“We really don’t want to take a situation and make it worse,” Albano said. “We have the right people in place that are doing the research that is necessary to try to alleviate some of that pressure, and not add to it.”

Before the development team can do all that, they have to gain approval from the City Council to reestablish the current master development agreement and conceptual development plan.

The agreement approved in 2009 also included installation of entry and directional signage throughout Causeway Park as well as the creation of a third lane to be used as a stacking lane for boaters waiting to launch their boats, according to the city manager’s weekly update from Oct. 4.

Mayor Don Burnette said it’s not clear that the project will have an easy passage.

“Quite frankly, even if it were to get past my council, and they were to overcome my objections, and be able to mitigate it properly, they’ve got a very high bar to jump over,” Burnette said.

He detailed three major concerns with the project: increased traffic in an already busy area,

It’s been 10 years, and the Intracoastal Oasis Marina project on Dunlawton Bridge project has once again bubbled up to the surface.

The marina, to consist of 102 boat slips and one building, was first approved by Port Orange City Council in 2009, but never got developed. Plans for the project made an appearance again in 2018, but past developer Joe Calderwood didn’t pursue the project past the pre-application process.

That’s something development team Brian Albano and Colby Harkrader want to change, as they are purchasing the land from Calderwood to develop the marina themselves.

“Our goal is to be one of the nicest places in Port Orange, and I really do believe we can achieve that goal,” Albano said.

long list of concerns, but Albano said they’re aiming to “enhance” what’s there now. They’re looking into including an observatory in the marina for people to enjoy the nearby bird rookery, adding a public sidewalk and implementing floating concrete docks that Albano said can form artificial reefs.

Rep. Tom Leek files legislation to prevent sex offenders from going free while they’re appealing their convictions pending their appeals.

ark Fugler is supposed to spend 15 years in prison. He was charged with exposing himself to a young girl and showing her pornographic videos. He was tried, convicted, sentenced. And then, just a month later, a judge let him out — on bail, while he filed an appeal.

The decision generated outrage and opposition from the victim’s family and from community members, including Volusia County Sheriff Mike Chitwood, who wrote to the circuit’s Chief Judge Raul Zambrano to ask him to overturn Senior Judge Michael Hutcheson’s decision to allow bail for Fugler, an Ormond Beach resident and former Embry-Riddle Aeronautical University professor.

Zambrano couldn’t do that: The law doesn’t allow it. But soon, the law might not allow someone like Fugler to be released to begin with: Florida Rep. Tom Leek, whose district includes part of Volusia County, has filed legislation in the house to close the legal loophole that allowed Hutcheson to grant Fugler’s request for a release on bail.

“We already have in place a list of offenses for which you cannot get released on appeal after conviction,” Leek said. “So that already exists, and on the list of offenses would be other violent crimes … and things that are not violent,” including certain drugrelated offenses — but not lewd and lascivious exhibition to a minor or displaying obscene material to a minor, neither of which are first-degree felonies.

“The type of offense that Mark Fugler committed should be on there,” Leek said.

Chitwood voiced support for the proposed bill.

With Fugler, Chitwood said, “Here’s a guy who was sentenced unanimously by a jury of his

peers — they even made the little girl get up there on the stand to testify — and the mother is shopping in the Publix, and who’s in the next checkout line?”

It was only luck, Chitwood added, that the mother had not had her daughter with her at the time.

Chitwood has seen other instances of people being released on bail pending an appeal, but none for cases so serious.

“Fugler is a first for me,” he said.

“I’ve seen it happen on credit card fraud ... embezzlement cases; I’ve never seen it happen on a case as egregious as this, where a little girl’s innocence was stolen.”

THE LAW

Not all states allow bail after conviction, while a prisoner is filing their appeal, and of those that do, the nature of the offense that are bailable varies.

Connecticut allows it, but specifies a number of scenarios in which it can not apply, including “any offense involving the use, attempted use or threatened use of physical force against another person.”

Louisiana allows it for offenses where the sentence would be five years or less, and adds that it can also be imposed in cases in which the actual sentence ends up exceeding five years, “except when the court has reason to believe, based on competent evidence, that the release of the person convicted will pose a danger to any other person or the community, or that there is a substantial risk that the person convicted might flee.”

In Texas, bail is not allowed for defendants convicted of felonies where the punishment is equal to or greater than 10 years of confinement.

THE BILL

Leek’s bill is narrowly tailored to the kind of situation that occurred in the Fugler case.

It adds to the existing statutory language, specifying that,

in addition to the existing instances in which a person may not be released on bail after an adjudication of guilt, a person may not be released for a posttrial motion or appeal for “Any other offense requiring sexual offender registration under s.

943.0435(1)(h) or sexual predator registration under s. 775.21(4), when at the time of the offense, the offender was 18 years of age or older and the victim was a minor.”

Might there be other cases, not involving minors, that should also be added?

