The gathering was organized by Coun. Dave Willie in an attempt to get new council members up to speed on decisions made in camera over the past term, and was attended by Councillors Scott Tanner and Bill Luchtmeijer and senior staff members. Even strong supporters question the delays By AUREN RUVINSKY NEWS REPORTER Last week Vancouver Island Health Authority president and CEO Harold Waldner told THE NEWS they are waiting for final approval from the Ministry of Health to start work on the proposed health centre in Parksville. The Minister of Health could not be reached but spokesperson Stephen May confirmed, “The ministry supports the concept and approach of the Oceanside Health Centre.” While Waldner said he was “confident” construction would start soon, May said ministry officials are “hopeful that this project will be moving forward early in 2012.” “The ministry continues to work with VIHA to complete the detailed business plan before the project can proceed to construction,” May said. “We are confirming information being provided to us from the health authority related to the service model, services available and ensuring the best value for taxpayer dollars.” The proposed urgent and primary care facility, last estimated at $14.4 million, appeared to have the green light last January for construction beside Trillium Lodge in Parksville, but then stalled. Even the strongest local supporters are questioning the delays. Tom Davies, spokesperson for the Federation of Oceanside Residents Associations recently told THE NEWS “...this is frustrating for the people of the community, folks don’t believe it’s coming anymore, it’s always just around the corner.” Waldner said there will be an open house information day “early in the new year” as soon as they get the final signature from the ministry. Construction is expected to take one year.

Council gathering could have been handled better, says Tanner He said it should be considered a council meeting — one to which the mayor was not invited or informed. “I was in my office and looked across to where the councillors’ lounge is across from my office are and there were three councillors in there,” he said. “I didn’t know anything about it and staff was going back and forth. If I had been told or invited to it there wouldn’t be an issue, but to do that without letting everyone know it was happening was rather disrespectful.” Westbroek said even in camera meetings, where the public is excluded, need

to be properly posted and advertised. “You can call a meeting on very short notice, but you still have to make it public,” he said. “You can’t do it secretly.” That’s not how Willie sees it. “We must be pretty poor individuals to pick a room right across from the mayor’s office to hold a secret meeting. I think people will see this for what it is.” Willie said it made perfect sense to have the three new council members get caught up with all the in camera minutes from the past term, noting that while open council meeting minutes are open to

anybody, in camera notes require a stricter protocol and can only be viewed — even by councillors — with senior staff present. He said the mayor’s response to the review, which he stressed was not a council meeting and did not discuss town issues going forward, was inappropriate. “He burst into the room at about quarter to 11 and there was no Happy New Year or Merry Christmas, but rather, slanderous remarks about this being an illegal meeting. We were flabbergasted. I think is a clear indication of why some of us are having great difficulty in seeing

his ability to speak for us on anything. “Time will tell. I hope it does. He has tremendous amount of experience and we need that on council. He has shown great leadership.” Willie noted while Westbroek wasn’t invited to the gathering, neither was Coun. Mary Brouilette, as both the incumbents had been present and involved in making the in camera decisions and didn’t need to be updated. Tanner also defended the gathering, calling it a useful exercise. Tanner conceded the gathering could have been handled better, however.

“In many ways, it could have been handled differently,” he said. “There’s no question about that — on three sides, from administration, from councillors and from the mayor.” Despite their disagreement, both the councillors and the mayor stressed the need for council to put its differences behind them and work towards the betterment of the community. PARKSVILLE — Drivers got off to a good start with Santa’s 2012 naughty or nice list — as well as with the local police. Oceanside RCMP Sergeant Darrell Robertson said police found few drivers who made the mistake of getting behind the wheel while impaired this year. “People have been educated and are more aware,” Robertson said. “I think a lot of that came from the provincial legislation that has been implemented. That provided some awareness. As well, people are acting in a more responsible manner, certainly in this holiday season.” Between Christmas Day and this Wednesday, the RCMP and Central Island Traffic Services issued three 24-hour suspensions, processed two charges of impaired driving and one failure to provide a roadside breath sample. — Neil Horner

