Impaired driver blamed for head-on crash near Antlers Beach Joanne Layh Peachland View A West Kelowna man in his seventies is in hospital with serious but non-life threatening injuries following a Monday night

head-on crash with a driver who was allegedly drunk.

The motor vehicle collision occurred on Highway 97 near Antlers Beach at approximately 9 p.m. on January 21.

West Kelowna RCMP Cpl. Steve Woodcox says

an investigation revealed that a southbound sedan crossed the center line and struck a northbound sedan head-on.

Members of Peachland Fire and Rescue Service had to extract the driver of the northbound sedan

from his vehicle. He was taken to Kelowna General Hospital.

Cpl. Woodcox says the driver of the southbound vehicle, a 32-year-old Penticton area man, showed symptoms of impairment and was detained for an

impaired driving investigation. The Penticton area man later provided breath samples that were three times over the legal limit.

He was released on a Promise to Appear with a court date set for May 2013.

Criminals target Peachland businesses Joanne Layh Peachland View Two criminal incidents targeting Peachland businesses occurred early Sunday morning, though it isn’t clear if there is any link between the events or if is just pure coincidence that IGA was vandalized

not very long after the Peachland Pharmacy was broken into.

Peachland IGA owner Harry Gough says the incident at his store happened early Sunday morning at approximately 4:15 a.m.

The security company that monitors IGA’s alarms notified Gough and dispatched police, but the

suspect was gone before they arrived.

“The incident at the IGA was in fact mischief,” RCMP Cpl. Tania Carroll told The View. “There was a male who basically body-slammed the glass doors and double paned window.”

“We have it on the surveillance camera on video,” Gough told The View. “They didn’t even come in the store. It was strictly vandalism. They smashed the main door and then the side window and then just walked off.”

Gough says the suspect appears to have used a cylinder shaped object, such as a metal pipe. “You can see it in his hand,” Gough said.

Gough says a janitorial worker on site witnessed the incident but was unable to stop the man.

Gough believes the suspect was approximately 5’11” in height. Cpl. Carroll says the male was wearing a green jacket or hoodie and black trousers.

Gough is appealing to the public to come forward with any information they might have about the suspect.

“For information lead-

ing to his arrest and conviction, we would be pleased to pay $500,” Gough said.

Gough says it has been many years since he has been broken into. The storeowner says they have not experienced any difficulties that might explain a motive.

“We just don’t need that

in our town,” Gough said.

Approximately 25 minutes prior to the incident at the IGA, Peachland Pharmacy on Beach Avenue was broken into.

“That’s where the policeman came from when he came here,” Gough said.

Wes Bedford of Peachland Pharmacy was out of town at the time his business was broken into but he says nothing was taken.

“They drilled our lock and then we put it back,” Bedford told The View.

Mennonite writer to re-launch library speaker series Sandra Halme Special to the Peachland View Published author and columnist, Darcie Hossack, will be the first speaker in the Friends of the Peachland Library reinvigorated speaker series.

Darcie is a graduate of the Humber School

for Writers in Toronto, where she studied under Giller Prize finalist Sandra Birdsell. Her first book of short fiction, Mennonites Don’t Dance, was published by Thistledown Press in September 2010. Acclaimed in the Canadian press, shortlisted for the Commonwealth Prize in the first books category, the

book was also a runner up for the Danuta Gleed Award, and a Globe & Mail top five first fiction pick in 2011. Hossack is currently working on a novel, as well as coediting, together with Elsie K. Neufeld, a collection of food writing

by Mennonite writers.

Hossack grew up in the city of Swift Current, Sas-

katchewan, though was as much at home on her grandparents’ farm in the Mennonite village of Schoenfeld. She eventually moved to Kelowna and married her high school sweetheart, international award-winning chef, Dean Hossack.

Being Mennonite, with its accompanying experiences of farm and food,

shaped the author’s faith and love of land (even though she’s never successfully grown anything in dirt), and led to a syndicated food column.

