The Fishery prohibited zone case: HOW TO BALANCE BETWEEN FISHERMAN LIFE AND ENVIRONMENTAL PROTECTION ?

In NOV. 2017, Several diving lovers made a proposal on JOIN platform, suggesting government place a ban on fishery activities in Peng Hu sea area. It got more than 5000 people to seconded the motion very soon, so PDIS and COA held a collaboration meeting in PENG HU county.
We set 2 rooms, one for collaboration meeting, the other room playing the live stream for online participants and people which came to show their highly concern. The multi stakeholders came together, including public sectors and local government, fisherman’s association, hundreds of residences, and some local councilors attempting to play some roles.
The Challenges We Met 1. When the proposals are clear and the stakeholders are countable, it will be easier. However, the reality is always more complicated. 2. To transform the organization culture is quite a tough mission. To extend the new methods requires more efforts. 3. POs have to urge themselves not to offend the existing command chain inside the government. The empowerment is very important. 4. Not every collaboration meeting will lead to change of rules, but it still means a lot about improving mutual understanding among people with different interests. 5. The ultimate goal is “Everyone is PO.� Every single public servant should have capabilities to internalize the value and spirits of PO role.