By BRENDA GOUGH NEWS REPORTER June 3 • As of Thursday the Coastal Fire Centre has 128 firefighters in action outside B.C., mostly in the area of Slave Lake, Alberta, including 23 from the mid-Island region. The Coastal Fire Centre is based in Parksville and covers the entire southwest corner of the province including the Lower Mainland inland to the Coquihalla toll booths and north almost to Kitimat. • You may not get your mail. And you might want to consider sending an email instead of a letter. Postal workers were poised to start striking today (Friday, June 3) after issuing 72-hour strike notice on Monday while negotiations with Canada Post were ongoing. • Vandalism in Parksville’s Community Park Wednesday was a case of arson, say police. June 7 • Search and rescue volunteers from the length of Vancouver Island converged on the Horne Lake area Sunday as they took part in the second annual Rescue on the Rock event. • The weather was perfect as Kwalikum Secondary grads paraded to the Civic Centre for their Under City Lights dry grad festivities Saturday night in Qualicum Beach. • June 10

• The harmonized sales tax and the referendum on its fate are still widely misunderstood, but support for returning to the old provincial sales tax is declining. That’s the main finding of a poll released Thursday by Angus Reid Public Opinion. • Medical infrared thermography, the technology used in the 1950s for military night vision, is now being used to provide early risk assessment of breast health in Qualicum Beach.

The owners of the Qualicum Manor wish to have a medical office on the premises as part of their application to the Vancouver Island Health Authority (VIHA) for funding to establish palliative care and respite care at the facility. The proposal involves a two-storey addition.

June 14 • Qualicum Beach Airport Appreciation Day kicked off Saturday providing an opportunity to see a local airshow up close and personal. • A project is underway to develop a detailed proposal for restoring fish and wildlife habitat in the Englishman and Little Qualicum river estuaries and some interesting discoveries are being made, according to James Craig with the BC Conservation Foundation (BCCF). The $10,000 project was proposed by the BCCF, with $5,000 coming from Living Rivers — Georgia Basin/Vancouver Island, and the other half matched by the Habitat Conservation Trust Foundation. June 17 • Despite having the oldest per capita population in the country, Qualicum Beach only has one palliative care bed. However, that appears likely to change.

• The group formed to try to save Kwalikum Secondary School from closure used the school’s successes to try and sway the B.C. education minister against shutting it down. Yet, the response was not one they put a lot of faith in. Minister George Abbott visited School District 69 (Qualicum) last week to meet with the board and staff as well as the Oceanside Communities for Quality Education group. June 21 • Thousands of families filled the streets of downtown Qualicum Beach Sunday for the annual Father’s Day Show and Shine, held by the Seaside Cruizers. • PASS/Woodwinds held their graduation ceremonies at Pheasant Glen Golf Resort in Qualicum Beach last Thursday. • About 1,500 people attended the recent public meetings held for the proposed Raven Underground Coal Project, the majority of them raising concerns and showing their disapproval of the project, said Coalwatch Comox Valley president John Snyder.

• The Town of Qualicum Beach hired a consultant to meet with concerned parents and citizens to come up with a plan to help convince the school district not to close Kwalikum Secondary School. The school board, however, is treating the report as another document in its reams of information they will use to reach a decision. • The dysfunction among the board of the Mount Arrowsmith Biosphere Foundation — which led to the United Nations body that governs them to threaten the loss of its status unless it shapes up — continues. Clashing personalities and agendas — evident in a meeting this week — is preventing the group to make progress in forming a cohesive unit, capable of running a biosphere. • THE PARKSVILLE QUALIBEACH NEWS has a new publisher. Peter McCully takes over the helm this week, coming over to THE NEWS from the Gulf Islands Driftwood on Salt Spring Island. He was the publisher there for four years and worked as a sales consultant, manager and associate publisher for a total of 12 years. Peter brings with him a record of excellence, recognized by provincial and national newspaper associations. Peter and his wife Barb are looking forward to relocating to the area and becoming part of the community. CUM

June 28 • After a long tough process the Arrowsmith Water Service settled important governance and funding issues. The new agreement gives the partners weighted voting power depending on their level of ownership, giving Parksville three votes, the RDN two, and one to Qualicum Beach. The ownership proportions remain the same, but Qualicum Beach will not contribute to the costs of the new Englishman River intake and water treatment facility. • Backpacks have now been banned at the Qualicum Beach Museum after staff discovered some items missing from the displays last week.

