THE PROJECT SOBRE DEL PROYECTO This project was developed by students from the MS in Design and Urban Ecologies, Parsons School of Design, in collaboration with Beyond Care, a worker cooperative committed to childcare services in Brooklyn. The aim of this project was to explore through research, planning and design ways to create new housing cooperative models for Beyond Care members in Sunset Park, a place they call home. In a context of rent increases and gentrification, Beyond Care members who have lived for over 20 years in this neighborhood have decided to stay. The outcome of this project has been published in two dossiers including the research and the design processes. This publication comprises the research.

Este proyecto fue desarrollado por estudiantes del MS Design and Urban Ecologies Program, Pasons School of Design, en collaboración con Beyond Care, una cooperativa de trabajo dedicada a servicios de cuidado de menores en Brooklyn. El objetivo de este proyecto fue el de crear nuevos modelos de cooperativas de vivienda para miembros de Beyond Care empleado investigación, planeación y diseño. A pesar de encontrase en un contexto de incremento de rentas y gentrificación, Beyond Care members han decidido unir fuerzas y quedarse en su barrio en donde han vivido por más de 20 años. El producto de este proyecto ha sido publicado en dos dossiers: Sunset Park Dossier de Investigación y Sunset Park Propuestas de Diseño. Esta publicación incluye la investigación.

Sunset Park has recently been labeled as one of New York’s “next hot neighborhoods” (Higgins 2016). Brooklyn’s wave of gentrification is surging south towards Sunset Park where investment is prioritizing profit, affordability of housing is decreasing, and immigrant and low-income families, in particular, are at risk of being displaced. Who or what is dictating development, and for whom? What are the needs and visions of some of Sunset Park’s most vulnerable residents? The aim of this research is to analyze the forces influencing socio-economic inequalities within the housing market and to understand the needs, visions, and priorities of our partner organization, Beyond Care, as they work towards actualizing affordable housing in order to stay in Sunset Park.

Recientemente, Sunset Park ha sido catalogado como uno de los “próximos barrios de moda” en Nueva York (Higgins 2016). SUNSET PARK

Sunset Park is a community that has been undergoing significant change over the past 10 years. Recognized as a diverse and safe neighborhood in Brooklyn, it has been aggressively advertised as the new hot-spot for the development of light manufacturing and creative hubs and young families looking to escape rising rent prices in Manhattan.

Brooklyn’s wave of gentrification continues to surge south towards Sunset Park where investment is prioritizing profit, development is booming, affordability of housing is rapidly decreasing, and immigrant and low-income families are fighting to maintain a sense of belonging through housing security in the community that many refer to as “home”.

Sunset Park is a culturally diverse and predominantly immigrant neighborhood. Through its decline as a booming industrial waterfront neighborhood during the late 1960s and ‘70s, marked by white flight and followed by its revival in the 1980s as a multiethnic neighborhood, Sunset Park has experienced many waves of immigration over the years. These dynamics of immigration have contributed to Sunset Park’s culturally rich, urban atmosphere.

INDUSTRIAL WATERFRONT

The waterfront has played a major role in Sunset Park’s manufacturing, trade, and industrial production. It saw its industrial peak during the First and Second World Wars. In 1941 the construction of the Gowanus Expressway divided the waterfront from the rest of Sunset Park, causing hundreds of businesses to close and thousands of residents to be displaced. After a significant period of industrial decline and disinvestment, the area began to catch the eye of investors and developers in the 1980s. Since then, billions of dollars in public and private investment have been put towards the waterfront, creating a rapid transformation from a de-industrialized manufacturing center which employed majority local immigrant populations to a “hot spot” for business hubs catered to the creative class. The many city-sponsored development plans tend to highlight the promise of profit-driven change and often fail to acknowledge the resulting shift in racial demographics causing cultural shifts within the community, the increase in property value which leads to displacement, and the threats to health caused by increased industry and traffic.

POPULATION GROWTH

Sunset Park is a predominantly immigrant neighborhood with the majority of its population comprising of residents who identify as Asian or Hispanic. Between 2010 and 2015, 70,000 Sunset Park experienced a 20% growth in the population which is significantly higher than the average population 60,000 growth of New York City (4.4%) and of Brooklyn (5%) over the same period of time. The growth was experienced 50,000 most prominently within the immigrant populations as well as residents who identify as White - a byproduct of 40,000 gentrification in the neighborhood.

CHANGES IN RACIAL DEMOGRAPHICS

Members of the Chinese community are settling in Sunset Park at a higher rate than those who identify as Hispanic. The graph on the previous page indicates changes in racial demographics within Sunset Park. It shows that the Chinese population has increased by approximately 15% over the last five years while, over the same amount of time, 3% of the Hispanic population (approximately 1,000 Hispanic/Latinx residents) have left Sunset Park.

Figure 2 compares the concentration of these ethnic groups within Sunset Park. The chart indicates that the Hispanic/Latinx community has a larger population within Sunset Park; however, when you compare the concentration of Asian and Hispanic/Latinx populations with their presence across Brooklyn (Figure 1), it is evident that Sunset Park houses the largest concentration of Asian residents, presumably making them more inclined to continue moving to Sunset Park, while Hispanic residents are spread more widely across Brooklyn.