“It was hard for me to say that these other offenses don’t warrant the same type of treatment, and we can go back and add those things at a later date,” Leek said. “But what I know right now is what’s in front of me. ... There is just something fundamentally wrong with releasing a convicted sex offender into a neighborhood where he found his victim a little over a mile away.”

Shortly after hearing about Hutcheson’s release through the news, Leek had started hearing from constituents who objected, he said.

“I started to get phone calls from some folks saying, ‘This doesn’t seem right; is there something that you can do about it?’” Leek said.

He also met with the victim’s family.

“It just became evident that this is a hole in the statute that we can fix relatively easily … to make sure someone who’s been convicted of a sex offense

isn’t released into the neighborhood, he said.

He added that the current language of the bill is a starting point, and may change as he seeks out the thoughts of prosecutors, attorneys and victims.

“We will take all that information in,” he said, so that the wording of the proposed law will be appropriate, Leek said.

Florida Sen. Tom Wright, whose district includes part of Volusia County and part of Brevard County, is filing a companion bill in the Senate, Leek said.

BALANCING ACT

In Flagler County, Sheriff Rick Staly said he’d backed Chitwood’s decision to speak out against Hutcheson’s decision to allow bail in the Fugler case.

“I would have done the same thing had it occurred in this county,” Staly said. “Sometimes you have to use the power and the influence of your office to call out perceived injustices. That appeared to be the case as I’m aware of here. ... I’m glad that the judge revoked his decision.”

He can’t remember any cases similar to the Fugler one — in which someone was convicted of a serious crime and then released pending appeal — occurring in Flagler.

But, he said, “I’ve seen some low bonds while people are pretrial that kind of raise an eyebrow. ... At least now, when they’re rearrested, they are generally held on no bond. ... And I understand there’s a balancing act. They haven’t been found guilty at that point, and there’s plenty of case law that a bond is not supposed to be punishment, and the constitution and court of law allows a person to be eligible.”

As far as releases pending an appeal, he said, “From my experience, it is rare that a conviction is overturned, although it does occasionally happen. So I personally think that people that have been convicted of a crime should immediately start serving their sentence. And if they’re going to appeal, then that appeal can be done while they’re sitting in jail.”

Sales tax could see revival There was skepticism from some elected officials, particularly Ormond Beach Mayor Bill Partington.

T

hough the half-cent sales tax referendum failed in May, that chapter is yet to be closed.

At the Roundtable of Volusia County Elected Officials meeting on Monday, Oct. 14, the group briefly discussed reviving a sales tax initiative for the next election — only this time, it could be a full one-cent sales tax.

Local radio host and former Volusia County Council Chairman Big John said during the public participation portion of the meeting that the only solution to the transportation issues in the county would be a tax. He pointed out the loss of money from the failed half-cent sales tax referendum — which cost almost a half-million dollars to put on the ballot — and said a sales tax will only be successful if the elected officials involve the public and are transparent.

And move fast.

“Apgar, if you wait too long, it’ll be too late,” John said to DeLand Mayor Bob Apgar, who chairs the roundtable.

This isn’t the first time John has spoken about the sales tax to the roundtable. He mentioned it at the September meeting.

Apgar said his words hadn’t been forgotten, and that the roundtable was planning to speak about a possible sales tax at the next meeting, scheduled for Nov. 18.

There was skepticism from some elected officials. Ormond Beach Mayor Bill Partington was the most vocal at the meeting.

He urged other elected officials to check in with their councils and see what level of support there was for another sales tax.

For Ormond Beach, the support may not be there.

Partington questioned why officials would discuss a onecent sales tax when the half-cent failed. Ormond was on board with the last initiative when the dollars were slated for transportation projects.

“Then it got changed to basically ‘wide open fun,’” Partington said. “You could use them for anything possible, and we hung on — a little begrudgingly — but we hung on, hoping that it would work. And it didn’t.”

Partington said he feels the will of the Ormond Beach City Commission is that if a city needs something, the commission or council should raise the taxes to pay for it. He added, however, that he would be interested to hear the reasoning behind a sales tax referendum revival.

“I’m going into it dubious and with lessons learned,” Partington said.

When it comes to growth, can government officials say no?

The consensus by panelists at the League of Women Voters of Volusia County’s “What’s Left in the Growth Management Tool Box?” event was yes, they can say no, but there are some hoops to jump through, mainly created

by Florida Legislature in the last decade or so.

The three-person panel of Volusia County Deputy County Attorney Jamie Seaman, County Director of Growth and Resource Management Clay Ervin and Ormond Beach Planning Director Steven Spraker detailed different components on managing growth.

Seaman said that previously, local governments were required to analyze growth, and a project couldn’t be built unless the developer had the capital improvements to support the ensuing growth. For example, an apartment complex couldn’t be built if there wasn’t enough capacity on the street, and a housing development couldn’t be constructed without water and sewer capacities.

