Low Season…High Season… Buying Season
Where I come from, we have four distinct seasons. We have different clothing for the temperature changes. We play different sports at different times of the year as the weather allows. We even eat different foods to comfort us in different ways. Here in Thailand, most people say we have only two seasons; wet and dry. If you are in a business that depends on tourism as many here in Pattaya are, you agree that there are only two seasons; low and high. High season generally comes after the rains have stopped and the weather has cooled. Nothing is more pleasant that December through February on the Chonburi Coast. Especially if you just flew in from bleak and dreary Oslo, or Amsterdam or New York, or Moscow. But, I’m in the property business in a tourist town. I could care less what the temperature or relative humidity is. Weather forecasts mean very little to a guy like me. What I want to know is, “Is it buying season or not?” To put it in more economist-like terms … “Are we in a buyer’s market or a seller’s market?” The answer to this question is not determined by climate change or how many hours of light there are in a day. Factors like global economic conditions, political stability and consumer confidence in this market or that play major roles on who is buying what.
As most people know, Thailand has been a real rollercoaster ride lately. Earlier this year a military coup threw out the existing democratically elected government here and we’ve been living under martial law. What it means to us foreigners living in Thailand in real terms isn’t very noticeable. Life goes on. Thais seem happier now that all the demonstrations and fighting have disappeared. Infrastructure projects continue. The Junta and interim Prime Minister have promised new elections and a return to democracy next year. It’s just another day in Paradise, right? Recently, the foreign press has had a field day with all manner of ugly events that do affect foreigners, like the murder of two young British tourists in Koh Tao. Bad news sells papers and keeps people glued to TV screens. It seems now that any negative news, no matter how minor the incident, gets broadcast worldwide painting Thailand as a dangerous place to be. But, I’m an optimist and a historian. Things like this have a way of working themselves out here in the Land of Smiles. There will always be a group of gloomand-doom naysayers that predict the sky is falling over Thailand and it’s the end of the world. Especially when the rain is falling on a daily basis, shops and bars and restaurants aren’t filled to capacity and the town seems downright quiet, locals grumble and some people even panic. Some just write it off as another symptom of low season. Some say high season isn’t coming this year. Me? I say it’s Buying Season! Or to be once again more economist-minded … it is a buyer’s market. In fact, I’d say this is a classic buyer’s market; and I say this for two reasons: First, many property owners here in Pattaya who have had their condos or houses on the market for an extended
period of time are lowering their asking price. Partially, this is a natural “seasonal” adjustment. The traditional high season is coming, more visitors will be in town and sellers are trying to make their properties more attractive. Some sellers are panicked by market forces they don’t fully understand and are slashing prices to “fire-sale” levels. This phenomenon is particularly noticeable in the high-end villa market. I’ve got several such listings that have me salivating. If I was a 6 bedroom villa kind of guy, I’d be all over some of the deals I see! Many condo owners with their units on the market are slashing their asking price as they perceive the flurry of new construction as competitors. For some reason, they think buyers would prefer a new or off-plan condo to their existing one. While I do not necessarily agree with this logic, I cannot deny it has created some really attractive deals. Again, I look at some of the condo units I have listed and I’m tempted to hoard them for myself. Another reason I call this “Buying Season” is because of all the new construction. Will all the new condos and houses coming onto the market, developers are engaging in price wars offering cut rate deals, financing and rental return guarantees. For buyers with a little cash in their hand, it will certainly go a long way. So, when I’m out to lunch and overhear someone talking about “low season” and predicting a dismal “high season” … or the guy on the stool next to me at the pub is moaning about not being able to sell his condo … I have a hard time hiding my enthusiasm. I get excited because I know … It’s Buying Season!

