and found guilty of manslaughter this week. The accused, while 16 years old at the time of the incident, is now 18 and faces the possibility of being sentenced as an adult. On June 2, 2010
16-year-old Hyatt was fatally stabbed in the neck outside a house on San Clemente Crescent where she was attending a house party. Both the victim and the accused were West Kelowna residents.

Joanne Layh Editor, Peachland View The District of Peachland has a new director of operations. Joe Mitchell started on November 19 and took a few moments in his first week to talk to The View. Mitchell, a professional engineer, is already familiar with some of the projects and systems in Peachland through previous work experience. Before coming to work
in Peachland, Mitchell was a project manager with Cantex Okanagan Construction, the Penticton company contracted to do some work relating to a four-lot subdivision of Bulyea Avenue, construct the Beach Avenue walkway, and build the priority one water main in 2009. Prior to working for Cantex, Mitchell was a design engineer for Urban Systems, where he was a consultant for the
municipality on the 13th Street upgrade associated with construction of the Gateway, as well as a couple of other projects. “I’ve been a part of Peachland for a while and I was also a lifeguard on the beach for eight years prior to that,” Mitchell told The View. “I’ve always had a little part of Peachland. I really enjoy it here.” Mitchell looks forward to getting to know the community and district
staff better in the coming weeks. “I’m really excited. The crew that we have here is a very positive crew and the feeling in Peachland is a very progressive community and I’m just excited to be a part of it,” Mitchell said. “It’s a gorgeous town. That’s why I keep coming back.” Mitchell replaces Doug Allin, who resigned to accept the position of chief administrative officer in Grand Forks.

If you’re not sure what to buy young people this Christmas, something with wheels could come in handy for Peachland youth this year, since construction of the Peachland Skate Park is expected to be completed before the holidays. “They’ve been working on the ground preparation and pouring the concrete and the design over the last number of weeks and we’re getting down to finishing touches this week and possibly into next week,” director of community
services Cheryl Wiebe told The View in an interview this week. Contractors will follow that up with a bit of clean up and landscaping and if all goes well the park will be open to the public by mid-December. “It has been very, very smooth. It has been on time and on budget,” Wiebe said. “I couldn’t be more pleased.” Wiebe says the skate park advisory committee will meet this week to discuss the grand opening and signage at the park as well as the rules and best use and how that is expected play out. That information is likely to be
publicized next month. Before the park opens, district staff want people to be aware that the multi-use park is not exclusively for the use of skateboarders. “It is a multi-use skate park for scooters and bikes and rollerblades and all kinds of wheels… there is some disconnect out there but it is a multiuse skate park and open to everyone,” Wiebe said. Construction work on the $225,000 skate park project began just after Thanksgiving and is expected to be completed by mid-December. An official grand opening is planned for the spring.

