Advocates sharply disagree on solutions to airplane noise FAA Select Committee to discuss the many questions, ideas surrounding issue

esidents throughout the Midpeninsula and Santa Cruz area agree that airplanes headed to San Francisco International Airport are creating deafening noise overhead, but the multiple advocacy groups that have sprung up in response have very differing views on how to fix the problem.

More than 675 people turned out for the meeting Wednesday night of The Select Committee on South Bay Arrivals, which is comprised of county and city officials from the San Francisco Peninsula and tasked with addressing the airplane noise issue and reviewing a Federal Aviation

Administration (FAA) proposal to change flight routes, altitude and other local flight procedures.

The Select Committee does not have any power, but it could potentially support the FAA’s Northern California Initiative Feasibility Study or provide other recommendations for cutting airplane noise.

The problem of increased noise began in 2015 after the FAA rolled out its NextGen program to modernize the nation’s air-traffic system.

The FAA proposal came out

of recommendations from local airplane-noise groups and incorporates recommendations the agency deems feasible. The study analyzed six categories: airspace design and airspace; adjusting arrival procedures; nighttime departure operations; developing new departure transit points for some nighttime flights; evaluating Oakland and San Francisco departures and improving management of aircraft by flight control.

Center for the Performing Arts, residents told the committee about hundreds of low-flying planes and the impact the noise has daily and at all hours on their health and mental well-being. While residents from as far away as Santa Cruz and from up and down the Midpeninsula agreed that increased airplane noise has made their lives miserable, they were not united in how the problem (continued on page 8)

T

he discovery of a cancercausing chemical at a construction site last year prompted Stanford University to redesign its new faculty-housing development on California Avenue.

It also triggered concerns from residents in the adjacent College Terrace neighborhood about whether the underground toxins may have migrated toward their own homes.

The proposal by Stanford to move seven homes in the planned University Terrace development from “hot spot” areas where trichloroethylene (TCE) was discovered won the City Council’s approval Tuesday night, despite

requests from College Terrace residents that the project be put on hold until the issue is better understood.

The residents’ concerns were heightened last month, after tests of 19 College Terrace homes showed a detectable level of TCE in six. In some cases, the contaminant was found in samples taken from crawl spaces or basements, suggesting that it was not caused by a chemical solution (such as a degreaser) used by the homeowner.

No one debated Tuesday the fact that TCE, which causes cancer and birth defects and generally travels in soil vapors, should be

taken seriously. The main question that the council wrestled with was whether approving Stanford’s revised map for the 180-home project would in any way hinder potential future efforts by College Terrace residents to protect themselves from TCE. Cast in an unfamiliar role as soil scientists, council members concluded that it would not. To that end, the council voted to support Stanford’s proposal to redesign its site map and added conditions calling for the university to equip the roughly 40 new homes (continued on page 10)

former orchard on Maybell Avenue that three years ago was at the center of a citizen revolt in Palo Alto will soon be the site of 16 single-family homes under a development proposal that the City Council approved Monday night.

The project from Golden Gate Homes won over the council 8-to1, with Councilman Cory Wolbach dissenting. It will be located at 567 Maybell Ave., a 2.47-acre site near Clemo Avenue that was targeted for a housing development in 2013. The project, which back then included 60 apartments for low-income seniors and 12 single-family homes, was approved by the council, only to have that approval revoked by the voter referendum that fall.

Now, the same people who successfully fought the proposal from the Palo Alto Housing Corporation in 2013 have rallied behind the plan from Golden Gate Homes, a developer that over the course of extensive negotiations with the neighbors agreed to reduce the number of homes from 30 to 16.

In approving the project, the council agreed to allow two of the 16 lots to be smaller than the 6,000-square-foot standard in the zoning code (one lot is 5,000 square feet; the other is 5,682 square feet) and to exempt the two lots from compliance with required lot dimensions.

The council also agreed to not require a pedestrian walkway that planning staff had recommended and that the developer had opposed. And it allowed Golden Gate Homes not to build

two below-market-rate homes, as required by the zoning code, allowing it to instead pay fees designated for affordable housing.

Local law allows the council to allow developers to substitute inlieu fees (which are based on 7.5 percent of the home’s sale price, according to the current policy, which is now being revised) if building units on site presents a hardship. In this case, Golden Gate Homes maintained that the hardship would be financial.

Despite some reservations about the project and its zoning exceptions, most council members agreed that it merited approval. What may have influenced the council’s decision were a giant stack of emails from supporters; an online petition with more than 200 signatures; and a Council Chambers full of supporters of the project Tuesday night.

Yet the council also acknowledged the irony inherent in the neighborhood’s support. In 2013, one of the main criticisms of the Housing Corporation proposal was its failure to fit into the parcel’s existing zoning (it required a “planned-community” zone to achieve a density increase).

In the years after the Maybell election, the council pivoted toward slow-growth policies and a stricter interpretation of the zoning code, prompting Councilman Greg Scharff to observe a year ago that the council had become “fundamentalist.”

Around Town OUT FOR THE SUMMER ... After a rare doubleheader of meetings this week, the Palo Alto City Council officially kicked off its summer vacation. But even though the council wonâ&#x20AC;&#x2122;t meet until Aug. 15, the cityâ&#x20AC;&#x2122;s planning staff will be as busy as ever between now and then.

Parking, for one, remains a burning issue. And after the council voted earlier this month to add funding for two new residential parking-permit programs â&#x20AC;&#x201D; in Evergreen Park and Southgate â&#x20AC;&#x201D; staff is preparing to start outreach for the programs in July. The introduction of the two programs is a break from the cityâ&#x20AC;&#x2122;s prior policy, which sought to limit new permit programs to one per year. Now, officials believe they can do more. With the council agreeing to add funding to the new parking programs, City Manager James Keene said at the June 20 meeting that staff believes that its experience with the recently established parking-permit program in downtown â&#x20AC;&#x153;should allow for a reasonably accelerated scheduleâ&#x20AC;? for the new proposals. If the new programs are like the downtown one, parking at Evergreen Park and Southgate for non-permit holders will be limited to two hours.

The biggest question is whether employees in the California Avenue neighborhood will be eligible for buying the permits (as in downtown) or whether permits should be limited to residents (as in College Terrace). In addition to the two new programs, Palo Alto also plans to expand the downtown program to include several blocks in Crescent Park that earlier this year petitioned to be included in the parking district, Keene said.

STRONG FINISH ... City of Palo Alto Firefighters, Local 1319, collected more than $10,000 during a two-day Fill-the-Boot campaign on June 16 and 17. The Palo Alto firefighters took to the streets with boots in hand at the intersection of El Camino Real and Embarcadero Road to raise money to help the Muscular Dystrophy Association

(MDA) support local families living with muscle disease. They collected $10,119, which will support MDA services at its multidisciplinary outpatient clinics and research programs at the Childrenâ&#x20AC;&#x2122;s Hospital MDA Clinic at the University of California, San Francisco; UCSFâ&#x20AC;&#x2122;s ALS Center; Stanford Medical Center and Lucile Packard Childrenâ&#x20AC;&#x2122;s Hospital Stanford.

PEDALING TOWARD PLATINUM ...

From green lanes and â&#x20AC;&#x153;sharrowsâ&#x20AC;? (markings that indicate the area of a roadway to be shared by bikes and vehicles) to the rising number of children who bike to schools, Palo Alto has no shortage of signs (some figurative, some literal) suggesting that its push to promote bicycling is getting some results. Now there is another one. Last month, the city was once again awarded a Gold Level designation as a â&#x20AC;&#x153;bicycle friendly communityâ&#x20AC;? from the League of American Bicyclists.

As such, the city is one of only 24 communities in the U.S. with the gold designation (neighboring cities Mountain View and Redwood City were recognized with silver and bronze, respectively), which is valid for four years. In announcing the award to the council earlier this month, City Manager James Keene said that between now and 2020, when the award is up for renewal, he hopes to see the city enter an even more exclusive club: platinum level. Currently, there are only five such communities: Boulder and Fort Collins, Colorado; Portland, Oregon.; and Davis and Madison, Wisconsin. This would mean making progress on some of the cityâ&#x20AC;&#x2122;s weaknesses when it comes to biking, including insufficient bike lanes on major collector streets; a lack of bicycle-friendly laws and ordinances; and the need for more bicycle parking, Keene said.

Palo Alto drops plan for November tax measure City looks to 2017 and beyond for business-tax measure to fund transportation improvements

A

drive to place a tax measure on the November ballot in Palo Alto screeched to a halt on Monday night, when the City Council agreed that it needs more time to craft the proposal and mollify the opposition.

At the same time, the council acknowledged by a unanimous vote that a business-tax measure will be necessary to solve the city’s worsening traffic problems. To that end, officials agreed to pursue a tax measure for the 2017 — or perhaps even the 2018 — ballot and to form a new committee of stakeholders made up of business people and residents who would help formulate the measure.

Despite the ultimate consensus, council members offered varying views about a November measure.

Mayor Pat Burt and Councilman Greg Schmid were both inclined to see a tax measure mounted this year, with Schmid citing the importance of funding transportation programs and Burt pointing to recent polls showing that about two-thirds of local voters would likely support a measure, provided there’s no major opposition.

2017 — that is a specific tax that requires a supermajority — is a superior option,” Scharff said. “It benefits the business community, and it benefits Palo Alto, and it is the right way to go.”

Between now and then, the council and a specially appointed committee will figure out exactly what type of tax to pursue. The leading contender is a tax based on employee headcount — the option that the council was considering for this year. Under a proposal that the Local Transportation Funding Committee was discussing in recent months, businesses with one to 10 employees would be exempt; those with 11 to 50 would pay an annual tax of $50 per employee; and those with 51 or more would pay $100 per employee.

So far, the option has proven unpopular with local business leaders. On Monday night, several voiced their opposition to placing a tax on this year’s ballot.

Chamber of Commerce CEO Judy Kleinberg pointed out that with a general tax, there is no assurance that the funds “won’t be spent on another project that

“We just haven’t had enough analysis,” Councilman Marc Berman said. “We haven’t had enough community engagement to decide whether or not this is the right solution to this problem.”

Councilman Cory Wolbach said it’s important to “do it right,” which he said means that the vote on a measure cannot happen this fall.

