Graffiti vandalism angers community Kids help ‘Good Samaritans’ with clean-up By SHARON BONTHUYS ACTS of graffiti vandalism over the new year period have angered the community. Graffiti vandals left offensive language and images, personal tags and drawings across the play equipment at Dundas Park in the first week of January 2022. Concerned grandmother Jan, noticed the graffiti at Dundas Park during a visit on January 5. She enlisted the help of fellow nannas Kerry and Gwenda, her daughter Amy, and their children and grandchildren to try to remove the graffiti from the equipment. Two other mums visiting the park with their children also joined in the clean-up. “Some of the graffiti we could get rid

of, but not all,” Jan said. “We were able to remove some of the swear words with wipes. The ‘F’ word was on a seat – we managed to get most of that off.” A photo of their clean-up efforts was subsequently posted on social media, resulting in praise for their actions and condemnation of the vandalism. When the Narromine Star visited Dundas Park on January 11, the remaining graffiti was still in place, including a very offensive phrase on the small climbing frame. One mother visiting the park with her young children that day commented that smaller children could not read the language but older children could. Jan agreed. “My grandchild has just fi nished kindergarten and she can sound words out. One of the other nan-

nas has an eight-year-old grandchild and she could read them as well. “Those kids just learning words are probably the most vulnerable,” she said. “It horrifies me that kids have to be exposed to [bad language] at the park.” General manager of Narromine Shire Council, Jane Redden, said that council takes action to remove and clean all graffiti when observed and reported. “Graffiti is not isolated to Narromine alone, it has occurred across the shire. Unfortunately, the Christmas/ new year break has seen an increased amount of graffiti vandalism and damage to council and private property,” said Ms Redden.

THE Narromine Shire Council’s animal shelter was forced to close temporarily earlier this month due to the large number of companion animals surrendered to the facility. This was the fi rst time the

Dandaloo Road facility had ever had to close under these circumstances. General manager Jane Redden said that the animal shelter was at maximum capacity on January 4, 2022 when the facility was closed. It reopened on January 6. “Maximum capacity utilis-

Vandalism on kids’ play equipment angers locals From page 1 Another council property, the Narromine Sports and Fitness Centre, was targeted with break and enters on two occasions between January 3 and January 5, 2022, rendering the facility inaccessible to patrons until the smashed front door could be secured. A 16-year-old male from Narromine has been charged with multiple break and enter offences that occurred in the community between January 2-5, 2022, including the council building. No perpetrators of the graffiti vandalism have yet been identified. “There were no reports of any graffiti to the police for Narromine during the early new year,” said Inspector Bill Russell from Orana-Midwestern Police District. “If we don’t get reports we can’t investigate it,” he said. “But my message would be if you do see graffiti, report it to us so we can photograph it and try to fi nd those responsible.” Community members can report vandalism to the police on 131 444.

Ms Redden said council will be looking at graffiti across all parks in the shire, and indicated not all parks are under CCTV surveillance. She also encouraged residents to report vandalism to the police or the NSW Graffiti Hotline on 1800 707 125. Reports can be made anonymously to the hotline if desired and operators would contact the Council or other relevant agency responsible for the clean up. “Council will also con-

tinue its coordinated approach with the police to address the issues of vandalism and emphasise to our community that vandalism is an act of crime,” said Ms Redden. Residents may not be aware that Narromine Shire Council has a scheme that fi nancially rewards the reporting of van-

dalism to police that leads to legal action against perpetrators. No applications for rewards under this scheme were lodged with Council in 2021. Further information and application forms for the rewards scheme can be found on the council website under ‘policies’.