Property spotlight: View Talay One Condominium View Talay One Condo is a wellestablished and well-known condo development situated between Pattaya and Jomtien on Thruppraya Road. It was one of the first condo projects to capitalize on this prime location and remains the first of a series of other View Talay condos that have since been built in the immediate vicinity and also along Jomtien Beach and in Pattaya’s city center. Hot property spots around Pattaya Pattaya is expanding and there are a number of places that are coming into vogue more than they were in the past, allowing regeneration to occur in places that already exist within the boundaries of the city. The next few years will be an exciting time for Pattaya as these new up and coming places take shape.
Jomtien Second Road reviving The area around Jomtien second road is a good example of a new region under development. Jomtien second road extends in parallel to the beach and is around 800 meters back from Jomtien beach road. This is a relatively new stretch of road and one that has opened up a lot of new land for development. As such there are a large number of new projects being built in the area. The road is further from Pattaya than some other areas, and so to some extent relies on the Jomtien Beach strip for facilities. That said, the transport links are very good and you can still get into the city center from Jomtien second road in as little as 15 or 20 minutes, traffic permitting. Look for possibility of more new shopping centers and entertainment complexes to be launched in the near future, as the demand in the area for these kind of facilities is only likely to grow rapidly.
South of Jomtien prices are rising Further south, on the south side of Jomtien’s Thanon Chaiyaphruek, there is increased activity along Jomtien beach road proper that has seen plenty of Bangkok based developers complete new projects. Among them is LPN and their Lumpini Park Beach Jomtien condo is commanding high prices even for units that are relatively small. Other projects have also recently been completed and the area is having a revival of sorts. It is very popular with Bangkokians and this may explain why Bangkok based developers have been racing to the area to buy up land for new projects.
Sea view combined with good transport links Thruppaya road runs from south Pattaya to Jomtien and connects to Jomtien second road. It is the main trunk route between Pattaya and Jomtien without having to go to the Sukhumvit highway. It peaks at the top of a hill in the middle and then gently slopes down either side. The road has been widened in the last few years and this makes it a very tempting up and coming part of Pattaya as it has good connections to both the city center and the Jomtien beach area. There are a number of existing developments in the area, and there are also a number of new places under construction including the Grand Caribbean Condo resort, a high rise project taking shape on the east side of the road. Prices in this area are rising as it is seen to be an ideal location given that transport links have been in place for a long time and the road widening has been complete for a while. Given the elevation of the road versus the flatter coastal area, there is a good chance that a sea view can be secured from various condos in the area.

Photographer’s paradise in Pratumnak Hill Pratumnak Hill is another interesting place that has seen a lot of activity recently. It connects to Thruppraya road at its peak at one end and also can be accessed from a winding road that extends from the very southern tip of Pattaya second road. Condos have been built all along the section that connects with Thruppraya road and this intersection is now a major landmark. There are several sois that run up to the top of the hill from the coast and these all have new condo developments of one kind or another on them, as well as plenty of established places. At the beach end of most of the sois there are bars, restaurants and supermarkets available for those living nearby. For a sea view the sois that run close to the Royal Cliff Hotel are the best ones to try as you may get a view of Koh Larn also from there. Some tall buildings are currently under construction on the hill. There is also a look out post that gives fine views of Pattaya, and this is the place where many of the famous photographs of the resort city are taken.

Very little land still available Moving into Pattaya city center, the area around lower Soi Buakhao is now home to a large number of new city center condos, showing that city center living remains firmly in vogue. These can be found in the areas between Soi Buakhao and the east side of Pattaya second road, behind The Avenue shopping center and beyond. They provide for excellent access to all the city has to offer, with just a 5-minute walk required to reach the beach or to reach city center restaurants and bars. Prices are more expensive here due to the relatively limited land available for new projects, yet there are plenty of new developments under construction. Look for more northern areas of Soi Buakhao to be home to the spill over of new property as the southern end becomes full.
Next areas to become most attractive Further north, past the central road, the east side of Pattaya second road is now becoming a prime location with larger than life projects being built in their own grounds with access to the main thoroughfare. Further inland, between the northern reaches of Pattaya second road and Pattaya third road, there is land available for an even larger expansion of the area that so far has seen relatively little development over recent years.

