A
s parents, we constantly try to instill in our children a sense of community and charity. As the parent of elementary-aged boys, I wonder how much they will take with them when they leave the nest. Will they go out into the world looking to make it a better place? Will they consider the welfare of others as much as their own? Statistics show that young adults are typically consumed with career, income, starting a family and struggling to make ends meet, leaving little time for community service. The United States Junior Chamber (Jaycees), founded in 1920 by Henry Giessenbier, has been working continuously to change this tendency with the goal of providing young people between the ages of 18 and 40 with “leadership through community service.” The group advocates giving people “the tools they need to build the bridges of success for themselves in the areas of business development, management skills, individual training, community service and international connections.” Over the years, the Jaycees have helped several impressive and notable members reach some very lofty achievements. According to the organization’s history time line, Charles Lindbergh was a member. He is most noted for his solo flight from New York to Paris in 1927, but he, along with the aid of the Jaycees, developed the U.S. Air Mail Service. Other prominent members of the U.S. Junior Chamber throughout recent history include Bill Clinton, Gerald Ford, Larry Bird and Domino’s Pizza entrepreneur Tom Monaghan. While largely devoted to community 6
service, the U.S. Junior Chamber also seeks to change the face and attitude of America in general and has raised millions of dollars and initiated numerous programs to help realize
also support and raise funds for Muscular Dystrophy, gun safety programs, antiyouth smoking programs, clean water programs, the Statue of Liberty and St. Jude’s Children’s Hospital.
A large group of Jaycee members and friends turned out for the 2008 golf tournament held at Kastle Greens Golf Club in Midland. They raised approximately $1,200 at the event. this goal. In 1923, their “Get Out the Vote” program received national endorsement and set forth to educate and register as many eligible Americans as possible to participate in choosing their nation’s leaders. It is a movement that continues to this day. Other notable accomplishments include helping to establish the National Wildlife Federation, endorsing and campaigning to adopt Alaska and Hawaii into statehood, and the national “Do Something” campaign to spark volunteerism in America. The Jaycees
The local Jaycees chapter was established in 1951 and currently has 21 active members. “I joined the Warrenton-Fauquier Jaycees primarily because of the community service,” says Anne Grove, the chapter’s current president. “That’s what really pulls at my heart-strings.” Grove has been a member since 2006 after moving to the area from Richmond where she was a Jaycees member for two years. community service projects is her favorite aspect, Grove also notes how beneficial the organization has been in helping all of its members improve their management and interpersonal skills. “You really learn to communicate and coordinate with other people. We offer a lot of opportunities for our members to work with different types of people while banding together to help others in our community.” Grove explains that members take on different roles with each meeting such as public speaking or chairing a project. They work cohesively with others, both within and outside of the group, including local government, churches and other community members. The Warrenton-Fauquier Jaycees take on various projects throughout the year, most notably the Angel Tree Christmas project. Each year, the Jaycees receive a list of applicants from Social Services, consisting of local families who need 8

assistance with providing their family necessities and gifts during the holidays. They compile a master list of families and make “ornaments” of the requested items for “Angel Trees” that are placed in local shops, churches and other willing organizations. The Jaycees also work with businesses, houses of worship, schools, organizations and individuals who volunteer to adopt a family. According to Grove, the Jaycees served nearly 1000 Fauquier County children in 2008, a record number most likely due to the current economic crisis. “We were really anticipating having less in donations and family adoptions from the community this year,” admits Grove, who adds how gratifying it was to see so many people come forward to help, even if they were struggling themselves. “This year we raised nearly $15,000 and we were crunching numbers up to the last minute to make sure it was enough. Any kids not adopted we take care of ourselves. We use the funds raised to make sure that all of the children on our list have something for Christmas,”
says Grove. One of the challenges the Jaycees faced this year was finding some of the children’s more unusual requests. “Art sets seemed to be the golden ticket item this year and they were really hard to find,” says Grove. Typically the Jaycees try to spend about $100 per child, but due to the increased size of their recipient list and the diminished number of people able to adopt families in 2008, they were only able to spend, on average, $50 per child. “Our hope is that the families that we help know that what we do for them is to complement what they can do on their own for Christmas.” Overall, it was a great success. While the Angel Tree project is by far the club’s largest undertaking in any given year, the Warrenton-Fauquier Jaycees also work at the spring and fall Gold Cup events, host a haunted hayride and barn at Cows-n-Corn at Halloween-time, assist a local 4H group with their booth at the Delaplane Jaycees Continued on Page 10 Warrenton Lifestyle

