It goes without saying that different people like different kinds of properties. Two New Projects in Pattaya:

he Pattaya skyline is projected to change yet again this year, as Thai-listed property developer Raimon Land recently announced that the construction of its two current projects in Pattaya, Zire Wongamat and Unixx South Pattaya, are well underway as scheduled. The Return of Property Consumer Confidence In the past month, the National Council for Peace and Order (NCPO) has made overdue payments to rice farmers, rebooted state spending and appointed new members to the Board of Investment, resulting in improved consumer confidence in the Thai economy. Subsequently, businesses are resuming regular activities to cash in on the pick-up in purchasing power. Construction and property development have been among the first sectors to become more active, and Thailand’s major banks are seeing loan demand return. Vasin Vanichvoranun, executive vice president of Kasikorn Bank, commented that property developers who were focusing on selling their existing projects will be resuming new projects in the

second half of the year. Also, apart from residential developments, the bank has seen a rising trend of mixed-use projects. In July, Kasikorn was one of two lenders to support IconSiam, a high-end integrated real estate project by the Chao Phraya River. Siam Commercial Bank also provided a loan of THB 2.69 billion to Golden Land Property Development for the FYI (For Your Inspiration) Centre, a mixed-use office building and hotel project on Rama IV and Ratchadaphisek Roads. Large-scale property developers will require funding through bank loans and property funds, including real estate investment trusts (REITs). The latter will be especially important; REITs worth a total of THB 30 billion to 40 billion are expected to be launched in the current half of the year.

Thai Property Market Expected to Recover in Latter Half of 2014 Those in the real estate industry can breath a sigh of relief as the residential, office and retail property markets in major cities around Thailand, including Pattaya, are expected to recover during the second half of the year as confidence returns among buyers and investors following the May coup. Research was conducted by Colliers International (Thailand), a global commercial real estate services organisation. At present, the company is advising its business customers in the development of THB 10 billion worth of real estate projects. Of this figure, 70 per cent includes condominiums and the remainder are office and retail projects. In the residential segment, approximately 80 per cent of Colliers’ customers are continuing to develop projects in line with their business plans. Others have delayed their projects, preferring to wait and see whether the economy will recover following the junta’s announcement of its economic road map. Colliers’ associate director for research, Surachet Kongcheep, said the condominium market is set to recover during the second half of the year. New condo projects launched in Bangkok in the first five months of 2014 came in at just 16,617 units—down 21.6 per cent from the same period last year. New condominium launches in the first two weeks of June totalled 7,000 units, with up to 40 per cent of their overall project value already sold, reflecting renewed market confidence. Meanwhile, the overall office and retail sectors continue to experience stable growth, said Mr Kongcheep. Office demand has continued to grow by an average of five per cent this year, although some foreign firms have delayed expansion of their office space. The supply of office space in Bangkok remains limited, he added. As for retail property, developers have continued to expand their investments this year. Up to 700,000 square metres of new space will be completed and available for business use in the second half, indicating that demand for retail space remains, despite only slight economic growth this year.

F
or the most part, when people think of Pattaya, they think beach, nightlife, food and more beach. So, when property shoppers show up in my office, usually the words “sea view” and “beachfront” are the first words out of their mouth. Recently, I’ve had a wave of interest in what can only be described as “innercity” dwellings. So where is “Downtown Pattaya” and what kind of properties are available there? People who want urban accommodations place convenience at the top of their priority list. They want something that is “close to everything”. Years ago, Pattaya’s famous Beach Road was the centre of Pattaya’s universe. The first major resorts were, naturally, constructed on Beach Road. The Marriott appeared and added a shopping venue— Royal Garden Plaza—and then, in rapid succession, came The Avenue sandwiched between Second Road and Soi Buakhaow and the undisputed flagship of Pattaya shopping, CentralFestival near Soi 9, between Beach Road and Second Road.
Somewhere along the way, Third Road began to develop as an alternative route north and south and this is when “Downtown Pattaya” really began. Somewhere between Pattaya Tai and Pattaya Klang; Beach Road to Third Road is what people now refer to as “Downtown Pattaya”. A person living in this centralised locale can enjoy shopping, dining, all manner of entertainment and even get down to the beach easily…all without owning a vehicle. Pattaya property developers have taken note and new residential projects chock-full of amenities are popping up all around this corridor.

