PRESIDENT’S MESSAGE

P

orsche, the car and the company, have evolved over the decades as has the Porsche Club of America. A modern Porsche vehicle is often referred to as being pretty much bullet proof, but that reputation for dependability was a missing aspect of the ownership experience for many of those first to own a Porsche in the USA. The twelve initial members of PCA held their first business meeting September 13, 1955, unofficially referring to themselves as “the gripe group”. Over the decades the club has utilized the “lessons learned” across the regions to facilitate the success of new regions as well as continued success existing regions. The growth in membership has been remarkable, as has the quality of PCA events and services. In 2018, PCA served more than 80,000 families, with over 133,000 members, in 145 local Regions, making it the largest single marque car club in the world.

PCA concours standards are second to none. Multiple national committees help members with technical problems, insurance valuations, event safety, Region management and newsletters. Today, activities range from autocrossing, rallying, concours, and socializing, to growing interests in touring, restoration, Porsche history, and PCA Club Racing. Most impressively is the club has achieved this success through the time and efforts of volunteers. The Orange Coast Region quietly observed its 58th anniversary as a chartered region of PCA a couple weeks ago (we were chartered January 18, 1961), and over the decades we have grown in parallel with the national organization and have benefitted from the combined wisdom of all regions. One example is the amended Bylaws that were approved by our members and which took effect January 1, 2019. Those Bylaws were created by the national organization, reflecting the lessons learned by the combined organization and believed to reflect best demonstrated practices. Similarly, in December the OCR Board of Directors adopted a Code of Ethics and Conduct as well as a policy addressing volunteer compensation. Both the code and the policy are derived from the Code and the Region Procedures Manual produced by the PCA National. Both the Code and the policy have been included in this issue for your reference. I mention this because some member

behaviors and communications during our recent election for Secretary were contrary to the code, and have resulted in disciplinary action. Speaking of the election, for those that didn’t attend the OCR brunch, please join me in welcoming Ted Hoiberg to the OCR Board of Directors. In addition to serving on the Board, Ted will Chair our Performance Driving Committee which will oversee all autocross, driver’s education, and time trial events. Gary Labb continues on the Board as Chair of our Social Media/Website Committee, and Monica Asbury was re-elected to serve as the OCR Secretary. As typical, I will remind you to frequently check the calendar section of our website to stay on top of OCR as well as other events of interest. PCA-OCR Guidelines :

Compensation for Volunteer Activities

The following are guidelines for Compensation for Volunteer Activities (Comping) within the Orange Coast Region of the Porsche Club of America (“OCR-PCA”.) These are developed to address requests that arise from time-to-time and to provide a consistent approach within the region. Considerations:

• The OCR-PCA is an organization that relies on volunteer efforts.

• Volunteers expend considerable time and effort to assist the club in presenting a varied program of activities for the membership.

• Volunteers must have a desire to volunteer for the good of the club without an expectation of any reimbursement. • Comping for any volunteer work performed has the potential to result in an expectation of compensation for all volunteer work performed. Guidelines:

• There will be no Comping of volunteers within the club of for any event costs or other personal expenses incurred to participate in events except for expenses incurred while representing the Orange Coast Region of the PCA on official club business. Notification of the intent to incur expenses must be provided to the OCR-PCA Board of Directors prior to the event.

• The Board of Directors will, at its discretion, review extraordinary expenses that a volunteer may incur and decide on whether or not these will be reimbursed. A Volunteer may also request such a review by the Board of Directors. • No club member will make commitments regarding comping to any volunteer without the express consent of the Board of Directors.

• Event entry fee exceptions. These are in accordance with the Region Procedures Manual, 2018 edition: - Instructors at driving events (Drivers Education, Autocross, Time Trials) may be extended reduced entry fees to ensure sufficient instructors are available for the event – this is at the discretion of the event organizers. - Future discount coupons for volunteers which are available to all volunteers, as authorized by the Board of Directors. - Free Entry Certificates used as door prizes or auctions that are available to all members / entrants, as authorized by the Board of Directors.

