The Knights of Columbus Council 8086 recently doubled its annual Coats for Kids program by distributing 468 jackets to students in seven elementary schools in the county, according to a press release.

Eight Knights visited Port Orange schools: Sugar Mill Elementary, Spruce Creek Elementary and Port Orange Elementary; South Daytona Schools: Turie T. Small Elementary and South Daytona Elementary; and Holly Hill School in Holly Hill and West Side Elementary in Daytona Beach. The total contribution for the program was $6,000, a press release states. The funds came from the Council’s program, like the Duck Derby.

She graduated from the Loma Linda University School of Medicine in California and completed her residency in family medicine at Florida Hospital Orlando, now known as AdventHealth Orlando.

She started her private practice career in 2011 and serves as a clinical preceptor for Florida State University medical students in geriatrics and chronic care. The Exemplary Part-Time Educator award recognizes “the dedication, expertise and ability to provide the highest quality instruction to physicians in all phases of their medical training and practice in a part-time capacity,” according to a press release.

‘Grit and determination’ First Step Shelter finally opens in Daytona Beach JARLEENE ALMENAS NEWS EDITOR

The hard work of many contributed to the opening of the First Step Shelter on Wednesday, Dec. 11, according to Daytona Beach Mayor Derrick Henry.

“As a community, we refused to adhere to the advice of the naysayers, those who said our efforts were futile,” said Henry, who chairs the shelter’s board. “Those who said that we should give up, that we should quit, that no one would come to a shelter located halfway out of town. But because of your grit, your determination and your refusal to accept the status quo, today I stand before you with at least a thousand people to thank.”

With a history that dates back to 2007 — from initial talks and campaign promises to long board meetings and construction woes — the transitional homeless shelter will start taking in men and women on Monday, Dec. 16. A crowd of at least 200 people made up of elected officials, religious organizations, business representatives, health care providers and residents attended the opening, where they were able to tour the 15,000-square-foot facility.

Bringing the shelter to fruition is a “community endeavor,” Henry continued, and despite past levels of support, he said what matters is where the shelter goes now.

“Those things that we disagree about are fundamental, but they are not foundational,” Henry said.

“They will not destroy us, and we all share a vision for a better community where homelessness is a thing of the past.”

‘TOGETHER, WE CAN’

In 2016, the Volusia County Council voted 4-2 to help fund the shelter with $2.5 million for construction and a $400,000 annual contribution toward the shelter’s operational budget. The latter matches Daytona’s contribution. At the time, it was expected that the shelter would house 100 people.

County Council Chair Ed Kelley said, “You have got a winning combination for all of us” when the private, public and social services sectors interconnect. Catholic Charities will be aiding in the day-to-day operations of the shelter, with William Bernardo acting as operations director.

“Together we can,” Kelley said.

“Individually, we may not.”

Port Orange City Councilman and First Step Shelter board member Chase Tramont said this is “the last best hope” for many, and that the grand opening marked the beginning in changing people’s stories.

of it all, you can’t help but be elated for what’s about to happen in the lives of people,” he said.

Port Orange has pledged $35,000 annually toward First Step, and Tramont said that anytime you can get cities and the private sector to work together, it’ll be something special.

The city of Ormond Beach is another prominent partner in the shelter, with City Commissioner Dwight Selby representing the city on the shelter board. Now that the shelter is open, the city will contribute $82,000 toward its operations.

Selby said it’s fantastic to see the shelter open, and that the next big benchmark will be when the shelter sees its first occupant, and later on, its first graduate.

“It’s a progression,” Selby said.

“I’ve continually stayed focused

on the goal, and the goal is to change the trajectory of some people’s lives. We’ve had to do that in the face of a lot of controversy, but we’re here and I’m hopeful that this will do everything that we hoped it would do.”

NEEDS MOVING FORWARD

Now that the doors are open, First Step Shelter Executive Director Victoria Fahlberg said, her focus is shifting to fundraising. She was hired in October following the April resignation of the shelter’s last executive director, Mark Geallis.

Fahlberg believes some in the community will contribute to First Step now that it’s operational.

“I think that people just want to make sure that it’s a good invest-

ment, and I totally understand that,” Fahlberg said. “I think my job is to get it open—which we’ve done—and I want people to know that they’ve made a good investment.”

The shelter also needs volunteers and clothing for the new occupants. Without the community’s help, Henry said, the shelter won’t be successful.