Strawberry Festival during Memorial Day weekend, organize a school supplies drive for county elementary schools and homeless shelters, and coordinate and award the Tommy D. King Scholarship to one deserving graduating senior from each of the county’s high schools. Additionally, the club has monthly board meetings, monthly membership meetings, social events, guest speakers and a Bible study group, and performs various other community services. “This year our motto is ‘Shine On’”, says Grove. “My thought process when choosing this was that one star does not offer much light, but a group of stars can illuminate the sky. This year I am challenging our members to shine on to continue our efforts to make a difference in our personal lives and in the local community. One person cannot do all of the work, but when everyone works together, we can strengthen the chapter, become stronger, and shine brighter.” The Warrenton-Fauquier Jaycees are always looking for more shining stars to join their forces. Interested community members between the ages of 18 and 40 are welcome to attend any of the club’s meetings on the third Tuesday of every month at Country Cookin’ in Warrenton. In addition to the opportunities provided within the local chapter, members’ fees also entitle them to membership in and the opportunities of the Virginia Jaycees and the national U.S. Junior Chamber. 10

Many people can lead complete and fulfilled lives with some pain, perhaps controlled by medication.” There are three reasons to consider joint replacement – when you have: • Incapacitation – you are so disabled by the pain that you are unable to enjoy a satisfactory quality of life. • Unsafe knee – your knee gives way at unexpected times creating a dangerous situation that could result in serious injury, like a broken hip. • Sleep deprivation –you are so uncomfortable that you don’t sleep; sleep deprivation is a serious health concern that should be addressed. Dr. Snyder regularly discusses everything you need to know about joint replacement in his free lectures at Fauquier Hospital. The next lecture will be at 6 p.m. on Thursdays, January 15 and March 19. The sessions are held in the hospital tower Sycamore rooms at Fauquier Hospital.

Digital mammograms – a life-saving technology Fauquier Health now offers digital mammography. Obtain an order from your doctor and call (540) 316-5800 to make an appointment. Women who turn age 40 in 2009 receive a free mammogram. According to the National Cancer Institute, mammograms are the best breast cancer detection tool we have, and women ages 40 and older should have a mammogram at least every two years. (Some women may need to have mammograms annually, depending on risk factors.) Until recently, all mammogram images were taken on film. But for some women, newer technology is needed. Digital mammograms are also X-rays, but they are processed, viewed and stored electronically on a computer. Beginning in February, Fauquier Health will offer digital instead of film-based mammograms. The new technology was expensive — $500,000 for each of two units – but Fauquier Health CEO and President Rodger Baker said, “It was important to us to offer the best tools possible for detecting breast cancer. This technology will save lives.” Fauquier Health’s fundraising arm, the Fauquier Health Foundation, raised more than $96,000 for the system; $50,000 of that came from the Cherry Blossom Breast Cancer Fund at the Northern Piedmont Community Foundation. Pamela M. Phillips, M.D., of Virginia Radiology Associates, said, “The radiologists are very excited to have digital mammography available to our patients at Fauquier Hospital. Digital mammography has been shown to surpass filmbased mammography in detection of cancer in three kinds of women – women with dense breast tissue, premenopausal and perimenopausal women, and women under age 50.” Advantages of digital mammograms: • On a film mammogram, both glandular tissue and cancerous growths appear similarly light-colored, making it difficult to detect abnormalities. Digital mammograms can be adjusted for greater contrast than traditional film, enabling radiologists to interpret images of dense tissue more accurately. • Digital images offer additional advantages. Processing time is less than a minute, so women wait for less time in the mammography room while the technologist ensures that high-quality images were taken. • Radiologists can easily retrieve archived digital images for comparison to new images. Digital images can also be electronically transmitted to specialists in other offices for consultations. February 2009

