Every school classroom, gymnasium and cafeteria in Putnam County will soon be equipped with emergency kits, aimed to treat injuries and save lives in dire situations. CAMC Teays Valley donated 680 bags, containing more than $72,000 worth of lifesaving supplies such as tourniquets, warming blankets, dressings and forceps. The proactive measure makes Putnam County schools the first education system in West Virginia to take preparation this far, said Randy Hodges, president and CEO of CAMC Teays Valley. Master Gardeners to conduct 2014 fruit tree fundraiser The Putnam County Master Gardeners are conducting a Fruit Tree Fundraiser during the month of February. Putnam County crowns spelling bee champion After 25 rounds and a slew of cancellations and rescheduling dates, Putnam County has crowned its spelling bee champion. Asher Scott Webb, a Winfield Middle School student is the victor. Matthew Bliven, a Hurricane Middle School student, is the runner-up. On Jan. 28, the two faced 20 of Putnam County school’s finest spellers before going head-to-head for 18 rounds of suspenseful competition. Webb spelled "panache" for the win. Bliven and Webb have earned a spot in the Gazette Mail Regional Spelling Bee at 1 p.m. March 22 at Capital High School. The 2014 Scripps National Spelling Bee will be held in the Washington, D.C. area the week of May 25, 2014. The Putnam County Business Park is becoming a business magnet, drawing interest from several prospects. In the past few months, 17 potential buyers have eyed available lots on the 205-acre stretch of property in Fraziers Bottom, director Andrew Dunlap announced during the January Putnam County Development Authority meeting. In December, the development authority extended its loans for a $970,000 utility expansion that will reach the southern portion of the site. Once complete, Dunlap hopes to see inquiries for the site double. "Prospects like to see available land ready to go," he said. "I think this [the completion of the utility extension] will help us meet a business' timeline more readily than in the past."

Dunlap continued, "All they would have to do is dig footers and tap in to utilities that are already there - having utilities makes it more certain." A timeline on extending the utilities remains tentative. Much of it hinges on the completion of the dirt removal and leveling of Phase III of the site that stretches 20 acres, toward U.S. 35. Once this is done, the Putnam County Development Authority should get the green light, Dunlap said. "We hope to start this as soon as possible, and a goal for the bid process is before the year ends," he said. Until then, activity at the business park continues to prosper. More than 50 acres of the land are occupied by companies that are constantly expanding. Nippon Thermostat, FL Smidth-Ludowici and Multicoat are some of these. Multicoat Products purchased a 3.7 acre tract of land near its

current facility with plans to expand this month, weather dependent. Dunlap looks toward 2014, confident Putnam County's potential economic driver will thrive. "The number of inquiries we've gotten is very encouraging, and shows we have a great product," he said. "Shovel-ready sites like this are a rarity in West Virginia." Board members ended their meeting with a moment of silence to honor Robert Pennington, who passed away Jan. 26. Pennington was a Putnam Chamber of Commerce and Development Authority member as well as a CPA for Concorp. "I've known him many years, and he was one of the finest people I've ever known," said Johnny Harris, development authority board president. "We'll miss him." The Putnam County Development Authority meets again at 4:30 p.m. Tuesday Feb. 25.

Small business disaster loans available CHARLESTON, WV - Gov. Earl Ray Tomblin has announced the U.S. Small Business Administration (SBA) granted his request for an Economic Injury Disaster Loan declaration. The declaration makes low-interest loans available for small businesses and nonprofit organizations affected by the chemical spill that forced a curtailment of water service beginning Jan. 9, 2014

and continuing until Jan. 17, 2014. WestVirginia Legislative Update By Del. Jeff Eldridge Last week the House honored Heroes for Higher, an organization that I personally think positively impacts the children of West Virginia. Heroes for Higher is a group of Super Heroes that came together in 2012 to lift the spirits of sick children in their time of need. Now they’ve expanded their reach to visit schools, churches, fund-raisers and children’s hospitals promoting positive values. I was pleased to organize their citation from the House and welcome them to our capitol. I am the lead sponsor of House Bill 4385, a bill that was introduced on Friday which would prohibit a juvenile be moved to an adult correctional facility after their 18th birthday. If a juvenile’s sentence is longer than their 18th birthday they get transferred to an adult correctional facility to finish their sen-

tence. Juveniles should not be moved to an adult facility when they turn 18 because inmates in an adult correctional facility were convicted under different circumstances than juveniles, that’s why there is a difference and juveniles shouldn’t be exposed to it. I am co-sponsoring House Bill 4288 and House Bill 4309. House Bill 4288 would take away political subdivisions authority to regulate the sales and possession of firearms, ammunition and firearm accessories to protect our first amendment right to bear arms. I want to make sure that every West Virginian is protected under the law uniformly across the state and this bill ensures that only the state has the authority to regulate and control policy on firearms. House Bill 4309 would allow a person to keep a firearm in their car on State Capitol grounds if

the car is locked and the firearm is out of view. Currently people are prohibited from having a firearm on Capitol grounds, which technically includes the parking lot. People with the proper licensing and permits for a firearm would be allowed to keep a firearm in their glove box. Among other bills, I am in support of three other profirearm bills, which relate to permit and application confidentiality and licensing permits and procedures, that are being considered in the House in the weeks to come. I will continue to keep the Putnam community updated on my role in the West Virginia House of Delegates. By Del. Jim Butler We are just completing the third week at the State Legislature. The water crisis in Charleston and surrounding counties has drawn a lot of attention and rightly so. We do have some bills relating to this moving through committees. I am not on those committees, but I understand that they are geared toward registering and inspecting large chemical tanks. I will look at them very closely when they get to the floor for a vote. In the last week most of the bills passed out of the House have been reasonable, in my opinion. Some of these include HB 4006 which creates and enhances penalties for offences related to child pornography. HB 2387 allows for reasonable accommodations for people with disabilities to have assistive animals in rental property. HB 4014 increases penalties for littering. HB 4135 designates the first Thursday in May as the West Vir-

