1. The background Lessons learnt from the project that constitute the basis for the development of the present Action Plan 1.1 Introduction SUPER project aimed to improve SMEs uptake of Environmentally Sustainable Innovations (ESIs) into their business. For that the participating regions worked further on how to develop models such as the cooperative business support model, where the focus should be on possible measures for business development and how companies can evolve towards an Environmentally Driven Export Market (EDEM) while working together with the whole chain of support and in close interaction with the SMEs themselves. Aligned with what is stated in the project Application Form, the University of Applied Sciences (TEIWM) prepared a Regional Action Plan (RAP) for Axis 1 structural funds of the Regional Operational Program (ROP) 2014-2020 of Western Macedonia Region that combines the SUPER project implementation and results. The main objective of Axis 1 of the ROP meets the needs for achieving the objectives Europe 2020 RTDI by increasing the level of investment on research to GDP for 2020 proposed by the RIS3 plan (internationalization, regional structures for innovation support, incubators, direct cofinancing etc.). Main characteristics & priority of the specific RAP include actions to EDBD that focusing on ecoinnovation activities in the Energy Sector (including manufacturing sectors related with energy products or services). The policy instrument will be improved with the expected implementation of new projects c0-funded by the regional structural funds of the period 2014-2020, as research and innovation were of low priority in the regional policy agenda until 2014, due to the lack of authority in this domain of policy and the weak capacity of the regional administration. TEIWM has a constant active presence & influence at the Regional policies, by establishing & leading policy instrument influence cooperation on behalf of the Regional Government & the ROP 20142020 Managing Authority. Supporting EDBD, SMEs innovation, energy efficiency policies and renewable energy investments, TEIWM has a leading policy impact to RWM ROP, since it is conducting a number of projects, on request of the MA, as a public regional policy instrument expert.