According to Population Factfinder, the census tracts with a Hispanic population over 60% reside primarily in the area of Sunset Park near 5th Avenue. This core area, home to over 44,000 Hispanic residents, is a primary commercial corridor for Sunset Park’s Hispanic/Latinx community. Along the avenue lies a myriad of shops, restaurants, grocery stores and pharmacies catering to the community. There are nearly two bodegas on every corner, with many advertising the types of specialty products they carry. Many immigrant residents say they feel at home here because they have access to food and products from their home countries.

In recent years, Sunset Park has experienced a 20% increase in residents who self identify as being of Mexican, Dominican, and Central American origin. At the same time, Sunset Park has experienced a 32% decrease in residents who self identify as being of Puerto Rican origin, despite Puerto Ricans historically being a majority immigrant group in Sunset Park.

The Parson’s DUE students were able to conduct a survey of roughly half of the Beyond Care members who are active in the effort to actualize affordable housing. The survey results show that the average number of people per household is 4.6, while the average number of bedrooms is 2.1, indicating an average of 2.19 persons per bedroom. As per the State of New York, between one to one and a half persons per room in a household is defined as a ‘crowded household’. ‘Severely overcrowded’ is any amount over one and a half persons per room. 66.7% of Beyond Care members would prefer at least one additional room in their current household, indicating the need for more space.

According to the most recent American Community Survey Data, only 2% of all homeowners in Sunset Park suffer from severe overcrowding; however, renters in the neighborhood are seven times more likely to live in a crowded environment. 93% of survey respondents are currently renting. Within Sunset Park, 1,800 households are defined as being ‘severely overcrowded’ while 5,000 households are ‘crowded’.

Households that are 50% of NYC’s AMI do not qualify for most of the affordable housing units in the area.

VISIÓN DEL CONSEJO COMMUNITARIO Y NECESIDADES DE LA COMUNIDAD

New York City is made up of fifty-nine community boards, each of which typically encompasses populations ranging from 100,000 to 250,000 residents (Hum 2014). Sunset Park is part of Community District 7 (CD7), which represents Sunset Park, Windsor Terrace, South Park Slope, and Greenwood Heights. Community boards, organized within districts, are intended to serve as a “voice for the people” and stimulate cross-racial dialogue and engagement between stakeholders regarding advising and advocacy efforts for city service delivery, land-use and zoning, conveying local priorities, and budgetary matters (Marcuse 1990 and Hum 2014). Taking into account the rapid population increase, racial diversity, and high rates of gentrification and poverty within CD7, it is no surprise that dialogue during community board meetings often centers around land use and development issues (Hum 2014). As part of the most recent Statement of Community District Needs and Budget Requests (2018) for Brooklyn Community District 7, the following are the three most pressing needs and priorities: • Affordable Housing • Schools • Traffic and Street Safety

In addition, the board recognizes: the district’s limited waterfront access, overcrowded schools, insufficient amount of parkland, old housing stock, need for upgrades to public transportation systems, limited access to internet service, lack of services to reduce or prevent homelessness, and pollution caused by the Gowanus Expressway.

COMMUNITY BASED ORGANIZATIONS

Though they serve as a local, political body, community boards have been criticized for their lack of accountability and performance (Hum 2014, 143). Where community boards fall short, Community Based Organizations (CBO’S) fill the gap. CBO’s are an integral part of the urban planning processes and local city governance, especially in urban immigrant communities such as Sunset Park.

The large immigrant population, high rate of population growth, ongoing economic revitalization, and demographic restructuring have led to an influx of “new actors”, such as developers, realtors and property owners, creating a “complex ecology of civic engagement” (Hum 2014).

Grassroots CBO’s and non-profits play a vital role in representing community voices and providing a space where immigrants can build social networks. According to Tarry Hum, “The key institutions that engage multiple publics and advance community capacity to participate in tech-

nical planning and land-use debates are not community boards but rather grassroots community-based organizations.” Sunset Park’s Center for Family Life, which was established in 1978, is a neighborhood-based social services non-profit organization that is home to some of the most well-known CBO’s in the community. The Center for Family Life engages more than 13,000 children and adults each year in Sunset Park through comprehensive programs in counseling, employment, education, arts, and recreation (Bransburg 2011). Beyond Care is one of many CBO’s in Sunset Park that was born out of a worker co-op incubator run by Center for Family Life in an effort to address poverty and social disadvantages in the neighborhood.

The Beyond Care Childcare Cooperative is a worker cooperative providing child care services throughout New York City. Founded in 2008 by a motivated group of immigrant women, the organization promotes empowerment through living wage jobs and job training in a safe and healthy working environment. The collective currently serves roughly 5,000 clients and has trained over 100 women with childcare, business and leadership skills.

Many of Beyond Care’s integral acting members are longterm residents of Sunset Park. These members have witnessed many changes in Sunset Park over the years, most striking is the ongoing increase in rent prices. Though the co-op has achieved flexibility, control, and stability in their employment, rising rent prices are out of their control and they are concerned for their future in Sunset Park. The lack of affordable housing in Sunset Park has motivated some of Beyond Care’s members to translate the skills they learned in developing a worker co-op to form a housing co-op.

