Don’t move a mussel Mussel inspection training turns real when infested boat shows up Those attending an invasive mussel inspection workshop this week got more than they expected when a boat carrying the concerning molluscs showed up for an actual inspection and decontamination.

The workshop, held in Kelowna’s Cook Street Boat Launch parking lot Monday, was organized by the Okanagan Basin Water Board and its WaterWise Program’s “Don’t Move A Mussel” initiative in partnership with the B.C. Ministry of Environment.

It was geared to marina and yacht club operators but included RCMP boat program and local government bylaw staff, as well as Okanagan Nation Alliance fisheries representatives.

“It was an incredible opportunity to view

the actual mussels on a boat first-hand and then discover just how hard it is to detect them,” noted OBWB Operations and Project Manager James Littley.

As it turns out, an Ontario couple owns the boat and is now moving to the Lower Mainland.

The boat was moored in zebra mussel-infested Rideau Canal for a couple months before being transported to its new home.

The owner inspected the boat in Ontario before leaving that province.

The boat was then stopped this past weekend by Alberta inspectors and, when mussels were found, it was decontaminated. Alberta followed up and called the B.C. Conservation Officer (CO) in charge of inspection and decontamination in B.C. to tell them a boat was on its way.

The boater was then ordered to come to Kelowna for a follow-up inspection.

The boat pulled into the parking lot where the training was taking place and within a few minutes, B.C. inspectors detected several sand-grainsized mussels around the boat’s legs, trimtabs and props.

The boat had reportedly been out of water for 30 days and properly drained.

Still, not taking any chances, after the inspection in the parking lot and taking a sample, the boat was moved to a gravel location for decontamination.

The mussel samples have been sent to a lab to be tested to determine if they were alive or not. It is illegal in B.C. to transport the mussels dead or alive.

According to provincial staff, there have been at least 15 high-risk boats de-

contaminated in B.C. so far this summer.

Further testing suggests none had live mussels. However, several fines have been issued, including for failure to stop at an inspection station. Some boats have also been quarantined to ensure they were out of the water and dry for 30 days.

News of this latest incident has left OBWB Chair Doug Findlater shaking his head.

“While B.C.’s Conservation Officer team is conscientious and taking this seriously, we still don’t have a lock down system in place,” says Findlater.

“The fact that this boat had to go through two inspections and decont a m i nat ion s, shows how difficult it is to fight this. If we are going to be successful in keeping these mussels out of our waters, it will take serious vigilance.

“We are still relying on others to let us know when an at-risk watercraft is coming into B.C. And we’re relying on an honour system,” added Findlater. “This boater was asked to find their way to Kelowna to be checked and they did.

That’s great, but what if they hadn’t, and what if they had live mussels and launched their boat in B.C.?”

Last March the province announced $575,000 in 201516 to help fight the mussels, with the majority of the funding going to three roving inspection crews (with two COs each).

announced in July, thanks to funding from Columbia Basin Trust.

While the water board is supportive of roving inspection stations, it has been calling for permanent and mandatory stations, as has been done in Alberta and many other U.S. jurisdictions. In particular, the OBWB has called for stations at the five main highway entry points on the B.C.-Alberta border.

Last year, the province estimated an effective inspection program would be about $2.4 million per year (15 stations at a cost of $60,000

- $160,000 each per year). Research conducted for the OBWB estimates the cost of an infestation would be $43 million to the Okanagan alone.

While boats remain the most common way the mussels hitchhike and infest new water bodies, they will attach to any hard surface including paddleboards, kayaks, fishing gear and life jackets.

Beach Ave. condo complex on the horizon TREVOR NICHOLS

A group of business people based near Vancouver wants to develop a two-lot condo complex on Beach Avenue.

The group presented its concept at the Aug. 11 Committee of the Whole meeting, outlining its vision for Peachtree Village: a mixed commercial and residential building that currently includes 12 condos, ground-floor retail space and a two-floor area designed to house a restaurant.

Along with the ground-floor retail space, the building would include steeped balconies and a rooftop green space for private residents, a re-designed sidewalk space and a public viewpoint on the second floor. The building would also include 18 parking spaces, some in a parking garage on the ground floor.

The development would occupy two lots at 5760 and 5766 Beach Avenue, at the corner of 4th Street. Right now those lots are zoned for residential use, and in order for Peachtree Village to move forward council will have to rezone them.

Gaetan Royer, a member of the Peachtree Village team, stressed that they were not there to ask for a decision, but to ensure that council and Peachland residents are aware of their plans. He said that since he and his partners are from out of town they want to ensure everyone has a chance to give feedback before the project moves forward.