Choose the best located unit in a building Whether you are buying off plan or buying from the pre-owned market, choosing a condo that is in the best position in a building will be key to enhancing your living enjoyment and the ability to rent out or resell the unit. Read these tips and tricks that will help you to choose right, and you might even experience that the condo you’ll end up with isn’t even the most expensive unit offered.
Sound benefits of high floor reduces above 12th level Higher floors is an obvious first step in the quest to find the best-located condo unit in a building. Indeed, with newly built condos or those where you can still buy off plan you will likely see higher prices for units on higher floors. Higher floors are well worth considering as they can shield against traffic noise since the noise will not reach the units on high floors as much as low ones. Still there are some caveats. The sound protection reduces after the 12th floor or so, so above this there is less and less benefit. Also, if the building is high and is situated next to another high building then you will likely find that street noise will reverberate upwards as it bounces off the buildings. Thus a condo unit in a high building that directly faces another high-rise building may not be as good an investment as a high floor unit that is on a side of the building where no neighboring high rise exists. High floors can also give you a good view, but it is worth checking that this can be seen from inside the unit as well as from the balcony to be fully enjoyed. A city view or sea view will be a good selling point when it comes time to sell or rent out the condo, so this can be worth the premium that you may have to pay at the outset.
Choose a unit far away from the lift Whilst high floors are typically more popular there are many other factors at play. Look for a condo unit that is not near the lift as this is a place where people will congregate when waiting for the elevator. If they are right outside your door then you will notice the disturbance quite readily. Thus choose a unit that is quite far from the lift area and you can be more assured of some peace and quiet. If the corridors have turns in them then finding a unit that is situated after a turn in the main walkway will also bode well as the sound will echo around the areas immediately near the lift waiting area but will likely be reflected away from any other parts of the building.
The trick for choosing pool distance If there is a pool in the development it might be nice to have a pool view and this could well be a selling point just as a sea view or city view might be. A pool view from a great height doesn’t work as well as a pool view from a medium height. That’s because from a medium or lower height the pool can stretch out towards the horizon providing a much better view than from up high above. However if you are too close to the pool then you will likely get disturbed everyday by pool users. So the trick here is to be positioned not too high and not too low, and also if possible, some way away from the immediate poolside so that you can see the pool nicely spread out before you, but not hear the people using it.
The sun and shade factor Another factor in choosing the correct unit is the angle of the sun on the building. If strong sunlight will poor into your condo unit all day then you might need to run the air conditioners harder and/or install sun shades that will obscure any views. Whilst some people love a sun-drenched place, generally it is considered more of a nuisance than it is a benefit. The sun will move slightly to follow different paths throughout the year but in the maintime if the sun is coming into the unit for most of the day then it may be wise to look at other units that are naturally shaded by the orientation of the building itself.
Try to avoid traffic noise If the building you are planning to buy a condo in is built next to a roadway or busy soi then you might want to avoid the side that is immediately adjacent to the roadway, as road users will likely disturb you. These can include noisy cars and trucks, motorbikes without silencers fitted and the dreaded street hawkers who may use horns or loudspeakers on top of their pickup trucks to drum up business, all at the expense of your tranquility. So it is worth looking at the opposite side of the building to any roadway so that the building itself will shield you from disturbances caused by road users.