Vice Mayor Greg Scharff, who served on the council’s ad hoc Local Transportation Funding Committee, agreed and said he would prefer pursuing a specific tax in 2017. Unlike a general tax, which goes into the General Fund and requires passage by a simple majority of voters, a specific tax is dedicated toward particular projects and requires a two-thirds majority.

There will be no changes to onstreet parking or the number of lanes on Middlefield.

Work along North California will entail adding bicycle lanes on North California by removing one parking lane; adding a wide, separate bike lane on North California; signal changes on North California at the Middlefield Road intersection to simplify car and bicycle turns; and extending a separate bikeway to Newell and Jordan Middle School’s secure bike-parking area.

The bikeway should help cyclists at the North California Avenue/Middlefield Road dogleg intersection to cross more easily, according to city planners. High-

visibility crosswalks, directional signage for cyclists, and advisory signs for drivers should improve

“zero support for this in the business community.”

Not everyone was swayed by the complaints from the business world. Burt recalled the business community’s opposition to a business tax in 2009 (the measure was voted down) and said that, no matter what scenario the city proposes, business people oppose the changes. The notion that they would back a tax even after extensive outreach and further refining is “very wishful,” Burt said.

“I don’t count on the business community coming around,” he said. “I’d like nothing better than for them to prove me wrong over the next year or two, but I don’t count on it.”

Councilwoman Liz Kniss, who also served on the Local Transportation Funding Committee, said she believed the measure is rushed and argued that waiting until 2017 or 2018 would be the right thing to do. She made the motion to work toward a 2017 measure and, if needed, toward 2018.

Kniss also said she was more optimistic than Burt about the business community’s capacity for compromise.

“They all sounded pretty cranky tonight,” Kniss said. “I actually think if we come together and have a good discussion, I think it makes a difference.” Q

Speed data will be collected and analyzed before and after the changes to determine their effectiveness, Chief Transportation Official Joshuah Mello said June 9 at a public

meeting on the road changes at City Hall.

To address cars that typically speed and pass aggressively and unsafely on the right at Middlefield and Kingsley Avenue, the city plans to narrow lanes, paint cross-hatched areas near the intersection, and install 6-inch-tall “traffic buttons” in the pavement, which would improve safety for traffic turning on to Middlefield from Kingsley.

The design changes will include the narrowing of lanes on Middlefield and an addition of crosswalks and bike lanes from Forest Avenue to Oregon Expressway, according to plans recently released by the city.

Road work will take place in two phases, starting this summer and concluding next year.

“The old adage that form follows substance should apply here,” Kleinberg said. “You need to determine the substance first and them determine what form it should take to find everything.

Other business leaders complained about insufficient outreach and said they hadn’t learned about the proposed business tax until just a few days ago.

“You’d never think of putting a tax measure on the ballot that would affect residents without getting them very closely involved in how it would work,” said Simon Cintz, whose family owns properties on El Camino Real and in downtown. “Why would you do something different to a business community that’s very crucial to not only the revenues that the city collects but also the services that Palo Alto residents depend on?”

News Digest As Palo Alto moves ahead with a major effort to upgrade its stormdrain system, city officials are looking to transform the city’s traditional way of looking at storm water. Before viewed as a hazard and a nuisance, it will now be seen as a valuable commodity that integrates into, and enhances, local ecosystems.

Lauded by city staff as a “paradigm shift,” the new approach was endorsed by the City Council on Monday night, when council members agreed to pursue a ballot-by-mail election next year to raise fees for storm-drain improvements.

In moving ahead with the January 2017 election, the council enthusiastically backed a list of recommendations from the city’s Storm Drain Blue Ribbon Committee. In its discussions, committee members agreed that the current system needs a new funding structure and a more holistic approach toward storm water.

The committee recommended that the new $13.65 fee be split into two fees: a maintenance fee of $6.62 per month per property (or “equivalent residential unit”), which would remain constant and permanent. The remaining fee of $7.03 per month would expire after 15 years. It would be used to fund capital improvement projects, incentive programs and green storm-water infrastructure.

If property owners approve the fees, they would take effect on June 1, 2017, when the current fees (approved in 2005) expire. Q — Gennady Sheyner

Palo Alto, Housing Authority back plan to save Buena Vista An effort to save Palo Alto’s only mobile-home park from redevelopment took a critical step forward Monday night, when the City Council unanimously agreed to join a partnership that would make the preservation of Buena Vista Mobile Home Park possible.

By a 9-0 vote that prompted cheers and applause from more than 100 Buena Vista residents and dozens of supporters, the council approved an agreement with Santa Clara County and the Housing Authority of Santa Clara County that would allow the three agencies to purchase the mobile-home park from the Jisser family. The county and the city would each contribute $14.5 million, with the Housing Authority paying the balance and investing at least $10 million for infrastructure repairs.

The vote came less than a week after the county’s Board of Supervisors gave its unanimous support for the preservation effort.

And on Tuesday, the Housing Authority’s board of commissioners unanimously supported the new agreement.

Efforts to preserve the mobile-home park have thus far been mired with difficulties. In May 2015, the City Council approved the Jissers’ closure application, which includes a Relocation Impact Report that lays out the assistance the residents would get once they are displaced. However, both the Jisser family and the Buena Vista Residents Association filed lawsuits against the city. The Jissers’ suit was dismissed in a federal court last Friday; the family’s attorney, the Pacific Law Foundation, filed an appeal Monday.

The city and county hope that bringing in the Housing Authority will change the equation. In addition to providing extra funding, the agency would be able to exercise the power of eminent domain to compel the sale. Q — Gennady Sheyner

City adds motion detection to Caltrain corridor A first-of-its-kind system to detect suicide attempts along railroad tracks will be piloted in Palo Alto. The Suicide and Accident Intervention System, which was developed by Sunnyvale-based CSC Integrations specifically for detecting suicide-related behaviors, has already gone through a beta-testing period in March and April. The Palo Alto City Council approved funding for the system for a 60-day pilot period on June 27.

The project, which was approved for the sum of $207,025, will be trialed at the East Meadow Caltrain crossing. It covers about 1,000 feet in both north and south directions through a combination of color video cameras, thermal cameras and sensors. The data is processed by video analytics, an artificial intelligence that minimizes the need for human monitoring. Because the system is experimental, the city will separately pay CSC Integrations to provide human monitoring of the video feed during the trial period.

Company owner Jason Jenkins said the technology has proved promising, with zero false alarms. He said the system can distinguish between the behaviors of regular pedestrians and bicyclists who are crossing the tracks and persons who are intruders. When the cameras and sensors recognize a pattern of behavior, the information goes instantaneously to the city’s 911 dispatch center and to train controllers, who can respond quickly or stop the train in advance of an incident, he said.

City eyes new ways to manage storm water

Residents from Santa Cruz and the mountains want a flight path that was moved directly overhead to shift back to where it was prior to the rollout of the NextGen program. Midpeninsula groups, including Palo Alto, want the flights dispersed over a wider region and at higher elevations.

Palo Alto noise group Sky Posse told the committee that the FAA plan offers “zero” tangible benefits for Palo Alto, Menlo Park and East Palo Alto. The group wants alternative flight paths, mainly using the entire length of San Francisco Bay so that planes would fly over water instead of homes.

Quiet Skies Mid-Peninsula, which is comprised largely of the cities of East Palo Alto, Menlo Park, Redwood City, and parts of Woodside and Portola Valley, also favors the dispersal of flight paths. That group noted that half of the flights now are “vectored,” meaning they fly in a holding pattern as they wait to land.

The Mid-Peninsula group also supported Palo Alto’s assertion that the FAA plan offers solutions for only some communities and not for all.

“The Bay Area is not only where we live. The Bay Area is a way of life. Noise is a priority.

There should be no sacrificial noise corridors,” Quiet Skies MidPeninsula representative Tammy Mulcahey said.

Sky Posse and Quiet Skies Mid-Peninsula also proposed the creation of a permanent technical working group to measure noise on the ground.

But Quiet Skies NorCal, a group with a large Santa Cruz and Santa Cruz mountains contingent, does not favor dispersal of flights at any elevation. They said that the FAA must restore the previous flight path over Big Sur, which brings planes in over land farther to the south. They argued that the new path is essentially an easement in the sky over

their neighborhoods — which by law is a taking of property that is impacting well-being, one Santa Cruz resident noted.

The rift between the various groups was apparent in a strongly worded statement by the NorCal group. It blasted Mid-Pen’s letter, saying it is “either technically impossible or morally wrong.” The Mid-Peninsula group opposes the NorCal group’s plan to move the flight path back to Big Sur. Quiet Skies Woodside said that the concentration of flight paths overhead and the oceanic arrivals between 10 p.m. and 7 a.m. have disrupted their sleep. One-third of all vectored flights on the new flight path over the Santa Cruz Mountains fly over Woodside, they said.

Select Committee members said they have several questions they want the FAA to answer before they can make any recommendations. Santa Clara County Supervisor Joe Simitian, the Select Committee chairman, said he wants the FAA to identify some of the problems the agency deemed not feasible to address and to explore solutions. He and other members supported a Sky Posse and MidPeninsula proposal to bring in a group of technical experts who handle SFO flights to guide the committee while it studies the FAA plan and some of the noise groups’ alternatives. He and others asked the FAA to consider forming a permanent committee to address the noise issues over time.

Town of Los Altos Hills Councilman Gary Waldeck asked if a 90-day trial period of any implemented plan might be possible. He and others also want the FAA to come up with ways to measure the noise on the ground.

“The (NextGen) model has never been tested against real data,” he said, noting that noise specifications the FAA used for its NextGen model were developed in the 1970s and are now considered obsolete.

“I don’t know how FAA has done that with a straight face,” he said.

He also favored a long-range approach.

“We’re not going to solve all of

these problems in a six-question answer,” he said. Rather, “It’s a lot like build a little, and test a little,” he said.

City of Foster City Councilman Sam Hindi said he wants the FAA to clarify what would happen if the Santa Cruz mountains route is moved back over Big Sur. “Obviously, our community is divided,” he said.

(The City of Palo Alto, which now has three flight paths over the city, does not have a representative as one of the 12 principal committee members. Vice Mayor Greg Scharff does sit as an alternate, however.)

So many people wanted to give their opinions at the meeting that the stack of speaker cards was more than two inches thick. Andres Diaz of Mountain View said the FAA report is written from a “big data” perspective that does not account for residents’ experiences.

“Ask yourselves whether it seems appropriate that a plane would allow flights at 1,900 feet.

