THE PROPOSAL TO CONSTRUCT the six-story, 52-room Riverview Hotel in Providence failed after the R.I. Coastal Resources Management Council denied a requested variance needed for the proposed project on a 0.28-acre property known as Parcel 1A that tightly hugs the waterfront on the east side of the Providence River. Developer Gerald Fandetti wanted to build close to the water, with just a 20-foot public greenway between the building and the river, in addition to a small timber boardwalk that’s already present at the site. The variance was needed to completely exempt the project from a 25-foot setback requirement established by SEE WATERFRONT PAGE 18

B. PARLANGE HAS RACKED up his fair share of frequent flier miles during his career in higher education. Parlange, 59, who was born in Rhode Island but only lived here a few months before his military family moved, has held academic and administrative positions at École Polytechnique Fédérale de Lausanne in Switzerland, the University of British Columbia in Canada and Monash University in Australia.
