JULY/AUGUST 2022
From the Desk of the Presiding Bishop
Bishop Theodore L. Brooks, Sr.
Pentecostal Assemblies of the World, Inc.
Grace and Peace to you all, in the precious Name of our Lord and Savior, Jesus Christ! Lady Janice and I greet you warmly in the love of Christ! My beloved brothers and sisters of the Pentecostal Assemblies of the World, the time is finally at hand for us to gather together for the first time since 2019 in unity and power for the 107th Summer Convention! I must tell you I am so excited to be with you all again in the great city of St. Louis, MO. We have prepared endlessly to make sure that your trip to St. Louis is, safe, empowering, Spirit-filled, strengthens your faith and brings you closer to the Lord. There is no doubt that we have been faced with many challenges since our last in-person Summer Convention. We have faced a pandemic, lost ones we love and respect, experienced great racial injustice, held fast through social unrest, and interceded in great prayer in the face of war. Despite our challenges in these last few years, I recognize our resilience as a people to rebuild and restore our communities, our churches and our world through faith in Jesus Christ. We are grounded in a deep faith, that while shaken over these last years, is still deeply rooted and unbreakable. When we were just days before our 2019 Summer Convention in Cincinnati, I spent time reflecting on the theme for that year and all that God declared over our lives through the scripture Isaiah 43:19: “Behold, I will do a new thing; now it shall spring forth…” I recall thinking also about surrounding verses and pondering the God of miracles and provision that declared with promise, “I will even make a way in the wilderness, and rivers in the desert.” And though we may not have ever anticipated the manner of manifestation, we did indeed see the miracles and provisions of God. In 2022, the Lord has spoken over the people of the Pentecostal Assemblies of the World, Inc. with the theme: “Now It Shall Spring Forth: Walking in the Promise”. We have made it out more victorious, more faith-filled, more innovative, and more creative than ever. It is time that we walk out the promise of God to spring forth and do new things in our lives. I encourage you all to meet us in St. Louis for amazing and relevant programming, power packed services, and great fellowship. You truly do not want to miss this year’s Summer Convention. Please join us in prayer even now, as we prepare to meet July 31 through August 6, 2022 in St. Louis, MO at the St. Louis Convention Center. We are tracking local, state and CDC guidelines for COVID safety protocols, and we will continue to utilize our website and social media platforms to provide updates to you all. Also, we highly encourage you to register at www.pawtickets.com and to visit www.pawinc.org for all relevant and up to date information. After all that God has done, you don’t want to miss this Convention. I have a prayerful feeling that the Lord is going to meet us in miraculous and mighty ways in St. Louis! FROM THE EDITOR Evangelist Neechy Dumas
Welcome to the July/August 2022 Edition of The Christian Outlook Magazine! To the many readers, subscribers and supporters of this auspicious magazine, I must say that I am always grateful for your continual patronage as we embark upon the next stage of this year. And once again, your unrelenting support has amazed us as we’ve experienced another SOLD OUT Outlook edition – the May/June 2022 issue. This year, we’ve also been able to bring on two new Co-Creative Directors. Gabrielle Louden (March/ April and May/June), and Dawne Hill who served alongside Demarcus Williams as Co-Creative Director of this issue. The innovation and drive of our Creative Team at The Christian Outlook continues to evolve and my heartfelt appreciation and “high-five” goes to all of them.
T
his year also marks the one-year anniversary of our transition to an online system for the PAW Bookstore. This conversion took great commitment from the Department of Publications Team and we now see the fruits of our labor, with many positive reviews, shown on Page 8. We appreciate you taking the time to leave your feedback. As always, I am grateful to our Presiding Bishop Theodore L. Brooks, Sr. for the continued support to serve our great organization in this capacity. Truly whom the Lord has blessed, no man can curse. (Numbers 23:8) When I came on as the Director of Publications in 2020, I had no idea that I would…in less than 60 days, find myself in a place where the world was shut down from gathering together in place. Though the pandemic has been real, I believe that many times the enemy has also stepped in to promote separation, yet God never intended for His people to be separated. In the very beginning, God said, “It is not good for man to be alone.” That has not
THE CHRISTIAN OUTLOOK
changed, and it is even more important today, for believers to come together. Words such as “family,” “together,” and “fellowship” are all important concepts in the New Testament reminding us to gather together and encourage one another. Now, having gone through that experience, I believe we’ve come to truly appreciate the importance that social interactions bring into our lives…and this cannot be more appreciated than during our time gathering at the Pentecostal Assemblies of the World, Inc. CONVENTIONS. The fellowship, the conversations, the camaraderie… there is nothing quite like worshipping with the saints TOGETHER in unity and I am looking forward to meeting and greeting this amazing body of people for the first time (in-person) in St. Louis, MO. And, as we look forward to that great day, I’m excited to say that this issue features all the Convention details, highlights and “Things to Know” prior to our July gathering in St. Louis, MO. This issue also features an inspiring story of hope and perseverance from Sheriff Raphael “Ray” Washington as well as a word of motivation to move your business forward from Dr. Sheila Austin. Fellowship Makes Us Stronger No matter where we are in our faith, our fellowship provides us with strength. May His peace be with you until we meet again. Blessings, Evang. WHAT THE
RIGHTEOUSNESS OF GOD IS NOT
By Bishop Lance R. Foster
T
he people of God have been endowed by their Creator and Savior with the inalienable rights of sonship. Yet far too many saints live below their privilege due to feelings of inferiority, self-doubt, fear, and unbelief. These negative feelings are hindrances to faith.