Indeed, when looking for appliances, you will likely notice a shift in the offerings in local stores. ince it was first imported to the Republic of the United Provinces (aka The Netherlands) in the 17th century, teak wood, or Máai Sàk as it is known in Thailand, has been a prized material in all aspects of shipbuilding. It’s been used on everything from humble fisherman’s canoes to hard-working Chinese Junks to the most opulent of luxury liners. In fact, every plank on the deck of the RMS Titanic was made from teak wood imported from the tropics. After more than a century at the bottom of the Atlantic Ocean, the fact that the Titanic’s teak wood decks remain intact is an unrivaled testament to this wood’s enduring qualities. It’s the natural oils and resins present within the teak tree that makes teak more weather-resistant than almost any other type of wood. Teak wood has the unique ability to retain these oils, even after the tree has been felled, processed, dried and made into something beautiful. These very same oils also protect teak wood from dry rot and prevent harmful parasites, such as fungi and termites, from destroying anything made from teak wood.

History
Timeless Thai Teak
Despite its unrivaled durability as a building material for marine vessels and structures of all shapes and sizes, teak wood has earned a well-deserved reputation for its rich colour, fine grain and all around beauty. Today, Máai Sàk ranks as one of, if not the best hardwood for use in extreme conditions, and one of the premier hardwoods for the production of fine furniture and intricate decorative carvings. The qualities of Siam’s tropical teak tree did not go unnoticed before Siam was actually Siam. Ever since the 7th century, the timber derived from the mighty teak has been used as a hard-wearing construction material for traditional Thai homes and temples. Teak has also featured prominently in the residences of the wealthy, and it has been used to adorn the palaces of Thai Royalty and temples dedicated to the Buddhist philosophy. Today, teak’s unparalleled beauty and the fact that it is the world’s most durable hard wood make it one of the most desired types of wood from which to create magnificent home furnishings, accessories and objets-d’art. For centuries, teak has been one of Thailand’s most valuable and important natural resources. Teak forests and teak plantations make up just over one-quarter of the nation’s total forested area. But today, the teak tree is a protected species, as it typically takes up to 150 years for a tree to mature in the wild, and approximately 60 years for one to
reach the same size on a teak plantation. That’s why the Thai Government banned the logging of teak in Siam’s ancient rainforests back in 1989. Since then, the majority of the timber used to manufacture teak wood furniture originates from one of Thailand’s government-registered teak plantations, or it is reclaimed from dilapidated houses, temples and other structures, or it hails from the dwindling supply of teak wood imported from Laos, Myanmar and Malaysia.
Types of Teak
If you are in the market for teak wood furniture, antique or otherwise, you should know that it has been classified into five basic types according to its colour and texture: • Golden Teak or Sat Tong accounts for 70 per cent of all Thai teak. It is known for its fine grain and golden yellow colour. • Buffalo Dung Teak or Sak Kee Kwaai, which makes up 10 per cent of Thai teak, is far less common, slightly darker in colour, and just a little harder than Golden Teak. • White Teak or Sak Yuak, which also comprises about 10 per cent of Thai teak, is a bit softer than Gold and Buffalo Dung Teak, and it has a light cream-yellow colour. • Oily Teak or Sak Kai is so named because of the wood’s oily or glossy texture. Considered to be a rare teak wood, Oily Teak represents just five per cent of Thailand total teak wood output. • Black-Striped Teak or Sak Lai Dam, because of its black or dark violet stripes, is thought to be the most beautiful of Thailand’s teak wood. In high demand, due to its limited availability, which is approximately five per cent of Thailand’s annual teak wood yield, anything constructed from Black-Striped Teak will fetch a premium price.