That all changed in 2009 when regulations were loosened by state legislators, and then in 2011 with the Florida Community Planning Act in which the Department of Community Affairs was abolished and the Department of Economic Opportunity was created, Seaman explained, changing the way developments were advertised in newspapers.

Developers were then allowed to “pay as you go” regarding capacity, meaning local governments couldn’t say no to a development

if the developer paid impact fees and other project costs.

Local government is now starting to feel the impact of the 2019 legislative session, Seaman added. Some changes include putting a 120-day development application timeline in place for government. Impact fees also have to be used to mitigate direct impact of the development.

“Yes, we feel like our hands are tied, and I know you are frustrated as residents [on] why isn’t the government doing more at the local level,” Seaman said.

Spraker said that in the core of Ormond, the goal is to keep the existing densities. In the west portion of the city, the goal is reduce overall density.

“We’re nearing build-out,” Spraker said. “We don’t have a lot of residential land that’s left to be developed.”

There are two residential projects currently being built: Pineland, which will comprised 192 lots, and Cypress Trails which will have 48. The 144-lot Marshside Village project was voted down by the city in 2018, and Spraker said that is currently in litigation.

The future growth of the city resides in Ormond Crossings. If he had to guess a total of maximum single-family units that could be added to the city, Spraker gave a ballpark estimate of 3,500 homes.

Port Orange man with HIV Gentry Burns is in jail with no bond.

A 26-year-old Port Orange man with HIV was arrested after years of having sex with multiple partners without informing them of his infection, Volusia County Sheriff’s Office reported.

Gentry Burns has been charged with three felony counts; under Florida law, it’s illegal for anyone who has HIV to have sex with others without telling them of their disease. VCSO detectives identified three women who engaged in sexual activity with Burns without knowing he was HIV positive.

VCSO reported that the investigation began after Burns’s exgirlfriend reported she believed she contracted HIV from him while dating in 2013. The victim had contacted other women who dated Burns in attempt to warn them. She also provided detectives with names of those Burns could have infected.

Through subpoenaed medical records, VCSO detectives confirmed Burns was diagnosed with HIV in January 2014, and have since identified three victims who confirmed they dated and had sex with Burns without knowing he had HIV. One was diagnosed with the disease in 2017 after dating Burns in 2016.

Burns didn’t need to be taken to jail, as he was already in custody on unrelated charges. No bond is allowed on the new charges.

Detectives believe other victims may still come forward and ask that anyone who has dated Burns, and believes they might be at risk, go see a doctor. They should also contact VCSO at 2481777.

Other diseases for which it is illegal not to inform a sexual partner of include chancroid, gonorrhea, granuloma inguinale, lymphogranuloma venereum, genital herpes simplex, chlamydia, nongonococcal urethritis, pelvic inflammatory disease, acute salpingitis or syphilis.

Port Orange suspends glass recycling Change took effect Oct. 1.

The city of Port Orange announced that it was suspending the collection of glass as part of its residential recycling program, starting Tuesday, Oct. 1.

This makes Port Orange the latest Volusia city to eliminate glass, following Ormond Beach who made the move in April, due to changes in the worldwide recycling industry.

“Due to the reduced demand for recycled glass, the cost for processing glass for recycling has more than doubled,” said Lynn Stevens, director of public works and utilities in a city press release.

“The recycle processor is removing the glass from the other recyclables and sends it to the landfill at a higher disposal cost than if glass was sent to the landfill with the rest of the trash. By controlling the costs, we can maintain the current level of service to our customers, help the environment, without passing the increased cost to our customers.”

The items are then delivered and processed at the GEL Corp recycling facility.

Residents can use up to three recycling bins for their items.

Pizza boxes or any take-out food containers are not recyclable and should be put in the trash, the press release states.

The city planned to mail out brochures on its updated recycling program via residents’ water bills. Information is also available at port-orange.org

Imagine a world without local news 3 things you can do to support community news.

Newspapers and journalists around the world are in the crosshairs — literally in the case of the five who were murdered at the offices of the Capital Gazette on June 18, 2018, and figuratively for the rest of us who are undermined by the term “fake news” on a regular basis from school children all the way up to the White House.

But I challenge you to imagine a world without local news.

FINDING FACTS

Imagine seeing two conflicting viewpoints on Facebook and feeling overwhelmed. Perhaps you wish you could get all the relevant facts in one place so that you can make your own decision and not be led astray by emotional opinions. Where would you turn if it weren’t for a journalist’s efforts?

As editor, I have led meetings with reporters twice a week every week for the past decade. Never once have we

plotted against a candidate or other sources to make them look bad. On the contrary, we regularly challenge each other to ask whether it might appear to our readers that we are biased, and we try our best to reframe the story to eliminate any hint of it.

Meanwhile, we are bombarded by press releases and story tips from political activists, begrudged employees, government entities, businesses and nonprofits — all of whom have an interest in telling the story in a way that will benefit them. The journalist’s job is to sincerely say thank you for the press release or the story idea — and then to see through it, to be skeptical of every claim, and to find out what really happened and what it really means to the reader. We then try to put those facts in terminology that a fifth grader can understand and do so in a way that will engage readers enough to get past the first paragraph.