Aging Together in Fauquier County: On the Road By Kathy Campbell
M
y Dad says he’s been driving for 70 years so he certainly knows what he is doing. He served in WWII. He saved and sacrificed for his family. He is a kind, well-meaning, honest and sincere man. He believes he has the right to drive. Wisdom and experience do come with age, but when it comes to driving in 2009, “practice makes perfect” really doesn’t apply. In many ways, statistics suggest that older adults are safe drivers, with high safety belt usage and few citations for speeding, reckless driving or alcohol-related charges. On the other hand, after age 75, the risk of being involved in a collision increases for every mile driven. The rate of fatalities increases slightly after age 65 and significantly after age 75. Accident risk may also increase due to medical conditions, hearing and vision loss, medications and changes in range of motion, strength and endurance. My grandfather, still driving well into his eighties, once took so long to make the turn onto a rural road that an approaching semi-truck did not have enough time to stop. Fortunately, my grandfather was not hurt and the truck driver was spared the torment of having killed or injured someone. How can you tell if there might be a problem? The American Association of Retired Persons (AARP) offers the following warning signs that someone should limit or stop driving: • Feeling uncomfortable and nervous or fearful while driving • Dents and scrapes on the car or on fences, mailboxes, garage doors, curbs etc. • Difficulty staying in the lane of travel • Getting lost • Trouble paying attention to signals, road signs and pavement markings 16
• Slower response to unexpected situations • Medical conditions or medications that may affect the ability to handle a car safely • Frequent “close calls” (i.e. almost crashing) • Difficulty judging gaps in traffic at intersections and on highway entrance/exit ramps • Other drivers honking at you and instances when you are angry at other drivers • Friends or relatives not wanting to ride with you • Difficulty seeing the sides of the road when looking straight ahead • Easily distracted or having a hard time concentrating while driving • Having a hard time turning around to check over your shoulder while backing up or changing lanes • Frequent traffic tickets or “warnings” by traffic or law enforcement officers AARP also offers adult children tips on how to have respectful conversations with their parents or other loved ones on determining when it’s time to stop driving. If you need additional help, you can contact the Virginia Department of Motor Vehicles (DMV) to report that a particular individual may be an incompetent driver. DMV will send an anonymous letter requesting a vision and physician’s exam to prove fitness to drive a motor vehicle in the state of Virginia. If you are an older adult, take an honest look at your driving in light of the warning signs mentioned above. Talk to your doctor about your medications and have your vision checked. Use all your years of experience for as long as you can safely drive, and use your best judgment to know when it is time to stop driving. You can even order a handbook to help you assess your driving skills. In addition, the following resources are available for Fauquier County residents who do not drive: Virginia Regional Transit (VRT) provides Circuit Rider, Warrenton’s Public Transit Shuttle. It runs Monday through Friday 7:30 AM - 5:30 PM and Saturdays 9:30 AM - 5:30 PM. The cost is only 50 cents per ride. VRT’s regional office number is 540‑338‑1610 or Toll Free 1‑877‑777‑2708. 18
VRT also offers a Demand-Response Service, curb-to-curb service within Fauquier County to compliment the Warrenton fixed route. Rides are available on a first-come, first-served basis. Reservations may be made up to
a week in advance and must be made 24 hours in advance. The cost is only $1.00 per ride. For reservations, call 540‑341‑3464. VolTran (Volunteer Transportation) program, which requires 48 hours
advanced notice, has volunteers who transport seniors to medical and therapy appointments. This service is available to older adults who do not have any other means of transportation. A wheelchair van is available for use by VolTran drivers one week a month (1st through 6th). Call 540-3511076 for more information. In this car-oriented culture, it’s undoubtedly an adjustment to give up driving. But if the facts tell you it’s time to stop driving, please do so. You have other options. A Sunny Day to Chase the Blues Away By Dr. Robert B. Iadeluca nvisible in the sense that we hardly ever think about it, yet completely visible as it flows about us, light affects almost every aspect of our lives. Pouring down from the sun at the rate of 186,282 miles a second, it reaches us in a mere eight minutes. The sun delivers more energy to the earth in an hour than humanity uses in a year, delivered in the form of electromagnetic radiation which includes radio waves, x-rays, ultraviolet light, infrared radiation, and that very small part of the spectrum which we can see and which we call light. Comparatively minute though this small portion may be, it is a flow of energy which unites in various ways almost every living organism, both plants and animals. Some animals and insects such as bats, owls, and cockroaches shun lit areas while others take advantage of the light. Through a process called photosynthesis, plants use the energy from sunlight to produce sugar, the fuel used by all living things. Without light, stems may be pale and leaves underdeveloped. Humans are also susceptible to light or the lack thereof. Our bodies have a distinct 24-hour cycle known as the circadian rhythm. This is determined, as might have been guessed, by the movement of the sun. Some people are severely affected by changes in the amount of light delivered. The shorter days during the winter months can trigger feelings of depression, commonly known as the “winter blues.” Emotions often felt by those who are especially