“We’re coming from away and we want to make sure we have the community as part of our team. We’re not here to present a plan, we’re going to be here to discuss our project and adapt it to what the community wants to see,” he told council.

Several councillors expressed informal support for the project, and urged the team to move ahead with its rezoning applications sooner rather than later.

The Peachtree Village team is made up restaurant magnate Fred Soofi, who recently bought the lots where the proposed development would be located; Zoë Royer, a successful health administrator and Port Moody city councillor; and Gaetan Royer, a

In an interview on Aug. 18, Royer explained that Soofi has been visiting Peachland for more than a decade, and “very early on felt that the Peachland downtown was a bit of a gem that was perhaps under-utilized.”

Soofi has made a few offers on different Peachland properties over the years, and now that he owns the two Beach Avenue lots is excited to “bring new energy and interest to the area.”

Royer pointed to a 2012 economic impact analysis study of Peachland that found the town is “significantly underserved” by local retail. He believes Peachtree Village could spur other similar developments that would encourage more commercial operations catering to year-round local residents.

“I think figuratively and in reality we’re going to be able to make downtown Peachland turn the corner.”

Royer said that for the many visitors who congregate around the public swim area it’s not immediately evident what downtown Peachland has to offer.

“When you look south from that area … you don’t see any commercial. All you see is single-family homes, some of them in very poor shape like the ones on our lot. And so you’re looking south and you don’t have a clue that there might be some ice cream, or a cold refreshment or a nice meal past that corner, because you don’t see it.

“Physically we’re going to turn

the corner. We’re going to have a commercial presence that’s much more visible, probably up to half a kilometre.”

He said the development also helps further Peachland’s official community plan, which aims for Beach Avenue to eventually have

similar kinds of developments all the way up to 6th Avenue.

Royer said that he and his partners hope to apply to have the lots rezoned this fall. If council approves the rezoning and all the group’s other applications are successful they hope to break

ground in the spring of 2016.

From there, Royer said that “in a perfect world” the building would be complete by late 2017.

What? That was our first reaction to this story in the Peachland View.

Our first response would be one of sarcasm. However, responding in a professional manner (unlike the premature council decision that was made) we would first like to say that we are adamantly opposed to a bypass. How in the world can our council (that is supposed to represent the wishes of the entire community) unanimously officially declare their support of this issue without gathering more opinions and facts other than from a small group of people who that make up the Highway 97 Task Force Society?

Our applause goes to Tristan Ahern who voiced his concerns at this council meeting. Letters in The View from Robert Taylor, Alison Moore, and Ron Berlie hit the nail on the head. We are in agreement with the content of all three letters. Mr. Berlie, thank you for listing extremely important facts about how such a bypass would negatively affect this community and also including the fact, overlooked by Peachland council, that the area proposed has a “no motorized vehicle closure” for four months of the year!

Residents of Peachland, please read these letters in the August 14, 2015 issue of the Peachland View. If you don’t pay attention to anything else in these letters, please just think of fire, water, and aging infrastructure.

Significant winds occur almost every single day in Peachland. The wind rises in the morning from the lake. The wind blows down from the mountain in the afternoon. What do you think would happen if just one cigarette butt was thrown from a vehicle traveling on a bypass above our town during a summer like we are having now? What just happened in Rock Creek?

Regarding our water supply – how can we even consider running a highway bypass right through the middle of our town’s watershed?

Aging infrastructure – if the highway is bypassed and the provincial government is responsible for the maintenance of said bypass, who do you think will be responsible for the maintenance of the future tourist Highway 97 route (which includes the future upcoming replacement of a minimum of two major bridges)? Don’t you think that will be the re-

sponsibility of the Peachland taxpayer?

How in the world, after the count above, could our council endorse this idea at this time? What was the rush in making this decision now? The society’s own traffic counts prove that the amount of traffic through town has not changed in two years.

We certainly don’t have the answer to what would work best for the community. At this point in time, we don’t think that anyone does. However, shouldn’t more non-intrusive measures be considered (and perhaps tried) before those supposedly representing the residents of Peachland endorse one specific idea?

Why can’t we think of alternative ideas? Let’s slow down the traffic through town, but ensure that the existing traffic lights are timed to make sure that traffic flows consistently. If we don’t have the police funding to enforce slower speeds, why not try traffic cameras? Why not create some left hand turn lanes for those areas of higher speed where people are attempting to exit the highway to their homes? If the funding for this is not available, why not put in solar-powered warning lights, like those found on the turns down by Vasauex Lake, warning people of upcoming left turning traffic off of the highway? Crazy ideas? Maybe. But the point is, there are other options besides making a four-lane highway through town or a bypass above it.