That’s just one example. Think of the individual as well as the entire community,” he said.

Other residents said they no longer get eight hours of sleep a night.

“Now I’m lucky if I can get 2 1/2 hours, and that’s every single friggin’ day,” a Santa Cruz area resident said.

Another complained that the flight changes had been made without residents’ input.

“To not be heard ahead of time (before FAA implemented the plan), I feel like it’s eminent domain without any compensation,” the woman added.

The Select Committee will reconvene to take stock of the information it’s gathered over the three public meetings it’s held. The first of two working meetings will take place July 15 and 22 in the afternoon at Palo Alto City Hall, 250 Hamilton Ave., Palo Alto. The time has yet to be determined.

Survey of voters reveals support for recall of Brock Turner judge Two-thirds of 776 respondents would vote to remove Judge Aaron Persky from bench

new poll about the potential recall of Santa Clara County Judge Aaron Persky — whose June 2 sentence for former Stanford University student-athlete Brock Turner for sexually assaulting an unconscious and intoxicated woman sparked an uproar across the globe and on social media over its brevity — shows how some county residents would vote in an actual recall election.

Sixty-six percent of the 776 respondents said they would vote to recall Persky, according to the poll conducted June 20-22 by Sextant Strategies & Research, a Claremont-based consulting and research firm, for Capitol Weekly, a publication that covers California government and politics.

The 776 responses were collected from 226,420 registered voters in Santa Clara County who have provided their email addresses to the Registrar of Voters.

The results were “weighted to

reflect the overall demographics of all voters, not just those for whom we have email addresses,” pollster Jonathan Brown wrote in an email. There are some 788,063 voters registered in the county.

An official recall campaign launched by Stanford University Law professor Michele Dauber and backed by the Progressive Women Silicon Valley State PAC is currently raising funds and plans next spring to gather the signatures needed to mount a special election in Santa Clara County to put Persky’s recall to voters.

Brown noted in a Capitol Weekly column about the poll that such a “recall is not going to be won or lost based on the number of likes and retweets, speeches given, or how many times the victim’s letter is re-read.

“It comes down to the narrow universe of actual voters in Santa Clara County participating in a future, likely low-intensity, local election.”

The poll found that Turner’s sentence — six months in county jail and three years of probation — was “widely understood by voters and violated their sense of justice,” Brown wrote in the Capitol Weekly column. (Editor’s note: The poll actually misstated the sentence, telling voters that the length of probation was three months, not three years.

Brown wrote in an email to the Weekly that while he regrets the “inadvertent human” error, he feels “quite comfortable that the length of the jail sentence is the driving factor in these results.”)

Sixty-three percent of voters believe that the Turner sentence demonstrates that Persky cannot be fair in any case, rather than a “one-time lapse” on a high-profile case, Brown wrote.

Women, and especially younger women, expressed more than 4-to-1 support for the recall, Brown wrote.

dents said the following aligns most closely with their opinion of the sentence: “This sentence is a sign that Judge Persky might have problems with ethics or an ability to be a fair judge in all cases.”

Thirty-three percent, however, thought that the sentence represents a “single error of judgment, a flaw in one stand-alone case.”

The implications of race and privilege in this case have been raised by many. More than threequarters (77 percent) of respondents in the poll agreed that if Turner had been African-American or Latino, he would have received a tougher sentence.

After reading a pro-recall statement provided in the survey that calls Persky’s sentencing decision an “insult to victims of sexual assault and women,” respondents supported the recall in slightly greater numbers — by an increase of 2 percent.

Support dropped to 59 percent, however, after respondents read

an anti-recall message that argues “removing a judge of a single, high-profile case sets a very dangerous precedent that will cause judges to pay more attention to public opinion than following the law and their best judgment.”

Voters 55 years and older — whom Brown wrote “tend to dominate low-turnout, off-year elections, which is what this recall would be” — were split on their final recall vote: Half of male respondents 55 years and older said they would support it as well as 55 percent of women of that age.

The recent finding of TCE at the College Terrace homes added a fresh wrinkle. Though Stanfordâ&#x20AC;&#x2122;s and the stateâ&#x20AC;&#x2122;s analyses suggested that the chemical at the construction site would not travel to the adjacent neighborhood because the soil is predominantly clay rather than sand, Siegel argued in a June 26 memo that the assertion that TCE has not moved â&#x20AC;&#x153;is not borne out by the evidence.â&#x20AC;?

The analysis commissioned by College Terrace residents â&#x20AC;&#x153;calls into question the finding that relocating the buildings on the project site is sufficient to meet regulatory requirements,â&#x20AC;? Siegel wrote.

The standard distance for relocating buildings away from elevated soil-gas levels is 100 feet, rather than the 50 feet proposed by Stanford, Siegel wrote.

Siegel recommended including in the new homes â&#x20AC;&#x153;sub-slab depressurizationâ&#x20AC;? systems that prevent vapors from entering homes by forcing vapors to migrate elsewhere.

Such a system typically involves a horizontal pipe with perforation installed under a building, connected to vertical pipes above the roof line, and fans that divert the soil gas away from the residence.

Another option is a passive system (which, unlike an â&#x20AC;&#x153;activeâ&#x20AC;? system, does not need to be maintained by the homeowner) known as â&#x20AC;&#x153;sub-slab venting,â&#x20AC;? which achieves the same goal as depressurization but relies on outdoor air pressure rather than fans.

Thus far, Stanford has been hesitant about adding the new systems, arguing that simply relocating the homes away from the toxic sites is

sufficient and noting that the state agency did not require the barriers. By moving the planned homes, Stanford has taken a â&#x20AC;&#x153;conservativeâ&#x20AC;? approach toward making sure the faculty members living in the new houses would be unharmed

by TCE, said Chris Wuthmann, Stanfordâ&#x20AC;&#x2122;s project manager for the University Terrace project. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;d prefer not to make it necessary for homeowners to have to check or maintain the system beneath the foundation slabs,â&#x20AC;?

Wuthmann told the council.

Siegel didnâ&#x20AC;&#x2122;t fully buy this explanation. â&#x20AC;&#x153;They said they donâ&#x20AC;&#x2122;t want to do it because they donâ&#x20AC;&#x2122;t want homeowners to check the manometer to see that itâ&#x20AC;&#x2122;s working,â&#x20AC;? Siegel said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s like saying people canâ&#x20AC;&#x2122;t deal with methane detectors or smoke alarms.

Itâ&#x20AC;&#x2122;s rather simple to deal with. Itâ&#x20AC;&#x2122;s a standard way of mitigating.â&#x20AC;?

Councilman Cory Wolbach, siding with Siegel, pushed for Stanford to include these mitigations to the 40 homes that would be closest to the toxic site. After some debate, the council voted 7-to-1, with Councilman Eric Filseth dissenting and Councilman Tom DuBois recusing himself (his wife works at Stanford), to include Wolbachâ&#x20AC;&#x2122;s proposal in its approval. The council then voted 8-to-0 to approve Stanfordâ&#x20AC;&#x2122;s map amendment for the housing project.

The decision came despite requests from College Terrace residents that the decision be delayed until the state toxics department responds to the neighborhoodâ&#x20AC;&#x2122;s findings. College Terrace resident Fred Balin said approving Stanfordâ&#x20AC;&#x2122;s amendment without waiting for the DTSCâ&#x20AC;&#x2122;s analysis of the College Terrace data a â&#x20AC;&#x153;complete abdication of responsibilityâ&#x20AC;? on the cityâ&#x20AC;&#x2122;s part. â&#x20AC;&#x153;Listen to what you have to tonight; get a sense of the project (but) under no circumstances ap-

But the council opted to move the project along after being reassured by state regulators that two toxic sites â&#x20AC;&#x201D; at College Terrace and University Terrace â&#x20AC;&#x201D; can and should be evaluated separately and that there is no reason to have the issue at the former hold up the construction at the latter.

Jovanne Villamater, hazardous substances engineer at the DTSC, said she does not expect the agencyâ&#x20AC;&#x2122;s response to the residents to have any effect on its approval of Stanfordâ&#x20AC;&#x2122;s plan for dealing with TCE at the construction site. â&#x20AC;&#x153;If we were to find out that there is an impact on the neighborhood, weâ&#x20AC;&#x2122;d try to find a way to mitigate whatâ&#x20AC;&#x2122;s going on,â&#x20AC;? Villamater said. â&#x20AC;&#x153;But I donâ&#x20AC;&#x2122;t see it as impacting the decision that was already made.â&#x20AC;?

The reassurances from state experts satisfied the council members, who openly acknowledged their lack of expertise on the topic of toxic soil vapors. Wolbach called the testimony from experts â&#x20AC;&#x153;an education for all of us.â&#x20AC;?

Vice Mayor Greg Scharff, who made the motion to approve Stanfordâ&#x20AC;&#x2122;s request, concurred. â&#x20AC;&#x153;This is difficult,â&#x20AC;? he said. â&#x20AC;&#x153;None of us are experts in this area.â&#x20AC;?

Ultimately, Scharff proposed granting Stanford the amendment to the project map, which the council had initially approved two years ago. The approval, he argued, â&#x20AC;&#x153;doesnâ&#x20AC;&#x2122;t put the neighbors in any worse situation across the street.â&#x20AC;?

Councilwoman Liz Kniss agreed and, citing the reassurances from the state agency, said the council should follow the recommendation of its planning staff and approve Stanfordâ&#x20AC;&#x2122;s redesign. â&#x20AC;&#x153;This is troubling and I feel bad for the neighbors, but we have listened to an hour and half of testimony, and itâ&#x20AC;&#x2122;s pretty much stayed the same,â&#x20AC;? she said. for the new project as a welcome philosophical shift.

“I’m really glad we’re actually starting to show some flexibility as a council, when a project is made better (with exceptions),” he said. “We don’t need to be so fundamentalist about, ‘Does it meet code? Does it need zoning exceptions?’ and all of that.”

Though Scharff is usually more receptive toward new developments than most of his colleagues, he noted some irony with this project’s process. The council allowed Golden Gate Homes to claim a financial hardship and not build below-marketrate housing without requiring any kind of proof (such as a pro forma), in stark contrast with the council’s usual policies.

“We’re only granting the exception because we like the project,” Scharff said.

