We brainstormed with longtime consultant, Sid Chadwick, to put together an even better publication this year. Fauquier County welcomes the

Science Fair The Next Chapter for Schools begins by Vineeta Ribeiro

Call it revenge. Which parent, who as a child of the seventies and eighties, doesn’t remember that dreaded science fair project? Just the three words, put together, were enough to send chills down the spines of students and parents alike. Now, Parents and Cronies, it is time for sweet revenge: The Science Fair, for middle and high school students, is back! Actually, for Fauquier County, we should say that the Science Fair has finally arrived. Survivors of “Science Fairs Past” may recall the perennial “projects” which were actually textbook demos that showed up at every elementary school fair: the baking soda and vinegarfueled volcano model or the balloons inflated over the mouths of soda bottles containing hot or cold water or the Xing Zhang, a senior from Kettle Run High School who attends Mountain Vista Governor’s School, conducts an experiment testing the efficiency of different types of mosquito nets. The experiment was inspired in an effort to find an alternative to insecticide-treated nets which may have long-lasting harmful effects. Such nets are currently used in areas of sub Saharan Africa to combat malaria. 8

infamous bifurcated celery stalk fed on either red or blue dye. No more. As the level of projects has grown more sophisticated over the years, so have the prizes. This year, the Fauquier County Regional Science & Engineering Fair (FCRegionalSEF) will hand out $3,000 in prizes at the high school level, and nearly half that at the middle school level. For literally decades, neighboring counties such as the more populous Prince William, or tech-trendy Fairfax and Loudoun have held science fairs, showcasing what their students can do with what they know. This year, students of Fauquier County in all forms of schooling – public, private, and homeschooling, will be able to join the cerebral fray. Statewide, there are

eleven other regional science fairs or science and engineering fairs: Metro Richmond, Fairfax County Regional, Western Virginia Regional, Central Virginia Regional, Prince WilliamManassas Regional, Shenandoah Valley Regional, Virginia Piedmont Regional, Blue Ridge Highlands Regional, Loudoun County, Northern Virginia, and Tidewater. Each of these fairs sends its high school level winners to the Virginia State Science and Engineering Fair. This year, Fauquier County will proudly join her friends and neighbors as the “dozenth” entrant in this statewide science competition for high school students. As if that weren’t enough, the FCRegionalSEF recently learned that it has won the right to affiliate with the Intel International Science and Engineering Fair (ISEF), the most prestigious science fair competition for high school students in the world. One high school project from Fauquier County and its winning student (or students, for group projects of 2-3 students) will be sent to Los Angeles, California on an all-expenses paid trip to attend the international science fair from May 11 – 16th. Annually, approximately 1,600 students from 70 countries and territories compete for four million dollars in prizes. Run by the Society for Science and the Public, this premier international fair began somewhat humbly in 1950 as the “National Science Fair” in Philadelphia with just 30 projects sent from 13 affiliated fairs. Eight years later, it acquired its Warrenton Lifestyle

international flavor when Germany, Japan, and Canada came aboard. At the 2013 Intel ISEF held in Phoenix, AZ there were 1,581 finalists derived from 436 affiliated fairs worldwide. Typically, a regional science fair must prove itself as established and sustainable by running for one year before applying for affiliation with Intel ISEF. However, the FCRegionalSEF appealed this requirement and was granted a waiver based on its submission of documentation showing the fair’s infrastructure, funding, geographical coverage, and the composition of its Scientific Review Committee, which is charged with oversight of projects that might involve humans, vertebrates, pathogens, or anything that might involve controlled substances or be considered hazardous. The Scientific Review Committee, crucial to ensuring that safe and ethical guidelines are followed for all projects entered in fairs affiliated with Intel ISEF, is chaired by Dr. Robert Fryman (Ph.D.), a forensic anthropologist, published author, former university professor, and science teacher new to FCPS. The SRC has two practicing biomedical scientists: Dr. Joseph David (M.D.) of Piedmont Internal Medicine who is an active community member and volunteer and Dr. Talib Ali (D.M.D.) of Neibauer Dental Care. The group is rounded out by Linda Suter, a resident of Delaplane who is a retired engineer and very active in the community and in STEM education initiatives for girls. A key factor in bringing the science fair “to life” was the assistance of Dr. Jason Calhoun, Director of the Prince William-Manassas Regional Science Fair, which has been in operation since the 1970’s. As supervisor of Science and Family Life Education for Prince William County Public Schools, Dr. Calhoun coordinated with his counterpart in Fauquier County, Pam Pulver, Instructional Supervisor for Science, Health & PE and graciously agreed to share all of their science fair documents for adaptation and use by the FCRegionalSEF. With the apt administrative assistance of Lorrie B. Freeman at the School Board Office, these documents have been professionally compiled into a single Science Fair Binder which is available to all school sponsors of local science fairs. January 2014