Joanne Layh Editor, Peachland View To help raise funds for cancer research, one Peachland resident plans to do his part by cycling from Vancouver to Seattle next June in the 2013 Enbridge Ride to Conquer Cancer. Peachland resident Gordon Clark is calling upon individuals and businesses to help him raise $5,000 for the cause and is already nearly halfway to reaching his goal. “I’ve been thinking about doing this for the last couple years,” Clark told The View. “We just know so many people who are affected by this disease and this [fundraising] goes to the research component of the cancer association of B.C. and it’s my way of doing something to find a cure if there is a cure and hopefully there is...Every time you turn around there seems to be someone impacted by the disease. I just want to do my part as much as I can.” In June Clark will join thousands of other riders who will travel over 200 kilometers from Vancouver to Seattle over two days. Funds raised from the event will support breakthrough cancer research, treatment and the discovery of new therapies, the event’s western PR coordinator Borjana Slipicevic says. “We think it’s a good cause and we need to do something to cure this disease if it’s curable. Cancer research and treatment has come a long way. We not only know people that have
had it and passed away from it but we also know survivors,” Clark says. “We need to increase the survivor rate rather than the fatality rate.” Clark has joined about 15 other participants on the Kelowna Cyclepath team. The store will provide support and training for the fifth annual ride. Clark’s wife also plans to get involved in the event by joining hundreds of volunteers and crew members who will provide the riders with
food and hydration, portable restrooms, safety on the road, comprehensive medical services and an overnight campsite complete with tents and hot showers. t might only be November, but Christmas is already here, it seems. Or…maybe not. You may have heard that earlier this month Shoppers Drug Mart put a hold on the broadcast of Christmas music in their stores following an onslaught of complaints that it was “just too soon”. In response to the complaints they posted this message on Facebook on November 2: “Hi everyone, due to recent complaints around the Christmas music being played in stores we want to advise you that as of midnight EST tonight, all Christmas music will be suspended until further notice. We do take customer feedback to heart, and it does lead to change. Thank you for your patience around this and have a fabulous Friday.” To date, 1,834 people have commented on this post, some happy with the decision, some not. At the time of writing this, the suspension of Christmas music at Shoppers was still in effect. I’m not going to take the opportunity here to pass judgement on Shoppers or any other business for doing whatever they have to do to try to sell stuff in these tough economic times. After all, here at The View we’ve skipped right past Christmas and are already onto promoting our Boxing Day Shopping Spree Contest. We reckon most people in the community have no objection to the chance of winning some gift certificates or cash at this time of year. How many people have you heard complain that the relentless giving away of free stuff is nauseating? Lots? We didn’t think so. On the other hand, we bid adieu to the decorative pumpkins adorning our office just this week (it is still autumn after all) and probably won’t even begin to set up Christmas decorations until at least the end of the month – or whenever we have some free time on our hands (ha!). When should the lights go up? When should the Christmas music start playing? When should we start really getting into the Christmas season? When you have time and when you feel like it, I say. Everyone’s different and that’s just fine. I have an aunt who loves Christmas so much the carols are cranked in her house starting the day after Halloween. Other people adamantly say not until December. I think people should just tell themselves this: I’ll decide.

Peachland Views ‘I Will’ campaign to promote helmets My best friend Will died last November, just before his 21st birthday, from injuries sustained to the head while urban skiing in Nelson, BC. He appeared fine after the accident but in the morning he could not be wakened and was flown to Kelowna hospital, where he tragically died. His devastated family started the ‘I Will’, campaign last year to promote wearing a helmet in sport and it is spreading throughout the rest of Canada. Will mostly did wear a helmet and may still be alive if had been wearing one that day.

Currently the B.C. government is seeking applications for membership on the board of directors. There will be a total of nine new directors appointed to the board with four having current tourism and/or hospitality related interests with the remainder having no current involvement or

