CITY WATCH

SIERRA WILLIAMS STAFF WRITER

Palm Coast, Flagler County celebrate StoryWalk Palm Coast and Flagler County have unveiled a new activity at Linear Park that combines reading with outdoor activity. It is called StoryWalk, a collaborative project meant to “enhance the community’s access to literature and enhance the recreation at Linear Park,” a Palm Coast press release said. The city and county unveiled their new initiative at 10 a.m. on Jan. 17 at Linear Park, located at 31 Greenway Court. StoryWalk will begin at the Linear Park trailhead, continue onto St. Joe Walkway past the butterfly garden and then return to Linear Park. Multiple kiosks have been installed along the trail, and the Flagler County Public Library will provide laminated copies of books that will be fixed to the kiosks for residents to peruse as they walk the trail. The books featured at the kiosk will be swapped over monthly, the press release said. Library Director Holly Albanese said: “It’s a great way to keep the children engaged.”

Old Kings Village application approved After over three months of meetings, applications for the Old Kings Village development that abuts the Flagler Beach Polo Club West property has been approved by the Palm Coast City Council. The 62-acre development was annexed into Palm Coast in September from Flagler County. Since then, applications to adjust the property’s land use and zoning designations to city designations have been delayed because of continued disagreements between the applicant, Geosam Capital US, and the residents of Polo Club West. The City Council repeatedly delayed the final vote on the applications until the two parties could come to an agreement. Palm Coast Mayor David Alfin said he was glad the parties were able to work out their differences. “We took a little risk at the [Jan. 2] meeting, and I appreciate your ability and the applicant’s ability to get together and work as a community,” Alfin said told a Polo Club West homeowners association representative. The applications came before the City Council at the Oct. 17, Dec. 5, Jan. 2 and, finally, the Jan. 16 business meetings. The council unanimously approved the applications at the Jan. 16 meeting after attorney Michael Chiumento, representing the applicant, told the council that both Geosam and Polo Club West’s HOA signed an agreement between themselves resolving the differences. Residents at Polo Club West, which borders the development’s east side, had concerns about the privacy and property values of their homes if the 210-unit development is approved. Not only is the development planned for a greater density — the Polo Club West homes are on five-acre lots — but residents requested a 25-foot vegetative buffer between the properties as well. Polo Club West’s HOA hired lawyer Dennis Bayer to represent Polo Club in negotiating an agreement with Geosam and Chiumento. With the council’s approval the Old Kings Village development now has

a low-density residential and commercial land use and a single-family residential and general commercial one zoning. The southwest corner of the property, totaling 30,000 square feet, will be the commercial area. The remaining 60 acres will have 210 units, according to the meeting documents. The development was approved for 232 residential units and 36,000 square feet of commercial land, based on city density standards. County Deputy Attorney Sean Moylan represented the county to express concerns about the property’s north border, which runs along a county-owned dirt road that will one day serve as the entrance to a county park. He said the county wanted to ensure that the stormwater and drainage would be sufficient. As well, along Old Kings Road, Moylan said the county had spoken with Geosam and Chiumento to include a 10-foot-wide dedication for a future sidewalk and a 25-foot-wide natural, vegetative buffer between the property and the sidewalk. “Many of these will come up at the planning or site plan phase, but I do want to state them on the record here today so that we know exactly what

our concerns are,” Moylan said. Chiumento assured Moylan the concerns he listed would be addressed later on in the approval and design process.

Palm Coast OKs 30,000-squarefoot plaza at U.S. 1, Belle Terre Palm Coast has preliminarily approved a 30,000-squarefoot commercial plaza for the intersection of Highway U.S. 1 and Belle Terre Boulevard. The proposed development is on an 11-acre lot on the northeast corner of the intersection and is owned by Atlas Investments PC LLC. The Palm Coast City Council approved the application 5-0. Though the lot is multiple acres, much of the land will remained undeveloped, with the applicant requesting four acres along the back east side of the lot retaining a preservation designation, leaving a 200- to 300-foot natural buffer between the property and the neighboring residential neighborhood. The remaining six acres will be zoned for commercial use. The plaza itself will be on the southwest corner of the lot and have two entrances, one on U.S. 1 and on one Belle Terre Boulevard. Within the six acres planned for the plaza is a twoacre borrow pit. A tentative design of the lot shows the applicant intends for the pit to become a pond on the north side of the property.

Richenbacker becomes Rickenbacker The Palm Coast City Council voted to change the spelling of Richenbacker Drive, replacing “h” with “k.” For the last 20 years, the post office and residents on Rickenbacker have spelled the street with a “ck” instead of a “ch,” according to Land Management Administrator Virginia Smith. The change will not impact anyone’s address.

No to moratorium, yes to citizen input Palm Coast says no to moratorium, creates Citizens Advisory Committee SIERRA WILLIAMS STAFF WRITER

P

alm Coast will not have a moratorium on infill lot building in the city, but will be forming a Citizen Advisory Committee to look for solutions to the flooding problem facing residents. Vice Mayor Ed Danko proposed forming the committee during a discussion on Jan. 16 on the new technical manual updates addressing flooding and drainage on some homes in Palm Coast. The committee was unanimously approved by the council, and staff will return at the next workshop meeting with more details on the process of forming the committee. “[The committee] should be open to all folks in our community, including those who have actually flooded, but also members of our Home Builders Association, our business community and other concerned citizens,” Danko said. The Citizens Advisory Committee, Danko said, should report to the council and have staff members appointed to attend the meetings to offer guidance and assist committee members. One thing the new committee should do, he said, is review options for financial assistance to residents impacted by these flooding problems. The council also adopted new standards to the technical manual that go into effect immediately, including a maximum finished floor elevation of 22 inches above the edge of the road for new home builds, with a maximum 10-inch differential for neighboring homes.

MORATORIUM DIES WITHOUT SECOND, SOME RESIDENTS READY TO SUE

Council member Theresa Carli Pontieri did motion the city adopt a pause on infill lot building. She modified her initial motion from 90 days to 45 days, with the option to extend the pause another 45 days. But the motion died without a second, much to the outrage of residents who have pushed for immediate action over the last several months. “My question is, what are we worth?” resident Krystal Kirkland asked the council. “It’s been really interesting to see the perspective and where the heart actually lies … and it seems to me that all it is, is money, money, money, money, money.” Council member Nick Klufas said the flooding problem residents are experiencing would take longer than the proposed 45-day pause to fix. “Even if we had a stop of 45 days, I’m not certain that would grant anything that doesn’t already exist,” he said. Palm Coast resident Candace Stevens is the founder of the Facebook page Flooded in Flagler County where residents have shared their experiences of flooding and drainage when empty lots are built out with new homes. She said the council needs to add permanent drainage into the building code. “We’re not beholden to developers,” Stevens said to the council. “‘No’ is not a bad word. ‘Slow down’ and ‘no’ are good words.” Residents like Stevens have organized through Flooded in Flagler County, even hosting a meeting for the group to meet in person and discuss the situation at hand. Several residents who spoke up about their flooding plights in the meeting said they are ready to go to court over the issue. Stevens told the Observer that the residents in their group were waiting to see what the council would do in the Jan. 16 meeting, but unless the city takes action, many residents in the Flooded in Flagler County group are ready to sue. “I don’t think they’re taking the mistakes they’ve made seriously,” she said. THE NEW STANDARDS

Palm Coast resident Jeremy Davis was among the crowd making the case for more support for homeowners.