Hossack has never had to kill a chicken, though she’s plucked more than a few, and once brought a pig’s snout to school for show and tell.

Regular council meeting highlights - January 22 Amendment to risk management policy

Council approved amending the risk management policy PRO-235 to encompass the skate park as a new amenity to Peachland and to establish a schedule for the inspection of our trails.

Amendment to the community recreation policy

Council approved amending the community recreation policy to clarify the language and include recommendations from the community consultation on rees and charges (2012) and the recreation master plan (2009).

Amendment to the civic grant policy

Council approved amending the civic grant policy to improve the language for clarification with reference to gratis facility use based on the community consultation on fees and charges and the recreation master plan.

Canada Day grant application

Council approved application for a Canada Day grant from the Department of Canadian Heritage in the amount of $2,900. The annual grant supports the

district’s Canada Day celebrations.

Business Licence Bylaw No. 2036, 2012 Business Licence Bylaw No. 2036, 2012 received final adoption. The bylaw was updated for consistency with other bylaws and policies of the district. No changes to the fee structure within the bylaw for business licensing were changed.

Ladder truck agreement

Council adopted the community amenity contribution policy which stipulated consistent contributions required by new developments through rezoning. It also included that the list of district amenities be reviewed during the term of office of a newly elected council, being every three years.

Council authorized the renewal of the ladder truck agreement between the District of Peachland and the District of West Kelowna for a three-year term.

Peachland Riding Club lease renewal

Council authorized the renewal of the Peachland Riding Club lease for five years. The riding club will continue to have use of Lot 17, known as Mountain View Park, for equestrian events.

Peachland Seniors Support Society

Council received for information a report dated December 7, 2012 from the Seniors Support Society that identifies the need for additional senior-oriented supportive housing in Peachland.

Council authorized staff to register a bylaw contravention notice on title of Lot 2, Plan 18424, District Lot 1183, located at 4776 McLaughlan Place Peachland, B.C., pursuant to Section 57 of the Community Charter.

Those who have looked at the Peachland waste collection map in the 2013 Living Greener Calendar might have noticed that on the legend Monday and Wednesday have been reversed in error.

Diesel’s owner files new appeal for his return Mike Rieger Peachland View Peachland resident Dave Smith has filed a new appeal to be reunited with Diesel, his German Shepherd cross who has been in the custody of the RDCO since March 11, 2011.

In August 2012, the Honourable Judge McKimm of the BC Provincial Court ruled that Diesel was a “dangerous dog” and that Smith was “profoundly irresponsible.” Judge McKimm said that the dog could not be returned to Smith

and ordered that he be euthanized.

In Paragraph 48 of his Reasons for Judgement, Judge McKimm held that Smith is “...unreliable and profoundly irresponsible about the care and control of his animal. He has shown a wanton indifference to the serious distress his failure to control his animal has caused to his neighbours.”

Though there was no claim that Diesel has ever bitten a human, several of Smith’s neighbours testified that Diesel was allowed to run free, and had attacked their cats

and dogs, once jumping on a 12-year-old girl.

In his testimony, Smith claimed that his “neighbours ganged up on his dog because they had a personal grudge against [Smith].”

On December 20, the RDCO made a proposal to Smith that Diesel be transferred to a new owner through an anonymous adoption by a dog rescue agency.

Diesel would then reside outside of the RDCO with an owner who could provide him a safe and secure environment.

Smith has rejected that proposal.

Time to heal?

Like most Canadians, I’ve been unable to escape the drama around the NHL hockey lockout this season since the media coverage about it in this country has been virtually non-stop.

The dispute between the league and the players is over, but coverage on how fans respond and “begin the healing process” has only just begun. Since the lockout ended, I’ve heard it repeated several times that now the fans can begin to heal.

Sorry, healing? Really?

Sure, fans have good reason to be angry and disappointed with both the league and the players, but all this talk of the “collective suffering” and whatnot is a bunch of nonsense.