These symptoms easily go unnoticed in the house of the Lord because as Christians it is easy to conceal our feelings of inferiority and self-doubt under the veil of religion. To compensate, the people of God perform the work of the Lord with a dutiful heart, and completely miss what righteousness truly is. The righteousness of God is not self-righteousness. No person should think being to church on time, singing in the choir, working with people on the altar, ushering people in, or whatever your duties, entitles them the worthiness to approach God. The righteousness of God is not conduct, so we can’t work to get righteous. We don’t live right to get saved. We live right because we are saved. Sanctification and holiness deal with our conduct and the way we act or behave. Therefore, we cannot live holy to get righteous. The righteousness of God causes us to be holy. Religion really is what you call duty and sadly, that is what man has tried to make the church into. Righteousness is not something you can get by doing. We must cast down the idea that one must dress or pray a certain way to take on the righteousness of God because this reasoning implies that our ability to approach God and our right standing with Him is rooted in our works and the fact that we’ve been “good.”
12
THE CHRISTIAN OUTLOOK
Righteousness is the ability of God to take possession of you. Righteousness is the ability to stand in the presence of God without a sense of guilt, inferiority, or condemnation. So, the only way we are righteous is when we truly believe that Jesus died for our sins. “WALKING IN THE PROMISE OF GOD” JULY/AUGUST 2022
It’s hard to pray and receive an answer from God when you are feeling condemned or inferior. You can’t pray and get an answer from God when you are sin conscious. Sin consciousness is when the enemy keeps bringing up your sin to you and it makes you feel condemned. Feeling condemned contaminates your faith. In my many years of pastoring I have found that sometimes when a saint is praying and not receiving an answer from God, they presume the problem is their lack of faith. When it is really not having a revelation of the righteousness of God. We frustrate God’s grace when we make religion our god. When a person is baptized in Jesus’ name we say, “On the confession of your faith in the death, burial, and resurrection of Jesus Christ.” We sing incessantly about the blood of Jesus and its power. Then get amnesia about why Jesus died, and foolishly reason that commingling our works with vain repetitions is the recipe that causes the righteousness of God. Titus 3:5-7 states, “5 Not by works of righteousness which we have done, but according to his mercy he saved us…” Receiving the revelation of God’s righteousness and His righteousness being imputed into you will make your life in Christ Jesus much better. 2 Corinthians 5:21 states, “For he hath made him to be sin for us, who knew no sin; that we might be made the righteousness of God in Him.” It is not our works in and of church that make us worthy to approach God, instead it is God imputing His righteousness in us because of our faith in Jesus Christ and what He did for us on the cross. So, if you feel you have a pesky faith problem, pray that the righteousness of God be revealed to you. You also must cast down every thought that goes against the knowledge of God. What is against the knowledge of God? That you have sins following you that you have already confessed. Nothing can be brought up about your past sins because they’re not there. Hebrews 8:12…and their sins and their iniquities will I remember no more. Instead of being sin-conscious, be son-conscious: believe in the blood of Jesus Christ. You must also never see yourself different than the way God sees you. Satan wants you to think and see yourself different than what God thinks of you and how God sees you. The enemy wants to get into your very thoughts and cause you to destroy yourself. He cannot touch you without your permission. One gives the enemy permission to steal, kill, and destroy them, most of
the time, by their own speech. Proverbs 18:21, says, “Death and life are in the power of the tongue: And they that love it shall eat the fruit thereof.” Stop letting the enemy tell you what to think or what fruit you will eat, so you will not speak or call the things of him. “For as he thinketh in his heart, so is he…”Proverbs 23:7. The devil is a liar. He is a deceiver, but he doesn’t want you to know that, because if you know that, he cannot steal the Word of God from you. The Son of God was manifested to destroy those lies of the devil, in your thoughts,1 John 3:8. Knowing what Jesus did for you and putting on His righteousness instead of your own, will revolutionize your life. When a person doesn’t have a revelation of God’s righteousness, they may be fearful and suffer with unbelief. While the fear can be cast out, unbelief can only be taught out. When a person doesn’t have a revelation of God’s righteousness, they may seem to be constantly fighting low self-esteem, believing that little can ever go right for them because they feel they are such a terrible person. The righteousness of God is not a feeling. It’s receiving His righteousness through faith. When we receive God’s righteousness through faith, we have the freedom to live the abundant, prosperous life He has for us. When people receive the revelation of God’s righteousness: • Condemnation disappears and they can easier combat the thoughts of the enemy. • They begin to achieve the abundant life that Christ Jesus promised. • Their prayer life increases because they have confidence in God hearing their prayers and the fruit of those prayers become more evident. • They become closer to God than ever before because their faith in God grows. • It’s easier to forgive others because they see people differently than before; they see through the eyes of love and compassion. • Their thoughts of church change because they see the church as the way to receive more Word, therefore, their faith increases. With the revelation of the righteousness of God, you will be able to see the new YOU! LET’S PRAY FOR REVELATION OF HIS RIGHTEOUSNESS.