Fact-finding is the grand tradition of journalism, and it is why the freedom of the press is enshrined in our Constitution: If the press were ever to be controlled by those in power, we would lose our balance as a society.

But does all this really apply to community news? After all, we’re not exactly uncovering too many Watergate scandals

To some residents, what we’re doing makes an even bigger impact on their lives than Watergate did.

I recently received an email from a resident who asked that I send a reporter to a neighborhood meeting. She was concerned that her elected officials were not paying enough attention to the residents, and she believed that if a reporter were in the room, the official would listen more intently.

That is the service we provide.

Without the community newspaper, how would you learn who is running for office and what they stand for?

How would you learn of the tragedies of your neighbors across town — and what you can do to help them?

How would you evaluate whether your city is taking the appropriate steps to help your children have a bright future?

I invite you to do three things to support community journalism.

First, avoid using the term “fake news.” I understand that people are frustrated with mainstream media, and they have their faults, but “fake news” is an attack on the whole enterprise. If we have lost your trust at the Observer, tell us why, and we will do everything we can to fix it.

Second, tell us what news is important to you. Is it your grandchild’s 4-year-old birthday party? Email a photo, and we will put it in our Your Town section. Is it a troubling trend that you want us to investigate? Send us your story ideas and letters to the editor.

Third, help our partners prosper. These pages are made possible by local business owners who believe that the Observer is reaching their future customers. Knowledge is power: Why I joined a DNA study AdventHealth has launched WholeMe, a DNA study in partnership with Helix, that will sequence 10,000 Florida residents’ DNA for genes linked to FH.

DNA is a fascinating subject.

How something so small can hold so much information is mind-blowing, and I know I’m not the only one who is curious about it. DNA testing has spiked in popularity in the last few years or so with the use of at-home testing kits like AncestryDNA and 23andMe. The kits strive to answer one of the questions I’d say most of us are interested: Where did I come from?

One question I hadn’t thought about was, How does my DNA affect my health?

In July, AdventHealth announced the launch of WholeMe, advertised as the “first-of-its-kind” DNA study in the state. The hospital is partnering with Helix, a personal genomics company from California, to sequence 10,000 people’s DNA to screen for genes linked to familial hypercholesterolemia, also known as FH. This is a lifethreatening genetic condition

that causes high cholesterol, and if left untreated, could lead to cardiovascular disease, an AdventHealth release stated.

The study’s participants will also learn about ancestry traits and 22 other genetic traits. Among those, odd ones like whether or not the taste of cilantro offends you, how sweet your sweet tooth really is, and if you have a tendency to tan or get a sunburn caught my attention. I’m also hoping the study tells me I’m a teensypercent Italian so I can justify the four years I’ve studied the language and culture, and the incomplete University of Central Florida minor in the language under my belt. (I needed to graduate!)

So I joined the 10,000 people in the free study. On Monday, Oct. 21, I spit into a little test tube in a room full of people at AdventHealth Daytona. It was just as awkward as you can imagine, even if you were in a little curtained area.

They also had lemons everywhere, because apparently lemons increase your salivation production. Who knew?

But, what happens if you find out you have the genes for FH at the end of the study?

AdventHealth will complete a confirmatory blood test and schedule you for one session with a genetic counselor.

You’ll also be connected with a cardiologist for preventative measures.

For me, that’s a benefit, especially if you believe that knowledge is power. Though appointments at AdventHealth Daytona were only held until Oct. 23, people still wanting to participate in the study can drive to AdventHealth Celebration for studies from Oct. 27 Nov. 1, or to AdventHealth Orlando Nov. 4-21 for a WholeMe appointment. Bullying: How kids can make a difference Bullying among kids continues to be the No. 1 social issue facing this demographic, according to YouthBeat research. This is why Cartoon Network, PACER’s National Bullying Prevention Center and 826 National are taking action to promote inclusion, acceptance and kindness to unite communities and help keep kids safe.

One in five students report being bullied in a recent survey commissioned by Cartoon Network in consultation with the Making Caring Common project (MCC) at the Harvard Graduate School of Education.

The good news is that the research also suggests that with encouragement and guidance, kids themselves can take action to stop bullying: among its findings — 58% of kids ages 9-11 who have seen someone getting picked on or being left out say that one of the reasons they sometimes don’t help those kids is that they don’t know what to do or say. Moreover, 77% say it would help if there was someone who could give kids ideas about what to do or say in tough situations.

With this in mind, the Cartoon Network’s “Stop Bullying: Speak Up” initiative has joined PACER’s National Bullying Prevention Center and 826 National in order to inspire kids to make a difference by offering tangible strategies and resources to help everyone feel included. This collaboration has come to life through a joint campaign, called “Include Someone, Make a Difference,” which has a goal of inspiring inclusive acts

among kids in all 50 states.