In closing we would like you to also consider a simple question. We all live here because we choose to live in a rural environment. Why do you want to change it?

In his letter to The View, task force president Bruce Letendre said he welcomes Tristan Ahern’s and other concerned residents’ perspectives and wants to avoid an “us versus them” mentality in the debate. Unfortunately, because the council has endorsed this bypass, there isn’t a debate! Thus, it has now come down to exactly “us versus them.” In saying that, where do we, Peachland taxpayers, sign up for the “Opposition to the Highway 97 Bypass” proposed by the task force society and now endorsed by Peachland council?

Bypass has been a divisive issue MAYOR CINDY FORTIN COMMENTARY

As you may be aware, the Highway 97 bypass was a major topic of discussion at the August 11 Committe of the Whole (COTW) and regular council meetings.

Since council and I have been inundated with emails regarding the bypass, I would like to take this opportunity to respond to everyone as a whole, and then if you have any further questions, please feel free to contact the mayor and council again.

The Hwy. 97 bypass has been a longstanding and divisive issue, with many valid points made by both those who are pro-bypass and those who are not. Either way, whether you are a supporter of the bypass or not, I think most of us can agree that the traffic congestion through Peachland has become a serious problem.

If council does not take a position on the bypass, we are fairly certain that the Ministry of Transportation and Infrastructure (MOTI) will four-lane through town, which will not only cause a major disruption of possibly up to two to three years, but also require the acquisition of significant portions of private land along that strip of highway.

While four-laning may speed up traffic and ease the congestion for the short term, it will not reduce the amount of traf-

fic along this corridor, which is bound to get worse as our community, and neighbouring communities, continue to grow.

At our regular council meeting, council did unanimously decide to pass a Resolution to support the bypass, as some of us will be attending this fall’s Union of B.C. Municipalities (UBCM) conference in Vancouver, where we will have an opportunity to speak with Minister of Transportation Todd Stone.

This was a tough decision for some of us, but the thought is that we need to take a firm position on the bypass in order to encourage MOTI to give us some answers, such as a definitive route, the environmental impacts of a bypass (including sensitive wildlife areas, and how it may affect recreation areas, and our water shed), the aesthetics, any Aboriginal land claims, a time frame (if it were to occur), and more.

It is important for everyone that we get answers to these questions, rather than continue with the speculation and unsubstantiated claims that have been swirling around from both supporters and non-supporters.

There were three areas of discussion that morning, including two presentations: one, the “Central Okanagan Planning Study – Community Working Group,” and a second one, a presentation by the Hwy. 97 Task Force Society on “Highway 97 Expansion.” Each is archived as a separate heading, so that you don’t need to

watch the entire meeting.

The main discussion took place later in the agenda when Council discussed the “Hwy 97 Peachland Socio-Economic Impact Assessment Report.” This is when the resolution was presented and discussed. Later that day, it was officially passed in the evening during our regular council meeting.

Has Peachland council jumped the gun about the bypass?

The discussion around the Peachland bypass issue seems focused on the impact that each route would have on Peachland residents, particularly those who live near Highway 97 or near the potential bypass location. There are two other groups who should be consulted, and for the most part they do not live in Peachland. I am referring to the commuters from adjacent communities who pass through our town daily on their way to and from work. And similarly the commercial drivers who trans-

port freight up and down the valley. Over the course of a year these two user groups comprise the majority of the traffic that travel straight through town, and both would welcome a logical bypass. However, the proposed bypass route (vague as it is) would be significantly longer in both time and distance, require more fuel, involve climbing up to an elevation where winter conditions begin earlier, end later and are far more severe than down in the valley bottom.

So this begs the question, given a choice, what percentage of the regular traffic through town would elect to take this bypass? The only ones that come to mind are those who travel between Penticton and Merritt.

And while most Peachland residents would welcome a less congested Highway 97 through our town, how many realize where the bypass route would be, and how many of us would ever use it?

Membership in the Highway 97 task force society explained Robert Taylor enquired about our membership in his recent letter in the August 14 Peachland View. As the membership chair for the last four years I can provide the following information.

We do now have 785 paid members, 162 have volunteered to work for the society, and 19 members are elected to our board, meet monthly and work weekly on promoting the bypass option over the four-lane option.