R
esort properties are now being developed in the Pattaya region that have put a new type of real estate on the map. Typically, they feature several low-rise buildings centred around a large pool area. Look for pool areas to be anything from 2,000 square metres to 13,000 square metres. By combining many swimming pools with landscaped garden areas, a lush tropical resort can be achieved that all unit holders can enjoy. Other facilities that you may find on-site are a children’s play area, beach areas, wave machines, a lighthouse or even a life-size model of a pirate ship! Some resorts are themed with facilities in place to match. These kinds of facilities used to only be found in resort hotels, so the move towards developing resort condos enables you to buy a piece of a resort as real estate to enjoy for yourself as a holiday home and/or to rent out for an investment return. Look for other facilities on-site along the lines of what you would find in a normal non-resort condo development, such as a fully-fitted gym, a mini-mart, a coffee shop, a range of restaurants and eateries and 24-hour security courtesy of gate and building staff. Also worth looking out for is a key card system for use in lifts and at entrance doors such that security is in place in all buildings.
Positioning
The positioning of the buildings is key to the success of the project. Most of the projects of this nature have buildings that are near to the central recreation area but far apart enough from each other to ensure privacy. Look for buildings that are situated on opposites sides of the pool area to be more than 100 metres apart. Then you can

be sure that you will have a good view of the pool area without necessarily peering into the windows of an opposite unit, or vice versa. For front units facing the resort centrepiece, expect to pay a little more. If prices are out of your budget for prime units then it might still be worth considering a rear-facing unit since, although you wont have the view of the pool area, you will also not have any disturbances from people using it. These units are typically considerably cheaper and just as nicely presented as other units when inside them. Some resort properties mix high-rise buildings with low-rise buildings and, as such, there is an opportunity to secure a front-facing unit on a high floor. This will give a very nice view of the entire resort and will also be relatively quiet since the sound won’t travel upwards too much.
Renting Out
From the point of view of renting out, resort properties do have advantages as you can rival the offerings from resort hotels and provide a holiday experience for potential tenants on a long- or shortterm basis that is less expensive. This is even though resort properties are not significantly more expensive to buy than their non-resort counterparts. Given that resort properties cater to families, it would be worth investing in a larger unit especially if part of your plan is to buy a condo and then let it out. Then you can offer entire families accommodation. Look for a two-bedroom unit that can provide sleeping for up to four or five people. It may be worth investing in bunk beds for one of the rooms so that kids can enjoy those benefits and

Fortunately many of the new resort properties can be found along Jomtien Second Road, which has both good connections to the city centre and to Jomtien Beach. This is where a new swathe of land has been opened up courtesy of the relatively new road. The area has seen quite a lot of construction work on new projects, but has certainly seen its fair share of resort-style property development. That’s because the land required for these types of properties is quite large due to the open areas that they offer.

Checking the Books Ensuring the property you plan to buy is well-managed
G
ood management of a housing or condo project is key to its long-term survival and to ensure that the value of the properties within it are
preserved. So, when choosing a property, one of the things to do is to carefully check that the project management has been functioning well and will continue to do so in the future. The management will normally be tasked with taking care of security which, in a housing project, may mean entrance guards at the front gate and security patrols on a 24-hour basis, guarding the grounds. In a condo, it may also mean the management of card key systems in the
lifts and front doors as well as CCTV on all floors by way of an in-house camera and monitor system. A team of guards should also be on patrol and should be manning a front gate. Other tasks that the management team will be required to undertake include the upkeep of the swimming pool, if there is one, and the maintenance of the grounds that form the project, whether it be a condo development or a housing estate. In a condo, the maintenance and scheduled repairs to lifts, water tanks and electrical installations, etc. will also need to be attended to. You can tell a lot about a property by looking at the state of a swimming pool or the state of gardens. The painting and upkeep of common areas is also a requirement of the management team, so shabbiness here will be a giveaway that management are not acting well.
Management Fees
Since these are all ongoing expenses, the management must be adept at collecting management fees from unit owners. If a condo building or housing project is not well-occupied then there could be a shortfall in fees collected and this is where problems can start. Even in a fully-occupied project, the management team must show a good track record of collecting and carefully investing management fees. You should be able to look at the accounts of a management team, as these should be freely available. By calculating