I
t is no secret that many of us have endured hardship in recent years. We have travailed major shifts in our lives, especially weathering a global pandemic. During this time, my family and I experienced trials that threatened to shake our faith, but God was consistent.
interceding for the lost and the found amidst brokenness. There was a long season where I couldn’t understand why this was happening to us, but I still found goodness in God. I knew that He loved me. I was sure that His Word was true, and that He is a rewarder of them that diligently seek Him.
I remember sitting on our couch in excruciating pain in July 2020. I wondered what was going on with my body, not comprehending that I was experiencing an active miscarriage. I had been expecting a beautiful bundle of joy because that is what the Lord had confirmed to our family in early 2020. Experiencing the physical reality and attendant emotions of a pregnancy loss was devastating to me. The harder reality, however, was finding that barrenness, fertility issues, and loss are not popular topics in church congregations or crowds. Grief is not a conversation starter; if I can be perfectly honest, I found it often halted conversation. And so, in the midst of a global pandemic, I found myself socially distanced, isolated with my husband and toddler, and grieving the loss of a child I had never laid eyes on. I had never held this baby in my arms. I had never kissed this baby’s toes. I had never received the chance to dedicate this baby back to God. Nonetheless, I had to grieve my loss. I contemplated acting as if none of this had happened and continuing my life as usual, but that wasn’t God’s plan at all. God desired to use me even in those moments of questioning and grief. So, I had to obey. I had to take off the mask of wholeness and be completely broken before God.
In our case, after experiencing loss, six months later, He allowed us to become pregnant again, and Kendrick James entered our lives on October 30, 2021! Meditating on the Word of God, and especially on Psalm 127:3, “Lo, children are an heritage of the Lord: and the fruit of the womb is his reward,” I truly believe that God will bless the wombs of His people because they have kept the faith. I am not just referring to the natural wombs of women, but to the spiritual wombs that have been waiting to swell with purpose and hope. I know that we serve the only true and living God who cannot lie and that He said, “If ye shall ask any thing in my name, I will do it” (John 14:14, KJV). That is what we should believe.
From this experience, God has allowed me to minister to barren women. I have interceded for women who are infertile and desire a child. I have meditated on His Word day and night. I find myself becoming like a tree planted by the rivers, bringing forth His fruit in His season. God allowed me to lift Him up so that people may be drawn to Him. He made me an example. My hope is that we do not allow the enemy to plant seeds of unbelief or fear in us to the point that we no longer I felt like Job. I rent my clothes and bowed before Him in expect the miracles of God in our lives. You cannot wear a humility, knowing that if He didn’t change my situation, mask in God’s presence; we all must be naked before Him it could not be done. As an evangelist, I was preaching in in order to grow and be made whole. spite of my pain. As an altar worker and intercessor, I was

CHURCH HISTORY
By Dr. William Benson
L
auded in the U.S. House of Representatives as a “religious landmark,” the historic church located at 138 28th street, between L and Hensley Streets, in San Diego, California, has its roots in the early history of the Pentecostal Assemblies of the World, Inc. (PAW). Erected in 1933 by the late Bishop John A. Caldwell, an understudy to the late Honorable Bishop G.T. Haywood, the church that Caldwell built played a critical role in the expansion of the PAW in the western United States. The church saw the elevation of its founder from Pastor to several inaugural posts within the PAW, including District Elder of the then-California District Council; Chairman of the then-California State Council; and Bishop of the 16th Episcopal District (then-encompassing California and Arizona). Caldwell’s elevation to Bishop made the church he built the first-ever West Coast headquarters of the PAW, solidifying its place in the organization’s illustrious lineage – and earning its revered title, the Home church. Following the death of the church’s founder, thenPastor Charles Taylor assumed the pastorate of the church that Caldwell built, having merged his congregation with Caldwell’s. A crowning accomplishment of Taylor’s legacy was the modernization and expansion of the church building, which concluded in 1982. As in the case of Caldwell, the Home church saw the elevations of Pastor Taylor to the posts of District Elder, Suffragan Bishop and ultimately Bishop and Diocesan of the Nevada District Council. Today, thousands of souls over several generations trace their Apostolic-Pentecostal roots to the historic site where Bishop Caldwell first planted the PAW flag, nearly 100 years ago. Generations of families have seen their loved ones born, dedicated, saved,

married, and eulogized within its walls. Moreover, the Home church launched hundreds of ministries that now span the globe. PAW standard-bearers of every generation have traveled to the church that Caldwell built to fellowship and preach in its pulpit, including, but not limited to, the late Honorable Bishop Paul A. Bowers; the late Honorable Bishop Norman L. Wagner; the late Honorable Bishop Frank R. Bowden; the late Bishop Arthur Brazier; the late Bishop Samuel J. Grimes; the late Bishop Joseph R. Hall; the late Bishop James A-1 Johnson, the late Bishop Henry L. Johnson, Bishop Donnie N. McGriff (present Diocesan Bishop, Southern California District Council); the late Bishop Robert McMurry; the late Bishop Theophilus A.E. Price; the late Bishop William L. Smith; the late Bishop Carl W. Stewart; the late Bishop Samuel Wright; the late Suffragan Bishop Charles Robinson; the late District Elder A.J. Cross; the late Pastor Renix Graham; the late Pastor Jellett Grantoz, and countless others. In 2015, seventeen years following the late Bishop Taylor’s death, the PAW landmark in the West lost its affiliation with the organization. In late 2020, a local developer purchased the Church that Caldwell built with plans to demolish it and erect an apartment building in its place. God had other plans, however. Suffragan Bishop Dr. William A. Benson, Chairman of the Southern California District Council and Pastor of Total Deliverance Worship Center, connected with the new owner of the church, explained the historic significance of the church building and expressed his desire to bring the church that Caldwell built back home, into the PAW. Thereafter, Dr. Benson developed a good rapport with the owner, and ultimately the owner agreed to dispense with his plans to raze the historic building. On November 1, 2020, Total Deliverance Worship Center entered into a long-term lease agreement for