If the Ministry of Transportation guaranteed us they would never four lane through Peachland we would not bother promoting the bypass. We know, however, that Hwy. 97 improvements are

inevitable, and we are convinced that a bypass represents the most sensible and progressive option for the benefit of our town. Four lanes really means six lanes at each light: two extra exit/entry lanes.

Our membership form discloses that we support a bypass not four-laning, but does not require local residency or ownership.

54 members disclose out of Peachland addresses, most own second homes in Peachland.

206 members live in the upper half of Peachland, way above Hwy. 97.

80 members did not write in an address.

446 members live in the lower half of peachland near Hwy.

97.

Some members have listed other family members living at home, age unknown.

No pets listed or allowed as members.

Remember that most Peachland residents do live within four blocks of Hwy 97.

We regularly review and update our lists, delete deceased, and renew old memberships.

In the last few

months we have had a steady increase in new members joining.

We send regular email reports to all members, those desiring to be removed are removed (only four have requested removal in my four years).

We are not a small special interest group.

When Shayn Moritz discovered a suspicious looking spot on his back a few years ago he did what most of us do now when we notice something foreign on our bodies – he had it checked out.

“It was nothing,” he told The View on August 18. “But I contemplated my life after that. And I thought about what I still wanted to accomplish.”

Moritz began to create a mental “bucket list” of things he hoped to accomplish. One of the first items, he recalls, was to swim the length of Okanagan Lake when he turned 50.

After celebrating his milestone birthday on June 15, Moritz, who is already an avid cyclist and swimmer, began assembling a crew to accompany him on a rented house boat that would be headed for the most northerly part of Okanagan Lake, where he planned to begin his epic journey.

“I had been thinking about doing this for three years, and talking about it out loud for the last two years. A few months ago when I started telling my friends and family exactly when I planned to do it they tried to get me to postpone it. But it was already set in my mind,” he continued.

“I basically told them if I had to take my truck and my kayak and fill it full of granola bars and do it by myself, I would.” Fortunately, he didn’t have to.

On August 10, the 50-year-old Peachlander, accompanied by his wife, Yvonne, his younger sister, Cari Hossman, his parents, Bert and Lynn Moritz, and a small group of lifelong friends, Moritz embarked on a 123.8 km swim through the pristine, and occasionally treacherous waters of Okanagan Lake.

Sitting on a bench in Heritage Park Tuesday morning, two days after wrapping up his week-long in Penticton, Moritz, dressed in cycling gear, tells The View he feels contented and would reccomend that challenge to anyone who can swim.

Despite his noted athleticism, Moritz acknowledged the strain a swim like that could take on his body.

“I like to test my limits,” he says with a smile. “And I knew I was never going to climb a major mountain,” he adds, looking down at his right leg, The leg, which is encased in a brace from Moritz’s knee to his ankle, is paralyzed as the result of an accident that happened when he was 19.

“The rumor is that it was a motorcycle accident, but it was actually a fire truck accident,” Moritz explains pointedly. While walking across the street in Vancouver, Moritz was hit by a fire truck when the driver failed to stop at an intersection.

Moritz says he has never allowed the injury to stop him from doing whatever physical feats he has wanted to attempt, but admits that in the water, he relied mainly on upper body strength, and the momentum he gained as his “crew” cheered him on each day.

“There were two points when I really struggled, on day three, when my shoulder [injury] flared up and on day six, when the wind picked up making five kilometres feel more like seven kilometres,” he notes.

“But every day, my family and all the crew members were cheering me on, supporting and encouraging me. They all carved time out of their busy lives to come and be a part of this with me. I feel really lucky. I’m also truly appreciative of my [spotter] who stayed with me and made sure everything was safe.”

Glancing across the marina where his wife Yvonne and the remaining crew members are unloading the “SS Moritz,” he pauses and smiles fondly before telling The View to be sure to include the name of his biggest supporter, when it comes time to write this article.

“I have to say how incredibly thankful I am for my wife, every day, but especially this last week. She did everything for me on the boat. Now that his adventure is over, for now at least, Moritz says he will return to work at Edward Jones no worse for wear, and get ready for his next challenge, which he hopes will include a distance triathlon, preferably in Penticton.

When asked what he got out of the whole experience by the end of the week, Moritz stands and gazes out across the lake and says “a single stroke seems really insignificant, but if you’re consistent and determined, with many strokes you can move an entire lake from in front of you to behind you.”

Rattlesnake Island SUP Classic comes back for a second event

The Rattlesnake Island SUP Classic is coming back for a second time, and this year it’s going to be even better.

At least according to Shuan Boo, one of the race organizers.

