Putnam youth recognized at environmental day

Tomblin provides update on business trip

CHARLESTON -- Several youth groups and individuals from Putnam County were recognized recently during the recent West Virginia Youth Environmental Day at North Bend State Park in Cairo. Sponsored by the state Department of Environmental Protection, the 49th annual Youth Environmental Day drew close to 1,000 young people and their families. Awards were presented based on participation in community environmental projects such as litter cleanups, recycling drives, school beautification projects, tree planting, backyard composting, wildlife management, watershed protection and much more. Following is the list of winners from Putnam County who were recognized during the May 19 ceremony: Go-Mart Corporate Energy Essay Award – Chloe Sergent, Cow Creek Hi Strivers 4-H Club, Putnam County. First place $125. Rick Vecellio Memorial Art Poster Awards – Alyssa Hudson, Winfield Scotts 4-H Club, Putnam County; The $100 awards are given for posters that depict an environmental theme, judged on originality, quality, and choice of theme. CHARLESTON - Gov. Earl Ray Tomblin today reported on his ongoing trade mission to Japan with local economic development officials. Since arriving in Japan on June 1, the governor has met with many Japanese companies with existing investments in West Virginia, as well as several potential investors. The trade mission, which continues through June 9, aims to strengthen the state's ties with Japanese businesses. Several local economic development professionals are traveling with the governor, including Heather Vanater, economic development project director for the Putnam County Development Authority. Since arriving in Japan, Gov. Tomblin has held private meetings with senior executives from Nisshin Steel, Nippon Thermostat, Hino Motors, Kureha Corporation and Okuno International- all companies currently doing business in West Virginia. The meetings have focused on nurturing existing

WINFIELD -- Robotics won't be just an extracurricular activity at Winfield High School anymore. The Putnam County Board of Education approved a measure Monday that will create a Robotics course – pending state approval – at Winfield High School

next year. Winfield has a successful extracurricular robotics team, which fields a team of young robot designers who have competed at the national level. If there is interest elsewhere, the course will be available for the rest of the county's high schools as well. “The state has to still approve it, of course,” said Superintend-

ent Chuck Hatfield, “but the robotics team at Winfield has been so successful, we want to offer this course at Winfield and other schools as well. Anything that prepares them to work in today's technology driven world is of high interest and benefit to our kids.” Hatfield said this will help the county's students be more competitive in a modern, technology-

St. Francis School Summer Fun Academy Registration is now open for St. Francis of Assisi School’s Summer Fun Academy for children ages 3-12. Putnam farm honored by Western Conservation District RED HOUSE – The Western Conservation District has announced that the Just Our Luck Farm of Putnam County is the 2012 Western District Conservation Farm. The farm is owned and operated by Greg and Patty Parsons of Red House.

The farm was chosen for its outstanding practices in the field of conservation efforts and utilization of natural resources, according to the Western Conservation District. The farm is a cow-calf beef operation. The farm does several conservation efforts throughout

the year, including Rotational grazing, pasture management, waste management, and water conservation. The Parsons family is very active in the community, as they take part in local school, church and various conservation education programs.

The family has hosted several church events and youth group campouts. The award was given to recognize conservation efforts throughout the district. This was no easy task as the Western District conservation supervisors evaluated the farms according to such criteria as the

best management practices, Conservation Farm plans, land usage and farm family involvement in the community. The Parsons’ will receive a farm sign along with other awards at the 66th annual Western Conservation District awards banquet this fall.

First Lady Tomblin to speak at reception for Leadership Putnam June 15 HURRICANE -- A reception to recognize the graduates of Leadership Putnam County will take place on Friday, June 15 at 8:30a.m. at Sleepy Hollow Golf Club in Hurricane. This reception is open to all Chamber members, past leader-

Putnam resident named state’s Chief Technology Officer CHARLESTON - Gov. Earl Ray Tomblin has named Putnam County resident Gale Given as West Virginia's Chief Technology Officer (CTO), effective June 4. Given replaces former CTO Kyle Shaffer who resigned in March. "When then-Gov. Bob Wise recognized Gale as a Distinguished West Virginian, Gale's

leadership and technology skills were just beginning to turn heads at her employer, Verizon," Tomblin said. "After retiring from the telecommunications company, I am pleased Gale has decided to return home and lead the State Office of Technology where her skills and expertise will direct the future of efficient and effective gover-

nance." A Point Pleasant native, Given began her career as an engineer and rose to become Verizon Corporation's State President of West Virginia, and, most recently, the company's State President of Pennsylvania and Regional President of Pennsylvania, Delaware and West Virginia.