It was the council’s most fervent opponents of zoning exceptions who spoke most glowingly of the new project. Councilmen Tom DuBois and Eric Filseth, who were members of the slowgrowth citizens group Palo Altans for Sensible Zoning (which spearheaded the Maybell referendum in 2013) before joining the council, both happily supported the new Maybell project. DuBois made the motion to approve the project, which Filseth seconded.

“I think it’s extremely rare that we have a developer and a petition from citizens and a bunch of citizens showing up to say they support a development,” DuBois said. “I don’t think we should underestimate that.”

DuBois and Filseth each praised the neighborhood collaboration with Golden Gate Homes.

tion of roadway will be installed near the Walter Hays Elementary School driveway to prevent cars from passing, and a new right-turn lane will be striped on Middlefield to let drivers entering the school to pull to the curb and keep the road clear.

Narrower lanes will also slow traffic near the Palo Alto Junior Museum & Zoo and the Lucie Stern Community Center. To shorten crossing distances and increase visibility for pedestrians, a concrete bulb-out and crosswalk will be added to the north side of Kingsley.

“You guys have set the gold standard for neighborhood outreach,” Filseth said.

Councilwoman Karen Holman shared their view and urged going along with the neighborhood’s wishes.

“Nobody knows how a neighborhood lives better than the people who live in the neighborhood,” Holman said.

Though normally one of the council’s most fervent sticklers for zoning rules and design guidelines, Holman made an exception for the Maybell project.

“There are exceptions and there are exceptions, and these are the ones that the neighbors are supporting,” Holman said. “Most exceptions that we see at the dais are ones that cause the public to react negatively and, from my personal perspective, don’t usually make the project better.”

While the slow-growth council members praised the development, Wolbach, who is usually the council’s most vocal housing advocate, opposed it. He said he believes the city is “rushing” and took issue with the fact that affordable housing is not being provided on-site and that the pedestrian path is no longer in the plan.

Mayor Pat Burt shared Scharff’s unease about the council’s — and community’s — philosophical inconsistency about the zoning exceptions. The newly popular Maybell project is not compliant with the city’s zoning code or, in some ways, the Comprehensive Plan, Burt noted, but its supporters are the very same people who often berate the council for not complying with the letter of the law.

Observing that the final design of the project was driven largely by homeowners in the neighborhood, Burt stressed the need to include in future projects a broader cross-section of the Seale Avenue at Middlefield will also gain a high-visibility crosswalk.

In addition, two new dedicated left-turn lanes will be added from both directions of Middlefield onto Embarcadero Road. The traffic signal at the intersection will be adjusted in the future, Mello said.

Other changes north of University Avenue at Middlefield, where residents have called for fewer lanes, will be addressed in a separate phase, Mello said.

Richard H. Kurth 1940-2016 Richard Kurth died on May 31st after a brief period of illness. His death came as a shock to family and friends. He is survived by his wife, Suzanne, former wife, Barbara, children, Juliette and Nicholas, four grand-children and a brother, Raymond.

Richard worked at IBM for much of his career. He built a second home in Idaho.

Births, marriages and deaths

Kathleen Turner-Hubbard Kathleen Adelle Turner-Hubbard, a longtime Stanford resident and Palo Alto-area nurse, died on June 2 at her Stanford home, following a four-year struggle with brain cancer. She was 63.

She was born on July 13, 1952, in Washington, Pennsylvania, to Louis and Alma Turner. She lived for most of her youth in West Virginia before moving at age 16 with her family to California. She went on to earn a degree in nursing from San Diego State University.

After graduation, she worked at the Childrenâ&#x20AC;&#x2122;s Hospital of San Diego and served as the first health and safety nurse at the Salk Institute. To further develop her clinical skills, she completed a nurse practitioner program at the University of California, San Diego, and she subsequently took a role as a family practice clinician with Kaiser Permanente.

Through mutual friends she met Phil Hubbard, a UC San Diego graduate student in linguistics, and not long after, they married. They lived in the San Diego area and Athens, Ohio, before moving to the Bay Area in 1986. They lived first in San Carlos before settling on the Stanford University campus in 1996.

Together they raised two sons.

Turner-Hubbardâ&#x20AC;&#x2122;s career as a nurse practitioner included work with Planned Parenthood and Athens County Visiting Nurses Association in Ohio and the University of California, San Francisco; Palo Alto Veteran Affairs Health Care System; Palo Alto Medical Foundation; and, most recently, Stanford Health Care.

She also studied oncology at a graduate level and received a masterâ&#x20AC;&#x2122;s degree in geriatrics from UC San Francisco. She had transitioned her focus to teaching and was almost finished with a doctorate at Samuel Merritt University when she became ill and had to retire.

Her passions included the outdoors, hiking, photography, traveling (especially to Hawaii), cooking and family.

She is survived by her father, Louis Turner of San Bernardino, California; her husband, Philip Hubbard of Stanford; her sons, Jeffrey (Ilona Wisniewski) Hubbard of Lausanne, Switzerland, and Bradley (Catherine Ming) Hubbard of Oakland; her brother, Michael Turner of Camano Island, Washington; her sister, Lynn Kelly of Rancho Cucamonga, California; and her brother, James Turner of Diamond Bar, California.

Ellen Oâ&#x20AC;&#x2122;Sullivan May 4, 1941 â&#x20AC;&#x201C; June 11, 2016 Ellen Oâ&#x20AC;&#x2122;Sullivan, a 44-year resident of Palo Alto, died peacefully on June 11, 2016.

Ellen was born in New York City. She grew up in Westchester County and attended Queens College. She worked as an assistant buyer for Sears in Manhattan. She later specialized in placing employees for several staffing agencies.

Ellen enjoyed a vacation to San Francisco so much that she moved there, living in a â&#x20AC;&#x153;residence clubâ&#x20AC;? full of colorful young people that included Irishman Eugene Oâ&#x20AC;&#x2122;Sullivan. She and Eugene married in December 1968. In 1972, as they considered where to put down roots, a Palo Alto friend insisted there was only one answer.

Ellen loved and excelled at raising her two children. She was the best mother, wife, and friend anyone could dream of. The Palo Alto Senior Center (Avenidas) community similarly came to lean on her. From 1990 to 2006 she was the first point of contact for many seniors and their families, from her job at the front desk.

Ellen led and participated in book discussion groups and was known to bond with people over her favorite: â&#x20AC;&#x153;Pride and Prejudice.â&#x20AC;? A dedicated liberal, she enjoyed following and discussing current events and volunteered in several local campaigns. She could be seen every day walking around her neighborhood and marveling at Palo Altoâ&#x20AC;&#x2122;s beauty. And she could be heard cheering and/or getting agitated in front of her television; a chance encounter with members of the San Francisco 49ers in 1982 sparked a passion for the team.

Ellen is survived and deeply missed by her husband Eugene, daughter Kate, son Michael, son-in-law Greg, granddaughter Julie, sister Dianne, and brother Robert.

A celebration of Ellenâ&#x20AC;&#x2122;s life is expected to take place in August.

Joseph S. Shakes April 16, 1935 â&#x20AC;&#x201C; June 11, 2016 Joe passed away at age 81 in the presence of his family on June 11, 2016 in Walnut Creek, CA. He was a resident of Menlo Park and Palo Alto for over 5 decades.

Joe was born in Gary, Indiana to steel workers descended from Lithuanian immigrant coal miners. Joe was the first in his family to attend college, receiving a B.A. in Music Education from Oberlin College in 1957.

During summer breaks, he worked in the Gary steel mills and played gigs with his dance band. During the school year Joe was the head waiter for the student cafeteria, operated by newly-formed Saga Food Service. He caught the attention of co-founder Harry Anderson and was recruited to join Sagaâ&#x20AC;&#x2122;s management training program. He married fellow Oberlin grad, Shirley Almanrode and started his family. His Saga career ran 22 years, rising from Food Service Manager at Lewis & Clark College to Executive Director of Corporate Relations for Saga at their headquarters on Sand Hill Road. After working full days, he attended school nights and earned a MBA from the University of Santa Clara in 1968. He also taught evening business classes at Canada College for over 20 years.

In the late 1980â&#x20AC;&#x2122;s, Joe began a 2nd career as Executive Search Consultant for Fell & Nicholson and served the recruiting needs of many start-ups in Silicon Valley. He was a â&#x20AC;&#x153;people personâ&#x20AC;? and wise counselor who loved fostering talent and growth in those he placed in satisfying new livelihoods. Joe relocated from Ladera to downtown Palo Alto. There he met his 2nd wife Harriette Glaze, a notable Palo Alto educator who later became a highly sought graphic designer. Together they were a dynamic duo who helped many a Palo Alto mayor, City Council member, School Board officer, and Santa Clara County Supervisor to win elections in the 1990â&#x20AC;&#x2122;s and 2000â&#x20AC;&#x2122;s.

While his talents included jazz piano, saxophone, classical bassoon, and a strong baritone voice, he was known by friends for his warm smile and generous hospitality, and infamous among grandkids for his puns and silly humor. Joe might yet be the only man who has ever jogged on Pajaro Dunes in wing-tipped shoes. He ordered his coffee black, and enjoyed fountain pens, stylish stationery, Apple products, and vacations at Drakesbad Guest Ranch. He missed reading Herb Caenâ&#x20AC;&#x2122;s column, and avidly devoured the New Yorker magazine.

In July 2015 Joe was preceded in death by his beloved wife Harriette. He is survived by his sisters Bea French of Boulder, CO and Kathy Fehrman of Anderson, IN; 4 children Dave, Diane, and Jonathan Shakes, step-daughter Amy Glaze Hedayatpour; and 3 grandchildren.

A Celebration of Life will be held July 30, 2016 11 a.m. at Portola Valley Town Hall.

Editorial A bittersweet outcome With the City Council and neighborhood in agreement, Maybell parcel is finally settled

L

ike many decisions that come after much community angst, Tuesday night’s final approval of 16 single-family homes on a 2.5-acre parcel between Maybell Avenue and Arastradero Road at Clemo Avenue seemed anti-climactic and routine.

The City Council, which easily could have begun tinkering with the details of the project, was anxious to finally put the issue to rest and not risk any further controversy or delay, especially with the unusual situation of neighbors being in full support of the final development proposal.

A book could be written about the history of this property and the political shockwaves it produced over the last three years in Palo Alto, including the election of a slow-growth City Council majority in 2014.

