BC Day for kids

The BC Day long weekend in Oceanside featured two great car shows — the Ocean Idlers event in Coombs and the Oceanside Overdrive show and shine in Parksville. See THE NEWS’ weekend coverage inside.

Brain navigator Colleen Butler brought her A-game to Oceanside Place this month, and the benefits will be far reaching. This is the first year Acres Hockey Training has implemented the Bringing Smart Play To Hockey program — a joint effort by Henry Acres and Colleen Butler, a brain injury coach operating under the name Brain Navigators based out of Nanaimo.

Children and their parents turned out Sunday morning at the Nature House at Rathtrevor Provincial Pare to celebrate BC Day. Jerry the Moose (below) gave out high-fives to many of the kids there for the morning children’s parade.

Named for Mount Arrowsmith, the area’s United Nations biosphere foundation is trying to right itself before losing its status.

Biosphere still seeking a local identity By LISSA ALEXANDER NEWS REPORTER

T

he Mount Arrowsmith Biosphere Reserve (MABR) has two years to get its act together or face losing its UNESCO designation, but where did it go wrong? The reserve failed a periodic review last year, stating that it does not meet the statutory framework criteria for biosphere reserves and must prepare and implement an overall strategy and action plan by 2013. Current president of the Mount Arrowsmith Biosphere Foundation (MABF) Holly Clermont said although it’s certainly possible for a group to do it, she’s not so sure this organization is up for it. “There’s no doubt in my mind that it can happen, but whether the foundation’s involved… I’m not sure about that.” Clermont did her Master’s thesis on the biosphere reserve and said one of the problems she discovered with the local reserve was that it has never been firmly grounded in the community. “There are other biosphere reserves that have complete widespread community support,” she said.

This is due to a change in nomination requirements a few years after Mt. Arrowmsmith got its designation in 2000, she explained. When the newer reserves completed their documents they had to go into the community and ensure people knew about and supported the nomination, she said. Glen Jamieson formed the MABF in 1996 and was president until 2009. After he stepped down he said the group starting receiving government funding, $57,000 a year, and this caused some problems for the group. Suddenly a large group of people became involved in the organization, including those with advocacy agendas. “This issue didn’t arise (when he was president) because we didn’t have a large membership who were demanding that we become an advocacy (group). Because we had no funding… we were just a little tiny group trying to get money.” The problem is you can’t take an advocacy role within the MABR, he said, it’s against the mandate of the UNESCO biosphere program and would therefore cause the reserve to lose its status and its funding. The periodic review also came at an unfortunate

Foundation needs to find community support and better explain what it does

Mount Arrowsmith Biosphere Foundation board member Holly Clermont is one of three people who remained after five others resigned between 2009 and 2010. time for the foundation, Jamieson said, because the government funding they were approved for didn’t appear to be forthcoming and this led to a number of directors stepping down with liability concerns. As a result there was no clear direction as to where the biosphere was going, he said, and it didn’t look like the community was behind it. Clermont was elected to the board in 2009 and said the experienced,

dynamic board that year put a number of protocols in place and arranged for some interesting projects. The following year in March six of the eight board members were reelected as well as a couple of people from the activist community. By May all the previous board members had resigned, except herself and the two activists, she said. It was shortly after this that the periodic review began. But by November the

board was successfully rebuilt, Clermont said, with many wonderful and enthusiastic people. There were still some problems within the board however and this was evident at the annual general meeting in June of this year. As Parksville acting Mayor Chris Burger put it, the group needs to work on their governance and decide whether the biosphere board should take an advocacy role or remain a neutral organization that brings different groups together and facilitates discussion. Board member Phil Carson spoke at the meeting, saying he had been sent a slanderous letter from other board members asking him to step down. He stated certain board members were painting him as “some kind of wideeyed environmentalist” even though those weren’t his intentions. Clermont said the board members with advocacy intentions are making it hard to bring in groups from the private sector and government groups for meaningful discussion. “That’s what the biosphere concept is all about,” she said. “It’s meant to bring those factions together, not to debate but to dialogue and talk about stuff… to learn from each other.” SEE