ginia Day of Prayer. I may add here that this bill is good but we should be praying every day. HB 4175 allows for emergency assistance to small businesses during a state of emergency, such as the recent water crisis. I voted yes on all of these. A difficult decision - HB 4182 was a supplemental appropriation bill to adjust some state spending for 2014. On one hand there are important items to be funded by this bill, such as appropriations for the Department of Health and Human Resources, the Department of Education and the Arts, and even workers compensation for fire fighters. On the other hand is the fact that, against the will of many West Virginian’s, a line item in the DHHR portion of the budget uses taxpayer money to fund abortions. Additionally there was an issue of whether this bill was even constitutional. I debated on the floor that it would be a simple matter to divide

these issues, and vote on them separately. That would clear up any issue with constitutionality, and it would also allow us to vote against the taxpayer funding for procedures that are a serious moral issue for many West Virginian’s. It would also allow us to vote for the funding that is clearly needed. As expected the bill did pass by a large margin, I voted no on matters of principal, knowing that it would pass. As we enter the fourth week there are going to be many difficult decisions like this. It would be much easier to go along with the “pack”, but if I am going to fight for meaningful positive change I sometimes have to forget the politics and do the right thing; trusting that voters will understand this and see that some bills that have attractive titles also have serious flaws. I will continue to support legislation to improve job opportunities for people in the 14th District, and I will vote on the merits of each bill.

"As a hospital, we know how important it is to treat students and staff quickly, and our hope and prayer is that these bags never get opened, but this gives us a sense of comfort that they're there and can be used if needed." Hodges said a letter from Conner Street Elementary, requesting the funding of basic medical supplies inspired the plan. From there, it took off. "That got us thinking what we should be giving them that will help them in a catastrophic situation, and at first we thought we would give these kits to two or three schools, but after talks with law enforcement, we had to rethink how to go about this," Hodges explained. "We decided to put bags everywhere they were needed." By Spring, the county's 23 schools will be equipped with the potential lifesaving medical emergency kits. Putnam Superintendent Chuck Hatfield described how the local school system has changed and why there is a need for the kits. "In the last few years, in terms of safety, we've put in card readers in the schools and have many that are fenced in, and we feel like we're providing a very safe environment," he said. "We have several folks in the schools trained for first aid and CPR, but this is much more than that - this is where seconds can mean lives." Hatfield said all school employees will be trained on how to use the kits. "We want the absolute safest school environment for the kids," he said. "This is the next step." In other news, weather problems are still hindering the school calendar and posing challenges to get in 180 days of instruction. Hatfield estimates 175 days of instruction will make up this school year. However, numbers don't mean everything, he said. Putnam schools must meet a certain amount of instructional minutes every day, Hatfield explained. Because teachers often stretch classroom time past the minimum, the school system has been able to accumulate extra time. "The calendar is still a moving target," he said. "We might end up being five days short, but we have accrued time - we go above and beyond with students, so we have the equivalent of six instructional days that we've accumulated, so we are still going to be in the 180-day range in terms of what our kids get." The Putnam County Board of Education meets again at 7 p.m. Monday Feb. 17.

PSD accepts debit, credit payments Public Service District is once again accepting Visa and MasterCard credit and debit cards as a method for customers to pay their utility bills. As was reported earlier, the payment gateway used to process debit and credit payments was turned off on Jan. 16 out of caution due to reports of suspicious activity from an area bank that had identified Putnam PSD as a common charge on their debit cards reporting a security issue. Putnam PSD immediately brought in a third-party IT consultant to scan the internal office network and computer terminals used for bill payments for viruses, worms, keystroke loggers, and other potential security threats that could result in credit card fraud and none were found. The company that manages

the online payment gateway also brought in an external consultant to scan for possible breaches and they were unable to detect any issues that could result in stolen personal information. BB&T, the bank that Putnam PSD uses to process transactions, noted that the system had already passed a Trustwave infosec scan on Jan. 15 but agreed that all efforts should be made to prevent any possibility of fraud and to maximize consumer confidence. The account was scanned, passwords were reset, and new routing numbers were assigned for the District. Teays Physical Therapy Center Inc is pleased to present this week’s Gamer of the Week award to Quin Shurow of Hurricane High School and Haylea Roberson from Winfield High School. The Winfield Lady Generals have had a rough start to the new year going 2–4 in the six games held in 2014, giving them an overall record of 5-5. With only seven girls on the team the Generals have been limited on subs to give starting players breaks and keep fresh legs on the court. A consistent factor for them, however, has been the performances from junior Haylea Roberson. In those six games Roberson has scored a total of 158 points, which averages to 26.3 points per game. Her best performance came against Hurricane on Jan. 7 where she scored 34 points in a 55-43 win over the Putnam County rivals. Coach Tim Toler has been very pleased with how she has stepped up this season into a role that she was not used to playing. “In the past, Haylea has been more of a role player but I have pushed her to be a leader on the court and use her natural ability and skill to lead this team,” Toler said.