July 1 • The announcement in the first week of July that the province will pony up $7.5 million to upgrade the E&N rail line is good news to MP James Lunney. “This is something we have been pushing for for some time,” Lunney said Wednesday. “I’ve been on the E&N file for years now and we’re very keen to go ahead, but I knew we weren’t going to secure federal funds without a provincial commitment and the premier heard that from me on election night.” • Local teachers in School District 69 joined those across the province giving a strong strike mandate in ongoing negotiations. About 60 per cent of teachers across the province participated, of which 90 per cent (25,282 teachers) voted to give their provincial leaders the mandate. • The province is “absolutely committed” to opening a health centre in Oceanside, said Premier Christy Clark. Speaking in Qualicum Beach during a whirlwind tour of Vancouver Island Tuesday, Clark said she sees such a facility as a clear need in the community.

Search manager Ken Neden said he received a call for assistance at 4 a.m. Thursday from Comox Valley Search and Rescue to help search for a 16-year-old whose kayak washed ashore. The teen, identified as Orlando Graham, launched his red kayak from Sandpiper Beach at approximately 2 p.m. on June 29 and failed to return home before dark.

Mayor Teunis Westbroek attended an information meeting, after which he said he didn’t hear a single expression of support and took that message to Wednesday’s council meeting. • A Canada goose that thought he was a rabbit is back in the wild after being rehabilitated at Wild ARC in Metchosin. The goose, known as André at the EARS rabbit sanctuary in Coombs, B.C. where he was dropped off orphaned, spent the first few months of his life sharing food and sleeping quarters with rabbits sent there from the University of Victoria. He was in with the 20 rabbits that were stomped to death when an intruder broke into the facility in June. André, a fuzzy yellow gosling at the time, was unharmed. In Tuesday’s NEWS: The Year in Review continues, with the remaining summer month and then into the fall and winter.

Bad law needs solutiuon

eniors and care-providers continue to be negatively affected by a bad law enacted by the province nearly a decade ago. That law — Bill 29 — was ruled unconstitutional by Canada’s top court in 2007. The provincial government was given a year to come up with a fix, but the resulting agreements didn’t address the main problem — the allowance for privatization of health-care services. That aspect of the legislation resulted in repeated mass layoffs at one Nanaimo care home, with a lesser contract for workers each time. o, how you doing Oceanside? Are you still clinging to your New Year’s resolutions, or have you already begun to chip away little just-this-once pieces of your determination and begun the short slide to failure? I’m still good with my pledge, thanks for asking, but I have it pretty easy, really. Yeah, my weight bloomed over the fall and winter, but I have a system to lose those extra pounds and it works really well. It involves chicken and vegetables at the deli for lunch and dinner, as many wasabi peas as I can choke down for a snack. And that’s it. my spectacularly bad luck with cooking. Take chicken soup, for example. Pretty easy thing to deal with, you’d think. I certainly did when I picked up a barbecued chicken at the store in Fort St. James. I bought egg noodles, bouillon, celery, the whole bit. This was going to be home-cooked soup, the way mom used to make it. I chopped everything that needed chopping and fired it up, boiled it up and let it simmer. Soon, the whole apartment held the rich aroma of chicken soup and I could hardly wait for it to cool at all before I dished myself up a great big bowl.

It tasted as good as it smelled. I finished it off and went back for seconds. I dipped the ladle in the pot and when I pulled it out, there, nestled in amongst the egg By Neil noodles, chicken Horner and peas was a AA battery. The kind you put in your flashlight. That was one big pot of soup, so it took a couple of flushes. That was nothing, however, compared to the char horror to come. Fort St. James borders on the Nak’azdli reserve on the shores of Stuart Lake and I got to know one of the elders, who took me with her when she checked her nets in the lake one time.

