes.

“Obviously 2020 has been a very divisive year,” he said. “What better way to have, in the most unifying time — Christmas and Thanksgiving, the holidays — a two month span to encourage people to come over the bridge, drive through and see all the businesses. It will bring so much positivity to our town.”

He said that every business he has invited to participate has been enthusiastic.

Among those who visited the lights on the first night, Dec. 4, was Jordan Patin. She said she has lived in the community for her whole life, but because of the new light display, she finally did something for the first time: She walked on the pier, which has been light up with 40 stars.

Shannon Stouffer and her family visited Flagler Beach Dec. 4 because of the lights also. “Happiness is what everyone needs right now,” she said.

The reaction of Stouffer’s young daughter, Brooklyn, might be a word of warning to those who haven’t put up their lights yet, however. She said the downtown looks “amazing,” but, “that other shop doesn’t have it, so I don’t want to go in.”

“We want to continue it every year,” she said.

Lulgjuraj said Florida Power and Light donated $3,500 to the cause, and he foresees other groups getting involved to help businesses and residents add their lights.

“Our ultimate goal is to have every single person show their holiday spirit in one way or another,” he said.

CAN BUSINESSES BE PROTECTED FROM COVID-RELATED LAWSUITS? Florida Chief Financial Officer Jimmy Patronis embarked on a mini-tour to drum up support for protecting large and small companies from COVID-19 lawsuits.

Patronis was in several cities this month to decry the threat of “trial lawyers” looking to cash in on the crisis.

“We’re already seeing trial balloons go up as litigation is developing, with McDonald’s, with Walmart, with Amazon, all facing litigation due to COVID-19,” Patronis complained while in Gainesville.

“We’ve got an environment unfortunately, where sue-and-settle tactics become part of the norm,” Patronis, whose family has long owned a restaurant in Panama City Beach, continued. “You get some activist judges, and ultimately what you’ll see is the cost of business

Food Brings Hope was the recipient of donations from the AdventHealth Week of Caring. Every year, during the Week of Caring in November, AdventHealth employees demonstrate their service standards outside the walls of the hospital by volunteering their time and talents in the community.

While AdventHealth employees were not able to come together in person this year, they came together in spirit. AdventHealth hosted a food and toy drive across their five hospitals in Volusia/Flagler counties. All of the toys and school supplies as well as nonperishable food items collected through the week (Nov. 13-20) were donated to Food Brings Hope. Embry-Riddle Athletics Department helped pick up the items collected at each hospital. Food Brings Hope is very grateful for these strong community partners.

going up. You’ll see interest rates go up as the floodgate of lawsuits come in from, you know, attorneys that go after smaller businesses.”

So far, 21 states have enacted some sort of liability shields for businesses against coronavirusrelated lawsuits.

For lawmakers, the issue will require fine-tuning any proposal to avoid granting full immunity to businesses.

“Theoretically, there’s probably the made-up version, right, of

somebody who’s doing something really, really sinister and terrible. I don’t think any of us would want to give anyone like that a blank check,” House Speaker Chris Sprowls, a Republican attorney from Palm Harbor, told reporters last month.

Senate President Wilton Simpson, R-Trilby, also said lawmakers must craft language that balances the needs of “essential” businesses that remained open in March and April, while not letting “people off the hook for negligence.”

100 days sober, what I learned

It was a Tuesday night in August and I had just gotten back from my brother’s wedding weekend. (If you know anything about Irish weddings, you know that that meant a full weekend of indulging. I felt like crap from the alcohol, heavy foods, and lack of sleep.) Brady and I decided to take Elijah to the pool.

On our way out the door, I grabbed snacks, water bottles, and a couple of beers. Once we got there, Brady and I each opened one up. After finishing the first, I opened up a 2nd and took a sip. I remember thinking, “Why am I drinking this?” At that point, it wasn’t because I really wanted it. Was it out of habit? I ended up throwing it away after that sip. That’s when I reevaluated my relationship with alcohol and what it was really doing for my life. This Saturday will mark 100 days without alcohol. Here are 3 lessons I have learned on this journey so far...