Danko said he was proposing the committee instead of supporting a moratorium because the proposed changes to the city’s technical manual were going in the right direction to solving the issue. Danko said: “I see no point today

PALM COAST MAYOR CANDIDATE TOSSED OUT OF CITY COUNCIL MEETING Palm Coast mayor candidate Peter Johnson was tossed out of the City Council meeting on Jan. 16 for interrupting. Vice Mayor Ed Danko had control of the dais at the time as Mayor David Alfin briefly stepped out of the room. Council member Theresa Carli Pontieri was discussing the moratorium and Danko’s motion to adopt the extra standards, when Danko cut her off. “We are discussing this motion; your motion for a moratorium has already failed,” he said. This was met with calls from the residents to “let her speak.” Danko said he would not tolerate any interruptions and would throw out anyone who continues to do so. “All I simply said was ‘Do it to yourself, Ed, because you were the one who interrupted her,’ and I was kicked out,” Johnson said. Johnson said excepting Pontieri, no one on the council adequately represents Palm Coast residents’ interests. “We need accountability on this board,” he said. “...There’s only one member that shows representation for our people ... and does not bend over to special interest groups. Simple as that.”

in pushing for any temporary pause of construction.” The flooding issue first came to the City Council’s attention when Birchwood Drive residents Mara Weurth and Paul Fink noticed the soil base of the home between their homes was filled in noticeably higher than their own properties’ foundations. But the problem is not new, residents say. Stevens said several of the members of her Facebook group — herself included — have been dealing with water collecting on their property for years. The problem was that new homes’ finished floor elevations were required to be built to a minimum 12 inches above the crown of the road, but the city had no maximum height requirement for lots. Since then, City Manager Denise Bevan formed a specialized task force to address the issue. Section 300 of the city’s technical manual, outlining the Stormwater permit requirements, is what is currently being updated and reviewed, Stormwater Deputy Director Lynn Stevens said during her and Director Carl Cote’s presentation. Lynn Stevens said the task force has received word of 163 properties with flooding issues, and staff has visited 97 of them so far. The remaining 66 should be finished by the end of January, she said. Lynn Stevens said that during their investigations, staff found that one problem causing the standing water is the existing homes were built to drain onto vacant lots, and when the new homes are built on their lots, the pre-existing homes are now retaining their own stormwater. Ground compaction over time also changes the water flow of a lot, she said, as do homeowner modifica-

tions like clearing trees, re-sodding or re-landscaping. The changes made to the manual relating to stormwater are as follows: A 22” maximum finished floor height above the edge of the road; a maximum 10” height differential between the new home and existing homes’ finished floor elevations; the front property line must be equal to the edge of the road, instead of the crown of the road. Cote and Stevens also said there were several additional items staff was considering that needed more research before being implemented: requiring gutters on homes using the maximum building space, requiring a certification by an engineer in addition to the licensed surveyor for the final lot grade, and requiring silt fencing on all infill lot construction sites. Palm Coast Mayor David Alfin suggested adopting the items in the future considerations as well “and take our lashes down the road.” He said he would trust that other cities that have enacted similar policies have not done so illegally or against the Florida Building Code. Pontieri did not agree, pointing out that Lynn Stevens and Cote just said the items needed more research to ensure compliance. The council passed a motion to adopt the additional measures in a 4-1 vote, with Pontieri dissenting. “We shouldn’t haphazardly just pass these things in order to avoid a 45-day pause,” Pontieri said. “We have to get this right.” Danko asked Cote to assure the public that the new standards meant “that we’re not going to have this problem moving forward.” “These changes are going to have a positive impact,” Cote said.

K’imani Gervin-McCoy spent her first day back from the winter break on Jan. 9 singing the national anthem at the opening sessions of the Florida State Legislature. The Flagler Palm Coast High School freshman was invited by House Speaker Paul Renner of Palm Coast to sing the national anthem at the opening session of the House of Representatives and again at the joint session of the House and Senate. K’imani was accompanied by her mother, Tahlia McCoy, and Jeff Reaves, Flagler Schools’ director of Teaching and Learning. According to a school district press release, they left Flagler County for Tallahassee before dawn. When they arrived at the Capitol, they were greeted by Renner and his staff. K’imani performed the national anthem at the House’s opening session shortly after 10 a.m. and received a standing ovation. An hour later, she repeated her performance before the joint session. Afterward, she posed for photos with legisla-

tors and staff members. She also got to meet Gov. Ron DeSantis. At the Flagler County School Board workshop later in the afternoon, Board Chair Will Furry said, “She did a phenomenal job and it was a really proud moment for Flagler Schools to have one of our own be honored in such a way. So, congratulations to her and her family.” Superintendent LaShakia Moore, was also in Flagler County and could not watch the performances live but said she watched online. “I hate that I wasn’t able to be there, but I watched both performances and she did a phenomenal job,” Moore told the Observer. K’imani, 15, has been singing since she was a toddler. She won the mid-

dle-school division in each of the past two years at the Flagler Youth Talent Show when she was a student at Buddy Taylor Middle School. K’imani has three younger siblings who are also musically inclined, said Tahlia McCoy who serves as K’imani’s coach. In preparation for her big day at the Capitol, K’mani rehearsed with Amelia Fulmer, the director of the Fitzgerald Performing Arts Center at Flagler Auditorium. Fulmer shared warm-up exercises and pointers on which notes to emphasize and how to pace herself. To see K’imani’s performance of the national anthem, use the QR code.

Florida State Rep. Paul Renner invited the Palm Coast Fire Department Honor Guard to present the nation’s colors on the House floor on the first day of the 2024 Legislative Session on Jan. 9. This was the third time the PCFD were invitation to participate in a State ceremony: they were also invited to the House Designee Ceremony in September 2021 and the 91st Organizational Session in November 2022 by Renner. The invitation to participate was a “significant honor for the members of the Palm

Coast Honor Guard participating in the ceremony,” a Palm Coast press release said. The Palm Coast Fire Department Honor Guard was established in 2001 to represent the members of its department, their families, and the citizens that they protect and serve during formal occasions, the press release said. “Our Fire Department stands as a beacon of excellence among public servants,” Palm Coast Mayor David Alfin said. He thanked Renner for extending the invitation. PCFD Fire Chief Kyle Berryhill said he was proud and thankful for the Honor Guard’s dedication. “Honor Guard service is selfless; They perform their duties and expect nothing in return,” he said. “Being the ambassadors of our City at the State Capitol is a significant milestone for our Honor Guard.”

