The Human Needs and Resources Advisory Board
The Human Needs and Resources Advisory Board (HNRAB) is a recently reconvened Board in the Municipality of Monroeville. Comprised of seven available board positions, the HNRAB serves to provide the following: Mission: Collect and analyze data related to social problems and needs of the Municipality; Investigate sources of funding appropriate for possible solutions; Advise administrative appointee of the Municipal Manager as well as provides a quarterly report to Municipal Council during the Citizen’s Night Work Session with regard to both current needs and the allotment of funds for such programs.

Report quarterly to Council as a whole at a public meeting regarding community needs and resources Advise the administrative appointee of the Manager for human services with regard to community needs and the allotment of funds for such programs.
In the fall of 2013 the Board learned of the limited transportation options to the primary Monroeville Hospitals. The board set out to evaluate current transportation options and provide a resource guide for community advocates to build upon in expanding future transportation choices to the community. The following publication is a result of the research on this subject to be used as a tool to promote public transportation options as well as private transit choices.

Transportation options in Monroeville include: ACCESS is door-to-door, advance reservation, shared ridetransportation provided throughout Port Authority's service area, serving primarily senior citizens and persons with disabilities. Service is provided from 6:00 a.m. to midnight, seven days a week, and at such other times and places that Port Authority fixed route service is in operation. There are no restrictions on the purpose or number of trips which may be taken by riders, except that riders are required to share their vehicle with others traveling in the same direction and at the same time. CommuteInfo—The CommuteInfo program provides resources and information to assist individuals traveling to work or school and helps regional employers learn more about commuting options. Heritage Community Transportation—Is designed to connect communities and residents to employment, healthcare, retail centers, can the greater transportation network. Currently there are two fixed routes—East Pittsburgh to Monroeville (Penn Center) and McKeesport to Monroeville (UPMC East). To become a rider just fill out an application at the main office or online (www.heritageserves.org) You will then receive your rider card in the mail. Port Authority / Pat Bus - Port Authority of Allegheny County provides public transportation throughout Pittsburgh and Allegheny County , offering express and traditional bus service. Veterans Taxi—Offers American made wheelchair accessible vehicles, powered by American CNG fuel, and driven by veterans. Zip Cars -Need a car for a few hours near Pittsburgh? Zipcar is an alternative to car rental and car ownership. It's a car, but only when you need one.
Monroeville has a variety of transportation options: Pat Bus offers service on six bus routes including traditional service and express service into the City of Pittsburgh. In addition to Pat Bus, Heritage Community Transportation services the Mon Valley providing Monroeville residents with a free bus service to select locations (pre registration required) . CommuteInfo is a third organization which strives to match local riders in car pool and van pool solutions for work and school transit needs. Additional services are available thru companies such as Veterans Taxi as well as Zip Car providing additional selections to riders. As well, newly developing services by the companies of Uber and Lyft have added convenience however some restrictions apply. Heritage Community Transportation: E Pgh—East Pittsburgh Penn Center McK—McKeesport UPMC East Heritage Valley lines provide additional service to Monroeville residents at no cost providing a much needed connection to the two primary hospitals serving the area Forbes Regional and UMC East.