As a collective, Beyond Care has many years of experience in self-organizing and community building--skills which will translate well into establishing a housing co-op such as: • Business management skills • Commitment to attending monthly membership meetings • Success in mobilizing committees • Delegation of collective responsibilities • Undergoing and facilitating relevant trainings • Community-wide collaboration • Self-advocacy through rallies and council hearings

VISION: PLANNING FOR THE FUTURE VISIÓN: PLANIFICAR PARA EL FUTURO Cuando se habla con las mujeres de Beyond Care y otros miembros activos de la comunidad, su visión individual y colectiva se vuelve clara: quieren quedarse en Sunset Park.

“Sunset Park es mi hogar”, dice Corina. Ella es residente de Sunset Park por largo tiempo y también es uno de los miembros fundadores de Beyond Care. “Una de las cosas que me gustan de Sunset Park es la comunidad. Me siento segura en la Quinta Avenida, me siento como si estuviera en México.”

When speaking with the women of Beyond Care and other active community members, their individual and collective vision quickly becomes clear: they want to stay in Sunset Park. “Sunset Park is my home,” says Corina.

She is a long-term resident of Sunset Park and is also one of the founding members of Beyond Care. “One of the things I like about Sunset Park is the community. I feel safe on 5th Avenue, I feel like I am in Mexico.”

As a worker co-op, Beyond Care has been successful in establishing job security for its members; however, within the rapidly transforming landscape and community of Sunset Park, some members fear for their ability to keep up with increasingly competitive rent prices. “Everyone wants to live in Sunset Park thanks to developments and because is a quiet neighborhood,” says Corina.

Proposals for new developments, such as Industry City, often come with the promise of jobs, but many residents question, jobs for whom? “Industry City is for Whites,” says Roberta. “[DeveIopment] is good when it helps the community to improve,” notes Corina, though many feel that the prom-ises for jobs and communitywide improvements remain unfulfilled.

According to Beyond Care members, their experience in founding a worker co-op has opened their eyes to what is possible within cooperative models. Their current aim is to establish a housing cooperative in Sunset Park. Through establishing a worker co-op they have gained tangible skills and have created a strong community based on trust and support, assets that will help them be successful in establishing a housing co-op. They are motivated and hopeful while acknowledging some of the challenges they might face in their efforts, such as funding, community misconceptions, and time--many of the involved members work full-time and are the head of their household.

Many of the involved members are long-term residents having lived in Sunset Park for more than 20 years. They hope that with establishing a limited equity housing cooperative they will gain increased control over their rent and physical property, improve the quality of life for their families and community, and ultimately, be able to stay in Sunset Park.

On September 8, 2018, Beyond Care and Parsons DUE students met in a local community garden. The goal of this meeting was to begin mapping Beyond Care’s network in the form of a sociogram. This was an exercise dedicated to visually mapping the current collaborators and allies of Beyond Care who can potentially assist them in different capacities to achieve their vision of developing a housing co-op.

The nature of this collaborative affiliation with Beyond Care calls for community analysis of the ways environmental stressors, cultural tensions, and gentrification have impacted and will continue to impact Sunset Park’s available housing market. Therefore, the information presented in this section will display such findings. For context, our working definition of “imminent threat” is local and global forces impacting Sunset Park’s Hispanic/Latinx community. The categories used to assess the varying environmental (imminent) threats include Housing Market, Census, City & Local Plans, Zoning, Local & Global Investment, Gentrification, and Displacement.

NYU LANGONE NYU LANGONE

New York University (NYU) Langone Hospital, Brooklyn (formerly named NYU Lutheran Medical Center) is a full-service, 450-bed academic teaching hospital in Sunset Park. This hospital is zoned as a buffer between heavy industrial sites and residential homes, meaning its location is meant to diffuse any proximal hazards that result from living near polluting industries.

El Hospital Langone de la Universidad de Nueva York (NYU, por sus siglas en inglés), Brooklyn (anteriormente denominado NYU Lutheran Medical Center) es un hospital de enseñanza académica con 450 camas de servicio completo en Sunset Park. This 16-building complex located along 3rd Avenue in Sunset Park continues to exist as more than an industrial complex; it is a source of tension in the community and is seen by most local residents as “bringer of displacement and gentrification.”

Greenwood Heights attempts to rebrand itself in hopes of creating further distance from its least desirable neighborhood, Sunset Park. Having adopted the gentrifying practice of labeling the neighborhood as the “heights,” Greenwood Heights continues to carry with it a legacy of spatial erasure and imminent displacement.

Industries that fall under the zoning district of “light manufacturing”, or M1, include woodworking shops, repair shops, wholesale service, and storage facilities. M1 districts often serve as “buffers” between heavier industrial districts (M2 and M3 districts) and neighboring residential zones. They at times feel like a health gamble in that the lighter manufacturing districts operate as the first line of defense between a possible environmental crisis in heavy industrial districts and residential districts.