the church that Caldwell built, with an option to buy. Upon taking possession of the church that Caldwell built in February 2021, Dr. William Benson, Lady Dr. Rachelle Benson, and the Total Deliverance Worship Center family have worked to fully restore the church building to its original glory, once again, a shining pillar in its community. Since taking possession of the church, Total Deliverance Worship Center has become a one-stop destination for community members seeking not only salvation and restoration, but also critical health and human services, including COVID-19 testing and vaccinations, food distribution and, new in 2022 – transportation services for the elderly. Total Deliverance is humbled to have been given charge of such a priceless cornerstone of the PAW’s history, particularly in California. Of personal significance to Drs. Benson, it was in that historic church that Caldwell built that Lady Benson’s parents, the late Bishop Joseph R. Hall and Pastor Emeritus Delores Hall met and married, and raised their three children; moreover, it was from that church that the late Bishop Hall launched his decades-long ministry. In 2004, the late Bishop Henry L. Johnson officiated the wedding ceremony of Lady Rachelle and thenPastor William A. Benson. Total Deliverance was the last of twenty-one churches the late Bishop Johnson formally presented to the 16th Episcopal District before his passing, and in the years since. “Remove not the ancient landmark, which thy fathers have set.” Proverbs 22:28
ABOUT THE AUTHOR Dr. William and Dr. Rachelle Benson are excited to see what God has in store as Total Deliverance Worship Center moves toward ownership of the church that Caldwell built; they solicit the prayers of the saints and the august PAW body as they endeavor to ensure this historic landmark remains a part of the PAW family and lineage until the Lord returns for his saints. VOLUNTEER
ENTREPRENEURSHIP
where
YOU WANT TO
GROW Evangelist Neechy Dumas
I
f you’re passionate about something, you’ll do what it takes to ensure that you meet your goal. The thought of SERVING, PAYING YOUR DUES (whether via finances or acts of support), VOLUNTEERING, etc., may sound harsh or unnecessary to some, but it’s at the core of many success stories. In every area that I’ve gained success, I’ve also volunteered or donated my time, in that very same area. I started my journey as an interning assistant (i.e., without pay) for a faith-based television program. I served in this capacity diligently for many months and within a short while, I was then PAID to do the same work, had access to more platforms and eventually became a television and radio producer for the network. I don’t know of anyone who jumps out of the womb as a success story. The Bible even tells us to “despise not small beginnings” (Zech. 4:10). There is a building process. Many of those who you see with great popularity or in mainstream environments NOW, will tell you how they served someone in their beginning stages. If you’re anything like me, you’ve come to the realization that you don’t have any more time to spend, scratching your head, stressing or trying to figure out the solution to a problem that someone else has already conquered; and can share that knowledge with you. Volunteering… serving…donating your time, all of it helps to build strong business relationships. And, once they see that you are serious about investing in your future, they will naturally pull you along to the finish line with them. By serving in the areas, you want to excel in, you’ll get valuable exposure to influential people and information that will help prepare you for future opportunities. I recall a time where I’d actually made it to being in FRONT of the camera, but I still volunteered for one of the female television personalities. During one of the tapings, a popular Gospel artist saw me carrying her bags and said: “Wow, you’re carrying her bags?”. Me: Absolutely. Because I understand servanthood. Servanthood will carry you where money can’t place you.
THE CHRISTIAN OUTLOOK
Here are a few examples where this may be helpful: 1. Let’s look at the person who wants to open his/her own restaurant. He/she could find great wisdom by volunteering alongside a well-established chef or restaurant owner. He would learn the “best practices” of sanitation, storage, health codes and customer service from someone who has already conquered the blueprint on how to run a successful operation. 2. In the world of acting, we often hear of an UNDERSTUDY. Being an understudy may be frowned upon. But many in this environment earn a weekly paycheck and gain the opportunity to be around fellow actors and artists. During this process, the understudy often forms strong relationships with decision makers that they normally wouldn’t have been able to connect with. These relationships often open the door to be cast in major roles by the same director. And here’s an example from my PERSONAL story; 3. I’m an established clothing designer. I’ve made custom attire for red carpets, elaborate celebrations and the like, but I’ve never made a high-end couture gown! That’s something that I’d like to learn and eventually offer as a part of my design menu, when the studio opens back up. Recently, I reached out to a local high-end alterations shop and asked if I could come in and work. They agreed but the hourly pay was much less than my normal rate. Why would I volunteer to sit in an environment that resembled a sweatshop and have someone tell me what hours I could and couldn’t work when I was already a successful designer? Because KNOWLEDGE and EXPERIENCE is priceless! I can honestly say that I would not have been able to gain the knowledge, growth and credibility if I hadn’t volunteered in the areas that I did. Faith in God, hard work and dedication do pay dividends and I encourage each of you to volunteer where you want to grow.