True, I’m not a big sports fan so maybe I just don’t quite get it. I break down and watch a bit of hockey during the Olympics, and until recently I’d never watched an entire game of NHL hockey.

Things probably would have stayed that way had I not been in downtown Vancouver throughout the 2011 playoff season. I doubt there was anyone in the epicenter of the Canucks fan frenzy who wasn’t converted after experiencing thousands of enthusiastic fans partying in the street and high fiving strangers and the uniformed police officers there to help keep the peace. I was in the pub for every playoff game.

I can appreciate that hockey is a vital part of our national identity, but perhaps we need to widen the array of cultural experiences we share to include other things as well. That way, the next time there’s a lockout – and you can bet there will be – the nation doesn’t have to deal with ridiculous concern about “collective suffering” and “healing”.

If anyone needs to heal in this situation, it is local establishments that lost revenue due to weeks of cancelled games; the businesses in downtown Vancouver that continue to feel the impact of incredible losses as a result of the 2011 riot; and the taxpayers who have to pay to process all of the riot hooligans through our court system.

While I agree that the fans were the real losers in the dispute, they’re also the ones who keep coming back for more.

Another administrator not needed in Peachland When I read Joanne Layh’s article regarding the possibility of Peachland hiring an economic development officer, I had to check the date. I thought it might be The View’s April 1 hoax. Given the terrible track record that Peachland has in its dealings with developers, the idea seems ludicrous.

Do we really need to hire another high paid, probably non-resident, administrator whose job would be to lure more unsuspecting developers

into Peachland? Where they will be encouraged to spend a lot of time, money and energy on projects that will never be allowed to succeed? Although I suspect that developers who would venture coming into Peachland would be few and far between. The reputation of Peachland as a death ground to developers is probably widely spread throughout the industry.

The existence of red tape: who knew?

This week will be the second term inauguration of President Obama.

As much as there is often talk on the importance of diversifying Canada’s international network of trading partners and related markets, we should not overlook the importance of Canada’s strong economic relationship with the United States. In 1989, as some will recall, the Canada-US Free Trade Agreement came into force. I would say that in its day it was not without controversy and politics; as much in play then as they are with trade and investment agreements today.

Only now, we have the benefit of hindsight to look back for more perspective on this historic free trade agreement. Contrary to false and alarming claims made by critics at the time, the border has not disappeared and as proud Canadians we continue to celebrate our love for our country and what it means to be Canadian on July 1

of each year. Not only have hardworking Canadians proven that we can compete today globally, we stand tall and continue to uphold those values that have built this great nation into one of the world’s leading economies.

Since the Canada-US

Dan Albas, MP Free Trade Agreement began in 1989, Canada’s annual GDP has increased by over $1 trillion – that translates to almost 4.6 million more jobs here in Canada today. Two-way trade with the United States has almost tripled.

As I travel throughout Okanagan-Coquihalla and

meet with employers there are many who depend upon free and unrestricted access to the United States market. However it is also important to recognize that although free trade in principle provides unrestricted access, in reality there remain many barriers; regulatory red tape and other legislative roadblocks that serve to stifle the movement of goods and services. My former private members bill addressed the problem where Canadian wineries could legally sell to a customer in Texas or Asia but not into Alberta or Manitoba. As I mentioned in a recent MP report, international ownership restrictions in one sector could put hundreds of local workers out of a job.

This week is Red Tape Awareness Week and I believe it is important that we not just take notice, but take action to eliminate those barriers that are standing in the way of creating and sustaining

jobs. Sometimes the solutions are relatively simple, for example in my bill, an amendment of roughly 50 words helped open up the Canadian wine market to Canadians.

Another new initiative is the one for one rule. This rule ensures that each time a new regulation is introduced, it will be offset by the removal of another existing regulation. Canada will be one of only a handful of jurisdictions in the world to undertake such a leading-edge approach.