Boo and his partner Rainer Udala own and operate the Beach Ride Rental company and Beach Ride Café and Tapas Bar and are once again hosting a stand up paddleboard race around Rattlesnake Island.

This year they have upped the ante by adding a youth/novice race. Boo said the three-kilometre race along the shore of Okanagan Lake will be a good addition to the grueling seven-kilometre slog around

Rattlesnake, and hopefully encourage even more participants to sign up.

And while Boo is sure there will be at least a few die-hard paddlers strapping in for the race on Aug. 23, he says the real goal of his and Udala’s event is to get as many people out enjoying the town and the sport as possible.

“It’s basically a fun race,” he said. “It’s almost the end of the season and we want to bring people together.

“The whole thing is to generate some enthusiasm, some active participation from paddleboarders so they can come together. So the serious paddlers can race and others can come just to have some fun.”

Paddleboarding is the fastest growing water sport in North America and Boo said that Peachland – with its quiet

beauty, the allure of Rattlesnake Island and plenty of open water to explore – is a prime destination for enthusiasts.

He hopes that the Rattlesnake Island SUP Classic will eventually grow into a main stop for paddleboard racers, helping to show off all of the town’s paddleboarding benefits.

“We’re hoping that it will become a destination for other serious and semi-serious paddlers to come and visit Peachland.”

Wildfires rage in every direction

Multiple wildfires force evacuations, destroy property in Osoyoos area RICHARD MCGUIRE

ABERDEEN PUBLISHING For a few days, major wildfires were breaking out in every direction from Osoyoos as parched drought conditions left forests and grasslands tinder dry.

To the north, south, east and west, separate fires raged, stretching firefighting resources, exhausting professionals and volunteers and driving hundreds of residents from their homes.

Closest to Osoyoos, the Testalinden Creek fire erupted Friday afternoon on Mount Kobau, burning its way down the slopes almost to Highway 97 over a stretch extending roughly from Road 22 to Road 11.

The fire also swept down the other side of Mount Kobau, jumping Highway 3 between Spotted Lake and Richter Pass, burning its way into Kilpoola Estates just west of Osoyoos.

At least one home was lost there, but officials have not yet released full details.

An evacuation order affecting about 100 homes was only downgraded to an evacuation alert Monday afternoon, but

residents at 125 homes were still warned to be ready to leave at a moment’s notice.

The wildfires started breaking out on Aug. 13, when the largest and most destructive fire started near Rock Creek – apparently with a tossed cigarette – and other fires broke out on Sidley Mountain to the east of Osoyoos and throughout Washington State just to the south.

For several hours Friday and early Saturday, Highway 3 was closed in both directions from Osoyoos with the Testalinden Creek fire closing the road to Keremeos and the Sidley Mountain and Rock Creek fires closing the highway to traffic between Osoyoos and Midway.

Travellers were faced with notices on the Drive BC website advising that there were no local detours available.

The only options for eastbound travellers were to drive all the way to Vernon and contend with long waits at overworked ferries along Highway 6, or travel south of the border, where some roads were closed by fires.

gained the most national media coverage as it swept through a campground with almost no warning, forcing people to flee on foot, many leaving trailers behind.

As of Monday, the fire west of Rock Creek was estimated at 3,750 hectares – 37.5 square miles and was reported as being “zero contained” as of Tuesday morning.

The majority of the fire’s growth occurred Thursday, but the

That fire had damaged or destroyed about 30 homes and 15 additional structures, according to the Regional District of Kootenay Boundary (RDKB).

Also on Thursday, several fires broke out in Washington State, one when a plane crashed near the Oroville-Chesaw road, killing two people.

A fire by Nine Mile Road, fanned by southerly winds, swept across the border into Canada later Thursday, which initiated the Sidley Mountain fire.

That fire forced evacuation orders or alerts for residents on Anarchist Mountain at Nine Mile Place, Raven Hill Road and Raven Hill Place.

By Friday, an evacuation order for Nine Mile Place was downgraded to an alert and

by Saturday the fire was 100 per cent contained.

Although structures burned on the U.S. side, no homes were destroyed by this fire on the Canadian side.

Around 5 p.m. Friday, the winds shifted direction, blowing with ferocity from the north-northwest.

Trees were blown over, signs toppled and some structures were damaged.

At the same time, fires began spreading at Testalinden Creek and one kilometre north of Oliver at Wilson’s Mountain Road.

Though both fires are still under investigation, it is believed that the Testalinden fire was caused by lightning and the Wilson’s Mountain fire may

have been human caused.