the amount per unit to be received and by multiplying this by the number of units in a project, you should be able to easily discern if there is a significant shortfall due to non-payments. For a condo purchase, it is a requirement of the previous owner to not have any outstanding management fees to pay, so at least you can be sure that you will not have any incumbencies on your part when moving in. A management team that is in control of a healthy ongoing fund will be in a good position to ensure the upkeep of the building is maintained.
Big Spending
For a condo, the outside of the building should be painted every seven to 10 years. This requires a large sum of money that will be built up by savings from management fees and also by way of the management of a sinking fund, which is created from initial lump sum payments from owners at the time of buying the units. Thus, be sure to look at the sinking fund when reviewing the accounts as it is critical to the maintenance of a property. The lack of a sinking fund should raise alarm as it is not easily replaced once gone, but will be crucial for any large scale repairs that may be required going forward, such as the replacement of lifts after expiry, etc. For a new building, where there will be very little history in place, check whether the developer will take over the management or whether they will pass this on to another company. Although good management of other projects is not a guarantee that your project will be managed well, it is certainly a comforting sign.
Track Record
You will find that developers and to some extent management companies build up a brand name that can be well regarded in the market and there is usually a premium to pay for this. A new developer with no history may well provide you with a lower buying price, but you would need to be careful of how management will take care of the property in the future. When scrutinising the management team, you can easily ask for a list of tasks that have been successfully completed in the last year or two. Indeed, some management teams will post details of all recently completed works in the lobby or clubhouse, along with a summary of accounts. You can also ask when new scheduled works are expected to take place such as exterior painting or landscaping. If the accounts look healthy and the money is being used well then you should be able to go ahead with the property purchase safe in the knowledge that your interests will be well catered for in the immediate and long-term future.

o you love your kitchen? If not, have it remodelled. If you can’t afford a big remodelling job, put your DIY skills to good use with just a few creative changes that can make the most important room in your home look like new. When we think of redoing our kitchens, most of us are tempted to start by refinishing or painting the cabinets, but that can be time-consuming and inconvenient. It precludes use of the kitchen during the project, and it probably will cost quite a few baht eating all of your meals at restaurants. The solution? Consider smaller, less intrusive upgrades. One of the easiest, least expensive alternatives is to replace the worn and dated hardware on the cabinets and drawers.
Remodel Your Kitchen for Next to Nothing
Start by checking what size you will need. Open cabinet doors (top and bottom) and measure the space between the screw holes on each piece of existing hardware. Then determine how many drawers or other items have hardware that you will need to replace. After measuring and counting, visit a home improvement or hardware store and select more attractive hardware. That was the hard part. Now it’s simply a matter of using a screwdriver to remove the old hardware and attach the dazzling new purchases.
A Splash of Colour
Another easy fix is splashing the room with colour without changing or painting the cabinets. Instead, do it with fabric. Take down drab window shades, blinds or faded curtains and replace them with bright, colourful curtains which certainly are affordable at many of the drapery shops around Pattaya. Or you could think about changing the window treatments altogether for a whole new look. If you’ve been using hanging curtains, try Roman shades instead. When selecting a backsplash, it is important to have it match the fixtures in your kitchen. Don’t match it to the appliances because they undoubtedly will change over time. The fixtures however are more permanent items in the kitchen. You can save money if you do the work yourself. Begin by measuring the wall space you want to cover. This allows you to calculate how much material you will need. If you opt for tiles, remember that here they are sold by the box, so try to keep the project down to a single box in order to spend the least amount of money.