1.2 Policy context The policy instrument selected for TEIWM is: Regional Operational Programme (ROP) 2014 – 2020 of Region of Western Macedonia (RWM) / Axis 1: Strengthening research, technological development and innovation / Investment Priority 1.2.: Thematic objective (TO) No. 1.2.B.: Actions to promote research and innovation in SME’s in priority areas of the RIS3. The University of Applied Sciences (TEIWM) prepared a Regional Action Plan (RAP) for Axis 1 structural funds of the ROP 2014-2020 providing details on how the lessons learnt from the project cooperation will be exploited in order to improve the policy instrument tackled within that region. It specifies the nature of the actions to be implemented, their timeframe, the players involved, the costs and funding sources. The main objective of Axis 1 is meeting the needs for achieving the objectives Europe 2020 RTDI by increasing the level of investment on research to GDP for 2020 proposed by the RIS3 plan (internationalization, regional structures for innovation support, incubators, direct co-financing etc). (a) It shows a direct link (and evidence) to the exchange of experiences process, i.e. to the experience and lessons learnt during phase 1. (b) The Action Plan is policy oriented, i.e. it identifies clearly the policy that is addressed for improvement through the Action Plan’s interventions. Main characteristics & priority of the Action Plan include activities to EDBD, mostly to RIS3 manufacturing sectors related with energy products or services. Other instruments of the ROP 2014-2020 that are also slightly influenced by the project exchange of experience are the thematic objectives Axis no. 3: Enhancing the competitiveness of small and medium-sized enterprises (SMEs): Investment priority 3.a - Promoting entrepreneurship, in particular by facilitating the economic exploitation of new ideas and fostering the creation of new firms, including through business incubators and Investment priority 3.d - Supporting the capacity of small and medium sized enterprises to grow in regional, national and international markets and to engage in innovation processes. 1.3 Background The Action Plan makes due reference to the project’s exchange of experience activities and results and shows how working in a partnership on the SUPER project has influenced and added value to the main decision-making stakeholder (The Managing Authority of the ROP 2014-202) on issues related to the policy instrument selected. The project team used 2 identified good practices that influenced the Action Plan. It also used the results from the interviews with the regional eco-innovative SMEs and the results from the RWM SelfAssessment Tool Report in reliance with the presentations and interregional analyses made by the Advisory partner during the project lifetime. Good Practices
The first SUPER project Good Practice that influenced the RAP is called "Eco-innovation LT" - Support for technological innovations and development of competences, prepared by the Lithuanian partner. "Eco-innovations LT" has been introduced as a public support instrument which funds the
optimisation of the production cycle to help introduce greener technologies to the manufacturing process or are planning to produce ecological products. The "Eco-innovations LT" instrument was introduced to reduce the risk of innovation of SMEs that rather stay with traditional manufacturing. The main benefit of this action is that it provides grants not only for purchasing new technologies, but it also supports the development of employees’ competences. Since difficulties encountered in Lithuania are exactly the same in Western Macedonia (as ecology for the regional businesses is also not one of their major priority), therefore this action requires a lot of efforts to motivate SMEs that eco-friendly innovations benefit the companies themselves and can help to become more efficient, competitive and profitable. Transfer Potential Influence and lessons learned of the first Good Practice: However, the Good Practice in Lithuania contributed to the significant rate of success only in those cases that provided grants for technological and non-technological eco-innovations. Therefore, this aspect will be carefully considered in the upcoming call by the Managing Authority, in order to include both of them as options: to provide grands for the acquisition of new equipment and also to support employees’ skills with ecoinnovation technological knowledge provided by research Institutes or Universities. This kind of innovations require to put a lot of energy into persuasion of companies, that such changes could be beneficial for them. Therefore, consultancy sessions and trainings that could help to achieve the desired outcomes can be included to the financed options. •
The second SUPER project Good Practice that influenced the RAP is called "Grants for research and innovation" prepared by the Polish partner. The scope of cooperation between science and businesses in Poland was very low, especially
among SMEs. Entrepreneurs had and still have a more difficult access to adequate support; they must put a lot of efforts to access various instruments, mainly due to time and resources. Consequently, companies, also from the eco-innovation sector, have easier access to R&D services, indispensable when introducing innovations, and boosting enterprise development. The beneficiaries mainly included young SMEs interested in development by introducing product or process innovations by means of specialized R&D services. The aim of "Grants for research and innovation" is to provide SMEs with an opportunity to receive grants for R&D in a simple SME-friendly procedure that is also a need that matches the Western Macedonian SMEs profile. Transfer Potential Influence and lessons learned of the second Good Practice: The simplicity of the application process by the Polish SMEs to fund their innovative projects influenced the RAP, even though In Greece there are is a non-flexible specific procedure for SMEs to obtain grants, coming from ERDF funds. The RWM Managing Authority with the support of the TEIWM will prepare the new Call for the new projects to be funded following as simple procedure as possible, especially minimising the documents to be provided along with the on line application. belonging to the regional smart specialization sector of Energy, including eco-innovations connected by value chains. Thanks to grants, the competitiveness of the companies from the region (including a significant number of companies from the eco-innovation sector) should be raised in years 2019 and 2020. •
SME interviews
Results and comments on the SME’s interviews in eco-innovation and internationalization support that made during SUPER activities in 2017 in Western Macedonia, Greece and influenced the RAP are: •
Macroeconomic overview of the Western Macedonia Region: o
Structural deficiencies (small companies, high unemployment, low competitiveness);
o
Strong sectoral specialization (energy): 50% of Greece’s total electric power is produced in the Region;

o
Full absence of Foreign Direct Investments;
o
Declining manufacturing sector;
o
Pollution and degradation of natural environment;
o
Dominance of the public sector;
o
High unemployment: 31%.
Main business needs in the Western Macedonia region are: o
Access to finance;
o
Standardization;
o
Access to foreign markets;
o
Implementation of new instruments that measure eco-innovation support;
o
Improvement of competitiveness and degree of specialization;
o
Improvement of human resources performance by training on eco-innovation and internationalization;
o •
Support by Greek authorities on eco-innovation and low carbon activities.
The result of survey of business entities showed that, in respect to eco-innovative support, the companies gave positive feedback on the variety of EU programs and funds. However, companies gave negative feedback on the absence of academic support; lack of eco-innovations training of suppliers and customers; lack of sectoral support instruments.