There are more initiatives that are underway however these examples represent our government’s commitment to help business owners grow and focus on generating revenue and jobs instead of being mired in regulatory red tape that in some cases can date back many decades or more.

Highlights of the regional board meeting – January 17 Board committee appointments

The regional board has approved appointments of directors to various statutory committees such as the sterile insect release program, Okanagan Basin Water Board and Okanagan Regional Library Board. In addition, appointments have been confirmed for regional district committees such as audit-human resources, Economic Development Commission and the chief executive officer selection committee.

Regional gas tax funding reassigned The

regional

board

has approved reassigning federal regional gas tax funding for transit improvements in the District of West Kelowna. The more than $3.5 million will be transferred to the municipality from the City of Kelowna in order to construct a new Westgate Road transit exchange in the district as part of the rapid bus project. The funding had previously been approved with the regional district prior to the incorporation of West Kelowna in 2007. In addition, staff will work with the Union of BC Municipalities, which administers the federal gas tax funding agreement and West

Kelowna to prepare a new funding arrangement with the West Kelowna local government.

Regional airshed management plan

The regional board has authorized staff to proceed with a request for proposals to update the regional airshed management plan. The current plan has been in place since 2007 and needs to be updated to reflect changes in federal and provincial air quality objectives and monitoring along with changes in various emissions that impact health and air quality.

Land trust funding request considered

The regional board has given approval in principle to a funding request from the Central Okanagan Land Trust.

The board will consider providing $15,000 a year over the next three years to support the organization, which has a long-standing partnership with the regional district for securing and preserving additional lands for parks and nature reserves as legacies for all Central Okanagan residents. The request will be considered during formal budget discussions in February and March.

Good foot care begins with three simple steps anyone can do at home: 1. Clean your feet every day and scrub them well, as dirt irritates the skin and is the beginning of many problems. Dry the feet well, especially between the toes.

2. Moisturise your feet using a good cream. A urea-based cream is the best as it pulls moisture into the skin.

3. Finally, good footwear is very important to prevent the build-up of thick skin called calluses and corns.

A corn is thick skin that occurs on the toe or sole of the foot.

A callus is thick, hard

skin that occurs on the sole or heel of the foot.

Both can be caused from a pressure point from improper fitting shoes, a bone that is longer than the other, or not enough tissue, muscle or fat pad on the sole of the foot.

Treatments can include a visit from the foot care nurse to reduce the thick skin and thereby reducing the pressure and pain, cushion pads to off load pressure points, change shoes, or orthotics.

Heritage orchard management plan

The regional board has received the Gellatly Nut Farm Regional Park tree inventory and heritage orchard management plan. The comprehensive document outlines key recommendations for preserving and managing the cultural landscape, genetic significance of heritage trees and operations and management practices for the historic nut farm orchard. The plan was developed with funds from the parks services budget and a $15,000 grant from the Tree Canada TD Green Streets program.

Peachland HeArts Festival to showcase local artistic talent Phyllis Papineau

Special to the Peachland View For those who can’t get away to warmer climes, the Peachland HeArts Festival may warm your hearts. From February 11 to February 17 many arts groups have planned events of interest to the whole family.

To kick off the festival on Monday, February 11, the 50 Plus Activity Centre will feature three events. The Peachland Variety Singers’ mini concert of love songs and luncheon will start at 11 a.m. This will be followed by the Peach-

land Quilters’ open house from 1:15 to 4 p.m. featuring magnificent fabric arts. At 7 p.m. the wood carvers will demonstrate various techniques with tools.

Tuesday, February 12 will showcase the Youth Dance Show at 4th Street Place at 6:30 p.m. Three dance studios, Creator’s Arts Studio, Dance City Academy and Sarafanov Ballet Company will share their talents.