vulnerable are lethargy, fatigue, hopelessness, anxiety, appetite changes, social withdrawal, oversleeping, weight gain, difficulty concentrating, and loss of interest in activities ordinarily enjoyed. A more severe symptom might be thoughts of suicide. Our pineal gland, an endocrine gland located deep in the brain, produces melatonin, a sleep-producing hormone. An increased production may be an additional factor. Also a possibility is genetic predisposition such reactions may run in families. One fifth of our population is affected by what Clinical Psychologists call Seasonal Affective Disorder (SAD). Among those most vulnerable are frequent travelers, adolescents, the elderly and shift workers. The general population, especially those living in the North where darkness falls earlier and where the weather forces one to remain inside, may find themselves suffering from “cabin fever.” They may feel down for days and can’t seem to get motivated. Some may turn to alcohol for comfort or relaxation. Also vulnerable in a society which has become less rural are the high percentage of us who work indoors, particularly those in dimly-lit offices. We lack the bright light that is so essential to our well-being. Light intensity is measured by a unit called “lux.” Outdoor light levels on a sunny Spring day range from 2,000 to 50,000 lux. Bright light is usually meant to be 10,000 lux. Indoor light levels usually range from 100 to 700 lux.
What is the solution to this common problem? For those with the money and the time, moving to the South or taking an extended vacation in a sunny climate is the answer. But for the majority of us, artificial bright light can put the fun and excitement back into winter. White fluorescent based units which ordinarily furnish approximately 10,000 lux have been proven safe and effective. These can exist in the form of ceiling fixtures, desk lamps or floor lamps. One can purchase light boxes that will light up any room and create diffuse light for reading, eating, or watching TV. Also for purchase are “sunrise alarm clocks” which gently awaken the sleeper to a simulated sunrise, thereby helping to start the day in a better mood. Prevention is the key word. When buying household bulbs at the store, check not only the wattage but the lux. Install bright lights where employees need to stay alert. By far, however, the best light therapy source is the sun. Daily outdoor walks, even if it is cloudy, not only build muscles but make for a happier day.

By Tony Tedeschi hile there is a general tightening of belts across our area, some businesses are staying busy and some communities are faring much better than others. During this, the fourth major recession of my business career, I offer the business lessons I have learned from previous economic downturns. Most of these lessons translate to our personal lives as well.

Here are ten suggestions to help your organization and family thrive in 2009 and beyond: 1. Use experts and plan early – Although it is tempting, now is not the time to go-it-alone. Call upon your vendors and financial experts for their recommendations. They can help you get the most out of your budget if you involve them early. Seeking advice now should result in a bigger return on your investments or your business. We are in a cycle, albeit a bad one, but plan for the upturn now. 2. Modify and adapt – Focus on the key attributes that are important to your organization, brand or customers, and modify all the rest to build long-term value (versus short-term profit). The same goes for your family—it’s time to put fundamental needs first. 3. Learn from history – This is the fourth recession during my working career. Some of the best and most profitable times for my companies have been in the months leading out of a recession. Why? Because 26
we never stopped advertising or marketing. I learned this from my dad thirty years ago and it has worked during and after every downturn since. The other major lesson I’ve learned is to pay cash for as much as possible. You are less likely to overspend if you put the credit cards away and use real dollars.

