Understanding the CA FAIR Plan insurance discount for Firewise Communities

The CA FAIR Plan is a state-sponsored insurance pool that provides coverage for at-risk properties that can’t get coverage through traditional insurance companies. Firewise Communities are those that have taken steps to reduce the danger of wildfires. Such communities receive a discount on their CA Fair Plan insurance rates because of the reduced risk. Paradise and Magalia have been trending to a higher percentage of residents having to use the CA Fair Plan. If neighborhoods in Paradise and Magalia can become Firewise Communities, the residents in those neighborhoods can receive a discount on their CA FAIR Plan premium.
I think the first thing that needs to happen is everyone needs to realize Paradise is still at risk of a wildfire. Almost every day I hear someone say that Paradise isn’t at risk because “There’s nothing left to burn!” Drive through Paradise with your eyes open and tell me there are no trees left. There are trees everywhere. And many are dead and even more prone to burn than before. Yes, millions of trees are gone, but there

Benefits of becoming a Firewise Community
In addition to receiving a discount on their CA FAIR Plan rate, communities that implement wildfire mitigation strategies can also receive discounts on their traditional homeowners’ insurance. Firewise Communities are less vulnerable to wildfires. By reducing fuel loads, clearing defensible space, and having an evacuation plan, they are better equipped to protect their homes and families.
The Three Steps of becoming a Firewise Community
A community must evaluate its wildfire risk by assessing factors such as topography, vegetation, and weather patterns. This information can then be used to prioritize mitigation efforts. The neighborhood must have a minimum of eight dwelling units and a maximum of 2,500. Multiple Firewise USA sites can be located within a city/town or masterplanned community/HOA.

Johnny Appleseed Days: 135 years of harvest fun

First held in 1888, Johnny Appleseed Days is the oldest harvest Festival in the state! The two-day fall festival celebrates Paradise’s apple heritage with slices of apple pie and ice cream and anticipates a crowd of 5,000 over two days.
Apple pie will be baked in Paradise by Save Mart, and slices will be served in the Save Mart Pie Pavilion. 2023
“Golden Delicious” sponsor Noble Orchards will offer apples by the bag or bushel.
Local businesses share goods and services, and artisans from all over the north state and beyond offer eclectic handicrafts. The food court offers an outdoor seating area and delicious festival cuisine. Continuous entertainment showcases hometown talent on the Gazebo Stage.
The ever-popular children’s Games Plaza, sponsored by Paradise Unified School District, features nostalgic activities enjoyed by generations of attendees. Johnny Appleseed tells stories and visits with attendees.

By Kristi Sweeney Assistant District Manager, Paradise Recreation and Park DistrictFor nine successful seasons, the Paradise Recreation and Park District (PRPD) has taken immense pride in hosting the beloved Paradise on Ice Winter Wonderland event. However, as time has passed, the costs associated with maintaining the ice rink have escalated, making it progressively challenging to justify financially. In its role as responsible custodians of public funds, the District confronted the possibility of discontinuing the ice rink in the future.
Yet, the District is acutely aware that Paradise on Ice has evolved into a source of community pride and a favorite tradition for both residents and visitors. It has become a destination for family-friendly winter recreation, providing frosty delight for countless skaters and

observers.
Instead of canceling the ice rink, District staff diligently explored alternative options and discovered a company that offers synthetic rink rentals. This innovative solution provides the same wonderful skating experience while significantly reducing costs to a third of the previous annual overhead. The savings extend beyond rental expenses, eliminating the substantial utility costs associated with operating the large, noisy chiller that maintained the traditional ice. With this alternative rink, there’s no requirement for water and chemicals to keep the ice frozen, and no power is needed to run the chiller, paving the way for environmental and financial sustainability.

Marketing the Ridge

In the past five years, we have witnessed what our Sonoma County partners called “relentless, imperfect progress.” New businesses have taken root, homes have been rebuilt, and our landscape has transformed to reveal stunning vistas.
Last spring, the California Department of Finance released statistics indicating that Paradise is the fastest growing city in California for the second year in a row. Right behind Paradise, at number 2, is Lathrop. Among Lathrop’s assets is a robust marketing campaign to attract new residents. This fact was revealed in the Paradise Ridge Community Growth Marketing Study commissioned by your Chamber, in partnership with the Town of Paradise, as the first step in attracting new residents—the number one priority for our business community

For this study conducted by Creative Digital Agency (CDA), 29 local stakeholder organizations were interviewed regarding their priorities, objectives, and perceptions relating to growing the population. In addition, community members were surveyed, with 667 responses representing at least 529 households.
Two-thirds of the people who moved to the area in 2023 were new residents. Returning residents have been relocating at a diminishing rate since 2020, suggesting diminishing returns on programs to bring them back.
According to CDA’s Brand Audit Summary, current marketing messaging around rebuilding, recovery, and return, while deeply inspiring to the local community and returning residents, does not address the priorities of new residents. Most new Ridge residents surveyed match the National Association of Realtors 2023 recent homebuyer profile: millennials with young children.