To help kids get started, the campaign is sharing some ideas for including, valuing and supporting others in classrooms, on the playground and in the cafeteria, just to name a few:  Notice if someone is alone at recess and ask if they want to join you.  Invite someone looking for a place to sit to join your crew.  Start a conversation and learn something new about a peer.  Be patient with those who do things in a different way.  Say “good morning” to some-

one walking to class alone.  Ask someone how they’re day is going and really listen to the answer.  Introduce yourself to someone new.  Give a sincere compliment about something well done.

One of the beliefs of the campaign is that sharing stories and amplifying ideas about the importance of including others will engage, inspire and give kids confidence to do the same.

To that end, they are encouraging kids to visit IncludeSomeone. com and share acts of inclusion and learn how it made others feel

valued and supported. The site, which is tracking and highlighting nationwide participation via an inclusive map, also includes free resources for kids and educators on how to get involved. Teachers can get a free “Include Someone” kit featuring an idea guide, poster, flyers, stickers and cards.

The reasons for bullying are complex. But students have the power to put a stop to bullying before it starts by including someone and making a difference.

Finding mental health by Pieces of Peace October is proclaimed as mental Health Awareness Month PAOLA RODRIGUEZ STAFF WRITER

On Oct. 15, the Palm Coast City Council presented a proclamation to local groups Flagler Cares and Peace by Pieces, designating October as Mental Health Awareness Month.

It calls upon all citizens as well as public and private organizations to recommit to increasing awareness and understanding of mental illness and the need for services to promote recovery.

Peace by Pieces is a nonprofit community wellness center in Flagler County. It is run by Toni Mayes, a yoga instructor, domestic and emotional abuse survivor, and leader who finds purpose and peace in helping people by creating a safe space for the community to gather and find their pieces of healing.

Mayes decided to take action to help improve the mental health of the community due to the high rates of suicides in the county, currently ninth in the state, according to the Florida Department of Health.

According to the 2016-2019 Flagler County Community Health Needs Assessment, 32.71% of the population agreed that mental health/counseling services were difficult to obtain in the community.

The center space is shared with Fifth Season Counseling and supported by around 20 volunteers, small business and individual donations, and community spon-

4. Find gratitude and create an intention.

No matter how small, try to find one thing each morning that you can be grateful for, and also create an intention/motivation. Take these along with you throughout the day. Use it to help anchor yourself and bring you back to the present moment when the mind starts to take you into the past or the present.

5. Take care of your mind.

Treat your mental health the same way you treat your physical health. We treat an injured arm right away — why do we not take care of our mind and thoughts the same way? Our mind is just as important, even more so! It is where our mental health and wellness resides. It is where our sense of hope and where our love of life originates.

Please take care of it the same way you would your heart.

‘They’re all like my sons’: $10,000 for safer football helmets “It’s close to me and close to my heart that they’re all safe.”

The Father Lopez football team thought the helmets came from an unknown private donor. They didn’t know she was so close to the team.

If her son was going to play football, Dr. Whitney Shoemaker was adamant about one thing.

He had to be safe.

Her 16-year-old son, Gunnar Shoemaker, had been asking to play the sport since he was little, but Whitney Shoemaker, a local gynecologist, decided to allow him only when he was in high school. She was concerned about his health — especially the possibility of post-concussive syndrome.

After all, Whitney Shoemaker had seen firsthand the effects of head trauma, both as a resident in the hospital and growing up.

Her family had been close with Tommy Durrance, a former Florida Gators football player. Their families used to vacation together every summer in the Abaco islands, and Shoemaker said Durrance had been like a second dad to her.

Durrance died in 2005 due to a cerebellar degenerative disease.

He was 55 years old.

“To see someone like him who was so energetic and loved life to be in that debilitating situation and lose his motor skills, and almost be trapped in that situation and lose his vitality like that — it was heartbreaking,” Whitney Shoemaker said.

So when she heard about Vicis helmets last spring during a football team education meeting at Father Lopez Catholic High school, she knew Gunnar had to have that helmet.

In fact, she decided the entire team needed them.

“They’re all like my sons,” Whitney Shoemaker said. “I don’t want to see any of them end up like Tommy.”

Each Vicis ZERO1 helmet retails for $950. Shoemaker donated about $10,000 to Father Lopez, which the school matched, so that every football player gets one. This year, the team bought about 25. Whitney Shoemaker has pledged to donate money for the helmets to her alma matter indefinitely.

Father Lopez football Coach Chris Stephenson said Shoemaker’s commitment to safety for the students is “mind-blowing.”

“It almost makes you cry,” he said.

The Vicis helmets are some of the best on the market now, and several NFL players wear them, Stephenson said. The helmets are made to fit the football player and designed to absorb the energy of a hit or fall at impact.

Athletes are getting bigger, faster and stronger, he added. As a result, the injuries are more violent.