The original 2013 development proposal by the Palo Alto Housing Corporation, a nonprofit dedicated to increasing the supply of subsidized affordable housing and to managing subsidized apartments for individuals, families and seniors, became a flash point for an intense debate that ultimately led to voters overturning by a 56 to 44 percent vote margin the City Council’s unanimous approval of the project. It was a humiliating rebuke of the council’s approval of the plan to build a four-story, 60-unit subsidized senior apartment building and to develop 12 surrounding lots for new home construction that would generate $11 million in profits to help pay for the senior project.

With the existing zoning and building rules not coming close to allowing these 12 homes, the Housing Corporation asked for zoning exceptions reducing the lot sizes to below the minimum required and relaxing other building requirements. In essence, it asked for the immediate neighborhood to bear the full impact of upzoning the land so the city as a whole could benefit from the senior housing project.

It was an avoidable controversy. If a few things had been handled differently by the city, the Housing Corporation and the neighbors the city could have achieved the desired low-income senior apartment complex with neighborhood impacts no greater than the project approved this week.

Many hard-learned lessons emerge from the last three years, although there is still so much bitterness and residual anger that it may be too soon to fully process them. Many proponents and opponents of the original proposal still want to debate the merits of their views, the motivations of the other side and the actions that could have forestalled the breakdown in trust among all involved.

We hope they can put these lingering differences aside, resist further sniping and move on.

The Weekly, long a supporter of the Housing Corporation and its mission, was not immune from criticism by housing advocates for our support of the referendum that overturned the City Council’s approval of the original project and is held responsible by some for the outcome.

With hindsight, lots of miscalculations were made by all involved.

The Housing Corporation, which had never attempted a project that depended on the development of high-priced, market rate housing to finance a subsidized housing development, underestimated the importance of obtaining support from the immediate neighbors and was overconfident about its political influence and the ease with which it could obtain the needed zoning exceptions.

The city staff, Planning Commission and City Council incorrectly gauged the political dangers and waited until too late in the process, after trust of the neighborhood had been lost, to actively attempt to negotiate a compromise or to commit city housing funds to help achieve the senior housing without the need to so significantly upzone the remainder of the property.

For their part, the neighbors became so embittered by the traffic and other impacts that they feared would come from the proposed zoning changes that they mounted a campaign that took aim at every conceivable aspect of the project and the process, raising doubts about their willingness to support any compromise at all that could save the senior housing component.

And the Weekly believed, incorrectly it turned out, that the council would step up after a defeat at the polls and make city funds available, if ultimately needed, in order to reduce the number of homes and enable the core senior housing project to proceed.

The 16-home development approved Tuesday by the council is no one’s idea of the ideal outcome. The community lost a chance to create 60 apartments for low-income seniors. It’s no day for celebration, except that the issue is now settled. Hopefully the cautionary lessons learned from the Maybell controversy will be long remembered by our political leaders and neighborhood activists so we can be more successful in handling and negotiating outcomes of future land-use decisions. More money, less transit?

Editor, I am in complete agreement with Arthur Keller, who points out that Santa Clara Valley Transportation Authority (VTA) wants to gut north county bus service at the same time that it’s asking voters to approve yet another bump in the sales tax. Santa Clara County residents are already paying three sales taxes to VTA: a permanent 1/2 cent that was approved in 1976, plus the more recent Measures A and B, whose revenues are mostly going down the Bay Area Rapid Transit (BART) sinkhole. Plus, we’re paying a vehicle-registration fee on top of that. Yet this is not enough; they want more tax money to throw down the BART sinkhole while eliminating local routes.

VTA is asking the voters for

a fourth sales-tax increase, yet they refuse to “value engineer” their expensive projects. There is no reason that the BART extension needs to duplicate existing bus and train service between the San Jose and Santa Clara stations.

And the proposed El Camino Bus Rapid Transit could be constructed at lower cost by eliminating the dedicated center lanes and converting the curbside lanes to high-occupancy-vehicle use during peak hours.

Money saved from cutting the “gold plating” from big capital projects could be spent on supporting the bus system, including saving routes 35 and 88 in Palo Alto. Until VTA learns to use its existing resources more efficiently, vote no on more taxes.

Why so difficult?

Editor, Panama just completed an expansion of its canal, doubling the capacity and widening and deepening it to accommodate the super-sized tankers. New locks were constructed on both the Pacific and Atlantic ends — an enormous undertaking — at a cost of around $1 billion each.

How Castilleja taught me to be a man

ro m its founding in 1907, the Castilleja School has consistently graduated excellent women. The all-girls school has always been a leader in inspiring intellectual discourse, guiding the pursuit of wisdom, and educating the women who go on to be our leaders.

However, I am the first person to graduate Castilleja as a young man.

While Castilleja certainly deserves its high regard for helping in the development of young women, I will add to the praise: Castilleja was the best preparation I could have hoped for to become an excellent man.

I entered Castilleja in 2009 as an sixthgrade girl. Over my seven years there, I realized that I was a transgender boy.

Sophomore year, I decided that I could no longer hide. I wanted to change my name, be referred to by he/him pronouns, take testosterone, get chest surgery, and let everyone know that despite being a girl for the prior 15 years, I was growing into a man.

I also realized, however, that Castilleja was not a school intended for boys. I was unsure if I would be allowed to stay. Upon assurance that I would continue to be welcome, I was unsure if I wanted to stay.

I ultimately made what retrospectively was one of the best decisions of my life:

So put me to jail for making that declaration. Your ruling in the case of Brock Turner is disgraceful. Contemptible. Lady Justice is blindfolded, ostensibly to preserve judicial impartiality; but with jurists of your stripe it becomes crystal clear that she’s been blindfolded so that she can’t see how meretriciously the principles she eponymously embodies have been used.”

I did not send it anonymously. I stand by my words.

to be openly transgender and to stay at Castilleja. Castilleja was — and always will be — my home. I felt welcomed and respected and loved for all of my time there and couldn’t imagine giving that up. I knew that finishing my last two years of high school as the one boy at an all-girls’ school would present its own set of challenges, but I thought it would be worth it. It absolutely was.

One of the most important lessons that I learned at Castilleja — and that my male peers across the country by no means encountered as fully as I did — is that women are extraordinarily talented, brilliant and capable. I hope this does not strike anyone as a revolutionary concept, but even today, it can be easily overlooked.

Women still have less airtime in classroom discussions, are far less likely to hold positions of authority at work, and receive less pay for the same job. It is no surprise that boys across the country grow up believing that they have some right or predisposition to power and respect that girls do not. Even boys in the most gender-equal households with the most feminist principles are socialized to see men as superior.

I, however, was largely spared the ingraining of this falsehood. To me, the idea of women filling positions often dominated by men — the president, the CEO, the data analyst or engineer or surgeon, the team captain, the role model, the loudest voice in the room — is not merely an idea but rather the only reality I have ever known.

I know with unwavering certainty that women not only can be but unquestionably are strong, confident, bold, brilliant, analytical, independent, focused, logical, passionate and disciplined.

At Castilleja, there is no option for a characteristic or aptitude or subject area to be reserved for men. Women adeptly fulfill every role that a man ever could.

To be a good man in the world of today and of tomorrow, it is essential to understand that women are fully capable of embodying all things traditionally more “masculine.” I know this to be true, and I credit the strength of my conviction to Castilleja.

However, Castilleja also taught me something of equal importance, and something that is certainly less recognized: that all things “feminine” are every bit as valid, interesting, important and worthy of appreciation. In a world where traditionally masculine traits are disproportionately valued, it is an irreplaceable opportunity to freely explore and understand the immense worth of traits traditionally considered to be feminine.

Most parents of youth today are familiar with second-wave feminism, but even that ideology has male-centric value systems: “progressive” cultural norms often allow girls to be more like boys but deny boys the opportunity to be more like

I was especially pleased, as a Democrat, to read in the Wall Street Journal, Friday, June 24, an article by the Republican House Ways and Means Chairman proposing the IRS code be amended to allow “full and immediate expensing” of capital improvements by businesses. “A vast departure from today’s complex depreciation rules, which direct businesses to write off purchases over long and often arbitrary period of time ... widely recognized as one of the most pro-growth tax policies around.”

If the Republican leadership can adopt a good idea from a Palo Alto Democrat, why not Palo Alto?

At Castilleja, I learned how to have a critical mind, but I also learned how to have an open and compassionate heart.

I learned that it is OK to cry, to ask for help, to be afraid.

I learned how to listen — not just wait for my turn to speak but to receive the other’s words as a gift. I learned how to be patient. I learned that “I feel” can be just as — and sometimes more — powerful than “I know” or “I think.”

I learned how to be gentle, soft and kind. I learned that I am relationshipcentered, and no matter what field of study I pursue, I want to spend my life caring for others.

I learned that many of the best things in life cannot be seen or touched, and sometimes not even understood. I learned how to empathize, how to comfort and how to nurture.

As I go into college and the vast world beyond it as the young man I have finally become, I am forever grateful to Castilleja for teaching me, above anything else, how to love freely, love wholly and love boundlessly. Place the burden of growth on those who want to be here and have brought us large businesses with employees and their cars.

Admit Palo Alto failed to require adequate parking for downtown developments that have destroyed the ambiance and charm of Palo Alto and that the mess needs to be remedied before it gets worse.

Please put an end to the beastly utility tax on residential users.

Splitting those rolls is long overdue. Recognize that parking districts and putting seniors on bicycles to shop for their groceries are equally nonsensical.

One name explained Editor, I wasn’t quite sure if Scott Carlson’s comments in the Guest Opinion column were tongue-

in-check or a legitimate call for action. Nonetheless, I have a correction to make to his comments regarding Dake Avenue in south Palo Alto. Carlson states he is “unsure who or what the avenue is named for.” I can help with that.

Dake Avenue was named after my maternal grandmother, Margarite, and her second husband, John Dake. John Dake was a landowner and home builder. He built his own home at 351 San Antonio Road in the late 1940s or early 1950s. He sold most of his surrounding land to tract developers. The Dakes personal residence was on a lot nearly 20,000 square feet, more than double that of surrounding homes.

In 2011, the Dake home was demolished, the site was split in half, and two new homes were built that are now known as 351 and 355 San Antonio Road.

Now that the truth is known, I hope this history lesson deters anyone from the notion of changing the street name.

At 50, Stevenson House gets major overhaul Residents temporarily relocated while apartments are renovated

esidents temporarily relocated from their apartments at Stevenson House have moved back into the affordable senior-living community, and the next group is packing up and preparing to leave.