This is supported by RSPCA NSW figures which show the organisation received 24,271 animals during 2020-2021. While Narromine Shire Council does not currently hold an ‘adoption day’ where members of the public can visit the facility and adopt a pet needing a new home, it works with other organisations to re-home surrendered animals. “Council endeavours to re-home suitable unwanted cats and dogs from the shelter through appropriately registered pet rescue organisations,” Ms Redden

or before being sold or given away, whichever happens fi rst, and registered by six months of age. Exemptions are available for trained assistance animals and farm working dogs. The NSW Pet Registry, the official database for registering animals under the Companion Animals Act 1998, has further information about these requirements, as does the council website. “Council will be looking to hold a subsidised microchipping day in both Trangie and Narromine. Further information will be available in the coming months,” Ms Redden said. “Council is also looking at potential expansions and upgrades at our animal shelter.”

Harvest yield still good THINK despite wild weather What have I got to lose?

By SHARON BONTHUYS DESPITE the recent inclement weather, GrainCorp’s Narromine site has yielded almost the same record tonnage as last season but over a longer period. “Basically the harvest itself, volume-wise, has been as big as expected, but the length of it has not,” said Stacey Irvine, Narromine site manager. “Last harvest season (the 2020/2021 harvest), GrainCorp’s site at Narromine received 124,000

tonnes of grain in just four weeks. This season we received over 123,000 tonnes in 13 weeks, with another week or more of receivals on the cards, providing the weather stays clear. “So we’ve taken in almost the same amount of grain this season as last year’s season. “The difference has been the long, drawn-out nature due to the weather,” he said. “Regardless, our team has worked very hard to deliver for our growers,

who have been very patient and understanding through this period.” These yields are a far cry from the 2019/2020 season, when the Narromine GrainCorp site received just 85 tonnes in four weeks. Prior to the major weather event in late 2021, the quality of the grain was strong. It dropped a bit afterwards but GrainCorp has still reported strong yields and indicated there is strong market demand for

feed grades. In late 2021 GrainCorp expanded its Narromine site with three new bunkers. “Our new bunkers have not only increased site capacity, but also greatly improved site segregation options and flexibility this year and for many more years to come,” said Mr Irvine. “It took a huge effort from everyone involved to complete this development and expansion leading into harvest.”

LAST month, while weary from two consecutive years of COVID-19 induced lockdowns, communities across Australia rejoiced in the opening of both interstate borders and Christmas presents. But for most families, Christmas was dampened by an uninvited lunch guest known as omicron – the newest genomic variant of coronavirus. According to the World Health Organisation (WHO), it is not yet clear whether omicron is a more severe and infectious disease. However, cases have soared to record highs, meaning this new variant has outcompeted its predecessor with one case of omicron sparking an average of at least three other new infections. As of January 17, Australia had 326,356 active cases of COVID-19 and only 209 of those cases in ICU. With 93.8 per cent of NSW residents double dose vaccinated, officials have brought in sever-

al restrictions to better assist life alongside COVID-19. These include: f Masks: for all people over the age of 12 in indoor settings and public

transport. f COVID-19 Safe Checkin: required at retail, food and drink premises, hospitals and other registered businesses. f Vaccination evidence:

Or just one of us, or neither of us? f Do I live or work with any vulnerable people? If I developed COVID-19 would these people be at higher risk?

Hospitals & other medical practices: f Currently, visitors to hospital patients will only be permitted in some circumstances for essential patient needs or compassionate reasons, which may include; supporting women in labour, providing care for children and for patients receiving palliative care. f Any visitors will be considered based on a risk assessment and in response to individual needs and circumstances. WNSWLHD may also allow exemptions for compassionate grounds and on a case-by-case basis. f Any visitors who are permitted to enter healthcare facilities must; Be fully vaccinated and carry proof of vaccination or medical exemption, correctly wear a mask throughout the visit and follow all guidance from healthcare staff. f Visitor access is also restricted for aged-care residents at MPS’ facilities and Residential Aged-Care Facilities (RACF) across the

