Council votes to defer late penalties on utility bills and property taxes JOANNE LAYH In response to the COVID-19 health emergency, Peachland council voted unanimously Tuesday night to waive late penalties on the first two quarterly utility billings in 2020 as well as defer late penalties on property taxes until November 1. As a result, there wouldn’t be any penalties applied up until the second quarterly utility billing, which is normally due around August 18. Property taxes due on July 2 would still be due on July 2, but the 10 per cent penalty for late payment of property taxes date was moved to November 1. Peachland council is still in the process of finalizing the 2020 Financial Plan. At the April 7 regular council meeting, which was held by teleconference, council were presented with 2020 budget efficiency options, which they had requested from staff to see if tax increases could be reduced. Staff returned with two suggestions, the first of which was to defer the fire hall needs assessment project to next year. The other efficiency presented was that council review the asset renewal parcel tax for the general fund and bring it back up to risk level 5, which would allow for a savings of $85,000 for Peachland taxpayers. That change alone would reduce the overall tax increase from where it currently stands - 4.9 per cent - to 2.8 per cent. Council deferred a decision to a special council meeting that was held through Zoom and webcast live on Tuesday evening. At Tuesday night’s meeting, at the suggestion of Councillors Terry Condon and Keith Fielding, council decided it would be better to leave the tax increase at 4.9 per cent (which includes all tax increases controlled by the District of Peachland, including parcel tax increases) and instead look at options for waiving late penalties. “I think we really need to look at the big picture here

and say if we are going to gut our budget, is that really going to help people who are suffering financially because of COVID-19? I can’t for the life of me see that it is going to help them at all. What would help them, I believe, is if they weren’t faced with a whack of money to pay out all at once. If there was a way to pay monthly or defer paying, I think that really would make a significant difference,” Councillor Keith Fielding said. “I think we should focus on what would really make a practical difference to those who are suffering financially.” Councillor Pete Coolio agreed and said he doesn’t see a problem with the tax increase, the problem he sees right now for residents is with cash flow. Mayor Cindy Fortin suggested they still might be able to reduce the tax increase by implementing the efficiencies identified by staff, however some of her council colleagues argued it wouldn’t have as much impact as a tax deferral. Councillor Mike Kent said the municipality needs to petition the higher levels of government to provide such tax relief. Council discussed extending the late penalties until the end of the year but decided to choose earlier dates. “I’m concerned that if we leave it right to the end of the year we’ll run into another problem and that’s Christmas,” Mayor Fortin said. “Everyone’s going to take a long time, more than a couple months, to catch up and then to have it be Christmas and have to pay it then could even be a strain as well.” Council has been working through the 2020 Financial Plan since December. Below is summary of the 2020 special operating and capital priorities funded from taxation as well as CARIP and federal gas tax funding and does not include reserve projects.

Projects funded from taxation total $215,900 and include:

• Records management - $11,900; • Fire hall fire panel upgrade - $2,700; • Peachland Riding Club mandatory safety improvements - $8,000; • Fleet vehicle - $40,000; • Waterfront foreshore (Phase 1 in 2020) - $50,000; • Fire hall needs analysis and facility assessment study - $55,000; • Bioswale – Phase 2 - $7,000; • Community Centre cameras in council chamber $9,000; • Community Centre council chamber projector $2,300; and • Vadim filesaver replacement - $30,000.

Community works projects funded through grants totaling $360,500 include:

• Community centre door upgrade - $5,500; • Swim buoy replacement - $5,000; • Historic Peachland School new roof - $25,000; • Museum pre-renovation facility audit - $35,000; • Swim Bay diving board - $10,000; • Swim Bay zip line - $5,000; • Stormwater infrastructure improvements - $120,000; • Heritage Park southern extension (former Duck and Pug site) - $80,000; and • Heritage Park spray park (Phase 1) - $75,000.