By Greg BolinAs we prepare to mark the fifth anniversary of the devastating Camp Fire, I find myself reflecting on the incredible resilience and strength our community has demonstrated over these past five years. The fire, which tore through our town and surrounding areas, left scars that will never fully heal. Yet, amidst the ashes and heartache, we have risen, stronger and more united than ever before.
The Camp Fire was a tragedy of unprecedented magnitude, but it also revealed the true character of our community. In the face of unimaginable loss, our residents demonstrated extraordinary bravery, compassion, and solidarity. We
As we looked to the future, we recognized the need for a comprehensive approach to rebuilding. The recovery process was far from easy, and it tested our patience, but we persevered. We continue to work tirelessly to rebuild our infrastructure, restore essential services, and provide support to those who lost everything. Together, we ensured that the spirit of Paradise remained intact.
Our dedication to safety and preparedness has become unwavering. We have invested in cutting-edge fire prevention measures, increased emergency response capabilities, and established a strong network of communication keeping our residents informed during times of crisis. The lessons from the Camp Fire will forever shape our approach to mitigating and responding to such disasters.

TOWN OF PARADISE UPDATES
Sewer project: final design phase and funding
The final design phase is underway, expected to last through summer 2024. With funding for the design phase secured, the Town is working with our recovery partners and legislators to secure gap funding for construction. Once the project has been fully designed, construction will begin in 2025-2026. For more information, visit www.paradisesewer. com.
Downtown Almond Street Project is complete!
The downtown project is complete! The roads have been paved, sidewalks, curbs and gutters have been installed, and lighting and landscaping have been added throughout the project. We are excited for the outcome of this longawaited project and thank our residents and businesses for their patience during the construction phase. With the infrastructure complete, the Town is looking for pioneering businesses to establish downtown Paradise as the heart of our community.
Repaving roads to be completed by 2026
Last summer, the Town began a multi-year repaving effort which will result in the repaving of all public roads in the Town of Paradise by 2026. The Town of Paradise website features a color-coded map and an alphabetical list depicting the expected paving schedule. Funding for this project was awarded to the Town from FEMA and the Federal Highway Administration (FHWA).
Commercial Sign Removal grants still available
The Town of Paradise Commercial Sign Removal Program is funded through the American Rescue Plan Act (ARPA) of 2021. Grants will be awarded on a first-come first-served basis, until all allocated funds have been expended. A total of $100,000 has been allocated for this program. After application is approved, the Town will work with the business and contractor to have the sign removed and will pay the contractor di-
Broadband on the Ridge - a work in progress
By Mark Thorp Business Advocate, Paradise Ridge Chamber of CommerceRecently, as a representative of the Paradise Ridge Chamber of Commerce, I had the opportunity to attend the 5th annual Broadband Summit outlining the progress associated with expanded broadband services in our region. It is the opinion of the PRCoC that expanded broadband service to Paradise, and our Ridge communities, continues to be an essential component to successful economic development following the devastating Camp Fire. Our Ridge falls into the state’s 14th consortium, along with other northern California counties that are considered “underserved,” and face unique challenges to obtaining adequate service.

The Town of Paradise Early Warning Sirens
The Town of Paradise Early Warning Sirens (EWS) consists of twenty-one siren towers located within the town limits of Paradise. The purpose of the EWS is to provide a redundant warning system for residents and visitors in Paradise of potential or emergent hazards that threaten life and property. The EWS is designed to work in coordination with existing emergency notification systems and processes and to alert residents of emergencies.
Siren testing occurs the first Saturday of every month at noon.
Along with the Chamber, the Town of Paradise also validates the need to bring high-speed internet into our community. “We are grateful Comcast and AT&T are currently installing broadband throughout our community. With this state-ofthe-art technology, Paradise is well ahead of most communities regarding connectivity” says Colette Curtis, Town of Paradise Recovery and Economic Development Director. “That said, there are areas that may be more challenging to receive service from these providers. For those we will do everything we can to work with property owners and the telecommunication companies to find a solution.”

The Paradise Ridge Chamber of Commerce has actively discussed existing internet access with several of our business members. While some indicate “great service,” others have concerns about slow upload/download speeds (<25mbps) that hinder effective transactions at the point of sale. One business owner continues to seek access at their centrally located business on Skyway but has been informed that AT&T doesn’t offer it to their location, while Comcast wants to charge 12-15 thousand dollars to string a line across the street to provide them the same service a business 200 yards down the same side of the street already has. Unfortunately, at the time of this publication we’ve been unable to provide comments from the two providers but continue to seek remedies for our struggling enterprises.

Paradise Ridge Chamber of Commerce (PRCoC) Executive Director Monica Nolan and Business Advocate Mark Thorp met with Jim Goodwin, newly appointed Paradise Town Manager, for a much-anticipated discussion on our recovering community. Topics included economic development, infrastructure projects and Chamber/Town communication, all forging the path to an effective working relationship for the benefit of the community. It is evident that Mr. Goodwin’s progressive outlook is informed by his rich background in city management as well as chamber leadership.
Mr. Goodwin listened intently while your Chamber representatives expressed numerous member issues and concerns associated with construction, business growth and sustainability, and the ongoing process of recovery. Mr. Goodwin expressed,
“I like to take large general statements and refine them into smaller, actionable items.” We couldn’t agree more!
Broadband was discussed thoroughly, and we collectively agreed that successful economic development will include “blanket” fiber coverage throughout the community. Chamber reps shared the numerous projects, publications, outreach strategies and community growth initiatives the Chamber is currently engaged in, and invited the Town to be an ongoing partner in the process.
Most importantly, we all agreed to continue our discussions on a more frequent basis, including periodic updates by public and private sectors; community gatherings such as “State of the Town” meetings; business networking activities, and enhanced communication with our business owners.
On behalf of its 457 members, the Paradise Ridge Chamber of Commerce thanks the Town Manager for his time and looks forward to a productive working relationship.
Paradise Police bring emergency dispatch services back in-house

As the Town of Paradise continues to recover and rebuild from the Camp Fire, the Paradise Police Department has crossed a significant milestone by beginning the restoration of Dispatch services to the Paradise Police Department (PPD). The process involves a phased approach as PPD recruits and hires staff.
Since the Camp Fire of 2018, PPD has worked with the Butte County Sheriff’s Department for emergency dispatch services --always with the goal to bring those services back in-house. The process to restore, upgrade, remodel and hire dispatch personnel began November 9, 2018. It has been a long and complicated journey, shepherded by Lt. Anthony Borgman.