Roberson’s father, Denny, and Toler have been the people in her life that have pushed and motivated her to be the great athlete and basketball player that she is today. “My dad was the person who started me in basketball and pushed me from a young age to get better. Coach Toler is another person that has been encouraging me recently to get better. They have both been there to give me pep talks and help me to keep my head up and play hard no matter what,” she said. Roberson is the daughter of Denny and Drema Roberson. She has played other sports growing up but now concentrates just on basketball. She attends the Church of Jesus Christ of Latterday Saints on a regular basis and is involved with their youth group. She has a 3.9 GPA. Sophomore standout, Quin Shurow, has been a big contributor this year and has gotten lots of praise from his fellow teammates as well as the coaching staff. As a member of the Hurricane High Swim team Shurow has had an outstanding year thus far finishing near the top in most every meet in which they’ve competed. “He is a very talented swimmer who is starting to take on some

fly. However, what he is most excited about are the team relays: the 200m medley and 200m freestyle events. Goals are important for any athlete, swimming is no exception. “I’d like to finish top six in my

two individual events, but I really want our team to finish on top at states, especially with how well our team relays are doing,” he said. Any team sport requires chemistry and Shurow says his team has a lot of it. “We’ve all been swimming together for a long time so we work together well and push each other hard in practice,” he said. Shurow has a love for swimming which is easy to see when you sit down and talk about the sport with him. His older brother has been a standout on the team for several years and is a member of the relay teams. His mother Kathi Shurow is the head coach, so it is very much a family affair on the Hurricane Swim team. His father Duane Shurow is also very supportive of his family and their love of swimming. Quin is a good example for his teammates as well, posting a 3.0 GPA.

The game ended with the final score of 6245 in favor of the Lady Bison. “We just watched game film,” said Buffalo senior Chelsey Parkins about the win. “We knew what they were going to try to do. Overall, I think we did well.” The Lady Bison were led by Michaela Lewis with 16 points. Parkins, who was honored before the game for being nominated as a McDonald’s All American, added 15 points, and Katie Allen added 10. Alisha Kiser led the Lady Lions with 16 points. Overall, it was the fundamentals that allowed the Lady Bison to cruise to their victory, something Teays Valley Christian Coach Ball hopes his team will continue to do as the season progresses.

Christian's Sports Beat: Power manager returns for 2014

CHARLESTON, WV - Spring training is one of my favorite times of the year and the start of spring training is coming up. When the West Virginia Power begin practicing later this month, a familiar face will be leading the players as Michael Ryan will be returning as manager of the Power for the 2014 season. Last season, Ryan led the Power to 82 wins, matching the single-season franchise record and qualified for the South Atlantic League postseason as the second half, Northern Division champions. Coach Ryan told me that he is very excited to be coming back, “When the Pirates told me I was coming back I was glad to hear the news. The front office

and Power fans are amazing and I can’t wait to see them all again.” 2013 was Ryan’s first year as a professional manager. As a rookie manager last season Ryan learned a lot handling a team. I asked Coach Ryan what was his biggest learning experience, “I learned so much as a manager, for one is to have patience very fast. I also learned that I was pretty good at developing trust and building relationships with the players in order to get the most out of them. I also learned that I need to model what I teach and preach. Players are always watching your every move, so I always have to do the right thing on and off the field.” Ryan, a fifth round draft choice of Minnesota in 1995, played 15 seasons professionally, including portions of five in the majors with the Twins and Los Angeles Angels of Anaheim. Most of the Power players will be different this season as the majority of the players from last season have been promoted. I asked Coach Ryan how much of a challenge will it be starting almost from scratch, “Spring training will be very important for us to get to know the players and have them all get to know themselves. It is very important to lay

down the foundation of what is expected for the upcoming season and then decide what players will fit in best for the Power. The goal is to have them playing together as a team before opening day.” The team begins the season on the road at Lexington April 3 and plays their home opener a week later on April 10 against the Legends. Since the end of last season Ryan has been taking a much deserved break and spending time with his family in Pennsylvania. I wanted to know how his off season had been going, “It has been great and has been flying by. I am just enjoying spending time with my family and enjoying every minute of it. We went to Disney World and had a great family experience. Taking my sons to school and picking them up has been a blast as well.” Despite making the playoffs last year, Coach Ryan faced some early season challenges getting the team organized. This season Ryan told me he is hoping to start off a little stronger, “The main challenge will be to try and lead a whole new team and try to get them to buy into our system, luckily last season’s team did this very quickly and we took off from there. Hopefully this year’s team

Generals to foul out. “She played great,” Lowe said of London. “She did a phenomenal job.” Roberson hit two 3-pointers in the first half, but that was when Hurricane had to abandon its box-and-one defense because Watson and Taneisha Sturdavent both went to the bench with two fouls.

The individual attention wasn’t totally new to Roberson, but the quality was better. “A little bit,” she said when asked how often a defense focused so much attention on her. “But not that hard.” Winfield Coach Tim Toler said he knew his team had to make a run with Watson and Sturdavent (nine points, 19 rebounds) out of

the game, and the Lady Generals did. Winfield trailed by 11 when Watson picked up her second foul with 5:36 left in the half and by nine when Sturdavent got her second with 3:29 on the clock. A full-court press helped Winfield force a rash of turnovers and convert a 24-13 deficit into a 2726 halftime lead. “That is probably when we’re at our best, when we’re flying around,” Toler said. “For us to be competitive and be in ballgames, it has to start at the defensive end.” Ultimately, though, what Toler described as “horrendous” shooting doomed the Lady Generals in the second half. Although Winfield had 18 offensive rebounds after intermission, it converted just 12 field goals. “We lack some size, but you’ve got to put some of those back,” Toler said. “All credit to (Hurricane). They play hard. I told the girls we took a pretty good punch on the chin in the first quarter, and we battled back.” Junior Cheyenne Sawyers, who had 18 points and 14 rebounds, acknowledged, “This is a game we really want to win. What really hurt us was the first quarter. We should have tried harder.”