I was delighted and cooked it up and ate maybe a quarter of it for my dinner before putting the rest in the freezer for later. The year 2012 is an eventful one, when three major cycles of development for humanity’s evolution cease. The way we think and believe will no longer be viable, because a new evolutionary force is entering our world. It is a force aimed at the value of goodwill and at its foundation, equality. Humanity will experience major shifts of awareness (consciousness) influencing one’s progression of daily thought. These build the personality within humanity to be strong and courageous, able to withstand modification, alterations. Humanity will deeply assess prevailing values, ideas we have been taught and beliefs around those ideas. Humanity will assess life itself (what is it?) and our part in it (who are we?) Humanity worldwide enters into a time of preparation as January begins, the structures we know and believe in will begin to disappear more rapidly and by the end of January all of humanity begins a life review, a “looking within� assessing past plans and goals for the purpose of creating a right and appropriate future. Goodwill to all in this coming year!

Stop the nonsense I cannot believe the suggestion that 50,000 people left B.C. in the 1990s, as a recent television commercial is stating. There was never a year in the ‘90s that our population decreased, as a mater of fact, 748,384 people came to B.C., in the ‘90s! This averages 68,035 increase every year of the ‘90s. The last two years of that government,1999 and 2000, the increase was 28.265 and 27,856 respectively. How can this commercial be allowed to air when it is full of deceit? The only way it can be justified is maybe 50,000 people left B.C., but 748,384 replaced them! No wonder people are not coming out to vote, this kind of crap has to stop!

fter years of private sector commercial real estate and development, I was hired by BC Buildings Corporation in 1992 as lease manager for the City of Vancouver and the Lower Mainland. BCBC was a crown corporation mandated to provide accommodation for the ministries of B.C. and other public entities. The Ministry of Health was one of our biggest customers and I negotiated and built leased premises for everything from alcohol and drug clinics to mental health clinics to ambulance stations, to administrative offices. When health was regionalized in 1995, I liaised with all the Lower Mainland health authorities on behalf of BCBC. On Vancouver Island, the Capital Region board opted to stay with BCBC, while Mid Island and North Island boards decided to do their own thing. As a result, some very stupid deals were done. VIHA does not belong in the real estate business. There were solid business reasons the Ministry of Health built and owned hospitals but leased all other premises from the private sector. They didn’t want the financial exposure and they knew they needed the flexibility that leased premises provides. Government programs are forever expanding, downsizing and relocating. The proposed health centre is nothing more than an office building, partially to be leased by private sector tenants like doctors, labs and pharmacies; with the remainder to be occupied by a consolidation of health tenants who should not be under the same roof. Uses like alcohol and drug and mental health can’t be sharing common areas with breast feeding clinics and seniors’ programs. There are other uses that are not compatible neighbours. What happens when one of the VIHA uses outgrows the space or has to relocate for other reasons? Will VIHA and the tax payers be on the hook for the cost of the vacant space, or will a program be compromised because they are not allowed to move out or expand? VIHA may get nice new offices, but what benefit is this health centre to the people of Parksville and Qualicum Beach? Please, please put that $14 million towards a hospital.

It’s not Greens who don’t get it This letter is in response to the letter entitled Greens don’t get it (THE NEWS, Dec. 27). The point to get is that once an ancient forest or forest remnant is gone, the entire plant, bird and animal community that it supported is gone too. The time it takes for an old growth community to develop is measured in millenia. For example, Douglas firs can grow for over 1,000 years, die and then continue to provide habitat for wildlife for another 300 years. Yellow cedars can live for over 1,800 years and continue to provide habitat for another 600. Along with these venerable conifers other trees, shrubs, perennials, annuals, lichens and fungi have developed a unique plant community that supports myriad wildlife dependent on this mature forest. To compare old growth forest to a rash of younger trees (often grown in monoculture, for 100 or 200 years ‘til the next cut) is like comparing a riparian meadow to a lawn. Fortunately, for those who wish to understand why old growth is so special, there is a great read, Wildlife Trees in British Columbia (Lone Pine, ISBN-10:1-55105-071-4) available locally. This informative, colorful, and enjoyable book will move the intelligent reader from calling out “crazy� to calling out “protect.�

The heavy weather also kept Hydro crews busy when two downed power lines caused outages of up to two hours in Coombs, Qualicum and Errington.