A STEP TOWARD ENDING HOMELESSNESS

L. Ronald Durham, community relations manager for the city of Daytona Beach, was involved throughout the process of bringing the shelter to fruition and acted as the master of ceremonies for the grand opening. He called homelessness “one of the most intense, visceral human realities”

experienced across the county.

“When we see someone wrapped on a cold day in a blanket sitting on the sidewalk, we feel their pain because it pierces our own hearts and souls,” Durham said. “It is difficult because homelessness affects every neighborhood, and it shouldn’t be this way.”

However, the problem isn’t easy to address. If there was a book on how to end it, he said, he’d have read it “100 times.”

Port Orange adds new trail at Riverwalk The council voted to name the trail after late councilman Bob Ford.

Port Orange residents can now enjoy a new trail at Riverwalk as the city inaugurated the public amenity on Thursday, Dec. 19.

The 940-foot-long trail is part of the Riverwalk project at 3459 S. Ridgewood Ave, and was developed by Halifax River Partners. It consist of a 20-foot-wide paver and concrete walkway with landscaping, lighting and stormwater improvements, along with benches, trash cans and bike racks

on its path.

It was also christened the “Robert E. Ford Trailhead” in memory of the late councilman Bob Ford, who died a year ago. His wife, Marilyn Ford, now occupies his spot on the council after she was elected this summer.

“It was [Bob Ford’s] vision — a shared vision — that he helped work on along with a lot of other people, but he got out in front and pushed for this park,” Mayor Don Burnette said. “He pushed for this trail.”

County attorney Eckert resigns NEWS EDITOR

Volusia County attorney Dan Eckert has resigned, and his last day will be Jan. 31, 2020.

Eckert submitted a letter on Dec. 10 — the council meeting day scheduled for his and the county manager’s evaluations — asking for the County Council to accept his resignation. His decision follows a controversy about the Historic North Turn Legends Beach Parade: Eckert had advised the council that beach driving in the section of the beach in Ponce Inlet violated the incidental take permit by the Fish and Wildlife Service. However, citizens and a congressional staff member argued before council in October that there was no violation, and ultimately, the council decided it will allow the parade in February.

Eckert has worked for the county for 41 years. He had a salary of $227,042.45, interim county Community Information Director Kevin Captain said. As he had over 20 years of service, he is entitled to receive 100% balance of his accrued personal leave, with a maximum of 1,120 hours; Eckert accrued 7,874.

“I deeply appreciate the opportunity to have served,” Eckert wrote in a brief resignation letter.

At the council meeting, Councilwoman Billie Wheeler made a motion to move up Eckert’s last day to Dec. 31, but rescinded it after council members said they wanted to honor Eckert’s original resignation request and have enough time to find an interim.

Wheeler said Eckert had honorably represented the county in many legal battles. “Your loyalty to Volusia County and your knowledge of the law, and your commitment, are to be commended,” Wheeler said.

Councilman Fred Lowry said he felt like the information Eckert provided wasn’t biased, and that Eckert had assembled a good staff and replied promptly to inquiries.

Councilwoman Heather Post submitted a written evaluation for Eckert and listed three instances where she was dissatisfied with Eckert’s performance: her question on why the 911 SAVES Act text was not able to be obtained prior to it appearing online, the Legends Parade issue and the ongoing Amendment 10 legal battle, on which Eckert couldn’t provide council with an approximate cost, including staff time, other than $1,500 in filing fees.

“I do not have the confidence that County Council is being provided unbiased information and direction, with no omissions of information, and no outside influence,” Post wrote about Amendment 10.

Councilwoman Deb Denys said she wanted to go on record about her uncertainty regarding the legal department, saying that if the parade had been an issue in years prior, why didn’t legal tell the council? The issue then was played out publicly, she said.

“That’s not going to happen again, and if it does, we’re going to sell some newspapers,” Denys said.

ix art pieces housed at the Daytona Beach International Airport will be displaced due to the ongoing renovations.

Three of the pieces could be thrown away.

The Volusia County Council unanimously approved the

removal of the art pieces, all of which date back to 1992, at its meeting on Dec. 10. County documents state that the artwork was placed in the airport as part of a program that began in 1990.

The pieces in question include a mixed media piece by Christie Coyle with an uknown purchase price; a mixed media on paper piece by Stephen Danko, bought

for $4,000; a clay wall sculpture by Steve Howell, bought for $20,000; a series of six oil paintings by Steve Vaughn, bought for $6,600; an outdoor aluminum marble sculpture by Lin Emery, bought by $52,840; and an aluminum and hand-formed paper art piece by Jane Hubbard Jennings, bought for $7,000.