Public asked to report nests PEACHLAND VIEW Anyone who has walked along the lake and dodged a pile of goose droppings knows the negative impacts of nesting geese are an ongoing concern in the region. Finding ways to minimize the impact of geese within an urban environment is the mandate of the Okanagan Valley Goose Management Program (OVGMP), which is a partnership between the City of Kelowna, Central Okanagan Regional District, Regional District of Okanagan Similkameen, District of West Kelowna, City of Vernon, City of Penticton, District of Lake Country, Town of Osoyoos, Town of Oliver, District of Peachland, District of Summerland, Westbank First Nation, Greater Vernon Water, and the District of Coldstream. Okanagan Goose Plan project coordinator Kate Hagmeier is calling on the public to report lone geese, pairs of geese, or nest locations on private or public land by emailing coordinator@okanagangooseplan.com or calling 1-877-943-3209. COVID-19 is presenting a unique challenge for the goose management team as they cannot access nests in care residences, hospital environments, apartment patios or other locations that will not allow for physical distancing. However, they can still record the location data for future years. “Knowing locations will also help us understand where sources of geese come from later in the spring and summer,” Hagmeier said. The OVGMP’s activities include public education, egg-addling, population monitoring, and working with regulatory agencies to ensure OVGMP management goals align with federal and provincial goals as well. Hagmeier says management actions are targeting geese that are not native to the region, This year will be the fourteenth year of the egg-addling program, which involves systematic surveys for nests and egg-addling from Vernon to Osoyoos.

As we live amidst the uncertainty of COVID-19, long term responses to the crisis are being cited that involve tackling habitat and biodiversity loss. Peachland does the opposite by allowing multiple abuses in the watershed: clearcutting, mining, cattle grazing and unmaintained logging roads. If Peachland really wants young families to move here, an essential step is providing clean water along with appropriate habitat supporting local biodiversity. The watershed is nature’s water purification system, more important than treatment and distribution. That’s why Vancouver, Victoria, Seattle, Portland and New York City do not allow logging in their watersheds. Despite what Fortin suggests, our water problem is not just “spring runoff”. Nor is it simply Peachland’s water treatment plant. The problem originates in a watershed desecrated by multiple abuses. First, forestry causes watershed damage affecting town water. Then, captured governments blame high water turbidity on the treatment plant and, with fanfare, build a new taxpayer funded plant for $24 million, $4,500 per Peachland citizen. Logging causes the problem but pays zero to remediate damages. Despite assurances, even a new plant doesn’t end boil advisories. This is the tip of the financial and environmental iceberg. If we continue to allow multiple abuse in our watershed, we will face downstream consequences and costs. When council was pressed into asking the province for a watershed logging moratorium, Minister Donaldson said logging would continue despite the request. Political games are played because civic and provincial politicians are kneeling to the timber industry, sacrificing our natural water filtration resource and local biodiversity. The human world will recover and prosper only if we take care of our little corners of the world. Peachland could demonstrate leadership by standing up to industry and the province and insisting on protection of its watershed, endangered habitat and local biodiversity. Dear editor, I am responding to a comment by Councillor Pam Cunningham in the April 3 edition of Peachland View. “I understand sewers are very important, just these items (dog park fencing and paving Thorne Road) have been on the table for quite a few years...” Cunningham is quoted saying. In 2003 the municipality spent a great deal of money and energy on a sewer installation proposal for the rest of Peachland, projected to be completed by 2010. Many of us are still waiting, with a septic system going on 50 years old. Almost all the candidates running for election vowed the sewer problem would be one of their top priorities if elected. So what is being done? We have been waiting almost 20 years. I love dogs but I feel our failing septic systems are more important than fencing a dog park. Phyllis Papineau, Peachland