The Testalinden Creek fire spread over several days to cover an area estimated at 1,600 hectares and the Wilson’s Mountain fire reached 317 hectares. At least one structure was burned in each fire.

The Osoyoos Times observed the Testalinden Creek fire sweep down the mountain shortly after 6 p.m.

Friday. At one point, an airborne piece of burning material landed on dry grass and within minutes flames swept over a wide area of the mountain.

Residents could be seen hosing down rooftops and gathering possessions into vehicles preparing to evacuate.

Regional District of Okanagan Similkameen (RDOS), which set up a Level 2 Emergency Operation Centre (EOC) on Friday to assist in co-ordinating both fires near Oliver.

They worked closely with B.C. Wildfire Services, who directed the air attack with resources in the Kamloops Fire Centre.

Also involved were RCMP and the volunteer fire departments in Oliver, Osoyoos and elsewhere and other community volunteers.

An Emergency Social Services Reception Centre was set up by the RDOS at the Oliver Community Centre. A second reception centre opened Friday night at the Sonora Community Centre in Osoyoos, but closed the following day.

Janette Van Vianen, who co-ordinated the reception centre in Oliver, said about 35 people spent Friday night at group lodging in Oliver and three stayed at the Sonora Community Centre.

Several exhausted firefighters were also given a place to sleep at the Sonora Centre late Friday and early Saturday after battling fires for several hours.

The RDOS issued evacuation orders for 260 homes affected by the Wilson’s Mountain Fire and for 100 homes affected by the Testalinden Creek fire, including those west of Highway 97 and in Kilpoola Estates.

RCMP officers worked through the night notifying residents of the evacuation. Firefighters and structure protection units worked through the night protecting homes and other buildings.

Curious spectators stopped their cars along the roads, many in dangerous locations and blocking traffic, to watch the fires and snap pictures on their phones.

Some entered areas first responders were trying to deal with, interfering with operations.

Star photography requires a little know-how and a lot of experimentation

One of the advantages of living in the Okanagan, away from major cities, is the amazing view of the stars we enjoy. The view of last week’s Perseid meteor shower was hampered by the forest fire haze in the atmosphere, but there’s no reason not to head out any night; after all, the stars aren’t going anywhere.

It’s tempting to try to record our celestial light shows in photos, but you’re not going to be able to do it with your cellphone. The stars simply don’t put out enough light for your phone’s camera sensors to record. But all is not lost: here are some tips to help you capture the heavens with even a consumer-level camera.

Your camera, whatever model it happens to be, needs to have a manual mode, usually shown on its dial or in its menu as an M. The camera’s manual mode will allow you to set the camera’s aperture – the size of the opening in the lens that lets light in – to a wide setting such as f/2.8. The camera’s ISO – a measurement of how light-sensitive the camera’s digital sensor is – should be set at 800 or 1600.

Your camera’s instructions can help you with these settings; if you don’t have the instructions any more, try entering your camera’s make and model into Google to find a downloadable PDF of it.

You will also be setting your shutter speed – the length of time that your camera is recording what it sees – to anywhere from ten to thirty seconds.

You’ll be adjusting that as you take the pictures; some will be too dark and some may be too light until you get it just right.

That doesn’t sound like a very long time, but have you ever tried holding your hand perfectly still for any length of time? You’ll always shake even a little bit, and that’s why a tripod is a must. If you don’t have a tripod, you could try balancing your camera with its lens up on a picnic table – but a tripod will work a lot better.

If your camera has removable lenses that you can switch out, you might want to put on a wide angle lens (10-20mm) so that you can get lots of sky.

SETTING YOUR CAMERA to manual or M mode gives you the control necessary for night photography.

Now that you’re familiar with the best camera settings for night shooting, all you need is the best night. A night without a visible moon is helpful, and of course the less clouds and haze the better.

You might want to drive farther away from the city lights, although sometimes the glow from the hills can add something to your photos.

Attach your camera to the tripod good and tightly – pointing upward, of course. Don’t push the button on the camera to shoot your pictures; touching it with your finger even for a second will jiggle it and make your pictures blurry. Instead, set the camera to take pictures after a delay, which can be two or five seconds, depending on your camera’s options; this will give your camera time to be perfectly still before it starts recording. Of course, if you happen to have a remote trigger for your camera, definitely use that.

Because the Earth rotates, extremely long shutter speeds – longer than about thirty seconds – will create star trails; the stars will stretch into lines that curve around the Earth’s pole. Not that those don’t make some pretty striking photos as well!

