SD23 to hold drop-in session MP Dan Albas named Shadow Minister Central Okanagan Public Schools has publicly released the results and analysis of their first survey about the future of its transportation system, which will be presented at an upcoming public drop-in session at Mount Boucherie Secondary School on Dec. 9 from 6 p.m. – 7:30 p.m. as well as various other locations. On Dec. 3 a second survey became available for the public to provide their feedback on the considerations, which will inform the committee’s final recommendations to the Board of Education. The school district encourages all families, including those who do not receive bus service, to participate in these consultations to inform decisions as the Board of Education sets transportation service levels and determines its budget priorities for future school years.

On Nov. 29, Dan Albas, Member of Parliament for Central Okanagan— Similkameen—Nicola, was named Shadow Minister for Employment, Workforce Development and Disability Inclusion. “I am very proud to be appointed the Shadow Minister for Employment, Workforce Development and Disability Inclusion,” said Albas. “Having a job is more than just a paycheque, it provides meaning, a place in the world. Building a skilled workforce is essential for ensuring that Canadians can realize their dreams

for themselves and their families. This includes the many persons with a disability who for too long have been unable to participate fully in our economy and our society.” MP Albas continued, “I will work tirelessly to hold the government to account and make sure that Canadians can get ahead and that those in our struggling energy and forestry sectors can get back to work.” The Conservative MP was re-elected for a third term in the October federal election.

ALC permits school construction on Webber Rd site Central Okanagan Public Schools has a viable site for a new secondary school in West Kelowna. On Nov. 15, the Agricultural Land Commission (ALC) granted the school district’s request to build a secondary school on 14 acres on Webber Road. The next step for the school district is to develop a project definition report to provide the province a feasibility and cost analysis to consider when approving major capital projects. If the province approves the project, the school will be completed within three to

four years. Mount Boucherie Secondary School already exceeds its capacity by 10 per cent and is projected to grow by five per cent each year. In March 2019, The Ministry of Education supported Central Okanagan Public Schools to search for a suitable site to accommodate its number one capital priority: building a second secondary school in West Kelowna. The search was a challenge because there are few large sites in West Kelowna that are not in the Agricultural Land Reserve (ALR).

LYONEL DOHERTY The firing of a mall Santa in Penticton is a good lesson learned for social media buffs. Gary Haupt, who loves portraying old St. Nick at Christmas time, was given the boot last week when someone complained about pictures he posted on his Facebook page. One photo showed him pretending to drink from a small whiskey flask while sitting on a couch with a friend. Another showed him reaching for a woman’s breasts, which he said was all in fun. Both incidents occurred in the privacy of his own home and with consent by the female participants. He was wearing a Santa suit at the time. When Cherry Lane management received the complaint, Haupt was called into the office and fired prior to starting his job as mall Santa. What a bummer! Many people defend Haupt, saying he did no wrong; his actions had nothing to do with his job. Some also argue that mall management was heavy handed and overzealous in the firing. While they may be right, Haupt’s mistake was sharing those photos on social media. It doesn’t matter if the behaviour occurs in private. It doesn’t matter if it’s not on company time. As soon as you click send on your keyboard, it’s game over; now the act is public and can be viewed

by anyone. In fact, many employers shortlist candidates by viewing what they post on social media. For example, if the candidate is shown committing a questionable act, even in jest, he or she may have ruined their chance for an interview. And if you write something that could be interpreted as offensive, be prepared to face the consequences. Bottom line: don’t post anything that could come back to haunt you. While Haupt’s behaviour appeared innocent enough, you can’t blame some parents for thinking twice about letting their child sit on his lap. They don’t really know Haupt; all they know is he jokingly reached for a woman’s breasts and feigned drinking hard liquor from a flask. Years ago this behaviour would not have raised a fuss, but in today’s society you can’t do anything without someone crying wolf. Right or wrong, mall management took the safe road by firing this Santa and protecting its reputation. They canned an ostensibly good, down-to-earth guy who wouldn’t harm a flea. But simple mistakes can cause a lot of grief in a world where someone is just waiting for you to fumble the ball at the one yard line. Lyonel Doherty is the editor of the Oliver Chronicle.