ometimes it takes an extended cruise on a small boat to really get a handle on what’s really crucial in life and what’s actually a luxury. Brian Chabassol learned that a while ago, after he and his wife and two teenage daughters spent some serious time on his sailboat, the Cubee. This week’s Shipping News boat of the week, the Cubee is a 30-foot Alberg, built in 1967 at the Whitby Boatworks in Whitby, Ontario. “It’s a very seaworthy offshore boat that the past owner sailed to Hawaii and back,” the Royal Canadian Airforce helicopter pilot said. “We’re seriously considering taking off in her for a year or two.” The family won’t find the rigors of living in such close quarters entirely surprising, as they have already spent considerable time onboard. “You soon realize that most of what people take for granted is really a luxury,” he said, “like hot, running water. A bathtub is a luxury, but most people don’t even think about it.” Similarly, he said, things like a new blouse coming onboard during a trip usually means something else has to go. Despite the cramped quarters, Chabassol said it has its advantages. “I find it hard to sleep on land,” he said. “It’s the motion. There’s something to it.”

Keeping her pledge By NEIL HORNER NEWS REPORTER When you vow you’re going to do something, it’s a good idea to keep your word, and while Portia Miller is only five, she already knows that. On Friday, the Qualicum Beach resident followed through with a pledge she made in a bid to both protect trees threatened by logging and also help some other little girl threatened by cancer. “I’m cutting my hair off because they saved the trees for me and I said if they saved the trees for me I would cut my hair off and give it to Locks of Love, for children who have had cancer,” she said. The land in question is a 3.5 hectare portion of DL10, located on the west bank of the Little Qualicum River. Although the land is owned by the Town of Qualicum Beach, the logging rights had been owned by Island Timberlands. The Town of Qualicum Beach last year purchased those rights for approximately $180,000 in order to ensure the trees remain standing. “Along with the pledges for cut-

ting her hair, Portia, also included her birthday and Christmas money, which she requested instead of presents, to preserve the Little Qualicum River Floodplain forest, often referred to as the Qualicum Beach Salmon Forest,” said Wilderness Committee mid-Island spokesperson Annette Tanner. The group, she said, has led tours through the area, located on the west bank of the Little Qualicum River, on Earth Day every year to show people the site is important to the future of the area’s water supply. Her husband, Qualicum Beach Councillor Scott Tanner, was also on hand to watch Borealis Hairbar N Tanning 2 stylist Andrea McDowell transform her below-the-waist tresses into a shoulder-length bob. “It’s terrific to see someone with the youthful energy Portia has in bringing attention to these areas that are so rare and in desperate need of protection,” Scott said. “There is so little of it left.” Locks of Love (www.locksoflove. org) is a non-profit organization that provides hairpieces to financially disadvantaged children in the United States and Canada.

Kwalikum, Ballenas grads are on the fundrasing path By AUREN RUVINSKY NEWS REPORTER With the end of the holiday season, Kwalikum Secondary students are looking to help with the clean-up while raising funds for Dry Grad 2012. Students, parents and Town of Qualicum Beach volunteers will go door-todoor through town this Saturday collecting Christmas trees and empty bottles. The annual pick up is well-supported by the Town of Qualicum Beach and the community in general, said Karen Katchur, one of the parent organizers. People are asked to leave their discarded trees, along with any bottles or other donations to the grad effort at the end of their driveway by 9 a.m. Trees can also be dropped off at the town works yard on Berwick Rd. Michelle, who is married to Ross said the band has been together for a year and she said they like to put their own spin on the covers they play. “Our music is eclectic. We like doing mash ups to make it more interesting,� she said. Michelle said they have some danceable reggae but also play some edgier rock mostly from the ‘90s. As for being married to the singer in the band she said it is all good. “There is no drama in our band. We are pretty tight friends and it is an excellent group to play with.� On Sat., Jan. 7 at the Gun it is full on hip hop with mix masters from Party People. DJ Anger who is a familiar name in Victoria’s hip hop scene will be scratching and mixing it up along with DJ Trever who is also well known in the Victoria club scene.