1. You don’t have to give yourself a label to cut alcohol out. A big response I’ve received from friends was: “You can have one! What’s the big deal?” I’m not into labels when it

comes to addictions or trauma survival. Alcoholic or not, I knew that alcohol wasn’t serving me or helping me create the life I envisioned.

Removing it has allowed for me to be more present, have more energy and focus, and get back into running/ yoga again.

2. Living life hydrated feels good!

Between the daily coffee, a beer or glass of wine a couple of nights a week, and lack of water consumption (Hello, how am I supposed to fit THAT in?), I swear I suffered from chronic dehydration. Removing alcohol had the added benefit of me focusing on how much water I drink. I buy gallon jugs of water on a regular basis and bring them with me throughout the day. This helps me keep an eye on how much I am drinking throughout the day 3. There’s no time requirement for a decision like this. It could be alcohol, a daily soda or something else you’ve been thinking about changing. If you’re making a change to your lifestyle it doesn’t have to be forever. I haven’t decided whether or not this is going to be a forever thing for me. I’m basing my decision on continuing on how I feel day to day and right now, I’m feeling good.

So whether you’re drinking coffee, water, or wine, cheers to YOU! I’ll remind you again that these times are HARD and YOU are doing an amazing job!

Thanks to skin removal surgery funded by the reality TV show “Skin Tight,” on TLC, her transformation continued to the point that now, she has opened a beauty salon called Lyt Lashes & Body.

“Business is doing great,” she said in a Dec. 8 interview. Many of her customers come to her regularly for beauty services, as well as for her inspirational attitude.

“I develop a rapport with them,” she said. “I’ve had a few come in crying, and they leave happy, because they feel better.”

‘IT’S FORMED MY PERSONALITY’

Cofield developed her people skills at an early age. She was overweight — about 235 pounds — in high school, and other kids often picked on her, so she adjusted.

“When you get to that kind of weight, they gawk at you,” she said. “I’ve always been outgoing to compensate. I speak to them first and break the ice. It makes you more humanized than when they’re just staring at you. It’s formed my personality.”

Afterward, she got married (they’re now divorced), and Cofield also learned that she had a problem with her thyroid that had been causing her to gain weight so easily.

She started taking medication to help, but then she got pregnant

and had her daughter in 1999, and her weight went up to 300.

And it kept climbing.

“It doesn’t happen overnight,” she said. “It’s a gradual thing. I was always focusing on the baby or my ex-husband. You get lost.”

She was contemplating weightloss surgery, but her insurance didn’t cover it.

As she tried to improve her health, she realized that tracking her weight was another problem: She couldn’t find a scale that would register as high as she needed. Even the scale at Publix would only go up to 350 pounds, and she was beyond that.

She then heard of a feed store that had a scale that could accommodate her. It was something of a turning point.

“I remember being ashamed that, ‘Gosh, that’s the only way I can weigh myself,’” she recalled.

Her highest recorded weight was 480, but she knows she gained after that and estimated

Meanwhile, life was stressful: First, she became pregnant in February 2006. The family moved to Palm Coast from Miami two months later, and then a month later, her ex-husband got into a bad accident.

Because of her weight, she was a high-risk pregnancy and had to deliver at Winnie Palmer Hospital in Orlando.

At one point afterward, she put all her energy into weight loss. She became an expert in the Weight Watchers points system and spent a lot of time preparing her meals. “I made that my mission,” she said. “I went to the gym every day.”

But after a lot of success, she hit a plateau. For six straight months, she was stuck at about 304 pounds. She had people cheering her on, and she felt like she was letting them down.

“I wasn’t getting any results, and I gave up,” she said. “I gained it all back and plus some, to the point where I really didn’t move.

I was barely getting out of bed.

Every step hurt.”

She had to support herself by leaning on chairs to walk around the house.

“I had to have a shower chair,” she said. “I had to ride the cart in the grocery store. I had a walker.”

In 2013, Cofield knew something had to change. She felt she was not able to take care of her children like she wanted to, although she was doing her best and was involved in Girl Scouts.

