With CBA support a family with special needs found shelter in Donbas center for rehabilitation of disabled people Oleksandr’s mother – Olga Ivanivna – has problems with her spine.
Oleksandr is a blind lawyer from Debaltseve, together with his ill mother Olga Ivanivna lived for about 200 days on the line of armed conflict. Family lived in constant anxiety and waiting, without electricity, water, heating, and food. Now thanks to EU/UNDP Project “Community Based Approach to Local Development” (CBA) Oleksandr and Olga Ivanivna found a shelter in Kramatorsk, in Donbas center for rehabilitation of disabled people. Together they are getting used to hot food, warm and normal calm life. By education Oleksandr is a jurist and he was quit a well-known lawyer in Debaltseve. Ten years ago the man had to quit civil service due to the disability – he had problems with his eyesight. He started his private lawyer practice.
Since July 2014 their native city was in the area of armed conflict. After the New Year the situation got worth. On the Holliday of the Baptism of Christ there was a bombarding, and one of the rockets struck the house where Oleksandr and his mother lived, just three windows away from their apartment. From the end of January 2015 there was no electricity, heating, and fuel in the city. Food delivery was very limited, so it was impossible to cook at all. People turned to be on the edge of living. Oleksandr and Olga Ivanivna had some water which they managed to save. Later they got some bread from humanitarian aid. Two weeks the family lived on sunflower oil, bread and honey. When the food was over they lived even without hot tea. Shops didn’t work in Debaltseve. The city nearly died off and it was very dangerous to go out. The temperature in Oleksandr’s apartment was about 8 degrees above zero. There was no heating or electricity at all. When the living conditions became beyond all bearings Oleksandr called volunteers. At the beginning of February 2015 volunteer Oleg came to them and
helped to evacuate. On the way 12 more people joined Oleksandr and his mother and together family went to Kramatorsk. At first Oleksandr and Olga Ivanivna were settled in volunteers center, where they received humanitarian aid and food. For the first time in 2 weeks they had a hot meal and tea. Having disabilities Oleksandr and his mother were later settled in Donbas interregional center for rehabilitation of people with disabilities, where joint EU/UNDP CBA Project creates conditions for internally displaced people. Currently in this premise goes the reconstruction of hot water supply system, of some rooms, bathrooms, and porch, also the elevator will be installed. Finally family found there comfortable living conditions. «We want to thank for help and for shelter», said Oleksandr. «We would like to stay in the center as long as things stand now and we also want peace and to come back to our home to continue to work!». As for now Oleksandr implements his professional skills in the center. There he provides juridical consultations to people with special needs. Implementation of the first phase of CBA Project commenced in Donetsk region during March 2009. First phase was succeeded by a second phase in July 2011. Over these two phases 135450 of men, women and children of the region have benefitted from improvement in 78 schools/kindergartens, 15 healthposts, 8 water supply, 8 street-lightning and so on. This happened through joint effort of the citizens, oblast/rayon/local level governments, CBA Project and the private sponsors. CBA News Digest | March 2015

EU/UNDP CBA Project supports repairing buildings for IDPs accommodation
Because of unsafe situation in conflict zone, a lot of aggrieved internally displaced persons (IDPs) are looking for refuge in neighboring oblasts. Every day number of these people constantly increases. EU/UNDP Project “Community Based Approach to Local Development” (CBA) supports a number of micro projects in the regions that accept IDPs from the East to help them. Reconstruction works have already been completed in 4 places located in Kharkivska, Odeska and Zaporizka oblasts.
Kharkivska oblast
special needs (disabled people and disabled people in wheelchairs). In the house for elderly people new windows and doors will be installed, halls and additional bathrooms will be equipped accordingly, special handrails for the people with special needs will be installed in the corridors, halls, elevators, rampant will be constructed, also bathrooms will be equipped with stairlifts. After reconstruction 96 people will find shelter there.
Zaporizka oblast
Children from eastern Ukraine were given the honor to cut the ribbon officially opening the shelter in Kharkivska oblast located in a newly renovated youth sports school in a sleepy town of Balaklia. Around 60 IDP’s families with children will soon move into the rooms on the first floor where old windows and doors were replaced, the modern heating system was installed, bathrooms and a rooms renovated. The first stage of the reconstruction was done with a support of joint EU/UNDP Project “Community Based Approach to Local Development” and local authorities. The total budget of the microproject is more than 450 thousand Hryvnya. Beside the reconstruction of youth sport school in Balaklia, EU/UNDP Project implements one more project in Kharkivska oblast – in village Khorosheve of Kharkiv rayon for internally displaced people with
In Zaporizka oblast reconstruction works have been completed on 2 objects – in Novovasylivka of Pryazovsky rayon, and in Davydivka of Yakymivsky rayon. In Pryazovsky rayon a local clinic was partially reconstructed to provide shelter for internally displaced persons. A heating system was renovated, old doors were replaced, and the water supply system was installed. In village Davydivka were renovated premises of the territorial center for social services. Windows and doors were replaced. It is expected that Novovasylivsky healthpost will host 58 IDPs, and Davydivka will host more than 140 IDPs.
Odeska oblast With support of joint EU/UNDP Project “Community Based Approach” and local authorities refurbished boarding school premises for the needs of IDPs in Karolino-Bugaz, Odesa region, were officially opened. After all works are done this place will be a shelter for 128 people.

