The project participants A European project needs a diversity of the participants. The partners, sometimes gathered in consortium or network are at the centre of the project.
1. The transnational network Î Definition and characteristics "Transnational network" means the organisation mode that governs the functioning of the European projects. The network associates partners from different countries with the aim of following one or more common objectives, without any one of the partners having a higher status than the others. The network appears as the most suitable instrument to operate at the European scale and to work within the given period. The main characteristics of a transnational network are as follows: 1. It groups partner organisations from different States and various sectors that generally have a distinct legal status (public, private and/or associative). 2. It fixes itself common objectives for executing one or more concrete projects. 3. Within the network, it provides all competencies and expertise required for executing the project(s). ATLANTIS : Actions for Transatlantic Links and Academic Networks in Training and Integrated Studies. On the 21 June 2006, the EU and the USA have signed a new eight-year agreement (2007-2013) to boost cooperation in higher education and vocational training. Major change: the new programme aims at implementing joint or dual transatlantic undergraduate degrees within a smaller consortium. OBJECTIVES: * Promote mutual understanding between the peoples of the EU and the USA including broader knowledge of their languages, cultures and institutions * Improve the quality of human resource development in both the EU and the USA, including the acquisition of skills required to meet the challenges of the global knowledge-based economy * Enhance collaboration between the EU and the US in the domains of higher education and vocational training * Contribute to the development of higher education and vocational training institutions * Contribute to individual participants’ personal development for their own sake and as a way to achieve the general objective of the programme * Contribute to transatlantic exchanges between EU and US citizens. 3 TYPES OF ACTIONS FINANCED * ACTION 1 – Transatlantic Degree Consortia Projects (4 years - Minimum 3 higher education or vocational education and training institutions or organisations from at least 2 different EU Member States and 1 or more from the US) - Support for consortia of EU and U.S. higher education institutions to implement dual/double or joint degree programmes - Mobility grants for students and members of the academic teaching staff * ACTION 2 - Excellence (Follow-up) Mobility Projects for students, faculty and staff * ACTION 3 - Policy-oriented Measures Support to multilateral EU-US projects and activities designed to enhance collaboration in the higher education and vocational training field - Studies, seminars, working groups, benchmarking exercises that address comparative higher education and vocational training issues, including recognition of qualifications and issues of accreditation - Comparative studies and analyses, language and content integration, dissemination of projects, software and Web development, e-learning and open education, and infrastructure and resources development * Fullbright-EU scheme for the study of research and lecturing on European Community affairs and EC-US relations. COST is one of the longest-running instruments supporting co-operation among scientists and researchers across Europe. Founded in 1971, COST is an intergovernmental framework for European Co-operation in the field of Scientific and Technical Research, allowing the co-ordination of national funded research on a European level. COST is supported by FP7. OBJECTIVES: * Network at a European level nationally financed research of a basic pre-competitive, pre-normative or policy-related nature SCIENTIFIC TECHNOLOGIVAL DOMAINS: 1. Biomedicine and Molecular Biosciences (BMBS) 2. Food and Agriculture (FA) 3. Forests, their Products and Services (FPS) 4. Materials, Physical & Nanosciences (MPNS) 5. Chemistry and Molecular Sciences & Technologies (CMST) 6. Earth System Science & Environmental Management (ESSEM) 7. Information & Communication Technologies (ICT) 8. Transport & Urban Development (TUD) 9. Individuals, Society, Culture & Health (ISCH) FINANCED ACTIONS: COST stimulates new, innovative and interdisciplinary scientific networks in Europe. COST activities (Actions) are carried out by research teams; Cooperation takes the form of concerted activities, i.e. the co-ordination of nationally funded research activities, between research institutions from member countries or cooperating states * Networks and activities of co-ordinated national research projects, seminars, workshops, conferences, scientific exchanges, technical missions in various fields which are of interest to a minimum number of participants (at least 5) from different member States. (COST does NOT fund research projects themselves). CANDIDATES PROFILE: * Work for a laboratory or institution located in a COST member country, which has nothing to do with your own nationality (COST member countries: EU 27 + Turkey + Croatia, FYROM/Macedonia, Serbia + Iceland, Norway + Switzerland) * Institutions from non-COST countries may join COST Actions: Armenia, Australia, Canada, India, Israël, Japan, China, Russia, Ukraine, USA. Currently more than 200 Actions are supported. Every year approximately 50 new Actions will be approved.

Amount : Coordination and related expenses only are covered by the COST budget; the research activities themselves are funded nationally.100 000 euro on average per action for co-ordination, representing 1% of national budget.

This Municipal Finance Facility makes part of the "IFI Cooperation" (International Financial Institutions Cooperation) regional programmes coordinated by the EC, EIB, EBRD, CEB avec financed out of the IPA, Instrument for Pre-Accession Assistance. OBJECTIVES: * Encourage banks in the candidate countries extend their lending to municipalities for the financing of small infrastructure investments, to offer loans over longer maturities, to enhance the banks’ capacity to assess and monitor the related risks and to manage their loans * Broaden the range of finance available to municipal authorities for ensuring sustainable living conditions to their populations FINANCED ACTIONS: * Loans and risk-sharing instruments from resources of the Sponsors for building, up-grading or refurbishing of small municipal infrastructure * PHARE support for Projects with Participating Banks in the Beneficiary Countries: - Technical Assistance to Participating Banks: Grant to strengthen administrative, credit and management capacities - Technical Assistance to the Promoters: Grant for activities supporting the Promoters in strengthening their capacity to prepare loan applications and to monitor the progress of Sub-projects - Performance Fees for Participating Banks as well as financial incentives for Participating Banks to motivate lending to Promoters and to reduce their internal cost - Loan Guarantees to cover partially the risks of the Participating Bank - Other incentives for the benefit of Participating Banks to enhance the implementation of MFF, proposed by the Sponsor and approved by the Commission SELECTION CRITERIA: * For banks: Creditworthiness, Demonstrated commitment to extend long-term financing to SMMs, Commitment to promote the facility to SMMs, acceptable standards of procedure for municipal credit appraisal, willingness to co-operate with the EBRD regarding technical cooperation support, Willingness to provide visibility for the EU through means such as press conferences and featuring the EU logo in marketing materials and public events * For municipalities: Municipalities should serve a population of under 100,000 people, under 150,000 people, have sound financial management and a good cash flow ; investments can be in infrastructure sectors such as local transport, district heating, water supply, sewerage, solid waste management, public roads and parking Eligible countries are Croatia and Turkey and potential Candidate countries (Western Balkans). The Facility is sponsored by the Commission, the EBRD, the EIB and the Council of Europe Development Bank (CEB)

Amount : Maximum 5 Million euro per investment. Loans amounts are 10 - 20 Million euro per bank - up to 25 million euro for risk sharing on up to 35% of the partner bank's risk on a portfolio of loans to SMMs.
Selection : At any time. Steps : The Sponsor identifies a Project with a Participating Bank, chooses between a loan or risk-sharing instrument and submits a Project Proposal for approval to the Commission. The Sponsors monitor and report on Projects and Sub-Projects. CONTACT z z z