Time to fire away! The great thing about digital photography is that you can continue shooting and adjusting the settings until you fill up your camera card, or your batteries die. Keep experimenting and having fun!

If lines have been moving a little slower at the Okanagan Public Library’s Peachland branch lately, it’s not because of any circulation issues.

It’s because patrons were taking time to wish community librarian Naomi Vancaillie well before she heads off to Ireland. On August 27, Vancaillie will begin a one-year program in library and information sciences at the University College Dublin, where she will emerge with her Masters in Library and Information Science (MLIS).

Vancaillie, 33, transferred to Peachland from the library’s Vernon branch, where she had been working as assistant librarian, in 2013. She says she’s excited to be starting a new chapter in her life but will miss “the warm, welcoming committee of avid readers” she has ERIN CHRISTIE come to know in Peachland.

While interviewing her for this story, at least five people interrupted to tell the young woman what an impact she’s made and how much they hope she’ll come back to Peachland when she is finished with her studies. Vancaillie took it all in stride.

“Yeah, I’m going to miss it here,” she told The View. “To be honest, I’m a little numb today. It’s my last day, I don’t want to spend it thinking about how much I’ll miss it here. I want to enjoy spending time with everyone and being able to say goodbye.”

However, she added, it may not be goodbye forever. “I’m taking a oneyear leave of absence to do this, but the plan is to come back here.”

With adventure on the horizon and the promise of possibly meeting her “Irish prince,” according to her colleague, Judy, only time will tell. In the meantime, Lisa Jurassovich will be filling in for Vancaillie for the next year, and says she hopes to establish a rapport with the patrons similar to the one Vancaillie had.

during a farewell reception held in her honour on August 14, Vancaillie recalled her first months in Peachland.

“I was a lot more shy,” she told The View in between a flurry of goodbye hugs and kind words from patrons.

“I’ve definitely grown into more of a people person here. I have really come to love this community,” she added. “It’s like one big, happy family here.”

Happy family aside, Vancaillie says after two years, it’s time for a change, and pursuing a higher education in her field just seemed like the next logical step. A Masters, she noted, will not only enable her to be better at her job, it will also provide more career opportunities for her.

“Basically wherever people need to locate information, I should be able to find a job,” Vancaillie said, listing academic libraries, special libraries and corporate or law libraries as a few examples of prospective positions she will be able to pursue upon graduation next June.

The event, held on the evening August 15 in Heritage Park, featured pre-show entertainment

by Marty Edwards, concessions sold by the Peachland Boys and Girls Club and the Peachland Rotary Club, a VIP best seat in the house contest sponsored by The View and Canadian Tire, and of course, a showing of the film Paddington, based on the popular series of children’s books of the same name. The all-ages event was admission by donation, the proceeds of which will go to the boys and girls club. The cost of the inflatable screen is an estimated $6000, which was entirely covered by the numerous community sponsors.

In my continuing research of Peachland’s musicians and entertainers I came across this gentleman and his amazing talents.

He plays the guitar, trumpet (coronet), keyboards, mandolin, bass and drums. On top of that he engineered, produced and recorded all instruDerek Bunce ments on the band’s recent CD. You know him as the lead guitarist for the group Dale Seaman and Hwy 97. Craig Brown is the true definition of a multi-talented musician.

At 14 he was already taking accordion lessons and was playing trumpet in his school band.

But, like so many young guys, he thought playing the guitar would be much cooler, which came from him being a big fan of rock n’ roll music.

At that time his dad was taking guitar lessons, so he sat and watched, then would go over the same lesson when his dad had left the room. His dad was so impressed that he gave him his guitar.

He was born in Wilkie, Saskatchewan in 1956 and moved to Salmon Arm in 1963, when he was seven years old.

He graduated high school in 1974, with a full music scholarship. He went on to Douglas College in Vancouver, was a music major (Trumpet) and from 1975 to 1979, he started giving guitar and trumpet lesson in private

From 1980 to present, he is in great demand as a studio musician in various studios in B.C. With his extensive performance credits throughout Canada, Craig has shared the stage with a variety of well-known personalities.

Along the way Craig has released five solo fingers style guitar instrumental CDs. Craig would be the first to admit the huge role that his wife Carol of 38 years plays in his music career, from holding down the fort to raising their son while Craig was on the road for weeks at a time. Some facilities offer single rooms, while others provide apartment-style living.

Most assisted living facilities provide a

variety of services, such as housekeeping, laundry, exercise and wellness classes, and social activities, for their residents.

Investigate the offerings at each home you visit, looking for a facility that best suits your loved one’s needs.