Hunter’s Ridge conflict: A $91,000 records request and an ongoing easement dispute A conflict resolution between all parties is scheduled for Feb. 6. JARLEENE ALMENAS MANAGING EDITOR

SIERRA WILLIAMS STAFF WRITER

When the attorneys representing Hunter’s Ridge approached the city of Ormond Beach with a public records request — filed about a month before the city filed a lawsuit against the developer and Flagler County — the attorneys were informed that the records they sought would cost over $91,000 to produce. Attorney Philip Crawford, who represents Hunter’s Ridge developer U.S. Capital Alliance, said he’s never seen such a high sum for a public records request. “We’re not looking for hard copy documents,” Crawford said. “We’re just looking for someone to do an electronic word search of the information requested and send it to us electronically.” Ormond Beach filed a lawsuit against U.S. Capital Alliance and Flagler County on Oct. 27, 2023, after finding the developer in noncompliance with the 1991 Hunter’s Ridge Development of Regional Impact because the developer hasn’t granted almost 300 acres of conservation lands to the city and because it issued Flagler County a 60-foot wide road easement for a logging road known as the 40 Grade. The city also claims that the developer failed to prepare a hydroperiod restoration plan for the conservation lands, though the developer argues this was done as dictated in the DRI. On Nov. 21, 2023, Flagler County invoked the Governmental Dispute Resolution Act, requiring a conflict assessment meeting — or mediation — between the governing bodies, alongside the National Audubon Society and the St. Johns River Water Management District. The county attempted to schedule the meeting

as early as Dec. 15, but, Flagler County Attorney Al Hadeed said, Ormond Beach kept putting off the meeting. Hadeed said all parties finally landed on a mediation date of Feb. 6. The 18-paragraph records request filed on Sept. 29 and answered on Nov. 15 sought email correspondence and documents between city attorneys and non-city employees regarding the Hunter’s Ridge development, the installation of water wells on lands controlled by either Flagler County or the developer and a conservation parcel located within Hunter’s Ridge. “It is my understanding that the public records request was voluminous,” City Attorney Randy Hayes said in a statement to the Observer. “It was handled by the city clerk’s office in accordance with established policy.” An email from the city clerk’s office to Crawford on Nov. 17, 2023, stated that there were over 160,000 emails and files found in the preliminary search results for their request, amounting to 2,615 hours of research time needed. Crawford challenged this, saying that the $91,190.27 estimate for the records was equal to an employee working on the request for eight hours a day, five days a week, for 15 months straight. “I mean, no one can imagine that someone is going to be working for 15 months straight ... to answer our 18 questions,” he said. “It’s just nuts.” WAS A LAWSUIT NECESSARY?

Jake Beren, chief operating officer of Hunters Ridge Acquisition and Development LLC, said he wants the issue with Ormond Beach and Flagler County resolved. Because Hunter’s Ridge was found in noncompliance last fall, the city threatened to withhold utilities for new homes in Hunter’s Ridge until the violations are addressed. But, Beren said they received utility permits for one of the new Flagler subdivisions last week. Beren said the conservation parcel hadn’t been granted to the city yet because he and his team were wait-

ing on mitigation credits. “We have conservation easements in, we have our surveys in — we’re just waiting for [SJRWMD] to sign off on it, and then that’s it,” Beren said. “The district can have it and the city can have it. ... Was it necessary to hold a public hearing and put us in noncompliance for this? Over what? Two months?” Beren said he also doesn’t understand why the city filed suit against Flagler County for the 40 Grade easement. Flagler County sought an easement in 2017 so it could access 2,000 acres of Flagler County conservation land for management work and to fight illegal incursions, Hadeed told the County Commission last December. Hadeed told the Observer that the 40 Grade roadway was previously in place from when a logging company owned what is now the county’s conservation land. The easement request, Hadeed said, was Flagler County acting as a “good steward.” The 40 Grade, spanning one-third of a mile, granted Flagler unpaved access into the conservation land. The DRI process of requesting the easement, Hadeed said, requires public notices sent to the general public and all parties involved. Including Ormond Beach, he said. “We gave the city formal notice,” Hadeed said, referencing the 2017 process. And no one, he said, objected during the process. Flagler County did place shell on areas of the 40 Grade where the road needed structural support. Shell, he said, is a common material used in conservation areas. Hayes previously told the Observer that the easement granted to Flagler County could allow it to build a public road through the conservation lands in the future. “Which means that as Flagler County develops out portions north of Ormond Beach, that all of those residents would have direct access to State Road 40,” Hayes said in an October 2023 interview “... So that’s why it’s critically important, I think,

that people understand what’s at stake here.” Crawford said Flagler County attorney Sean Moylan swore under oath that a road would not be constructed in those lands. “And he correctly pointed out that if they ever changed their mind and somehow wanted to put a road, who do they have to go to for approval?” Crawford said. “They have to go to the municipality on which the road would be built, and that’s Ormond Beach.” Crawford and Beren suspect the city’s attention on the conservation parcels and 40 Grade easement has to do with the city’s interest in building wells. A $20 million well project was included in the city’s recently Capital Improvement Plan, slated to be budgeted in the 2027-2028 fiscal year. But, Crawford said that the conservation parcel cannot be tapped for wells. “We think there’s some ulterior motive that we can’t figure out exactly or find the paperwork to back up,” Crawford said. “... My client has wanted to work with Ormond, continues to offer to work with Ormond and they just keep getting their hand slapped away.” Hayes said the city has no plans to build wells in the conservation land. In a Dec. 18, 2023, email to an attorney with SJRWD, Hayes clarified that the city’s 200-page CIP is a planning document and that it originally included a topographic map showing a tentative location for the city’s West Ormond Raw Water Wellfield. “The conservation lands are not specifically identified on the map,” Hayes wrote. “The text/comment box on the map appears to generalize a tentative location in the vicinity of the conservation lands. A portion of the conservation lands abut the western edge of land owned by the city for use as a water plant facility. The location maps have been modified to eliminate any confusion regarding the possible location of future wells.” Any future wells, Hayes added,

would need to be reviewed and approved by SJRWMD. DRAWN INTO A DISPUTE

All three parties — U.S. Capital Alliance, Flagler County and the city of Ormond Beach — were supposed to meet later this month for mediation. Hayes said that the conflict resolution meeting was difficult to coordinate due to the holidays. “The primary issue is Flagler County’s unlawful exercise of power extraterritorially,” he said. The city of Ormond Beach has also amended its lawsuit. No substantial changes were made, according to Crawford, but it slows the legal proceedings. For Flagler County, the amended complaint outlines several areas where Ormond Beach says the county violated state statute by entering into the easement agreement and by taking actions like placing shell material on the 40 Grade without the city’s consent. Flagler, Hadeed said, has been drawn into a dispute between Ormond Beach and the developer that doesn’t involve the county. He said the lawsuit was a waste of taxpayer dollars for both municipalities. “Whatever issues they have with the developer, we have nothing to do with it,” Hadeed said. “We were brought into the suit. We’re a stranger to their controversy.” Beren said he has no interest in fighting with the city. “If the city called me up today and said, ‘Hey, let’s just put this all behind us. We need you to do X,Y and Z’ — meaning there’s an actual thing I can do ... I’ll get it started today,” Beren said. “But when you take it out of my power and say I need to force Flagler County to give up access (of the 40 Grade), I can’t force Flagler County to do it.” If mediation can be skipped, he said he’s all for it as well. “If they’re ready to just put this behind them, make it go away and make everything nice and friendly, let’s do that,” Beren said. “I don’t need to ‘win.’ I just need it to go away.”

The City of Palm Coast brings the fun!

New owner Unopposed, Patti King is next mayor for Flagler Beach golf course? King will replace Flagler Beach Mayor Suzie Johnston. On March 7, Eric Cooley is up for reelection on City Commission.