The guard allows for flexion but prevents harmful extension movements. With a unique series on trapezoids placed on ulnar side of the forearm, the guard allows for some movement and provides more protection than other standard designs. The wrist guard was compared to guards already on the market in forward and backward fall simulations.

The FCRegionalSEF will be held on Saturday, March 22nd from 9 am – 2 pm in Warrenton at the Stoneridge Events Center, which has generously donated the use of its facilities. Open to middle and high school students (grades 6 – 12), the Fair promises to be an event in which private, public, and homeschool students can network and showcase their skills to judges who are themselves scientists, academicians and industry professionals. Students qualify to enter this regional fair by winning one of the top three prizes at their school’s (or homeschool group’s) local science fair. These fairs must first register via the Regional website, www. FauquierScienceFair.com because of the strict protocol forms required of Intel ISEF affiliated fairs. Three to five top high school projects and the student scientists will go on to compete with students throughout the Commonwealth at Virginia Military Institute on March 28th/29th. In May, one high school project from the FCRegionalSEF will travel to Los Angeles to compete at Intel ISEF.

In tight economic times, one might wonder about the source of funds to fuel such “affairs” that feature large cash prizes and all-expenses-paid trips. The FCRegionalSEF was born of a unique partnership of Fauquier County Public Schools with industry, community supporters, and other school systems, including area private schools and home school groups. FCPS Superintendent Dr. David Jeck has reiterated his interest in providing students with opportunities in the STEM (science, technology, engineering and mathematics) disciplines “…because five years from now that is where the jobs are going to be. There will be more than eight million new STEM jobs in the United States by 2018. There are currently three million STEM jobs in the United States that are unfilled because there aren’t enough qualified applicants…If we don’t focus on that and make it our priority…then I think we’re not being responsible.” Accordingly, Dr. Sandra Mitchell, Associate Superintendent for Instruction, allocated stipends for teachers at each of FCPS’ middle and high schools to sponsor a science fair within the school so that its winners may proceed to the county’s regional fair. science fair continued on page 10 9

In September, Learning Tree International, Inc. pledged $25,000 via the newly formed Sharp Science Students Foundation, a nonprofit to encourage students in science. The grant to support the FCRegionalSEF covers the first two years of the science fair’s operation. Dr. David Collins, CEO of the multinational company based in Reston, stated that he was “pleased to partner with [the County’s Science Fair Coordinator, Vineeta Ribeiro] and Fauquier County Public Schools to support this educational venture.” Dr. Collins hopes the “… grant will help, in part, to ensure the successful creation of a top-notch Fauquier County Science Fair for the next two years, and that the funds … will be used to stimulate interest in Math, Science, Engineering, and Technology (STEM) subjects among the County’s students.” In addition to promoting teamwork among educators throughout Fauquier County, Dr. Collins wanted to provide students with “An Adventure in Scientific Learning” and hoped to “have a positive impact on their ongoing and future education, and longer term, on their contributions to our society.” With news of the funding, the preparations for the Science Fair picked up pace, with FCPS middle and high school principals naming the teacher charged with coordinating the science fair at their schools. Invitations were then made to local private schools and homeschool groups, with Highland School joining immediately. Although teachers may choose to require a science project in their classrooms, participation in science fairs is to be completely voluntary. Students are, of course, encouraged to participate, especially those involved in

Not only do science fairs motivate students to pursue STEM fields, they also provide a forum for students to showcase their research findings or their engineering skills. Many students cite the chance to dialogue with professionals and industry experts who come in to judge student work as their most gratifying experience. In addition, they find it invigorating to engage with likeminded peers from various schools. As an added bonus, science fairs provide students an opportunity to be recognized for the time and energy they invest in their projects. Numerous community supporters have also agreed to assist by offering prizes, services, or steep discounts: Stoneridge Events Center, Piedmont Press and Graphics, Discovery Publications, Covert Café in Vint Hill, and Grioli’s Italian Bistro and Pizzeria in Bealeton.