state, including those in WNSWLHD. No more than one visitor per visit will be permitted at MPS’ and RACFs and all residents receiving visitors must be vaccinated, with no children under 12 permitted to visit. f Any visitors permitted to enter must; Be fully vaccinated and carry proof of vaccination or medical exemption, correctly wear a mask throughout the visit, follow guidance of healthcare staff, visit on their own and avoid communal gatherings. f We must always prioritise our vulnerable patients and staff who are arguably the most vital workers needed in a pandemic. As such, health settings more than any other setting in the community necessitate added caution given the impact transmission events can have on our staff and patients. f From January 10, elective surgeries are cancelled and will be reassessed after a four week period. A spokesperson from the Western NSW Local Health District (WNSWLHD) said, “there have been 163 confi rmed cases of COVID-19 identified across the Narromine shire. The vast majority of those people who have tested positive have been able to safely manage at home while isolating to protect the community. There have been zero deaths of people with COVID-19 directly linked to the Narromine shire both in that timeframe, or throughout the pandemic.” Vaccination remains the best protection against serious illness, with the Narromine shire continuing to sit at over 95 pre cent double dosed. “The hubs and clinics in WNSWLHD play a small role in the wider vaccination program. The majority of vaccinations are delivered through general practitioners (GP’s), pharmacies and medical centres. We urge everyone to make sure you, and anyone else over the age of 12, is fully vaccinated and have your booster shots as soon as you are eligible.”

Gliding goes global in Narromine By SHARON BONTHUYS NARROMINE is the place to be in 2022-23 as several principal gliding events held locally will bring competitors, flying enthusiasts, tourists, travellers and the generally curious to town. It all takes off this week when Narromine hosts the NSW State Gliding Championships followed by the Australian National Gliding Championships in March. A preliminary competition in Narromine in December 2022 will also serve as a warm up for Australian and international pilots to compete in the most prestigious global gliding competition, the World Gliding Championships, which will be held in Narromine in November/December 2023. Narromine is no stranger to the Australian National Gliding Championships but staging the World Gliding Championships is a fi rst, said treasurer of the Narromine Gliding Club, Beryl Hartley. “We’ve been holding region-

al and national championships here for a long time,” said Ms Hartley. “The fi rst ever Australian National Gliding Championship was held here in 1952.” Encouraged by the club’s successful staging of the Junior World Gliding Championships in Narromine in 2015, it submitted a bid to the International Gliding Commission to host ‘the big one’ at Narromine. Club members were thrilled to learn that Narromine has been announced as the host site for 2023 World Gliding Championships Ms Hartley said. “Narromine is a known aviation site worldwide. People will come from all over.” Gliding contributes significantly to the local economy of Narromine shire and these championship events will only increase the economic benefits to the community. “The Junior World Gliding Championships brought about $2 million to the town,” said Ms Hartley. “People came

PHOTOS: NARROMINE STAR | SHARON BONTHUYS from 28 countries and we kept them all within the Narromine shire. “Our own members come for periods from a couple of weeks to a couple of months every summer,” said Ms Hartley. “Although some members have not been able to come for two seasons due to the pandemic.” Ms Hartley said the club has the skill and experience needed for next year’s event and will work with key supporters to deliver a great event. Planning is under way on the logistics of staging a much

larger, global event that will bring considerable visitors and fi nancial benefit to Narromine shire communities and other parts of central west NSW. In the meantime, attention is fi rmly focused on the state championships this week and the nationals in March. Registrations for the nationals are soaring in, with 11 entries already received for the 2022 Club Standard and 15 metre categories in the unballasted club, unballasted standard and 15m classes. The highest placed pilots

in each class will receive the championship trophy and be eligible for selection for the Australian National Team to contest the World Gliding Championships in Narromine in 2023. If you’d like to witness the action at the state and National Gliding Championships, get on down to the Narromine Aerodrome while the events are on. Ms Hartley recommends being at the aerodrome when the gliders launch between 12-1pm each day, and when they finish between 5-6pm.