• Inquire about staff and their schedules. It is important to know how many staff members a facility has and how many people are working at any given time.

Do staffing schedules differ at night?

If a resident has a particular rapport with one staff member, can he or she be

• Learn about individual service plans.

curity in place. A good assisted living facility has a 24-hour support system in place and immediate access to care. Rooms may be equipped with emergency phones that can be accessed day or night.

Many homes have check-in desks so that residents are accounted for when going on outings and for announcing guests.

• Check on licensing. Confirm a facility is licensed and that it meets the expectations of the local regulatory agency.

In addition, check with the Better Business Bureau to see if any complaints have been filed against the home.

Assisted living facilities can meet the needs of people who cannot live independently but do not require the aroundthe-clock care of a nursing home.

The historical novel The Dream of the Celt, by Mario Vargas Llosa, describes the real life of Roger Casement as he left his homeland of Ireland and went to the Congo in the late 1800s and then Amazonia to investigate rumours of atrocities against indigenous people. He idealistically believed that the Caucasians went to “improve their living conditions, rid them of deadly plagues such as sleeping sickness, educate them, and open their eyes to the truths of this world and the next.”

CONTRIBUTOR I find interconnections in the material I read. In Anthony Doer’s All the Light We Cannot See, there is reference to the procuring of tall ship main masts from Prussia, because all the huge trees of Europe had been cut down. In Michener’s Caribbean, pirates cut down the main masts of enemy ships to disable them. And then, of course, both these books portray people in horrible situations caused by greed, arrogance, and domination.

He wasn’t in Africa for long before he “began to lose faith in what had been his foundation of beliefs that drove his decisions and actions: Christianity, civilization, and commerce.”

In Amazonia he saw similar atrocities as in the Congo.

This distilled his hatred of colonialism or any one political unit having power over another. He began to work for Irish independence and an end to colonial rule.

“It really does hamper our firefighting efforts when people get in the way,” a frustrated Rob Graham, media relations officer with the Oliver Fire Department told a news conference on Saturday, referring to people who gathered on Spartan Street to watch. “If you don’t have to be there, please don’t be there. You’re just putting yourself in danger and putting firefighters in danger. We are busy trying to do the jobs that we need to do.”

As night fell, the side of the mountain above Highway 97 was lit up in a wall of flames rapidly burning towards homes and wineries along the Golden Mile Bench.

On Saturday morning the winds had calmed.

Weary firefighters returned for some much-needed rest and some residents who had evacuated returned to check their properties, even though evacuation orders remained in place.

Charred ground covered the mountains and pockets of smoke and flame still burned.

Helicopters in succession took on water at the ponds around Road 20, dropping bucket after bucket on burning areas around the base of the mountain near Testalinden Creek.

At a 3 p.m. Saturday news conference in Oliver, weary-looking officials and first responders gave a summary of progress.

They also announced that the Wilson’s Mountain fire evacuation order was now downgraded to an alert, although the order for those in the Testalinden Creek fire area remained in effect until Monday.

Oliver Mayor Ron Hovanes was choked with emotion as he thanked the firefighters and other volunteers for their efforts. Also speaking were RDOS Chair and Area A director Mark Pendergraft and Terry Schafer, Area C director, both looking worn out.

“I’ve lived here pretty much my whole life and I don’t think the town or the rural areas have ever been faced with something quite like this before,” Hovanes told reporters and a scattering of local residents. “The community really came together, the volunteers are really precious for the work they do for this community.”

On Sunday, the fires were largely reduced to smouldering ground with minimal open flames, although areas of Mount Kobau were still burning.

Then a setback.

Somebody illegally operating an unmanned aerial vehicle (UAV) or drone over the fire at Testalinden Creek put aircraft at risk.

“Eight helicopters and five fixed-wing aircraft that were supporting ground crews were grounded and significantly impacted fire suppression operations,” B.C. Wildfire Services said in an information bulletin.

It wasn’t until much later in the day Sunday that the air operation was able to resume and by then some new areas were on fire.

The Oliver RCMP is working with the B.C. Wildfire Service to investigate the incident.

Wildfires are considered flight restricted areas

and the operation of any aircraft not associated with the suppression activities, including UAVs, in these areas is illegal.

“This aerial activity is dangerous and poses a significant safety risk to personnel, especially when low-flying firefighting aircraft are present,” B.C. Wildfire Services said.

By Monday night, the Testalinden Creek fire was 40 per cent contained and the Wilson’s Mountain fire was 70 per cent contained.

Efforts are expected to continue.
