Message from the Executive Director Dear Friends of Catholic Charities,

As I reflect on 2016, I am extremely grateful for the many individuals, churches, agencies, and businesses who have supported us and worked hand in hand with us to help achieve our mission: “To build communities that care for all people.”

I have witnessed amazing generosity and kindness by those of you who have given financial resources, participated in our events, and have regularly given your time and talent. We strive to be good stewards of your donations and time and we continue to look for ways to partner with other organizations to make the biggest impact in the communities we serve.

I am proud that Catholic Charities employees work hard to determine what underlying factors lead clients to our doors and to find ways to connect them with the services and resources they need, both within our agency and in the broader community. In 2016 we have taken steps to begin providing more client centered and holistic services. We are focusing on not only raising people out of poverty, helping children to thrive, and supporting individuals and communities in substance free living, but are also taking into consideration an individual’s overall physical and mental health. This focus will help us to have a greater impact on our client’s long-term physical, emotional and financial stability.

Sometimes our jobs can seem overwhelming because the needs are so great, but the uplifting stories and deep gratitude from families we serve help provide the encouragement we need to persevere each day. We hope this report will provide you with a glimpse into the lives being changed because of your support. Our successes would not be possible without YOU! Message From the Board Chairperson Dear Friends, The last year at Catholic Charities of Steuben was a very productive year. As I end my Chairmanship of the Board of Directors, I can feel proud to be part of the many accomplishments the staff, Board, volunteers, donors, and especially Laura Opelt have contributed. Turning Point continued to feed a vast number of people in Bath, Hornell, and Corning where a growing need to reach out to the poverty stricken in our County provided help. Sister Susan's Rural Ministry is a shining light for Canisteo. People and families with problems too great to handle by themselves were shown ways to get help, thanks to Turning Point. Substance Free Living put people on a path to lead productive lives. Kinship Family & Youth assisted families in developing the capacities for healthy family functioning, helped children in the adoption process, and turned tears into joy.

All of these wonderful things could not happen without the combined efforts of many people, and organizations, including the Steuben County Department of Social Services, Pro Action, the United Way, local businesses, and our government leaders. We are so fortunate to have people with a common goal to work together to accomplish great things.

Thank you to our donors and partners for creating hope that lasts. I know my job as Chairman is in capable hands thanks to Gary Pease who stepped up to the plate. I will miss the Board of Directors, but know great things will continue to happen under their well-qualified direction.

Kinship Family & Youth helps families develop the capacities for healthy family functioning and promotes healthy child development.

Healthy Families Steuben Healthy Families offers support and education, through home visiting, to new and expectant parents living in Steuben County.

Accomplishments In 2016 Healthy Families Served 232 families completing 3,083 home visits with them.

Impact Healthy Families promotes optimal health practices as demonstrated by the following results.

100% of children were connected to a medical provider.

99% of primary parents were connected to a medical provider.

93% of children were up to date with recommended immunizations at 1 year of age.

100% were assessed for the risk of lead exposure.

57% of families entered the program prenatally. It has been demonstrated that there is a 48% reduction in low birth weight deliveries among women enrolled in Healthy Families before the 31st week of pregnancy. Additionally, there is a cost savings, for each $1,000 spent by Healthy Families to serve a family during pregnancy, 100% of the cost is completely recovered before the child’s birth due to the reduction in low weight births (low birth weights often bring serious health complications).

Healthy Families supports positive parent-child bonding and relationships.

70% of families had fathers engaged in home visits.

At age 2, mothers participating in Healthy Families home visits were more likely to endorse appropriate limit setting strategies with their child.

At age 3, mothers participating in Healthy Families home visits were more likely to use parenting strategies that stimulated the child’s cognitive skills while demonstrating increased sensitivity to the child’s needs and cues.

At age 7, mothers participating in Healthy Families home visits were more likely to use non-violent discipline.

Healthy Families helps to enhance family self-sufficiency.

77% of families were employed, or enrolled in an educational or job training program by the time their child was one year of age.

Healthy Families promotes success in school.

50% of Healthy Families children are less likely to repeat first grade.