Active in many facets of the community, Linda Suter also annually offers a scholarship to a promising female student from Fauquier County to attend a summer engineering camp at her alma mater, Widener University. All of these efforts exemplify our community at its best: coming together for the good of our children, regardless of their mode of education. While in the past, friends and neighbors in a locality might have joined forces and worked together to raise a barn, our modern day community is coming together to help raise the bar for our children and to help them rise to the challenges and needs of the era in which they will live and thrive.

Part I: What Kind of Government is Warrenton? The Town of Warrenton Ward Boundaries.

Warrenton, an incorporated town, will hold three regularly scheduled elections then for mayor, currently held by George Fitch, and the two at-large councilman seats, held by David Norden and Roger Martella, respectfully, with the five ward seats up for re-election in two years. For sure, come June, there will be a new mayor running Warrenton thanks to the news that incumbent mayor, George Fitch, won’t seek re-election. Regardless of who is running, Warrenton Lifestyle Magazine is interested in increasing voter turnout for future elections, and one way we feel we can help do that is to educate residents about how Warrenton government works. We’ll do this in a five-part series of articles about what it means to live in Warrenton, the major issues facing its residents, how to vote and where, and other topics to educate and motivate residents to vote. Part I begins by helping everyone understand what exactly Warrenton is so that residents not only understand how their government works, but sees the value in participating in upcoming elections.

Heritage began by telling us how the Town of Warrenton falls into place. “Virginia has 95 counties, covering all of the territory not within the independent cities,” said Heritage. “Under Virginia law, counties are an arm of the state. Incorporated towns are municipalities that are within counties.” The Town of Warrenton itself was incorporated on Jan. 5, 1810, and named after American Revolution war hero Joseph Warren. Heritage said local government is divided between the town and the county. “A town can be formed from any area with a defined boundary having a population of 1,000 or more. The method for forming towns is the same as for cities, petitioning the state Legislature to grant a charter. As of 2012, there are 190 incorporated towns in Virginia.” Some may wonder if Warrenton could and should become a city instead of a town and Robinson fielded that question for Warrenton Lifestyle Magazine. “We can become a city but there really isn’t a good reason to do that for a community our size,” said Robinson. “It would mean a new school system and a duplication of that bureaucracy. So there really aren’t any advantages.” Heritage continued to explain Warrenton’s structure as compared to the county. “Municipal townships generally have a charter. The charter is a form of contract, and the municipality has no power to do any act outside of its charter. This limitation is pursuant to Dillon’s Rule, which is observed in Virginia,” she said. The Dillion Rule according to the National League of Cities (NLC) allows a state legislature to control local government structure, methods of financing its activities, its procedures and the authority to understake functions. NLC quoted the history of the Dillion Rule as being derived from the two court decisions issued by Judge John F. Dillon of Iowa in 1868. NLC said the Dillion Rule affirms the previously held, narrow interpretation of a local government’s authority, in which a sub-state government may engage in an activity only if it is specifically sanctioned by the state government. The legality of the Dillion Rule has been argued according to NLC, which wrote that Judge Thomas Cooley of the Michigan Supreme Court challenged the Dillon’s Rule in 1871, with the ruling that municipalities possess some inherent rights of local self-government. NLC said courts in Indiana, Iowa, Kentucky and Texas followed Cooley’s Rule for a short time until the U.S. Supreme Court upheld Dillon’s Rule in 1903 and again in 1923. elections continued on page 14 January 2014