Gunnar Shoemaker, a 6-foot2, 280-pound right guard for the offensive line, was born premature. Ryan said his wife was doing everything she could to protect him and the other players.

When the team found out about the helmets, all they were told was that a private donor had aided in buying them. Gunnar Shoemaker didn’t think much of it. He told his mom that “some rich guy” probably bought them, Whitney Shoemaker recalled.

Gunnar Shoemaker didn’t find out until he was called out of class for a newspaper interview. He was shocked.

“It just makes me really proud that she supports us that much,” Gunnar Shoemaker said.

He wants his brothers on the field to be safe, too, and finding out that his mother helped with that makes him appreciative. He said he knows his teammates are too.

“It’s close to me and close to my heart that they’re all safe,” Gunnar Shoemaker said. “If they’re good enough for the NFL, then they’re good enough for us.”

Healthier smiles after Halloween National Brush Day is Nov. 1. “It’s an excellent opportunity to clean up from Halloween sweets, learn more about dental health and perfect your brushing technique,” says Dr. Ruchi Sahota, American Dental Association (ADA) spokesperson.

For a healthy mouth and smile, the ADA offers the following tips and recommendations.

PURCHASE PROVEN PRODUCTS

One great way to celebrate National Brush Day is with a new toothbrush. It could be time for a new one, anyway. The ADA suggests replacing toothbrushes every three or four months, or sooner if the bristles are frayed. A worn toothbrush won’t clean as well. Soft-bristled brushes also protect your teeth and gums.

Talk to your dentist about which types of dental products will be most effective for your family, and also be sure these products carry the ADA Seal of Acceptance.

The seal lets you know they meet strict ADA criteria for safety and effectiveness.

“You get a check-up when you go to the dentist. Think of the seal like a check-up for your dental products,” says Sahota. “A team of dental experts evaluates each product to make sure it is safe and effective for you and your family.”

Look for the seal on fluoride toothpaste, toothbrushes, floss, water flossers, mouth rinses, chewing gum and other oral hygiene products.

How to update your home Why every child needs a lighting to be easy on the eyes comprehensive eye exam If you ever experience eyestrain, tired itchy eyes, blurry vision or headaches, it may be time to give your home a lighting makeover.

Problems caused by bad lighting can be intensified by using it for longer, something most households should keep in mind, as 74% of Americans in a recent survey, commissioned by lighting manufacturer, Signify, say they spend eight hours or more a day under artificial light.

The World Health Organization predicts that 50% of people will be short sighted by 2050.

Unfortunately, there’s a disconnect between people’s concerns about eye health and the steps they are taking to support eye comfort at home. While 80% of U.S. consumers in the same Signify survey say they believe good lighting is beneficial for eye health, a 2017 Signify study found only 21% take that into account when purchasing light bulbs, and only 29% consider light quality.

For many consumers, the disconnect may stem from overwhelming choice when it comes to home lighting and from not having enough information to make an informed decision.

Luckily, manufacturers are taking steps to improve lighting quality and help guide consumers in their search for comfortable light that’s easy on the eyes.

TO FURTHER PROTECT YOUR EYES AND AVOID DISCOMFORT, TRY THIS:  If you are in front of screens (computers, smartphones, televisions) for extended periods of time, close your eyes for 20 seconds or more, every 20 minutes, to allow them to relax.  If outdoors, wear sunglasses with 100% UV protection to help protect your eyes from the sun. It’s helpful to keep a pair in your bag or car, so they are always nearby. Also consider spending a bit more time in natural light and less in artificial light.  Exercise and strengthen your eyes by incorporating simple, yet effective eye yoga exercises into your daily routine for a few minutes daily.  Schedule regular check-ups with an eye specialist, who will be able to detect the first signs of any eye condition or disease.

The incidence of visual impairment in preschool children is expected to increase 26% over the next 45 years, affecting almost 220,000 children, according to a recent study by the USC Gayle and Edward Roski Eye Institute. Making the Most of the Medicare Annual Election Period Medicare Advantage (MA) plans are increasingly popular, offering robust benefits including vision, health, dental, drug coverage and more. For the more than 22 million people with an MA plan, the Medicare Annual Election Period (AEP), running from Oct. 15 to Dec. 7, is the only time each year when they can shop for alternate plans.

Alzheimer’s and dementia: Here are 10 warning signs

Every day, roughly 10,000 baby boomers nationwide turn 65, according to the Pew Research Center, which means that a growing number of Americans are dealing with the many challenges associated with aging parents or relatives. Among them is determining when parents may need assistance they aren’t currently receiving.

Unfortunately, when seniors struggle with basic tasks such as self-care, transportation or household chores, they don’t always talk about it. They may be embarrassed or afraid of losing their independence or homes.

Still others may not even realize anything is amiss, particularly if they’re in the beginning stages of dementia.