The Ocean Palm Golf Course in Flagler Beach could be coming under new management. At its Jan. 11 meeting, the Flagler Beach City Commission unanimously approved a limited amendment to several lease agreements with Flagler Golf Management LLC, to allow a prospective new owner the ability to take over the lease. Attorney Jay Livingston, representing KTS Holdings LLC and Jeff Ryan, co-owner of Cure Putters, said his clients are interested in purchasing the golf course and taking over the lease. Livingston said the existing lease and a settlement agreement between Flagler Golf Management and the city has some language that could potentially prevent Flagler Golf from transferring the lease to someone else without the commission’s approval. The only reason he and his client felt the need to come before the council now, he said, is to have the issue cleared up before his clients move further into the process. “This is just, you know, belts-and-suspenders-caution before we enter into a formal agreement,” Livingston said. Ocean Palm Golf Course was originally bought by Flagler Beach in 2013, and the city later leased the golf course to Flagler Golf Management in 2015. In March 2022, the city terminated its contract with Flagler Golf Management, citing the company’s failure to submit financial statements and rent and utility payments. Flagler Golf Management filed a lawsuit against the city before settling out of court in June 2023. As part of the settlement’s requirement, Flagler Golf Management was required to find a buyer to take over the lease in nine months — by March 2024, without any possibility of extension. In return the city would forgive any unpaid utilities and return rent payments made during the term of the lawsuit. If Flagler Golf did not find a buyer in time, the settlement agreement states the company would be turned over to Flagler Beach, and all unpaid utilities and rents will still be due to the city. City Attorney Drew Smith said the commission could waive the restrictive language with a vote to amend the lease agreements. The commission ultimately agreed to a limited waiver to allow KTS Holdings to take assignment of the lease, should the two companies come to an agreement. The next step, Livingston said, would be to hopefully bring an assignment of lease document to the commission at a future meeting. Cure Putters co-owner Ryan said he is a lifelong Volusia County and Flagler Beach resident and has a lot of experience in professional golfing. Cure Putters sells golf putters and accessories. Ryan said he and the company are looking to completely renovate the golf course and turn it into “an asset for the community.” “We’re really looking to bring something great to the city that we can all be proud of and enjoy,” he said.

The deadline to enroll as a candidate for Flagler Beach’s election ended on Friday, Jan. 12, with only Flagler Beach resident Patricia “Patti” King registered for the mayor seat. Without any opponents in the race, King will be the city’s next mayor on March 21 when she is officially sworn in. King, the executive director of the Flagler Beach Historical Museum, said she decided

The city of Flagler Beach will now sponsor up to 10 tables for local Flagler Beach businesses at the monthly First Friday events in Veterans Park. At its Jan. 11 City Commission meeting, the commission unanimously approved to amend the city’s First Friday agreement to include $200 for each sponsorship and a $500 reimbursement per event

to help with entertainment costs, according to the meeting documents. The sponsorships are available to local businesses with a permanent Flagler Beach address and a city business tax receipt, on a first-come, first-serve basis. First Friday is run by Vern Shank, owner of 97.3 FM Flagler Beach Radio. Shank said the number of tables at the First Friday events varies, with just under 30 tables registered during the peak season and 11 at the last month. “The main intention is to get Flagler Beach-based [businesses] involved,” Shank said. “We want Flagler Beach businesses here.” The city will only pay sponsorships for tables that are used each month.

I would rather go into it with the attitude of, ‘Let’s manage the change and control the change, so we’re not managed or controlled by the change.’” She said she knows there are those who are not happy with projects like the hotel or the beach renourishment — both projects will begin major construction work during 2024. Her promise to the city, she said, is to maintain what Flagler Beach’s forefather’s wanted for the city. “We don’t want to lose our quirky little beach town, but it’s happening,” she said. Commission Chair Eric Cooley’s seat is the only other position up for election in March. Cooley will be running for reelection against Flagler Beach resident Robert Smith Cunningham III. U-HAULED AWAY 11 p.m. — 6100 block of State Road 100, Palm Coast Grand theft. The Sheriff’s Office recovered a stolen U-Haul truck that had been missing from the Miami area for a month. Inside the vehicle were a man and a woman, who claimed the woman’s daughter-in-law had rented the truck for them, according to an arrest report. Two deputies placed the suspects in custody and, while searching the vehicle, found a baggie of 2.25 grams of synthetic cathinones in the woman’s purse and a $10 dollar bill with more cathinones on it, weighing 1.07 grams.

Both suspects were charged with grand theft and possession of cathinones and taken to the county jail.

A SIBLING RESEMBLANCE 9:41 a.m. — 500 block of Southwest Palm Coast Parkway, Palm Coast False name. A Palm Coast woman attempted to pass off as her sister in order to get out of trouble for driving with a suspended license. A Sheriff’s Office deputy pulled over a Chevrolet Malibu in a parking lot after the vehicle’s tags came up as registered to a woman with a suspended license, according to an arrest report. Before the deputy could finish introducing himself, the woman driving the car asked, “Is this about my sister’s registration?” The woman then told the deputy that she is the sister of the car owner and she was using the car to go to work at one of the businesses in the parking lot. After looking at the woman’s driver’s license, the deputy noted the woman looked like the one with a suspended license and not the sister. After confirming with the woman’s work that this was the car owner and not the sister she was claiming to be, the woman admitted to being herself and was placed under arrest.

Police arrested a 29-year-old man who was spotted loitering by a local closed movie theater building despite numerous “No Trespassing” signs in place. According to an arrest report, police were patrolling the area as the building had recently been vandalized. Equipment and building fixtures were broken, and someone had painted graffiti on numerous surfaces. As the reporting officer was driving near the building, he spotted the man, who looked at him before running into a wooded area between the building an a local plaza. The reporting officer approached the wooded area and upon seeing the man, yelled at him to come out.

The man, who is homeless, complied. He told the officer he ran from him because he didn’t like to talk to police or people in general, the report states. He told police he thought the “No Trespassing” signs only applied to the building, and not its surroundings. He was taken to jail.

Anonymous donor gives $8,000 to pay for woman’s cancer treatments ‘I was not really ready to give up,’ Jean MacAllister said. ‘But we were ready to ... take whatever was going to come forward.’ SIERRA WILLIAMS STAFF WRITER

As 2023 was ending, Jean MacAllister and her partner Lance Langston didn’t know how they were going to pay for her lung cancer treatments. “I was not really ready to give up,” she said. “But we were ready to just give it over and take whatever was going to come forward.” There was simply no money left for them to find. Just in 2023, Langston, 67, and MacAllister, 78, had had to pay for a new air conditioning unit, a new car engine, to fix the stove, washer and dryer. The two of them live on Langston’s salary as a behavioral tech at Halifax Hospital and MacAllister’s social security and a widow’s pension benefit she receives from her deceased second husband — they need the benefit to pay bills, she said, which is the only reason she and Langston have not gotten married after their 11 years together. But then in June 2023, at her annual check-up, MacAllister’s doctor told her the news. Her cancer was back after several years of remission. They tried multiple different treatments, she said, each one expensive.