elections continued from page 13 NLC listed 39 states which employ Dillon’s Rule to all municipalities: Arizona, Arkansas, Connecticut, Delaware, Georgia, Hawaii, Idaho, Kentucky, Maine, Maryland, Michigan, Minnesota, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New York, North Carolina, North Dakota, Oklahoma, Pennsylvania, Rhode Island, South Dakota, Texas, Vermont, Virginia, West Virginia, Washington, Wisconsin and Wyoming. In contrast, Heritage said Fauquier County operates under a board of supervisors/county administrator model. “Each member of the board of supervisors is elected from a specific magisterial district. The board of supervisors has the authority to appoint a county administrator, who acts at the will of the board. The Town of Warrenton has a mayor/council form of government and appoints a town manager as its chief administrative officer,” she said. The Town of Warrenton’s current Town Manager is Ken Mclawhon, and the Town of Warrenton has seven councilmen with five seats designated by wards assigned geographically throughout Warrenton and two atlarge seats. Councilmen elect the vice-mayor position, and the current vice mayor of the Town of Warrenton is at-large councilman, David Norden. Warrenton has what is known as a mixed system of government because it has both at-large councilman seats and councilman seats designated by wards. According to NLC, 21 percent of municipalities combine these two methods by electing some council members at large and some from districts. There are advantages and disadvantages to an at-large or ward-only government structured government, which helps explain why the Town of Warrenton chose to go with a mixed system style of governing. AT LARGE: According to NLC, all at-large members are elected to serve the same constituency, which is the population of the city as a whole. At-large election proponents favor having council members elected by the entire city because: • Council members in an at-large system can be more impartial, rise above the limited perspective of a single district and concern themselves with the problems of the whole community. • Vote trading between councilmembers is minimized. • Better-qualified individuals are elected to the council because the candidate pool is larger. 14

NLC is quick to point out however that at-large elections can weaken the representation of particular groups, especially if the group does not have a citywide base of operations or is an ethnic or racial group concentrated in a specific ward. According to NLC, nearly two-thirds (64 percent) of all municipalities use at-large elections in some way. NLC said at-large elections tend to be more popular in small cities and more affluent areas. District (Ward): NLC said these elections select a single council member from a corresponding geographical section of the city, called a district or ward. NLC said district election proponents favor having council members elected to represent individual wards because: •

District elections give all legitimate groups, especially those with a geographic base, a better chance of being represented on the city council, especially minority groups. Several court decisions have forced jurisdictions to switch from atlarge elections to district elections, and in most cases the reason was to allow more representation by specific ethnic and racial groups (see: Springfield, IL, 1987 and Dallas, TX, 1990; see also amendments by the U.S. Congress to the Voting Rights Act, 1982). • District councilmembers are more sensitive to the small but important problems of their constituents, like waste disposal. • District elections may improve citizen participation because councilmen who represent a specific district may be more responsive to their constituency.

According to NLC, councils elected by district elections only may experience more infighting and be less likely to prioritize the good of the city over the good of their district. NLC said only 14 percent of all municipalities use district elections. Cities with populations of 200,000 or more are more likely to use district elections. In addition to a different structure of government, Heritage explained that towns have traditionally provided greater municipal services than counties—such as sidewalks, trash collection, etc. “Under the Virginia Code, therefore, they have broader taxing authority than counties,” said Heritage. Does it even matter who is in the Warrenton government if the municipality has to abide by county laws anyway? First and foremost, according to Heritage, Fauquier County laws do not apply to the Town of Warrenton. “No, County laws do not apply to Warrenton, which has its own municipal code for zoning, etc.,” said Heritage. “The Code of Virginia permits towns to adopt their own municipal codes. With regard to crime, the Virginia Criminal Code applies to both the county and the town with regard to serious crimes, which are prosecuted by the Commonwealth’s Attorney. The town has its own ordinances and its own prosecutor for traffic and misdemeanor cases.” “Yes, most certainly,” said Heritage referencing the importance of the individuals within Warrenton Town Government. “The town has the authority to enact its own ordinances—which could have a significant impact on the county if there were not collaboration between the two entities. Say, for example, the Town decided to zone in a way that had a major impact on or overwhelmed schools or public safety services? What if the Town decided to build buildings taller than the County’s current fire and rescue apparatus could handle?” Despite the differences in jurisdictions, Heritage said what happens in Warrenton elections absolutely impacts Fauquier County.