AUTO SHOPS TALLERES AUTOMOTRICES

As an industrial site, Sunset Park has numerous auto shops. Because there are residential districts located near auto shops, it is important to know the health risks associated with living near this polluting industry. Some of the hazards include exposure to petroleum-based products, brake cleaner, auto paints, fuels, oils, and solvents. Short-term and long-term exposure to the chemicals used in many automobile products and parts can pose health risks.

Como sitio industrial, Sunset Park cuenta con numerosos talleres automotrices. Debido a que hay distritos residenciales ubicados cerca de los talleres automotrices, es importante conocer los riesgos de salud asociados con vivir cerca de esta industria contaminante. HEAVY MANUFACTURING INDUSTRIA PESADA

Marked non-habitable zones, heavy manufacturing districts in Sunset Park generate noise, traffic, and pollutants. This district serves industries such as power plants, solid waste transfer facilities, recycling plants, as well as fuel supply depots.

In 2012, Hurricane Sandy vastly affected most of New York City’s waterfront and coastal regions. Because Sunset Park has an industrial waterfront, most of the businesses in the waterfront area were affected. As a result of sea level rise and predicted flooding, insurance prices are rising which greatly impacts residents, homeowners, and businesses near the waterfront.

GOWANUS EXPRESSWAY GOWANUS EXPRESSWAY

The Gowanus Expressway runs northeast into urban residential neighborhoods and reaches an eastbound interchange at Fort Hamilton Parkway and a westbound interchange at 86th Street. Since its formation, the expressway has been a major contributor to negative environmental and social impacts in Sunset Park. Some of the impacts include obstructing residential use of the waterfront and contributing to localized air pollution.

The 65th Street Rail Yard is located on the Upper New York Bay in Sunset Park, Brooklyn. Situated adjacent to the Brooklyn Army Terminal, it provided a major link in the city’s rail freight network during the first half of the twentieth century. Similar to the 36th/38th Street rail yard, this rail yard releases diesel fumes into the localized areas.

Found to be contributing to the ongoing wave of gentrification, neighborhoods surrounding Sunset Park, including Park Slope and Bay Ridge, have swamped the economic and housing markets. These neighborhoods bring effects of gentrification that continue to threaten housing stability in Sunset Park.

Known as the South Brooklyn Rail Yard, the 36th/38th Street rail yard is a point of imminent threat for Sunset Park residents due to the release of diesel fuel into the surrounding areas, which negatively impacts the environment and the available housing stock. The current owner of this railyard is the Metropolitan Transportation Authority (MTA).

Conocido como South Brooklyn Rail Yard, este patio ferroviario es un punto de amenaza inminente para los residentes de Sunset Park debido a la descarga de combustible diésel en las áreas circundantes, lo que tiene un impacto negativo en el medio ambiente y en el stock de viviendas disponibles.

The Owl’s Head Wastewater Treatment Plant has been in operation since 1952, treating up to 120 million gallons of wastewater per day for the 758,007 New Yorkers it serves. During storm surges the sewer waste from the plant mixes with water from the East River. The presence of such a contamination process causes Sunset Park’s waterfront water quality to be compromised and made toxic by the sewer runoffs.

La planta de tratamiento de aguas residuales de Owl´s Head ha estado en funcionamiento desde 1952, y trata hasta 120 millones de galones de aguas residuales por día para los 758,007 neoyorquinos a los que sirve. If Industry City is successful in redefining the zoning of Sunset Park’s waterfront it could threaten the manufacturing industry of the community, which is a source of blue-collar employment.

Utilizing data from the 2010 and 2016 American Community Survey we were able to compare the changes in rental housing cost by census tract in Sunset Park over time.

When comparing these two maps representing rental cost by census tract to the two maps showing the location of demographic groups within Sunset Park, relationships between race and cost of living can be better understood. In areas with a larger Asian population, rental housing costs seem to be more stable. In areas where the white population has increased, rental housing costs have also increased. It also becomes clear that the Hispanic/Latinx population is disproportionately affected by increases in rental housing costs.

Utilizing data from 2010 and 2016 American Community Survey, we were able to determine the locations within Sunset Park which are predominantly populated by Hispanic/Latinx residents. Although Hispanic/Latinx residents are dispersed throughout Sunset Park, taking into consideration the census tract data, it becomes evident that the area with the highest concentration of Hispanic/Latinx residents is centrally located, bordered by and containing portions of sought-after real estate such as the developing Waterfront and the Fifth Avenue residential and commercial corridor.

Greenwood Heights is located near more affluent areas of Brooklyn, such as Park Slope, and is recognized as the wealthiest community within Sunset Park. The boundary of Greenwood Heights has extended into Sunset Park as a result of growing investment into the area surrounding Industry City.

Part of the Sunset Park Vision Plan includes significant investment in the Brooklyn Army Terminal (BAT), previously known as the US Army Military Ocean Terminal and the Brooklyn Army Base. The BAT was utilized during World War II as a military supply base, and in 1981, New York City purchased the property from the federal government with the purpose of converting it for mix use of commercial, manufacturing and industrial use. According to the Vision Plan, “The BAT district will host increased industrial activity and workforce opportunities as well as near- and longterm opportunities for promoting efficient goods movement” (NYCED 2016).