School lunch program continues for children learning from home PEACHLAND VIEW The COVID-19 pandemic may have students learning from home these days, but Central Okanagan Public Schools is making sure kids who need it are still getting breakfasts and lunches. School district staff and volunteers started distributing meals to students this week, providing nearly 7,000 breakfasts and lunches at schools across the district. “We are so grateful for the work of staff and the generosity of volunteers that keeps these vital programs running in these difficult times,” said Moyra Baxter, Chairper-

son of the Board of Education. “More than ever it highlights the key role of schools in the community, making sure that we not only educate youth, but help everyone be ready to learn.” Baxter says schools continue to distribute the meals with a focus on confidentiality and safety. Families minimize interaction by going to their local elementary school and collecting the entire week’s supply of breakfasts and lunches in one go. Baxter says this work helps to deliver on the third priority for continuing education set out by Provincial Health Officer Dr. Bonnie Henry and Minister of Education Rob Fleming, which is to continue supporting vulnerable students.

Dr. Oz: Transmission of COVID-19 virus to pets shouldn’t be a worry LYONEL DOHERTY A veterinarian says people shouldn’t worry too much about their pets contracting COVID-19 during the pandemic. Dr. Moshe Oz from Rose Valley Veterinary Hospital reports that he knows of only two cases in the world where animals have reportedly contracted the coronavirus. ZipZone adventure park set to reopen for the season on April 18 with safety precautions in place JOANNE LAYH This week ZipZone joined several other recreational facilities in the area in announcing they’ll be opening up for the season this weekend. As many stores, salons and restaurants remain closed to help prevent the spread of COVID-19, the decision of some golf courses and other recreational facilities to open for the season has some people questioning if this is the right time. “We know that opening our park may be controversial to some but getting out into the sunshine is the most healthful thing that people can do right now, and we’re here to help,” ZipZone president Kevin Bennett said in a press release sent today. Although securing guests into their harnesses requires some physical contact, Bennett says they are going over and above what is required. “I sent an email to one of the government agencies and the response that he got back from them is that as long as we follow the WHO recommendations and also the workplace safety recommendations, we’re fine, and so that’s what we’re going to be doing,” Bennett told the View. “With the recent lockdowns, we know that people will be going stir crazy and will need a place to get into the sunshine, and so ZipZone has pulled out all the stops to get our park ready for the public to enjoy, starting April

18,” Bennett said. Bennett says the safety of their staff and guests is paramount and ZipZone will be implementing the following safety precautions: • Staff and guests will have their temperature checked before they enter the park; • Visits to the park will be limited to small tour groups; • Mandatory handwashing before the tour starts; • Mandatory sneeze guards such as a mask, scarf or bandana; • Hand sanitizer stations throughout the park; • A distance greeting (the ZipZone Wai); and • Maintaining of social distancing. Bennett is also cautioning guests to avoid the downtown area of Peachland because the community has a large population of elderly people. Access to the park is directly off the highway and there is no need to go into Peachland proper, he added. “Please give our elders the space they need. ZipZone is leading the way in carefully re-opening our lives and country. Together we can beat this thing,” Bennett said. “CV is not going to suddenly disappear in a few weeks, it is here for good, and what we have to do is find a way to live with it safely. We need anti-transmission measures that provide protection for the vulnerable while supporting the health and livelihoods of the younger generations.” The adventure park will be offering discounts for

health care and emergency services personnel.

The male and female are similar in appearance with salmon coloured wings and a spotted breast and a black bib. The male is distinguished by a red moustache. They feed on suet in the winter and they make a lot of noise eating it. In the springtime you might hear a banging noise in your house; it could be a Flicker drumming on your roof vent, trying to attract a mate and mark its territory. Unlike other woodpeckers, the Flicker spends

time on the ground and likes to eat ants. They also eat berries and fruit during the winter season. Flickers can be a nuisance however, as they like to make holes in places where house-owners don’t want them. The sign column at the Peachland Mall has holes the size of tennis balls, made by Flickers. The Centuria building in Kelowna (corner of Bernard and Gordon) had to spend over $200,000 fixing over 300 holes made by Flickers. They liked the Styrofoam interior of the building walls; the problem was fixed by using a wire mesh.
