Transitions …
Palm Beach County epitomizes the idea of “transitions.” From its pioneering days as “America’s first resort destination,” the county today is a thriving, year-round family community and hub of business and industry. It’s even “Wall Street South” for hundreds of banks, investment and financial services.
Since its founding in 1982, the Business Development Board of Palm Beach County has helped usher in growth and change throughout the region. We’ve promoted our unique offerings to local companies planning to expand, and companies from around the nation—and world—hoping to plant their flag in this enviable business paradise with hemispheric and global connections.
As you’ll see in this issue of Quarterly, in the past year alone, we’ve helped lure or retain companies in such sectors as software and technology, gaming, tourism, manufacturing, entertainment and health sciences. We also profile some of the young professionals who represent the next generation of talent essential to modern, growing businesses.
The BDB is more than “an organization.” It’s a team of skilled economic development experts. For 35 years, our mission has been guided in part by Gary Hines. He has been so much more than “Senior Vice President at the Business Development Board.” Gary has overseen all administrative operations, served as primary contact for corporate relocations, and managed the BDB’s development division.
Gary is retiring. As you’ll read in our farewell, Gary has made an indelible impact on the business and civic community. He will be sorely missed.
Yet, transitions happen, and business continues unabated. We have the global headlines to prove it. Bloomberg recently profiled the county, and a 60-page feature in the September issue of Florida Trend highlights the county’s robust offerings. BDB last month debuted three billboards in New York City proclaiming the county as “Wall Street South.”

Gary Hines: Farewell to a Trusted Partner
PICK A MARKET-CHANGING business expansion in or relocation to Palm Beach County, and chances are, Gary Hines had a hand in the company’s decision.
In his 35 years with the BDB, he helped lure Scripps (now the Herbert Wertheim UF Scripps Institute for Biomedical Innovation & Technology) to expand its operation to Palm Beach County, launching a regional transformation that created a multibillion-dollar life sciences hub. Under Gary’s guidance, expansions by UPS and, more recently, Amazon, not only elevated the companies’ footprints in the county but also brought significant opportunities to the region’s workforce.
Gary’s skillful management ensured the seamless expansion of DePuy Synthes and CSL Plasma, both of which bolstered medical advancements and health care services. He also helped strengthen the county’s role as an aerospace hub with the expansion of Belcan, which fostered further technological progress and innovation.
His trusted counsel was invaluable, said Michael Renner, M.D.T., CEO of Precision Esthetics Dental Laboratory in West Palm Beach. Gary aided its 2019 expansion by guiding the permitting, county connections and city resources. “He was pretty much the frontman for the BDB’s involvement, very active and energetic,” Renner said. “He was the architect of a smooth expansion.”
Gary has been a known entity throughout the state’s economic development community. For 27 years, John Diep, Director of International Trade and Development for Select Florida, has worked with—even beside—Gary on projects critical to county and state growth.
Gary introduced Diep to executives across the business community and connected him with state trade and direct investment projects. Gary has been “one of the most respected, responsive and responsible professionals, who’s very empathetic,” Diep said, adding that Gary’s sense of humor is always close at hand, whether at business meetings or their frequent lunches. “That always helped strengthen a relationship at a comfortable, personal level.”
Put Gary in front of the most influential executive or public servant, and he will represent the county with strength and confidence, said Fabiola “Fab” Brumley, BDB board member and President of Palm Beach County for
Bank of America. She also recalled him in the parking lot with an umbrella to ensure they both had a decent parking spot and cover from the Florida summer rains.
“Gary Hines is nothing short of a class act,” she said. “He is the epitome of humility, integrity, and kindness. A gentleman by the standards of old. There is no one like him, and I will miss him greatly.”
Driven by his faith, love for family, and a strong commitment to the people with whom he works and the community he serves, Gary has enriched the BDB workplace beyond the remarkable projects he’s overseen, said BDB President and CEO Kelly Smallridge, who has known Gary since he joined the BDB in 1989. From the start, Gary went to work building alliances with municipal and county officials and local employers to create opportunities. In his formative days with the BDB, he drew hundreds to a luncheon, after worrying that attendance would be weak—cementing his impact early on.
His dedication, mentorship, and collaborative spirit have influenced colleagues and shaped the very culture of the organization.
“Throughout his remarkable tenure, Gary has exemplified unwavering commitment and vision,” Smallridge said. “As Gary embarks on this new chapter of life, we extend our heartfelt appreciation for his exceptional contributions and wish him a retirement filled with well-deserved relaxation and adventure. While he may be stepping away from his role, his legacy will continue to inspire us all.”
Speaking this summer at his last BDB task force meeting that he led, Gary commented about his blessings—a proud career, the love of his grandchildren, being blessed by the Lord. As for tomorrow, he wasn’t sure what it would hold.
“Maybe I’ll get bored after a year or so,” he joked. As his wife reminded him, “retirement means twice the husband, half the income.”
We doubt we’ve heard the last of Gary Hines. We certainly hope not.

Where would you take a friend visiting for the weekend? Friday happy hour at El Camino in The Square, with a stop into The Ben’s rooftop and dinner at nearby Elisabetta’s. Saturday we’d do the beach and spend the day in Delray, and we’d spend Sunday on Palm Beach island.