Now her doctors have her on a treatment plan that is 21 treatments every three weeks. Each treatment costs $2,500. As 2023 came to a close, MacAllister took to Facebook, desperate. She didn’t ask for money, she said. Just prayers. And then a holiday miracle: Council member Cathy Heighter called MacAllister and Langston to let them know that an anonymous donor had gifted MacAllister $8,000 toward her chemotherapy treatments. Heighter said the donor had seen MacAllister’s post and reached out to Heighter’s nonprofit, Remembering Heroes, to help. “It was overwhelming,” MacAllister said, voice thick with emotion. “We both broke into tears.” MacAllister was first diagnosed with lung cancer in 2013 when doctors noticed a lesion in the upper lobe of her right lung. Before her diagnosis, MacAllister said she spent her life in service: as a respiratory therapist nurse and, later, volunteering in a variety of fields. She moved to Palm Coast in 2003, and between then and her diagnosis, MacAllister served as volunteer coordinator with Flagler Volunteer Services, director of Alpha Pregnancy for six years, worked with Pace Volusia-Flagler Center for Girls and was a dedicated member and volunteer with the Flagler County Kiwanis club. She and Langston met, actually, while he was volunteering under her

management, Langston said. Langston said his life changed for the better the moment he asked her out. “Simply put, I love this woman,” he said. “I worship the ground she walks on.” Langston spends time at work as a caretaker and comes home to care for MacAllister, too. MacAllister said she feels guilty for that, but Langston said he wouldn’t have it any other way. “I’m in for pound, I’m in for a penny,” he said. After her initial diagnosis, MacAl-

lister said, doctors removed the upper portion of her right lung, and between that and her treatments, she said she’s not able to be as involved in the community like she used to. But now it’s her dream to pay this kindness forward someway, she said. “I don’t know who the person is. I don’t know if they know me,” she said. “But I thank God for them and for their generosity. I’m very humbled by it and I hope that I can repay somebody else the same way someday.” It’s hard to accept that the money

shouldn’t go to someone else more deserving though, she said. Heighter said she understands that feeling — it can be hard, as a giver, to accept help. “I think that Jean is a strongwilled woman,” Heighter said. “She’s a fighter.” Heighter said the donation came through Remembering Heroes because Langston is a veteran. MacAllister has written the donor a thank you note and said she will keep them up to date with how the money is used. The money will pay for about five of her treatments or — if she qualifies for some grant funding — one of the myriad of other medical bills that she pays. Medicare pays for some of it, but a lot comes out of pocket, she said. But the donation is a tremendous help, regardless. “The stress has been relieved,” MacAllister said. “I can take a deep breath.” Heighter said she hopes there are more people able to donate and help MacAllister get the care she needs.

CRIME REPORT Man stole cash register from Palm Coast Walmart: FCSO

19-year-old Palm Coast man indicted on wire fraud charges

The man who stole a cash register from the Cypress Point Parkway Walmart in December has been arrested. On Dec. 10, the FCSO posted a photo of an unidentified man wearing a red shirt who was seen stealing a cash register from the store, a FCSO press release said. On Jan. 12, the FCSO announced that man has been identified as John Michael Wakefield, 43, of Wellington, Florida, near Palm Beach in South Florida. Wakefield is a convicted felon who was released from prison in 2021 after serving 10 years for armed robbery, the press release said. In connection to the cash register theft, Wakefield has been charged with unarmed burglary of an occupied structure and grand theft. The drawer was estimated to hold $3,500, according to the original incident report. FCSO investigators were able to identify Wakefield as a suspect through facial recognition. During the investigation, FCSO’s Major Case Unit and Real Time Crime Center tracked Wakefield to North Carolina and later back south to the Orlando area, the press release said. When an exact location was determined, a Florida Highway Patrol unit apprehended Wakefield on the Florida Turnpike’s Lake Service Plaza in Ocoee without incident, the press release said. The Orange County Corrections Facility is holding Wakefield on local charges and he will later be transferred to the Flagler County jail, where he will be held on a $60,000 bond.

A Palm Coast man has been indicted on several wire fraud charges and could face up to 20 years in federal prison for each charge if convicted. Noah Michael Urban, 19, has been charged with one count of conspiracy to commit wire fraud, eight counts of wire fraud, and five counts of aggravated identity theft, according to a press release from the Middle District of Florida U.S. Attorney’s Office. According to the indictment, Urban allegedly stole at least $800,000 from at least five different victims between the months of August 2022 and March 2023. If convicted, Urban faces up to 20 years in federal prison for each wire fraud charge, which is a federal crime, the press release said. Additionally, the aggravated identity theft charges each have a mandatory minimum sentencing of two years that will run consecutive to any other prison sentence. Urban is known under several aliases, including “Sosa,” “Elijah,” “King Bob,” and “Anthony Ramirez,” the press release said. The case was jointly investigated by the Federal Bureau of Investigation, the Justice Department’s Computer Crime and Intellectual Property Section, the United States Attorney’s Office District of Oregon, and the United States Attorney’s Office Middle District of Florida, the press release said. Assistant U.S. Attorney John Cannizzaro is prosecuting the case.

School District is installing ‘amazing’ sensory rooms in all of the schools A federal grant is funding a unique sensory room for students in each school.

“If you’ve never seen a student react to a sensory room before, it’s just unbelievable. Data cannot show you that.”

BRENT WORONOFF

JOEY DIPUMA, Flagler Schools’ coordinator of innovation

ASSOCIATE EDITOR

When the door to Flagler Palm Coast High School’s new sensory room is open, sounds trickle in from the outside. As the door closes you are encompassed by a different world of soothing light and colors, sounds, vibrations and an array of different textures. Some students with disabilities are not able to filter out the outside noises. The rooms help them regulate themselves, said Mindy Morris, Flagler Schools’ lead behavioral specialist. “Sensory rooms are becoming more popular now, because the research has shown that there has been an improvement in behaviors across different environments,” Morris said. “We’re able to allow our students to come in here and get those needs met and then go back to the classroom and have more focus or be more regulated with their behaviors.” The school district is in the process of installing a sensory room — or in the case of FPC, a suite of three rooms — in every school. Each room is unique to the students’ needs of

that school, said Joey DiPuma, the district’s coordinator of innovation, who leads the district’s design team. Rymfire Elementary School’s sensory room was the first to be finished last month. Matanzas High and FPC are done. The team is now finishing the sensory room at Bunnell Elementary School. Old Kings Elementary School’s room is nearly complete, but DiPuma’s team has to repair a couple of pieces that arrived damaged, he said. “I appreciate the collaboration,” FPC Principal Bobby Bossardet said. “These people are very passionate about supporting our students with disabilities.” Tammy Yorke, the district’s coor-

dinator of federal programs, secured nearly $500,000 in federal COVID funds to supply and build each room. As the rooms are completed, faculty and staff at the schools are trained in how to utilize the rooms to support the students with disabilities, said Kim Halliday, the district’s director of Exceptional Student Education. Morris put the protocol together for the training, Halliday said. “My hope and expectation is that it’s going to help our kids to be more engaged,” Halliday said. The students go into the rooms in small groups with a teacher or paraprofessional, Halliday said. As the students move around the room there are different sensory inputs to

engage them. “There’s touch sensory, there’s light sensory,” Halliday said. “You’ve got a couple of trampolines in (Rymfire’s room) to have a little bit of movement. If you run your hand across this wall, you hear music and the lights change colors.” DiPuma said the district has been planning to build the rooms for nearly two years. “The thing with sensory rooms is they’re very expensive and they’re hard to build,” he said. “From the time we wrote the grant we began the planning phase. Once we got the grant we started to figure out which vendors we were going to use. We were constantly connecting with

sensory folks, because I think we have a pretty good grip on classroom design, but sensory design was something that’s really specific. So we had to figure out how to do that correctly and responsibly.” DiPuma said after watching some students try out the rooms, he knew the expense, labor and attention to detail was all worth it. “The response is amazing,” he said. “If you’ve never seen a student react to a sensory room before, it’s just unbelievable. Data cannot show you that. It’s just a really good feeling to see them.” Morris and DiPuma said each room has different solutions that support different needs with an influx of calming tools. “What I’ve seen so far is they will gravitate to the items that they feel will help them get regulated,” Morris said. “It’s really cool to see our students utilize a specific item and how you physically can see the difference in them from when they walk in the room to where they go directly to their item and then how they just calm down. Just their whole body changes, and to see that is really phenomenal. And to be able to have that for all of our students to be able to utilize is fantastic.” Indeed, a few minutes in the rooms can also be beneficial to the school’s general population of students as well as staff, the district’s administrators say. “This has been a long time coming,” DiPuma said. “This room, I think, supports everybody. These spaces I feel really good about. I get pumped about classroom design and media centers, but the sensory rooms are amazing.” Email brent@observerlocalnews. com.

