Sports Leisure & Urban Regeneration Westminster | London

Vision Westminster

Buckingham Palace

St James’s Park

The new square will also provide a strong identity for the QMSC, creating a much needed ‘health focused’ urban space for the community and ‘breathing space’ for residents, workers and visitors during the day. It will encourage public life in public spaces, provide a meeting place and forum for people to experience, participate and feel a sense of community.

QMSC

Pimlico

Patrick Tay Architect

The place making vision for the redevelopment of QMSC centres on public realm and permeability, creating new public square for the community, with the sports & leisure offer positioned right at the heart of the mixed used development.

Permeability will also be a key driving force in the design, creating new streets to connect places and encourage foot traffic through the development, addressing current shortcomings and site constraints.

Redefining the QMSC through the creation of a new public realm featuring a sports & leisure centre of excellence • Place making and public realm driven • Value for council • Meets range of strategic priorities • Exemplar for Westminster • Mixed use, sustainable development • Enhanced leisure offer for London, Westminster and Pimlico • Better and safer permeability and movement • Highest quality sustainable architecture and design

4.10 As outlined above, Pimlico was essentially the creation of Thomas Cubitt and wasHotel Vincent planned and constructed over a relatively short period, from the 1830s Squareto the 1870s. Although built by several developers, its rapid development to a single brief, gave Pimlico a very distinctive and coherent architectural character, with a layout of formal streets and squares, lined by terraces of houses in the Classical tradition. The area now covered by the Pimlico Conservation Area therefore consists mainly of Cubitt terraces, 53-74 Lillington & with a small number of later infill Pimlico buildings. Eccleston

Westminster Cathedral Conservation Area The QMSC itself is not situated within a conservation area, however portions of Upper Tachbrook Street and Longmoore Street are. Pimlico Conservation Area is just to the south and south-east of the building. The closest listed buildings are located on 1-25 Gillingham Street, north-west of QMSC and 183-203 Vauxhall Bridge Road to the east of the property.

Directly to the south of the QMSC is the Pimlico Conservation Area which was planned and constructed between the 1830s and the 1870s. This short period of development has given the area a formal layout of streets and squares lined with terraces in a consistent classical architectural style.

The Cathedral and its piazza, built between 1895 and 1903 in Free Byzantine style in red Bracknell brick and portland stone, forms the centrepiece of the area.

Development Brief

The development brief is to provide a new Olympic-sized 50m swimming pool and sports facilities of the highest quality and design. In addition, a mix of uses including residential, retail and offices are to be incorporated as part of the scheme to finance and ensure the viability of the overall development. Other leisure related and complimentary uses, for example community hubs or childcare facilities, should be explored in the future.

• • • •

creates a quality public space and new public character for the community defines the entrance to the new sports and leisure facilities greater permeability within the development and the vicinity connects existing streets and activities in the area opportunity for public art

PTAL has been asked to look at number of options of varying site outlines, from an island site, to a site not dis-similar to the current site area. Our aim is to focus on the preferred option (the Island site), to explore the constraints and opportunities it presents and come up with a robust concept that can be applied to other permutations. In doing so, we can quantify and apply the loss of development value to the other site options.

Option 2

Option 3

The overall massing reflects the recent development in the vicinity. There is no major impact to the skyline and representative viewpoints from Vincent Square and Eccleston Square. The proposed development is not visible from the Piazza in front of Westminster Cathedral.

The proposed building height ranges from 8 storeys on Longmoore Street to 10 storeys to the centre of the site. The height for this option is restricted due to the proximity of buildings to the rear of Upper Tachbrook Street and Wilton Road. Without these properties, the rights of light, daylight and sunlight issues become more prevalent in comparison to the other options.