The 140 residents of Stevenson House are experiencing major disruptions this year as their complex on Charleston Road in Palo Alto undergoes significant structural, seismic and cosmetic renovations.

Besides dust, noise and the usual hazards of navigating around a construction site — sometimes with walkers or wheelchairs — residents are being relocated, in shifts, for five weeks to furnished units in Mountain View as their individual apartments are renovated.

The $16.3 million construction project (which does not include the $2.2 million needed to temporarily relocate residents) began in Fall 2015 and should be completed in Spring 2017, said Phyllis Cassel, a former Palo Alto planning commissioner and community volunteer who is completing nine years on the board of Steven-

son House. Cassel has overseen the renovation project from its early planning stages.

The construction follows years of planning, including two years’ worth of intensive meetings to prepare the tenants.

“We were all nervous — even me,” said resident Judy Lochead, who was among the first of about a dozen residents to be relocated in March to the temporary housing. “For anybody to move, it’s unsettling.”

Lochead returned May 19 to her renovated Stevenson House studio apartment overlooking Mitchell Park, complete with new hardwood floors, new cabinets and a new kitchenette and bathroom.

“I’m grateful,” she said. “They put us up at a very nice place — bigger than what we’re used to — and they provided everything. It had elevators, a pool and an exercise gym. They brought in people to pack and unpack for us.”

— said they hope positive reports from the early move-out groups like Lochead’s will quell the anxieties of those yet to be relocated.

That would include Bhuvan Ramki, who, along with her husband, occupies a one-bedroom apartment at Stevenson House scheduled for renovation in December.

“I think they’re doing their best but there’s noise, dust — a

big upheaval,” Ramki said of the construction project so far. “You can expect that, but it’s kind of disturbing, and my allergies have increased a lot.

“It’s not only the human beings but also the little birds and squirrels who are upset,” she said.

“One little one wanted to come into our apartment — we live on the first floor. I opened the screen door, and something warm and

soft came onto my foot.

“So they’re all disturbed, but it’s for the better,” Ramki said.

“The project is for our own good.

We’re going to be safer, and we’re going to get new apartments.”

With Stevenson House residents ranging in age from 62 to 99 and with varying levels of mobility, “This is not an easy project and to say it is would be a real lie,” Cassel said.

Even with the construction mess, the demand for affordable housing in Palo Alto is such that new residents are moving into Stevenson House, and prospective applicants keep calling. Tenants pay approximately 30 percent of their income in rent. To qualify for admission, applicants must show incomes that are at least 50 percent below the median in Santa Clara County.

With significant numbers of Mandarin- and Russian-speaking tenants, Stevenson House provided translators at the many meetings held to prepare residents for the project.

But misunderstandings arose, as when Cassel was describing to residents that the thresholds in their new showers would be “2 inches” high, and the Mandarin translator described them as “2 feet.” “I was running the meeting, (continued on page 18)

and it took awhile to realize why people were so upset,” she said.

The construction project originated several years ago when the sewer system in the almost 50-year-old complex began to fail, Cassel said. Stevenson House did not have the funds to replace it, and the U.S. Department of Housing and Urban Development recommended a refinancing. Loans and financing for the renovation were made possible by the City of Palo Alto and Stanford University, administered by Santa Clara County, along with a guarantee from the federal housing agency.

Cassel and incoming Stevenson House Board President Sally Mahoney said that many community groups, such as the Rotary and Kiwanis clubs — and particularly the Unitarian Universalist Church of Palo Alto located next door — have lent major assistance during the project. With the Stevenson House kitchen and dining room under renovation, the church has provided space for lunch and dinner service, as well as community events like movie night.

Once Stevenson House gets its kitchen back, hopefully this fall, Cassel and Mahoney said,

Had the refinancing not locked in a requirement that Stevenson House remain as low-income housing, the federal mortgage requiring it to continue as low-income housing would have ended this year, she said.

Great pains on the Great Plains Pear Theatre’s “August: Osage County” provides blistering family drama

‘T

hank God we can’t tell the future. We’d never get out of bed.” So declares Barbara Fordham in the darkly funny “August: Osage County,” currently on stage at Mountain View’s Pear Theatre.

The Tony Award and Pulitzer Prize-winning Tracy Letts play takes place in a depressed (and depressing) small town in Oklahoma, where we meet the supremely dysfunctional Weston family. Matriarch Violet (Diane Tasca) is addicted to sedatives, pain killers, and basically any prescription pills she can get her hands on. When she isn’t completely incoherent and slurring, she’s hurling cruel words of abuse at anyone within reach and (fittingly, her husband suggests) suffering from cancer of the mouth.

Said husband, patriarch Beverly (Bill C. Jones), is a well-regarded poet and professor but is also an unrepentant alcoholic, his one literary success far in the past.

Since he and Violet no longer have the will or ability to take care of their home (its windows boarded up to keep the daylight out and lacking air conditioning or ventilation in the sweltering August heat), he hires calm, kindhearted Johnna (Roneet Aliza Rahamim), a Native American nursing student who’s had to quit school due to financial hardship, to be the live-in help. The show begins with Beverly lecturing her on T.S. Eliot (whose “The Hollow Men,” with its famous “This is the way the world ends” stanza, proves relevant by play’s end).

When Beverly goes missing, Violet’s three estranged daughters are forced to return home to deal with the situation. Barbara (Betsy Kruse Craig), the most seemingly competent and strong of the siblings, returns from Colorado with her nebbish husband, Bill (Michael Champlin), and rebellious 14-year-old daughter Jean (Vivian Pride). Shy and mousy Ivy (Janine Saunders Evans) is 44, single, and sick of her mother’s constant criticism, which she bears the brunt of as the child who’s stayed closest to home. She’s straightened her hair, in contrast to the lustrous curly locks of her mother and sisters, and is also harboring a controversial secret. Baby sister Karen (Marjorie Hazeltine) is self-absorbed and clueless. She’s come up from Miami with her slick new fiance, Steve (Dan Kapler), a shady businessman, her glee over getting married overshadowing her family’s utter breakdown.

Rounding out the cast are good-natured Charlie (Gary D.

Mosher); his wife/Violet’s kid sister the busybody Mattie Fae (Leslie Newport Wright), who viciously berates and belittles her adult son, “Little” Charles (Max Tachis) at every occasion; and Deon (Keith Larson), Barbara’s high school sweetheart who’s now the county sheriff, charged with solving the mystery of Beverly’s disappearance.

It’s quickly apparent that this won’t be any sort of warm-andfuzzy family reunion, and the rest of the play is essentially a series of fights and unpleasant revelations. And though Ivy declares that family is nothing more than people “accidentally connected by genetics, a random selection of cells,” untangling oneself from this thorny family tree proves difficult. Barbara and Bill’s marriage is collapsing, Jean resents them both, Steve’s a creep, and everyone is thoroughly miserable most of the time.

Letts’ script allows for much bitter humor throughout, with many sharp, funny exchanges (and, parents be warned, tons of “adult” language and disturbing themes).

Though it’s overly long, at around three hours with two intermissions, the Pear’s production (directed by Weekly contributing writer Jeanie K. Smith) keeps the action brisk and the audience attentive. The set, designed by Jan-

For audience members in the front row, it can be a bit hard on the neck when scenes are set far to the other side of the stage. Smith and the cast do a fantastic job of having the characters who are on stage in a scene but not part of the main action carry on with subtle activities. It helps create the sense that real family drama is happening, as does the fact that, during a tense dinner-party scene, the family sits all around a table (with real food), rather than lined up on one side facing the crowd.

This production boasts an allstar cast of veterans on the local-

theater scene, and all do an excellent job. Because they’re all so good, it’s difficult to single out standouts, but Tasca (the Pear’s producer and artistic director) commands the stage as Violet, a nasty person in so many ways but nonetheless sympathetic, especially when her own awful childhood comes to light. Though Dan Kapler’s role is relatively small, he’s absolutely captivating as the loathsome Steve. Pride and Craig are daughter and mother in real life, adding an interesting chemistry to their on-stage interactions, and Craig is terrific as Barbara, who over the course of the play finds herself, to her horror, becoming more and more like her mother, her voice slipping into a menacing drawl.

The downfall of the family in “August: Osage County” contains echoes of Classical or Shakespearean tragedy. And unhappy though the characters may be, their woes make for compulsively watchable drama. This is a show, to put it back in T.S. Eliot terms, with plenty of both bangs and whimpers. black and make you feel cleansed — at least until happy hour starts at one of Castro Street’s bars down the street.

After tasting a juicy, vegan burger earlier this year from a new plant-based food company, the outspoken and influential New York chef David Chang was so impressed he declared, “Today I tasted the future and it was vegan.” Unfortunately, you won’t be making such grand remarks about The Phoenix’s a la carte offerings.

It’s a lot of good, but far from spectacular, variations of avocado, grains and diced tomatoes.

They become repetitive after multiple visits. A quinoa and black bean salad ($7.65) needed tofu ($2 extra). The Oriental red rice salad with corn, tomato, and cucumber was pleasant, if indifferent. My favorite was the tofu and avocado rice bowl, despite a matcha guacamole that had no notes of the green tea and a barely detectable ginger peanut sauce ($6.75). The best part of the bowl were the “Phoenix” chips (like pita chips) added for a garnish.

All the avocado and grains might tempt you to elect for breakfast offerings despite the hour. In that case, stick to a fruit and chia seed cup ($4.65) or channel your inner fourth-grader with the banana and almond butter sandwich ($4.65). The sandwich is fine but could use an additional element to become something restaurant-worthy.

Diners order at the front door after being greeted by Essadki, similar to how sushi chefs greet diners. His enthusiasm pervades the room, and he will gladly tell you about the benefits of turmeric or how apples aid digestion during a service lull.

uffets don’t trigger the “urgent, must-try” sensor in most diners’ minds. Instead, they often recall tepid chicken and runny scrambled eggs. Extend that to vegan food, with visions of harsh crudités and bland tofu, and most diners might sprint toward the nearest exit.

Those are the mental hurdles downtown Mountain View’s 3-month-old vegan cafe, The Phoenix, must defeat with its signature weekday lunch buffet. It rises with victory.

Roughly a dozen choices tempt at the buffet’s three warm stations.