Sheriff Office recovers Q+A LASHAKIA MOORE, FLAGLER SCHOOLS SUPERINTENDENT $19,000 in cybertheft Superintendent navigates latest controversy No arrests have been made in the theft of over $719,000; FCSO and school district hope more money will be recovered. BRENT WORONOFF ASSOCIATE EDITOR

The Flagler County Sheriff’s Office has recovered a small percentage of the money that was stolen from Flagler Schools in a cybertheft scam last fall, but the FCSO has not made any arrests, a Sheriff’s spokesperson said. The school district lost $719,583 in a fraudulent electronic money transfer last fall. The district believed it was making a payment to H.A. Contracting Corp., the contractor for the Matanzas High School expansion project. The FCSO has recovered $19,700 of the stolen money that the Sheriff’s Office believes was sent to a money mule, Public Affairs Officer Carmen Fleischmann said in an email to the Observer.

“We were able to recover $19,700.00 from a bank account where the funds were initially sent to,” Fleischmann wrote. “The money was then disbursed to numerous other accounts that we have subpoenaed, waiting to see if there (are) any other funds we can recover. The initial funds were sent to a business account belonging to a gentleman located in California we’ve identified as a mule. No arrests have been made.” Flagler Schools Superintendent LaShakia Moore said the district is continuing to work with its insurance company, the Sheriff’s Office and H.A. Contracting to recover more funds. “Our sheriff’s office is really actively working on this and I’m still hopeful that we’ll continue to recover more more money,” Moore said. “We’re still awaiting feedback from JP Morgan Chase as to the account and if there were additional fraudulent acts to that account. So we’ll hope. We haven’t been told that it’s closed, so we’re still actively working towards it.”

New communications coordinator: Foley OBSERVER STAFF

Flagler Schools Superintendent LaShakia Moore has chosen Palm Coast resident Don Foley as the district’s new Communications Coordinator. Announced at the December 2023 School Board meeting, Foley began his duties serving the district on January 8. Replacing long-time coordinator Jason Wheeler, Foley most recently served as the public relations manager for Brightway Insurance in Jacksonville. “Jason (Wheeler) was the first person in this position and he truly made it his own, he made it special,” Foley said. “With a similar passion for serving the students of our county, I feel my experience will help provide the level of communication support our schools have thrived on for nearly a decade.” Serving 15 years in media and public relations management roles with Georgia Northwestern Technical College and Cleveland State Community College, Foley provided communication expertise within the educational realm from 2006 to 2020. “Sharing the stories of our children and their growth and success is something this office focuses on, first and foremost,” Moore said. “Don

lagler Schools Superintendent LaShakia Moore was on her way to Tampa on Jan. 11 when she took some time to chat with the Observer. Moore was heading to the Tampa Convention Center where the Matanzas High School Blue Steel band was scheduled to perform at the Florida Music Education Association Conference and All-State Concerts. “They invited me to come over, and I’m excited that I’m able to actually make it and see them perform,” Moore said. “Blue Steel will be performing on the main stage. However, we do have students from other schools that are (performing) as well. And so all of our secondary music educators will be there, and I’m excited to be there with them and just spend the next two days supporting music education.” Since the beginning of the school year, when Moore was the interim superintendent, she’s had to work through several crises including investigating a segregated assembly at Bunnell Elementary School, and working with the Sheriff’s Office and JP Morgan Chase in trying to recover funds from a cybertheft of a $719,000 payment intended for the contractor of the Matanzas High expansion project that was sent to a fraudulent account. The latest issue is the School Board’s plan to terminate Board Attorney Kristy Gavin’s contract. Gavin currently advises both the Board and the district on legal matters. Moore and Gavin were unable to reach a mutual agreement by the Board’s Dec. 31 deadline on a possible new role for the attorney working exclusively for the district. Moore spoke about this issue and more. Were you negotiating a separation agreement or a new role for Kristy Gavin?

provides a solid background in education communication and has a passion for helping tell the stories of our students.” Previously working in government communication roles with the Mayor’s Office in Huntsville, Alabama, as well as serving the Flagler County Sheriff’s Office in 2022, Foley’s resume showcases education and video production at the forefront. A winner of a Best of Show award from the American Ad Federation for video promotion, as well as a producer of Emmy-nominated and Associated Press award-winning regional broadcasts, Foley holds a Bachelor of Arts degree in communication from the University of Tennessee at Chattanooga. Foley and his wife, Terri, have been resident of Flagler County since 2022. Foley joins current Flagler Schools Community Engagement Specialist Angela Dawson in providing communication services for the district.

Have things settled down since the interim tag was removed from your title in October?

BRENT WORONOFF

It was really both. There was a separation agreement that would allow her to separate from the Board and to come work for the district under a new contract.” What was the sticking point?

I think there were several

sticking points that just didn’t allow us to be able to come to an agreement that Attorney Gavin was OK with that I was OK with as well. What is the next step? Are you hiring a firm for the district on an interim basis?

Right now, Ms. Gavin is still working in her same capacity. If the Board continues with termination, then they will

have to follow the steps of her contract in order to terminate her contract, which would be them giving her a letter that essentially tells her that her contract is terminated. So right now Ms. Gavin is working as normal, pending the board’s decision as to if they will move forward with termination or not. We have other things that come up that we will use other attorneys for. One of the (firms) that we use is Sniffen and Spellman, and so what we’ve done is made an addendum to their current contract with us (in negotiating union bargaining) to allow for them to help us with other matters outside of the scope of their their old contract. We use different attorneys for lots of different (matters). But right now, what we’ve done is really open up Sniffen and Spellman’s contract with us, so that they can assist us with other things, because there are things that we will continue to need assistance with. If Gavin’s contract is terminated, what will be the next step for the district?

If her contract is terminated, we will be asking the Board to give us permission to hire an attorney or firm to provide counsel to the district.

AdventHealth has named Kristen Sutton as chief nursing officer at AdventHealth Palm Coast and AdventHealth Palm Coast Parkway, effective Jan. 28. You know the thing is, there are always things happening that we’re working through. I am being very intentional with just the development of the standard order of operating procedures for our organization as a guiding document, a guided process for our staff in order to eliminate some of the issues we’ve experienced in the past. So I would say I’ve settled in. At the beginning of the year we dealt with some pretty major concerns. But every day we’re working through something. You’ve selected Angela O’Brien to be the district’s new assistant superintendent for academic services — your previous position. How will that help you finally filling that position?

