Participation Officer network The PO peer support network serves to drive cultural change. It plays a key role in Taiwan’s open government scene.

They are involved in conversation with civic society and governmental divisions. Topics of the conversation are mostly from the “Propose” part of Join Platform. POs gather in weekly, monthly, and seasonal basis respectively for service workshop, peer review and seasonal project milestones review since POs are entirely empowered to decide how this system should work.

PO Network Case Study: HengChun PO PO

MOI PO works closely with other colleagues in the ministry.

She also pays attention on government’s petition website: join.gov.tw She found out HengChun case where people in the southern part of Taiwan in lack of medical resource, passed a petition to ask for MOI’s helicopters to be stationed and work as ambulance for faster transportation.

She found it could be a chance to work with all stakeholders on this topic so that she called out in one of the PO’s regular monthly meetings. They formed a project team and held a 40-people deliberation in HengChun. The entire process was live streamed and uploaded over the Internet. Few solutions jumped out: improve the local hospitals, speed up paper work to call a helicopter or improve infrastructure for transportation.