It is critical that the town and county work together in order to meet their shared needs and provide the most efficient and cost effective services to the taxpayers. The town and county have a liaison committee which meets just for this purpose. Elections in the town would be of particular significance to the Center District Supervisor (Chris Granger)—as the town falls within his magisterial district.” Heritage’s point is what happens in Warrenton matters, not just to the residents of Warrenton but also to everyone in Fauquier County. Who runs Warrenton, and how decisions in governing are made, matter just as much for the residents of Warrenton as they do for the residents of Fauquier County so the first and best way to have a say-so in how Warrenton is run is by casting a vote at the next election scheduled for May 6, 2014. To be eligible to vote in Virginia, according to the State Board of Elections a person must: • Be a resident of Virginia (A person who has come to Virginia for temporary purposes and intends to return to another state is not considered a resident for voting purposes) • Be a U. S. Highland School’s Unique Heritage

Independent school was originally the Warrenton Branch of the Calvert School

Artist’s rendering of the original Calvert (later Highland) school building on U.S. 17, which was completed in time for the 1957-58 school year.

Over the years, a number of independent schools have existed in Fauquier County, starting with Hezekiah Balch’s Warren Academy, established in Warrenton in 1777. Highland School, located on a 42acre campus on U.S. 17 at the northern entrance to Warrenton, was founded in 1928 as the Warrenton Branch of the Calvert School, with nine elementary school students. Eighty-five years later, Highland has an enrollment of 489 students in grades Pre-K through 12, and a teaching staff of 70. In addition to its core mission of providing its students with a broad education and opportunities for personal development, Highland has played a significant role in forming the character and traditions of our area. Many of Fauquier County’s oldest and best-known families have sent their children to Calvert, then Highland, with graduates from three successive generations not uncommon. The Warrenton Branch of the Calvert School was started by Miss Dorothy Vernon Montgomery (19092004) and Miss Lavinia Downman Hamilton (1893-1971), two local women with roots in the community, and a devotion to learning. 46

Dorothy Montgomery was the daughter of Mr. and Mrs. Robert Hamilton Montgomery, and grew up at “Magbie Hill,” the family home near Warrenton. She graduated from the Warrenton Country School (where French was the spoken language) and received her higher education at the University of Tours in France. After completing her studies abroad, Miss Montgomery returned to Warrenton, where she was a tutor for the children of the James R. Nash family. Miss Lavinia Hamilton, known as “Binnie,” was the daughter of Mr. and Mrs. John Downman Hamilton. As a youngster, Miss Hamilton lived with her maiden aunts at the “Hamilton Cottage,” at 215 Winchester Street in Warrenton, and later in an apartment in the Hillary Building on Main Street. Miss Hamilton received her teaching certificate from the old Fredericksburg Normal School (today’s University of Mary Washington), and like Dorothy Montgomery, she was initially a private tutor for area families, including the John Chauncy Williams family who lived at “Rockhill,” in Casanova. “Our mother was concerned about the rural schools where we would go,

so Miss Binnie was hired to tutor us – my brother Jack, sister Anne, and me,” recalled Mrs. Richard Gookin, nee’ Elizabeth Williams, of Warrenton. “Later, Miss Dorothy Montgomery was hired to help her. At some point, they realized, ‘We’re teaching three students, why not more?’”

The Calvert Program

The Misses Montgomery and Hamilton learned about the progressive Calvert School, which had been founded in 1897 by a group of Baltimore parents as the Boys and Girls Primary School. In 1899, they hired Virgil M. Hillyer as headmaster. Once in charge, Mr. Hillyer developed a comprehensive study program for reading, writing and arithmetic, combined with history, mythology, geography and art appreciation that could be taught to even the youngest students. He also changed the name to the Calvert School. Impressed by the Calvert School’s successful, comprehensive program, Misses Montgomery and Hamilton envisioned a Warrenton branch, based on Calvert’s home schooling program, highland continued on page 48 Warrenton Lifestyle