POLITICS
RAY WASHINGTON WAYNE COUNTY SHERIFF
P
utting on one of his freshly pressed uniforms almost daily is still a ritual for Wayne County Sheriff Raphael Washington, who often goes by “Ray” to those who know him well. Some days, while looking at his brass nameplate on his desk, with the word Sheriff written underneath his name, he still can’t fully absorb where he sits. In January of 2021, he was appointed to be the head of an agency covering Michigan’s largest county by population. Three substantial jail facilities depend on his strong leadership. A Road Patrol Unit, Marine Unit, Mounted Unit, and 43 other cities and townships in his jurisdiction also depend upon his collaboration and direction. Sheriff Washington’s daily prayers have led him here, along with nearly four decades of dedication and sacrifice. “I’ve been in law enforcement non-stop for almost 38 years, but I’ve been in church for 62,” said Sheriff Washington, “and it has taught me well.” For over 25 years, Sheriff Washington has also been serving as Director of Security and Sergeant at Arms for the Pentecostal Assemblies of the World. He also serves as Director of Security at Greater Grace Temple under Bishop Charles H. Ellis III. “My faith has given me the courage and the compassion to lead this organization,” said Sheriff Washington. “It’s sustained me and carried me. When you get to this point, you have to make tough decisions on a daily basis, but you have to be compassionate. I’m comfortable leading this organization, not only because of the knowledge I’ve gained, but also because of the compassion I’ve learned from Him: recognize the needs of others and offer your help. It’s really that simple.”

Sheriff Washington also knows he wouldn’t be standing here, with the title of Sheriff, if it weren’t for his best friend and teacher, former Wayne County Sheriff Benny N. Napoleon. “I did my best to take care of Benny,” Sheriff Washington said, with a more somber tone in his voice. “And Donafay Collins did his best to take care of me,” he added, recalling a photo of the three of them from 11 years ago. The trio had been participating in a tribute to law enforcement at Comerica Park in Detroit at the time. “When I look at that picture, sometimes I wonder, ‘why me?’ They both passed away of Covid in 2020 and I’m still here standing,” Sheriff Washington said. “And when I ask that question, ‘why me,’ the answer that I get is: you have more work to do. It’s your time to lead this agency.” Commander Donafay Collins died from the virus that has ravaged our country and our world in March of 2020. Then, Sheriff Washington’s friend for decades, Benny Napoleon, died in December of 2020, after contracting Covid-19 just a month before. “When I got that final call that he had passed away, I was devastated,” said Sheriff Washington. “Even knowing this could happen and trying to prepare myself -- it broke my heart. It really sent me to a dark place.” Sheriff Washington said he relied heavily on his family and his faith to pull him out of that stifling fog: “I trusted that God knew what He was doing. I haven’t fully gotten through, but I’ve learned how to manage it.” Continuously looking above and getting out into the community are what gives Sheriff Washington his strength, he said. If he isn’t reading to children in classrooms or helping those less fortunate – with a warm blanket, or a hot meal, he’s spending his time teaching gun safety. Sheriff Washington is an NRA Certified Firearms Instructor and Shotgun, Rifle and Pistol Instructor. He’s passionate about making sure those who choose to own firearms are prepared and vigilant. Earlier this year, he joined Detroit Police Chief James White and Wayne County Prosecutor Kym Worthy to urge gun owners to be more responsible with their weapons. “I have a two-year-old grandchild, and when she unexpectedly comes over to my house, I have to think first: ‘where are my guns,’” said Sheriff Washington. Detroit police statistics show that in just the first seven weeks of 2022, six children in the city were shot because they (or another child) got their hands on a loaded, unsecured firearm. In 2021, 67 children were shot in Detroit and nine were killed. The state, still reeling, after the November 30th, 2021, mass shooting at Oxford High School where four students were killed, and seven others were injured.