Cherry may go overboard sometimes, but he’s a patriot I understand there is turmoil reference the firing of Don Cherry. I wanted to write in and say my piece. I believe Don is a true Canadian. I understand that he sometimes goes overboard with what he says but he definitely is someone that a lot of Canadians adore. He has done so much for Canadian junior and minor hockey

awareness. It is too bad that he was removed from Sportsnet and now he has decided to step down from coaching the CHL/NHL Prospects game with Bobby Orr. I understand his reasoning for this as he wants to put the focus on the young kids coming up, not him. As a veteran, I know first-hand what he has done for us. He is a

good person with a big heart and supports the military here in Canada and overseas. He is truly a patriot. Please support Don and veterans with mental health issues by purchasing one of these pins. The pin is $5 and will be shipped throughout Canada for free. For every pin sold $1 goes to support veterans with mental health

issues. The pin also shows Canadians that we cared about Don and what he has done for Canada. I understand not everyone shares this opinion and that is fine, but for those who do please take the time to support him. So Tricia, as previously mentioned, you are entitled to your opinion, and no one, including me, is trying to change that, but I would be happy to take you for coffee at Bliss or a location of your choosing to perhaps further talk to you about a rainbow crosswalk in Peachland and share with you what I shared with council about the evolution on how the rainbow sidewalk is now a symbol for everyone regardless of their

Regional Floodplain Management Plan to help reduce flood risks JOANNE LAYH The regional district is getting closer to having the tools it needs to reduce flood risk, improve emergency response and increase resiliency to climate change. That’s what Peachland council members heard at their Nov. 26 committee meeting, where they received an update from the regional district on the second phase of the Regional Floodplain Management Plan. The latest work began last summer to assess and confirm the floodplains and alluvial fans for Trepanier Creek and Peachland Creek, among other areas in the region, and as a result of that work maps are currently being developed to show flood extents and elevations. When finalized, this information will help the community with future land use decisions, flood planning, risk assessment or other flood-related works. The second phase is still in progress and includes: • Mission Creek floodplain mapping update; • Mission Creek dike breach analysis; • Okanagan Lake flood level mapping; • Wood and Kalamalka Lakes flood level mapping; • Major floodplains and alluvial fans; • Flood-prone sections of watercourses; • Trepanier and Bellevue Creek dike maintenance assessments; and

The first phase of the regional floodplain management plan was completed in 2016 to get a better understanding of the flood risks within the regional district. Several recommendations for action came out of that work, including the need to confirm the floodplains and alluvial fans for both the Peachland and Trepanier Creeks within urban areas of the community. Funding for the project came from UBCM’s Community Emergency Preparedness Fund and the work was completed by Associated Engineering Ltd. The hope is that when the project is complete, the Floodplain Management Plan will provide the region with tools to reduce flood risk, improve

emergency response and increase resiliency to climate change. Here in Peachland, RDCO director of community services Todd Cashin said that overall the objective is to assess the Peachland and Trepanier Creek channels and develop floodplain inundation maps. “These maps will show flood extents and elevations, which will support District of Peachland staff in identifying potential hazard areas in the community,” Cashin said. In his presentation Cashin said flooding has been happening in our valley post-glaciation for about 10,000 years and identified what impacts the community could expect from a one in 200 year flood event. He also noted that climate change

will bring new challenges. “We know that temperatures are going to be going up, winter rainfall is going to be more than what we know now and winter snowfall is going to be less, so that is going to cause a shift in the hydrological regime and that could lead to changes and flooding characteristics,” Cahill said. Associated Engineering Ltd. water resources engineer Geoffrey Cahill was at the presentation and told Peachland council members that preliminary results show Peachland Creek generally has capacity but

the culvert crossing at Renfrew Road may be undersized. He went on to say that Trepanier Creek has a number of sites that would be at risk of flooding and provided maps that illustrate where the low ground and pinch points are in each creek. “This image is reflective of what would happen in a one in 200 year flood event. This is the flooding you could expect based on the information we have today based on where the pinch points are, like Mr. Cahill spoke to the undersized culvert near the lakeshore. For example,

if that was to be upgraded in the next five years then obviously it would change how this flood model responds but using today’s information this is what you would expect if you saw a one in 200 year flood,” Cashin said. Cashin cautioned that the map doesn’t take into account things like debris flows or a culvert getting plugged up. “I think this is going to be extremely useful,” Mayor Cindy Fortin said. The regional district is currently seeking funding for the third phase of the project, which will include mitigation strategies.