Asia real estate sector is more environmentally friendly than North America Asia took third place in a recent global sustainability survey held by property consultancy company CBRE, beating North America with an overall score of 46 per cent. North America meanwhile scored 44 per cent. The winner of the survey was the Pacific region including New Zealand and Australia at 61 per cent followed by Europe at 57 per cent. 92 real estate developers in Asia took part in the survey, mainly from China Singapore and Japan. The Asia region last year scored only 23 per cent, and so there has been a doubling in the sustainability score in a very short time, showing how important eco friendly building directives are. To further demonstrate the importance and rise of sustainable building in Asia, three exhibitions were recently held in South East Asia. Eco Build South East Asia 2014 was held in Kuala Lumpur and was held by the Construction Industry Development Board of Malaysia. It was the second show of its kind. Meanwhile,TheSkyGreenSkycourtsandGardensExhibitinSingaporewasdesignedtoillustratesustainablebuildingswithsocialbenefits. The third exhibition was the Build Eco Xpo (BEX) Asia, which took place in Singapore marking the end of the Singapore Green Building Week. Approximately 400 exhibitors took part in the show from many countries to showcase expertise in eco friendly building technologies, design and architecture.
Raimon Land wins environmental impact award Property developer Raimon Land has been awarded the Plant A Tree Today Foundation (PATT) Environmental Impact Award as being the most active Thai company to plant trees to enhance the natural environment. The company planted more trees than any other company during last year. Moreover this is the sixth time that Raimon Land has won the award. Nuch Kalyawongsa, Director and Chief Financial Officer of Raimon Land says: - This is our way of showing our commitment to preserve the ecosystem. The forest is one of our most important natural resources which provides precious habitats for wildlife and natural spaces for generations to enjoy. Moreover, we are also helping the neighboring communities by preserving invaluable resources that can provide a range of long-term economic, social and environmental benefits. Nuch Kalyawongsa, along with other Raimon Land employees, have just come back from a trip to Baan Sap Tai to plant more young trees in a reforestation push. The trees come from the Foundation’s nursery of saplings. Asia real estate sector is more environmentally friendly than North America
PACE Development Corporation Plc is to build Asia’s largest man-made clearwater lagoon as part of the 120-rai, MahaSamutr villa and country club resort in Hua Hin. The lagoon is to cost 600 million baht out of a total investment in the entire project of some 3,280 million baht. The lagoon itself will be set inside the development and will cover 45 rai. The project is being built by the highly respected construction firm, Thai Obayashi. Chief Executive Office of PACE Development Corporation, Sorapoj Techakraisri says: - This lagoon will become an iconic landmark for Hua Hin. It is the first time that this cutting-edge clearwater technology is being introduced to Asia and it will be a sensation. The lagoon’s water is always crystal clear as it is constantly monitored and maintained through telemetry to ensure the ‘paradise beach’ feel of turquoise waters edged with fine white sand and trees. The MahaSamutr development will consist of 81 private villas each offering between 550-600 square meters of living space and each set into 200 square wah. All of the villas will be carefully positioned around the clearwater lagoon. The villas are priced at 40 million baht, upwards. CEO of Crystal Lagoons USA, Inc., Kevin P. Odds are you did not bring your collection of hand tools here from abroad. Most people can start out with a basic tool kit. As your needs and skills change, you can build your collection gradually over the years.

When you find you’re doing most of the repairs and renovations around the house without any help from a contractor, it’s time to invest in the rest of the tools you’ll need for those larger, more challenging jobs. A power nail gun is great for tacking up crown molding neatly and easily. If your home provides enough space, consider getting a miter saw, table saw and worm drive saw to give you many more options for cutting things to the perfect size. Upgrade to a laser level and a multi-function oscillating tool that tackles a variety of jobs. Add a random orbit sander and invest in a large, rolling tool chest for stowing all your new equipment.

A well designed and well presented dining room is synonymous with larger houses and apartments, and so can make even a smaller place look larger than it is.

Visit restaurants for inspiration One great way to see what is in vogue and what isn’t is to visit various restaurants and see what they have been doing in their dining areas. Restaurants spend a great deal of time and money getting this aspect of their place just right as it is the overall welcoming feel of the dining space that will arguably attract customers in the first place. Inspiration can also be drawn from movies or from a TV series where a dining setting is used, since the producers will have meticulously planned these.