Thanks to capital refurbishment of the boarding school in Karolino-Bugaz, Ovidiopolskiy rayon, internally displaced persons will live in normal living conditions. Now the premise has new doors and windows in the academic building, in hostel and dining room. The total cost of the microproject is more than UAH 1 million.
CBA Project together with local authorities creates all necessary conditions to support the most needy IDPs: mothers with children, people of old age and disabled people. Reconstruction works now take place in Dnipropetrovska, Kharkivska, Poltavska, Zaporizka, Odeska, Donetska and Luhanska oblasts – CBA Project supports two micro projects in each with total cost of around half a million dollars (more than UAH 12 mln).
Neal Walker, UN Resident Coordinator and UNDP Resident Representative in Ukraine visited objects for IDPs in Donetsk and in Kharkiv oblasts ‘Today it is very important for us to cooperate with new partners and organizations that will be able to develop Ukraine in this hard time. Providing different types of support to Ukraine to make it stable and developed country is among the most important priorities for the UN. Now we have to react quickly to all processes and events, especially in Donbass region, to look for new ways providing humanitarian aid as soon as possible. Also communities play a very important role in solving these kinds of problems’, highlighted Mr. Walker during his visit.
During the visit to Donbas interregional center of professional rehabilitation of disabled people Mr. Neal Walker, UN Resident Coordinator and UNDP Resident Representative in Ukraine, saw how the project for IDPs accommodation is being implemented.
People, who live in the Center, thanked UNDP for the help and stressed that such support is very important for them, and they hope that after reconstruction works their life will change for better. During his meeting with IDPs in Balakliya, Mr. Neal Walker also highlighted importance of cooperation between donors, local authority and local communities in these hard times. He talked personally to IDPs living in the Center, and even tried backings cooked by dwellers of the Center specially for him.

Larysa together with children found shelter in Balaklia
OPEN COLLAR MEETING Two bombs exploded in the garden just in front of the house. When massive bomb attacks started in her native town Pervomaisk in Luhansk oblast, Larysa was evacuated together with children by militaries. Volunteers supported the family. Leaving her home, work and household Larysa finally found shelter in Kharkivska oblast in Balakliysky rayon. Local people helped the family with food, clothes and kind words. Now Larysa temporary lives in a reconstructed premise of the sport school in Balaklia. There are all necessary living conditions for her and children. It is warm in the building thanks to new windows and heating system. There are equipped bathrooms and kitchen where people can cook food.
Young woman Larysa is a mother of two children of 5 and 4 years old. During official opening of the school in Balaklia, which was reconstructed with support of CBA Project and local authorities, the woman received keys from one of the rooms. Now she feels secured about health and safety of her children.
«Nobody from my family expected that these things would happened», recalls Larysa. «In July 2014 shootings started in our village. For ten days I was hiding with children in the cellar without electricity, water or gas, until children caught a cold». Larysa’s husband went to the shop to buy some bread and didn’t come back.
«I want to thank EU/UNDP CBA Project for the support which is very important for us. We hope that our life will finally change for better», says Larysa. In her heart the woman sincerely wishes not to stay in the sport school room for a long time. She wants to go home with children, but it is still unsafe to return.
Since 2008, the CBA project has been working in all regions of Ukraine. Improvement of social infrastructure provides benefits to 2.6 million people in over 2, 000 villages and communities.
Now Ukrainian students learn about communities through business games Now Ukrainian students learn about communities and their cooperation with authorities through business games. In partnership with universities EU/UNDP Project “Community Based Approach” initiated trainings for youth at Community resource centers for sustainable development. Students and postgraduates of Zaporizky National University were the first to cope with tasks during game training“registration of community organisation”. Based on real examples of CBA partner communities participants of the training learned about cooperation of
KNOWLEDGE MANAGEMENT communities and authorities, strategic planning and community organisation registration. During the practical part of the training students simulated Local development forum. In form of game students practiced in establishing dialogue between communities and authorities. Thanks to such trainings students learn how to communicate with communities and also to motivate people and authorities to address common issues.