Code of Ethics and Conduct

This document is presented to define the standards and ethics to which the organization holds itself, its elected and appointed representatives and its members. It supplements but does not replace our established Bylaws and procedures, which are documented elsewhere. The following represents the way we want to be and to do business. PCA-OCR is not a political organization. It exists for the benefit of its members, to further their enjoyment of their cars. In the performance of this mandate, it must operate under the rule of law, adhering to the laws of the various jurisdictions under which it exists. This means that illegal behavior is not tolerated, and that close attention is paid to the requirements of the law in the actions of all involved, whether region officers, other members of the board, committee chairs, and individual members. All involved should strive to avoid even the appearance of impropriety. Beyond this, we accept the obligation to do what is right. An ethical system is based on the mutual benefit of the involved parties; the corollary of this is that we treat neither fellow members nor non-members in a way that is demeaning, embarrassing, derogatory, or otherwise inappropriate. This, of course, extends to our concept of respect and equal treatment for all, regardless of gender, race, religion, national origin or other such protected status. Our natural competitiveness does not extend to taking unfair advantage of others, be they individuals, clubs, or businesses. Actions and words about which there may be some question are undertaken, when possible, only after careful thought and perhaps consultation. Decisions affecting PCA-OCR should be either self-obvious or readily explained. Particular attention should be paid to potential conflicts of interest involving special treatment or gifts from individuals or companies possibly hoping to gain something in return. Other potential conflicts of interest, in which an officer, employee, or member must weigh his immediate and personal potential for gain against the best interests of PCA-OCR, require special thoughtful attention. Board members and committee chairs are expected to pay full fees associated with PCA-OCR activities in which they participate, unless discounts taken are available to all participants. Transparency in all actions is desirable. Nothing must be allowed to compromise the integrity, credibility, and best interests of PCA-OCR in the making of decisions that affect the club. The culture of PCA and PCA-OCR is founded on doing the right thing to the best of our ability. Without this, we lose our self-respect both as an organization and as individuals, a price that we will not pay. Non-adherence to these principles will not be tolerated; behavior or actions damaging to PCA-OCR will be dealt with by the established club Bylaws and may result in permanent loss of membership.

After the announcements, members enjoyed the buffet where the quality and variety of food stations were terrific, especially the short lines for the carving and omelette stations. A silent auction was orchestrated with member and sponsor donations. A total of $12,440 was collected for the Club’s Charity, Semper Fi! A huge shout out to our member, who wishes to stay anonymous, who donated a very generous $10,000 to Semper Fi.

by Rob Greene The OCR Porsche Alley CONE ZONE emerged from hiatus with a patriotic fanfare at the Club’s July 7th Breakfast Meeting by featuring RED WHITE & BLUE Porsches. Although this restart marks the fourth annual series of monthly cone zone adventures, those of you Porsche fanatics who have joined PCA’s Orange Coast Region in the past few months may be wondering, “Where is Porsche Alley and what is an OCR Cone Zone?” A little over three years ago, with a slightly twisted PCA slogan, “It’s the cars with the people,” we began a new feature at our monthly breakfast meetings: One row of parking stalls (hence, the “Alley”) at Original Mike’s was coned off with slightly-used orange traffic cones donated by PCA-OCR’s Autocross (thanks!). Parking in this zone of cones is reserved for a designated class of Porsche or driver that varies from month-to-month. Our first series highlighted different models

of Porsche, our second series focused on color to determine which VIP (very important Porsche) would get Cone Zone parking preference. The most recent series included color exercises, a model type, and different types of equipment on fabulous Porsches. In addition to the traditional RED WHITE and BLUE colors for last July, we featured fixed rear wings, various wheel sizes, all cabriolets, and even no-cones parking by color sorting (think Skittles, M&Ms, or gum drops in color groups!) Yes, we are a funloving bunch. The plan for the new monthly Cone Zone themes follows, and special thanks to members who provided some great ideas!

CHEETAH and me Denny Asbury

In high school my friends liked ‘56 Chevys, I liked Porsche Speedsters. Somehow I found a book in the school library with short stories about racing around the world. I was fascinated with the drama, romance, danger, and tradition of road racing. After I graduated from college, I bought a 250cc Grand Prix Yamaha. The bike was blazingly fast and could top 140 mph, but they had a habit of tossing off the rider when the engine seized. It tossed me at about 110 mph at the old Ontario Speedway, and while I lay there counting my fingers and toes, I decided to quit racing that evil little beast. Twelve years later I started racing in the Club Ford Class with Sports Car Club of America. This was the most popular class at the time. The first year 20 PANDO | February 2019

I finished way back. The second year I moved to the front. The third year I won the Southwest Championship. I also won the Eloy Grand Prix. It was a wonderful race around the dusty downtown streets of Eloy, Arizona.