highland continued from page 46 but taught in a classroom environment. From the beginning, Mrs. Robert H. Montgomery was also involved in the school. The Warrenton Branch of the Calvert School opened in the fall of 1928, first meeting in the lower level of the Warrenton Library (today’s John Barton Payne Building) on Courthouse Square. The first year, nine students were enrolled. The following year, the school moved from the library to St. James Episcopal Church on Culpeper Street, where classes and activities were conducted in the lower level and the Parish Hall. A co-educational school, the Warrenton Branch of the Calvert School was open to boys and girls up to 13 years of age. By the second year, enrollment increased dramatically. “Tuition is set at $240 per year for first year pupils, and $280 second and following year pupils, payable halfyearly in advance,” according to a school brochure. From the early days of the school, students were encouraged to participate in fox hunting and hack riding. Miss Montgomery was a skilled horsewoman, and for a time, the MFH (Master of Foxhounds) of the Casanova Hunt. It is recalled that on mornings when the

“We had no playground at St. James, so we played outside on the sidewalk, but we didn’t care, since we knew that we would be going home by 1 o’clock, to ride our ponies,” recalled Mrs. Gookin. “On rainy days, we used the big downstairs room at St. James for exercising. But during my time there, the number of students was very small.”

“Art appreciation was a threeyear course. Painting, sculpture and architecture illustrations were given to the students to keep in their handmade portfolios. On field trips to Washington, D.C., students would enjoy the pleasure of recognizing the architectural examples they had studied in the classroom.”

Learning at Warrenton’s Calvert School

Many Calvert students remained at the school until completing seventh grade, including Mrs. Gookin, who continued her education as a boarding student at St. Catherine’s Girls School in Richmond.

Mrs. Albert Power, nee’ Ann Chilton of Warrenton and Jeffersonton, was a long-time teacher and librarian at Highland, and her mother, Mrs. Taylor Chilton, taught first at Calvert – then Highland – for many years. There was also a family connection: Mrs. Power’s father was Binnie Hamilton’s first cousin.

“Dorothy Montgomery Rust showed us that learning was fun, and this lesson has lasted all our lives,” recalled Mrs. Gookin. “She was our first teacher, and we were here at the beginning. She taught us without our knowing it… and we absorbed her love of reading, poetry, music and art.”

In line with the Calvert curriculum, core academic subjects at the Warrenton Branch were layered with music and the arts.

“The children read from the Bible and recited poetry in daily opening exercises,” according to Mrs. Power. “There were many dramatic performances from Shakespeare, Alice in Wonderland, Robin Hood, Gilbert and Sullivan, and original works by Mrs. Robert Montgomery. All

“I was asked to write a composition about Robin Hood. I knew all about the story, but I couldn’t write,” she said. “When I was finished, they looked at my scrawl, which meant absolutely nothing, and told my mother I couldn’t possibly start there in my age group.” But Mrs. Porter’s mother convinced them to let her try, and she quickly caught up with her class. Her teachers, who she describes as “wonderful people,” made her adjustment easier. Looking back, Mrs. Porter remembers Binnie Hamilton as “…very beautiful, especially her eyes, and such a sweet, dear person. I never heard her get angry or cross. She was very much a lady, and a good influence on a lot of people.” Mrs. Porter counts the three years she spent at Calvert as among the happiest times of her life. “I absolutely adored the school, and just hated being away on the weekends, ” she said. “I had seven of my best friends at that school, and if they were alive today, they would still be my best friends.” In keeping with the Calvert program, once a student completed a lesson, it was kept in a portfolio. At the end of the month, all of a student’s work was reviewed, and had to be 50

“made perfect.” The final product was then bound in a booklet, for which the students would design an original cover. “Up in the attic, I still have some of the books I made at Calvert,” said Mrs. Porter – 75 years after completing her education there.

Completed in time for the 1944-45 school year, during which 24 pupils were enrolled, the new school building had five classrooms, a separate kindergarten, a meeting hall with a stage, and space outside for a playground.

Over the years, Miss Montgomery and Miss Hamilton stayed in contact with Mr. Hillyer at the Calvert School in Baltimore, and he was so impressed with their programs that he allowed them to use the name, “Warrenton Branch of the Calvert School,” an honor bestowed on only a few of the schools using the program.