Today the Town now has a state-of-the-art emergency response dispatch center with a rebuilt radio infrastructure, new mobile and portable radios, and a new dispatch radio system. The total investment of approximately 1.8 million dollars was mitigated by $712,590 in grants from donors including Butte Strong Fund, USDA, and the US DOJ COPS. Town of Paradise investment $1,103,274.47.
Borgman reported that all current dispatchers have a history with Paradise-- going through the Camp Fire as an employee or resident. This gives them a familiarity and connection with residents, having similar experiences living on the Ridge.

In July 2023, the first 911 calls were routed to inhouse PPD dispatchers. The expectation is to be fully staffed 24/7 by June 2024. As additional Staff is hired and trained, the Paradise Police Department will add more shifts covering Dispatch in-house. PPD greatly appreciates the assistance provided by the Sheriff’s Department over the past challenging years and they will continue to assist PPD with Dispatch until Paradise can cover all shifts, 24/7.

Over the past 5 years, we have been building up our capacity to have a deeper impact in our community. We had been building one to two homes a year, that jumped from six to seven, and this year we are on track to complete eight homes! Our goal for the future is to build 10 homes a year.
Homeowners contribute sweat equity hours, make a down payment, and take financial workshops. When all is completed, homeowners purchase their home with resale restrictions and a low-interest affordable mortgage. Habitat has had a 100% success rate with no foreclosures, because the mortgage payments are affordable. Applications are currently available!

We currently have two projects in the works; our Chico Boucher Project and the Habitat Rebuilds in Paradise Project. The Chico Boucher Project will include five homes and has been in the planning stages with the City of Chico for 5+ years. The Paradise Project is ongoing and currently includes four houses.
All donations and grants go directly to constructing homes. Our construction budget this year is $2.9 million. Many of you may have heard that we received $1 million from the state budget with the assistance of Assemblyman Gallagher. We are so grateful for his support as this will significantly support our long-term planning efforts. For the remainder of our budget, we will continue to fundraise and write grants to cover construction expenses.
Safe, decent, affordable homeownership is life changing and has a positive impact on families for generations— PLUS it helps rebuild the Town of Paradise.
With our goal to build ten homes a year and maintain this growth for the next 10-15 years, we need your partnership to continue our momentum. We can’t build houses without you.

How to Qualify and Apply for the CA Fair Plan Discount Communities must be recognized as Firewise Communities by the National Fire Protection Association (NFPA). This status is granted once a community meets the requirements. Local fire departments or state forestry officials can assist with the recognition.
Once a community has Firewise Community status, it
can contact the CA Fair Plan to apply for the discount. The CA Fair Plan website has a list of approved agents who can assist with the application process.
Conclusion: build a better, safer community with the CA FAIR Plan discount Community leaders should spearhead these steps and get everyone involved. Becoming a Firewise Community has many advantages: lower
collaboration. By implementing a wildfire mitigation plan and qualifying for the CA FAIR Plan discount, a community can build a better, safer future.

As California’s Insurance Commissioner for the past four years, Ricardo Lara has met with thousands of people across the state recovering from devasting wildfires and catastrophic floods to hear firsthand what is needed to craft meaningful solutions.
CA state regulation requires insurance discounts for wildfire safety measures
“Safer from Wildfires,” created by Commissioner Lara, is the nation’s first regulation requiring wildfire safety discounts for both homeowners and businesses,
including community associations. This is a groundup approach to wildfire resilience with three layers of protection: for the structure, immediate surroundings, and the community. “Safer from Wildfires” requires insurance companies to provide discounts for safety measures such as upgraded roofs, windows, defensible space, and membership in programs such as Firewise USA. For the first time, insurance companies are required to provide the wildfire risk score for individual properties. Property owners have the right to appeal the score.
Making your home safer can help you get insurance and save you money
For homeowners and businesses having difficulty finding coverage in the traditional insurance market, there is the California FAIR Plan. Commissioner Lara is working to modernize the FAIR Plan to so it can be an effective safety net for the long run. In 2019, the
FAIR Plan was ordered to increase its coverage to $3 million for homes, and this year FAIR Plan agreed to increase its commercial coverage to $20 million, which will help businesses and homeowners’ associations.

For Californians who need help finding insurance coverage, the Department of Insurance has created several online tools at www.insurance.ca.gov to help scour the marketplace. Start with our “Top Ten Tips for Finding Residential Insurance” for a summary of information and options available. Reestablishing Firewise USA Communities is a long-term goal of the Paradise Ridge and Butte County Fire Safe Councils (BFCSC), for ongoing wildfire safety. Neighborhood leaders are needed to resurrect the program and establish multiple Firewise USA communities on the Ridge. The program is a voluntary, grassroots effort that encourages neighbors to work together to improve wildfire safety on private property.
Local leaders are already working on certifying their neighborhoods as Firewise USA communities. Contact the BCFSC to find out if you are located within one of these areas, or if you would like to start a new application for your community.