In respect to support for internationalization, the respondents gave positive feedback on the access to B2B meetings. However, the respondents were dissatisfied with bureaucracy and poor performance of local export support structures: businesses mostly depend on their relevant departments for internationalization and not in a regional organization.

SAT Report - Mapping of the support system
The project methodology indicated that a step by step self-assessment procedure should be follow the SME interviews including steps of mapping structure of the support system and mapping functions of the support system: •
The project team mapped the structure of the support system of the region in eco-innovation and internationalisation and the main result that came out was that: “There is big lack in the regional supporting system in terms of leadership and policy instruments that could assist the SME’s competitiveness. Some improvement is expected with funds from the ROPD 2014-2020, that will fund a new regional SME’s supporting structure mostly on RIS3 sectors, but this priority is also delayed. At last we may conclude that the ‘key’ supporting structures have limited their eco-innovation and mostly internationalisation support to the regional SME’s only in small scale projects that have to do with business missions to international and national fairs.”

A key point of the mapping functions of the support system was that the Regional Operational Program 2014-2020 is the only support actor that covers fully the axis for the innovation phases and start – up stages. The SAT procedure included as a final step an assessment of the regional support system for eco-
innovations towards international markets. This assessment was conducted in a technical meeting with the participation of the facilitators and members of the project team. A number of questions given by the Advisory partner were answered and a resulting Spider Diagram was completed concluding results of the SME interviews and the Selfassessment, and illustrating what functions in the support system need to be improved.

Interesting highlights of the assessment of the support system were: •
The diagram has two peaks, one low in Dynamic Tailoring (1,33) and one high in Navigation (3,33). All other key areas score somewhere in the middle. The almost absent customization in supporting activities seems to be the main weakness of the system as it fails to adopt to the changing needs of the companies and the circumstances. However the system provides information and is easily accessible to interested parties.

The support system does not provide or include specific help for eco-innovation towards internationalization, it aims mainly on the economic development of the companies and the ecoinnovation aspect is an occasional content of the support.
•
The lack of qualified people is an important factor that degrades the support system.

Aspects for improvement in the support system: •
The use of available budget from the Regional Operational Program 2014-2020 for funding a supporting regional structure is more than necessary for the ‘awakening’ of the regional supporting SME’s system.
•
It is more than obvious that more customization in supporting activities of regional SME’s is needed from the supporting structures.
•
Eco-innovation support should be an aspect of raising awareness among all the regional structures.
•
Since eco-innovation is becoming a priority for the new generation of consumers and entrepreneurs who focus on developing eco-friendly products for a “clean and green environment”, more qualified scientists should be working to support the related SMEs.
•
Regional supporting structures should be more focused on EC initiatives since they are connected with European funds policy instruments.
•
Most of the regional SMEs have highlighted (as it concludes from the research) the need for good business partners, easy access to information for eco-innovation, knowledge and technology transfer services to develop eco-innovations.
•
Supporting structures should promote an integrated life-cycle based approach in the markets. Various themes should be supported and covered, such as materials’ recycling, buildings, food and beverages, green businesses. New projects of related SMEs should be environmentally friendly, innovative and economically viable in the medium and long term.
•
Major barriers to innovation are economic constraints, uncertain market demand and the lack of external financing. Overcoming these barriers should also be a task of the supporting structures.
•
Barriers for further development of the regional support system are mainly the lack of political decision and the absence of funding for the supporting structures in the region. We may also note SUPER: REGIONAL ACTION PLAN OF WESTERN MACEDONIA UNIVERSITY OF APPLIED SCIENSES (TEIWM)