THE CHRISTIAN OUTLOOK
“Free gun locks are available at the Wayne County Sheriff’s office and at any Detroit Police precinct. There’s really no excuse good enough anymore,” he said. “Babies are dying. Enough is enough.” Continuing to channel his mentor, Sheriff Washington enthusiastically revived the S.C.O.U.T (Sheriff’s Community Organized Urban Team) program in 2021. S.C.O.U.T Officers coordinate with community leaders and neighborhood watch groups and speak with concerned volunteers and citizens about crimes that are occurring frequently in their neighborhoods, like drifting and drag racing or abandoned cars on residential streets. S.C.O.U.T. Officers don’t always issue tickets; however, they often give drivers warnings and try to help out if needed. “I believe that community policing in our neighborhoods is vital to public safety,” said Sheriff Washington. “Officers cannot be everywhere at once, so we rely on a mutually beneficial interaction with our residents and business owners to keep us informed of potential or ongoing problems. We want to stop these problems before they become large ones that negatively impact our residents and their way of life.” Sheriff Washington, a married father of two and grandfather of four, is also spending as much time as he can recruiting new talent. He has a dedicated team in place to fight the major problem of recruiting and retention that agencies across the state and country are also facing. “When I was a kid, little boys and girls dreamed of being police officers,” said Sheriff Washington. “We want to get that back. We want little boys and girls – and young men and women – to be interested in law enforcement and serving their communities again.” He hopes the Wayne County Sheriff’s Office’s attractive starting salary, excellent medical benefits and overtime opportunities will encourage those graduating high school or those looking to begin a new career to take the next step and join his team. It takes a special individual to accept the challenge and responsibility of working as a Sheriff’s Deputy, but the rewards are endless. “Look, I never thought I would be sitting here, simply because I thought it would be me and Benny until the end,” Sheriff Washington said. “But every new Officer who comes into this agency should know they can be here one day if they put in the work, too. I need to guide them with fortitude and grace, so they know that. That’s up to me. I will lead them with everything I have – just the way Benny led me.”

MONEY MATTERS
Three
DO’S AND DON’TS with Your Money By Evangelist Lynne Shivers
G
od is concerned about every area of our lives, including money. However, we must be taught what is right, then use that wisdom to perform accordingly in each situation, Proverbs 4:7. So, let’s dive into some ways to help you save and grow your money.
1. DECLUTTER YOUR PHONE WITH UNUSED APPS THAT COST YOU MONEY. DON’T forget to remove unnecessary apps on your phone that are charging you every month. Remember that weight loss app that you just knew you were going to follow this time? The $9.99 price tag may have seemed reasonable, but now that charge can run you $120+ a year. Many people have more than one purchased app, which means hundreds of dollars a year. Ecclesiastes 3:6 says, “a time to seek, and a time to lose; a time to keep, and a time to cast away,” …yeah, I’d put unused apps in that category too. DO an annual removal of unused apps. If you haven’t visited an app in more than six months, it probably means your interests have moved on. As a reminder use your birthday or the start of the new year to declutter and save yourself some money! But wait, what to do with that extra found money? Put it towards an emergency fund or add an additional payment toward an investment. 2. HAVING TOO MUCH MONEY IN YOUR SAVINGS ACCOUNT CAN COST YOU MONEY DON’T leave too much money in your bank’s savings account. As uncertainty in the economy continues, more and more people want to keep their cash close to hand rather than invest it. Yes, it’s wise to have money set aside for emergencies such as job loss or reduced work hours, dedicated savers should be aware that there is such a thing as having too much money saved. Hoarding your cash and letting your savings balance get too high can cause you to lose out on money. When you keep your cash in a savings account — even if your bank offers a high-yield account, over time you’ll miss out on earning a better return on your money and really growing it like you would if you invested. DO keep what is a general rule of three to six months’ worth of living expenses (mortgage/rent, utilities, food, THE CHRISTIAN OUTLOOK
car payments, etc.) saved for emergencies, such as unexpected medical bills or immediate home or car repairs. While the guidelines fluctuate depending on your personal situation, even with all the uncertainty happening, the example the Bible tells us in Proverbs 6:6-8 should be considered. In this example, the ant is shown as a small insect but has the wisdom to prepare for the unforeseen. Investing your money in the market can better help you reach your longer-term goals more quickly. Although, it may carry more risk than keeping cash in your savings account, investing has the potential to offer a much greater reward. Moreover, there are investments that allow you to write a check or have the money deposited into your bank’s checking account within 2-3 days. 3. PLUG THE LEAKS THAT ARE WASTING YOUR MONEY DON’T call it a budget if for some reason that causes you to think of something tedious and boring to maintain. Most people have an Achilles heel – that one area where they literally leak money. It could be entertainment, shopping online/in stores, fast food restaurants, the list is endless. But if you don’t know where you’re leaking those $5’s and $10’s, it can break your financial goals. DO as Matthew 26:41 says, “Watch and Pray, that ye enter not into temptation: the spirit indeed is willing, but the flesh is weak.” If you’re not watching your money and asking God for direction, you can be overspending unknowingly. Consider ways to keep you on track with your cash. For example, for such things outside the must pay (mortgage/rent, car note and utilities), earmark envelopes for the other stuff: groceries, gas, eating out and recreation. However, when that envelope is depleted develop the discipline to not dig into another envelope. You’ll find that waiting on something you just have to have isn’t really worth having once you’ve separated your emotion from getting that thing now. PAW HISTORY
Reverend Robert McAlister of Canada preached the revelatory sermon espousing baptism in the name of Jesus at the 1913 Arroyo Seco Campground revival. His name appears on early PAW ministerial rosters. 1880 - 1953
REVEREND ROBERT EDWARD MCALISTER Pentecostal Assemblies of Canada
R
obert E. McAlister was born at Ross, Renfrew County, Ontario in 1880. His father, James McAlister, was an Elder in the Presbyterian Church. The family, of Scottish descent, had immigrated to Canada in the early 1800’s, where he spent his youth in Cobden, Ontario.