Rebuild Paradise Foundation “Handprints of the Future”
The Rebuild Paradise Foundation is collaborating with all schools within the Camp Fire footprint to craft an enduring public art installation commemorating the 5-year anniversary of the Camp Fire. This project will symbolize the growth of our community by representing the number of children residing on the Ridge at this five-year milestone.
A mural featuring a sunset motif, composed of tiles, will be prominently positioned in a public area, easily accessible and frequented by the community. It will proudly bear the handprints of approximately 2,500 children living both on the Ridge and within the broader Camp Fire-impacted region. Each school-aged child within this area will be contacted through their respective schools and encouraged to create their own handprint tile for inclusion in the mural.

I acquired the 1959 Chevy Apache truck, that was destroyed in the 2018 Camp Fire, from a friend in Los Angeles who found it on Craigslist. My goal was audacious – to transform a mangled heap of metal into one of the most renowned Chevy Apache trucks on the planet. I’m often asked why I chose to leave its “burn patina” rather than a slick new paint job. It’s because it wears the battle scars of the Camp Fire, representing everything Paradise went through. I never wanted to disguise or destroy what it truly represents.
I enlisted the services of toptier companies and brands for this unique endeavor, aptly named “Project Fired.” The undertaking spanned a year, resulting in a fully customized creation boasting over 500 horsepower and an unmatched patina exterior. The truck features an air ride suspension system allowing it to sit flush on the ground, and every aspect of the build is meticulously crafted. Its provenance is what genuinely sets it apart as a singular and invaluable piece.
Project Fired made its debut at the 2021 Specialty Equipment Market Association (SEMA) show in Las Vegas, subsequently gracing the pages of various magazines and garnering millions of social media shares. The Chevy Apache has been awarded trophies
the disaster. The exhibit will include personal testimonies from survivors who are working to rebuild their homes and lives and discover the incredible community support network that emerged after the fire.
The contributions of the Camp Fire Collaborative will be highlighted, and we will hear from case workers who are providing life-changing aid to Ridge residents while simultaneously rebuilding their own lives in this beautiful place we all call home.

Jess Mercer, local artist, designer and creator of the Key Phoenix is sending out a call for help. “As a community we continue to display our growth in many fashions, and now it is time to do it again!” Jess Mercer is calling for your creativity to help design a “Welcome to Paradise” mural to be painted on the Rancho Engineering building, 6067 Skyway in Paradise.
Mercer will provide a blank template so you can design your own mural! After the submission deadline, Mercer will select three designs for the community to vote on. The winning design will be painted by Mercer. Designs can be of all types, the only requirement is to have “Welcome to Paradise” in design. Year five: NVCF recaps its role in Camp Fire recovery
By David Little Executive Vice President, Communications, North Valley Community FoundationThe North Valley Community Foundation (NVCF) has funded more than $62 million through grants and projects in the nearly five years since the Camp Fire.

While $62 million doesn’t begin to address a disaster that did more than $16 billion in damage, NVCF was able to assist many aspects of recovery by being strategic and judicious with funding choices.
“When you look around Paradise and the Camp Fire footprint, NVCF’s role in relief and recovery is everywhere,” said former Town Manager Kevin Phillips. “The Town would not be in its position without NVCF’s help. Most people don’t realize how much NVCF and the Butte Strong Fund funded and supported, with millions of dollars in grants contributing to many projects.
“NVCF bridged the gap in funding so that the Town could leverage millions of federal dollars to help in the recovery. The Town and all government agencies worked arm in arm with NVCF to ensure that donations were put to the best use to help our area recover. We wouldn’t be where we are today without NVCF and the Butte Strong Fund.”
The Butte Strong Fund combined the fundraising efforts of NVCF, Sierra Nevada Brewing Co. and Aaron Rodgers under one grant program. The Butte Strong Fund Citizens Committee made the funding decisions for NVCF funds on larger grants $50,000 and over, while smaller grants were vetted and approved by an NVCF internal committee.
More than half of NVCF’s $62 million went for direct assistance or housing. The direct assistance grants were mostly made through NVCF’s investment in the case management system, both for hiring case managers and to aid fire survivors seeking help through that system. The housing grants included programs that helped people with the cost of government fees, rebuilding septic systems and grants to help nonprofits build homes for low-income survivors.
NVCF also invested $5.6 million to help more than 40 community development projects get off the ground,
things like Magalia Community Park, the Welcome to Paradise sign, Gold Nugget Museum and Concow Community Pool.

The Butte Strong Fund expects to issue its final grants this year when the last dollars in the fund are exhausted. However, NVCF’s role in the recovery won’t be going away.

NVCF is the chief funder in the case management system coordinated by the Camp Fire Collaborative. There are still hundreds of families seeking and receiving help through case management. The case management system has served thousands of individuals and families. NVCF has also funded the salaries of many case managers working for various nonprofits.
The Aaron Rodgers NorCal Fire Recovery Fund at NVCF continues to provide grants for projects, especially those benefiting young people and recreational activities.
Also, NVCF continues to be engaged with housing projects in conjunction with partners like Samaritan’s Purse, Community Housing Improvement Program and Habitat for Humanity.
In addition, NVCF’s wellness initiative, called Thrive, will continue to advocate for the mental health and wellness of fire survivors.