that the regional SMEs are in general disappointed from the public sector in Greece, so they don’t ask for special supporting services during the last years. The remaining financial crisis in Greece is the main reason for the poor performance of the support system. •
Stakeholders and the ROP 2014-2020 Managing Authority for your policy instrument and their involvement in the process of exchange of experience.
The Activities within SUPER project have the strong support of the Regional Stakeholders Group (RSG) and especially the representatives of eco-innovation SMEs, the Europe Enterprise Network department in Western Macedonia, business experts in eco-innovation and the Managing Authority of the ROP 2014-2020. The MA director participated in all regional stakeholders meetings during the project lifetime, in the most critical interregional workshops of the project (in Linköping, Riga, Tipperary and Copenhagen) and has already agreed on the Action Plan that provides the upcoming call of the policy instrument with activities proposed to be funded for the Implementation of new SMEs projects.
2. Action Description of the action to be implemented In accordance with SUPER methodology and the logical framework for the Action Plan elaboration (good practice transfer etc. that were described in paragraph 1,3 Background), TEIWM will impact the Regional Operational Programme of Western Macedonia 2014 – 2020 and its RIS3 industrial strengths in the energy sector focusing in eco-innovation and internationalisation. TEIWM Action Plan is structured under one Action that includes 4 Steps. Policy impact is given through the Action Plan to Western Macedonia ROP 2014-2020 to open a new call to fund SMEs concrete projects: Eco-Innovation ready businesses apply to Western Macedonia ROP 2014-2020 calls. For the above, TEIWM has been in close co-operation with the Managing Authority of the ROP 2014-2020 during the project lifetime and also the preparation of the Action Plan, that it was approved by the director of Managing Authority. Step 1: The SUPER Action Plan impacts the Western Macedonia MA of the ROP to open a new call for SMEs to apply for new projects including eco-innovation actions. Short description of the selected policy instrument history up to 2018: The ROP of Western Macedonia so far tested the possibility of interregional research to business partnership under the Investment Priority and Thematic Objective 1.2 and under 1 open call so far that the MA launched only for the first three RIS3 priority sectors: agri-food, fur production and winery (the submission deadline was to 3/9/2018 and 30 projects were submitted to the MA for evaluation). This experience that in effect allowed to complement missing lacking required research resources in the region and beyond, towards eco-innovation-based development, showed that such solutions are both possible and useful.
The Managing Authority of the ROP 2014-2020 influenced by the impact of the SUPER Action Plan will open a new call during 2019 to fund SMEs new projects of the Energy RIS3 Sector that will be based on two types of combined Activities: • Eco-Innovation readiness of SMEs, referring to projects based on approved SME applications to the ROP 2014-2020 aiming at improved international competitiveness targets. • Research-to-research and research-to-business capacity building for joint schemes, through the development of eco-innovation concepts and technological solutions that as concrete projects will be proposed for funding through ROP 2014-2020. The two Activities are based mostly on the findings of the SME interviews made during 2017 in Western Macedonia and also the SAT Report - Mapping of the support systems, in terms of their technological & commercial performance and ec0-innovation potential. The two selected good practices from the partners of the SUPER project also influenced these activities in terms of internationalisation support of eco-innovation actions. The exchange of experience implementation of SUPER is exploited to improve the eco-innovation absorptiveness potential of SMEs in the Energy RIS3 sector towards higher benefits from the RWM ROP 2014-2020 upcoming call, relating to the technological and internationalisation performance of such businesses.
Step 2 – The Western Macedonia MA of the ROP opens the new call in 2019 for SMEs to apply for new projects including eco-innovation actions. Target Group: SMEs of the Energy Sector of Western Macedonia S2.1 The objective of the upcoming Call to be opened in 2019 is to support research and product development products and / or services that have emerged from the business discovery process through support for existing businesses, investing in eco-Innovation and / or R&D in the energy industries, included SUPER: REGIONAL ACTION PLAN OF WESTERN MACEDONIA UNIVERSITY OF APPLIED SCIENSES (TEIWM)