Beach County residents. He moved here at a young age, set his roots, then went off for his education. After working at a Wall Street law firm in both New York and Washington, D.C., he returned to grow his family and build his career in complex commercial litigation.
My story: I was born in Kingston, Jamaica, and moved to Boynton Beach at 11, before moving to Fort Lauderdale for several years to finish middle and high school. Both my parents moved to the United States for work opportunities. That’s the immigrant story—to come to the land of opportunity. I have two older siblings. One is a sergeant major in the United States Marine Corps stationed in California, and the other is a real estate broker here in Palm Beach County.
As a parent, why Palm Beach County? a parent, you want to give your kids the best chance at success. My wife and I moved to Wellington because of the highly rated schools. Our son is in middle school in Wellington. Our daughter is now attending Spanish River High School in Boca in the Law and Government magnet program. I was blown away with that program. We lived in Boca Raton for years, but the commute to West Palm Beach took its toll. A judge I know told me about Wellington and how much it had for kids. That sold me on it. We moved, and I shaved 15 minutes off my commute.
What career opportunities have you found here? I was the first Black equity partner with a regional law firm in Palm Beach County. Because of my Bar and community involvement and relationships, I was able to expand my business and build a national platform. As a Florida-based firm with national reach, Akerman gives me the best of both worlds—an Am Law 100 firm, with a small-firm feel and culture. My career has definitely blossomed here.

I’m on the board of trustees for the Legal Aid Society, and as current president of the Palm Beach County Bar Association, my theme this year is “quality of life is the key to happiness.” As a Bar Association, we plan to spotlight the housing crisis in Palm Beach for government and public interest lawyers. I have been blessed to hold other roles such as my current role as chair of the American Heart Association of Palm Beach County and immediate past president of the Black Chamber of Commerce of Palm Beach County. I am honored to now serve on the BDB Board as a representative of the Black Chamber of Commerce. I have found that if you raise your hand and say, “I’m here to serve,” and show up and do what you say, your reputation will precede you, and opportunities will flow.

Bezos Academy, District to Deliver Montessori-inspired Education
BEZOS ACADEMY SIGNED an agreement with the School District of Palm Beach County in August to bring a new tuition-free, Montessori-inspired preschool to Roosevelt Elementary School in West Palm Beach.
Designed to support low-income families, the preschool will off programming for 100 students at no cost to the District or the families being served. The approval is the result of collaborative efforts between the District, the City of West Palm Beach, and Frisbie Group, a private real estate investment firm based in Palm Beach. Ensuring a quality education brings a measurable improvement to the community, said Dave Frisbie, co-founder of Frisbie Group.
“As a former classroom teacher, I have seen the extraordinary gains children make when they have quality, project-based, hands-on learning experiences,” added Nancy Bourne of the Frisbie Group. “The heart of the Bezos Academy program sparks curiosity and creativity, which in turn grows passionate learners who will advance and enhance the future of our community.”

NYC Billboards Boast
THE BUSINESS DEVELOPMENT BOARD of Palm Beach County late last month caused a stir above the streets of New York City. Three billboards boasted “Wall Street South”— the name we’ve earned as the favored destination for nancial firms with roots in New York.
Located at 43rd Rotunda, Times Square Tower, and the iconic I Love NY Board, the billboards feature the message alongside an inviting beach scene. The call-toaction urges businesses to establish offices in Palm Beach County, as more than firms have done since 2019.
With Palm Beach County owning “Wall Street South,” there is no better place to proclaim this message than within the home of Wall Street itself.

Business Solutions Finding a Career-Development ‘Gold Mine’
WHEN MOVING to Palm Beach County uprooted all the professional connections Adria DePasquale had accrued in a 30-year professional career up north, she decided to build a new network.
DePasquale left a good job to move here with her daughter for the highly rated schools and to be closer to family. But the transition was overwhelming. She had the skills and experience for almost any position, having worked in finance, education, as a corporate trainer with Dale Carnegie Training, as a human resources director, even as a health and life coach. But without connections, DePasquale felt lost in her job hunt.
While working as a volunteer coach with Second Chance Initiative, she took a disabled participant to CareerSource Palm Beach County to receive career training. That opened DePasquale’s eyes to the organization—and the opportunities it presented.
Soon, she was attending CareerSource programs on her own. She enrolled in the Professional Placement Network, or PPN, a no-cost workshop that helped her revamp her resume, identify transferable job skills, hone her interview strategies and salary negotiations, even shoot a new LinkedIn profile photograph. It was “transformational,” she recalled.
“Everyone I’ve interacted with has guided me in finding my way as a new Florida resident, and the skills I learned helped me land many job offers,” she said. “They helped me reinvent myself. I went from fearful to hopeful.”
Within a week, DePasquale was fielding job offers. The one she accepted—a position which resonated with her and took advantage of her coaching background and entrepreneurial style— is as an admissions administrator in the College of Business Administration Executive Education Department at Florida Atlantic University.
“They liked that I’ve been an entrepreneur and have the diversity I can put to use working with students,” said DePasquale, who credits CareerSource for much of her newfound success. “CareerSource helped build my confidence and pursue my passions. I wasn’t looking for them, but ended up finding a gold mine.”