AUSTRALIA Day activities will take place in Narromine and Trangie on Wednesday, January 26. Narromine Shire Council invites residents to gather for a free breakfast at Dundas Park, and to attend an awards and citizenship ceremony. A late change in Australia Day Ambassador for Narromine due to COVID issues means high-altitude mountaineer Andrew Lock OAM replaces speech pathologist and co-founder of the Australian Literacy and Numeracy Foundation, Mary-Ruth Mendel, as ambassador for the event. The most accomplished high-altitude mountaineer in Australian history, Mr Lock is the only Australian and one of just 18 people to have climbed all 14 of the world’s 8000-metre peaks. His achievements include summiting Mount Everest twice, and being the fi rst Australian to climb six of the world’s 14 tallest peaks. Mr Lock has received the Order of Australia for Services to Mountaineering and was nominated for Australian of the Year in 2010. The Trangie Action Group

REFURBISHED cattle yards will provide a much-needed boost for a community that’s done it tough in recent years, according to Member for the Dubbo electorate Dugald Saunders. The Trangie District Campdraft Association will receive $30,478 from the NSW Government’s Community Building Partnerships program, to upgrade the current cattle yards and ensure a constant supply of clean stock water. Mr Saunders said the money means a lot more than just better facilities for the cattle. “From drought to flooding, mouse plague to COVID-19, the Trangie community has been through a lot in recent times and many of the competitors (who use the facility) are from the land,” he said.

“Sport plays such an important role in rural communities, giving people a place to socialise and take their mind off stresses of work or home. “This funding means better yards that will hold more cattle, yes, but it also means more people will be able to take part in campdrafting with safer facilities for the animals and humans alike!” Trangie District Campdraft Association Secretary Joanna Hitchcock said bigger and better yards means bigger and better drafts. “It brings a lot of people to our community, as well as being a great was for people to socialise,” she said. “It’s a great way for people to get together and talk and have a bit of fun.”

Narromine wheat growers win regional title NARROMINE wheat growers, Billy and Jodi Browning, have been confi rmed as regional champions in a prestigious annual wheat competition. The Browning family in Narromine topped the northern NSW competition, ahead of Simon and Rachel Cant of Warren in second place, and Clinton and Di Uebergang of Warialda in third place. The region covers Baradine, Barraba, Bellata, Bingara, Boggabri, Bourke, Burren Junction, Coonamble, Crooble, Croppa Creek, Delungra, Garah, Gilgandra, Gulargambone, Gurley, Inverell, Manilla, Moree, Mungindi, Narrabri, Narromine, North Star, Nyngan, Tottenham, Walgett, Warialda, Warren, and Wee Waa. Competition is judged across four regions ahead of the state fi nal. “The central and southern regions were hard to beat in 2021 thanks to favourable seasonal conditions, and the skill of those producers to make the most of their conditions,” AgShows NSW president Tim Capp said. “While the wheat competition is typically a yield-based competition, if a grower has made the best of the local season, spraying and feeding the crop to grow an optimal plant base it should perform well in the competition,” Mr Capp said. Past state dryland wheat state champions include Yarrabah Pastoral Company in 2020 from central NSW, Scott and Julia McLeod in 2019 from the south and Illinois Farms in 2018.The winners were announced at the state fi nal in Dubbo earlier this week.

Strong increase in Central West land values THE NSW Valuer General, Dr David Parker, has completed land values for every parcel of land across NSW. The land values reflect the value of land only, as at July 1, 2021. Overall, land values increased across NSW by 24 per cent from $1.8 trillion to $2.2 trillion in the 12 months to July 1, 2021. Land values across the Central West NSW region have experienced a strong increase of 14.5 per cent since July 1, 2020. This region includes the local government areas of Coonamble, Dubbo Regional, Forbes, Gilgandra, Hilltops, Lachlan, Narromine, Parkes, Warren, Warrumbungle and Weddin. Dr Parker said property sales are the most important factor valuers consider when determining land values. “Land value is the value of the land only and does not in-

clude the value of a home or other structures,” he said. “Private contract valuers with expertise in their local areas have prepared the July 1, 2021, land values on behalf of the Valuer General, to determine new land values across the region. “The valuers consider a range of factors in determining land value, including the features of the land and its legally permitted use. Valuer General NSW has quality assured the land values for fairness and consistency.” Dr Parker indicated that residential land values in the Central West experienced a moderate increase of 9.8 per cent overall. “Most local government areas experienced strong increases including Warren, Weddin and Warrumbungle, given renewed interest in regional lo-