Other small touches can also lend a completely different and refreshing look to your kitchen. Simply reorganising your kitchen can help. Eliminate those items you don’t need and find a way to display the items you like. Mount a shelf or two on a plain wall to add valuable storage space for commonly-used items. Maybe place decorative boxes on the shelves or hang baskets to keep items accessible. One of the most popular purchases for the home in recent years is a stainless steel refrigerator. But stainless steel can easily appear unattractive when laden with streaks, spots, hand prints and the like. You can maintain that new look with regular cleaning using items readily available in your home—anything from club soda or vinegar to vegetable oil or just plain water. If you find using club soda too messy, try mixing three parts white vinegar with one part water in a spray bottle. Spray on your refrigerator and wipe with paper towels. Vinegar is excellent at cutting through greasy fingerprints. Vinegar can also be used undiluted; splash some on a microfiber cloth and rub with the grain. The smell is stronger when used full strength, but the odour dissipates quickly. As an option, use vegetable oil, olive oil or even baby oil. That requires extra drying to soak up the oil, but it leaves a glossy finish. On the other hand, the surface of the refrigerator will attract dust and dirt faster than if you use a non-oily product such as a commercial glass cleaner or products sold specifically for cleaning stainless steel. The cheapest way to clean your refrigerator is just plain water. However, stubborn stains and fingerprints will require extra rubbing or adding a few drops of liquid dishwashing soap, in which case you will have to rinse the surface with hot water then dry it quickly with a paper towel to avoid streaks. Whatever agent you use, always wipe with the grain. Rubbing against the grain, even with a microfiber cloth, will scratch the surface of the appliance. Because stainless steel scratches easily, it’s important to use a microfiber cloth—even a mild kitchen scrubbing pad will mar the surface. Another benefit of microfiber cloth is that it is lint free and works better than cotton because it leaves less fibrous material on the surface of the fridge. For a super, non-streak shine, first clean the surface with the microfiber cloth and your favourite cleaning agent, and then wipe down with paper towels.

Smart Classrooms replace “One Tablet Per Child” project The previous Pheu Thai government’s “One Tablet Per Child” policy to give tablet computers to all Prathom 1 and Matthayom 1 students, which had already been subject to numerous delays and quality issues, has been scrapped by the National Council for Peace and Order (NCPO) in favour of a policy to provide “smart classrooms” to schools instead. The budget of 6.5 billion baht allocated to 10 state agencies that handle education is to be used for the new project. Still, many are wondering what exactly a smart classroom is. Senior advisor at the Bureau of Technology for Teaching and Learning at the Office of the Basic Education Commission (Obec), Anek Ratpiyapaporn, said that books will become less of a source of knowledge in the future. Instead, classrooms will be equipped with two-in-one portable