Stan Boychuk, chair of the of the Canadian Commission for UNESCO National Committee for Man and the Biosphere, said there has not really been a functioning board of directors throughout the past 10 years of MABR, but regardless the group should not look to the past but instead to the future. “I think the Mount Arrowsmith Biosphere reserve should consider spending their time on how they are going to meet the functioning criteria and coming up with a strategic action plan that can be submitted to the International Advisory Committee in two years time,” he said. The issues of the reserve finding its place within the community, creating a sound governance model, dealing with a high turnover of directors and finding a balance between interests of sustainability and conservation are not new problems, he said. In fact all 580 biosphere reserves have those struggles, he said. The Biosphere

Reserve movement and the Man and Biosphere Reserve program is 40 years old this year and is still learning who is it as a functioning organization, he said. It’s how the group deals with the situation before them that matters now. “Those struggles happen in all biosphere reserves and they happen in every country so it is not anything that is unique or particular to Mount Arrowsmith,” he said. “It’s how that struggle manifests itself in the abilities of the communities to put aside what their past

PHIL CARSON ... activist intentions not what he intended interests are and work together collectively as a community, and that’s the challenge for Mount Arrowsmith.” Clermont said following the last AGM a group of people have mobilized and are concentrating on a contingency plan to make sure the biosphere reserve will continue in some form, and that the strategy and action plan get done, regardless of what happens to the foundation. She herself is busy working on a PhD, and won’t have the time to continue on with the group, she said, besides in a periphery role. The next AGM will happen in September she said, and she and other board members are trying to get as much done as possible before then, to ensure important projects go forward.

There will also be an attempt at a mediation at that meeting but unfortunately she’s not too optimistic about the end result of that, she said. Both Boychuk and Jamieson believe the MABR will come through and meet the set requirements by 2013. Boychuk said there is commitment within the community and good minded people who want to see this happen. But those that want to work for an environmental organization should do that, he said, instead of trying to co-opt the concept of the biosphere reserve to serve their own particular interests. Jamieson said the biosphere concept is a hard one for some people to grasp because unlike other groups there aren’t clear objectives and it requires long term vision. “This is a much broader mandate and so people have to kind of get there head around that,” he said, explaining: “We’re not going to count birds or save this Island, we are going to try to generate research which will get discussion on as to what’s worth saving.”

RDN denies drive-thru application

BC DAY

Regional district zoning allows commercial development on French Creek site tion which would allow for a Tim Hortons with a drivethrough at the location. Stanhope also made another motion for staff to review drive-throughs within the context of the Board’s Strategic Plan, the Regional Growth Strategy and Official Community Plan targets for greenhouse gas reductions, and provide options for the board’s consideration. The board endorsed both of those motions at a regular board meeting last Tuesday.

By LISSA ALEXANDER NEWS REPORTER An application to allow a fast food restaurant with a drive-through beside the Shell Station in French Creek was denied at the last Regional District of Nanaimo Board meeting. A motion was made two weeks ago at an electoral planning committee meeting by RDN chair and electoral Area G director Joe Stanhope to deny the zoning amendment applica-

Dale Lindsay, manager of Current Planning with the RDN, said concerns were raised by residents throughout the process — which included two public information meetings — about the impact drive-throughs have on the environment in terms of air quality and green house gas emissions. “It’s a discussion certainly we’re aware of that is going on throughout Canada. So right now because of these concerns the board has directed us to take a look at the broader issue,” he said. Delegations at the plan-

ning committee meeting included Richard Coll who submitted a 50-person petition against the application and Bruce Feddema, who operates the Shell Gas station on the property, who was concerned about access for fuel trucks. Although the file is closed on this application, the property is already zoned commercial, which allows for a fairly wide variety of commercial uses, Lindsay said, including restaurants. He expects a new development proposal in the near future, he said. reporter@pqbnews.com

City worker earns rare certification PARKSVILLE — Stan Ferguson, the city’s municipal services inspector, recently became Canada’s second Certified Public Infrastructure Inspector (CPII), one of only about 135 in North America. Administered by the Canadian Public Works Association, the certification program promotes quality infrastructure by advancing the knowledge and practice of construction inspection and quality control. Ferguson doesn’t understand the big fuss; to him it’s just part of what he does to bring credibility to his profession, said city communications officer Debbie Tardiff. A couple years ago, he was certified by the Applied Science Technologists and Technicians of BC, a self-governing professional association that designs, constructs, inspects, tests, maintains and manages most of the human constructed world including buildings, roads, parks, drainage and water and wastewater systems. “This new designation, along with the ASTTBC certification,

pretty much covers it all,” Ferguson said. “It’s a good thing to have, it’s recognized in the public works field and both certifications bring credibility to my profession and ensure the community receives well-constructed improvements.” Director of engineering and operations, Robert Harary said, “We congratulate Stan Ferguson on becoming a CPII. We are pleased that the city, through Stan’s dedication as our municipal services inspector, is able to provide quality public works and services to the residents of Parksville.” The CPII designation is for individuals who inspect the construction of public infrastructure, construction work and materials to ensure compliance with design plans and specifications. Duties include observation, measurement, testing and documentation while striving to resolve inevitable construction challenges in a prompt and efficient manner. - Submitted by the City of Parksville