INDUSTRY CITY

Industry City is a six million square foot complex of industrial space located along the Sunset Park waterfront. Its history dates back to the 1890s when Irving T. Bush built a “monumental intermodal manufacturing, warehousing and distribution center in Sunset Park, Brooklyn.” Then known as Bush Terminal, its proximity to the seaport enabled rapid development into a major international seaport hub serving a broad range of industries. During its peak, it employed over 25,000 workers. The consortium of Belvedere Capital Real Estate Partners, Jamestown, and Angelo, Gordon & Co., who collectively own Industry City applied to rezone the site from the current classification of M3 (heavy manufacturing), turning it into M1 (light manufacturing).

They believe that this change in zoning will allow tapping into the “full potential” of the property. Their plans include two hotels. Andrew Kimball, CEO of Industry City, anticipates that the development will generate $1 billion in accumulated investments in the next ten years and provide over 13,000 employment opportunities. Since 2013, they have invested $250 million in modernizing the campus, and the number of available jobs has gone up from 1,900 to 6,500. In April 2016, Industry City debuted an employment and entrepreneurship center for the community.

The Innovation Lab, as this center is known, has so far generated 140 job placements for residents.

SUNSET INDUSTRIAL PARK

DH Property Holdings and Bridge Development Partners have entered into a partnership to acquire an 18-acre site in Brooklyn where they plan to develop the largest multistory warehouse in the United States (Rothstein 2019). The partners signed a contract to buy and develop Sunset Industrial Park for an asking price of nearly $300 million dollars. The said property has approximately one million, six hundred thousand square feet of buildable zoning rights located on 20th Street. DH Property and Chicago-based Bridge Development will jointly redevelop the site and repurpose into new warehouse space that could effectively be utilized as a distribution center.

Throughout wars, economic crises, and political turmoil, poor and working-class people in New York often have relied on community and public housing to survive, and a number of housing models distinct to New York City have evolved. Now, in 2018, there is a new housing crisis; but, government cooperation, previously crucial to affordable housing, is faltering. Current policies favor private real estate development while middle-to-low income families lose their homes. What is the future of affordable housing in New York City, and under current conditions, how can it thrive? To explore these questions, this section describes existing low-income housing models in the city and the role of labor and government cooperation in their development with the aim of providing a foundation to imagine a new model.

INTRO TO HOUSING AND LABOR INTRO A LA VIVIENDA Y EL TRABAJO During World War I, the United States experienced mass immigration from many European nations as people fled their war-torn countries and sought to establish a better life (Sazama 1996). In 1916, a group of Finnish immigrants settled in Sunset Park, Brooklyn, and established the first cooperative housing model in the country (ibid). The co-op initially started as a worker co-op, a model that the Finns brought with them when they immigrated to the United States (ibid). Eventually, their worker co-op evolved into a housing co-op, and the Finnish Co-op housing model multiplied within Sunset Park (ibid).

In the late 1920s and 30s, the relationship between labor, affordable housing, and the city government again resulted in lasting developments (ibid). In 1927, the Amalgamated Clothing Workers Union built the Amalgamated Housing Corporation. The New York City government began clearing out slums for government operated housing, and the New York City Housing Authority was established in 1934 (City Of New York). The co-op housing movement lasted from the 1930s-70s, and was significantly pioneered by Abraham Kazan (the founder of the Amalgamated Housing Corporation and later of Co-op City) (Wolf Powers).

In 1955, the government created the Mitchell-Lama Housing Program which subsidized the construction of 269 developments containing over 105,000 apartments for moderate and middle to low-income housing (Wolf-Powers). The largest of these, in the Baychester section of the Bronx, was re-named “Co-Op City”, and is the last of the Mitchell-Lama developments to remain affordable today (Furman Center, 2006). At the time, New York State was actively working to increase affordable housing, and in 1966 established the Housing Development Fund (HDF) under Article XI of Private Housing Act. With the HDF, the City of New York was able to subsidize the creation of more cooperative housing units throughout the city (City of New York). In the 1970s, however, amidst an oil crisis and global financial turmoil, deindustrialization and real estate disinvestment contributed to a fiscal crisis in New York City (Sazama 1996). The crisis was crushing to many New York neighborhoods, including South Bronx, Harlem, and North and Central Brooklyn, including Sunset Park (Urban Homesteading Assistance Board). The city was on the verge of bankruptcy, and middle to low-income tenants were left with nothing as landlords abandoned properties and the government decreased financial aid in their recovery (Sazama 1996).

When Finnish immigrants first arrived in Sunset Park they came as low-income dock workers and laborers with a strong affinity for the cooperative model; they soon established a worker cooperative (Sazama1996).

Using democratic practices, members of the co-op participate in the profits, oversight, and the management of the enterprise (ibid). Applying the Rochdale Principles that they brought from Europe, the Finnish in Sunset Park were able use their worker co-op as the basis upon which to build cooperative housing. Over the years, numerous other worker co-ops led by different waves of immigrants have organized themselves to establish housing co-ops across the city.