The consideration of grant requests and the final decisions on funding are made by Sierra Nevada Brewing Co. and an NVCF committee of local stakeholders and leaders, many of whom were displaced by the fire. The nine members on the NVCF committee are: Chuck Rough, former Paradise town manager; Anna Bauer, First 5 Commission program manager; Scott Lotter, former Paradise mayor; Carol Peterson, former publisher of the Paradise Post; Don McNelis, former Butte County Office of Education superintendent; Sierra Grossman, Sierra Nevada Brewing Co.; Greg Webb, local builder and philanthropist; Peggy Moak, former Butte County treasurer-tax collector; and Farshad Azad, board chair, North Valley Community Foundation.
“We take immense care with every grant to make sure donations that came to us have the greatest possible impact. With the help of so many partners doing incredible work, we showed that philanthropy can and must play a major role after a disaster.”

FVT Trustee visits Paradise to discuss road to completion
By Steve Crowder Councilmember, Town of Paradise Co-Owner, A Stitch AboveOn July 13, 2023, Cathy Yanni, Administrative Trustee of the Fire Victims Trust, (FVT) visited Paradise at my invitation. This was not a Town sponsored meeting. She spent most of the day touring the Town, observing our successes and the remaining challenges firsthand.
Yanni also met with a diverse group of about 25 claimants and local representatives. The group included private homeowners, multi-property owners, business owners, county, state and federal representatives, public safety professionals, school district representatives, Chamber of Commerce members and staff, and nonprofit organizations. During the meeting, Yanni listened to the people sharing their stories about not receiving their determination letters, not getting answers from their attorneys and time delays. A disturbing trend began to

emerge: some people who said they had not received a determination letter had in fact had letters issued months before but their attorneys, for whatever reason, never presented them to their clients.
Contrary to what a large majority of these attorneys are telling their clients, they do have the ability to tell them where their claim is in the process, such as: Has the determination letter been issued? Is the matter in review, or needing more information?

Out of the total number of claims that have been filed, only 1,000 have not received a determination. Most of those still awaiting their determination letter are extremely complex, and may have tax, medical, child or spousal support liens, or fraud issues. The FVT hopes to complete its work in 2024, and has introduced procedural modifications to address unresolved claims.

Sale of PG&E stock portends a future FVT payment
Yanni reported that on Tuesday, July 12, 2023 the trust sold 60 million shares of PG&E stock adding about $900 million dollars to the trust fund to further settle claims and still hold about 67 million shares to be sold when it is determined the time is right. She is anticipat-
ing another payment beyond the 60% will be issued, but there is no timeline or dollar amount at this time; anything else you may hear is a rumor.
Our Q3 payment and public reporting updates will occur on 8/15, 8/31, 9/15, and 9/29.

• Missing Middle Grant - this grant helps cover pre-construction expenses: Survey, Architect and Engineering fees and Water related expenses. We reimburse up to $5000 in these categories

• Septic grant - this grant helps cover the costly expenses of replacing or repairing a septic tank. Applicants may receive to $7500 in septic reimbursement depending on income level and septic costs.
• Master Floor Plan Library -provides access to low-cost house plans that have been mastered through the Town of Paradise and Butte County. (Currently 5 approved plans available, with more coming in the future.)
• Mapping Resource - check out our mapping tool at www.rebuildparadise.org/ mapping. Maps layers depict each property’s septic capacity, survey status, and flood zones.
Firewise Community
• RPF is working toward creating the first Firewise community neighborhood in Paradise to help make our community safer and help offset insurance costs.

Ridge Quilters Guild (RQC), is developing a community outreach program to recognizing a local veteran each month by presenting them with a patriotic quilt. The quilt program, designed to honor and thank Ridge veterans for their sacrifice and service, is anticipated to start in September 2023. This is a local Ridge program and not affiliated with the National Quilt of Valor program.

A new mural “Wildfire Ready Racoon” on Skyway
is the founder and owner of Butte County Art on Wheels. The mural was designed by artist Aja, an illustrator of books and the custom game “Paradise-Opoly”.
The mural depicts a fire-safe house and a forest with a diversity of trees. Apple trees commemorate the history of Paradise orchards. Goats graze for brush management amid daffodils, the Town’s official flower.

(PID) has two new water storage tanks replacing the in-ground tank destroyed by the Camp Fire. The previous Reservoir B was a lined tank with a cover; the cover and lining were destroyed in the Camp Fire, leaving PID with 2 million gallons less storage capacity. The replacement for Reservoir B is now two steel tanks, each with a 1.5-milliongallon capacity.
The two new tanks are both slated to be operational by the end of the year. They’re located just off upper Skyway, north of Rocky Lane. Construction of these tanks gives our community more storage, both for regular use and in case of an emergency.

Project funding for the replacement water tanks comes from a grant from the Drinking Water State Revolving fund, to assist PID with replacement projects to help PID further recover from the Camp Fire’s
devastating effects on our community’s water system.
There’s a new pipeline project in Paradise and, while it disrupted traffic for a short time, the long-term results will benefit PID’s customers as well as improve our community’s safety.
The Zone A pipeline installs a 16inch pipeline from PID’s Water Treatment Plant (near the Magalia Dam) to the Zone A tank where water will be pumped from a new pump station. This new pipeline creates a “redundant” water supply to ensure water can still be supplied if anything happens to the current transmission line.
Funds for the Zone A pipeline project come from a Water Supply Hazard Mitigation grant; 75% of the costs are covered by FEMA.
Are you buying a property in Paradise?
Be sure to check in directly with PID before negotiating your price—lots which are “disconnected” from the water district may have additional fees for meter installation costs and future capacity fees. While a water status disclosure is now included in local title work when a property is in escrow, you can find out ahead of time by calling PID at 530.877.4971.