How to succeed in buying a pre-owned condo The process of buying a pre owned condo may differ to the process of buying a condo off-plan. When you deal directly with a developer they will usually have payment plans already in place with a stipulated deposit and a schedule for the completion and transfer of the unit once built. Also, they are likely to have a team of specialists and lawyers to deal with the legal aspects such as raising contracts and arranging the land office documents.
If you change your mind The deposit should be paid at the time the contracts are signed and a receipt should be issued for the deposit amount. The deposit can be paid directly to the seller or it can be held in escrow by the lawyer or by a third party to be paid to the seller upon completion. Normally the contract will state that if you subsequently change your mind and do not wish to proceed with the purchase, then the deposit will be forfeited. This is protection for the seller who might otherwise lose out on selling the property to someone else. As a buyer you should also seek similar protection in case the owner fails to complete. Speculating on property in Pattaya Property speculation has reduced somewhat over the last few years, but with property prices on the rise again the practice still continues. In the current market speculating is not so easy but can give good returns. If you are careful then you may be able to make stellar gains. Even if you cant sell on the contract at a profit, then the least you can expect is to own a nice property at the end of the process as long as you cover the final payment amounts. The main aim for speculators in a rising property market is to take control of as much property as possible with minimum outlay. Property developers make this quite easy by asking for relatively small amounts of money at the start of any purchase. Typically speculators can pay as little as 100,000 baht or 200,000 baht for the initial contract to take control of, for example, a 2 million baht or 3 million baht property.
Best gain to buy at early stage
When the project is complete
The payment schemes are not originally directed towards property speculators but to real buyers. The main idea for the developer is to have an income of funds during the build time, and to entice buyers with low payment terms at the outset. Normally the developer will increase the prices as time goes on and the building rises from the ground, mirroring the diminishing risk that the project will be unfinished. Buyers, or speculators alike, coming in at the later stages of the build cycle will normally have to pay higher prices but will also likely have a lesser number of months available to spread payments over resulting in higher monthly payments.
At the time the project is complete the developer will require the remainder of the balance. Be aware that a project once in a while can happen to complete before planned – forcing owners to pay the rest of the full amount. Ultimately, success or not will come from market dynamics. An ideal scenario is that the developer makes a good deal at the start of the build cycle such that the units all sell out off plan at an early stage. For a speculator holding the rights to a unit, it will mean they are not in competition with the developer when it comes to selling on the contracts. In a market that is swiftly rising the units can sell out quite quickly but it may still take a year or two before they are all sold out.

Nokia now enters the low-cost Thai smartphone market The Finnish company Nokia, which now is a unit of Microsoft Devices Group, lately unveiled their Lumia 530 that will retail at just 3,690 baht, which is around a fifth of price of rival smartphones by heavyweights Samsung and Apple. Previously Nokia only made phones that were offered for above 5,000 baht so the new Lumia 530 is breaking its previous price barrier. Microsoft Devices Group Thailand’s head of marketing, Nontawan Sindhavananda, has a clear aim for entering the low-cost market. - At least 20 million mobile users in Thailand have the potential to shift to 3G mobile service. Our move is a determined push to reach the mass-market consumer in the country, says Nantawan Sindhavananda. The phone predictably features the Windows 8.1 operating system. It also includes Dual SIM functionality and has a quad core processor built in. Overall smartphone sales in Thailand are expected to reach up to 15 million units this year.
Apple improves iCloud security
Google sets aside $19 million to refund child app purchases
Apple is to improve security on its iCloud services after nude photos of celebrities were stolen by hackers and distributed online. Apple’s chief executive, Tim Cook, confirms that the iCloud accounts of film stars including Jennifer Lawrence were broken into by hackers using methods such as guessing passwords or answering security questions to gain access. Other methods used were “phishing” practices with fake websites tricking users into giving up their passwords and usernames. It is also confirmed that these particular attacks were persontargeted and that no widespread breach of the iCloud system have occurred. Apple are now using a practice that is relatively routine with some other cloud based services already. For example when somebody tries to change a password or tries to transfer iCloud content to a new device the account-owner will receive an alert. Apple advices it’s users to be careful about their own security. - When I step back from this terrible scenario that happened and say what more could we have done, I think about the awareness piece. I think we each have a responsibility to ratchet that up. That’s not really an engineering thing, says Tim Cook. Apple is continuing to work with law enforcement to help identify the criminals involved.
Google will refund at least $9 million to consumers in cases where children made in-app transactions from the Google Play store without the consent of their parents. The refunds come as part of a settlement into a probe by the US Federal Trade Commission looking at unfair practices for the billing of the parents of children who made purchases in kid’s apps. The period of time covers dates back to 2011. In a statement, FTC chairwoman Edith Ramirez says: - It’s vital to remind companies that time-tested consumer protections still apply, including that consumers should not be charged for purchases they did not authorize. In-app charges can range from US$0.99 to U$200 and many of these charges are for virtual game items that kids are eager to accumulate. However it has lead to children buying these virtual items without the knowledge of their parents. The problem has been widespread also in Thailand with the recent news that a farmer’s son ran up a mobile phone bill of over 200,000 baht due to in-app purchases of virtual game items. As part of the settlement Google will update its methods to ensure parents give consent for the purchases, noting that in-app purchases are relatively new and the market is still in the development stage. Google informs in a press release that they have already made product changes to ensure people to have the best Google Play experience possible. Google will focus on creating more ways for people to enjoy all the entertainment they love. The settlement follows a similar deal with Apple that are refunding US$32.5 million.