In New York, 9 out of 10 worker co-op's are organized by immigrant women of color, illustrating a shift in the demographic seen in the previous Finnish model (Cowett 2017). The worker co-op's in Sunset Park work in varying industries, such as child care, elder care, and construction, and food services. Even though their services vary, they are unified through the founding cooperative principles.

The Finnish co-ops in Sunset Park have established a close knit network that is entirely self-sustaining and has remained strong despite the series of housing crises following their creation. Only one of the 25 Finnish co-ops in Sunset Park has remained non-profit, meaning that the other 24 have become market-rate, attracting a much more affluent demographic than that of other housing co-ops in Sunset Park. Finnish co-ops may be a strong ally for Beyond Care due to their financial stability, their strong institutional knowledge, and their ability to organize and operate a cooperative housing model.

Housing Development Fund Corporations (HDFC’s) are low-income housing co-ops that were created by the city in the 1970s and 80s. Sunset Park is home to many HDFC's throughout the neighborhood with a particular density between 50th-55th St. and 5th and 7th Avenues. The HDFC’s within Sunset Park are split between those who are low-income co-ops facing similar financial limitations to that of Beyond Care and others who are financially stable and autonomous. Building relationships between the HDFC co-op in similar positions within the community has the potential to allow Beyond Care increased access to existing structures and financing.

A Community Land Trust (CLT) is a nonprofit, community-based corporation committed to the permanent stewardship of land and the permanent affordability of housing and other buildings located upon its land (Democracy Collaborative, n.d.). CLT’s acquire land by making a market rate purchase, receiving gifted land from a private donor or government entity, or through a “bargain sale” which is a below-market purchase where a seller accepts cash for a portion of the land’s value and claims a tax deduction for the remainder of the land’s value (ibid). Once the CLT has acquired the land, it is retained through a renewable, 99-year lease. While the CLT remains the owner of the land, the house, condominium, or a multi-unit residential or commercial building located on a CLT’s land belongs to the deed holder of the buildings (ibid). In order to allow for permanence, the building owner will then enter into an extended lease with the CLT.

Unlike tenancy in a rental apartment where a landlord may choose not to renew a lease, an MHA lease cannot be terminated unless the MHA member fails to abide by the lease terms (ibid). One of the largest MHAs in New York is the Mutual Housing Association of New York (MHANY).

MHANY began as a response to squatters who occupied vacant, city-owned sites in the East New York neighborhood of Brooklyn (MHANY, n.d.). In response, HPD created the program to dispossess in-rem buildings and turn illegal squatters into legal homesteaders (ibid). The city then sold the properties to MHANY who gained the legal authority to transfer ownership to homesteaders who had worked on the rehabilitation of the buildings they occupied (ibid).

MHANY seeks to change the way affordable housing for low and moderate income people is developed and operated, improve community conditions, increase neighborhood conditions, and help low and moderate income people who have the means (through credit, savings, and interest) to purchase their own homes (ibid).

At a time when most working-class families were crowded into tenements which often lacked basic sanitation, these Finnish-built cooperatives boasted five rooms each, modern conveniences like hot water, showers, and gas stoves, and decorative touches like marble window sills. Encouraged by the success of the housing they built, members of the Finnish Socialist Club applied the co-op model to other businesses, starting a cooperative bakery at 43rd and Eighth Avenue. The Finnish housing structure expanded beyond strictly residential use to incorporate commercial means in order to generate income and promote economic stability for the cooperative.

Co-housing is a housing structure in which multiple families inhabit in the same building with various shared spaces as opposed to completely separate individual units.

From a legal point of view, co-housing is governed as a coop where each family has their own piece of the housing; however, fundamentally, co-housing presents a very different way of living from other domestic arrangements— one for people who want to own an apartment, but also want to embolden their sense of community within their dwelling. In exchange for paying above-market prices for one of the units within a building, the group’s members will have access to a number of common areas, including dining and lounge spaces, placing less economic responsibility on each individual tenant.

THE FUTURE EL FUTURO The City of New York has a long history of supporting low-income and community housing through funding, partnerships, and tax incentives.

During the 1970s and 1980s, public land was available for government housing programs; however, in recent years, the availability of land for such initiatives has drastically decreased as the government has exhausted its inventory of public land. Additionally, although many regulations exist to keep certain types of housing affordable, lack of oversight and lack of enforcement allows many units to pass into for-profit models, rendering them unaffordable.

Cooperative (co-op) housing is a form of shared ownership of a home: the co-op corporation owns the land and members collectively own shares of the building in return for the right to live in a unit as well as the right to vote in the democratic governance of the building.

WHAT IS A SHAREHOLDER?

A shareholder (or housing co-op member) buys a share of the co-op and signs an occupancy agreement which enables him to occupy a particular apartment unit in the building.

Shareholders are allowed to lease their apartments for a limited amount of time following the by-laws of each co-op. Depending on the building bylaws, they may also be eligible to rent a floor for commercial activities.