PID appoints Division 2 Director
Paradise resident Elliott Prest joins PID’s board following his appointment in May 2023, he fills a slot vacated with Alan Hinman’s resignation. His term expires December 6, 2024.
Prest retired from a career as an electrical and instrumentation technician at a Bay Area wastewater facility. He and his wife Rochelle moved to Paradise in 2017. After the loss of their home in the Camp Fire they relocated to Penn Valley until their new Paradise home was finished in 2022.
Prest commented, “Even before our home was finished, we’d fill up water jugs and bring PID water back with us. It’s that good!”

Butte College Program Offers Up to 90% Reimbursement for Staff Wages
Butte College administers the Learning Aligned Employment Program (LAEP) to provide eligible college students with the opportunity to earn money to help defray their educational costs, while gaining education-aligned, career-related experience. The employer provides a paid learning-aligned opportunity (internship) for students and the college reimburses 50% of the students’ wages for private employers and 90% for nonprofit organizations and public schools.
Students can work up to 30 hours per week during the regular semester and up to 40 hours per week during the summer. Allowable LAEP work hours are based on students’ financial aid status/level of financial need which varies from student to student. Not all students will qualify for LAEP and for those who do, some may not be eligible to work the maximum 30 hours per week during the regular semester.
How It Works:
1) Employer completes and submits Employer Application for LAEP, job description(s), W-9, and certificate of insurance to Career Center
2) Employer then signs the Experiential Education Partnership Agreement – LAEP via Adobe Sign
Highlights of the Agreement:
• The company or organization is the employer of record and is responsible for worker’s compensation and other applicable benefits
• The college will reimburse salary only (no benefits)
• The company or organization shall set a comparable rate of pay
• The student’s major/career path must align with the nature of the internship
• Student employees shall not displace workers currently employed by the participating employer, or impair existing contracts for service
• Students must be enrolled at least half-time at Butte College and maintain satisfactory academic progress in order to be eligible for LAEP
3) The Career Center identifies qualified candidates, assesses LAEP eligibility and sends resumés to the employer
4) Employer decides who to interview and makes the hiring decision
5) Upon verbal offer and acceptance of internship, Career Center completes Addendum to LAEP Agreement and routes to employer for signature via Adobe Sign. Addendum includes student employee’s information, length of the internship, rate of pay, and maximum amount of hours student can work under LAEP
6) Employer invoices college monthly for reimbursement. Timesheets and payroll reports are attached with invoices

Starting in September, the Elks Club will be opening their doors to the public on Friday nights for tasty dishes prepared by Lofi’s Chef Jared Kramer. On the 1st, 3rd and 5th Fridays will be “Small Bar Plates” for a fun night out with friends. And on the 2nd and 4th Friday they offer a ticketed sit-down dinner for a more intimate night out. CHIP brings innovative housing solutions to Paradise

An innovative housing solution starts a new phase in Paradise. The Community Housing Improvement Program (CHIP) is renting out six single-family homes in Paradise as part of a new pilot program. The program seeks to determine how feasible it is to restore affordable housing with manufactured single-family rental homes. Support from Fannie Mae, American Red Cross, the Town of Paradise, the State of California, North Valley Community Foundation and the Butte Strong Fund, and Tri Counties Bank made this project possible. The program aims at providing another tool in the toolkit of disaster recovery.
“Being able to bring back single-family rentals to rural communities after a disaster will be a gamechanger. This type of housing is incredibly important in small communities. We are so grateful for the creativity of our partners in helping us develop and fund this program,” CHIP President/CEO, Seana O’Shaughnessy said. The homes will be rented out to households with incomes up to 80% of the area median income (AMI)
in Paradise.
Creative solutions and out-side-the-box thinking are necessary given the overwhelming need for affordable housing in the region. CHIP cites a 2019 report by the National Low-Income Housing Coalition following Hurricane Sandy that revealed affordable rental options are scarce following a disaster, especially singlefamily rental homes. If the program proves to be successful, other nonprofits could gain from utilizing the program to rebuild more rapidly and provide affordable housing for affected families.
“It’s been really rewarding to watch the community of Paradise recover and reimagine how they want their community to look. It’s been our pleasure to be a small part of that,” Fannie Mae’s Vice President for Community Impact, Maria Evans said.
Single-family rentals are highly desirable in the area. The homes are light and spacious and will be a great place for folks to call home. Applications closed in June with more than 40 applicants. CHIP expects households to move in no later than September.
CHIP has undertaken an innovative housing solution, they are renting out six single family manufactured homes.

CHIP planning affordable apartments in Paradise and Magalia
More affordable housing options are in the works for Paradise and Magalia. The Community Housing Improvement Program (CHIP) is working on two future developments to serve households in the 30%-60% Area Media Income (AMI) range.
In Paradise, off Cypress Lane, the Cypress Family and Senior apartments are in early development and will provide 70 units dedicated to seniors and 70 units for families and individuals. The plans were approved by the Paradise Planning Commission in February. CHIP is working with Mercy Housing and Zen Development Consultants LLC on this project. The team is currently applying for funding. If all goes well construction could begin
in 2024 and lease-up in 2025.

In Magalia, on Lakeridge Circle, CHIP is in the very early development of the 63-unit Lakeridge Circle Apartments. CHIP is currently in the design and feedback stage and has held a community meeting for Magalia residents. Without unforeseen challenges, construction could start in 2025 and lease up in 2026. CHIP is welcoming input from Magalia residents.
CHIP will work with the Town of Paradise to potentially allow Camp Fire survivors preference for both future developments at the time of lease-up. Visit chiphousing.org to find out more.

