BETON HALA WATERFRONT CENTER GENERAL URBAN CONCEPT FOR THE SITE
Beton Hala (BH) is placed in a strategic corner of Belgrade where two different urban structures are to be found. On the south, we observe Kosancicev Venac, an old and compact block structure, and on the north, the Belgrade Fortress, with ramparts, green slopes and promenades. This scenario makes us look at BH as a new potential urban cross point for Belgrade. But how to maintain this important piece of Belgrade’s heritage undamaged?. One possibility is to imagine two buildings, each one with very different purposes: one, the Commercial Centre, acting as the last step for Kosancicev Venac and looking like a powerful stone of the city’s block structure which opens to the river. The other, the Art Gallery & Museum, a half sunk sloped building integrated in the landscape which links the BH upper linear terrace with the promenades of the Kalemegdan park by several roof paths. The pedestrian link between the river Sava banks and the historical city centre is one of the project’s powerful arguments: - Karadjordjeva st becomes a new shopping lane for pedestrians, bicycles and trams and the new Commercial Centre intensifies this concept. - We design a new and comfortable pedestrian/ bicycle/ tram sidewalk that links directly Pariska st with BH running from the Karadjordjeva/ Pariska corner (+86,5m) to the upper BH’s terrace (+84m) - BH roof terrace is the central node of this project as all the main paths of the proposal run by it and are traffic free: tram lines, walkways from Sava’s river bank and paths from Kalemegdan’s park (through the Art Gallery & Museum rooftop). - We plan soft ramps for pedestrians and bicycles at both extremes of BH in order to expand visually the image of the urban building. In so doing, people walking or cycling along the river bank could reach this terrace easily. - The third direct access to the roof terrace coming from the river bank is designed within the BH storage space and it is placed between the new buildings. - The project also opens a linear sidewalk to reach the upper terrace of BH from Velike stepenice. Regarding the street outline, we propose one single change on the road junction of Vojvode Bojovica bd (VB bd) Karadjordjeva street (K st) and Pariska street (P st). The new junction is placed 85m down keeping Pariska street’s direction. The junction’s ground level changes from +86,5m to +79,5m (8% slope) and
it offers a new crossroad independent from the tram lane which looks like a viaduct (+85m). The new road (along VB bd and K st) is a harmonious line (1,7% slope) running below the Commercial Centre. Parking areas located under the main buildings have four direct exit lanes towards the new road which avoid further dangerous intersections. As a result, the tram lane does not intersect with the main traffic flows any more. Most of the existing tracks are kept equal and its central role is reinforced with a strategic stop in between these urban ways. THE ARCHITECTURAL DESIGN OF THE BH WATERFRONT CENTER
BH roof’s terrace represents the project’s central focus and a node which welcomes overlapping urban experiences. To begin with, it is envisioned as an open promenade close to the Kalemegdan park -which is enlarged at the rooftop of the Art Gallery & Museum-. Walking on it one is able to observe either the surrounding landscape or the main exhibition room through an elongated windows running parallel to the promenade. In the middle of BH’s terrace, close to the tram station, you encounter the new pedestrian lane of P st as well as the new pedestrian and tram viaduct leading to the new touristic bus stop. As well, one can walk up the ramps from the sunken main public access (+81 m) to the Art Gallery & Museum, reaching the Commercial Centre’s main entrance or a direct vertical access- by staircase and lifts- to the BH rooftop, becoming a dynamic open air urban node. On the south side, BH’s terrace becomes part of the new shopping atmosphere of K st. with wide pedestrian sidewalks all around the Commercial Centre shops. The Art Gallery & Museum building is a sort of chameleon and its shape is the negative of what surrounds it: a bent road, VB bd, the enlargement of the Kalemegdan park, the sloped roof as a pedestrian promenade, etc. Moreover, it is a powerful tectonic experience both from the outside as well as the inside. Its main entrance consists of a dramatic promenade sloping downwards (from +84m to +81m). Once there, the lobby showcases wide and inspiring inner spaces. The Commercial Centre– located between K st and BH open terrace- is not only a mere building, it is actually an urban block that rejuvenates and enlivens its surrounding streets by welcoming shops, restaurants and office spaces. Its U shape allows for an optimal organization of the program around a courtyard and unlimited views to the river.

OPERATIONAL AND SPATIAL RELATIONS INSIDE THE BUILDING
The Art Gallery & Museum is divided in two parts from the entrance hall onwards. Once there one can walk to the second floor and the café & restaurant mezzanine through a sculptural staircase. There, an open air balcony offers views to the river Sava and New Belgrade. The main exhibition room offers a large and unified space. A soft ramp (from + 81m to +76,5m) fills the main wall and provides with a splendid journey from the entrance hall to the main room’s space. The multifunctional conference hall is in direct relation to the temporary exhibition areas giving the possibility to enlarge some activities with flexibility. A secondary and linear corridor organizes all the staff management and administration spaces. On the lower level (+76,5 m), a central storage room for exhibition material has a service entrance for vehicles at the northern part which links with the new self-service gas station. The lowest level (+ 73 m.) is a parking lot. STRUCTURAL DESIGN, MATERIALS USED AND SUSTAINABILITY
The cross section of the Art Gallery & Museum clarifies how the project minimizes environmental impact. Natural light is provided to the main and service rooms (entrance hall, exhibition, conference, café, etc. and spaces for management, administration and curators) trough windows and circular holes on the roof. Moreover, cross natural ventilation for the main exhibition areas is also carefully considered. The basic structural system is designed with reinforced concrete but the main exhibition hall has diagonal steel columns to cover large spans. On the rear, a heavy structural wall closes the building to the Vojvode Bojovica bd. A thick vegetal and pedestrian roof and the rear bent wall surrounding the building provides with an important thermal inertia and passive solar gain to maintain optimal inner environmental conditions. The water coming from Kalemegdan park slopes is canalized and accumulated for grey water reuse systems due to the project’s pedestrian bridges.