Annual meeting of CBA partner Universities Network took place sustainable development course and community field visits into their curriculum. Traditional activities like Students’ debates, Summer school, Contest for students’ research papers were also successfully held. In 2015 new partners joined the Network – National University “Odessa Law Academy”, Ivan Franko Zhytomyr State University, Yuriy Fedkovych Chernivtsi National University, Zhytomyr State Technological University and Sumy Institute of Banking of National Bank of Ukraine. An annual Meeting for summarizing and planning of the Network of CBA partner Universities took place in Rivne oblast. In 2015 the event took place at National University“Ostroh Academy”and gathered representatives of more than
20 universities to summarize the results of their work in 2014 and to develop a plan of activities for the year 2015. During 2014 six universities opened resource centers, 13 universities included
Participants developed a plan of activities for 2015 and elected new Coordinator of the Network - Mrs. Inna Dudareva, lector of Zaporizky National University, PhD in Philosophy, associated professor of sociological department.
CBA Project continues to cooperate with national associations In 2015 EU/UNDP Project “Community Based Approach” developed partnership with 2 more Ukrainian associations. Since now Project will implement joint initiatives with All Ukrainian Association of Village and Settlement Councils and with All Ukrainian Community Organization “The Agricultural Service Cooperatives Union of Ukraine”.
All Ukrainian Association of Village and Settlement Councils All Ukrainian Association of Village and Settlement Councils (UAVSC) together with the Project will raise public awareness about methodology and key results of CBA. It will also improve partnership with heads of village and settlement councils, and will help to protect rights and interests of communities. UAVSC will establish a special online distant learning training system for representatives of local self-governance. Together with UAVSC a special webplatform will be developed – Knowledge Portal for local governance with a community based approach. UAVSC will also use a web-portal for discussions and opinion collection to develop policy recommendations accordingly.
All Ukrainian Community Organization “The Agricultural Service Cooperatives Union of Ukraine” EU/UNDP Project “Community Based Approach” together with All Ukrainian Community Organization “The Agricultural Service Cooperatives Union of Ukraine” will raise public awareness about development of cooperative movement and the role of agricultural service cooperatives in Ukraine. Jointly partners will support economic development of rural territories in Ukraine.
Ukrainian Association of District and Rayon Councils (UADRC) Together with its steady partner - Ukrainian Association of District and Rayon Councils (UADRC) EU/UNDP Project “Community Based Approach” will traditionally continue to implement joint activities. In 2015 the web-portal “Knowledge Management Hub” will be further promoted. Together with the Association an electronic Digest will be issued, and the role of social media will be used extensively for promotion of UADRC and CBA cooperation.

CBA Project successfully launched urban development component
URBAN DEVELOPMENT
Success of the urban development component depends on the professional level of Project staff. In Novograd-Volynsky of Zhytomyrska oblast, staff members of CBA Project’s Urban Development Unit participated in a professional training-seminar that was organized to improve the personnel professional skills and qualification.
Starting from this year joint EU/UNDP Project “Community Based Approach” (CBA) will also address local development issues in cities. Citizens of small towns will jointly implement modern approaches of urban governance based on the partnership of local community organisations with self-governance bodies and CBA. Such partnership will promote implementation of best practices of sustainable local development. CBA
Project will promote best practices of multi-apartment housing management. CBA will support the most proactive associations of co-owners of multiapartment building (ACMBs) to do the full reconstruction of multi apartment buildings, raise their energy efficiency, use resources effectively, implement innovative technologies and raise public awareness about these aspects.
CBA Project announced a call for applications from cities with a population 10-150 thousands of people which took place on 16-27 February 2015. Kyivska, Chernihivska, Zhytomyrska, Rivnenska, Poltavska, Dnipropetrovska, Kharkivska, Zakarpatska, Ivano-Frankivska, Lvivska, Donetska, and Luhanska oblasts submitted their applications for participation in the Project during 2015 – 2017. In total 75 cities submitted their applications to participate in CBA. The results of the contest will be announced soon.
More than 2500 local development initiatives were carried. This happened through joint effort of the citizens, oblast/rayon/local level governments, CBA Project and the private sponsors.