Discussing what you are an expert at is far easier than supporting claims on a new product or service and it is probably the most profitable part of your business. When a need arises, shoppers should look to those local firms that have demonstrated their expertise with a particular product or field.
4. Eliminate waste – In your business, there are probably dozens of areas where waste is readily apparent. Vendors are willing to help your company save money by reviewing the products and services you purchase and offering more suitable solutions to your current needs. At home, monitor and evaluate your monthly spending habits including impulse buying and wasteful trips.
7. Be consistent – If you started a promotion that needs time, don’t quit. Modify future efforts or scale back somewhat but keep consistent and on schedule. Homeowners should set a schedule for nights out and stick to your grocery lists and the family budget.
5. Stay visible – Businesses’ competitors are cutting back so even small marketing efforts can have a greater impact in the current business climate. The advertising pie is a bit smaller so your slice will be significantly larger today for the same dollars as yesterday. Budgets may be streamlined but sustained spending in advertising and marketing all but ensures that your business will be part of the eventual economic recovery. And as the markets recover, your firm will be first on the minds of consumers because you are actively seeking their hard earned dollars in a positive way.
8. Brainstorm new ideas – Brainstorming is relatively cheap and sometimes fun. You get a chance to think outside the box, take ideas and test/debate/ challenge them. Think of yourself as Dr. House with a team of smart “doctors” helping you diagnose a new campaign. It can be quite a confidence-boosting experience. Historic Old Town Warrenton Happenings Happy Valentine’s Day! As you shop for this holiday, have you ever once wondered who started this tradition of Saint Valentine’s Day that sent you scurrying to find the perfect expression of your love for that special person? It seems the day of hearts is somewhat shrouded in mystery. There are various myths and beliefs that Valentine was a Saint. However, it cannot be accurately attributed to one man. Three of the many myths are all good candidates for the celebration’s beginnings. One myth says Valentine was believed to have been martyred for performing secret marriages for young lovers during a time when young soldiers were to stay single. Another legend is that Valentine was killed for helping Christians escape the harsh Roman prisons. Yet another Valentine was in prison, fell in love with the jailer’s daughter and before his death, wrote a letter to the girl and signed it “From your Valentine.” According to some, February 14 was the day of Valentine’s death in 270 A D. Others maintain that ancient Rome used the day as the beginning of spring. Others, who possibly misinterpreted a poem by Geoffrey Chaucer, claim it as the first association of Valentine’s Day with romantic love in the 1382 Great Britain and France began celebrating Valentine’s Day in the seventeenth century, and it was a fairly common practice by the eighteenth century to exchange small tokens of affection with friends and lovers. By 1847 the practice of celebrating the day had spread to America. Esther Howland was successful in establishing a business of producing Valentine cards in her Worcester, MA home. Thus began the commercialization of holidays in the United States. Today, the U.S. Greeting Card Association estimates that approximately one billion valentines are sent each year world wide. It is second only to Christmas, and 85% are purchased by women. Now that you know the history, it is up to you to do the rest. By Dave Couk hile recently discussing the current state of the financial markets and U.S. economy with a close friend, I was strongly urged to draw on my twenty-three years of experience in writing an article detailing what I believe to be the most important tenets that my clients (and other investors) should know about investing. Having written dozens of articles over the years, I’ve usually tried to highlight specific timely topics. Given the current challenges before us, this may possibly be the best time ever to share my insight from working with hundreds of clients, observing hundreds of other advisors work with their clients, studying, researching, writing, and having hands on experience in the day to day practice of investing money. It was recommended that I distill my thoughts down to only what I know to be the essence of investing success; in other words, principles and practices that anyone can use as an outstanding foundation for the rest of their lives. I believe that the single greatest secret to investing is “understanding that there is no secret”. That’s the bad news — there is no silver bullet, no magic formula, or infallible quantitative program that always works. But there are principles and practices that have worked extremely well over the long term.