Faculty that year included Mrs. Sam Hall Jr. (kindergarten); Miss Arabelle Laws (Arrington); Mrs. Philip Campbell, physical education; Miss Minnie C. Fisher, music; Mrs. Marian D. Venable, dancing; Capt. Besil Prikashikoff, drawing; and Miss Montgomery and Miss Hamilton, teachers and co-principals.

Growth and Change

Dorothy Montgomery was a devout Christian, and in addition to a prayer at morning exercises, local pastors and ministers visited the school once a week to speak with the students on a non-sectarian basis.

The Warrenton Branch of the Calvert School left St. James at the end of the 1942-43 school year, at which time enrollment had grown to 36 students. It was necessary to find a new home for the school, and the co-principals determined that a stable behind Randolph Carter’s home on Culpeper Street could be converted for that purpose. Arrangements were made, and Mr. Carter began work remodeling and adding on to the stable, which was accessed from Green Street. In the meantime, the 1943-44 school year was spent at Magbie Hill, at which time 26 students were enrolled.

In their new home, the Warrenton Branch of the Calvert School experienced steady growth during the 1940s and 1950s. According to an oft-repeated school legend, while Mrs. Rust was walking the property with her brother and Miss Hamilton, she found numerous four-leafed clovers – clearly a good omen – and quickly contracted to purchase the property. The deed recorded on Oct. 19, 1956 (Deed Book 197, pages 213-214).

Calvert School this year. Miss Dorothy Montgomery, co-principal, reports that a new course entitled, “It’s Fun to Learn,” which includes first grade work, will be started this year, with Mrs. Sam Hall as teacher. “Other teachers returning this year are Mrs. James Lockwood, Year 2; Mrs. Ted Cox, Year 3; Miss Montgomery and Miss Hamilton will teach Years 4, 5, and 6; and Mrs. Campbell will teach physical education.” In 1950, Dorothy Montgomery married William Smoot Rust (19131977), of Leesburg, who she had met earlier that year at a dance at Clovelly Farm, on the Springs Road near Warrenton. Mr. Rust had worked at the National Savings & Trust Co. and later for his father’s real estate business, the H.L. Rust Co., both in Washington, D.C., before moving to Leesburg to manage two of the family farms. Their son, William Montgomery “Monty” Rust was born in October 1952.

To further her pupils’ interest in equestrian sports, in 1950 Mrs. Rust started the Calvert Riding Club, and the students held their first horse show and gymkhana at the Warrenton Horse Show Grounds later that year. According to a contemporary account, the Calvert show was organized and run by the students, and “…classes were well filled, and the entire exhibit was run off without a hitch by the youngsters.” In 1954, Binnie Hamilton and her siblings bought the Hamilton Cottage back from William R. Robins. It was a happy homecoming when she and Miss Fisher moved there from their apartments in the Hillary Building. It was also a good place for Miss Fisher to conduct her music class. By the mid-1950s, the Calvert School had outgrown the facility on Green Street, and Mrs. Rust enlisted the aid of her brother, Warrenton real estate broker Ian Montgomery, to find a new location for the school.

The Sept. 13, 1956 issue of The Fauquier Democrat reported, “Plans for the school are being completed by an architect, and construction is expected to be started soon. The school will include classrooms for eight grades (there are 90 pupils enrolled this year), offices, a teacher’s lounge, kitchen and athletic fields. A junior gymnasium or auditorium may be added later.” Warrenton builder Lawrence T. Grant was selected as the general contractor for the project. A follow-up article published Dec. 27, 1956 noted that construction of the school would be starting in early 1957, and “Calvert alumni and parents are seeking to raise funds on a loan basis for the construction of a gymnasium and auditorium… Letters have been sent to friends of the school asking them to subscribe to $250 notes, secured by a mortgage on the entire school property. The cost of the gymnasium/auditorium is estimated at $20,000.” Part 2, to be published in February 2014, will describe the transition of the Warrenton Branch of the Calvert School to the independent Highland School, the major changes there over the past 50 years, and the current mission and direction.

Amelia Stansell works to make Warrenton a stronger community by George Rowand

For Amelia Stansell, a career as a banker was a bit of an accident. “I grew up on a dairy farm, and we were completely broke,” she said. “We hated banks, and we hated anything with investments, so it’s kind of funny that that’s the only thing I’ve done in my life.” Her careers have taken her all over the country, and now she’s a vice president for BB&T in Warrenton.