When the tops open, fragrances of cumin, basil and other spices escape, displaying a chef’s touch in a culinary genre that is usually more about mass production.

The buffet is $12.95 for all-youcan-eat if dining in, compared to $6.95 for two items in a to-go box and $10.95 for four to-go items.

Considering the care in preparation and the volume of food one can consume, it’s very fair price.

Start your plate with fluffy

couscous, unless you’d prefer to veer Italian with penne pasta lightly tossed with pesto and mushrooms. The real challenge that lies ahead is not cramming too much on one plate. Enormous heads of lightly battered and fried cauliflower with a hint of heat from Cajun spices are exemplary. The interior of the vegetable straddles the delicate line between tender and creamy.

Another hit on the buffet line is cheese-less baked eggplant Parmesan. Nobody misses the dairy since the meaty eggplant and nicely seasoned tomato sauce would be overwhelmed by it.

Snap peas and other vegetables get tossed with a creamy coconut curry, and for a filling option, grab a heaping spoonful of robust lentils with slivers of carrots. Yes, there is a tofu offering, and make sure to try it — sturdy, not crumbly, cubes elevated with a lemonpesto sauce.

A fourth station, a cold tapas bar, includes a must-try orange and olive salad that deftly marries sweet and salty. The weekend

brunch brings more of a sweet edge to the display, with fruit salads and jams, plus scrambled tofu.

After a year-and-a-half run as juice bar The Liquid Menu, chef-owner Jay Essadki shifted towards a daytime cafe to educate diners about eating right, or, as he puts it, “Vegan is health.”

Cooking is very much in Essadki’s background. In 2008 at the age of 25, he and his brother founded Morocco’s Restaurant across the street. He remains chefowner there, too.

At his new venture, Essadki sells a collection of virtuous spices, herbs, fruits, and nuts called the “Elements,” which offer different purported health benefits.

Best Forgotten Groaner?

While entirely passable, ‘Roald Dahl’s “The BFG” seems unlikely to become a favorite movie for anyone, young or old. It’s largely lifeless, which is unusual for fantasy material birthed by Roald Dahl or directed by Steven Spielberg, much less a combination of the two. A children’s story shouldn’t feel this stodgy and dutiful, but there’s a reason Dahl’s 1982 novel has taken so long to make it to the big screen: It’s simply not the stuff of propulsive drama or high-spirited adventure.

The gentle charms of eccentric verbosity and simple characters in “The BFG” are pretty well bound to its pages.

The tale begins in a London orphanage, where long shadows begin to loom over lonely young Sophie (newcomer Ruby Barn-

hill). Casting those shadows is a scary-at-first but actually gentle giant (Mark Rylance, in voice and motion capture), a dream catcher who makes deliveries into the heads of “human beans” by way of a long trumpet. Fearing exposure, the one and only BFG (“Big Friendly Giant”) kidnaps Sophie, who keeps a grip on her copy of “Nicholas Nickleby,” the better for cheap Dickensian allusion. Sadly, Sophie and the sweetly doddering BFG don’t make fast friends, but they certainly do make slow ones, eating almost half of the film’s running time in neighborly courtship that’s dull and near tensionless.

Spielberg not-so-dreamily adapts Dahl’s ‘The BFG’ 00 (Palo Alto Square, Century 16 and 20)

Sophie (Ruby Barnhill) encounters a big, friendly giant in Steven Spielberg’s “The BFG.” chill of Janusz Kaminski’s photography, the choice to make all of the giants CGI characters, and the undue weight that choice unfairly puts on Barnhill’s competent but ordinary performance. Yes, the great actor Mark Rylance (Oscar winner for Spielberg’s “Bridge of Spies”) is sort of there, all-in with vocals and part-in with facial expression and body language. But Spielberg faces the same issues

and, more crucially, the idiosyncratic diction of the BFG and his world. Some changes in the homestretch artfully dodge the implication of a Guantanamo Bay for giants, and Spielberg almost sorta kinda whips up a little magic in the cooking-up-a-dream sequence.

Also, bullies are bad and to be confronted.

A hat trick of issues plague the first hour: the deadening blue

that sunk his friend Robert Zemeckis through years of mo-cap duds: We may be a mile closer, but we’re not quite out of the Uncanny Valley yet. This time, just call it Giant Country.

A twinkly John Williams score aims to prop up the whimsy, but to no avail. It’s the story’s second movement that suddenly gooses the film to life. A trip to Buckingham Palace finds the sun rising (goodbye, blue); the preponderance of poorly animated giants in the rear view, replaced at last by three expert human actors (Penelope Wilton, Rebecca Hall, and Rafe Spall) in living action; and Barnhill kicked into a higher gear.

It’s still too little to save an exposition-driven narrative that feels more low stakes than it should and far too late. Prior to this sequence, there’s no sense that Dahl’s novel excited Spielberg’s imagination in the least. During it, we can at least feel his relief at having thermonuclear farts (sorry, “whizzpoppers”) to generate guffaws.

‘Strangers’ than fiction What is Yo-Yo Ma doing? That’s the question, regarding the internationally renowned cellist, answered

by Morgan Neville’s new documentary “The Music of Strangers: Yo-Yo Ma and the Silk Road Ensemble.” But it’s also more or less the question, with a twist, that Ma has been asking himself for the last 16 years: “Why am I doing this?”

“This” is music, which took the form of recording and touring as a headline soloist. As Ma explains, he could easily have gone on doing so ad infinitum, but the question of purpose nagged. And so, to try something different and so as

not to sit with his question alone, Ma recruited the best and brightest of his classical-musician counterparts to form a supergroup, The Silk Road Ensemble. The year was 2000, the experiment was a blast, but Ma still wasn’t sure there was an artistic imperative to continue the collaboration. And then the Twin Towers fell on 9/11..

The events of that day galvanized Ma’s reasoning — he would answer hate with the beauty of music — and there’s been no looking back for the Silk Road Ensemble, at least until Neville’s film. Comprised of musicians from China,

New doc tells the story of Yo-Yo Ma’s Silk Road Ensemble 000 (The Guild)

Cellist Yo-Yo Ma and other international artists of The Silk Road Project discuss their philosophies on music and culture.

Iran, Spain, Syria and the U.S., among other nations, the loose musical collective shines a spotlight on musical styles and instruments and performers that aren’t yet “household names” on the Western music scene. Most, of course, are famous in their respective home countries: Syrian clarinetist Kinan Azmeh; Wu Man, virtuoso on the stringed pipa of China; Iranian exile Kayhan Kalhor, who plays the bowed kamancheh; and Spanish bagpipe rockstar Cristina Pato, a.k.a. “the Jimi Hendrix of Galicia.”

Neville, who made the Gore Vidal-William F. Buckley, Jr. doc “Best of Enemies” and the singers-

in-the-shadows doc “20 Feet from Stardom,” compiles talking-heads interviews with the musicians and their admirers (like John Williams), performance footage, and rare vintage and newly filmed behind-thescenes footage of the Silk Road Ensemble in rehearsal, at play, and backstage (also some choice clips of Ma as a pint-sized prodigy).

Ma serves as a central focus here, his recommitment to music being the closest thing the film has to a narrative hook. But Neville also allows the other members of the Ensemble to share their stories, some tragic and politically charged. The most striking theme

of “The Music of Strangers” is artistic introspection, whether it be Ma fretting he could be accused of “cultural tourism” or Azmeh wondering if music even matters. Apart from their stunning performance skills, the depth of thoughtfulness each musician applies to his or her art stokes a new kind of respect for musicianship at this level. There can be bliss in the playing, and yet more so in musical dialogue, but these performers must also find the reasons to create music, whether from within or from without. California REALTORS® responding to the California Association of REALTORS® May Market Pulse Survey reported slowing market activity. Despite lagging indicators, the percentage of properties selling above asking price reached an all-time high and the number of offers per property rose.

Here are some of the survey findings: • The share of homes selling above asking price in May increased to 38 percent, the highest level since the survey began, rising from 32 percent in April. Conversely, the share of properties selling below asking price dropped to 34 percent. The remainder (27 percent) sold at asking price.

• For homes that sold above asking price, the premium paid over asking price declined for the third straight month to an average of 9.4 percent, down from April’s 9.6 percent and up from 8 percent in May 2015.

• The 34 percent of homes that sold below asking price sold for an average of 10 percent below asking price in May, down from 12 percent in April and up from 7 percent a year ago.

• Nearly seven of 10 properties for sale received multiple offers in May, indicating the market remains competitive. Sixty-five percent of properties received multiple offers in May 2015.

• The average number of offers per property increased to 3.1 in May, up from 2.9 in April and 2.8 in May 2015. The increase in the number of offers was driven

by a greater share of transactions that received three or more offers. Moreover, homes priced between $200,000- $399,000 and $750,000-$999,000 saw the greatest increases in three or more offers compared to a year ago.

• About one in four (23 percent) properties had price reductions in May, indicating sellers are pricing their homes more realistically. One-fourth of properties had price reductions in May 2015.

“The local real estate market is balancing right now and we are seeing more listings coming on to the market. With more listings available, buyers have more choices.

Sellers might have thought to list their property much higher than the last sale; instead, it seems that the better list price is right at the comparable sales prices,” explains Karen Trolan, president of the Silicon Valley Association of REALTORS®.

Thursday morning’s gathering of the Palo Alto Women’s Golf Club, in existence since Palo Alto Muni opened in 1956, felt like a mixture of nostalgia and anticipatory excitement. It was the final event scheduled before Friday’s course closure. “They have done work on it before but always had to stop,” Palo Alto’s Bonnie Miller said. “We’re happy they’re finally doing something on it. We’re excited about getting a new golf course.”

In the meantime, the Women’s Golf Club will continue to meet at Moffett Field until renovations are complete. ... Gunn golf coach Chris Redfield said his team won’t completely abandon PA Muni. “We will continue to schedule some of our practices at Palo Alto Muni, since the driving range and practice green will remain open during construction,” he said.

“For our matches and on-course practice, we will likely play some at Shoreline GC (Mountain View), Santa Teresa GC (San Jose), and possibly Coyote Creek (San Jose). Palo Alto Hills Country Club has also been very generous in extending our team a few play days in past years, and we hope to play some of our matches there.”