70% are more likely to score above grade level in first grade on three specific behaviors that promote learning.

36 families graduated from the program in 2016.

Program stories provide the opportunity to share first hand experiences of personal growth. The following tells the story of a family who has grown through their work with Healthy Families Steuben:

“People with goals succeed because they know where they are going”, a quote by Earl Nightingale, could not better describe Jonathan and Felisa. They came to Healthy Families Steuben when Felisa was in her last trimester with her second child. With Felisa’s first born, Elena, spending nearly two months in the Neonatal Intensive Care Unit and this being Jonathan’s first child, the new parents valued all the support they could get. Jonathan and Felisa gladly accepted the Healthy Families home visiting program in September 2011.

Right off the bat Jonathan and Felisa aspired to be the best parents they could be, setting ambitious goals including looking to buy their own house, to breastfeed the baby for a year, and to find full time employment. Along with these goals, they also had some barriers slowing them down from reaching the plans that they had identified for themselves. At the time of enrollment, the family lived in a one bedroom apartment attached to Jonathan’s parent’s house. The couple followed through on every lead they found until they purchased a three-bedroom home of their own.

Felisa was always eager for new information from Healthy Families and when the end of her first year of breastfeeding neared, she learned about the benefits of extended breastfeeding. She decided to continue to nurse her son for more than two years. The new parents were both very motivated to provide for their children, while Jonathan maintained a full-time job as a roofer, Felisa went from working part-time at a daycare center, to becoming a lead teacher in a Head Start classroom.

For five years Jonathan and Felisa met regularly with their Healthy Families support worker, always ready for more information and activities. Both parents maintained excellent parent-child interaction with the two children. Then in September 2016, after meeting nearly every goal they had set for themselves, Jonathan and Felisa successfully graduated from Healthy Families. Their son, Ezequiel, started Kindergarten at the school across from their new home. Although Felisa and Jonathan are no longer participants of Healthy Families, they continue to be advocates for the program spreading the word about the support they received to other families in need.

Supportive Home And Parent Enrichment (SHAPE) SHAPE (Supportive Home And Parent Enrichment) is a family preservation service that helps families build the strengths that set the stage for the joy and togetherness they want for themselves. Families work to improve knowledge and skills, develop close nurturing relationships, tap into their resiliency when challenges arise, and connect with solid supports to address any barriers to family success.

Accomplishments •

SHAPE served a total of 197 families within three counties (Allegany, Steuben, & Yates), and for each of the three counties there are differing monthly and yearly outcomes.

For Allegany County we exceeded target goals in all areas.

In Steuben County we met our targeted outcomes of engaging families for an average of 3.5 contacts per month, and exceeded our targets for parents demonstrating improved parenting skills, and for children being able to remain in home with their family.

In Yates County we successfully met our target goal: 75% of families receiving services will see the youth in their homes increase school attendance and increase school achievement. 75% of parents demonstrated improved parenting skills and improve family skills. We exceeded all other target goals.

Impact

Across the three county region where service provision takes place Allegany, Steuben, and Yates, SHAPE has helped to improve parenting skills in approximately 90% of the at-risk families served, ten percentage points above our goal.

Improved parenting skills lead to reduced risk factors and positive changes that lead to optimal child and family health, development, and safety. Some of the positive changes that parents have demonstrated include the following: • Appropriate use of discipline when parenting.

• Providing for basic needs such as good nutrition and health care.

• Improvements in parent-child bonding and relationships.

Therapeutic Foster Care The Therapeutic Foster Care Program through Kinship Family & Youth Services specializes in the care of children and youth with significant psychological, social, emotional or behavioral needs who can respond in close relationships within a family setting, and whose special needs require more intense or therapeutic services than are found in traditional foster care.

At present, we serve children and families from six counties across the southern tier including: Allegany, Chemung, Livingston, Schuyler, Steuben and Yates. We also currently serve a youth from Niagara County.

In 2016 Therapeutic Foster Care served 46 youth.

Therapeutic Foster Care celebrated its 30th Anniversary in 2016. Festivities included the program hosting a picnic in August for foster parents and foster youth. The young people had a choice of swimming, playing outdoor games, and board games throughout the day.