By TOM FLETCHER BLACK PRESS VICTORIA — A 10 per cent harmonized sales tax will cost an average B.C. family $255 a year less than returning to the former provincial sales tax, according to a new study. David Murrell, professor of public finance at the University of New Brunswick, released the first version of his study last year, examining the switch to the HST in B.C. and Ontario. He calculated a 12 per cent HST would cost an average family an extra $490 in new sales taxes. With low-income tax credits and grants, the B.C. HST would mean an net $320 tax increase.

After the B.C. government announced it would reduce the HST rate to 11 per cent next year and 10 per cent in 2014, Murrell updated his calculations and released the results this week. “If I were a B.C. voter, based on this evidence, I would vote ‘no’ in the HST referendum,” Murrell said. Murrell did a similar study in 1997 when Nova Scotia, New Brunswick and Newfoundland expanded their provincial sales tax to include services, and cut the rate to eight per cent. He also found a net saving to taxpayers in those provinces. B.C. consumer savings come from three sources, Murrell

Goods that were subject to PST will now have it reduced to five per cent. The government has offered personal income tax credits to help

compensate for the new HST. And businesses pass on savings from writing off taxes on material inputs and capital spending, lowering the price of

products and services. Jock Finlayson, vice-president of the Business Council of B.C., said Murrell’s study is the first independent academic

analysis he has seen since the HST rate cut option was announced in May. Finlayson said he has heard many times that people don’t believe prices will be reduced as a result of HST tax breaks. But independent researchers have looked at the switch from retail sales taxes to valueadded taxes around the world, and “without exception” they find that lower prices result, he said. With the Aug. 5 deadline for voting in B.C.’s HST referendum approaching, Fight HST organizers Bill Vander Zalm and Bill Tieleman visited Elections BC facilities where they will observe as ballots are counted.

They told reporters they have heard from hundreds of people concerned they won’t receive a voting package in time to participate, and called for the government to intervene and establish a mechanism to allow late voting. “If [voters] called Elections BC and they were sent a package, it should get to them and they should be allowed to vote,” Tieleman said. Finance Minister Kevin Falcon, reached at a cabinet retreat in the Okanagan, said it is “ridiculous” to suggest that the government try to interfere with an independent office that has successfully supervised many elections and referendum votes.

t was difficult to watch NDP leader Jack Layton address the media in announcing his temporary departure from his duties as leader of the official Opposition. He looked gaunt and frail and sounded weak as he delivered the shocking news that he was battling a new cancer and would need to take time off to once again ward off the disease. This news, coming just weeks after Layton wowed a nation on the campaign trail with his charm and energy in leading his party to a remarkable 103 seats, is both ironic and sad. The man most view as the single reason why the NDP is in uncharted territory in both popularity and power, is leaving his fellow MPs, many It would be of them rookies in Ottawa, just when they need him most. foolish to bet However, in typical bulldog fashion, Layton against him vows to be back for the September session of Parliament to hold the Conservative government accountable, and it’s safe to say that Canadians share his optimism and wish him well. Many who saw him during his announcement may think he is being too optimistic but many of those same people likely thought Layton had little chance of success in the last election campaign, fresh off a battle with prostate cancer and hip surgery. Cane in hand, he promptly kicked political butt. That bodes well for the personal campaign against cancer he now must wage and if a positive attitude and strong will count for anything, then it would be foolish to bet against him. His party must find a way to get by without the man who led them to new heights for at least the short term. And attempting to bring his passion and commitment to this country and its citizens would be a great start. — editorial by Vernon Morning Star/Black Press