Putnam PSD workers are in the process of completing a $16 million extension along W.Va. 33, U.S. 60, Marina Park, and Kilgore and Rocky Step roads that will bring more than 105,000 linear feet of new sewer line to the area. Because of the cost of the fourfold project and the addition of Poca's sewer system, Putnam PSD will adopt a rate increase across the board for all customers. The PSC has given approval for the measure. This could mean good news for Poca and bad news for other Putnam PSD customers. Under the proposed rate in-

crease, the monthly Putnam PSD bill for 4,000 gallons will jump from $39.64 to $44.80, still about $2.50 lower than Poca's current rate. McNulty said the increase will go into effect after the sewer extension project is finished. He estimates by August. "Every customer will be subject to the increase, but people understand the importance of sewage collection and treatment," McNulty explained. In addition to a smaller bill for town residents, customers could see what Caruthers hopes will be a "much better sewer service." "We should see a much more efficient sewer operation, a quicker response - lift stations will be changed, there should be more activity looking for leaks and infiltration - and Putnam

PSD has a more aggressive program on remediation," the mayor said. The town currently has a crew of three maintaining the sewer system. Once the Putnam PSD acquisition is finalized, the town will have a fleet of 53. But the expected benefits don't end in Poca. McNulty believes the sewer acquisition will net Putnam PSD 670 new customers. Add that number to the expected 500 new customers from the W.Va. 33, U.S. 60 and Marina Park project and growth abounds. This could be reality in 2014: * Putnam PSD's customer base for sewer service soars from 10,030 to 11,200, a gain of more than 10 percent in one year. * The organization's monthly income from sewer bills rises 11

Few matchups between Hurricane and Winfield are easy for either side, and the second girls game of the year certainly was no exception. Both sides battled throughout, in a game that featured a combined 45 fouls, 59 free throws, 51 turnovers and 103 rebounds. Ultimately, the Lady Redskins reversed the result from the first game and came away with a 6157 victory. “It was nerve-wracking,” junior Cassi Sargent said. “It will definitely boost our confidence.” The biggest difference in this matchup was Hurricane star Abby Watson, who scored 35 points compared to just nine earlier this season, when she missed most of the first half with foul trouble. Lady Redskins Coach Austin Lowe also cited the defensive play of junior Lauren London, who was tasked with stopping Winfield sharpshooter Haylea Roberson. Roberson scored 34 points the first time the two played but was held to 14 on Thursday night before becoming one of three Lady

Hurricane led 17-10 after eight minutes, and the Lady Redskins came out on fire again after halftime. Watson took over the game, scoring all 17 of her team’s points on a combination of 3-pointers, layups and free throws. “They beat us last time, so we wanted to win this one that much more,” Watson said. “It’s a big win for us.” Lowe certainly understands the different Watson makes for his team. “We had to get the momentum back,” Lowe said after the late second quarter troubles. “With Abby off the floor it’s not fun. We call her our Michael Jordan. She makes everybody better. She played the best game I’ve seen from her all year.” Hurricane got a boost in the game from Audrey Barber, who saw her first action of the season, but the Lady Redskins got some bad news, too, as it looks like Hannah Thompson will miss the rest of the season. “We haven’t had the starting five we planned all year,” Lowe said. Hurricane (9-7) is back in action Friday night at Nitro, while Winfield (5-6) is home against St. Albans the same night.

The first one could affect sewer bills for customers. The town currently holds the second highest rates among sewer systems in the area, according to the current Putnam County Wastewater Utilities comparison from the Public Service Commission of West Virginia. Poca residents, who use 4,000 gallons, pay an average monthly bill of $47.29. Culloden residents pay about $52.68; Buffalo $37.40; Eleanor $20.12; Hurricane $43.82; Nitro $37.93; and Winfield $35. Putnam PSD customers pay about $39.64, about $7.65 less than Poca's current monthly rate. "Poca has a different tariff than we do, so we will combine their rates with Putnam PSD rates to make one uniform rate," said Put-

Balanced attack helps Dots defeat Irish

CHARLESTON – It’s more than a month past Christmas, but the Poca Dots remain in a giving mood. Poca had 14 assists on 19 field goals in an impressive 69-59 victory over Class A powerhouse Charleston Catholic on Jan. 28. That came on the heels of a night when they had 23 assists on 26 baskets. “We try to share the basketball,” said senior guard Cam Cottrill, in an early candidate for understatement of the year. “Coach (Allen) Osborne sets up our offense with a lot of screens. It lets people get open when we reverse the ball.” Poca, ranked 18th overall in the

MetroNews Power Index and second among Class AA teams, improved to 9-1 with the victory. Charleston Catholic, 34th overall and second among Class A squads, fell to 8-3. Cottrill has been the only senior in the Dots’ regular rotation, although that’s about to change with the return of post player Jacob Payne. Cottrill has helped a handful of younger players gel, including freshmen Lukas Frampton and Elijah Cuffee, who join juniors Matthew Chandler and Noah Frampton in the starting lineup. “We played a lot over the summer,” he said of how quickly the teammates adjusted to each other. “We know each other and built that chemistry fast.” Chandler had 21 points against Charleston Catholic, while Cuffee