At the age of twenty-one years old, he attended an evangelistic meeting in Cobden and accepted Christ as his Savior, and thereafter, feeling the call to ministry, he enrolled in “God’s Bible School” in Cincinnati, Ohio. However, with less than two years of training, he was stricken with illness and returned back to Cobden. After recovering, he began conducting evangelistic meetings in western Canada. During the fall of 1906, Reverand McAlister heard about the outbreak of Azusa, and its reports of a spiritual outpouring CHRISTIAN OUTLOOK 4 THE THE CHRISTIAN OUTLOOK 26
in Los Angeles, California. Soon he, like so many others, made his pilgrimage to the Azusa Street Mission. On December 11, 1906, Robert received the baptism of the Holy Ghost, he was one of the first Canadians to receive the Spirit with the evidence of tongues speaking. He continued to preach, but now his message had a Pentecostal anointing. In 1908, he was “a key figure” in a mighty revival that broke out in Ottawa County of Canada. The results of the revival included the construction of the first Pentecostal church building in the country. Reverand McAlister didn’t stop there, but he opened a Pentecostal Mission in Ottawa, one of several congregations he pioneered. When the church began conducting worship services, there was a dance floor over the humble mission, nevertheless, the Lord prospered the work.

MARCH/APRIL 2022 JULY/AUGUST 2022
In April 1913, Robert McAlister participated in “The World-Wide Apostolic Faith Camp Meeting” in Arroyo Seco, California. Faith healer, Maria Woodworth-Etter, was the featured speaker. As was often the case, hundreds were healed as Woodworth-Etter laid hands on them in Jesus’ name. Many unbelievers were also converted in the meeting. So many in fact, the promoters planned a baptismal service and asked McAlister to preach. The Canadian discussed baptismal formulas and suggested that the disciples baptized in “Jesus’ name” and the words “Father, Son, and Holy Ghost were never used by the early church in Christian baptism.” That evening, John G. Sheppe meditated on McAlister’s remarks and the wonderful healings performed as WoodworthEtter prayed in Jesus’ name. The following morning, Scheppe ran through the camp shouting that God had given him a revelation that believers were to be baptized in the name of “Jesus Only.” Frank Ewart, a former associate of William Durham, attended the meeting and was taken with the idea of the “Jesus Only” issue. He, along with Reverand McAllister and Glenn A. Cook, developed the idea of rebaptizing in Jesus’ name. McAlister returned to Canada in November 1913 to preach at the annual Pentecostal Convention at Winnipeg. He was the first to introduce the oneness message to his homeland. He and Frank Small baptized thirty candidates in the name of Jesus Christ, even though neither of them had been rebaptized at the time. In only a matter of months, “the main contingency of Pentecostals in Canada were rebaptized.” Within two years, “the new issue” had splintered the Pentecostal movement. Howard Goss, E.N. Bell, D.C.O. Opperman, and other leaders in the Assemblies of God were rebaptized. When the PAOC was formed in 1919, with McAlister as General Secretary and Treasurer, it was a oneness Pentecostal organization. Historian Gordon F. Atter remembers McAlister as one of the greatest preachers of the early Pentecostal revival in Canada. With a photographic memory, he would recite entire chapters from the Bible while preaching his message. McAlister’s delivery has been described as monotone and “long-winded,” but his preaching was so full of Holy Spirit anointing “it was a common thing for his message to be interrupted by spontaneous praise to God from his audience.” The faithful pastor and publisher laid down his cross and took up a crown on September 25, 1953. The auxiliary is on the move for Christ and excited about the upcoming PAW Convention in St. Louis. We start off on Sunday, July 31, 2022 with Sunday School during the day and in the evening we have an exciting program with Suffragan Bishop Michael Bender - Word Bearer, Old Time Testimonies, Aida Ford and a Special outreach. At the beginning of the week thru Wednesday the ICEA program features Registration, Meet & Greet, and Leadership Skit & Panels. The Face of Leadership panel is preceded by a skit and examines how Christian Educators are to look with the 5 C’s. The panel will further examine the traits with a brief and fresh perspective. The second panel examines “Where do we go from Here?” Now that Covid seems to be under control are we ready to delve into the work of the Lord: Outreach, use of Technology and the choice of in-person as well as virtual services? Come rally with us on Wednesday August 3, along with Election results and the Regions. These events are sure to put a “FIRE” in your belly. Join the Christian Educators; we are ready to serve. CAREER
THE JOURNEY OF DR. SHEILA M. AUSTIN, PH.D.