NY State Office of Children and Family Services (OCFS) conducted a Voluntary Agency Review with our Therapeutic Foster Care program. A glowing review was written by OCFS stating that the program does exceptional work and that we go above and beyond to meet the needs of the youth we serve.

Impact 61% of the youth served successfully achieved permanency goals either through reunification with family or alternatives including adoption. Success means demonstration of positive parent-child bonding taking place, increases in the child’s self-esteem, increases in positive behavioral skills and confidence, and demonstration of children and families connecting with the necessary services to ensure future success.

Three siblings become a part of a loving/supportive family through Therapeutic Foster Care

Our foster parents open their homes and hearts to children and families, providing love, support, supervision, encouragement, discipline, structure, and stability, while promoting permanency for them as well. Foster parents work with service providers and the child’s birth family with the intention of reunifying children with their family. However, in some rare cases, the children are freed-up for adoption. This year we were fortunate to have three children adopted by their Kinship foster parents. The adoption of three siblings occurred in Steuben County in November 2016. Angel, Dorrance, and Michael had been in foster care since 2013, and have been living with the Warren’s for two-and-a-half years. Not only are the children gaining parents but a brother and sister as well! It was a long two-year wait to finally be released so that they could be adopted, and the siblings were so excited to have found their forever family!

Bath Community Child Day Care Center A New York State licensed child care center providing quality care to children six weeks to twelve years of age in a safe, nurturing and developmentally appropriate environment; currently the only center serving Central Steuben County.

Accomplishments In 2016, Bath Community Child Day Care (BCCDC) provided child care services to 125 children from Steuben County.

Children enrolled at the Center engage in learning activities designed to promote growth in cognitive, language, literacy, motor and social/emotional development. Recreational activities provided include plenty of outside play, arts and crafts, computers, and summer field trips for school age children.

The Center provided scholarship assistance for 11 families with 15 children.

Children (Birth to Pre-K) become ready for kindergarten mastering commonly recognized school readiness skills.

80% of children enrolled in BCCDC demonstrate age appropriate skills and behaviors for kindergarten enrollment as determined by research-based assessment tools (Birth – Pre-K). These skills include: • language and literacy • social-emotional development • cognitive development

Bath Community Child Day Care Impact continued...

75% of children participate in reading activities (2 per day) with reading tracked at home or within a structured program setting (Birth to Pre-K).

School-age children (K-3rd grade) learn and master the language and literacy skills that enable them to become proficient readers.

Families become engaged in their child’s learning and become equipped to utilize available community supports that bolster the child’s success.

94% of parents regularly engage with their child’s daycare teachers, seeking and/or providing information about their child’s progress.

76% of parents and children participate in family reading time activities (4/week) in the home setting.

Appreciation from Parents and Grandparents

Cassandre, a single working mom with two children ages five and six said, “My children and I absolutely love Bath Community Child Day Care (BCCDC). The staff is amazing and my children never want to leave. It’s not only a place that watches your children when you are at work, they strive to enrich and educate your children as well. There is just no place like it! It’s nice to know when I’m at work, my children are safe, learning, and being loved exactly how I would be doing it in my own home.”

Teresa stated, “Bath Community Day Care has been like a second home to my four grandchildren. Right from the beginning without much notice, they got them enrolled so that I could continue to work. They treat them like family and I can always rely on them. Miss Darcy, Miss Donna, Miss Karen, and of course Miss Pam, along with the rest of the staff have helped care for them for the past five years. They are always in tune with the children’s needs regardless if it is a band-aid, a birthday, sunscreen, or just a hug on a bad day. They take care of the kids with positive, creative attitudes and with love and compassion. Thank you all!”

Kelly and Steve shared, “Our son Hunter is almost nine years old and has been attending BCCDC since he was an infant. We have enjoyed the quality of care, communication, and kindness of the staff for the last eight years. The staff and administration are flexible, understanding, and professional. We have never had an issue about Hunter’s care. We have recommended BCCDC to countless friends and families over the years. Hunter is always learning, reading, and having a good time when we pick him up in the afternoons. He actually asks us to leave him at daycare longer so he can play with his friends and have fun! I can’t say enough about the staff and the nurturing atmosphere they provide. Hunter will continue to attend Bath Community for years to come.”