Christian Buckley came off the bench to score six, which tied the third highest total of any Charleston Catholic player. The Irish got 29 points from Garret McCarty and 18 from Nick George, but didn’t have another player score a second field goal until there were 42 seconds left in the game. “We’ve got guys who can score,” Osborne said. “We have good balance. Cam was our second leading scorer last year.” Even the veteran coach is impressed with how his freshmen are handling things. “I’m surprised how well they’ve played,” he said. “They’re playing

like upperclassmen. They have good basketball IQs and they’ve worked their butts off.” Lukas Frampton, despite being 6-foot-4, shares time at point guard with the 5-8 Cottrill. “It helps being able to see over people, see the court,” Frampton said of his height advantage. “I try to pass the ball well and get guys open looks, and they’ll get you some, too.” The Dots trailed 9-6 midway through the first quarter, before Frampton drove to the bucket for two and Chandler hit a pair of free throws to make it 10-9 with 1:38 left in the opening quarter. Poca never trailed again and led by as many as 13 points three different times. “We’ve just been working really

hard in practice,” Chandler said. “We’re going to be even better when we get Jake back. He’s going to help us out a lot rebounding. We’re a big team, but we’re not that big in the post.” Even after a string of impressive victories, Osborne knows there’s work to be done before March. “We’ve got to get better defensively,” he said. “Rebounding, some decision-making. The season is just half over.” Cottrill, the senior leader, concurred. “This could be a really good team,” he said. “We just can’t get over our heads. You just keep everybody humble, but they don’t need much work. They’re all good kids.”

The Winfield Generals put on an offensive show in their 94-71 defeat of Cabell Midland, but it wasn’t the first number that Coach Pat McGinnis focused on after the easy victory. “Defensively we didn’t play very well at all,” he said. “We used to give up 51 points a game. We were not ready to play this game. We were too loosy-goosy in the first half. You’ve got to be ready to play every night.” Winfield (7-5) trailed by five points late in the first quarter after Cabell Midland’s Jacob Morgan hit a 3-pointer. The Knights (3-8) led as late as midway through the second quarter at 34-32, but that’s when Winfield turned it up offensively. A 14-1 run, which started with a Cole Schoolcraft old-fashioned 3point play and ended on a Bear Bellomy 3-pointer, put the Generals up 11 points. Bellomy came off the bench to lead the team with

27 points, while Toby Show had 23 points and a team-best 11 rebounds. Although Midland climbed back to within six early in the third quarter, the Generals maintained a double-digit lead most of the second half and pulled away late. Six three-pointers and just 10 turnovers helped the cause. “We played pretty good,” said senior Taylor Hearn, who had five points and two assists off the bench. “We just shot the ball well. My main role when I come in is to guard the ball handlers and shut them down.” The Knights tried to push the tempo with a full-court press, but the disruption was temporary. “We started making more passes and getting rhythm shots,” said Zach Fisher, who had 18 points and five rebounds. “This can generate a lot of confidence after losing a couple close ones. It feels good to get back on track, but we’ve got to get ready for the next tough game.” Schoolcraft agreed patience was the key to turning things

Cabell Midland Coach Matt Stead said he saw some positive signs, particularly the play of senior Jacob Morgan, who scored eight points and grabbed six rebounds off the bench. Coy Pettit had 17 points, and Cole Tilley 13

to lead the Knights. “I really don’t have a whole lot to gripe about,” he said. “At certain points we just let it get away from us.” Losing Keegan Adkins, Sawyer Beckett and Jacob Perry to foul trouble in the first half created an additional hurdle, Stead noted, and the Knights shot just 13-of-25 at the free throw line. “This was the third or fourth game in a row now that (Morgan) played the way we need him to play,” Stead said. “He’s really stepping up.” He said the press was effective at times. “We wanted to slow them down a little bit, make them think,” he said. “It’s something we’re just working on lately, and we’re not used to playing that small.” Winfield is back in action at home Saturday against George Washington, and McGinnis expects a better outing. “It’s a win, but we definitely did not play well at all,” he said of the victory over Midland. “We’ve got to do much better defensively.”

Winfield High School is now a three-time Putnam County Wrestling Champion. The Generals wrestling team pinned its way to the top, slamming down Poca, Buffalo and Hurricane during the Jan. 29 county match. Bryce Humphreys extended his county winning streak to three titles; Chris Cochran four; Evan Fairchild three; and Tyler Grimm two. The four wrestlers helped the Generals win against Hurricane 54-27; Buffalo 60-24; and Poca 669. Coach Mike Cochran has led the Generals for six years. The last three have resulted in county titles. He's proud of his boys. "It feels great - when I first started, we were always behind Hurricane High School, but we have climbed our way to the mix now and we won it three times," Cochran said. "That doesn't happen very often." The winning wrestling coach continued, "Hurricane gave us a really tough match, so we had to step up. Buffalo has a nice program they're building and Poca has a good team with some young wrestlers - overall, there was

Red Hot Show Choir legacy builds 20 years of success By Justin Waybright justin@thecabellstandard.com