If a parent requires extra care, consider all your options, including in-home assistance, which allows older adults to continue living at home, while getting needed help. Look for care that offers a whole-person approach, looking beyond basic needs to encompass mind, body, spirit and family to develop specific protocols and interactive activities that stimulate the brain, improve

Recognizing and taking steps to address the warning signs of Alzheimer’s and other dementias can be extremely challenging — especially in the early stages. It’s easy and common to dismiss cognitive changes in oneself or a family member as “normal aging.”

“Alzheimer’s is not a normal part of aging,” says Dr. Keith Fargo, director, scientific programs and outreach at the Alzheimer’s Association. “With normal aging, you may forget where you parked your car — that happens to all of us. But if you get in your car and get lost coming home — that’s not normal.”

Alzheimer’s is a fatal progressive disease that attacks the brain, killing nerve cells and tissue, affecting an individual’s ability to remember, think, plan and ultimately function. Today, more than 5 million Americans are living with Alzheimer’s. By 2050, that number is projected to skyrocket to nearly 14 million.

To help families identify signs early on, the Alzheimer’s Association offers 10 Warning Signs and Symptoms, a list of some common signs that can be early symptoms of Alzheimer’s or other dementias.

County event sponsorships loosely capped at $40,000

The Volusia County Council has adopted a policy on event sponsorships, loosely capping funding at $40,000 annually for the entire county.

The new policy also limits sponsorships to $1,500 per event, which typically adds the county to the list of sponsors in exchange for a table or booth, for example. Applicants must be nonprofits; requests must be filed 60 days before the event. If a nonprofit has already received a general fund grant from the county that same fiscal year, it would be ineligible for a sponsorship.

The new direction came as a result of council instructing staff in May to instate a procedure for all sponsorships. In the 2018 fiscal year, the county spent $60,870 on sponsorships. In the 2019 fiscal year, the county spent $46,650 in sponsorships. Both figures are above the $40,000 figure in the new policy, and when a resident expressed concern over the figure being too low, County Council Chair Ed Kelley said the council can choose to go over it if needed.

The resident, John Nicholson of Daytona Beach, said that in his city, each commissioner is given a set amount of funds to sponsor events in their district. It was an idea that appealed to County Councilwoman Barb Girtman,

The Port Orange City Council voted unanimously on Oct. 15 to hire Deputy City Attorney Matthew Jones, as the new city attorney, effective Monday, Dec. 2, pending a contract negotiation between Mayor Don Burnette and Jones.

Margaret Roberts is currently serving as the city attorney, a role that she has held since 2000. Roberts has accepted a position with the city of North Port, located on the west coast of Florida.

Jones, a life-long resident of Port Orange, began his legal career in the city as an intern in the City Attorney’s Office nearly nine years ago, while attending Florida Coastal School of Law. In 2011, upon graduating law school, Jones was hired as an assistant city attorney. Since that time, he has gained extensive knowledge in municipal law including a wide range of court and administrative proceedings, land use, employment law, public records and serving as the city’s police legal adviser.

He was recently honored by the Florida Bar for achieving board certification in city, county and local law and currently serves as the vice president of the Florida Association of Police Attorneys.

who expressed that District 1’s needs, access and abilities are not the same as those of the east side districts.

Several council members disagreed with her. Councilwoman Deb Denys said it’s always a “dangerous slope” when they start defining things by districts. If a council members wants to support a specific event in their district, they can write a check and sponsor a table individually.

Councilman Ben Johnson said the reason for the policy was that sponsorships were adding up.

“We had to take some kind of a stand to get control of it,” Johnson said.

He added that he’d never seen an event sponsorship from West Volusia be turned down. This isn’t accurate. In early April, the council voted 5-2 against a $5,000 sponsorship for the “Dreams Do Come True” weekend celebration later that month, which included a groundbreaking ceremony for the new DeLand Community Spring Hill Center. Johnson was among the council members who voted against the sponsorship.

Girtman responded there is a disparity in events and access between the west and east sides of the county. She doesn’t want her district to be “slighted” because it has different needs.

The motion passed unanimously.

C

ara Swayze was always emotional when it came to volleyball. The burning passion for the sport started well before she stared at Trevecca Nazarene University in Nashville, and it has continued throughout her entire coaching career, which has spanned more than 30 years.

Swayze, a legend in local high school volleyball, has been at the helm of Spruce Creek’s girls volleyball program for the past 28 seasons.

Yelling was commonplace at most matches, but she’s dialed back her temper in recent years.

“I still am emotional when I coach,” she said with a laugh. “I try to be calm, but I try to push and be aggressive with the things we’re trying to do. We have a game plan every time we play. We try to follow it. We keep working on the little things.”

She added: “I’ve grown a lot I think. Now I use my emotions for the good things.”

What’s helped her keep her emotions in check?

Throughout each match, Swayze can be seen scribbling diligently on a piece of paper attached to a clipboard. She records kills, blocks, errors and other stats.

It helps her focus on the game — who’s playing well and who isn’t.

“It’s kind of what keeps me from getting into trouble,” Swayze said.