ou’ve got to hand it to David Shaff — the man is a decision-maker. As administrator for the Portland, Oregon Water Bureau he knew exactly what had to be done when news of the crime reached his office. A 21-year-old man had been caught on a surveillance camera urinating into the Mount Tabor reservoir. Shaff ’s response? “Drain it.” All 7.8 million gallons of it, at an originally estimated cost to the Portland taxpayers of over $600,000. Sure, it’s pricey, but as Mister Shaff explained his reasoning, “Would you want to drink pee?” The contents of one human bladder diluted in nearly eight million gallons of water? Yeah, I’d risk it — but then I’ve never been a fussy kind of guy when it comes to liquid waste disposal. I overheard my urinary epiphany The Parksville Qualicum Beach News is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. in a restroom at Ryerson University many years ago. Two seniors, having finished their duties at the urinals, were preparing to leave. One was washing up, the other was heading for the door. “Where I come from,” the guy at the sink sniffed, “they teach us to wash our hands after we urinate.” “Where I come from,” said the guy heading out the door, “they teach us not to pee on our hands.” There are lots of excellent reasons to wash your hands after using the john, but urine contamination isn’t one of them. Pure urine is actually sterile. Historically, men in battle have poured it on open wounds to foil infection.

Clearly, urine is not the foul and toxic brew we’ve been conditioned to know and loathe. In fact there’s an entire school of medical practice called Urine Therapy which advocates urine ingestion as a treatment for everything from polio to pyorhhea; from glaucoma to gangrene. Enthusiasts claim that urine therapy is helpful in the treatment of more than 175 human diseases. It’s tough to get scientific corroboration on the effects of urine therapy because, well, their aren’t a lot of human guinea pigs who are cool with drinking pee. urine, there are zero reports of any negative effects. So at the very worst, drinking a cupful of your own urine won’t do you any harm. As for drinking a mugful of water from the reservoir that guy peed in, in Portland? You couldn’t even detect the urine, much less be harmed by it. By the way, Water Bureau administrator David Shaff has subsequently scaled down his estimate of the price tag for draining the Mount Tabor reservoir. He says it didn’t cost $600,000 after all. More like $30,000. Plus $7,500 ‘disposal fee’. (A disposal fee? For dumping water? Has anyone checked this guy’s credentials?) Still, better safe than sorry, I suppose. If Mister Shaff gets upset by one guy peeing in the reservoir, I sure hope nobody tells him what fish are doing in it.

BC Ferries turned into a big gorilla I concur with Art Skipsey with regards to the way the BC Ferry monopoly continues to grab more and more money out of our pockets for what is supposed to be a basic right, a simple round-trip for a family of four from Nanaimo to Horseshoe Bay cost now hundreds of dollars. I add to all the money spent on ineffective ferries, salaries and pensions (David Hahn’s salary probably agreed upon by our government on a sleepy Friday afternoon with most MLAs already on their way home), the $25 million loan to a high risk Victoria developer, and, this just in: a $10 million pledge to Seaspan Shipyard for future repairs. A simple peoplecarrying ferry system has grown into an over-weighted gorilla with many unnecessary add-on’s paid for by the taxpayer. Many people have experienced one or more waiting’s in recent busy periods, while the fuel inefficient new “Mercedes” ferries were parked, due to the high cost of spare parts and operation. I’m totally opposed to pay the bureaukratnic on the top of this heap of canoes the highest salary in B.C. if not Canada, while denying us the services we need. As our population and already

July 22). Well, judging by the article, it seems that we are not getting much more, if any, than we already have! Tom Davies (FORA) states that “It’s not a hospital. It won’t have emergency services here.” Howard Waldner (VIHA) says it will be services built around people — no beds or hospitalization and that it includes outpatient services like labs, pharmacy, clinics and before and after surgery consultations. Just what are we getting here? NO beds, NO hospitalization, NO emergency. We already have labs, pharmacies and clinics. Last year, our illustrious Parksville mayor at the time stated that we shouldn’t ask for too much in the way of services for the new health centre, as we probably wouldn’t get it. He should have asked for much more and got less. As it stands now, he asked for less and got practically nothing! Seems to me, this new health centre will just be an expensive building to hold all the services in one place that we already have! We have waited many years for some measurable improvement in service for Oceanside. I fear it will be many more years before we get what we need and deserve — a fully functional health centre.