Hurricane's Red Hot Show Choir is ready to light up its 2014 season. The 56-member group carries with it a winning legacy that includes eight state titles, numerous grand championships and a slew of vocal, show and choreography awards. Director Kaitlin DeSpain wants to keep building the legacy. She is ready to see her performers wow crowds this year. "This is our 20th anniversary, and we've had years of hard work that's come before us to bring us success," she said. "Now, that we're in the swing of things, it seems like every performance gets better." To ensure the reputation of success continues, DeSpain works tirelessly with her students every weekday. Practice is often vigorous and meticulous. "We practice for about three hours, picking everything apart -

once the music hits and the curtain opens, nothing else matters except the performance," she said. "There's a difference between practicing and performing in front of a crowd in a competition." The backbone of the show choir is the band. Noah Gillispie, bass player, loves being part of the group. "My friends asked me to join, so I did, and I don't regret it - it's fun," he said. "I like people to depend on the bass, because it's one of those instruments you can play loud - it's such a good instrument." Cora King agreed. The sophomore described the bond Red Hot Show Choir brings. "It's like a family," King said. "It's a great group to join, because you can just be yourself." The show choir's season continues with The Red Hot Show Choir Championship Feb. 8, Grove City Voices in the Grove Feb. 22, Robert C. Byrd Competition March 1 and the West Virginia State Show Choir Competition March 15.

It may have looked easy, but the Buffalo High School Lady Bison’s victory over the Teays Valley Christian Lady Lions was a testament to their ability to do the little things. “We wanted to box out, play good defense, and get out and run in transition,” said Jamie Ball, Buffalo head coach, after the game, “and we were able to do that.” The Lady Bison were focused on the fundamentals all night, using big runs in the second and third quarters to put the game out of reach. trying to feel each other out. Poor shooting on both sides made it difficult to seize momentum, but as the quarter progressed, the Lady Bison were able to build a slight lead. The quarter ended with Buffalo leading 11-7, and they wouldn’t trail for the rest of the game. It was during the second quarter that the Lady Bison began to assert their dominance. They used swarming defense to create turnovers, which led to easy transition baskets. The transition baskets, along with better shooting from the field, allowed the Lady Bison to go on a 15-0 run. where they left off in the third quarter, continuing to impose their will defensively, and were able to add to their lead thanks to easy transition baskets. Both teams played better offensively, as each team traded baskets back and forth to end the period with the score of 50-25. Although they were trailing, Teays Valley Christian refused to give in and continued to play hard throughout the game. They played their best in the final quarter, going on a mini run to cut into Buffalo’s lead. Spaulding wins Mayo Lester Award By Chris Stadelman chris@theputnamstandard.com As the culmination of the celebration of the Putnam County Chamber of Commerceʼs 35 years, attendees honored a charter member and one of the regionʼs most respected voices for two generations. O.C. “Hobby” Spaulding won the 2013 Mayo Lester Award for his contributions to the chamber and community during a lifetime of public service. The 300 people present at the Charleston Marriott for the annual dinner rose to their feet to honor Spaulding, an attorney and retired circuit judge. “I donʼt deserve this, but I thank you for remembering me,” Spaulding told the audience. Spaulding is battling ALS, or Lou Gehrigʼs Disease, so he asked longtime friend David Hofstetter to make remarks on his behalf. Hofstetter, chairman of the chamber in 1980, helped create the Mayo Lester Award to honor the man who pushed for the organizationʼs creation. “Every time Iʼd go to visit him heʼd ask how many members we had, how many new members,” Hofstetter recalled. “He wanted the Putnam County Chamber of Commerce to be the most effective business advocacy group in the state of West Virginia. Youʼve realized Mayoʼs vision. Youʼve surpassed his vision.” Saturday was a night of celebration, recalling the history of the group while also looking to the future. In addition to the Mayo Lester

About 300 people attended the 35th anniversary dinner of the Putnam County Chamber of Commerce on Saturday night. The crowd heard about past accomplishments and future plans, and saw O.C. “Hobby” Spaulding and Brian Moore receive awards. Award, the chamber for the second time honored someone with its “Generation Putnam Young Leader Award.” This yearʼs recipient was Brian Moore, an employment lawyer and author who is a graduate of Leadership Putnam and Leadership West Virginia. “Iʼm not sure I deserve this, but I will spend the rest of this year

trying to live up to this award,” Moore said. While Spaulding and Moore received the awards, many others joined in paying tribute to history and sharing vision for the future. “Itʼs due to all of you in this room that weʼve made it this far,” chamber President Marty Chapman said, recalling a small group

of visionaries who gathered in the spring of 1978 to start a prodevelopment group. See the story of the Putnam Chamber of Commerce formation on Page 3. Ashley Alford, the chamberʼs public relations specialist, told members about upcoming activities and events, including the first mobile phone application in the chamberʼs history. It can be downloaded from the App Store and features a directory, calendar of events, and member-to-member discounts, among other items. The chamber also recognized two departing board members, Terry Mathias and Allen Noffsinger, and members elected Michael Hathaway of Frontier Communications and Michael Wheeler of Terradon Corporation to the board. Phil Hudnall of AEP, the incoming chairman, thanked outgoing chair Cindy Skiles of Teays Physical Therapy Center for her service, noting they were longtime friends whose mothers were best friends. “I want to take the time to thank you for everything youʼve done,” Hudnall told Skiles. “Members and potential members, I want you to know that this chamber belongs to all of you.” The night, however, belonged to Spaulding. As Chapman started through the resume of the then-unnamed winner, starting with private practice as an attorney, followed by time in the Putnam County prosecutorʼs office, it became clear where he was headed. Spauldingʼs wife, Cabell Circuit Judge Jane Hustead, gently pushed Spaulding in the shoulder and smiled at him. Spaulding filled in for state Su-