computers that can serve as a tablet and laptop, a touch-screen smart board that acts as a virtual whiteboard and widespread Wi-Fi connectivity. Obec is currently defining exactly what a smart classroom will be and is in charge of the roll out. To start with, 15,000 out of 32,000 classrooms will be transformed, with the remainder waiting for next year’s budget to come into force. Depending on the size of the classroom—small, medium or large— schools will receive 20, 40 or 50 portable computers respectively per classroom. Smart classrooms will serve to provide for five major subjects: English, Maths, Thai, Social Science and Science. The source of the information for the computers will come from the cloud, with Obec working to develop content for social science and Thai. Some global companies will also be used for content including Microsoft Educator Network, Apple and Khan Academy. Operating systems supported will be iOS, Android and Windows RT. Anek said: “It is the duty of teachers to know how and where to get this content. Now we are training educational supervisors so they can train teachers about new sources of content and the teaching process.” Teachers had already been trained for the original “One Tablet Per Child” project, but retraining will likely have to go ahead for the revised policy. The feedback so far for the smart classroom idea had been positive. Anek added: “Based on the minimum budget, we offer several solutions. If some schools require higher specifications, they can do that on their own for additional cost.”
Google receives thousands of ‘right to be forgotten’ requests Since a European Court of Justice ruling came into force that states that people have a right to be forgotten on the internet, Google has had more than 70,000 requests to delete links and other information from its database. The requests are continuing to come in at a rate of more than 1,000 per day. Google appears to have been put into a position of being judge and jury on privacy matters. Links to some of the world’s biggest news websites such as the BBC have been already deleted. One example was the deletion of links to a story about Merrill Lynch chairman Stan O’Neal. The writer of the story, BBC economics editor Robert Peston, said that the move has “killed this example of my journalism”. The UK’s Guardian newspaper also saw several links to its stories removed after requests from individuals that were the subject of the pieces. These kind of disputes has put Google in an awkward position. When requesting removal of information, individuals can cite old or outdated information. Google might have removed links in many cases without being able to fully investigate the circumstances of each case, as would a court of law. It is also not providing any right of appeal channel for those who think the links should stand. Martin Clarke, the publisher of Mail Online said: “These examples show what a nonsense the right to be forgotten is. It is the equivalent of going into libraries and burning books you don’t like.” Some reports indicated that certain links had been restored, showing that Google was taking a more pragmatic approach to the ruling. Yet there is a lot of onus on the leading search engine to make decisions that may be open to interpretation by all parties concerned. Google did say that each right to be forgotten case would be examined on its own merits to see if it complied with the new laws. A spokeswoman for the search giant said: “We have recently started taking action on the removals requests we’ve received after the European Court of Justice decision.” She added: “This is a new and evolving process for us. We’ll continue to listen to feedback and will also work with data protection authorities and others as we comply with the ruling.”

lthough Apple and Samsung are well known for their smartphones, Huawei has quietly been getting its act together and is now the third largest manufacturer of handsets. Its offerings are arguably more Apple-esque than Samsung’s, who have their own distinctive design. Huawei’s newest release is the Ascend P7. It looks very similar to the iPhone 4 or iPhone 5, sporting a brushed aluminum finish on the edge and a glass front and back, but with squarer corners. It is very thin, measuring just 6.5 mm (0.26 inches) in thickness and weighs just 124 grams, (4.37 ounces). However, it is a larger-sized phone than its counterpart, measuring 139.8 x 68.8mm (5.50 x 2.71 inches). The P7 sports a five-inch display with 1080 x 1920 pixels, providing for full HD capability. That translates into 441 pixels per inch for pixel density. The screen is an IPS LCD capacitive touchscreen with multi-touch as standard, and supports up to 16 million colours. The display uses Corning Gorilla Glass 3 and provides superb viewing, though in bright outdoor conditions you may need to turn the brightness up to full to enjoy comfortable viewing. The processor is a Kirin 910T 1.8GHz Cotex-A9 quad-core processor and there is 2GB of RAM on board. For the GPU, a Mali450MP4 was chosen. This combination is fast enough for most processes, though the phone might still struggle a little with certain apps.

Ascend P7 The P7 is a dual sim device, supporting nano sim and micro sim sizes. One of the sim slots doubles as a micro SD card slot, meaning you can have either two sim cards installed or one sim card and extra memory by way of a MicroSD card, but not both at the same time. Internal storage is already a healthy 16 GB so it may not be necessary to use the MicroSD card anyway, unless you are shooting video or taking large numbers of photos. With the cameras in mind, the Ascend P7 has a 13 megapixel camera at the back complete with a DSLR-level processor. It supports 4160 x 3120 pixels, and has autofocus, an LED flash and a quality check feature. The camera on the rear works well in low light conditions and for quick shot photography. Other features include geo-tagging, touch focus, face and smile detection, and panorama function, essentially taking two pictures either side of the main one. The phone will be available in black, pink and white case designs though undoubtedly there will plenty of thirdparty extras such as protective cases to create a unique external look for the unit.