Redfield said Brad Lozares, the head pro at Muni, has been helpful through the entire process (plans began germinating four years ago). “He has always gone out of his way to support our team at Gunn and many other local teams,” Redfield said. “The new course should be a really nice golf course. The city of Palo Alto and Brad Lozares have always provided very reasonably priced access for the two Palo Alto high schools.”

atie Ledecky, who begins her college career at Stanford in the fall, established herself as a star Olympic swimmer and world record holder while Cardinal grad Maya DiRado produced NCAA titles and collected All-American honors.

They may never be teammates in college but after each of them won a pair of individual events during the Olympic Trials in Indianapolis earlier this week, they

no idea what to expect out of the Olympic trials. Before the meet began Sunday, she felt better prepared.

“I knew I did all the training,” DiRado said. “I knew I put together all the pieces.”

Winning the 400 helped her win the 200 as well. She could swim her own race.

“I could see where I was at,” DiRado said. “It was nice when you don’t feel anyone gaining on (continued on page 50)

Adams scores big with his first football skills camp Palo Alto grad enjoys returning home, giving back to community

avante Adams became one of the NFL’s premier wide receivers because he listened to coaches who helped turn his natural ability into something special.

The Palo Alto grad returned to his roots recently, applying the same principles he learned as a Vikings athlete to a new generation of talented players wanting to learn.

Adams hosted a football camp, on the same field where he got his start, for around 50 youths between the ages of 8 and 18.

“We came up with the idea to do it as a way to give back to the kids in the Palo Alto area, all over the Bay Area, whoever wanted to

come on out,” Adams said. “Just to give back to them is something I was looking forward to doing when I was their age. Being able to do that back in my high school, still close to where I’m actually from, it was a good opportunity.”

The camp carried a relaxed atmosphere, with Adams and other coaches and trainers leading kids through drills while a DJ played upbeat music. Being around a professional athlete seemed to serve as an inspiration for the campers in attendance.

“To see a figure that’s been in the same position they were in that made it to where they ultimately want to be, that’s the type of thing that drives them,” Adams said. “Seeing people from your

arrison Williams is among seven Stanford track and field athletes to compete at the U.S. Olympic Trials, and is clear about his motives.

“To score top three, and make the team,” Williams said. “That’s been the No. 1 goal for a while.”

He will be joined by teammates Valarie Allman (women’s discus), Olivia Baker (women’s 800 meters), Elise Cranny (women’s 1,500), Grant Fisher (men’s 5,000), Mackenzie Little (women’s javelin), and Sean McGorty (men’s 5,000), as well as incoming freshman Christina Aragon (women’s 1,500) and seven alums who have confirmed participation.

Williams, who capped his sophomore season with a schoolrecord decathlon score of 8,032 points at the NCAA championships three weeks ago, is in a unique position. It may be the last time Williams will compete at the Trials without expectations.

“It’s definitely the biggest meet of my life,” Williams said. “But there’s no pressure. I’m not supposed to make the team.”

champion Ashton Eaton was when they first broke the 8,000-point barrier. Williams set the American junior record (19 and under) last year and has broken the Stanford record four times. Williams, who this year had the highest fifth-place score in NCAA championship history, took fourth in 2015.

But perhaps Williams’ most impressive feat is setting a lifetime best in all 12 multi-events he has competed in since being coached

by Stanford’s Michael Eskind.

As he approaches his first Olympic Trials, Williams believes he’s not far off a score of 8,300-8,400. It would require consistent performances close to his personal records, probably a breakthrough in the long jump (“I’m ready for one,” he said) and a couple of lifetime bests.

But if he hits that point-plateau, or even comes close, he’ll certainly surpass the Olympic standard of 8,100 and put himself in contention for a top-three finish. The average third-place score over the past four trials decathlons, beginning in 2000, is 8,208.

“The big thing is if it’s going to come down to the 1,500,” said Williams, who ran a best of 4:27.88 at the NCAA finals. “I PR’d by two seconds at NCAAs, but I ran at a pace that would have

“If I’m running for a spot on the team, I’ll probably be running on Ashton Eaton’s shoulder. That’s a lot of motivation. I think I’ll be able to run a lot faster. I just need a reason to run.”

This will be the first time Williams will compete against Eaton and Trey Hardee, the U.S. decathletes at the London Games, though they have met before.

Williams played beach volleyball with Eaton and his wife, Canadian world runner-up heptathlete Brianne Theisen-Eaton, during a recruiting trip to Oregon. And he

met Hardee on a recruiting trip to Texas, and has been praised by Hardee on Twitter.

Hardee and Eaton also have inspired Williams.

In 2012, Williams was a 16-year-old fledgling decathlete at Memphis University School and just home from practice when he sat on his back porch with his father, with the TV tuned in to the Olympic Trials.

Williams remembers watching Eaton run a personal best in the 1,500 to complete a world-record effort of 9,039 points. Hardee placed second in the competition to earn his first Olympic berth.

“What inspired me was a little clip they showed of Trey Hardee in the gear room, getting measured and fitted for all the Olympic gear,” Williams said. “He was just in his street clothes, and the look on his face of absolute satisfaction and relief that he had accomplished his goal and was now going to the Olympics is what inspired me.

“I remember thinking, I want to be in that room one day with that feeling.”

Williams didn’t say anything to anyone, but his accomplishments and potential speak to how close he is. Q

It was the second city championship for Oaks manager Rick Farr in the past three years, his seventh as a manager in the league overall.

“Defense was the key,” said Farr, whose club finished 125. “We made one error in three games. The pitcher threw strikes. I was most impressed by our throws on the infield to first base. They were right to the first baseman.

Those were not routine plays.”

Vaughan tossed a one-hitter as the top-seeded Oaks recorded a 10-1 victory over third-seeded Ada’s Cafe at the Baylands Athletic Center on Tuesday night.

Oaks right-hander Hyunwoo Roh opened the tournament pitching a no-hitter.

Ada’s Cafe (10-8) played five games over the past week, outscoring its opponents, 32-26, over that stretch, and still needed to win to force a deciding game.

“Everything was working,” said Vaughan. “I kept the ball low, threw a lot of strikes and didn’t walk anybody. The curveball was good. I could hit every corner with my fastball.”

Vaughan did his part at the plate, as well, with two singles and four RBIs. After scoring an unearned run in the second inning, The Oaks

put up a three-spot in the third and tacked on five more runs in the fourth to put the game away.

For Ledecky, it was old hat. The owner of Olympic gold medals and world records appeared cool, calm and collected.

“It was hard to sleep getting ready for the first event; having all that excitement there,” Ledecky said. “But it’s all about racing. That’s what it’s like on the national stage. You care least about time. I had seven great competitors and friends racing. I knew it would be a dogfight.”

Her concentration on maintaining a consistent stroke, a consistent rhythm, kept her focus on the race.

“I could tell I was tightening up a little bit,” Ledecky said. “Knowing I had to get my hand to the wall got me through that. I heard the crowd and the announcer saying something. It always helps when the crowd gets into it. You what to put up a good swim, put on a show.”

Ledecky and DiRado highlighted an all-around solid effort from past, present and future Cardinal swimmers.

Eastin’s strong showing in the 200 IM puts an exclamation point on her freshman year at Stanford.

Following in the wake of DiRado, Eastin won both the 200 and 400 IMs at the NCAA championship in helping the Cardinal finish second in the nation.

“I try to take it one race at a time,” Eastin said. “I noticed when I pushed off back to breast I didn’t feel like myself. It’s an old habit, especially when I’m tired. I need to make it more fluid.”

intent was to play both sports at Fresno State. Adams’ senior season, when Paly went undefeated and captured the state championship, thanks in part to his 1,094 receiving yards and 11 touchdown receptions, changed that.

His leaping touchdown catch in the final minute of the CCS title game against Archbishop Mitty to give his team a thrilling win still lives in Paly lore.

It’s no accident that Adams made it to the big stage. Kelly, now coaching at Gunn, touted Adams’ work ethic.

“He was just a good athlete, good player, good friend, good teammate,” Kelly said. “There’s a reason why he made it to where he made it, because of all those attributes.”

Adams said he set lofty goals for himself with the full intention of reaching them. On Saturday, campers caught a glimpse of the talent and success story Adams has become.

Cleasby scored on an infield ground out by Alex Melvin, making the score 10-1.

Things started fine for Ada’s when shortstop Zander Darby recorded three straight ground outs in the bottom of the first.

Ada’s Cafe manager Ron Fried, still searching for his first city championship, was missing three starters on Tuesday for various reasons. Fried, however, gave credit where credit was due.

“Give all the credit in the world to the Oaks,” Fried said. “They got into the winners’ bracket, which is what you need to do in this tournament. Their pitcher threw strikes. We swung early in the count and helped him out with a lot of ground balls.”

Fried noted his team has played 10 games in 14 days and that it “has caught up with us.”

“It was a matter of which game the fatigue would catch up with us,” Fried said. “Unfortunately, it was this game. I’m proud of the run we had just to get here.”

Thie made the defensive play of the game, robbing Aidan Everett of extra bases with a tremendous catch in left-center field. Thie, a league-age 14-yearold, will be the main cog for the Oaks next year.

When Tony Kelly became a receivers coach for the Palo Alto High School football team in 2010, Adams was known more as a star basketball player than a football talent. Kelly saw the opposite.

“Everybody said, ‘Oh, they got this great basketball player,’ and when I got here I told all the coaches, ‘Dude, this guy could be playing on Saturday,’” Kelly said.

“I didn’t know he’d be playing on Sunday.”

Adams picked up football only after suffering a basketball injury in middle school. Now he’s in Green Bay, catching passes from two-time MVP quarterback Aaron Rodgers.

“Playing with the best, it doesn’t get better than that,” Adams said. “I didn’t play football until my junior year in high school. I branched into football when I broke my arm in middle school and decided to take time off.

Once I was able to come back, I

used all the things I learned from basketball to get into football. Everything ended up working out. I had a lot of support from my high school coaches and family.”

He’s the one supporting others these days. Jamison Mitchell, a senior at Bear Creek High in Stockton, sees Adams as an inspiration.

“It feels good being out here with someone that’s up in the next level,” said Mitchell. “I hope to get there one day. I’m out here putting in this work so I can get my name out to the colleges and see if I can get anybody to send me there.”

Mitchell said he thrived at the camp.

“All the coaches out here are telling me I’ve been doing a very good job. I love these drills,” he said. “Davante’s a really good athlete. I enjoy his stories, I love being around him. He influences me to get better and get up there to the next level.”