preme Court vacancies and was an expert on issues such as eyewitness identification and the placement of children. Chapman noted the judge, who retired at the end of 2011, “epitomizes integrity, knowledge and competence.” Hofstetter accompanied Spaulding to the front of the room and said he had been asked to verbalize the judgeʼs thoughts because Spaulding speaks only with the assistance of a computer. “Hobby Spaulding is one of my dearest friends,” Hofstetter said. “I respect him, I admire him, I dearly love him. Iʼve enjoyed every minute of my association with this man.” He also noted Husteadʼs important presence in Spauldingʼs life, calling her a blessing who had contributed to Spaudlingʼs successes. He called for a round of applause that included a beaming and clapping Spaulding looking at his wife in the audience. Early leaders created path for growth By Kelly Stadelman kelly@theputnamstandard.com Mayo Lester’s vision and the grand opening of Brunetti’s Family Restaurant in Hurricane on April 17, 1978, sparked the creation of an organization that continues to move Putnam County forward. Lester, owner of Lester Construction Co., invited local business leaders to the grand opening to help Joe and Saundra Brunetti. The informal gathering later became known as the first meeting of the Putnam County Business Alliance. “Mayo’s original thought behind the new organization was to help local businesses capitalize on the completion of I-64,” said Debbie Phillips, former executive director of the chamber and the 2012 Mayo Lester award winner. “He wanted to bring the county together.” Less than 24 hours after the first meeting, Lester wrote a letter to area business leaders setting a date for the second meeting in order to “keep the ball rolling.” “It was a good feeling for me to see each of you and to have the time to be with you enjoying an effort to talk about the progress of our area,” Lester wrote in the April 18, 1978 letter. “I am sure you will enjoy (the next meeting) and bring some ideas with you so we may all share in making Putnam County a better place to live.” Under the leadership of Lester, the association continued to meet, inviting others to join them. By June 1978 a charter for the non-profit organization was granted under the name of “Putnam County Business and Professional Alliance.”

A steering committee of Ben Vest, E.E. Boehm, Stan Kaczkowski, Bob O’Dell and Lester was formed, and the organization held breakfast meetings in Buffalo, Winfield and Poca to generate interest and develop goals. “It was the perfect place to be for someone who wanted to be a leader,” O’Dell said. The group grew from the original 10 members – Bob Hatfield, Bill Terry, Fred Leslie Sr., Bill Howard, Calvin Reinking, Joe Datens, Randy McDavid, Dave Hofstetter, Paul Jackson and Lester – to 45 members by the end of the first year. A year later the name of the organization was changed to the Putnam County Chamber of Commerce. “We had a lot of energy and risk takers trying to do what we could to move forward,” Phillips said. “It was fun. We had the right people in the right place at the right time.” Marty Chapman, current president of the Putnam County Chamber of Commerce, said the business leaders in 1978 realized they could accomplish more by working together rather than on their own. “Throughout the year the group continued to meet and developed a list of community projects they wanted to work on,” Chapman said. Some of the first projects included taking the toll off of the Winfield Bridge and completion of the bridge across the interstate. Phillips was hired as the executive director in 1980 to help with these projects. Please see Growth, Page 14

Chamber unveils plans for 35th anniversary Every year the Putnam Countyʼs Board of Directors puts together a strategy and a campaign for the organization. This yearʼs campaign is centered around the Chamberʼs 35th anniversary. The goal of the 35th year campaign is to better educate, retain and recruit membership of the chamber as well as increase community awareness of the Putnam County Chamber of Commerce. Timeline: The 35th year campaign was introduced at the Putnam Chamber Annual Dinner on Jan. 31 and will be promoted throughout the 2014 calendar year. A dated timeline will be produced and posted on the website after approval by the Best Practices Committee and Putnam County Chamber of Commerce Board of Directors. Slogan: This slogan will be used in all promotion materials throughout the year as repetition increases awareness. ■ Your Business is Our Business. Putnam County Chamber ■ Partners in Growth. The chamber social media pages have seen an increase in active followers. By creating a campaign that encourages activity on the page and

The chamber testimonial is a great way to show the community the appreciation the business community has for the organization and gives examples of why all types of business should be a member. They also generate awareness of the chamber. Word of mouth marketing is the best marketing. ■ Negotiate more trades for advertising with local media outlets. As we donʼt have unlimited funds for advertising often trades can be made to promote the chamber. ■ Membership Door Clings Door Clings will be seen at all member businesses letting the community know of their active membership. These will help the community recognize the chamber. ■ Community Event: Partner with the Taste of Putnam By joining a community event we can create awareness of the

Putnam Chamber goes mobile with new application By Kelly Stadelman kelly@theputnamstandard.com The Putnam County Chamber of Commerce is going mobile. The organization launched a new app that will provide vital information about the chamber, showcase the community and allow members to easily connect with one another. “This new app is part of our 35th year campaign, allowing us to better educate, retain and recruit membership of the chamber,” said Ashley Alford, public relations specialist for the Putnam County Chamber of Commerce. “It will also increase community awareness of the Putnam County Chamber of Commerce and its offerings.” Upon opening the app users will be treated to a beautiful landscape of Putnam County. At the bottom of the screen there are icons for news, directory, events and deals. Each icon links to another screen where members can easily access news releases, contact information of other members, upcoming Chamber events and member-tomember discounts. “The information for the app comes directly from our website,” Alford explained. “Members are our focus and this new app helps will have access to the Chamberʼs meeting and Generation Putnam us accomplish that goal.” monthly events including Business meetings and events. A QR code scanner for special promotions and a GPS coupon are also special features of the app. With the GPS coupon members will be able to grab discount coupons for area businesses. “We are also adding a program where members can receive special discounts by buying from another member,” Alford said. “We want members to help each other and create more partnerships.” The new app also provides a link to the Chamberʼs YouTube station that will feature 15-minute promos about area businesses. “The videos are part of the Chamberʼs 35th year campaign,”