A crowd of hearty souls braved the frigid waters of Parksville Bay to ring in New Year’s Day 2012 by participating in the 22nd annual Polar Bear Swim. After a very brief dip in the ocean, about 150 people made a run for the shore. Mild temperatures on January 1 likely drew the large crowd of onlookers who cheered and offered encouragement. Volunteers from Arrowsmith Search and Rescue monitored the swimmers in the water, while the Parksville Fire Department manned the beach. Regional District of Nanaimo (RDN) recreation programmer Anne Porteous said 150 swimmers registered for the noon time event at the Parksville community beach and she said it was a huge success. “Everyone was safe. It was a great event and it seems to get bigger every year,� she said. In 2011 there were 110 swimmers registered and Porteous said they will plan for huge numbers in 2013. The RDN sponsored event included a certificate for the swimmers and hot beverages and snacks.

SPORTS Royals grads get a little off season kudos PARKSVILLE — From the dugout comes word of some off-season recognition for Royals’ graduates Taylor Green and Mark Hardy. According to longtime Royals’ head coach Dave Wallace, Taylor shared the Canadian Minor League Hitter of the Year award with Brett Lawrie (Langley Blaze and Toronto Blue Jays), and Mark was named Minor League Pitcher of the Year. Standout southpaw Clayton Isherwood from Texada Island has been selected to the spring roster of the Canadian national junior team for the third straight year. In the World Tournament qualifier, ‘Ish’ pitched a complete game shutout against Guatemala. Canada qualified second in the tournament ensuring them Royal Clayton Isherwood of a berth in the World Youth has made the spring Tournament in Korea in Augroster of the Canadian Sept., 2012. national junior team. Big, as in 15 gold medals collectively, to go along with three silver and five bronze. Sept. 16 • The 11th annual Panters Classic old-timers hockey tournament had a distinctively French Canadian feel to it as three new teams from Quebec made the trip to Parksville. Played out last week at Oceanside Place (and surrounding area), the Classic featured four age divisions for players 55 plus. Sept. 20 Parksville’s Ballenas Whalers football teams posted bruising bookend wins on home field against the Belmont Bulldogs from Victoria. The JVs took to the field for game one of the BC High School Football double header, and a shortbenched AA Ballenas team showed a lot of moxie in a 34-6 win. Sept. 30 A new soccer league for U14 and U15 boys and girls is being embraced by the players and parents. Just three weeks into its inaugural campaign, the Vancouver Island Premier League, comprised

The third annual Icebreaker female hockey tournament is in the books, and the teams are signing up for next year. Played out at Oceanside Place Dec. 27-29, this year’s Icebreaker featured 14 teams in four divisions ranging in age from 5-18. The tourney, said Oceanside Minor Hockey Association (OMHA) female coordinator Sue Street, included all three levesl of OHMA female hockey — Initiation, Atom and Peewee. The Initiation part was a jamboree style with each player taking home a Timbits participation medal. Oceanside had two teams in the mix — the Atom Icebreakers turned in a terrific showing as they carved out a silver medal in their division, and the Peewee Icebreakers were a strong fourth. One of the bright spots of the tournament she said was the enthusiasm of the Tri-Port Eagles, comprised of North Island players. The highlight of the tournament was the Midget final, a marathon 3-2 triple overtime win for the North Shore Winter Club over the Comox Valley Lightening.

“It was fantastic. It was definitely a well-fought game, for sure,” she said of the game at Howie Meeker Arena. Sue’s daughter Shayna plays for the Lightning (Oceanisde doesn’t have a female Midget team this year), and the local sparkplug earned Game MVP honours to go along with her goal in Comox’s opening game. The Lightning are sitting tops in their eight-team Recreational Island League and won their division at the big annual Haley Wikenheiser International Women’s Hockey Festival Nov. 17-20. Earning props for their part in the big picture was OMHA head ref Chris Herr and company. “The referees did a fantastic job — we didn’t have a single complaint, not one, and not only that, we had a couple people comment on how strong our referee program is here in Oceanside — they told us they use our program as a model for their association. It’s impressive; our officiating program is doing a great job here.” As for the girls, “they all played fantastic,” said Sue. OMHA will be hosting a Pewee Recreational tournament March 17-19, a co-ed Atom invitational March 22-23, and Initiation Novice March 23-25.