I did name an assistant that will be approved by the School Board on the 23rd. So, she is still transitioning into the role. It’s going to be critical. It’s going to allow me to really focus on the management of the district and a will allow her to come in and really focus on the academic side of the house. And that’s going to allow for the most important side of our organization to continue to move forward and have the oversight that is needed. I’m excited to work with her in this capacity. She’s worked for the organization for a little bit over one year. She comes with a lot of knowledge and experience from the private sector and is now coming over to work within the public sector on the academic side, but she’s worked with Human Resources here ... for the last year.

ing experience. She currently serves as the chief nursing officer and vice president for Texas Health Hospital Mansfield, a joint venture between Texas Health Resources and AdventHealth. “I value people and relationships first. I am most excited to meet our team members,” Sutton said. “I look forward to seeing what opportunities exist to volunteer in the Palm Coast community.”

Hometownie Hero

New year, new me (the pottery extraordinaire) Determined to grow as a person in 2024, Observer columnist Mike Cavaliere ventures to learn a new skill that — get this — doesn’t involve a computer screen.

MIKE CAVALIERE CONTRIBUTING WRITER

I have a very particular set of skills. Avoiding clothes shopping for full decades, for instance — I excel at that. I also do an OK Joe Pesci impersonation. When it comes to physical feats, though, I’m far less accomplished. During a commercial for that show where couples compete to circumnavigate the globe, my wife, Rebecca, gasped, her eyes sparkling with hope, and said, “Oh, I want to do an Amazing Race!” I wiped a drip of ice cream off my jowls and belched. “I want to do an Amazing Rest.” But don’t let my aversion to exercise fool you. I’m actually huge on personal growth, as long as it doesn’t involve sweating. One of my favorite pastimes, in fact, is

to broodingly ruminate about my future. What do I want? Where am I going? Will I have enough time to get there? You know the routine. Midlife is a time of unrelenting reassessment. After all, it’s around the midpoint in any race, I’m told, when you finally slow down enough to take a look around. You start wondering if it’s too late to double back and find a better path. You think, Am I giving it my all? For the first time, you’re tired. You notice new body aches and, even more alarming, notice yourself noticing the birds along the way, and with newfound admiration. You think a lot about protein and water consumption, and then it hits you — the suddenly very real possibility that the path you’re treading will, one day, disappear under your feet, leaving you lost in midair a moment, like Wile E. Coyote, with just enough time before falling to look remorsefully at the audience, all those faces you left behind or never got a chance to know. So — basically — that’s why I took

a pottery class. “Aprons over there,” our instructor, Heather, nodded toward the back. Then she sat at the wheel and explained her actions — how she centered the clay, formed a well in its middle, spun, molded — and I was shocked at how quickly her brick of mud transformed, as if by magic, into a bowl textured by the grooves of her fingerprints. “You make it look easy,” I said, not unlike a kid marveling at home run hitters, assuming they must be superhuman. She smirked. “Lots of practice.” Then she set us loose, guiding our actions as we went. To my surprise, there’s nothing dainty about working with clay. To start, you slam your brick onto the wheel — really make it thud — or else it won’t stay in place once you kick on the pedal to start spinning. Molding isn’t delicate, either, at least not at first. You really manhandle the clay, push and squeeze and stretch it, let its silver slick your palms and slide beneath your fingernails. The streaks near your knuckles look like real work. You begin to like that. Then, to balance your brick’s center of gravity, Heather tells you to hold a hand firm, like a fierce karate chop, on top of the spinning clay, muscling it into submission.

Oh yes, you like this very much. You dive your fingers deep into the middle of the mud, then pull a side toward you. The spinning wheel puts everything in fast motion, and you watch as the pressure from your fingers stretches your well open wide like a blooming flower. In that moment, you feel the hunk in your hands transform from a blob into a bowl, as if all it had been waiting for to evolve was your guiding hand. This, right here, is the magic part: when nothing turns into something. You did that. There’s a metaphor in there somewhere about how we mold our lives, about each year being an unformed mass of potential, an invitation to get our hands dirty. But metaphors — those are the dainty and delicate things. I made a bowl, hearty as Earth and hardened by fire. It doesn’t exist on the page or in my head but in my cupboard, where it has a job, a purpose. I’ll even eat out of it — probably ice cream — definitely while I’m resting. And it will be amazing. With no senior center, does Palm Coast have any senior fun?

PALM COAST MAYOR

A recent question from a community member: Without a dedicated senior center in Palm Coast, what ample programs do we possibly have for seniors? Every year, the City of Palm Coast is blessed to welcome a growing number of senior residents over 55 years of age. The peace of our natural outdoor beauty initially draws them here. Yet, it’s important to note that we have many captivating activities

in our Parks and Recreation Department. Our Palm Coast Community Center at 305 Palm Coast Parkway NE has several event and meeting rooms that are most often set aside strictly for senior activities. We do have standard favorites, including tai chi, yoga, mahjongg, bridge, sewing, book club, and movies. But we also have several unique free specialty classes, quite uncommon to other Park Districts, which include: Support Groups for Specialized Diseases – Encouragement, comfort, and understanding for the Visually Impaired, for those dealing with Parkinson’s Disease, and for caregivers for those with Autism Spectrum Disorder (ASD). Widow/Widower Support Group – Help with combating

loneliness and meeting new friends. In fact, we recently had a local widow and widower meet in this group – and they’re married now! Diabetes Prevention and Management Program – Partnering with the Department of Health, coaches assist with methods for staying healthy, especially for those with a diabetes diagnosis. Sewing With Heart – Seniors choose a specific charity to be the

recipients of a specially designed sewing project. They recently created dresses for the Dress a Girl Around the World Association, believing that every little girl deserves a brand-new dress. It makes me proud, and it warms my heart to see a bustling community center full of Palm Coast residents who are exhibiting a true example of our community spirit. Community members packed the The George Washington Carver Community Center gym in Bunnell on Saturday, Jan. 13, for the annual Martin Luther King Jr. Celebration. Many of the celebrants then squeezed into the Carver Center’s new reception area for a ribbon cutting officially opening the facility’s new extension. The day’s activities then moved outside for the annual MLK Parade from the Carver Center on East Drain Street, west to U.S. 1, to State Road 100 and looping back to the starting point. Carver Center Youth Services Specialist Stacey Smith opened the celebration with a stirring rendition of “Lift Every Voice and Sing.” Bunnell Mayor Catherine Robinson presented 2024 MLK Celebration and Parade Marshal Marian Irvin-Reddin with a framed certificate. Irvin-Reddin, who worked to help save the Carver Gym years ago and continues to work with youth in the community in her retirement, said she was humbled. “My heart is with the children,” she said. “We have to step up. Pearson said, “There is no figure more closely identified with the mid-20th century struggle for civil rights than Dr. Martin Luther King Jr. And this particular movement is still ongoing.” Flagler County School Board member Cheryl Massaro, Bunnell Mayor Robinson, Carver Center Site Manager Bonita Robinson, Rev. Elijah Emmanuel, Flagler County Commission Chair Andy Dance, Flagler Schools Superintendent LaShakia Moore and Flagler County Sheriff Rick Staly were among the speakers at the ribbon cutting. Pastor Daisy Henry opened the ceremony with a prayer. “I’m so excited,” said Massaro, who cut the ribbon on the new exten-

They never gave up on this facility.” The Carver Center’s extension includes the new reception area, four offices, two conference rooms and new bathrooms, Bonita Robinson said. Dance noted that the addition was built internally by the county’s general

services department. Moore said County Administrator Heidi Petito “deserves a round of applause” for making the extension possible. “(Petito) has been a part of this for a long time,” Dance said. “This is the ultimate celebration for me to see where we came from and where we are now,” Rev. Emmanuel said.