Finally, her knees gave her such trouble that she applied for disability and got it. Being on dis-

ability meant that her insurance would pay for weight-loss surgery in 2015.

But she didn’t celebrate. She hated how she looked with all the excess skin, and it was causing problems of its own: When she talked to a surgeon about knee replacements, he said he couldn’t perform the surgery because of the excess skin that was in the way. Insurance didn’t cover skin removal because it was deemed cosmetic. She felt stuck once again.

Then she heard about the show “Skin Tight.” She submitted her story, opening up the possibility of showing to the world the body beneath the body suit.

She waited for the reply.

“I’ll never forget,” she recalled.

“I was driving on 40, on Granada, to see a friend in Ormond, and they called me and said I had been cast. I was so excited. I couldn’t believe I had been chosen. I thought, ‘Not only do I have a second chance at life with my weight loss surgery, I’m going to have the skin removed.’”

The surgery, which was reported on in Season 3 in 2018, removed 10 pounds of excess skin off her stomach, one pound off each arm, and 10 pounds off each leg, for a total of 32 pounds. The results: She now has an Instagram account (@Carlynda_SkinTight) to show off her new slimmed-down look.

She also now has long scars on her stomach, legs and arms.

“I am blessed,” she said. “I have a lot of scars on me, but it’s OK. I know it’s all a journey. These scars are nothing; people have worse tattoos than these scars.”

complete, she reached a low of 165 pounds. She now is holding steady at 175-185.

Next change: her career.

PROJECTING LOVE

Cofield has a degree in architectural technology, but she decided to pursue beauty as her next vocation, thanks to discovering eyelash extensions and loving the way they looked on her. Thanks to a grant by the Northeast Community Action Agency, she attended Flagler Technical Institute and got her facial specialist license, as well as an esthetician’s license.

She opened a business in 2019 and started doing eyelashes from her home. In March 2020,

she began the process of opening a storefront, and today, she is located in the Coastal Centre, at 4750 E Moody Blvd., Unit 105, Bunnell, offering a variety of services. Visit www.lytlashes.com or call 386-243-5770.

“I just like to make people feel good,” she said. “When they’re in the beauty chair, you’re like a therapist almost. I like making people feel like they’re rock stars, whether it’s through a service or just talking to them. If they’re going through something, I can empathize.

“I love to project love on people. I think it’s more than just the service they’re getting from me. I hope that when they leave here, they feel good — and my joy.”

“I just care about each and every person that comes in here as if they’re my own mother, my sister, my child.

When they’re with me, they walk out of here feeling loved.

That’s the most important thing — that I cared about you.”

National recognition for Flagler Schools’ DiPuma and Harrington Joey DiPuma and Kristin Harrington win Professional Learning Network Awards for the 2019-2020 school year.

Two Flagler Schools team members have been honored by the International Society for Technology in Education (ISTE) this year. Both Joey DiPuma and Kristin Harrington received ISTE Professional Learning Network Awards for the 2019-2020 school year.

Joey DiPuma is the coordinator of innovation for Flagler Schools.

In this role, he designs and creates the active learning spaces that are prominent in all of our schools.

Additionally, he regularly initiates and assists teachers and schools with developing special projects.

For example, DiPuma is currently designing and creating a Rube Goldberg Interactive STEM Wall in the Wadsworth Elementary Media Center. He also designed and created the Flagler County Connect Bus. DiPuma is the recipient of the 2020 ISTE Outstanding Learning Space Designer Award.

Kristin Harrington worked as a digital support colleague for Flagler Schools for the last four

years, and is now the media specialist and ed tech coach at Wadsworth Elementary School. In her tech coach role, Harrington coaches teachers and helps to provide students with engaging tech-infused lessons.

Harrington is also responsible for securing numerous grants for our district over the last three years, and is the author of the upcoming book, “Adventures in Authentic Learning: 21 Step By Step Projects from an Ed Tech Coach.” Harrington is the recipient of the 2020 ISTE Ed Tech Coaches Award.

