Groundbreaking set for Tuesday for Animal Shelter

WINFIELD – A groundbreaking ceremony to start construction of a new Putnam County Animal Shelter has been set for Tuesday, Aug. 28, at 1 p.m. The public is invited to attend. Earlier this month, the Putnam County Commission passed an ordinance to finance construction of the new animal shelter. The financing closed on Friday, Aug. 17, and BBL Carlton, the contractor on the project, began work to clear brush on Monday. The new animal shelter will be located on the Eleanor side of the Ross Booth Memorial Bridge at Winfield. It will replace an existing facility in Winfield that has been in use for 27 years. As envisioned by the architectural firm Silling Associates, the new animal shelter will feature 46 kennels for dogs, nearly double the capacity of the current shelter, and will also feature a system that will keep the kennels easier to clean. The new facility will also feature inside and outdoor “bonding areas” where those looking to adopt a dog or cat will have time to play with the animal. The facility will also have two entrances, one for the public looking to adopt an animal, and a separate entrance where animals are brought into the building. Once construction begins, depending on the weather, it is hoped that the new animal shelter can open to the public by late spring or early summer 2013.
CONFIDENCE – As students around Putnam County returned to school on Thursday, students returning to Confidence Elementary School were greeted by a brand new, stateof-the-art school building. The brand new facility is located on W.Va. 34 about threeand-a-half miles past the former school building that it replaces. The former Confidence Elementary School building was built in the 1940s and featured a number of portable classrooms. Just a few days prior to the official start of school in Putnam County, a ceremony was held to cut the ribbon to open the new building that will house Confidence Elementary students now and into the future. Dozens of staff, students and community leaders turned out on Monday, Aug. 20, to officially open the new Confidence Elementary School. “We had more kids in portables than in the main building,” said Confidence

WINFIELD – Putnam County's unemployment rate continued to be well below the state average in July according to figures released this week by WorkForce West Virginia. Putnam County's unemploy-
ment rate for July stood at 5.4 percent, while the overall state unemployment rate was 7.4 percent. Putnam County's unemployment rate declined from 5.8 percent in June and was lower than all of its surrounding counties. Unemployment rates de-
clined in 32 other counties as well. Twenty counties reported rising unemployment rates. Counties with unemployment rates less than six percent included Preston (5.9), Lewis (5.7), Monroe (5.6), Putnam (5.4), Jefferson (4.8), and Monongalia (4.7).
Counties with unemployment rates over 11 percent included Wirt (11.1), Grant (11.1), Webster (11.3), Boone (11.8), and Mason (12.2) Overall, throughout West Virginia the number of unemployed state residents climbed SEE JOBS ON PAGE 3