"I am so happy to be back home in the hills of West Virginia," Given said. "It is an honor to be given the opportunity to serve the citizens of the state through the work of the Office of Technology and the agencies it supports." Given earned her Bachelors of Science and Masters of Business Administration degrees from

Marshall University. In addition, Given received an honorary doctorate from Marshall University's School of Business in 2002, the same year she was inducted into the university's Business Hall of Fame. Given lives in Teays Valley with her husband, Joe. Together they have three children: Brad, Erica and Drew.

Attorney General reaches settlement with collection agencies By Jessica M. Karmasek www.wvrecord.com

CHARLESTON - West Virginia Attorney General Darrell McGraw announced Wednesday that his office has reached settlements with five out-of-state debt collection agencies, netting more than $700,000 for state consumers. The five companies are Frontier Financial Group of Henderson, Nev.; United Debt Holding of Castle Rock, Colo.; Skutr Financial of Las Vegas; USCB Corp. of Archibald, Pa.; and Mauconduit and Luna of Hapeville, Ga. Under the agreements, the companies are required to pay

a total of $772,286 in refunds and cancelled debts to settle charges that they engaged in unlawful debt collection in West Virginia. "State laws and regulations governing collection agencies are intended to protect both consumers and legitimate creditors from fraud and abuse," McGraw said in a statement Wednesday. "The Tax Department has made it clear that debt buyers who buy charged-off debts for collection must comply with collection agency laws." The attorney general began investigating the companies after receiving complaints that four of them were not licensed

in the state and that all five were collecting illegal Internet payday loans. Oak Hill resident James Shuff filed a complaint against Frontier Financial. Shuff said he knew there was a problem when he received a letter from the company demanding payment of a $615 debt to Money and More, an Internet payday lender based in California. Because of information previously provided by the attorney general's Consumer Protection Division, Shuff knew the debt had been canceled and Money and More had been banned from doing business in West Virginia.

McGraw's investigation would later confirm that Frontier Financial was both unlicensed and attempting to collect Money and More's payday debts. Further investigation disclosed that Frontier Financial was primarily collecting debts for two unlicensed debt buyers also named in the settlements, United Debt Holding and Skutr Financial. Those companies were attempting to collect on Internet payday loans, illegal in West Virginia, and charged-off credit card debts, according to the Attorney General's Office. Soon after, McGraw began investigating USCB and Mau-

conduit and Luna. Although licensed to collect debts in West Virginia, USCB was found to be collecting charged-off Internet payday loans that it had purchased from various lenders. and Luna, Mauconduit meanwhile, was not licensed to collect debt in the state, McGraw's office said. "Internet payday loans are harmful to consumers and have never been legal in West Virginia," the attorney general said. "My office will continue to intervene whenever any agency, licensed or otherwise, is collecting unlawful debts here."

DOROTHY MARIE (FEIPEL) BAHOR Dorothy Marie (Feipel) Bahor, 92, of St. Albans left this life on May 24, 2012, to enter into her new life with Christ. Dorothy, Dottie, Grandma Dot and Dot were her most common names, but she will be missed the most as Mom. Dorothy was preceded in death by her husband, Ernest M. Bahor, in 1978. Dot was born in Detroit, Mich., where she eventually met and married Ernie. They moved to the Charleston area in the 1940s for Ernie's work at Union Carbide. As many in this area from that era did, they settled in St. Albans to raise

their family. Dorothy and Ernie had seven children, all of whom remain. She is survived by Jean Young and husband, Skip, of Atlanta, Ga., Edward Bahor and wife, Corinne, of St. Albans, Carolyn Sutton and husband, John Y. Sutton, of Bridgeport, Jacqueline Brown of Townville, S.C., Loretta McGinnis and husband, John, of Dayton, Ohio, Debbie Tettenburn and husband, Frank, of St. Albans and Mary Busch of Richmond, Va. Dorothy is also survived by, and lives on through, 17 grandchildren and eight great-grandchildren. She was a great mother, grandmother and loyal wife and homemaker. We still miss her homemade cookies (and she didn't use a recipe). She was raised during the Great Depression era where you had to work for all you gained. Her hard work ethic was a trademark of her personality, and that "gene" was passed on to all the kids. And, to her and Ernie's credit, all the children graduated with a college degree. Dorothy gave back to her community in later years, volunteering at Thomas Memorial Hospital for 17 years. Dorothy lived the last eight years at Broadmore Assisted Living in Teays Valley. She enjoyed bird-watching, watching Lawrence Welk and The Gaithers. Thank you, Broadmore, for all you have done for Dot. The family would like to express its heartfelt thanks to the staff at Dunbar Care and Rehabilitation Center. In this day of unpleasant hospital experiences, Dunbar Rehab was a pleasant surprise and an answer to prayer as the staff, from maintenance to the administrator, worked together to care for Dot in her last days, and genuinely cared for her and the family.