Respect, honour to Jack Layton I write this letter to express my heart felt dismay at the illness of Mr. Jack Layton. First let me say that I am not an NDP member and have never voted for an NDP candidate. It is just too seldom we get a political figure that transcends all party boundaries. Jack is such a man. Jack gives you the deep down feeling that he is, if you will pardon the word, honest! In the many years I can remember, Jack is in a very select group of men and women that carry the same “work ethic” that he displays. We all must wonder why there are not many that we can point to that have the love and respect that this man gets. We don’t need to “wonder”, he earned it! Although I may lean a little to the left, there are still a few things that Jack and I might not agree on. But I will forever respect and honour Jack as a true and sincere Canadian politician and I wish him a very speedy recovery and we will need his views, possibly more now than at any time in the recent past.

Green Party getting lost in all the static both threw away their scientific credibility last week, by chiming in with the tiny tinfoil-hat movement and its trumped-up opposition to BC Hydro’s transition to wireless meters. May got the tinfoil ball rolling by decrying the use of wireless internet. It might be contributing to bee colony collapse, she mused on Twitter, to much ridicule. Apparently she believes that using a computer connected by a wire keeps her free from the radio waves that surround us all. They are generated not only by computers,

cell phones and smart meters but all sources of light, including the infrared light that accompanies body heat. May then cited the much-hyped revelation that the World Health Organization has listed radiofrequency waves as a possible carcinogen. Radio waves such as those generated by cell phones and wireless routers were moved to a classification called 2B, which also includes such volatile substances as pickled vegetables. What this actually means is that health effects can’t be ruled out. It’s impossible

B.C. Views By Tom Fletcher to prove that something’s impossible. But after many years of study, the evidence that cell phones and such devices cause illness remains at precisely zero. With May alongside, Sterk called a news conference last week to demand a halt to BC Hydro’s smart meter program. The first question from a reporter was, why are you reversing the BC Greens’ 2009 election platform, which called

for installation of smart meters by 2012, followed by imposition of time-of-use electricity pricing to reduce consumption? Sterk expressed surprise, apparently having forgotten her own position from only two years ago. Political credibility takes years to build but only seconds to destroy. I attended the B.C. Green Party’s 2007 leadership convention at which Sterk was elected. It came after a long and divisive debate over whether cell phones could be used at the meeting. They were finally allowed, but this “issue” apparently took up more time than any policy discussion. Why is BC Hydro putting in smart me-

ters? First, mechanical meters are obsolete and soon won’t be available. Second, B.C. is about twice as big as Germany. Finding, let alone fixing damaged power lines is a monumental task. A smart grid (much more than just digital meters) is not only self-assessing, it can be made selfhealing, rerouting power to blacked-out areas when weather, transformer failure or vehicle accidents cut power. Do smart meters continuously communicate with a “mother ship,” as some claim? Do they record when you get up at night to pee? No and no. These are the kinds of nonsense claims that surround the smart meter issue.

Pauline Nelson says she is just trying to advertise her business — an antique shop and RV park that overlooks the junction of highways 4 and 4A — but it’s cost her a few signs and some patience with area road crews. “I’ve had signs made for the hillside, all designed to look like others around here that are the same size, she said. Yet, as soon as she places them outside, they are removed by employees of Emcon Road Services, the area’s highway maintenance contractor. Nelson said she’s a small business, trying to survive, and although she knows there are rules regarding sign placement,

she wonders why those rules aren’t being applied to everyone. “Why the double standard? Especially with the Coombs store. Simply put, said Emcon’s road supervisor Oliver Watson, Nelson just doesn’t have permission to put up her signs on highway right-of-ways. And that means it doesn’t matter how well the signs are made or if they comply with Ministry of Transportation specifications — they will be removed. “There are ways of getting permission, Watson said, noting the closest ministry office is in Nanaimo. According to ministry information, permits for service and attraction signs by the highways

are common — yet those for advertising are not allowed. Private property is another matter, as the ministry nor Emcon regulate signs there. Watson said Emcon pulled up 100 signs last week alone — not just those of Nelson.

“We are picking up signs regularly, but they somehow keep popping back up. The illegal signs, Watson continued, can sometimes disrupt drivers’ vision, prevent vehicles from pulling over or even pose a hazard in a crash.

It’s for these reasons that highway right-of-ways are generally off limits. So, Watson said, crews are out all year looking for illegal signs and pulling them up. Signs are a large part of Emcon’s job in this district, Watson explained. “With Highways’-

They noted the right-of-way there is very narrow. “The guard rail in front of the goats on the roof ? That’s within inches of the right-of-way, said Watson. “So signs there would be on private property.