Since 2006 close to $30 million has been obtained under this program with the proceeds used to support the program as it is selffunding with the balance of funds provided to help support community policing and safety initiatives in areas all across British Columbia. In addition to programs against bullying, projects that focus on prevention of youth crime, sexual exploitation, and the prevention of family violence and violence against women including community crime prevention will also
be considered eligible for funding. are essential for effective functioning in later life; and that those who are denied these essential environmental conditions, will be challenged to overcome the effects that such deprivation will cause. Through its focus on partnership building, education, awareness, advocacy and agency support, CATCH seeks to make the Central Okanagan an exemplary place in which to raise children. The State of the Child Report is an important component of that work and provides us with factual data to assess the readiness of children to enter school, as well as other data and commentary helpful in assessing the challenges we
That... is why I now have on display in front of me at our council meetings a double sided sign that reads: Is it Good for Children? ber 20 each year: that being National Child Day, and a date when Canada adopted the United Nations Convention on the Rights of the Child -- a document that spells out the basic human rights of children and youth. The focus by CATCH on young children does not in any way suggest disinterest in the wellbeing and the development of children beyond the age of school entry. Rather, it reflects what educators and researchers have known for many years: namely that children who experience loving, stimulating, nurturing and secure environments in their formative years will develop the emotional, social, cognitive, and physical capacities that
face, the issues being addressed, and the progress being made. The 2012 State of the Child report has some good news, some bad news, and some “watch this space” news. It can be read on the CATCH website www.catchcoalition. ca but I will report here on some of its highlights. On the good news front, smoking by women during pregnancy is on the decline; there has been a 35 per cent increase in the number of child care spaces in the Central Okanagan during the past five years; the number of pre-school programs has also increased by 35 per cent in the past five years; and, the Early Development Instrument
(EDI) that measures school readiness on several dimensions and is applied by school districts across the province shows that fewer children in the regional district are considered “vulnerable” upon entering school, in comparison to B.C. averages. On the bad news front, and beginning with the same EDI results, 27 per cent of Central Okanagan children (compared to 31 per cent provincewide) are considered to be vulnerable upon entering school -- i.e. being at increased risk of encountering difficulties in the school years and beyond. Food costs are up 30 per cent from 2007; the average rent for a three-bedroom apartment increased 10 per cent between April 2011 and April 2012; rental vacancy rates have dropped in the past year; housing is increasingly less affordable, and perhaps the most significant number for us to watch: in 2010 (the last year available for comparison) 23.5 per cent of Central Okanagan children age zero to 17 were deemed to be living in poverty – that number being close to the provincial average. On the “watch this space” front, parenting education and family support programs continue to survive despite difficult economic times; fewer children between zero and age six are being taken into protective care; and child care fees have been fairly stable for the past two years. As the regional district appointee to the board of CATCH, I was called
upon to officially release this year’s document, and along with the other regional district mayors and WFN representative, Councillor Wurstiak, speak to the importance of addressing the needs of children in our communities. I found a great deal to say about what makes Peachland a child friendly community, and in my concluding remarks cautioned that as municipalities and regional districts it is always important to remind ourselves to consider how our planning and decision-making affects the needs of children. That, I explained, is why I now have on display in front of me at our council meetings a double sided sign that reads: Is it Good for Children? I hope that the sign will always remind me that while November 20 is National Child Day, the sentiment behind the proclamation applies every day of the week.

Okay, I am going to talk about a dreaded subject for a lot of people. AGING! Okay, did you know that there are a lot of things that happen as you age? There are several things that start to happen at around 35 years of age. One of things that happens is our body stops making cartilage, you know the slippery stuff that coats joints to help them slide nice and smooth. But like car tires cartilage is a consumable product that if it isn’t replaced on a regular basis (which your body stops doing on its own at about 35) it gets used up. When cartilage gets used up you are left with a condition called Osteoarthritis. I call it wear and tear arthritis in my office. The truth is that if we live long enough everyone on the planet would
likely have wear and tear arthritis. The question is why do some people start to hurt and feel “old” and have this type of arthritis sooner than others. The answer to that question is multifaceted, and I can’t get into specifics in the little space that I have. So, the question is how can Chiropractic help?

From all accounts, the event was a resounding success. Approximately 135 people attended the gala, with the addition of several Peachland fire fighters joining in after the close of their annual event. The community centre was transformed by our extremely creative

and hard working organizing committee, who spent hours preplanning and on the day of, creating an atmosphere that surprised the many who attended. The venue was very classy and upscale with well over 100 trees of various types surrounding the entire area. The trees were lit with clear mini lights that gave the room an extremely warm and inviting feel and the tables were decorated with tall grass plumes, vases, candles, crystal wine glasses and white linens. It truly was an in-
credible looking room. The Waterfront Grill catered the dinner, which included prime rib carved right at your plate, glazed salmon, various vegetables and salads and of course desserts. It was a fabulous meal. This year we changed the format of the evening and brought in DJ Haymaker, one of the top and most recognized DJs in the Okanagan. Not only did he provide the appropriate music styles and

additional mood lighting, he was our emcee, our live auctioneer and the leader of our “Survivor” game, which pitted table against table in an elimination series event that sent a representative from each table on a hunt for various items. If you were quick enough to retrieve the item in question and could find an empty chair on your return, then you were allowed to continue. This was hilarious to watch and kept everyone