A
Trust in the Lord with all thine heart; and lean not unto thine own understanding. In all thy ways acknowledge him, and he shall direct thy paths. Proverbs 3:5-6
s I fondly look back at the memories of my parents, I am in awe of them and greatly inspired by them. Owen and Clara Moore had minimal formal education, but they recognized the special gift in me. They saw that I was unafraid to take charge of any situation, even at a young age. My parents nurtured, guarded, and encouraged me to cultivate my gifts. They were careful about who they exposed me to. I never spent the night at a friend’s house. Instead, I spent most of my time with my parents—learning how to become an active listener and learning the art of conversation. For example, they allowed me to ask questions. I was careful to be very respectful when asking a question; however, I always wanted to know “why.” As I think about it now, I remember how often the conversation would go on for hours. I have to pause and ask myself whether they ever really answered my questions or whether they just humored me. Those conversations helped me develop the confidence to talk to adults with amazing poise and confidence. In some homes, asking questions is called “talking back,” having a “smart mouth,” or having a “stubborn spirit.” However, my parents and family members knew that was not the case with me. I simply wanted to know WHY!
Although, I had a strong desire to be a leader, there was a major hurdle in my path. I had a severe speech impediment. I stuttered so bad that I could not answer the telephone. In the 1960s, Mattel created the Pull String Talking Porky Pig Doll. I got one for Christmas that year because I sounded just like him. “EH BEH, BEU EH – that’s all, folks.” Well, that went on for the next fifteen years. However, I never lost sight of my dream … to be a leader. To this day, I cannot tell you when I stopped stuttering. I never had a formal speech class or speech tutor. My parents believed in the power of prayer. They also believed in me! They knew that with prayer, love, and support, my desire to be a leader would one day come true. I am entering my fifty-first year as an educator, mentor, and leader. I have learned many lessons along the way, and I share them with you in the hopes that you will use them to make your path a little more enjoyable, fulfilling, and successful. As an African American Female, I learned that I had to work harder to be at the table early in the game. For example, my appearance was always number one for me. Before people know you…they see you. How you dress gives them a quick picture of who you are. I never wanted to get attention in the wrong way. Therefore, my attire was always professional. There was never a question about where I was going. It is also important that you stay in touch with what is going on around you. I listen to the news every morning and evening. To engage in meaningful conversations, you have to know what is going on in your profession at the state level, community, and in the world. Word of caution: Do not allow Social Media to give you up-to-date news. Yes, you will get news, but in what circle will the news you have benefit you? I credit a lot of my success to my ability to articulate the English language. I know that if we add the words “please,” “would you mind,” “I appreciate you,” and “thank you” to any sentence makes it polite. I believe in the quote, “people don’t care how much you know until they know how much you care.” Remember, being polite does not mean you say “yes” to everything. Politeness is one of those must-have qualities to be successful. My being polite has presented me with the opportunity to be the highest-ranking African American Female in the Toledo Public School district and I still hold that ranking to this day. In addition, I am the first female African American Dean of the College of Education at Auburn University at Montgomery. Recently, I was honored with a Resolution from the State of Alabama, House of Representatives, for my Professional Achievements. At AUM’s December 2019 Commencement, I was awarded the Rosa Parks Legacy of Courage Award, by the original artist and commencement speaker Larry D. Thornton. My publications are inspired by my work and leadership in education and community service. My first book entitled, How to Be a Super Leader: Nuggets of Wisdom That Will Boost Your Confidence and Inspire You on Your Journey to Success, is used all over the Southern Region for leadership training. I believe that you must have a set of personal beliefs that guide you daily: Humility, Integrity, Know Yourself, Communication, Mentoring, Transparency, and Advocacy. I average over forty professional presentations a year to school leaders, church leaders, and professional organizations across the country. God blessed me with the opportunity to learn about serving from the esteemed Bishop Dr. Pat McKinstry, Pastor of the Worship Center, Toledo, Ohio. I served as her Armor Bearer for over 30 years. Bishop McKinstry and Bishop Leo Lewis introduced me to my loving and supportive husband, the Honorable Bishop George F. Austin. Finally, none of this would have been possible without the love and support of my parents, Deacon Owen Moore and Mother Clara Moore, my five awesome siblings, my three sons, seven stepchildren, and anybody the Lord sends my way!

WHY THE CRUSHING? Have you ever wondered why at times the walk of faith seems more pressing than other times? If so, this book will take you on a journey that will help you understand why the pressing is so vital for you to go through. The author shares why we must understand that whenever there is a pressing it causes something to be released. Now whether that something is oil or not it’s up to us to choose. WHAT ARE YOU CHOOSING FOR YOUR LIFE, THE OIL OF GOD’S ANOINTING OR SOMETHING ELSE? When life happens we are faced with many decisions. What do you do when life hits you square in the face or when you come against obstacles that seem too difficult to endure? Do you keep trusting God or do you keep trusting in your present circumstances? Saints, in this book you will find why the crushing is so vital. You will also come to understand why releasing God’s Worship is so important for you to do in the midst of your pain. Pain, we know, but is it always about sin, or is it the price paid for God’s anointing?
ABOUT THE AUTHOR Sharmee Kemp, St. Louis MO., is the founder of Trophies of God’s Glory, a speaker, teacher, author, and radio/television host. Sharmee operates under the anointing of God in the gifts of intercession and deliverance. The Lord has empowered Sharmee to walk accordingly to Romans 12:2 where the focus is being transformed by the renewing of the mind. The Lord has so graciously released this yoke crushing anointing on her after He delivered her from mental illness over 15 years ago and helped her to transform her mind by His Word. Her heart’s desire is to see all mankind healed, delivered and set free from the clutches and enslavement of the enemy.