cations stemming from the impact of the COVID-19 pandemic, land affordability, sustained low interest rates, and confidence in regional economic conditions including agriculture.” Gilgandra remained steady, while Coonamble experienced a slight increase given its large supply of affordable properties, he said. “Commercial land values in the Central West experienced a slight increase of 3 per cent overall apart from the very strong increase in Narromine, supported by confidence in the agricultural sector and business activity stemming from the Inland Rail project,” he said. Commercial values remained steady in many other local government areas given the adequate supply of properties brought to market to meet

Dr Parker said that overall, industrial land values in the Central West experienced a strong increase of 13.2 per cent underpinned by strong agricultural conditions. “Narromine saw a very strong increase of 30.6 per cent, attributable to the Inland Rail project and the limited availability of industrial land,” he said. “Forbes also saw very strong increases while Coonamble and Warren remained steady given the competition from nearby larger and more established industrial markets. “Rural land values experienced a strong increase of 16.2 per cent overall with strong increases in Narromine, Hilltops and Coonamble, which is supported by strong confidence in the agricultural sector, underpinned by high com-

FIRE and Rescue NSW (FRNSW) 401 Station Narromine has been attending specialist training over two weekends in January. Captain Ewen Jones, deputy captain Peter Treseder and retained fi refighter (RFF) Renee Reynolds attended 280 Station at Dubbo on January 8-9, 2022 to undertake land based flood rescue training. This included both theory and practical training, with swimming 25 metres fully clothed. Last weekend, 401 Narromine captain Jones, and RFFs Reynolds, Lynden Da-

vis, Lucas Walsh and Jamie McKinnon were joined by 280 Dubbo captain Stephen Carling and RFFs Josh Lawson and Mark Williams for confi ned space training at 401 Station Narromine. The training was conducted by senior fi refighter (SFF) Richard Kenna, from the FRNSW state training facility at Orchid Hills, Sydney. SFF Kenna drove the FRNSW breathing apparatus (BA) training semi-trailer out to Narromine. The BA truck is set up for many uses including confi ned space training. Firefighters also attended the GrainCorp silos opposite the station, where site manager Stacey Irvine took everyone

under the silos through the underground tunnel. The BA truck also attended Gilgandra station on Sunday, January 16, 2022 to deliver the same training, and will be in Dubbo most of this week to train permanent fi refighters. “We are very lucky that we have been able to attend this specialised training,” captain Jones said. “Both land based flood rescue and confined space training will return to our area later this year, so other RFFs can attend,” Captain Jones said. “These added skills and training will allow FRNSW to assist other agencies should the need ever arise.”

William ‘Nip’ Clifford: New memorial for Narromine war hero By BROOKE CHANDLER

A PLAQUE honouring Narromine sporting identity, William ‘Nip’ Clifford, was erected in the Rookwood Necropolis NSW Gardens of Remembrance last month. Adjacent to Sydney’s War Cemetery, Mr Clifford’s name will have a permanent home among 73,500 other servicemen and women who went to war and never returned. William Francis Clifford, often known as ‘Nip’ because of short height’ was recognised by RSL sub-branch member Ted Davies at last year’s local Remembrance Day ceremony. Similar to the one in the NSW Garden of Remembrance, Mr Davies promised Nip will be included in an updated WWI plaque on the Narromine honour wall. Born on May 16, 1892 at Wallsend, NSW, Nip was a keen fullback of the North Dubbo rugby league team. He enlisted in the Australian Imperial Force (AIF) Third Battalion, 24th reinforcement by 24-years-old. His service records state Nip enlisted under the name Francis Clifford with his brother Terence as his next of kin. However, Terence Thomas Clifford was killed in action on the western front on August 23, 1918. He is buried in the Heath Cemetery, Harbonnieres. During his time on the front, Nip was gassed. Managing to survive, Nip enlisted in the AIF Special Service on September 24, 1919 under the name William Clifford. From 1919 to late 1920, Nip was escorting internees to Germany. The military authorities then realised that Francis Clifford and William Clifford were the same person and amended his army records. Nip also had two periods of service during WWII under the name William Francis Clifford.