The road to rebuilding Paradise is about planting seeds; not only to grow trees or flowers, but to grow a community.
Staci Galla is a modernday Johnny Appleseed - instead of planting apples, she’s planting friendships, creating groups and events that support parents of young humans along with activities for little tykes.
After enduring some personal hardships, a harrowing Camp Fire escape, having a baby at the onset of the pandemic and a challenging rebuild, Staci and her family were finally
planting roots. She now needed something to get herself and her toddler out amongst the active world. Having lived on the Ridge for 5 years before the fire, she had about 10 returning friends. She decided to make a Facebook group, Moms of the Ridge (MOTR), putting a call
out for those also looking to gather and hang out with their toddlers. No one knew how many families were on the Ridge until this opened the door. Starting as a casual Bille Park meet-up in August of 2021, the group has grown to nearly 1,300 members!

What started out as a group of mamas and their little ones now includes single dads, grandparents, adults with adult children and foster parents. Park playdates have evolved to a range of creative activities including trips to the fire department, farm visits, library outings, Moms’ Italian
Remodeled Feather River Health Center will add new services

Adventist Health Clear Lake, Adventist Health Feather River Adventist Health is currently under construction with a $2.4M renovation and expansion project at the Feather River Health Center on Skyway in Paradise. This initiative will create a larger, dedicated Rapid Care Clinic area, remodel the Primary Care Clinic to increase patient access and provider capacity and reestablish Women’s Imaging to offer mammography and bone density tests on the Ridge.
Look for these new clinic services with a completion target of December 2023. Adventist Health looks forward to welcoming patients in January 2024.
• New Rapid Care Clinic space — The former pharmacy area on the main floor is being converted to create a new 2,100 sq ft. Rapid Care Clinic with eight exam rooms, a dedicated space for associates and providers as well as a separate waiting area for Rapid Care patients.
• New Primary Care Clinic — Offices on the lower level are being redesigned to create a new, dedicated 2,300 sq ft. Primary Care Clinic with seven exam rooms, a waiting area, and a new break room for all providers. This increases capacity for primary care appointments, as more providers are recruited.
• New Women’s Imaging services — These services will provide mammograms and bone density tests and will be added adjacent to the Rapid Care Clinic to serve women’s health needs.
Today, Adventist Health operates two medical clinics in Paradise located at 5125 Skyway and 6283 Clark Road. Collective services offered between the two locations include Behavioral Health, Dental, Dermatology, Primary Care, Rapid Care, Specialty Care, Women’s Health, Imaging and Lab services. The Feather River Health Center on Skyway will continue to see patients during construction. Hours of operation and appointment requirements vary by service.
Adventist Health also operates diagnostic services and a physical therapy clinic in Chico, at the foot of Skyway (111 Raley Blvd, Suites 140 and 160) as well as a multispecialty clinic in Corning at 155 Solano Street. Services in Corning include Behavioral Health, Dental, Primary Care, Specialty Care, Imaging and Lab services. Paradise Unified School District (PUSD) has gone from Surviving to Striving and now to THRIVING. This does not happen without the community doing the same. We believe our entire community has gone from Surviving to Striving to THRIVING. The Town of Paradise
is Moving Ahead and no better way to celebrate than the Grand ReOpening of Paradise HIgh School and Paradise Junior High School (formally known as Paradise Intermediate School).

This summer, Boys & Girls Clubs of the North Valley reopened our 10th site in the region and our fourth and final Ridge site, the Paradise Teen Center. We estimate the Teen Center will have an impact on 75-100 teen members in the community, ages 13 to 18. Throughout the re-opening process, Ridge teens were highly involved with helping our team decide the new direction of the Teen Center – this included everything from the layout of the building, what programs to create and type of events to host for members. Most of all, members wanted a location where they can go have fun, feel secure, and deal with the difficulties they are experiencing in their daily lives.
Teen Center programs
• Career Readiness programs provide hands-on learning directly from indus-
try professionals doing electrical, welding, construction, retail and more.
• The Keystone Leadership program will give teens the opportunity to build their character through academic success, career and education preparation and community service.
• Teen Grub program where teens join our staff in the kitchen creating new recipes,

the Grand Re-Opening of the newly remodeled science building and library. Oh, and don’t miss the huge courtyard and lawn area where the old classroom wings used to be. This was a great community event with an estimated 650 community members present.
Paradise Junior High re-opens
On August 15, parents, staff and community members enjoyed celebrating the Grand Re-Opening of Paradise Junior High before the 7th and 8th grade orientation. What a great celebration with their newly renovated storefronts, classrooms, 100 and 200 wings, the office and a new floor and bleachers in the gymnasium. Plus, the completion of the pickleball courts for the community to enjoy.
What will you see THRIVING next in Paradise Unified School District?
• The Ribbon Cutting of the newly renovated Pine Ridge School where you will find a new administration building with renovated classrooms and portables removed, along with a new gymnasium floor.
• The Groundbreaking ceremony at Cedarwood Elementary School where all the portables were taken out and will be replaced with a new administration building, new classroom wings and an outside amphitheater.
What has already been COMPLETED?
• Ridgeview High School, has enjoyed a full school year in their brand new building and location.
• Paradise Ridge Elementary School has started their third school year in their renovated classrooms and new administration building.
At the Paradise High School opening Superintendent Taylor shared that last year PUSD exceeded the projected enrollment by about 100 students at year end. This year, we have already exceeded our projected 3 percent growth and anticipate THRIVING growth throughout the entire year. We celebrate this because it is more than just about PUSD, this is a statement about the entire Ridge community!