Substance Free Living programs reduce the prevalence of substance abuse and its negative consequences both on individuals and families in the communities we serve.

Prevention Services Steuben Council on Addictions Steuben Council is an information and referral based program that provides prevention education services to schools, communities, and organizations within Steuben County.

Accomplishments In 2016 • 185 individuals attended the Steuben Council Impaired Driver Program.

• 1,168 Evidenced Based Programs were offered through Steuben Council reaching: • 3,424 Youth • 1,220 Adults • Steuben Council was able to secure “STOP DWI” and District Attorney’s “Traffic Initiative” funding to implement a media campaign for April (Alcohol Awareness Month), May (Prom), June (Graduation), November and December on Drinking and Driving, Underage Drinking, and Social Host. These media campaigns included; PSA’s, billboards, newspaper op-eds, press releases, editorials and county wide displays.

• Steuben Council on Addictions, Community Outreach reached 114,465 individuals.

• Steuben Council saw increased requests for evidenced based prevention education programming from Hammondsport, Corning - Painted Post, and Avoca School Districts, and from BOCES Wildwood. We expanded programming in the Hammondsport and Corning - Painted Post School Districts for their Elementary grade levels.

Impact

As a result of Steuben Council on Addictions’ science and research-based education and programming: • 85% of adult participants have increased awareness and knowledge about alcohol, drug, and other substance use issues.

• 85% of youth enrolled report engaging in positive decision making that leads to improved, responsible, and healthy behaviors especially in the targeted areas of: substance use/abuse, sexual activity, bullying, and criminal behavior.

• Prevention Education programs took place in 10 of 13 school districts in Steuben County.

• 25% of adults have abided by treatment plans and have adjusted their lifestyles to support sobriety.

Bath Area Hope for Youth Bath Hope has been providing prevention counseling and other substance abuse services to school aged children and their families for more than 25 years. Services focus on the prevention of substance abuse and other destructive behaviors, primarily among the “at risk” youth population.

Accomplishments Bath Area Hope for Youth received 103 counseling referrals .

• 75 students were accepted.

• We exceeded our targeted outcome of an 80% Improvement Rate by 8 percentage points - 88% (66 students).

• Girls’ Support Groups from Hammondsport, Haverling, and Avoca Schools made and delivered “Blessing Bags” for the homeless to be distributed through Turning Point and the Net - Domestic Violence Shelter for victims of domestic abuse.

This activity provided the girls with an opportunity to give something back to their communities and an introduction to volunteering.

John Southard Summer Youth Recreation had 1,229 participants.

Impact

88% of students enrolled in Bath Area Hope for Youth’s individual and small-group prevention counseling program demonstrated: measurable reductions in student behavior problems, increased school attendance, improved academic performance, improved self-esteem, and increased family connection.

Hammondsport Elementary Principal told us, “Your Prevention Counselor has had a direct and huge impact on the youth with whom she has worked.”

The Campbell - Savona Administrator shared, “Your Bath Hope, Prevention Counselor provides necessary and critical services to the youth in our district. We do not know what we would do without your services.”

Residential Services The Residential Program provides services to adult male individuals in recovery at an OASAS licensed Community Residence in Bath and a Supportive Living Program in Bath, New York.

In 2016 we served 77 individuals at the Community Residence and 31 at the Supportive Living Program.

We received 189 referrals to our Weider House community residence, which is more than three times the number of people we are able to serve in an average year.

In January we had an unplanned OASAS review of our supported living program. The outcome was exceptional and we were granted a three-year operating certificate.

One of our Residential Counselors received a “train the trainer's” certification to teach the use of Narcan Kits. We have also completed the application which authorizes us as an Opiate Overdose Prevention Program in Steuben County. We are one of the first of local providers to receive this status.

Impact The Community Residence and Supportive Living Program improve critical physical and behavioral health outcomes among the Substance Use Disorder population in Steuben County reducing hospital admissions. The following practices help this to take place: • Residents take an active role in their health, personal fitness, and well-being.