in the RIS3 Strategy of the Region of Western Macedonia. The open Call will be under the Thematic Objective 1 “Strengthening research, technological development and innovation” (European Structural and Investment Funds in the 2014-2020 programming period), Investment Priority 1.2 / Action 1.2.1.01 “Collaboration and networking actions among research institutions, educational institutions and enterprises in RIS3 Priority Sectors in W. Macedonia Region” including the Energy Sector of RIS3.
S2.2 It should be mentioned and underlined that the current description of the policy instrument of the ROP 2014-2020 is not including special references in ec0-innonation activities and the internationalization of related SMEs, but just in innovation in general. Experiences came out from the SUPER implementation in Western Macedonia Region will influence and enrich the upcoming call regarding eco-innovation SMEs activities, that will be eligible for funding.
S2.3 The upcoming Call will fund SMEs new projects relating to Innovation, Applied or industrial research and Experimental development. In the case of a real business partnership with a research and knowledge organization, the main partner of the project must be an Enterprise, having the responsibility for the proper implementation of the project, with the definition of an appropriate scientific organisation or officer.
S2.4 Activities in eco-innovation proposed by the Action Plan to be funded for the SMEs applications regarding the selected policy instrument are: - Advanced quality, traceability and safety in the energy chain: Adoption and use of traceability systems in the energy sector. - Exploitation and application of new technologies in all systems of production of energy products with characteristics of eco-innovation - Turning energy companies from end-of-pipe solutions into closed-loop approaches that minimize material and energy leakage through product and production change, offering competitive advantage to many businesses and many areas. - Improvement of the special characteristics of the products or services produced in the energy sector with characteristics of eco-innovation - Improvement of the environmental performance of energy products throughout their life cycle - Reduction of inputs / Rational management of natural resources - Improving product quality with eco-innovating properties - Eco-innovating product safety

(*) Activity 2 Interregional research to business co-operations is an option for a new project to be funded, but the main research organisation involved should be based in Greece. Partner PP8 (TEIWM) will be supporting the Managing Authority to prepare the Call in details concerning eco-innovation and on the other hand will be also supporting the interested to apply for new projects SMEs, based on the experience taken from the SUPER project. Step 3 – Evaluation of the SMEs applying to the upcoming Call for new projects including eco-innovation actions. Target Group: SMEs of the Energy Sector of Western Macedonia S3.1 The upcoming Call of the selected policy instrument regarding eco-innovation performance and capacity of the energy sector SMEs will fund the SMEs new projects that will be approved after an official evaluation during 2019, including a variety of types of eco-innovation technologies and activities.

Thus, the policy impact of the ROP is based on its RIS3 Energy industrial strengths as guiding lines and moreover will be ensured by the 2 main Activities of the Action Plan to be undertaken and implemented, as concrete projects.
The TEIWM will monitor and evaluate the Action plan in close cooperation with the Managing Authority of the ROP 2014-2020 following the next steps: •
Creation of a document template called Monitoring Report by the project team of TEIWM that will be updated every 6 months.
•
TEIWM will choose the members of the stakeholders’ group to form a Monitoring Team for the implementation of Action Plan during the phase 2.
•
The Monitoring Team shall meet every 6 months to discuss on the progress of the Action Plan and to propose corrective actions if needed.
•
Ongoing cooperation with the members of the MA of RWM so the requirements defined in the Application Form of the project, on monitoring are met.
•
An annual Report will be elaborated on the implementation and monitoring of the Action Plan.
•
A special meeting will be organized with the participation of the Managing Authority on the outcomes and final report of the Action Plan.
•
The Self-defined performance indicator that stated in the approved Application Form of the project, is named: Scientific staff working in the field of RTDI. The indicator that will be connected with RIS3 Energy sector SMEs approved applications implementation will be monitored through the ROP 2014-2020 MIS, since it is an indicator coming also for the Western Macedonia ROP 20142020.