HOW TO FACE FINANCIAL CHALLENGES Upon joining a housing co-op, a new shareholder may be asked to pay a one-time membership fee. Every shareholder is responsible for paying a membership fee. To make the position as a shareholder financially successful, one will need to find feasible methods to pay for their share. A regular loan, joint financing, or a “share loan” are three examples of possible ways to fund a share. To save money, make sure to be informed of the many tax benefits, abatements, and subsidies available for shareholders in a housing co-op.

INCORPORATION DOCUMENTS

Articles of Incorporation: These state the name under which the co-op will operate and the purpose of the coop’s existence.

Every shareholder receives a copy of the incorporation documents, which include the following:

Bylaws: These serve as a statement of how the co-op will operate, how meetings will be held, how many directors will serve on the board, the structure of the membership, and other rules of organization of the co-op.

Occupancy Agreement: This describes the proprietary lease agreement, including the terms of payment and occupancy rules between the co-op and the shareholder. The agreement states what the co-op expects from the members and what the members can expect from the co-op.

Subscription Agreement: This is the first document that a shareholder signs upon joining a co-op. It indicates a commitment to purchase a share, or shares, in the co-op and the bylaws.

Federal, State or Local Regulatory Agreements: This document is created for the federally insured co-ops. It is the contract with the Department of Housing and Urban Development (HUD).

Additional Documents: A detailed set of rules that address the daily life in the co-op, including noise restrictions, common space rules, pet regulations, etc.

Because a board member of a housing co-op is like any other shareholder in the co-op, he or she has the same rights and benefits within the co-op as the shareholders.

Living in a neighborhood with a housing co-op is beneficial for both the co-op members and the greater community. Co-ops promote longer tenure, deliver a strong sense of community, and produce community leaders. Well-maintained housing co-ops can increase the feeling of neighborhood safety and wellbeing and can lead to increased property value throughout the neighborhood.

WHY A LIMITED EQUITY CO-OP? Stability: LECs (Limited Equity Coop) contribute to more stable communities, in which members are actively involved with community issues and events.

Diversity: LECs are an economically and culturally diverse anchor in the neighborhood.

Agency: As an association, co-ops can exert influence on local governments and create policies that benefit the neighborhood as a whole.

CHALLENGES DESAFIOS The core value of a limited-equity housing co-op is to ensure affordable and stable housing for all residents through strong collaboration.

Sustaining the co-op is an ongoing responsibility. Residents need to self organize for addressing maintenance, cleanliness, and governance of the building.

Shareholders collectively pay for unexpected costs of maintenance, for example, a leaking roof. It is important to build financial reserves.

The purpose of this graphic dossier is to provide low-income community members and non-profit organizations in Sunset Park, who aim to convert vacant properties into affordable housing, with tools that will enable them to make their goal a reality. The first half reports the findings of a participatory mapping exercise that was carried out in collaboration with community members, while the second half introduces the framework for vacant property acquisition.

During the course of this research, several incentives and reasons for property vacancy, abandonment, and neglect were observed. Owners neglect their properties for different reasons, the main ones being: lack of capital for maintenance; deliberate lack of maintenance forcing existing tenants to leave, and speculation. In some cases, landlords and investors turn their rent-stabilized units into market-rate apartments by leaving the units vacant and eventually making renovations. In historical districts, property owners leave historical structures to decay and deteriorate beyond repair, forcing demolition. Furthermore, developers or private property owners may be unable to pay property taxes, causing foreclosure and hence property vacancy. Unfortunately, many low-income families end up losing their hard-earned homes for this reason; however, previous vacancy canvass endeavors indicate that the number of vacant properties present in NYC has the capacity to end homelessness and provide housing to low-income communities.

According to the New York City Department of Finance Automated City Register Information System (ACRIS) records, several vacant properties in Sunset Park were found to be tax delinquent and have an assignment of a tax lien. A tax lien is defined as a legal claim by the government against a non-compliant taxpayer’s assets. These properties face the risk of foreclosure and may end up being sold to a developer or a non-profit through auction.

Findings of the participatory mapping indicate that a majority of new developments in areas adjacent to 8th Avenue are vacant. This could be a result of warehousing/speculation by the owners. Warehousing/speculation is when assets (property) are bought or held with an expectation to sell or rent them later at a higher price.

PARTICIPATORY MAPPING MAPEO PARTICIPATIVO METHODOLOGY

In order to determine the number of vacant properties available and to analyze the extent of new developments taking place in Sunset Park, a participatory mapping exercise was initiated. An area comprising of Sunset Park and Western part of Borough Park was divided into fourteen groups (Groups A-O) having two census tracts each. Graduate students from MS Design & Urban Ecologies (DUE) program at The New School collaborated with Beyond Care members to canvass the properties in the area in September 2018. Participants documented with photographs all of the presumed vacant and for sale properties, as well as new developments. Using a survey developed by MS DUE students, they also documented the addresses and characteristics of all properties. Lastly, students mapped all of the properties and investigated their ownership to create an ownership map. The purpose of this exercise was to investigate different areas of opportunities in Sunset Park.

The data from the surveys were compiled and analyzed.

The first half of this dossier reports the findings of participatory mapping in Sunset Park.