• 100% of residents link with primary health care providers within 7 days of admission for a physical and evaluation for continued care. Residents begin their journey to becoming an active participant in their own health care.

• 95% of residents comply with follow-up health care appointments. Residents gain understanding of the importance of following health care recommendations, this includes attending follow-up appointments.

• 100% of residents complete biometric scaling surveys specific to their diagnosed condition. This helps to ensure that residents gain understanding of their diagnosis, learn to self-monitor, and can report changes or concerns to their doctors.

“Regaining My Life,” a story from a former resident of the Supportive Living Program

I’ve been in Kinship Supportive Living Program since April 5th 2016. Wow, almost a year. It was quick, but was a year that has changed my life. My recovery is stronger than ever thanks to Steve O. and the Kinship family. A supportive program where the counselor is around all the time is key. I know Steve has a job to do but most of the time he spent with me was just keeping in touch to see what we can do. He is always focused on all of us reaching our individual goals, and moving forward however we need to whether it’s spiritually, mentally, or physically. Any and all issues we have are dealt with immediately, and it doesn’t matter when we call Steve, he always answers one way or another. Clients that need more help are focused on more, but everyone gets to see Steve whenever they need. This is the only program where I feel my counselor truly cares and isn’t “just doing his job.” As far as Kinship goes, all of us in supportive living can go to the half-way house and eat lunch and dinner, or even catch a ride when we need to go somewhere. The staff treat us like everyone else living at the Weider House.

Steve and the staff strongly encourage growth in us in ways that are unique to us.

Everyone is different and has unique needs and goals, strengths, and weaknesses.

When I messed up back in September, I wasn’t treated like an outcast, but was treated like a friend that needs help. Together we recognized the triggers and thinking that led to it, and then worked on moving forward and bettering myself.

When all is said and done, Kinship is a great program on all levels with counselors that care more about the clients than anywhere else I’ve seen. As I get ready to transition back home, I feel a confidence I haven’t had in years. I know that no matter what life throws my way, I can handle it. I want to thank Penny, Dave the Driving Judge, the Weider House staff, and most of all Steve O. for helping me find myself, and make this program the best around!

Turning Point alleviates the effects of social injustice by stabilizing families in economic crisis, then supporting them as they strive for self-sufficiency.

Turning Point staff work with people experiencing financial crisis, offering stabilization and education as a means to turn a corner in their lives. Offering support through a three-part continuum starting with Basic Needs Assistance, clients avert homelessness, utility shutoff, medicine shortage and hunger.

Through Support Services, clients access ongoing assistance that help stretch earned dollars for shortterm stability. Through Development Services, clients position themselves for long-term stability by gaining knowledge, setting goals, and accessing opportunities. The Faith Community, Community Organizations, Foundations, and People of Good Will are our partners in building communities that care for all people.

Turning Point and Steuben County Rural Ministry Four locations in Steuben County provide Basic Needs, Support, and Development: Corning, Bath, Hornell, and Canisteo. Basic Needs services include food, housing, utility assistance, medication, and transportation assistance. The Support of Nutrition Outreach provides access to SNAP benefits to supplement food in households with limited income. The Development of client knowledge and resources starts with Financial Stability Guidance, and continues through relational connection and referral to community partners.

Accomplishments – Successfully implemented a new service that utilizes trained peer specialists from the Weider House: Supportive Living Program. The peer specialists use an assessment tool called Patient Activation Measurement, to measure an individual’s level of involvement with their own healthcare. This helps to provide an accurate understanding of what areas could be strengthened in terms of working with people who have challenges in accessing medical care to remain healthy. The peer specialists also provide coaching to people who are low utilizers of healthcare, encouraging them to become more proactive with their healthcare. This leads to healthier population and fewer costly emergency room visits.

Corning Turning Point – Launched a Mobile Service Delivery pilot project in the Corning area in order to expand outreach services and better serve targeted low-income sectors. Corning also initiated a gas card assistance program for people who lack transportation.