Later studies by William Sharpe and Ibbotson & Kaplan proved that percentage to be closer to 100%. In short, the fundamental premise of asset allocation is the notion that since different asset classes (& styles) offer returns that are not perfectly correlated, having exposure to a variety of them increases the likelihood of something

doing well enough at any given time to offset those that are not. A good analogy is the observation in nature that different crops have different harvest times. Some crops reach their peak in late spring, while others mature in the fall. It should also be noted that geographic location plays a role in harvest times, and so

Asset Allocation: It is appropriate to start with asset allocation since no other practice has more influence on future returns. Asset allocation is the dominant factor in determining portfolio returns; greater in fact, than all other factors combined! The 1990 Nobel Prize 30
too is geographic location a factor with investments. A simplified asset allocation model would include U.S. stocks, nonU.S. stocks, bonds, real estate, and cash. Further diversification can be obtained through size: large, medium, & small stocks, as well as by style: growth, value, & blend. Foreign currencies, commodities, & collectibles are often considered as well, but some may deem them as unnecessary. As you spend time assessing your investments and/or trying to learn more about investing in general, be sure to spend the majority of your time on asset allocation. Diversification: The first cousin of asset allocation, diversification is defined in the dictionary as simply the process or act of diversifying. A good visual analogy of how diversification works is to picture how easy it is to break a pencil in half with ones bare hands, but how difficult (if not impossible) it is to break 50 pencils in a bundle. While spreading money across various asset classes may be classified as asset allocation, it is also a form of diversification. More often however, diversification in investing is meant to describe owning many stocks (or other securities) as opposed to just one or two. In short, diversification is the process of avoiding overexposure to any one security (i.e., stock, bond, etc.). Part of successful long term investing is simply avoiding catastrophes that can ruin an otherwise well thought out plan. Diversification facilitates that avoidance. Pay heed to its importance. of such activity, weeds can overtake even the best gardens. And so it is with a well allocated portfolio. Some assets outperform for extended periods (i.e. large growth stocks in the late 90’s), while others underperform for extended periods (international stocks in the early 90’s). Therefore, annual reassessment and rebalancing of asset allocations is critical. When asset classes outperform for extended periods of time, they become larger percentages of the overall model than originally intended. When over-weighted asset classes then fall out of favor (as all eventually do), the result is typically an above average decline. While it may be disappointing to underperform during an up cycle, it is far more damaging to underperform in a down cycle. Rebalancing can help minimize that damage.

Faith: It’s tough (if not impossible) to be a successful investor without confidence in the future. Believing that things will continue to improve, that advances in science and technology will continue, and that societies around the globe will enjoy higher standards of living is critical to long-term investing. Life expectancies in this country have increased nearly thirty years since 1900. Since 1992, the entirety of U.S.-China trade has increased from $33 billion to $400 billion, and U.S. GDP has more than doubled. Today’s total output from the U.S., Japan, & Germany alone is the equivalent of the world’s total output in 1992. We now have more technology in our cell phone than the NASA mainframe computer that guided the Apollo 13 space ship in 1970. If you don’t believe in the future…why get out of bed?
Patience: In this fast food, “I want it now” culture, this is a real challenge. 24/7 news coverage creates feelings of a constant need for change, and delayed gratification seems to be a thing of the past. When my kids & I planted a baby willow tree in the back yard several years 32
ago, we didn’t dig it up every couple of months to see how the root system was coming along. A certain amount of both faith and patience is required; faith that the tree knows how to get the nutrients and water from the soil, and patience to let that process play out. A well allocated and diversified portfolio needs to be given a chance to work as well, and this doesn’t happen in a matter of months. Discipline: Few successes in life come without the presence of discipline. It’s impossible to improve one’s fitness, write a book, lose weight, etc., without some discipline. Successful investing also requires discipline, and sticking to even a great plan in times of uncertainty can be a huge challenge. The discipline of carrying out the aforementioned practices is the very discipline that you should aspire to. Conclusion: Although faced with tremendous challenges, our nation will move forward and the process will push through to the other side just as it always has done. As with all chaos, there is also opportunity. Since bad news makes good copy, financial journalists will continue to focus on the negatives even after things have actually stopped getting worse. This will undoubtedly cause most investors to miss the bottoming of the financial markets, as good news seldom comes until well after the financial markets have resumed their inevitable upward bias. The business cycle has not been repealed, and neither has capitalism.
The human spirit will endeavor to lean towards entrepreneurialism, and to that end, advances in most sectors of the world’s economy will continue to be made. We are seeing unprecedented coordinated interest rate cuts around the globe, and the net positive effects of those cuts will eventually become visible. While the future is unknowable, and following the above mentioned principles and practices won’t guarantee outsized returns, following them will most certainly increase the odds of a more favorable outcome.