A friend called me one day and offered me his team including an older Swift DB4, ready to go to Long Beach. I had never thought about the LBGP because the Atlantic cars were enormously expensive, so I bought the team.

Tragically, this “club” racing claimed five competitors during my career. I bought a Swift F2000 and it went faster than you should go in a tube frame car, about 140 mph. The second year with that car I won several professional class 2 races and also the Southwest National championship. Phoenix Raceway was my first oval race. On lap 10, four cars crashed in

After my first 5 laps I had to be pulled from the car. The cockpit was small and g-forces bashed my body on the carbon tub. The DB4 could do 165 mph at Long Beach,


I called it the Cheetah. It was alive and aggressive, it had only one purpose and it did not like dilettantes.

The second year I left the Cheetah in it’s cage and I bought a Ralt RT40, a more competitive car that had a bigger cockpit and was easier to drive. The Toyota motor was strong but fragile. It would live 6 hours under 9800 rpm. As the engine builder downloaded the computer data, I confessed to 8 over revs, the data said 134 – “bad driver.” Midway through the race I had my ESPN moment as a car touched me and my rear wing ripped off and flew 60 feet into the air.

Nobody had rain tires, so we had to hand groove race tires. In the race, I moved up from about 29th to 8th, all the hot kids were crashing everywhere and I passed them after they hit the walls. With about 5 laps to go we had a restart and everything went white from spray, I could barely see the wall as it flashed past on the right side of the

We’re lucky to be the Host Zone for Parade 2019 – and we’d love to see you there! It will be held at the Boca Raton Resort and Club, a Waldorf-Astoria … and the room rates will be very reasonable for this luxurious resort. California Festival of Speed (CFOS) Annual Request for Volunteers!

It is that time of year again when I ask for your help to solicit volunteers to help with the California Festival of Speed (CFOS)! This year the festival is Friday March 29th thru Sunday March 31st, with set-up on Thursday March 28th. It is important to begin getting out the word that we need volunteers to make the 2019 CFoS a success! We have shifts in the morning and afternoon Friday through Sunday. Volunteers can sign up for more hours or multiple days if they wish. Last year we had several volunteers who opted for this. David Witteried and I frequently forget that many members have no idea what CFoS is. Be sure to explain it clearly when you talk about it. There are some excellent videos on the CFoS website at http://www.zone8.org/events/speedfestival.php. Volunteers receive free parking, volunteer T-shirts and lunch money if they work at least one shift as a thank you. Your Region will also receive a share of the Festival profits based upon the number of volunteers from your Region! I already contacted all the members to solicit their support again this year. Our goal is to have at least 400 volunteers. Zone 8 has over 14,500 primary and associate members and it would be great if we could meet our goal. Driving Event Proposal #1 – Add CC17, CC18 Classes at 100 Point Increments - APPROVED Executive Summary: This change would add two additional CC classes (CC17 and CC18) to the top of the CC class system. This is being proposed because we are seeing more cars in the high-points range competing in driving events. Description of Issue or Problem: There are several late model stock Porsche street-legal cars that can easily end up in CC16 with just a change of tires, type and size. However, CC16 is essentially an “unlimited” class, as it is currently the top class in the CC class system. We need to create CC17 and CC18 classes to add some resolution, because Porsche tends to make cars that go faster than the previous ones, not slower, and it is anticipated that more cars could end up in this range as time goes on. This is before one considers the other modifications that these cars could receive which is pushing their points totals even higher. Proposed Solution: Modify CC16 to be a class with a 100-point range above CC15 (CC16: 1050-1149). Create a CC17 class with a 100-point range above CC16 (CC17: 1150-1249). Create a CC18 class above CC17 (CC18: 1250+ points). How Proposal Solves the Problem: This change would make tighter points groupings for these heavily pointed cars. As CC16 is currently “unlimited,” the cars in this class could have a very large point spread. With all the new technology coming out over the next few years, this change will allow Zone 8 to stay ahead of the curve with the classes because it is only a matter of time before Porsche makes more cars from the factory that will fall under these additional classes, plus any modifications that members make to their cars. Looking at the actual cars competing in CC16 this year is something we could have used in 2018.