“I grew up on a dairy farm in Washington State, moved to Idaho, went to the University of Idaho, then moved to Tennessee, back to Idaho, Chicago, and here from 2006,” she explained.

Her background gives her some understanding about what a small business goes through.

Her first job in the financial arena came from a temp position in Nashville.

“I’ve been on the other side of the loan desk,” she stated. “You don’t

“They sent me to a financial advisor with Mass Mutual, and they took me in as a temp, and then they offered me a full time position,” Stansell said. “Then my boss said, ‘You need to go get your license,’ so I did, and then I looked around the office, and I thought, ‘These guys in here don’t have half the drive that I do, and they really aren’t that smart, so with my drive and my brains, you would think I could make a lot of money doing this.’ So I sat down with my boss, told her that, and we put together a plan to become a junior

partner in the firm. She got me certified as a long-term care specialist.” Stansell was 20 and giving seminars to people who were in their 50s or 60s on long-term care. “I grew up in a family where all four grandparents had Alzheimer’s or dementia, so I know what people face.”

Helping Out

Stansell said that one of the greatest pleasures she has in life is to see some business person she’s worked with succeed.

The Stansell family, including husband Troy and baby Amelia Grace are enjoying time at a pumpkin patch this past fall in Elburn, IL.

Amelia has been sighted many times this past December in front of Safeway joyfully ringing the Bell for Salvation Army, a non-profit that the Warrenton Rotarians support.

“I

love banking here in Warrenton. The numbers aren’t the fun part for me, I like the people part ... people coming in and having an idea. They live it, breathe it, taste it, they want to see it succeed, and I love seeing that. I’ve got three business loans to key today for small businesses. One of them I’ve been working with for four years, and he’s growing gangbusters. He comes in and says, ‘Man, I need to buy two more trucks.’ It’s been fun watching him grow.” Stansell said that the BB&T branch on West Lee Highway where she works is the busiest branch in the state. “You wouldn’t think that here in Warrenton, but it is. We pick up clients from Culpeper, Rappahannock, Fauquier … sometimes even as far a Loudoun. This branch is a huge hub. We have so much loan volume. We’ve had the top loan officer for 10 years running. We have a huge portfolio at this branch. There’s just so much growth. Our drive-thru branch is open 7 to 7. That’s crazy, and we could be open longer.” She interviewed with almost every bank in the Manassas area – where her husband had gotten a job – before deciding on BB&T. “What sold it for me is the mission and values of the company,” Stansell related. “I think it’s from the way we interview to the way we hire to the way we manage … everything leads back to our values. We have 10 core values as a bank, and I believed in most of them before I was hired.”

El Toro Mexican Restaurant Dishes Authentic Cal-Mex Delights Warrenton added a new restaurant with flavor to its directory. Opening seven months ago, El Toro Mexican Restaurant offers guests a cheerful dining experience with brightly painted walls, beaming party lights and catchy music. Owners Leo Lopez and Jose Romo, together with their families have created a casual and family-friendly restaurant featuring authentic Mexican fare. “We’ve been in the restaurant business for eleven years,” Lopez explained. He mentioned that opening El Toro was a great opportunity for him and his brotherin-law Romo. With the support from their families El Toro continues to satisfy guests with their recipes and up-beat service. Each table starts with a complimentary basket of chips and handmade salsa. Add an appetizer like the Super Nachos with beef, chicken, beans, sour cream, lettuce, tomatoes and guacamole. They offer Taquitos and Poblano Jalapeno Poppers that are great to share. Grab one of their fresh salads like the Taco Salad made with beans, lettuce, tomatoes, sour cream and shredded cheese with your choice of beef or chicken all tossed in a crispy flour tortilla bowl. The Chicken Salad or the Shrimp Salad are both plentiful with a bed of lettuce, bell peppers, onions, tomatoes and cheese. El Toro’s lunch specials are truly tasty with twenty items all under $8. Try the Mini California Burrito stuffed with chicken or steak, rice, black beans, cheese and pico de gallo all nicely wrapped in foil – perfect to eat with your hands.