Parksville’s sand castle festival draws folks from far and wide organizers took a peek at the origin of some of this year’s visitors. As tourists and locals alike enter the volunteerrun sand sculpture exhibition area, they are asked to sign a guest book and

By AUREN RUVINSKY NEWS REPORTER With attendance at the ongoing Quality Foods Canadian Open Sand Sculpting Competition strong but weather dependent,

pin their hometown on a world map, explained volunteer co-ordinator Joan LeMoine. Last year around half of the 99,000 visitors who signed the book were visiting from not only across

Canada and all but two U.S. states, but 100 other countries. LeMoine said she did a quick survey of the guest book and so far this year has already found people from all the provinces, 20

states and 30 other countries. She said it takes a while to tabulate all the results after the exhibition is over but stay tuned for the final count. The site in Parksville Community Park is open

from 9 a.m. to 9 p.m. daily until August 14. Most activities are free but they ask for a donation of $2.50 per person to help keep it running. Check www.parksvillebeachfest.ca for more.

erri Brown knows her Celtic Music. The local singer and multi-instrumentalist is in two Celtic-inspired groups, one a trio of women called Hazelwood and the other a four-piece acoustic ensemble called Skewlines. Brown grew up in Calgary — and visited her Grandmother in Qualicum Beach in the summers — but left there 20 years ago making her home in places like Toronto, Montreal, Vancouver, Hornby Island, the United Kingdom and Ireland. She studied piano from the age of five but switched to guitar in her teens. She has taken singing lessons and sung in a number of choral groups and bands over the years while also becoming very accomplished at a number of instruments. In all the places she lived there was always informal music sessions going on at pubs and other community spaces that involved plenty of Celtic music, she said. She wanted to learn the tunes initially to go and play with friends, and before too long she became somewhat of an expert on the stuff herself. “It kind of just grows on you and your repertoire starts to build up and then before you know it you know every Irish song that

traditions. She hosted one of the pub night music sessions and would then

head down the road to the next session when hers was finished. Her group Skewlines arose out of the Irish session tradition and has been around for about a year and a half, playing mostly original tunes using a multitude of instruments. “Skewlines is a circus of every kind of instrument you can possibly imagine, said Brown. Brown herself plays the guitar, fiddle, bohran, harp, hammered dulcimer, a bit of flute and that’s not all. She said the group each play at least three or four instruments at any given show. Brown explained that Skewlines is a bit more experimental than her other group, taking on some Greek and Turkish music and the occasional Scandinavian folk tune. SEE

Organizers are happy with the first Fanjam festival held at the Coombs Rodeo Grounds last weekend, but they didn’t hit the high notes they had hoped with attendance. “We’re really happy with the way the event went itself,â€? said organizer Adrian Blake, “but a typical situation‌ we would liked to have seen more people.â€? All the money raised will go to the B.C. Children’s Hospital, and although Blake was hoping to double the donations raised at last year’s event, he’s pretty sure the event raised less this year, although final numbers have yet to come in.

Last year the event, held at Blake’s home, saw 440 people and raised $7,000 for the B.C. Children’s Hospital. Blake said attendance was comparable to last year, but expenses were higher this year having moved over to the Coombs Rodeo Grounds. Next year the show will go on, Blake confirmed, and will most likely take place at the Rodeo Grounds again. However organizers have been offered other venues, which they will discuss at an upcoming meeting, as well as other ideas like having a headliner group and looking at ways of playing later into the evening. reporter@pqbnews.com

You’re only young once By LISSA ALEXANDER NEWS REPORTER Visitors to Parksville’s Big Splash Entertainment Weekend down in Parksville Community Park will enjoy a little taste of the ‘60s this Saturday afternoon. Victoria’s Younger Than Yesterday is a five-piece band that plays ‘60s favorites from The Beatles, The Monkees, The Beach Boys, CCR and more, and they’ll come dressed to impress. “We wear black pants, white shirt, black vests, black ties and wigs…we kind of look like early Beatles,” said Dan Politano, founder and bass player with the group. One artist, a solo career and two bands Hazelwood was formed this year when Skewlines members couldn’t take a gig. Brown had played with Hazelwood member Charity Munro and had met Shelley Brown and knew of her skills. “So I asked if they wanted to do it with me and we had such a wonderful time and we sounded so nice together that we just couldn’t let it end there,” she said. Brown plays the guitar in this group, Munro the fiddle and Shelley the bodhran, or Irish frame drum. All three have choral backgrounds and Brown said the group’s threepart harmonies have become their hallmark. Although the