Ryan Deising, executive director of instructional and operational innovation for Flagler Schools, recognizes how fortunate we are to have two employees honored stating: “I’m not surprised, both Joey and Kristin are integral members of our team and regularly push themselves to continue innovating to support educational technology both in and outside of our district. I am proud to work with them and witness their talents and hard-work every day.”

Deising continues: “It is highly unusual to have two recipients in Florida, let alone in our own district. We feel very proud of this accomplishment.”

Both winners will be recognized at the ISTE Live conference taking place this month.

Flagler Schools Superintendent Cathy Mittelstadt announced a pair of new assistant principals on two campuses.

The first is current Flagler Palm Coast High School Assistant Principal Toussiant Roberson.

He will assume the same position at Buddy Taylor Middle School, rounding out Principal Cara Cronk’s administrative team.

The second is Abra Seay, currently a teaching and learning specialist with the district office who will become an assistant principal at Flagler Palm Coast High School.

“Both Toussiant and Abra are determined leaders who consistently look for ways to reach students. This has served them well at each step of their careers, and I expect that to continue in their new positions,” Mittelstadt said.

“I feel so blessed and grateful to have the opportunity to work at Buddy Taylor Middle School,” Roberson said. “I am excited to be joining the Buddy Taylor family, and I look forward to helping everyone reach their full potential.”

Ryan was full of life and loved by many.

He was the life of the party, evoking a smile from everyone in the room with an unexpected joke. His loyalties and dedication for his friends and family always shone through his actions, whether it be for helping his grandmother with her computer, pausing college to help his father in his battle with Pancreatic Cancer, or making sure to take his oldest nephews to NASA before he left Florida.

Ryan had a special relationship with his father, they were also ‘Dos Amigos’. This was evident when he left his job to move to Springfield, IL with his father when he was temporarily assigned there.

Ryan is survived by his parents Ron and Julie Kendall, his sisters Aimee (Billy) Kirksey, Sarah (Mitch) Short, and Melanie(Ben)

Ryan was born December 2, 1987 to Ron and Julie Kendall in Newton, KS. Ryan and his family resided in many places through his childhood including Goessel,KS; Seabrook, TX; Jonesboro, AR; and Palm Coast, FL. Ryan graduated from Flagler Palm Coast High School with honors in 2006 and pursued and received a Civil Engineering degree at University of Central Florida from which he received his Bachelor’s in 2012. Ryan enjoyed traveling and seeing new places. Throughout his career he worked for Stahly Engineering and Associates in Helena, MT; Matthews Design Group in St. Augustine, FL; Flagler County Government in Palm Coast, FL;Greene and Bradford Engineering in Springfield, IL; and Illinois State Highway Department in Springfield, IL. Ryan was a free spirit who had a passion for the Great Outdoors. He and his loyal dog, Jimbo Thrasher were always planning for their next outdoor adventure. It didn’t matter if it was hunting, fishing, or hiking less traveled paths. Some of these recent destinations include Devil’s Creek, Anaconda-Pintler Wilderness, and Page Creek in Montana.

Ryan had many life interests. He had passions for science, technology, and woodworking. He also found nutrition and cooking fascinating as he began to explore

Ruth was born on January 11, 1934 to Lewis and Margaret Shoenback. She grew up in Yonkers, NY and worked as a nurse at Yonkers and later Columbia Memorial in Hudson, NY. Some of her other adventures include being the Livingston, NY Town Clerk and meeting all the “stars” while ushering at Legends in Myrtle Beach, SC. Over the years, she enjoyed daily card games with her husband, weekly Bingo games with friends and going on motorcycle rides with her son.

Ruth is survived by her husband of 47 years, Ralph, her son, Doug (Donna), stepson, Christie (Rita), and daughter Donna (Don) and Grandchildren.

Mass will be held at St Stephen’s Catholic Chapel in Bunnell at 10:00 on Friday, December 11.

Ruby Lee Conover (née Logston) 1925-2020

Lucille S. Larson 1920-2020 Lucille S. Larson returned to the arms of God on September 29, 2020. Her faith was a source of strength and serenity throughout her life.