Driving Event Proposal #2 – Points Assessment for Late Model Rear Wheel Steering - APPROVED Executive Summary: This change would add a 10 point assessment to late model cars that have rear wheel steering. However, this is a performance advantage that currently is not accounted for in the points system. Description of Issue or Problem: There is currently no points assessment for cars with intelligent rear wheel steering, however this feature is a definite performance advantage in both AX’s and TT’s. Proposed Solution: Create a 10 point assessment for all late model cars with intelligent rear wheel steering. “III ASSESSMENT OF POINTS GG. Stock or non-stock intelligent rear wheel steering (981/991 series,718 series, and later) 10” How Proposal Solves the Problem: This change would create a fair points adder for those cars with this advantage.

Driving Event Proposal #3 – Eliminate Cayennes and Macans from SS10 and the CC Classes, Create an Open “SUV” Class -APPROVED Executive Summary: This change would remove Cayennes and Macans from SS and CC classes, as no one in the Zone is currently using these SUVs in competitive driving events. An “SUV” class will be created just in case any members want to drive their SUVs in these events. Description of Issue or Problem: A couple of years ago Cayennes, Panameras, and Macans were added to the CC classes base points listings, allowing members to enter modified versions of these cars to compete in Zone AX’s and TT’s along with other vehicles in CC classes. To date, NO ONE is doing this. The time spent keeping track of the new versions of these cars as they come out is basically a waste of time. As it is, hardly anyone runs in SS10, the stock class for these three vehicle types. A review of participation data reveals that no SUV’s (or Panameras) have ever run in TTs. Only one (1) modified Macan ran in CC class AXs in 2015-2016; no modified Cayennes have ever run in a competitive Zone 8 driving event. Proposed Solution: Eliminate Cayennes and Macans from SS10 and the CC class listings. Create an open “SUV” class for these cars to run without any restrictions on modifications. Leave the Panameras in the CC classes, as the PCA Club Racing Rules do allow for these cars to participate in club racing if they so choose. How Proposal Solves the Problem: This change would eliminate unnecessary tracking of vehicles which never compete in Z8 AX’s and TT’s in CC classes; stock or modified versions of these vehicles would still be allowed to compete in the “SUV” class.

Driving Event Proposal #4 – Clarification of Safety Rules for Vehicles with Back Seats - APPROVED Executive Summary: This change would explicitly state that no back seat passengers are allowed at competitive driving events. This conforms to guidance received from PCA National. Description of Issue or Problem: Both PCA National and Zone 8 Rules set requirements for the “driver” and “passenger.” Although 4-door vehicles with back seats are allowed to participate in PCA driving events, there is no language in the rules specifying whether event participants are/are not permitted in the rear seats of such vehicles. Proposed Solution: In the interest of safety, prohibit back seat passengers during hot laps at AX, DE, and TT events. Back seat passengers may only be allowed during parade laps. “I. INTRODUCTION. R. If two people are in a car, at least one must be an approved event instructor, and the other must be a registered entrant in the event, for the sole purpose of instruction. No other passengers are allowed, including back seat passengers. (Unless participating in a “Track Tour” program, see Section I Part W.)” How Proposal Solves the Problem: This rule change will explicitly spell out when back seat passengers are and are not allowed. It will also enhance safety by eliminating any potential distractions from back seat passengers. The Zone has also received clarification from PCA National that no more than two persons (the “driver/student” and “instructor”) should be in a vehicle at any time during hot laps.