Hornell Turning Point - Started a Laundry Assistance program with the help of the Whistle Stop Laundromat.

Turning Point individuals and families experience a multitude of challenges. Here are some of their stories:

A marine veteran who suffers from Post Traumatic Stress Disorder had recently moved to the area and was having trouble figuring out where to go for help. He wanted to find a job but a really important factor in finding employment is to have a stable home. One of Turning Point’s Basic Needs Counselors began meeting with him on a regular basis to help him sort out next steps in his quest for to find affordable housing and employment.

Realizing that he had other critical needs, she also helped him in coordinating with his care manager at Trillium Health and his mental health worker at Steuben County Community Services. The counselor wanted to ensure that he was making it to appointments and feeling supported when making changes to his life. When the veteran first came to us, he was without housing, had very little income, and did not know where to turn. Through advocacy and support, he is now in stable housing and has more income to support himself.

He feels better mentally and physically, and now has the confidence to take better care of himself. Our staff member helped to make this happen by working together with other organizations to help this individual find stability in his life.

Working with other organizations is important, because "together we can" provides the best possible support for people.

A 47-year-old woman was living in an abandoned house, and after being told she had to leave she moved into a U-Haul.

Grace came to the Hornell Turning Point office for assistance. Because she had pets that she considered her family and was without anyone to temporarily care for them, she opted to not take the support offered through other resources because they could not provide help for animals. Understanding that she was responsible to the cover costs for her pets, Grace continued to live in the U-Haul for a few more days while searching for an apartment. After finding a place that accepted pets, she returned to Turning Point and asked if we could assist her with first month’s rent. Turning Point assisted and she now has a home along with three part-time jobs to support herself. Grace shared that due to our assistance she is now physically and emotionally in a much better place. She made a point to stop in to thank us and informed the caseworker that he was not getting away without receiving a hug from her.

Social Justice & Peace The goal of the Social Justice & Peace program is to provide community education and influence public policy to ensure the needs of all people and the voice of the church are represented. Our work attempts to identify and highlight areas of social concern and to seek the help of others: to rectify from a relational perspective the factors and systems that leave the most vulnerable in our community without hope. The Social Justice & Peace Program provides the thread that weaves through all of our programs so we can effectively advocate and educate for the good of all.

Accomplishments Advocacy efforts in 2016 began by reminding the Governor and state legislators that funding for child-care subsidies is critically important, and must be increased in the state budget. Subsidies make it possible for working poor families to find high quality child care for their children allowing them to remain in the workforce. Efforts then moved to Steuben County’s Catholic Churches where a petition signing initiative took place to encourage increases to the subsidy allotment. Next, the petitions were delivered to Albany by Justice & Peace Program Director, Lynda Lowin.

In August, a delegation of Catholic Charities’ Directors, Justice & Peace Staff, the Diocesan Director Jack Balinsky, and the Diocesan Public Policy Committee Chair Father Brian Cool attended a legislative session representing Steuben, Chemung, Schuyler, and Tioga Counties with NYS Senator Tom O'Mara, Assemblyman Chris Friend, and Assemblyman Phil Palmesano in the Big Flats Town Hall. Topics up for discussion included the impact of Physician Assisted Suicide on people with disabilities and families caught in the economic stress of a long-term illness, and the crisis of children and families living in poverty.

As the team gathered outside the Big Flats office, Justice & Peace program director, Lynda Lowin’s cell phone rang. Calling was a staff member for Senator O’Mara, seeking help for an elderly Steuben County constituent in a housing crisis. Before the legislative meeting began, we contacted Catholic Charities of Chemung’s housing program that had access to Steuben County supports. Once the situation was described, a contact was found for housing support from the Chemung office, and added supports were identified through Steuben’s Turning Point office.

Relationships between our programs and our legislators are critically important, and here is why: every policy enacted by government has an impact one way or another on us all, and any one of us can be the person who someday finds himself or herself in need. Clearly, advocating for policies that help those in need is as important as navigating resources to meet the need. We were blessed to be given the work of true community on that summer day.

Steuben County Bridges Out of Poverty/Getting Ahead Builds community relationships that link people in poverty to resources that strengthen and empower them, providing the “Bridge” to move individuals and families out of poverty.