Ruby Lee Conover (née Logston) was born in Sycamore, Georgia on April 6th, 1925 and passed away in Lake Worth, Florida on November 25th, 2020.

W. Conover and Mark S. Mooradian, great grandchildren Jackson H. Sikorsky, Henry T. Leckart, Jordan E. Sikorsky, and Frances L. Leckart, daughter-in-law Debra A. Haynes, brother Charles D. Logston and several nieces and nephews. She was preceded in death by her husband George Wallace Conover, Jr. (1999), daughter Suzanne L. Mooradian (2016), daughter-in-law Paula J. Conover (2013), parents Clyde B. Logston (1980) and Estelle Logston (née Burgess) (1974), siblings Ruth D. Fuller (1989), Eula Bell Wynn (2012), Clyde E. Logston (1994), and Lester C. Logston (1986).

A small memorial service for family and close friends will be held at 2 pm on December 10th, 2020 at Tillman Funeral Home & Crematory, 2170 South Military Trail, West Palm Beach, Florida.

Ruby was raised in Plant City, Florida until the age of 16 when she moved to Atlanta, Georgia to finish high school and attend a finishing school for young southern girls.

In the early 1940’s she joined the Women’s Army Corps as a civilian employee through which she met her future husband, naval officer George Wallace Conover, Jr. of Somerville, New Jersey. They were married in Yosemite on April 21, 1946. Ruby and Wally lived in many places including California, New York, Pennsylvania, Virginia, Michigan, New Jersey, and Brussels, Belgium before finally settling in Palm Coast, Florida in the early 1990’s. Ruby enjoyed bowling, playing and watching golf, reading, knitting, and playing bridge (most recently with the Palm Coast Duplicate Bridge Club). Ruby was always the epitome of elegance and sophistication. She is remembered for her frequent and lavish patio parties and for always being dressed to perfection – she only recently stopped wearing a hat on plane journeys.

Lucille was born in Clinton, Minnesota on September 15th, 1920 as the 10th child of George and Helga Steen. Lucille grew up on the family farm surrounded by her 4 brothers and 7 sisters. She graduated from Ortonville High School in 1938, and shortly thereafter left the farm and moved to Minneapolis to continue her education.

After spending a few years in Minneapolis, Lucille relocated to Chicago to join one of her brothers and 3 sisters that had previously moved to the “Windy City.” Lucille started working at People’s Gas in 1948 in the typing pool, and spent the next 35 years at People’s Gas becoming a pioneer for women of her generation in the work force.

She rose through the ranks, gaining more experience, knowledge and responsibility until she retired in 1982 as a special advisor to the president in charge of labor and employee relations.

When not immersed in work, Lucille became an avid traveler, visiting far away destinations including Cuba, Mexico, Jamaica, Bermuda and the Virgin Islands. Her brother introduced Lucille to a co-worker at Bell and Howell, Lester H. Larson, “Larry.” Lucille and Larry were married in 1955 and remained husband and wife until Larry passed away in 1993. The couple moved into their dream home in Deerfield Illinois, four doors from her sister Mary Ann, in 1967.

They remained in Deerfield until 1983 when they relocated to Palm Coast, Florida, once again 4 doors down from Mary Ann. Lucille was an avid bowler, consistently carrying an average of over 130/game into her 90’s. Once in Florida, Lucille took up golf and while her golf scores were similar to her bowling scores, she regularly walked 9 holes in under 90 minutes. In 2007, she entered John Knox Village in Orange City, Florida and immediately became one of the most active, vibrant, and beloved residents.

This time she moved directly next door to Mary Ann and kept a watchful eye on her sister. Lucille continued to bowl, attend vespers, and was involved in all of the activities that the retirement community had to offer.

Lucille celebrated her 100th birthday on September 15th in good health and good spirits in spite of the isolation brought on by the pandemic. Her family often recited the phrase “the first hundred years are the hardest.” Lucille made it through those hardest years with kindness, elegance, and grace and will be thought of often and missed by the nieces, nephews, grand-nieces, and grand-nephews that knew her, admired her, and loved her.