These pieces do not fit because of the airport renovations, said Dona Butler, county director of community services.

The two pieces by Danko and Vaughn will be relocated to be displayed at the Ocean Center.

The Coyle piece will be placed into storage, and so will the Howell wall sculpture — if it is able to be taken down without damage, something county staff is doubtful of. If it is damaged, then it

will be disposed of, county documents state.

Butler said the difficulty of removing it is due to fact that the piece comprises individual tiles, and the artist doesn’t want to have a part of it.

For the other two pieces, the Emery sculpture and the Jennings paper artwork, it’s the end of the road.

“Both of these are beyond repair,” Butler said. “They will be disposed of completely.”

Volusia nurse program to handle non-emergency 911 calls The team of eight nurses will handle non-emergency calls right from the county’s 911 dispatch.

With the recent implementation of the nurse triage program inside the Volusia County Sheriff’s Office Communication Center, the county is hopeful that its EMS service and ambulance availability will improve as the program tackles non-emergency calls.

The program began on Dec. 9, and is active from 7 a.m. to 7 p.m. Monday to Friday. A total of eight nurses — one full-time lead nurse and seven part-timers — make up the triage, all of whom went through 280 hours of training over 14 weeks with VCSO Communications Center staff to learn how to handle and dispatch 911 calls. The program was part of the recommendations the Volusia County Council approved back in February to improve EMS. “Ultimately, our goal with this program is to integrate mobile health care to the community,” Volusia County EMS Director Jason Brady said.

The program, which has cost $284,000, has the team of nurses handling calls involving flu symptoms, earaches, localized infections and others. Some of the recent calls handled by nurses include a resident complaining of pink eye and another who got a fish hook stuck on his hand.

“Before we went live, those calls would get an ambulance and even a firetruck dispatched to them

with no pre-screening, or very little pre-screening,” said Pam Cawood, lead EMS triage nurse.

So far, her team is averaging about 13 calls a day. The nurses ask a set of questions and gauge what care is needed, the severity of the injury or health concern, and from there they recommend where the patient should seek care. Options include an urgent care center, a follow-up with a primary care physician, or selfcare instructions.

FINDING THE APPROPRIATE TREATMENT FACILITY

Two things had to fall into place for the program to come to fruition: support from the local hospitals, and a consolidated 911 dispatch. It has achieved both.

The part-time nurses are from AdventHealth, Halifax Health and HCA Healthcare.

VCSO Communications Director Glenn said without a consolidated dispatch, a program like this would have been much harder to incorporate.

Interim County Community Information Director Kevin Captain said an ambulance today is an “emergency department on wheels.” If that unit is busy responding to a non-emergency call, that could hinder the ability to respond to an emergency.

by a low acuity injury, taking a patient to the hospital that could otherwise have gone to an urgent care,” Captain said.

However, if a resident truly wants an ambulance, they’ll still get it. County Medical Director Peter Springer said they’re not discounting anyone’s injury. In a year, ambulances respond to between 60,000 to 80,000 calls.

Out of that number, Springer said around 10,000 to 20,000 don’t necessitate a hospital transfer.

“We want the public to know we’re not abandoning them,” Springer said. “We’re actually just trying to find the appropriate places for them to be treated. It’s not always an emergency department.”

‘A WORK IN PROGRESS’

Volusia County is the first to implement a nurse triage program withs its 911 dispatch in the state, though not the first in the country. Cities including Las Vegas and Washington, D.C., have programs in place.

Springer said the county will continue tweaking the program as they begin to gather data. In the future, the county will introduce in-home patient care.

For now, Michael Vincent, EMS clinical services manager, said they’re looking to train paramedics for critical care. The first class will happen around March.

The Hawks’ Kaci Oelkers was on fire from beyond the arc against Flagler Palm Coast, knocking down 7-of-14 3-pointers and scoring 22 points in Spruce Creek’s 75-60 win over the Bulldogs the night of Tuesday, Dec. 17, at FPC High School.

Spruce Creek got on the board early with a 10-0 run to open the first quarter. The Hawks led 46-24 at halftime. The game got relatively close in the fourth quarter, with the Bulldogs pulling to within 8 points with about 3 minutes to play in regulation, but an Oelkers 3-pointer halted FPC’s attempt at a comeback.

The Hawks also got contributions from Tyja Beans, who scored 14 points and ripped down 17 rebounds; Kaci Helmick, who scored 11 points and dished out four assists; and Peryonna Sylvester added 11 points.

The win was the Hawks’ seventh of the season.