Food for the Soul: Thirsty like a deer John Rankin, Peachland Baptist Special to the Peachland View When we first moved to Peachland we were delighted to see all of the beauty and nature around us, and that hasn’t changed. Where else can you see such clear lakes and blossoming orchards and variety of wildlife at such close proximity? We are truly blessed to live here to witness God’s creation and have the deer wander so close to us (yes, I know that might be a contentious issue). We have experienced a couple of less than pleasant encounters with those marvelous creatures. My wife’s hedges will never be the same. Neither will our side mirror on the car, when a deer literally slid across the road right into us, and although I was initially quite annoyed, we really need to put things in perspective. They are merely trying to survive, wandering continuously and constantly looking for food and water. No one can blame them for that. They are not cognizant of the concept of
stealing or trespassing, nor are they always in tune with danger. Some may see them as scavengers or annoying and dangerous, but God sees them as part of His beautiful creation who are doing everything they can to survive in amongst those who have invaded their territory. King David relates to that deer wandering and thirsting for water. Psalm 42:1-2 says, “As the deer pants for streams of water, so my soul pants for you, O God. My soul thirsts for God, for the living God. When can I go and meet with God?” Like a hunted deer, David was on the run either from Saul or his son Absalom, who were both trying to kill him. He was banished from the land of Jordan, and barred from the courts of God’s house. He had no one in the world to turn for comfort, so he wisely turned to the Lord. His exhausted soul panted after God for all of the comforts and blessings only available in Him. In the past David’s doubts and fears had shaken him, but now
he would set his heart steadfastly on the living God and would live and die by Him. There he will cast his anchor and ride out the storm. Like a deer who has escaped from the hunter and who thirsts after a cool and quiet stream, so David’s soul will rest in that sweet and refreshing communion with God, the only one who can satisfy the soul. David was tired of being hunted and harassed, and longed to be in the presence of his Lord, to attend to Him as a servant before His master and to pay his respects to Him and receive His commands. He longed to give an account to Him, knowing that he will stand before a perfect judge. He longed to come to God in person, but was satisfied to come to Him in prayer, until God calls Him home. In His prayer and in His heart, he will be refreshed. In the past after a long journey, David had longed for the water at the well in Bethlehem to refresh his body, but that was nothing compared to this thirst to this desire. As a deer wanders

endlessly searching for water, his body would thirst again, but his soul would forever be satisfied with the living water provided by His Lord and Saviour. In John 4:13-14, Jesus told the Samaritan woman that He would provide living water to all who were spiritually thirsty. He said, “Everyone who drinks this water will be thirsty again, but whoever drinks the water I give him will never thirst. Indeed the water I give him will become in him a spring of water welling up to eternal life.” It’s too bad that the woman, like so many others was stuck on the mundane level of physical life, and she could not understand how this stranger could provide any water without a bucket or rope, let alone bubbling spring water. She was left wondering how she might have a pipeline to Jesus water to avoid the drudgery of physical work that brought her to the well daily. She did not yet recognize Jesus was not talking about physical water, as important as that was for survival, but something of far

greater importance that would have eternal significance. He was telling her that all those who would believe in Him and trust Him as their Lord and Saviour, would receive His eternal grace, and be filled with His spirit, and have a joy and contentment the world knows nothing about. The spiritual water (life) that Jesus offered would not just sit in a person and become stale, but would bubble over now and forever. A deer knows nothing of trespassing, stealing and lying, but we do. We know we are responsible for our sins before a Holy God, and in danger of being banished from His presence. We also know that He has told us there is a way of forgiveness and a way to peace and joy that overflows like a fountain. That way is only through faith and trust in Jesus Christ, our Messiah and our Saviour. The Samaritan woman became a believer and so did many others. Are you? Do you have an indescribable joy in the Lord? I hope and pray that you do.