HERE FOR SENIORS Three ways aging drivers can see better at night Many drivers are less comfortable driving at night than during the daytime. Despite the fact that far more vehicles are on the road during the daytime than at night, studies have shown that approximately 65 percent of accidents occur at night. Many of those accidents and much of the discomfort drivers feel at night can be traced to inadequate lighting. Visual acuity, which is directly related to the amount of light provided by the environment, can be diminished by as much as 70 percent at night. The human eye is not adapted for nocturnal vision, so when driving at night, drivers often experience a loss of depth perception and difficulty distinguishing between colours as contrasts fade away. This is especially problematic for aging drivers, a segment of the driving population that is on the rise. According to the National Highway Traffic Safety Administration, there were 36.8 million licensed drivers age 65 and older on the road in 2013, a figure the NHTSA estimates will increase to 57 million by 2030. As drivers age, the lenses of their eyes become more opaque, reducing the amount of light their eyes can receive. For example, at age 40, the average driver may already need twice as much light than a driver at age 20. At age 65, that need can climb to a whopping eight to 10 times more light (see graph). But aging drivers need not sacrifice their nocturnal independence just to stay safe behind the wheel. The following are three ways aging motorists can improve their nighttime visibility. 1. Upgrade headlights. According to a recent study from the automotive club AAA, the halogen headlights found in more than 80 percent of vehicles on the road today fail to safely illuminate unlit roadways, even when vehicles are moving at speeds as low as 40 miles per hour. signed to put more light on the road, helping to combat the natural deterioration of vision that so many aging drivers deal with on a daily basis. Inspect headlights regularly, checking to make sure that plastic headlight lenses have not turned yellow or foggy. Earlier this year the new transit route 70 bus began travelling from Penticton to Kelowna, making stops in Summerland and West Kelowna (where the bus terminates, and riders transfer onto another bus into Kelowna), however, the bus does not stop in Peachland. When discussions initially got underway about this service, Peachland was at the table and expressed strong interest in participating in the service, then chief administrative officer Elsie Lemke told council. However, when the route began service between Penticton and Kelowna, Peachland wasn’t included. On June 25 Peachland council passed a resolution instructing staff continue the conversations with the Regional District of Okanagan-Similkameen (RDOS) with respect to transit route 70 stopping in Peachland. District staff recently met with RDOS staff and reviewed what some of the chal-

lenges may have been, including: • Two different unions representing transit drivers; • Travel times remaining as short as possible; • Safe pick-up/drop off locations; and • Allocating costs. “It does not appear that any of these challenges will be show-stoppers, so the RDOS staff requested that a council resolution supporting the request be provided to their board for consideration,” Lemke said in her report to council. Initial estimates suggest the cost to include a Peachland stop on the route would be about $8,000. Mayor Cindy Fortin said the service would be good for citizens in Peachland with mobility challenges who like to go to Penticton for medical care. “It sure would be great if we had that spot in front of the IGA in front of the mall someday,” Fortin said. Council’s resolution will be presented to the RDOS board for consideration.

Festive season to kick off with annual Christmas Light Up event PATRICIA BARROWS

PEACHLAND BOYS AND GIRLS CLUB Friday, December 6 marks the annual Peachland Community Christmas Light Up. The Okanagan Boys and Girls Club is excited to help kick off the festive season. The Peachland Historic School will be filled with activities from 4:30 p.m. - 6 p.m., including the art gallery open house and light up pre-parade party at the Okanagan Boys and Girls Club. Families are also invited to stop in at the Peachland Chamber location across from Heritage Park, where BEEPS will host a kids’ workshop to create a yuletide log centerpiece from 4 p.m. – 7 p.m. Back at the Peachland club, boys and girls club staff and volunteers welcome everyone to the pre-parade children’s party where activities include winter themed crafts, face painting, and a sing along with Papa Thom. The Christmas glow parade begins at 6 p.m. Children and families will follow Santa along Beach Avenue to Heritage Park where more exciting festivities will take place, including the much anticipated count down and light up. Heritage Park will be bustling with holiday cheer, entertainment, hot refreshments, a bouncy castle, games, face painting and a family photo booth for ev-

eryone to enjoy. This wonderful free family event is offered by the District of Peachland. Be sure to bundle up and come down to join the fun. Over the past three years our recreation program leader, Rachel, has made an incredible impact in the club, building valuable relationships with our children, youth, families, community and club staff. We are very sad to announce that she has moved on to another opportunity. Rachel’s positivity and zest for life brought such a great energy to the club and to everyone she met. Whether it was hosting dinner and games nights with club kids and the Peachland Wellness Centre or leading our annual family Easter egg hunt or helping kids with math homework, Rachel was quick to take on any role with enthusiasm and a smile.

She will be missed but we wish her all the best in her new adventures and still hope to see her at our Peachland community events! Rachel grew the Peachland Boys and Girls Club recreation program into a warm, welcoming, fun environment and developed strong partnerships with other service groups. We are hopeful to find someone with her energy and dedication to join our great Peachland team and continue in her footsteps.