Pain management has social link The popular and much appreciated self management programs for chronic pain and disease will continue in Parksville and Qualicum Beach this fall. “Anyone with chronic pain or a chronic disease or who lives with someone who does would benefit,” said local facilitator Donna Frawley. She said people who take the workshop learn how to live a healthy life with chronic pain. The program, developed at Stanford University in California and run by the University of Victoria Centre on Aging in B.C., provides various workshops, information, Internet and telephone resources. People go for a couple hours once a week for six weeks to hear from the peerfacilitators who have gone through the process themselves. “A lot of it is pretty basic info that we’re just reminding people,” Frawley said, adding that it’s as much about the human interaction and supportive atmosphere as the information. “It’s about people helping people.” “When we bump into someone on the street and ask how they’re doing, often we don’t really want to know,” she said of the workshops which, for many people,

“The process of going through the workshops is really beneficial as people try new things each week,” said Lisa Leger who has been local facilitator for almost ten years. “It’s one of the most rewarding volunteer positions I’ve

ever had,” Frawley said adding it’s nice to watch the change in people over the weeks. “People come in really down, really inward looking, six weeks later they’re completely different,” she said thinking of one woman in particular. “She had to use the elevator at the beginning, she could barely get around, but at the end she was going out shopping and having tea with another group member, almost bouncing up the stairs. Nothing in her life had changed except attending the workshops.” There are several different types of programs for chronic pain, or different specific diseases like diabetes, but they all provide valuable information and a book paid for by BC Medical, along with the friendly support, she said. The programs are all free with volunteer facilitators, donated space and supplies funded by BC Medical. There are workshops starting in Qualicum Beach for

Young thespians learn to JUMP By LISSA ALEXANDER NEWS REPORTER Students ages 6-12 were busy learning new performance skills last week, at the Junior Music and Performance (JUMP) education classes held every summer by Bard to Broadway Theatre Society (B2B). The kids took part in choral singing, rhythm and improvisation, song and dance, musical theatre and acting. But they also learn other skills, said instructor Hilary Whelton. “Mostly what they learn is how to get along in a group,” she said. “They have to learn how to mentor and support one another.” Whelton said the kids always surprise her with how much they learn and how well they work together. And the kids always seem to shine during their showcase performance for friends and family at the end of the week. “It’s a little annual miracle,” she said. B2B’s Teen Musical Theatre (TMT) begins this week, with a public performance happening August 19 in the evening and a matinee performance Aug. 20 at the Qualicum Beach Community Hall. More details for this event coming up in THE NEWS. For more information on B2B’s Performing Arts Entertainment Series visit www.b2btheatre.com.

Organization helps women get a degree By AUREN RUVINSKY NEWS REPORTER PEO International, a 140-year-old organization that helps women complete their post secondary education, is active in the local area. The “philanthropic educational organization” started in Iowa in 1869. They are marking 100 years in Canada and now have more than 250,000 members world-wide, including around 820 in B.C. The local Nanaimo-

Parksville chapter sends the money from garage sales and other fundraising efforts to the international head office in the U.S. and then submits deserving local women for various financial aid options for education. They have grants, low cost loans and scholarships available to women as well as run Cottey College, their own private women’s college in Missouri. SPORTS Talking about concussion prevention in hockey

Get your heads in the game By JAMES CLARKE PQ NEWS SPORTS

DID YOU KNOW? - 170,000 Canadians incur a brain injury each year — that’s 465 each day, or one every three minutes. - 1.4 Canadians are living with the side affects of a brain injury. - 5.6 million Canadians live with a neurological brain disorder and five million with mental illness. - Traumatic brain injury is the leading cause of death and disability in the world. - Brain injuries are more common than breast cancer, spinal cord injury, HIV/Aids and MS combined.