Getting Ahead can be difficult to achieve when resources are limited. But graduates of Getting Ahead in a Just Gettin’ By World know that one key to success is the support of people who have the resources to overcome obstacles. One graduate of Getting Ahead experienced events in 2016 that literally took her from ashes to stability.

On March 24, 2016, a fire in a historic Bath apartment building left 23 households, nearly 40 people, homeless. Among those was a graduate of Getting Ahead. The knowledge she had gained about community resources from her Getting Ahead experience made all the difference in her ability to regain stability. As she searched for a permanent place to live, her temporary placement in a motel grew more and more unsettling to her mental well-being. Having learned about the impact of poverty on herself and the community by attending Getting Ahead in 2015, she knew that the best help could be found among a network of agency and community based supports.

She was provided stable, temporary housing through a community member’s generosity when public resources could not relocate her to a place that would support her physical, mental, and emotional health. Storage was needed for personal belongings, and an ally provided it. By the end of the year, she had stabilized her income and had secured long-term housing. In addition, she has been successful in physical and mental health goals.

In June 2016 she attended a Bridges Out of Poverty - Ally Training session alongside her Getting Ahead facilitator and mentor, Paula Stark, and other Bath Community members who were strong allies. This training is designed to educate people who want to help their neighbors in need. Through the training she began to learn the skills needed to offer poverty education to others. At the end of the year, she offered her support to a 2016 Getting Ahead group in Hornell.

Her next goal is to have the opportunity to co-facilitate a Getting Ahead group in 2017. She has made a commitment to giving back to the community and using her own life experience to educate and empower others.

Recognizing Our Volunteers Each year Catholic Charities recognizes members of the community and staff for outstanding commitment to the agency and its mission. This year’s recipients were recognized at a dinner held October 27, 2016 at the Bath Country Club.

Our highest honor, The Friends of Catholic Charities Award, recognizes an individual or organization that has helped Catholic Charities achieve its mission. This year the award went to the United Way of the Southern Tier. United Way is the number one funder of human service programs, except for government, in our area. Their support was key in launching Catholic Charities’ Turning Point poverty services in Bath, Corning, and Hornell, and is essential in continuing the work, not only of Turning Point, but also of other CCS programs, including the Bath Community Child Day Care, Healthy Families Steuben, Bath Area Hope for Youth, and Steuben Council on Addictions. Presenting the award, Board Chair Michael Gabrielli said, “United Way of the Southern Tier has been a partner of our agency for nearly 20 years, and we would not be able to do the work that we do without their support. Together, we have been able to positively impact the lives of children and create lasting change.”

“Together We Can” is a newly created award for 2016. The tribute went to Catholic Charities of the Diocese of Rochester’s shared services personnel in Finance and Human Resources (HR). Accepting the award were Senior Accountant, Lois Mazzarese of Elmira; Finance Director, Lee Randall of Elmira; Human Resources Director, Barbara Poling of Victor; and Employee Relations Manager, Donna Rieker of Elmira. The Barbara Fairbanks Award recognizes those who have been strong advocates for children through their exceptional support of one of the Kinship Family & Youth programs. This year’s recipient was Read to Me Steuben, a family literacy program of ProAction of Steuben and Yates, Inc. Read to Me Steuben partners with agencies, including our Kinship Family & Youth programs, who conduct home visits with families to provide educational and parenting information. “Read To Me” helps to support literacy by providing books and other support materials. Kinship Family & Youth Director, Lisa Galatio, said, “Our families love the books they receive! Families who were not reading together now do so consistently.

Works of Love Award recognizes the extraordinary efforts of someone from the Faith Community who partners with Catholic Charities to act on social justice issues, serving the most vulnerable in our community. Francis Curran of Hammondsport received the honor. Turning Point Director, Lynda Lowin described some of the many “little” ways that Mr. Curran helps those in need - ways that, when viewed as a whole, amount to so much more. He manages a local effort through St. John Vianney’s Parish and other area churches to collect empty pill bottles to be sent to Africa, where medicine is often given without containers. According to Lynda, “these are just a few examples that we know about due to the quiet nature of the man, but we do know the impact of his presence in our community.”

