DCAD records show residents near Royal Branch Creek began getting taxed more for their views in 2009.

An analysis of Preston Hollow homes shows that some homeowners are being charged property tax premiums of up to 40 percent for views of lakes, parks, and other amenities. According to Chapter 23 of the Texas Property Tax Code, amenities and views are factors an appraiser may consider when calculating property value. However, what exactly constitutes a premium view or amenity is at the appraiser’s sole discretion. Homes near the intersection of Royal Lane and Hillcrest Road illustrate how subjec-
tive those evaluations can be. Some houses that abut a small lake are charged 40 percent more for their view, while others are charged less due to their proximity to busier streets. Houses with a view of nearby Royal Branch Creek are being charged anywhere from 20 to 40 percent more. A few are charged nothing due to traffic concerns even though there are no major streets in the area. Dallas Central Appraisal District (DCAD) records show that many of these upcharges were implemented in 2009, long after most of these homes had been build. Stay-at-home mom Abbey has a partial view of the creek, but is not being charged a premium. She did not want to divulge her last
name out of fear of offending her neighbors. “You would think we would have heard something about this,” she said. “I don’t know what to think.” When property owners get their tax bills, they see a new value and a market adjustment percentage. This information is also available online. However, DCAD’s website does not include notes from the appraisers on what may have determined the adjustments. That requires a trip to the DCAD offices on Stemmons Freeway. DCAD spokesperson Cheryl Jordan said the information is distributed in this manner to address privacy concerns.