METODOLOGÍA

The “New Developments/Under Construction and For Sale” map illustrates that the majority of new developments exist near 8th Avenue which is considered to be the Asian corridor and has been a center of attraction for developers and investors. This may indicate property speculation. Properties for sale were spread over different areas, with main clusters existing towards the north-west and south-east side of the Gowanus Expressway.

If the owner of a property has not paid property tax for a year, the City will sell the unpaid debt as a tax lien (RTTC-NYC 2010).

Assignment of a tax lien certificate sale grants the assignee first claim to the property in the event that the owner is unable to pay the taxes during the “right of redemption” period (Investopedia 2018), which lasts for 6-8 months. If the owner fails to pay the tax debt within this period, he forfeits any right to the property which can now be foreclosed by the assignee of the tax lien certificate. If the City itself holds the first claim to the property, it may turn the property over to a non-profit organization through one of its various acquisition programs (RTTC-NYC 2010).

2014: ORGANIZATION OF EAST HARLEM/ EL BARRIO COMMUNITY LAND TRUST PILOT PROJECT 2014: ORGANIZACIÓN DEL PROYECTO PILOTO DEL FIDEICOMISO COMUNITARIO DE EAST HARLEM/EL BARRIO East Harlem/ El Barrio Community Land Trust is an outcome of years of CLT based organizing and inquiries into the Lower East Side and East Harlem. In 2012, the East Harlem working group brought neighborhood leaders who were supportive of a CLT together with core supporters of NYCCLI. Efforts through a collaboration between East Harlem residents, local stakeholders, elected officials, community-land activists, and affordable housing developers led to the formation of the East Harlem/El Barrio Community Land Trust (EH/EBCLT n.d.).

El Fideicomiso de Tierras Comunitarias de East Harlem/El Barrio es el resultado de años de organización e investigación basadas en el Lower East Side y East Harlem. As an outcome of grassroots organizations and advocates placing pressure on the administration to address the housing crisis in New York City, the de Blasio Administration released a ‘Request for Expressions of Interest’ for groups to submit proposals for developing and managing Community Land Trusts (CLTs). The administration later secured funding and the City Council passed legislation officially codifying CLTs and allowing the city to enter into regulatory agreements with them (Savitch-Lew 2018). The CLT movement is on the rise throughout NYC. This timeline highlights the various recent initiatives advocating for the transformation of vacant properties into affordable housing. Despite the CLT movement being prevalent in various cities across the United States and having decades of presence in New York City, it is believed that there is a new-found interest in the CLT housing model. At present, there are more than 12 CLTs in NYC alone, the most recent endeavor being the Interboro CLT. Although the CLT model does not offer a solution to all problems related to affordable housing, it is a welcome initiative enabling low-income communities to incrementally build social equity.

Esta línea de tiempo destaca las diversas iniciativas recientes que abogan por la transformación de propiedades vacantes en viviendas asequibles. A pesar de que el movimiento de Fideicomisos de Tierras Comunitarias prevalece en varias ciudades de los Estados Unidos y tiene décadas de presencia en la ciudad de Nueva York, se cree que existe un nuevo interés en el modelo de vivienda. As existing housing programs do not fulfill all of the needs of low-income communities due to temporary subsidies and voluntary participation by developers, some of the attributes grassroots groups and community organizations have identified (PTH 2016) (RTTC-NYC 2010) for any program meant to convert vacant properties into affordable housing include:

SUSTAINABLE AFFORDABILITY ASEQUIBILIDAD SOSTENIBLE

PERMANENT AFFORDABILITY Having subsidies that do not expire and units that cannot be transformed into market-rate housing.

TARGET LOW-INCOME AND HOMELESS POPULATIONS Any such program should be aimed towards the needs of the low-income and homeless populations who make less than the defined Area Median Income (AMI).

PREVENT GENTRIFICATION AND DISPLACEMENT It should be assured that no such program will contribute to the threat of gentrification and displacement.

FOR LOW-INCOME COMMUNITY PARA LA COMUNIDAD DE BAJOS INGRESOS

AFFORDABLE UNITS All units within a property remain affordable so that there are no grievances between the residents of the building and the landlords cannot harass residents through discrimination.

COMMUNITY INVOLVEMENT Involvement should be at the center of creation, implementation, and oversight of any program meant to meet the housing needs of such communities.

OUR RECOMMENDATIONS

In addition to the above-mentioned attributes, we would like to propose the following based on our research and involvement:

REDUCE GENTRIFICATION AND DISPLACEMENT REDUCIR LA GENTRIFICACIÓN Y EL DESPLAZAMIENTO

SUSTAINABLE AFFORDABILITY Any program meant to create affordable housing for low-income communities should also take into account the visions of stakeholders belonging to such communities. Reforms aiming to provide stakeholders with means to gain skills and education to flourish in their livelihoods should also be included in such initiatives.

While permanent subsidies are a welcome sign, we find that it is equally important to enable people belonging to low-income communities with opportunities which would allow them to exit the cycle of poverty and invest back into their community.

NOT AN INCENTIVE TO REMAIN LOW-INCOME It is important that the program does not become an incentive for the people in low-income communities to intentionally maintain their incomes below certain levels in order to be able to qualify for such a program.