Galla has been financially supporting the operations of MOTR. She feels it is her way of supporting the growth of Paradise. But with the help of knowledgeable friends, she has applied for non-profit status. MOTR will be able to apply for grants and community members may make a tax-deductible contribution. Galla shared a
recent gift: a “grandma” who was a single mom many years ago, donated $2,500-- a generous gift from a generous heart. Donations of time, ideas and of course money will always help keep this group going, growing and giving! We have $18,700 left to raise to make our matching budget for our grants this next year. The biggest challenge is connecting with new residents to rebuild our Paradise and Magalia donor base. We are looking forward to supporting Ridge youth and families in new ways with the opening of the Paradise Teen Center. The true sense of community develops when a chance encounter between two Paradise evolves into a partnership and an opportunity to provide service and tasty delights.
A member of the Elks stopped by Lofi Café in James Square recently to check out the menu, and started a conversation with owner Chef Jared Kramer, better known as “Kramer.” He shared that he needed a bigger kitchen to produce more delicious culinary cuisines for his expanding cafe and his growing catering opportunities. It just so happened that the Elks Club created a state-of-the-art commercial kitchen in their recently completed lodge. The Elks were also looking for a chef partner to provide meals for members and the public. Hence, a collaboration was formed.
Starting in September, the Elks Club will be opening their doors to the public on Friday nights for tasty dishes prepared by Lofi. On the 1st, 3rd and 5th Fridays will be “Small Bar Plates” for a fun night out with friends. And on the 2nd & 4th Friday they will offer a ticketed sit-down dinner for a more intimate night out. A new restaurant, Sakura Sushi #2, 5542 Clark Road, is now open in Paradise serving Asian, Japanese, and vegetarian cuisine. Wu, owner of Sakura Sushi in Magalia the Paradise location with the intention to help support the town and its rebuilding efforts. Wu has a long history in the restaurant industry. He owned a Chico restaurant for 10 years, as well as a couple of restaurants in the Bay Area before they fell victim to COVID and closed.
The opening of the second restaurant, Sakura Sushi #2, was the work of many family members. Wu’s wife runs the Magalia restaurant while Wu

runs the new Paradise establishment. Recognizing the local population who do not eat meat, they take pride in offering a large tofu-based selection of vegetarian dishes that still taste like shrimp, pork, beef and chicken.

Sakura Sushi #2 in Paradise seats up to 45 patrons, ready to accommodate large family gatherings or a business meeting any day of the week. Enloe Medical Center has been recognized by Healthgrades as a 2023 Patient Safety Excellence Award™ recipient. This distinction places Enloe among the top 10% of all short-term acute care hospitals as evaluated by Healthgrades, the leading marketplace connecting patients and providers.

The honor marks the third straight year Enloe is both a Patient Safety recipient and in the top 10% in the country from Patient Safety.
Based on a study from 2019-2021, on average, patients treated in hospitals that received this recognition were 61.4% less likely to experience a hip fracture from an inhospital fall, 52.7% less likely to experience a collapsed lung from a procedure or surgery in the chest area, 66.1% less likely to experience pressure sores or bed sores, and 67.3% less likely to experience catheter-related bloodstream infections, than if treated in a hospital that didn’t receive this award.

These areas measure such items as surgical site infections, blood clots after surgery, documentation, handwashing, patient falls, pressure sores, sufficient staffing, medication administration, leadership, training, and communication and responsiveness to patients.

PASH seeks funds to renovate and expand the Paradise Animal Shelter
Paradise Animal Shelter Helpers (PASH) is raising funds for the renovation and expansion of the Ridge shelter. The existing building, constructed in 1981, has had no improvements for 41 years. It is woefully inadequate to shelter even its current maximum capacity of 8 cats and 19 dogs. The “Home on the Ridge” project will give our Ridge animals their best quality of life until

Paradise Town Council has agreed to fund the building structure. PASH has committed to raising the $1,000,000 to infill the new building, renovate the existing facility, and develop the adjacent property as exercise/ meet and greet yards for the shelter. Animal Arts in Boulder, Colorado, specializing in animal shelter design, was enlisted by PASH to create the plans. This is a winning partnership for the animals, the Animal Control officers, the volunteers and our animal-loving community.

VIPS now recruiting volunteers for next Volunteer Academy class
The Paradise Police Department Volunteers in Police Service (VIPS) are recruiting volunteers. The VIPs were established in 1996 to assist the police department allowing officers to focus on crime reduction and providing a safe community. Volunteers will be joining a team of trained citizens who give a minimum of 12 hours of service each month.
Office Support: VIPs provide front desk staffing, greeting citizens, helping to file reports, processing Live Scans, and other tasks. They also provide clerical support to Police Department staff.

The last VIP graduating class received training in crime prevention, CPR, first aid, records processing, patrol procedures and more. Orientation acquaints them with relevant department, personnel, policies, and procedures. Volunteers do not take enforcement action, carry weapons, or make arrests.
Traffic and Disaster Unit: volunteers are trained to provide 27/7/365 on-call traffic control for accidents, fires, downed trees, and power lines.

The state-of-the art facility offers the features and amenities our Ridge students deserve, and is fully staffed by dedicated professionals, including co-principals (and class of ‘97 Bobcats) Kelli Gordon and Christy Voight.
PRCoC’s first Rise & Grind member coffee hour was a huge success! 20 Chamber members shared news about their businesses over coffee and doughnuts from local purveyors.