she said. “We will work with businesses to produce a 15-minute show showcasing a chamber member. Annual Dinner Meeting Typically held at the end of January, this event delivers the Annual Report to Chamber members along with a brief business meeting to elect members to the Chamber Board of Directors. Certificates of Origin (CO) Some destinations require a Certificate of Origin (CO) for certain commodities. The purpose of the CO is to authenticate the country of origin of the merchandise being shipped. Through world trade agreements on an international level, it has been determined and agreed upon by all countries that local Chambers of Commerce are reputable, and are in the best position to know the local companies and their product lines. Putnam County Chamber of Commerce will provide the required seal on certificates of origin as a courtesy to Chamber members. There is a fee of $25 per certificate for non-Chamber members. Chamber Directory One of our many ways to help promote members is with the Chamber Directory. The Directory is prepared every year by the Chamber Staff and is professionally printed for distribution in early spring. Each member is listed and cross-referenced by business name and product or service provided. In addition to member listings, helpful relocation and consumer information is included making the directory a valuable reference tool for an entire year. Over 3,000 copies are distributed throughout the community to Chamber members, hotels,

Community Calendar One important function of the Chamber is to keep the business community and the residents informed on events and activities. The Chamber website hosts a community calendar for the entire community to access and use. Chamber members and residents can submit information for publication on the calendar. This service is highly recommended for promoting the many social, recreational and civic opportunities that Putnam County has to offer. E-Billboard This electronic service provides the Chamber member with an opportunity to send a quality “infomercial” to the Chamber email listserve – nearly 800 email addresses. If you have special promotion such as an upcoming sale or a new product or service to offer, e-Billboard can be utilized to get the message out quickly and professionally. A modest fee is charged and a minimal amount of advanced notice is requested to schedule a release date. Education Committee This group of volunteers takes action to advocate for education and workforce issues in Putnam County and throughout the region. The committee meets the second Wednesday of each month at noon. Projects include encouraging Chamber members to participate in the Portfolio Exposition with the County high schools and sponsorship of the Business Symposium every January. Empowering Women Conference This event held annually in the spring by the Putnam County Chamber of Commerce and the Putnam Chamber Network of Women (NOW) focuses on being a woman in business. Speaker topics include leadership, business development and mentorship. This day-long conference is highly recommended for social networking potential, education, corporate sponsorship opportunities and business promotion. Generation Putnam Generation Putnam is dedicated to building a better Putnam County. All of our information is available online, including a complete copy of the directory. With recent updates to the Chamber website and implementation of a new software system within the Chamber office, members will have the ability to view and make changes to their member profile, view & register for upcoming events, promote their business with online advertisements and make membership payments online.

Mayo Lester Community Service Award The Mayo Lester Community Service Award was the first program established by the Chamber of Commerce. Given annually to an individual who has excelled in community services to Putnam County, it was named after one of the chamberʼs founding members and the first chairman, the late Mayo Lester. To receive the award an individualʼs personal attributes and contributions to the community may include, but not be limited to: * Personal involvement in countywide or local civic improvement projects.

Growth From Page 3 “The chamber worked with the state legislative officials to make these projects happen,” Phillips said. “The toll was taken off the bridge and the state took it over. Once the bridge was completed we started to see growth.” The construction of a hospital and water and sewer lines were the next projects the organization undertook to keep the county growing. “We started working on the water and sewage projects because it was linked to growth in the community,” she said. “We also started and received a certificate of need for the hospital and got the Putnam General Hospital built.” In 1982 Gayle Vest took over as executive director. Working with the board Vest set up the chamberʼs annual dinner with the Mayo Lester Award and Putnam on Parade. “We were looking for a way to promote the county and came up with Putnam on Parade,” Vest said. “It was an all-out effort to get people from outside the county to pay attention to Putnam. It also allowed for everyone within the county to get to know more about the place they live.” Vest also worked with the board to construct a permanent home for the chamber, to start the Leadership Putnam class, to develop the annual directory and the first map of the county. “A lot of people wanted to become involved in the chamber but didnʼt know how things worked,” she said. “The class helped introduce our members to Putnam County, its agencies and business community.” From 1970 to 1980 the population of Putnam County grew 38 percent. It grew another 24 percent from 1980 to 1990. With the population growth the chamberʼs membership also grew

under Vestʼs direction. “Everyone worked for the good of the community throughout those years,” she said. “Everyone cooperated with each other to get the projects completed.” Throughout the years the chamber continued to diversify its membership and encouraged involvement of business members in the community. “An education committee was established and we started working on education projects such as the portfolio fairs and business symposium to develop future entrepreneurs,” Chapman said. “We continue to support additional infrastructure projects and the completion of U.S. 35. “Our job is to be an advocate for our members and create an environment where they can be successful.” Joe Sowers, 1996 Chairman of the Board of Directors, said the chamber plays a critical role for small business owners in Putnam County. “Weʼve been fortunate to have had stable leadership and quality people to lead the chamber over the years,” he said. A 21-member Board of Directors provides guidance, policy and oversight to the organizationʼs affairs. Members come from all segments of the business community – utilities, manufacturing, banking, medical, retail, service, etc., as well as from different size employers and different parts of the county. In addition to advocating on issues of concern to the business community, the chamber staff answers hundreds of inquiries from members needing statistical data and from individuals and businesses contemplating a move to Putnam County.