Microsoft Surface Pro 3. Billed as the tablet that can replace your laptop, the Microsoft Surface Pro 3 may have a lot to live up to. It certainly has PC specs with the mid range variant sporting an Intel Core i5 processor, an Intel HD4400 graphic processor, 256GB SSD storage and 16GB of RAM. That is more than the processing power and memory found in most stand-alone tablets.
Screen has a high pixel resolution Yet the concept is not so new and with many true laptops now supporting touch screens courtesy the Windows 8.1 operating system, the line between laptop and tablet has already become blurred. Windows 8.1 is designed for touch screen devices and although it can be made to work using a keyboard and mouse, the operating system is in an unfriendly environment without a touch screen of some sort. Microsoft’s Surface Pro 3 has a 12-inch screen, which is larger than most tablet screens, though on the small side for a laptop screen. It’s right there in the middle. The resolution is superb at 2160x1440 pixels, giving it a high pixel per inch density. It is in direct competition with the Apple retina displays used on the latest generation iPads and laptops. Still this resolution may be wasted on Windows 8.1 as the operating system is pixelated and does not make use of the font smoothing technology that for example Apple devices use to make text look like it was printed with ink on a page.
Keyboard and stand rack as supplement
Multiple applications can be used flawlessly One of the neat things about the Surface Pro 3 is the ability to open multiple applications and to have the processing power to handle them all without the unit getting too hot or slow to respond. For example, you can open Facebook, Chrome, a mail program, Photoshop and a music-playing application all at the same time and you can use them all flawlessley. A mouse or track pad can be added via the USB port to better manage multiple apps running at the same time. The Surface Pro 3 is not cheap. Maybe it’s a departure for Microsoft because Windows 8.1 is typically found in cheaper phones and tablets. They have however put a high price tag in the Surface Pro 3. Five models will be available with different storage and processor options. Internal storage will range from 64GB to 512GB and processors will be either Intel i3, i5 or i7 varieties. The Surface Pro 3 is priced from 29,500 to 69,900 baht depending on storage and processor options. The Type Cover keyboard is an extra 4,490 baht.
The device has a front facing camera on it and on the side there is a headphone jack, a mini-display socket and a USB port that runs at 3.0 speeds. An SD card slot also is in place that supports up to 128GB extra storage. In fact it is the only way to increase upon the fixed storage that comes with the machine when you buy it. To make the jump from tablet to laptop a keyboard is almost certainly required and here the Microsoft Surface Pro 3 doesn’t disappoint as there is a dedicated keyboard available called Type Cover, as well as an adjustable 22 degree to 150 degree rear stand built into the unit so that you can use the device without holding it in one hand. The keyboard however is an extra accessory and comes at an extra cost. Type Cover comes with a built in track pad and is also backlit.