The Robert Turissini Award for Extraordinary Service was established as a special way to honor outstanding employees. Bob Turissini’s dedicated service as the 1st Chairman of the Board guided the agency from its creation in 1997, to its respected level today. This year’s recipient was Administrative Specialist Jamie Fuller of Arkport. Laura Opelt presented the award saying, “Over the years this individual has demonstrated extraordinary flexibility in service to our organization with an unwavering willingness to help wherever her skills are needed. As our Centralized Services have developed and expanded, she has taken on the added responsibilities of being our point person for IT, HR, and most recently Corporate Compliance.

Additionally, as Senior Accountant she has helped the agency identify ways to save money. Willingly taking on the responsibility to learn about the changes resulting from Medicaid Redesign, she has helped us to understand how those changes affect our agency. Through her focus on excellence, achieving outcomes, and continuous quality improvement, she has greatly helped our organization. We are most appreciative of Jamie Fuller and all that she has done and continues to do, to position our organization for success.”

The Golden Shoe Award recognizes the walker who raises the most funds for our annual Steps to End Poverty in Steuben (STEPS) Walk. The one mile walk not only raises funds to support Turning Point’s poverty programs, but also raises awareness about poverty in Steuben County. More than 300 people participated county-wide in 2016 raising a record amount, just over $35,000 to assist families in need.

The 2016 recipient was Kacey Blaney of Jasper, who single-handedly raised more than $1,650.

Fundraising/Communications Director, Paula Smith, presented the award saying, “Kacey has been a volunteer at Turning Point Hornell for the past two years where she has been generous with her time, talent, and energy. We are truly blessed to have her as a volunteer.”

The Spirit of Turning Point Award recognizes a person or organization whose contribution helps to advance the work of Turning Point, through advocacy, education, building relationships, developing resources, or increasing capacity. Cornell Cooperative Extension of Steuben County received the honor. Turning Point Assistant Director, Tess McKinley, said “This organization has done so much for us in the past year. They have had a presence at all of our locations where they have helped our clients to better themselves financially through budgeting classes, taught our staff to become financial coaches, demonstrated to our consumers how to cook healthy food on a low-cost budget, and donated much needed freezer space in preparation for our Thanksgiving Giveaway. This organization has collaborated with us in so many ways and have clearly demonstrated that the concept “Together We Can” does make a difference, and gives thousands of people opportunities to live healthier and happier lives.

The Andy Mazzella Compassion Award gives special recognition to individuals within Catholic Charities or within the community who have given selflessly of themselves to improve the human condition of others. This year’s award went to Turning Point’s Steuben County Rural Ministry Program Coordinator, Sister Susan Cain of Canisteo. Sr. Susan came to the Rural Ministry 17 years ago out of concern for low-income children and families in the Canisteo Valley area. Since then, she has engaged individuals, businesses, faith community, civic, and community organizations to help provide the resources necessary to help families in need. In October 2012, the Sisters of Mercy requested that the ministry be included under the Catholic Charities’ umbrella. So the Ministry became part of the Turning Point service priority. Executive Director Laura Opelt presented the award saying, “Sr. Susan feeds the hungry; gives drink to the thirsty; clothes the naked; From left: Laura Opelt and Sister Susan Cain shelters the homeless; counsels, instructs, and comforts others, which are all Works of Mercy performed by a Sister of Mercy. The William and Dorothy Belknap Award recognizes those who promote the work of Bath Area Hope for Youth in providing Substance Free Living services to youth, families, and communities. This year’s award went to Tim Lyons of Addison, NY. Mr. Lyons, from Addison Central School has been a teacher and mentor to students since 1991. Jim Bassage, Prevention Services Director, presented the award saying, “When you see Tim interact with students, you can see the spark of fun and enjoyment that he brings to learning. He makes every effort to include our agency in his classroom and to provide prevention information to students. His dedication to youth and to the district of Addison is beyond compare; he truly exemplifies service to youth, community, and family through education and athletics.”