Prior to this, Nip organised boxing tournaments in the Narromine area and was very highly regarded. A Daily Liberal and Macquarie Advocate newspaper article from November 1934 reported that Nip convened a meeting in Narromine to set up a club to give tuition in boxing, wrestling and other pastimes. The club was “run on strict lines – there will be no danger of junior members learning bad habits, and it will keep lads off the streets”. By July 1942, Nip was deemed medically unfit and died of a heart attack five months later. Write-ups in local newspapers following Nip’s death remembered him as a honourable service man and sporting community member. Dubbo Regional Council records confi rm that William Francis Clifford was buried in grave number 1569 in the Roman Catholic portion of the Old Dubbo Cemetery. However, his grave has no headstone and the council states that no exact grave location can be identified from the historical registration details. Nip’s NSW Garden of Remembrance plaque was constructed by the Department of Veteran Affairs (DVA) which promises to give, “All personnel who served in the Royal Australian Navy, the Australian Army or the Royal Australian Air Force are entitled to have their Service badge inscribed on their private memorial.” Patrick Bourke has been instrumental in Nip’s new plaque. He told the Narromine Star, “You will notice that the initials are F W, being for Francis William (Clifford). I guess the plaque has been inscribed as F W Clifford as Nip Clifford enlisted as Francis Clifford.” Mr Bourke has confi rmed DVA will replace the current plaque with the correct name.

School holiday fun around the region SCHOOL holidays are in full swing and children in Narromine Shire communities have been enjoying a range of activities this month. Many of the activities held during the holidays have been free of charge or at very low cost. Activities held to date include tennis clinics and skateboarding workshops in Narromine and Trangie, and clinics for soccer, AFL, NRL and cricket in Nar-

romine. Open days at the Narromine Sports and Fitness Centre have also been held. Still to come as the holidays rock on include a PCYC BBQ & Beats night on January 20 at Narromine, more tennis clinics at Narromine and Trangie on January 21, and another cricket clinic at Trangie on January 24. There will also be free entry to the Aquatic Centres at Narromine on January 26 and

Parkrun restarts for 2022 By SHARON BONTHUYS THE international free, get-fit phenomenon that is ‘parkrun’ has returned to Narromine with the fi rst event of the new year held on Saturday, January 8, 2022. Seventeen participants of all ages ran, jogged or walked the five-kilometre course around the Narromine Wetlands at the early morning event. Parkrun coordinator Kelli

Piddington was pleased with the turnout given other holiday activities in the region and the ongoing impacts of the COVID-19 pandemic. “This is one of our biggest turnouts,” she said. Runner Mark Ryan completed the circuit in 22 minutes and 34 seconds, about 90 seconds ahead of Maya Cooper. Two parkrun participants were competing for the fi rst time at this event while two

others recorded new personal best times. Representatives from two different parkrun clubs also participated. The gravel track around the wetlands was in excellent condition for the competitors despite the heavy rain that had lashed the region the night before. Ms Piddington praised the Narromine Shire Council and the Narromine Rotary Club

for maintaining the track during 2021. “They gravelled it during lockdown and it’s great,” she said. She also expressed thanks to the team of volunteers who heeded her public call-out for assistance to help make the event possible. Volunteers are important to help ensure safety at parkrun events. Some are stationed at the start or at strategic points

along the course while others are engaged as ‘tailwalkers’ whose role is to follow the field. “They’re our eyes on the track. They are the last people and if anyone falls, they’re there,” Ms Piddington said. Parkrun will be staged weekly at the wetlands. All are welcome to attend these free events, and participants complete the course at their own pace.