From the Mayor’s Desk: The public transit challenge for Peachland District plans to consult public about transit investment options Ideally, anyone living in Peachland would, at any time of day, be able to board a bus near to where they live, do so without an extended wait, travel quickly to their chosen destination (whether within Peachland or elsewhere in the Okanagan), experience at most only one transfer (without a prolonged wait for the connecting ride), arrive at their destination speedily and economically, and, having completed their

business, prepare for the return journey confident in the knowledge that they will be able to get back home with equal ease.

The present reality and the ideal are of course far

Mayor Keith Fielding apart. But how far? What is the nature of the gap between what we have and what could be? What are some of the practical changes that we could make to improve the

service so it is more convenient for those who are dependent upon it, and more attractive as an alternative to the use of our cars?

While we do know that the gap between what is ideal and what we currently have is a mile wide, it was not until this week, at committee of the whole meeting, that council learned from BC Transit what it would cost to implement the kind of changes that would provide Peachland with a robust public transit service and how such service improvements might be phased-in over time.

Acknowledging user and council complaints, BC Transit agree that efficiency improvements should be addressed first: simplification of the timetable, ensuring service reliability and punctual-

ity, and making sure that Peachland 22 bus connects reliably with buses leaving West Kelowna, including with the new 97 Rapid Bus – all measures that have no direct cost to Peachland but considerable benefit.

The next short term measure proposed by BC Transit is to implement a direct evening service between Peachland and West Kelowna.

This would eliminate the need for passengers to travel through Glenrosa before reaching the West Kelowna exchange. However, because this change requires a new contract (it would no longer be covered under a West Kelowna contract) a cost to Peachland estimated at $17,500 would be incurred.

The next, and longer term levels of improvement, involve two measures: First, introduction of

a weekday commuter service between Beach Avenue and West Kelowna providing for a bus every 30 minutes during morning and evening peak hours – estimated local cost $68,000; and, Second, introduction of a “within Peachland” route connecting Ponderosa, Trepanier, IGA and Beach Avenue – estimated local cost $85,000.

If implemented concurrently combined costs would be reduced and closer to 109,000.

Other proposed changes include reintroduction of the HandyDART service (which, is targeted to people with disabilities and provides door to door pick-up) at a cost of $56,000, and creation of a Park and Ride facility.

While these proposed improvements are exciting to contemplate, the associated costs are daunting – particularly at a time when council is faced

with a number of other pressures such as the full year impact of policing costs, the need to replenish capital reserves for asset renewal, and many other priorities. However, a reliable, effective transit system is important: it has the potential to reduce our travel costs; it provides an incentive to leave our cars behind and reduce our carbon footprint; and for many, it is of course an essential service, being the only means for getting between home to work.

Council received the BC Transit report as information and directed staff to work with BC Transit to undertake public consultation on the draft proposals. This consultation will likely occur in the spring.

European Starlings are so named because they are not native to North America.

It is said that a wealthy European moved his family to New York and his wife was so homesick that he had pairs of birds sent over from Europe.

The Starlings were brought to New York in 1890 and so started the Starling invasion; it is estimated that there are now 150 million in North America. The first sightings in the Okanagan were in 1945.

Starlings are not welcome at home feeders or by fruit growers. The BC Fruit Growers have funded Starling

She was Queen of the Ice Carnival. She sailed up the coast of Norway.

She swam with dolphins. She danced with Bing Crosby. She was kind, honest, generous, caring, and a little stoic sometimes. Known as “Momo� to her grandchildren, she placed a great deal of importance on family, and she loved reunions and gatherings. Shirley was an unassuming presence, but she had a fierce will and a farmhand’s toughness.

She was determined to make it to Christmas despite a difficult fight with cancer that started in the summer. She died at Hospice House in Kelowna on the twelfth day of Christmas. Her immediate family was with her to tell her how much she was loved and to say good-bye.

A memorial service will be held Friday, February 1st at 1:00 pm at Springfield Funeral Home: 2020 Springfield Road, Kelowna, BC. In lieu of flowers, consider donating blood to Canadian Blood Services, or donate to the B.C. Heart and Stroke Foundation or the Cancer Centre for the Southern Interior.