“It keeps me focused on what we need to do.”

Swayze has had “a lot of great experiences” and coached “a lot of great teams” in her time at Spruce Creek. She led the Hawks to one Final Four appearance and has been to the Sweet 16 each of the last four seasons. She expects 2019 to be no different.

The same can be said of the girls who play for her — despite losing four starters to graduation last season.

“It’s pretty hard because we

have to learn to play with each new player,” senior Mackenzie Martin said. “It was really just about learning what everyone can do and what their strong suits were. We really keyed in on everyone’s strengths and made it work.”

Swayze and her coaching style has helped push the Hawks through adversity.

“She’s crazy, and we love it,” Martin said. “She loves winning and we love winning. It takes hard work. She knows that and we know that. She pushes us to work really hard.”

Ormond-by-the-Sea resident to be First Step executive director Victoria Fahlberg said she is looking forward to garnering support for the shelter in the community.

Victoria Fahlberg sees herself as a goodwill ambassador for First Step shelter.

After many months of challenges with the shelter, Fahlberg was recently named the shelter’s new executive director, effective following the board’s approval on Monday, Oct. 7. She comes to the job with previous grant writing, fundraising and leadership experience; she served as the executive director of ONE Lowell Corp. in Massachusetts, and held various consultant and grant writing positions over the years.

The Ormond-by-the-Sea resident has a doctorate in philosophy and psychology from the Union Institute and University in Ohio, as well as a master of public health in population and international health from the Harvard School of Public Health in Massachusetts, according to her resume.

Going into her new role, Fahlberg said one of her main focuses will be fundraising for the shelter.

“Right now, we have a need

for about another half-million dollars to make sure that it runs really well, and then we need more because we want to get it up to the full capacity,” Fahlberg said.

While she didn’t get to experience the difficulties of construction, she said that going forward, First Step will face different challenges. For her, it’s important that as a unit, everyone involved with the shelter is able to move on from the past.

“This is a really important and significant entity and everyone in the county needs to embrace it,” Fahlberg said.

With a grand opening scheduled for Dec. 11, what the shelter needs to do now is figure out how to implement the vision of aiding individuals out of homelessness by providing temporary housing and access to services. That’s where Fahlberg feels she can help.

Between now and when First Step opens, Fahlberg said she’s aiming to get acquainted with all the services offered by the community. She’s also hoping to meet as many people as she can — from Catholic Charities partners to the people the shelter

ROTARIANS PLAY MIRACLE BALL The Rotary Club of Port OrangeSouth Daytona volunteered on Saturday, Oct. 5, at the New Smyrna Beach Sports Complex with the Miracle League of Volusia County.

Each Rotarian and their families were paired up with a special needs child. All participants had an opportunity to bat, go around the bases and circle back to cross home plate.

The studio is owned by Wayne and Nancy Authelet, of Port Orange. Wayne Authelet is a Navy veteran, and as such, is familiar with a high impact, high intensity workout. The couple was impressed with the kind of workout Club Pilate offered without stress and pounding on joints, and wanted to bring this concept to more communities, a press release states.

help teachers in the community purchase supplies and items for their classrooms that teachers typically would have spent their own money to buy. The Foundation 37 Board of Directors matched the donation, bringing it to a $10,000 total, according to a press release.

Foundation 37 sent an application to every school in Port Orange, South Daytona, New Smyrna Beach and R.J. Longstreet Elementary, and 28 were returned. With the help of donors Terri and Carl Vasile of EXIT Real Estate Property Solutions, the foundation was able to accept all applications for a total of $13,146.07 of funding to help 10 schools and over 2,700 students.

“This type of program is unlike anyone in the area is doing, which is the premise of our non-profit so fits right into our wheelhouse,” said Maria MillsBenat, co-founder and president of Foundation 37 in a press release. “We hope this program keeps teachers from putting so much of their own money into

The Rotary Club of Port OrangeSouth Daytona recently held its 19th-annual golf tournament at Cypress Head Golf Club, which raised $7,000 thanks to 144 participating golfers.

Proceeds from the sold-out event will help support the Community Partnerships for Children.

The Our Lady of Hope Knights of Columbus Council 8086 recently held its third-annual Duck Derby, and parishioner Fred Caputo won the $1,000 grand prize.

He was one of four people who received cash prizes, all of which came to a total of $1,800. All funds raised helped the Knights support its Faith in Action charity program, like the Coats for Kids initiative that provides coats for children during the winter. This year’s derby helped the Knights double the amount of coats from past years.

Since March, more than 50 Council members were busy selling chances to “rescue ducks” in the derby, which took place on Sept. 29 during the annual Port Orange Family Days.

Over 1,700 numbered plastic ducks were released in the City Center pond, and Knights paddled to rescue the four winning ducks.

David Hermanson collected $500 for placing second, Linda Blair took third place for $200 and Dan Cox collected $100 for fourth place. Cox donated the funds back to the Council’s charities.