Driving Event Proposal #5 – – Separate Performance Package Points Assessment for 997.2/991 GT2RS and GT3RS - APPROVED :Executive Summary: This change would create a separate 80 performance point assessment for 997.2 and 991 GT2RS and GT3RS cars. These cars currently share a 60 point assessment with older and/or less capable Turbo, GT2, GT3, and GT4 models. Description of Issue or Problem: Section III, Part FF levies 60 points for the factory performance packages included in the 996/997/991 Turbo, GT2, GT3 and the 981 GT4. However, the 997.2 and 991 GT2RS and GT3RS versions have more track-oriented upgrades than all the other models but gets the same points assessment as the lesser cars. In both series, the “RS” versions have enhanced downforce (both front and back) as well as shorter final drive gearing (3.89 vs. 3.44 for the 997.2 and 4.19 vs. 3.97 for the 991), which enhances acceleration. Proposed Solution: Create a separate 80 points assessment for the 997 and 991 GT2RS and GT3RS. “III ASSESSMENT OF POINTS FF. Cars equipped with a 996/997/991 Turbo/GT2/GT3 (exc. 997.2/991 GT2RS/GT3RS). HH. Cars equipped with a 997.2/991 GT2RS or GT3RS performance package (to a 997.2 or 991 respectively) (springs, struts/shocks, sway bars, brakes, aero, gearing) in its entirety with original factory parts (at the factory or after the fact). (Not applicable if equipment is removed and replaced with aftermarket parts. If any of the suspension/brake/aero/transmission components [sway bars, springs, shocks, brakes, splitters/wing/body components, transmission components] are replaced with points-assessed parts, the performance package points assessment may not be taken, and separate a la carte points for any upgrades over the base model must be taken.) 80 How Proposal Solves the Problem: The “RS” versions of these cars has more downforce-creating aero (in the form of front-end modifications and a larger a nd higher rear wing) and shorter final drive gearing than the standard versions. The aero package is much closer to a pure track car with aftermarket aero (which would be a 40 point assessment). Lower gearing would normally be another 40 point assessment. Assessing these cars 80 points instead of 60 points would make the “discount package points,” which is more fair for the cars with less factory upgrades. Driving Event Proposal #6 – Head and Neck Restraints Required for all Drivers and Passengers on Harnessequipped Vehicles – ADMINISTRATIVE CHANGE Executive Summary: This change would require all DE and TT participants using a five- or sixpoint harness to also use a head and neck restraint system. Note: As this change has been dictated by a directive from PCA National for 2019, it will automatically be implemented as an administrative change to the rules without requiring a vote from the Region Presidents. This proposal is provided for informational purposes only.. Description of Issue or Problem: The number one priority of PCA’s HPDE Program is track safety. Some people choose to modify their cars to increase performance and others to increase safety. A popular modification made to track cars is the addition of a multi point harness system. Starting January 1, 2019, the DE Minimum Standards will be expanded to state that if a driver uses a harness system, he or she will ALSO be required to utilize a head and neck restraint system, commonly referred to as a HANS device. A head and neck restraint device is an integral part of the harness system. Because the rule of equal restraint always applies, if a driver uses a harness system there must also be a harness system available and used by the passenger. Driving Event Proposal #6 – Head and Neck Restraints Required for all Drivers and Passengers on Harnessequipped Vehicles – ADMINISTRATIVE CHANGE (cont.) Proposed Solution: Modify the language in the Vehicle & Driver Safety Equipment Section of the Zone 8 Rules to reflect the above directive from PCA National. “XIII VEHICLE & DRIVER SAFETY EQUIPMENT. B. For Time Trial and DE, five or six-point harnesses are required for all drivers and passengers running 200 Performance Equipment Points or higher and are strongly recommended for all entrants. Also, the same type of restraint system is required for both driver and passenger. 5 or 6-point harnesses are allowed at Autocross events, but they are not required. Harnesses are required to be SFI or FIA approved for competition and mounted in the manufacturer approved configuration. Any harness approved for club racing is acceptable when installed according to the manufacturer’s instructions. Evidence of this approval shall be provided by the driver, if necessary. If a driver uses a harness system, he or she will ALSO be required to utilize a head and neck restraint system, commonly referred to as a HANS device. A head and neck restraint device is an integral part of the harness system. Because the rule of equal restraint always applies, if a driver uses a harness system there must also be a harness system available and used by the passenger. Thus, both the driver and passenger will be required to use a HANS device.” [Editor’s Note: This wording may change slightly when PCA National officially releases the 2019 DE Minimum Standards, which is not currently available]. How Proposal Solves the Problem: This change would eliminate unnecessary tracking of vehicles which never compete in Z8 AX’s and TT’s in CC classes; stock or modified versions of these vehicles would still be allowed to compete in the “SUV” class.

Who is eligible?

Any child under age 18 who is registered by a current PCA member can participate in the program. Sons, daughters, nieces and nephews, grandchildren, brothers and sisters all qualify.

What will the child receive?

PCA Juniors will receive a welcome package that includes an ageappropriate gift and PCA Juniors ID badge. PCA looks forward to developing the program and its features over time.

What does it cost to register? It’s FREE! Participants must be registered by an active PCA member, and there is no cost to join!