JAMES CLARKE PHOTO

Brain coach Colleen Butler was holding class at Oceanside Place this past month as part of Acres Hockey — Bringing Smart Play To Hockey. last Acres Hockey session wrapped up last Thursday. All told, about one hundred kids showed up over the last month to get some mentoring from the longtime European hockey player and instructor with roots to Oceanside. “I’m very happy with how everything went with Butler and with all the instructors I had helping me,” said Acres, adding, “the kids had a great time; they had fun, they were safe, and we taught them

something, so that feels really good.” Butler, he continued, worked with about 55 kids and another 20 or so parents that took part in the sessions she offered. Each session was about two hours for the parents. She spent six to eight hours with the 12 to 14 year olds over the course of the week, and five or six hours with the younger group. Beyond the drills and the chalk talk and the power skating, Acres also

oversaw the extensive on-ice concussion classes, teaching the young charges concussion awareness for game situations — arming them with the pointers on the many little things a player can do to reduce the chances of being concussed: things like keeping their skates sharpened properly for better control; knowing where everyone is on the ice, and being aware of the well known danger spots in arenas such as the stanchions (where the glass joins) and behind the net. Acres pointed out the main hot spots for head injuries, “are three to five feet from the boards and at the blue lines and the red lines.” The biggest thing of all he says “is respect for the game respect for your opponents — no dirty head shots.” He also talked to them about the new BC Hockey ruling regarding head contact. Every contact with a players head will result in a penalty starting this year — unintentional is a two minute minor, intentional at least four minutes and perhaps a game misconduct. An injury results in a minimum one-game suspension. “We definitely accomplished what we were hoping. The kids were very receptive to learning how important it is to protect your brain,” said Acres, adding the two of them will sit down and evaluate how the new program went “and start to plan for next year. “I think it went really well,” echoed Butler. “I think there was a lot of myths that were cleared up, and I think people understand that a concussion is a brain injury and that there’s no quick fix. I think all in all the message got across.”

The program is designed to educate players and parents on the complicated issue of concussions. When THE NEWS stopped by for one of Butler’s classes put on for the parents of the skaters at Acres Hockey, there were nine people on hand and Butler walked her students through the information using humour and smiles. “It’s my nature, but I do believe that people learn through humour and fun,” she said when asked about the contrast between her teaching style and the subject matter, “and if I can make it fun they’ll retain the information longer. It is a serious subject — a concussion is serious business, and I really try to stress that.” No two concussions are the same and there is no set formula to heal a concussion. Denial of being concussed is high yet, treated properly you will recover. A concussion she explains, is an acquired brain injury and can be caused buy one or many blows to the head. A person may or may not be knocked out, but a concussion changes how your brain works and the effects may occur immediately or days later. “Concussions effect everyone — it hurts the whole family,” she said, then made the point that when it comes to treating a concussion, “there is no time line, and that’s why getting them (the players) to take ownership and get to know their body is so important. I try to teach them how complex the brain is, but the biggest part is I want them to take ownership.” “It’s great,” hockey dad Brad Templeton from Revelstoke (this is the third Acres Hockey camp his 10-year-old son Conner has attended) said of the program, adding, “it’s a big issue.” Acres was busy wrapping things up on another successful series of summer hockey camps at Oceanside Place. It may be summer but for a lot of youngsters that means back to school. Hockey school that is. Twenty-one players took to the ice at Oceanside Place last weekend for the start of Acres Hockey second session. Camp founder Henry Acres was out on the ice and in his element putting the young charges through their paces. Manning the information table and helping keep things running smoothly, as she so often does, was Acres’ mom Betty Ann. “It’s going really good,” she said, adding, “the kids are certainly keeping (Henry) busy.” “This is our sixth year and it looks like its our best year ever (in terms of numbers),” said the always upbeat Betty Ann, adding 49 players signed up for the second week of Acres Hockey — 28 of them in the group for 9-11 year olds, and the rest

are 12-14 year olds. About 40 per cent of the kids are from out of town from as far away as Iowa and quite a few from Alberta. Each group is on the ice twice a day all week (morning and afternoon) for 90 minutes, and they also do drills outside. New this year are classes meant to teach the players how to prevent concussions. “It’s a good camp, no doubt about it. We’ve been to quite a few different camps and this is the best one ... it’s more hands on, and the kids really enjoy themselves,” said hockey dad Brad Templeton, whose son Conner is back for his second year. Brad’s wife and daughter also made the trip again as well. His son, he said, “liked it so much last year he wanted to come back ... the car can pretty much drive itself here now,” Brad joked, pointing out they were also in town two weeks ago for Acres’ D-man camp.