Flagler Palm Coast’s Teagan Paulo records sixth straight clean sheet in 4-0 win over University

Flagler Palm Coast soccer goalie Teagan Paulo stormed out of the goal area, running well past the 18-yard box, to intercept the ball from a University player. The long shot hit Paulo in his chest and bounced back to the opponent and Paulo was caught flat-footed. It was an uh-oh moment. But Paulo’s teammates are used to it. “That’s like an every-game thing, since the first game of the season,” FPC coach Ramtin Amiri said. “The team knows that if he comes flying out, they just drop in behind.” Noah Daily dropped down and cleared a shot away, and the Bulldogs went on to defeat University 4-0 in a Five Star Conference boys quarterfinal on Saturday, Jan. 13 at the Ormond Beach Sports Complex. Aron Binkley scored three penalty kicks and Jack Moberly added a score off a pass from Binkley as FPC won its 10th game in a row to improve to 14-3. Paulo recorded his sixth consecutive clean sheet and his 10th of the season. “I’ve complete trust in him,” Moberly said of FPC’s sophomore goalkeeper. “Sometimes he scares me. He does some wild stuff, but he gets the job done.” The Bulldogs’ win streak ended with a 3-1 loss to district-rival Spruce Creek in the conference semifinals on Tuesday, Jan. 16. The score against University was 0-0 early in the second half when Paulo’s missed save gave the Titans an opportunity to score the go-ahead goal. “Noah saved us there for sure,” Paulo said. “When I turned around, I saw the ball there and I saw my teammate. I trusted he would get there. But I still felt, ‘I’m about to let the team down a bit here,’ and, you know, that’s not a great feeling ever. But luckily it didn’t matter. We got

the result, no goals against. So it’s all you can wish for.” Paulo’s commanding presence in goal this season has been well worth those very few times when he decides to leave the goal area and doesn’t come up with the ball, his coach and teammates say. “Teagan has been phenomenal,” Amiri said. “That’s the one difference between this year and last year. He’s like a presence. We have always had decent goalkeepers, but with him, his voice, the way he flies out of the box when he needs to — it’s a little bit scary sometimes — but we trust him to this point to do it correctly. And he has so far this season.” The Bulldogs defeated the Titans by a 4-0 score for the second time this season. Amiri was not pleased with his team’s first-half play when they couldn’t convert their opportunities. He moved everybody forward in the second half to put more pressure on University.

“In the second half, we really started working together, stringing everybody into the offense, rather than just two or three of us,” Moberly said. Binkley drilled all three of his penalty kicks into the right corner of the net and tied Moberly — his best friend for the past eight years — in the Bulldogs’ scoring race with a team-high 18 goals apiece. “It’s all fun and games,” Moberly said of the competition between the two junior strikers. “It’s always been like this. We’ve always been racing and competing with each other. We’re the reasons we are where we’re at. He’s the reason where I’m at.” Moberly said the Bulldogs don’t care who scores the goals as long as they keep winning. “We have a completely different mindset this year,” Moberly said. “Everybody here wants it. We all play for each other. It’s a family this year.”

Hailey Sammons’ hat trick leads the way in Bulldogs’ 8-0 girls soccer win Freshmen scored seven goals for FPC, which went on to beat New Smyrna in a shootout to advance to the Five Star Conference final. BRENT WORONOFF ASSOCIATE EDITOR

Hailey Sammons knew she was joining the Flagler Palm Coast girls soccer program as a member of a strong freshman class. But she didn’t realize how strong it is. The freshmen scored seven of FPC’s eight goals in the Bulldogs’ 8-0 victory over Mainland in a Five Star Conference quarterfinal on Saturday, Jan. 13, at the Ormond Beach Sports Complex. Sammons scored three of the goals for her first hat trick.

to varsity, but I’m happy we did,” she said. FPC (11-8-1) went on to defeat New Smyrna Beach in a penaltykick shootoout in the conference semifinals on Tuesday, Jan. 16, at the Ormond Sports Complex. The third-seeded Bulldogs will face top-seed Seabreeze in the conference championship game on Thursday, Jan. 18. Seabreeze defeated Spruce Creek 3-0 in the other semifinal. In the quarterfinal, four of FPC’s eight varsity freshmen play up front. Sammons normally is a marking back, but she was moved up to holding midfielder for this game. The freshmen have given coach Pete Hald the luxury of being able to move players around. “That’s the thing about this team,” he said. “The five or six or seven players that are on the bench could start too. There are a couple that are definite starters, but I’m comfortable making changes.” Two other freshmen, Ivy Chen and Katherine Ouellette, scored two goals apiece. Junior Erin Hughes scored the first goal of the game. Senior co-captain Savannah O’Grady, who played in only nine games before suffering a seasonending knee injury, still leads the team with 11 goals, but four oth-

er players have six or more goals, including Chen with nine and fellow freshman Lauralee Macleod with six. Seniors Heidi Michaels and Kaitlyn Steiner also have six goals. “Savannah talked to us,” Sammons said. “We realize we have to step it up to not disappoint the seniors.” Hald moved Chen from offensive mid to forward in the second half because the Bulldogs weren’t converting enough of their chances.

Chen responded with two shots on frame. Sammons scored the final three goals including a header off a corner kick and a shot from the corner of the box that ended the game with the mercy rule. “Ivy kind of got us going in the second half, and then I just rotated in players every 10 minutes,” Hald said. “Some players played some different positions today.”

Bond-West and and Manzueta are both defending state champs. They helped the Barracudas finish second at the Class 2A state meet last year, one point behind Clay (25-24). Matanzas, however, beat New Smyrna in the district meet. The Pirates

will try to win district for the third year in a row on Jan. 25.

Breaking school records was not something Matanzas High School senior Alicia Naticchione anticipated when she joined the girls weightlifting team this shool year. But Naticchione broke three 199-pound school records in a meet with New Smyrna Beach and Seabreeze on the Pirates’ senior night, Wednesday, Jan. 10. In just one season on the team, her name is now etched in the Pirates’ record book. She broke the school bench press record with a 155-pound lift on her third attempt and also broke records for the snatch (100 pounds) and Olympic total (240 in snatch plus clean and jerk). The latter two are both recent additions to high school state weightlifting competitons. Naticchione said she has been lifting weights on her own for four years before deciding to join the team and lift competitively this year. “I saw some of my friends join the team, and I really wanted to do it,” she said. She has improved her bench press by 40 pounds since the beginning of the season when she was benching 115. On senior night, she benched 145 pounds on her first attempt, and it felt easy so she decided to jump 10 pounds. She missed 155 on her second bench press, but hoisted it up on her third and final lift. “It felt amazing,” Naticchione said. “I felt so powerful.” She said she feels most confident in the bench press. Her goal is to bench press 170 pounds in the postseason, which begins on Jan. 25, when the Pirates host the District 6-2A tournament. “Alicia is a member of the band. One of our coaches is her AICE teacher and kept asking her to come out,” Matanzas coach Jeremy Ossler said. “Now she has (three) school records.” Before the season, the Pirates’ 199-pound lifter broke her leg, Ossler said, so Naticchione was able to step into the slot. She is not the only newcomer to be honored on senior night, Ossler said. “Seven of our 12 seniors are firstyear lifters,” he said. “Somehow,
